Coun. Kevin Murdoch crafted a motion that the mayor write to the minister of community, sport and cultural development requesting that Oak Bay be included in meetings, discussions and studies the province may initiate regarding governance review or amalgamation related to core Greater Victoria communities.

“We don’t want to be seen to be endorsing amalgamation,” he reiterated.

“Council has a fiduciary responsibility … to make every effort to ensure we’re part of any discussions.

“We have an obligation to our people to be at that table.”

Oak Bay was the lone community, of eight that posed a referendum question during the election, where voters rejected

amalgamation by 62 per cent, 3,594 to 2,184.

“Our community has said no,” said Ney. “I don’t want to participate in any way that might be seen to be endorsing amalgamation. Our community has said no.”

Murdoch was prompted to suggest the letter in response to media reports that B.C.’s Community Minister Coralee Oakes hadn’t heard from certain communities on their willingness to participate in a study of governance in the region. “It was really a disappointment, not that it came as a huge surprise,� said John Vickers, vice-chair of AmalgamationYes, a grassroots group lobbying for a study of some form of amalgamation since 2014. “For council to present that it’s a non-issue in Oak Bay defies everything that we’ve picked up.�

Results showed 76 per cent, or 22 of 29 people surveyed, in Oak Bay supported looking at an amalgamation study. “As one of 13 municipalities, this can have affects on Oak Bay and it’s just unfortunate to see Oak Bay council not be a willing participant at the table,�

Vickers said. “To deny the community is just appalling and it’s just unfortunate. Hopefully when the province does move forward we can continue a grassroots effort in Oak Bay.�

They’ve also seen support on the street through sidewalk petitions, and the AmalgamationYes board features Oak Bay residents such as Lesley Ewing. “I think they made a poor decision, they did a real disservice to the residents of Oak Bay,� Ewing said after Monday’s meeting. “Council should always be looking at opportunities to make the municipality more efficient, ways that we can improve our

services and ways that we can work with other municipalities. “It’s completely no cost to the municipality so why wouldn’t we take the opportunity to be part of this. If we don’t participate we will just be the passive participant of what comes out of the terms of reference.�

She asserts that council basing their decision on results of a flawed question, one that simply asked residents if they wanted to be absorbed by another municipality and didn’t address a study or governance review – such as a question proposed across the region at the time by AmalgamationYes. “People will naturally say ‘no, I need more information’,�

Ewing said. “It is really the residents of Oak Bay and Greater Victoria who have to continue to put pressure on community leaders that this is something they are interested in looking at.�

Expanded summer concert series returns to Willows Live music induces dancing at seaside venue Christine van Reeuwyk News Staff

Dancing to dusk at Willows Park will be a summer evening option again, based on the success of last year’s concert series featuring quality music and a stunning venue.

“We didn’t have a lot of lead-up time last year,” said Janet Barclay, manager of recreation program services.

“We were so thrilled with the crowds, especially the makeup of the crowds, young families and older adults were all dancing.”

Two performers make a return trip, Damian Graham Trio (July 22) and The O’Brien Family (July 15).

“Those two groups were so well received last year we knew they would be very popular,” said Barclay.

They’ve added West My Friend for Aug. 5 and From the Street to the Beach featuring Adam Bay and guests on Aug. 12.

“I planned four and then the gospel choir approached to perform somewhere in Oak Bay.” Barclay said.

and Kiwanis clubs ready to sponsor an extra show, the summer concert series of five will kick off Tuesday with the Victoria Gospel Soul Choir.

It’s fast become tradition for folks to stake out a space or come early and have dinner with the Kiwanis Tea House open.

“Some people went early to claim a picnic table, but the lower deck chairs work well as well. People can enjoy the food off of their regular menu, or just snacks or an ice cream. Or you could bring your own picnic or a combination of the above,” said Barclay.

While there’s a tradition of good weather so far – this is the second year – a sweater or blanket is recommended.

“Should we not have it as warm, just put on a sweater,” Barclay said. “Unless it’s really a storm we’ll try to proceed, so maybe bring an umbrella.”

On June 30 hear the Victoria Soul Gospel Choir, an enthusiastic community choral group made up of singers of all ages and walks of life, who embrace the blend of Motown, R&B, smooth soul and AfroAmerican music. Under the direction of Checo Tohomaso, the choir began just over a decade ago with a handful of voices singing

While the first concert is a Tuesday, the rest of the summer schedule is slated for Wednesday evenings from 6:30 to 8:30.

“Last year a lot of people walked or rode their bikes, so we didn’t find an issue with parking congestion.

It was great to see people coming down different streets in different modes of transportation,” Barclay said.

Canadians nearing the tipping point on Senate The auditor-general’s report into spending in Canada’s Senate is very disturbing reading, displaying an ongoing air of indifference to taxpayers and accountable spending.

No less than 30 senators have been cited for improper expenditures. While some are taking issue with the A-G’s findings, the standards he believes should govern spending are pretty basic.

A-G Michael Ferguson stated that senators should not be billing for personal trips. They should not be charging for taxis, meals and gifts which have nothing to do with official business, or billing taxpayers for non-Senate business. They should be keeping detailed and accurate records of all their spending, personal and Senate-related.

Senators should not have the last word on what is considered acceptable spending, or action following investigation of their spending. They are paid by taxpayers, and taxpayers expect that those doing public business, whether in Ottawa or Victoria, are as careful with their money as individuals are in day-to-day activities.

The reckless approach to using taxpayers’ dollars by a significant number of senators, and the possibility that criminal charges may be laid against some of those who have been audited, has caused a shift in public opinion.

Many people are now backing the NDP pledge to eliminate the Senate. There is certainly a better case for doing so than ever before. The Supreme Court has basically shut the door on Senate reform, given that it requires unanimity from all provinces.

Abolition also requires unanimity. However, provincial governments could be pressured if there was a national plebiscite question on whether to abolish the Senate, as part of October’s federal election. Many voices have called for such a vote, and it seems an appropriate way to move forward on this issue.

Such a vote would not be binding in any way. However, if significant majorities in each province backed abolition, there would be significant pressure on both the incoming federal government and provincial governments to agree to abolition by amending the Constitution.

That may be the only answer to dealing with this mess.

Neighbourhoods losing their distinct charm There appears to be a frenzied attack on bungalows in Oak Bay, with one of the latest on Dewdney Avenue. For the most part, it appears developers are seeking out properties that are large and can be subdivided, or in the case of the Dewdney Avenue property, there are already two titles occupied by one home.

The developer has submitted plans which, should they be approved, consist of two modern two-storey buildings which will be identical, except one will have the floor plan flipped, which means for example, the garages at the front will be on opposite sides of the lots.

The houses on the blocks between Nottingham and Musgrave Streets are all of a traditional style. While developers currently have the right to build whatever style of house they wish, two modern houses side by side, in our view, will degrade the street scape.

We do not object to modern design so long as it is done tastefully and with consideration and respect for the neighbourhood. Building identical homes side by side, be they traditional or modern, in our opinion does not respect the sentiment of those living in this area.

If the developers had any respect for the neighbourhood, they would,

at the very least, design homes each unique in their own way as all the homes currently are.

Police provide reminder Recently, when I climbed into my car I noticed a slip of paper on the seat. “Lock it or Lose it,” it read in bold print.

It turns out I had left my car, parked on the street, with the doors unlocked.

And local police, on foot, had dropped off the note and locked my car. I didn’t even know that foot patrol existed in our neighborhood. This was a great reminder. It’s an amazing service and one more reason to be grateful we live where we do.

Response expected On June 6, I wrote each councillor asking for an explanation as to why Oak Bay paid a PR firm $6,000 for the deer cull. I have not received a reply or even an acknowledgement from councillors Croft, Braithwaite or Murdoch. These are the persons we elected to represent us.

As an aside, I wonder how many other communities that had deer

Delighted by deer This morning I was thrilled to see a very young fawn with its mother enjoying the rites of spring. It looked so happy and carefree bounding around like a puppy dog.

But that feeling of exhilaration quickly left me when I wondered how much life this beautiful little creature would enjoy before being hit by a speeding vehicle or being culled by people who simply do not care.

The Business Improvement Association will add two more liquor vendors to its night markets.

The Oak Bay Village Night Markets had a small number of cancellations that opened space for these vendors, said project manager Heather Leary in a letter to the district. At the same time, Averill Creek Winery and Silverside Winery sought entry. Council OK’d the application that will make for six tasting stations for the remainder of the season – July 8, Aug. 12 and Sept. 9.

Paving contract awarded Council approved a contract for asphalt milling and paving of approximately 4,500 square metres at various locations in Oak Bay. The majority of work is planned for Oak Bay Avenue and intersecting roads from Foul Bay Road to Newport Avenue.

IN BRIEF Council awarded the tender to Island Asphalt Company for the price of $270,000.

Paving started Wednesday and will run until July 3 on Oak Bay Avenue from Foul Bay Road to Newport Avenue. Access will be restricted to single-lane alternating traffic. No parking restrictions will be in place along the impacted roads.

Uplands grant application tweaked Earlier this year, district staff pursued a grant opportunity through the Union of B.C. Municipalities for the ongoing sewer separation work in Uplands.

They submitted two applications to the Federal Gas Tax Fund Strategic Priorities Fund. One was for $3.9 million for a Pavement Management Program and a second for $1.5 million for the Uplands Combined Sewer Separation Project which included public outreach and engineering design costs but did not include any construction costs. UBCM representatives reviewed the application and invited the municipality to resubmit including those costs to increase the funding odds.

Oak Bay recently awarded a contract to McEihanney Consulting Services to undertake a pre-design study examining options for separating the existing 100-year-old combined sewer and storm water pipe in the Uplands area.

Staff asked Kerr Wood Leidal Associates Ltd., the engineering firm that did preliminary work for the district on this project in previous years, to provide general costing estimates to support the application which will now have a capital cost of $20.7 million attached, based on the highest-cost alternative inflated to year 2018. Staff noted this may not be the final project costs as there are still many potential options available for the project.

Ajna Yoga Centre will expand its free yoga classes this summer in Oak Bay. The program began a couple years ago and has run continuously with yoga at Willows Beach.

“The theme of the outdoor classes will be staying healthy during the summer months, focusing on postures that support the body during outdoor activities like gardening, walking, cycling and tennis,” said Jules Payne, co-director of Ajna Yoga.

“We get about 100 to 150 people. We get families, people who’ve never done yoga before.”

The first outdoor class this year was held May 23 when the Ajna yoga team set up on

the front lawn of the Oak Bay municipal hall as part of the Talk to an Expert Day. Free yoga classes are also planned during Oak Bay Village Night Markets the first Wednesday of each month through September.

“That’ll be fun,” Payne said.

“We’ll probably have a bit more active practice. At the beach it’s pretty gentle with the waves and trees.”

Although there are distractions at the beach as well with family barbecues and impromptu soccer games, with cues in yoga that include phrasing such as “connect to the earth” or “look up to the sky”, Payne said, “people are still pretty connected to the practice.”

“Free yoga is great because it’s an opportunity for people who aren’t sure,” Payne said.

They also get to experience different techniques, as instructors rotate through, offering different perspectives and personalities “Everyone’s a little different with their style of teaching,” Payne said.

People are invited to bring yoga mats or towels. All ages are welcome and no registration is required.

Ajna also offers accredited yoga teacher training programs for beginners and advanced practitioners.

Mardi Gras benefits youth projects Rotary Club of Oak Bay event raises more than $21,500 Christine van Reeuwyk News Staff

Masked mayhem at Monterey proved to be a rousing success recently for the Rotary Club of Oak Bay. Their annual evening dinner, a Mardi Gras theme, raised more than $21,500.

Over the past six years, similar events have raised nearly $126,000. Of that, $50,000 will be put towards the new Oak Bay High School’s neighbourhood learning centre and the rest for youth-related projects in Greater Victoria.

“The participation of the Oak Bay community and the Greater Victoria community is really what has made us so successful,” said Rotarian Joan Firkins, past district governor. “We’ve been doing this for six years and we keep going back to the well and all those people do it for us every year.”

About 200 revellers attended the Rotary Club of Oak Bay’s annual fundraising dinner at the Monterey Recreation Centre, a traditional New Orleans dinner followed by a live auction.

“It’s an international organization so we do humanitarian work in developing countries and then the other side of it is the community side,” Firkins said.

Over the past decade the Oak Bay club has raised an average of $25,000 a year to support local community and youth literacy programs and a matching $25,000 to support international humanitarian programs.

Local contributions include funding Carnarvon Water Park, the Oak Bay Teen Centre, Oak Bay Interact Club, youth leadership, Habitat for Humanity, Greater Victoria Eldercare Foundation, Mustard Seed, George Jay Elementary, Quadra Elementary and MacAulay School’s literacy programs and the Victoria Hospitals Foundation. On the international front, the club has supported projects in Malawi, Guatemala, Rwanda, Mexico, East Timor, India and several other countries.

Great Teachers honoured Three local teachers are getting an ‘A’ for their unique teaching styles and dedication to education.

Karen Oraas from Doncaster Elementary, Caroline Shuh from Bayside Middle School and Parker Jolliffe from Esquimalt High School were the recipients of this year’s Black Press/Staples Great Teachers program recognizing outstanding teachers in the community.

Colleagues, friends and families of the recipients plus representatives from Black Press and major sponsors Staples, Thrifty Foods and Drivewise celebrated the three teachers and their accomplishments at the Staples store on Tolmie Avenue Tuesday night.

“It was inspirational to meet with our honourees face to face and hear about all the wonderful things they’re doing to give back to the kids in our communities,” said Oliver Sommer Associate Group Publisher, Black Press.

Each honouree received a plaque and an iPad courtesy of Staples.

The teachers were nominated by the public during a spring voting period. Great Teachers is an annual program originated

Hospital opens hospice room Kendra Wong Black Press

Patients nearing the end of their life will now have a peaceful, private place to spend the end of their days with a new palliative care room at Glengarry Hospital.

The Robert (Bob) D. Thomas Memorial Comfort Care Room opened its doors last week and offers patients who are about to die a comforting, private space to spend time with their families.

“When it comes to end of life, families like to be together so we like to have a space where residents can move and have that privacy and the time and space to spend with loved ones,” said Lori McLeod, executive director of the Elder Care Foundation.

The room comes equipped with a TV with a USB port and stereo so families can bring in photos, movies or music that might stimulate positive memories, a love seat and chair that fold out so people can spend the night, and a microwave and fridge so they can share meals together.

“End of life care rooms make that experience much more meaningful for families and allows them to spend that time together. It’s a peaceful loving environment,” said McLeod, add-

The roughly $30,000 project (which was formerly a wheelchair storage room) was funded mainly through two major donations from families who know first-hand the need for palliative care rooms.

The first was from John Thomas whose father spent the last year and a half of his life at Glengarry Hospital.

“The compressor would come on at all hours of the night, there was no comfortable bedding in it. They basically rolled dad’s bed in there and we spent eight days with him in the heat and the cold,” said Thomas, adding that the hospital would not have

been able to fund the room on its own.

“We’re just happy to see families being able to have a comfortable space to send their loved ones off rather than the horror of the eight days that we spent here.”

The second donation came from Denese Alexander, a recreation therapist at Glengarry whose husband Darin spent his last two weeks at the palliative

care room at Royal Jubilee Hospital.

“My husband said ‘please, don’t leave’ and I didn’t and these families won’t have to either,” said Alexander.

“My husband came and volunteered here and he loved the work that I did, so it’s special to have it come back here.”

The room is already getting use with five families who have used the facility.

Unlocked vehicles still a problem for police Despite recent reminders, residents continue to provide thieves with opportunity in Oak Bay. On June 16, Oak Bay Police received a report of a theft from an unlocked vehicle while it was parked on the street at Beach Drive and Cadboro Bay Road. A purse IN BRIEF and cellphone were stolen from the vehicle. Two more vehicles were discovered entered on June 19 in the 2400 block of Dryfe Street. A number of valuables were taken.

Trespassers target homes Police are investigating after a home in the 2500 block of Epworth Street was entered by breaking the back window June 15.

On June 17, a homeowner reported that an open garage was entered overnight and a set of golf clubs was taken from an unlocked vehicle in the 3000 block of Uplands Road.

On June 20, residents in the 900 block of Newport Avenue discovered someone had forced open a basement window, however, nothing appears to have been stolen.

One-hundred years ago, Victoria was growing rapidly. In 1909, a trolley line extension (along Cook Street, May Street and Fairfield Road to Foul Bay Road) brought new development to an area that had been rural pasturage.

By Jan. 1, 1915, the church known as St. Matthias Mission was opened and consecrated at 311 Richmond Ave., near Lillian Road, in Fairfield.

St. Matthias had begun as a mission from downtown Christ Church Cathedral. As early as 1911 an Anglican home worship group had been organized at 1587 Fairfield Rd. A year later, the house was found to be not large enough.

As the Cathedral wanted to establish a larger presence in the Ross Bay and Foul Bay area, funds were raised for what became St. Matthias Mission.

The new building on Richmond Avenue had about 1,100 square feet, accommodating both Sunday school and church services. It had seven pews, to seat 72 people. The Cathedral’s St. Agnes Guild provided a pedal organ, which is believed to

be the same one in St. Matthias’ chapel today.

Subsequent additions included a belfry, with its former Yates Street Fire Hall bell (1919), and a hall (1928).

The congregation grew steadily, but like so many organizations it struggled financially during the Depression.

The subsequent war years provided their own challenges. Nonetheless, by 1947 St. Matthias was formally separated from the Cathedral, being now financially self-sufficient and no longer a “mission.”

By the mid-1950s, the congregation had outgrown the facility near Lillian Road. It was sold and since then has been home to St. Jean Baptiste, Victoria’s Francophone Roman Catholic parish.

Meanwhile, St. Matthias moved to 600 Richmond Ave., at the corner of Richardson Street, where a new, much larger church and parish hall were dedicated on Jan. 6, 1957. Four years later, planning started for a new rectory, which was finished by early 1963.

In 1969 the idea of building a non-profit rental complex on the church property was first suggested.

In late 1971 construction began, replacing

what had been a rose garden.

Comprising 24 low-income rental suites, Rogers Court was named for the retiring incumbent Canon Rogers.

Over the next decades, the congregation continued its many activities within the church, out in the surrounding community and abroad – including supporting church and social justice activities in Eastern Europe and Nicaragua.

In 2009, there was a severe bump in the road – the rector and a large majority of St. Matthias parishioners left the Anglican Church of Canada. The remaining, much-reduced, congregation reorganized and started rebuilding itself.

Led by The Rev. Canon Bruce BryantScott, St. Matthias proceeds with confidence and enthusiasm into its second century.

On June 28, at 10 a.m., the Parish of St. Matthias will celebrate its centennial year with a Morning Prayer service, using the old Book of Common Prayer.

A lunch and musical entertainment will follow in the Parish Hall.

If you were to attend any of the major manufacturer media launches, you would hear journo after journo complain about the audacity of carmakers who use CVT. In the old days, CVT deserved its poor reputation with power lags, high revving, uneven gearing and unedifying and unexpected lurches forward! The technology has evolved. And, the fact is the average consumer has no problem with it, liking the smoother transitions.

My first test route was in the Whistler area and showed off its hill climbing skills and the smoothness of the ‘dreaded’ CVT. It’s no gazelle but it is sure-footed and the CVT did not fail even when the driver behaved like a lead foot!

I found the ride to be smooth and highway passing no challenge. Cornering at sensible speeds keeps the vehicle firmly planted. It’s darn quiet too.

Then I spent a week tooling around

the city putting it through its shopping paces. Parking on the street was a little challenging but I’ll put that down to impatient drivers behind, not prepared for the Murano’s wide swing needed to get into that tricky spot. On the supermarket lot, it glided into spaces forwards or backwards with ease.

It’s a fine long-distance vehicle but would serve well as a commuter where longer distances are the norm. I can see it being used in the suburbs but it’s a bit large for the centre of the city.

The Murano is not too thirsty for its size – 11.2/8.3 L/100 kms. That’s about two litres per 100 klicks better than its main rivals.

Premium brand Infiniti will unveil its first-ever compact car at the International Motor Show in Frankfurt in September this year (September 17 to 27).

Two years after the Infiniti Q30 Concept debuted at the 2013 Frankfurt show, the production version of this segment-spanning compact car will be revealed at the show this year.

Infiniti is in the final stages of preparing the launch. Dynamic testing and ultimate validation is currently taking place across the UK and throughout mainland Europe where development of the vehicle has been completed at

the company's Engineering Centre in Cranfield, in north-east England, since 2014.

The Q30 will go on sale in Europe towards the end of 2015 with other markets to follow subsequently. More news on the Infiniti Q30 active compact will be released closer to the Frankfurt show in September.

The road to production for this much-anticipated car has been rocky though not for what might be expected reasons. Its design and engineering development has the fingerprints of four-times F1 Champion Sebastian Vettel all over it.

Twenty-six businesses are currently participating, including Buddie’s Toys, in Oak Bay and Sidney, with more joining weekly.

How does it work?

Each time consumers shop at a participating local business they earn ‘merits’ which can be redeemed for local products or services from any of the businesses on the program. Consumers can pick up a TLF Rewards Card at any participating business or download the app.

The app and website features a map showing all the independent businesses and keeps track of how many merits have been earned.

The program is powered by Supportland, a Portland-based organization whose mission is ‘to strengthen neighbourhood business districts that lead to thriving local economies.’

Local ice cream shops and pools are gearing up for a busy weekend with scorching temperatures that are expected to hit Victoria this weekend.

Environment Canada is predicting potentially recordbreaking temperatures in the high 20s and low 30s heading into the weekend and early next week. “We’re in for a little bit of a heat wave here, temperatures are going to peak on Sunday.

The forecast high for Sunday is 30 degrees, considering the normal high at this time of year is 20,� said Matt MacDonald, a meteorologist with Environment Canada. “The record high is 30.5 degrees, so we’re going to flirt with records on Sunday.�

Victoria also recorded the driest May on record last month with only two millimetres of precipitation, compared to the normal 38 mm, all thanks to “the blob.�

1,500 people. “I’ve ordered a lot more ice cream and we just opened another event truck, so we’re busy at the HarbourCats games and we’ve got extra staff on.

Everyone wants to be on the harbour and everyone likes an ice cream cone when they’re down here.�

Crystal Pool is also expecting a busy weekend. “When it is super hot outside, people like to come to a slightly more controlled environment,� said Terri Askham, recreation manager.

One feature that she expects to get a lot of use in the hot weather is the sun patio that allows people to be outside in the sun, but also go back and use the indoor pool when they get too hot.

But don’t expect any relief later on in the week. “There’s going to be a slight cooling trend come Monday, but we’re still going to be at 27 or 28 degrees for another few days until at least mid-week,� said MacDonald.

A Victoria condominium strata council is one of the first on Vancouver Island to install solar panels on its building’s roof – all out of residents’ pockets.

Residents of Central Park Strata (909 Pembroke St.) recently voted to spend their own money to install 60 solar electric panels on the roof of the four-storey apartment building, which started generating power for some 100 residents this month.

“We wanted to join the solar revolution. There’s clearly a need for more local energy generation.

It’s a beautiful building for solar panels because it has a flat roof and absolutely no shade,” said Bruce Mackenzie, president of the Central Park Strata.

The electricity generated from the grid-tied panels feed into the strata’s electrical panel and have a maximum capacity of 14.7 kilowatts.

On the first day of testing, the panels were already generating

11.2 kilowatts.

“I’m very excited that it’s working, it’s been several months of planning and it’s lovely to have it running,” he said.

“I just asked for a show of hands if anyone would be interested in solar power and almost everyone said, ‘We’re interested.

But the idea really took off in

October, when the price of solar panels dropped, making it more economical.

Sarah Simmons, who has lived in the building since 2001, said a majority of residents voted for the project, reflecting how environmentally conscious building residents are.

“Quite a lot of the owners in this building are environmentally conscious. They are green, they are looking for a sense of what can we do to reduce or bills, but at the same time look after the environment,” she said.

“The consensus of the owners was that it’s just the right thing to do.”

Mackenzie noted there aren’t any major downsides to switching to solar power and hopes other condominiums will consider switching too.

“There are dozens of similar buildings all over Vancouver Island and the (Lower Mainland) too, which could do just the same thing,” Mackenzie said.

The residents expect panels will generate about 16,000 kilowatt hours per year and save them $2,100 off the strata’s $6,000 electrical bill every year as well.

Sisters snag junior titles A pair of Uplands sibling golfers swept the junior girls golf championships June 20 and 21.

Akari Hayashi, 12, shot two beautiful rounds of golf to score her first title as Dale Shaw Low Gross Champion. Her first day total was 79 followed by a sizzling 75 to win the championship by three strokes.

Her sister Mirai, 15, also had great rounds – 80 and 77 – and took
