Jumbo halted as Minister declares project not substantially started

tially started.

The result of Ms. Polak’s decision (announced today, June 18th) is that Glacier Resort Ltd’s environmental assessment certificate has expired and thus, the proponent

cannot proceed with developing this project unless a new certificate is obtained.

ing the live conference call she hosted regarding her decision on Jumbo Glacier Resort in response to The Pioneer’s question of whether her decision would be met with opposition from within the BC Liberal party, and specifically from East Kootenay MLA Bill Bennett who has been a long-time supporter of the proposed ski resort. “So I have not had any discussions with my colleagues about my decision with any of them so I would not be able to comment on their reaction.”

She went on to say all her colleagues have a high degree of respect for the statutory decision making process and she doesn’t anticipate that her decision will cause any her issues with respect to her relations and workings with her colleagues.

Norm Macdonald, the MLA for Columbia River-Revelstoke, thinks otherwise.

“There is no question that Mary Polak has made a decision that is going to have colleagues angry at her, but it is the right decision,” he said, adding the minister deserves a lot of praise.

“One expects ministers to do the right thing, but these are people, and at a personal level, she has done something that I think is brave,” Mr. Macdonald said.

“Not surprisingly, I am disappointed,” Jumbo Glacier Resort Mayor Greg Deck said.

“I would presume that the proponent will be meeting with the province to understand more fully the rational and the options, but I am not party to that process.”

Mr. Deck said if negotiations between Jumbo Glacier Ltd and the province cease, the $1 million that has been allocated to his council over a five-year term will likely be reallocated elsewhere.

“We exist to provide

a municipal underpinning to the agreement between the province and Jumbo Glacier Resort, and if those necessary agreements are not in place, then our funding will be in question,” Mr. Deck said.

The qualifications of a substantial start are not set in stone.

In making her decision, the minister was tasked to focus on all of the physical activities that had taken place at the project site, including the laying of two slabs of concrete in an avalanche zone.

“Legally, I think this was the best decision for the province to make,” Invermere Mayor Gerry Taft said.

“This would become a precedent for other projects. Most projects that get environmental assessment approval are mining projects, so if the bar remained so low for the substantial start of projects, that could have much bigsee Jumbo page 4

Mr. Taft continued, saying the province was likely disappointed by what the developer had not done, and that it is now time to start fixing many of the problems that had been created over the last 24 years.

“I hope the province dismantles the munici-

pality immediately,” Mr. Taft said. “In the interim, if this is going to be tied up in court, there is absolutely no reason that the fake town of Jumbo and the $250,000 (per year) to keep that going should be continued.”

“When it comes to the decisions that will have to be made by other ministries, it again goes to the same thing,” she said.

“With any government decision, there’s a significant amount of discussion between Ministries that have an interest in a particular matter or have a role to play. Because of the nature of this decision, that has not taken place… and so now those Ministries… will now have to turn their minds to analyzing what is their next step with respect to their responsibilities.”

In response to The Pioneer’s question on

whether the land so far affected by construction would be remediated, Ms. Polak replied “that will be the next step in the process.”

“We will work with the proponent to determine what if anything needs to take place on the site and, again, it’s the nature of the decision,” she said. “Until my determination is announced, none of that work was possible to take place.”

Though there is much cause for jubilation among those who have been fighting the Jumbo Glacier Resort project for over 20 years, many are suspicious about what the provincial government will do next.

“As ecstatic as I am about this, I still am wondering if the government is going to try something to save the project,” Jim Galloway, director of Jumbo Creek Conservation Society.

Two impaired drivers taken off roads In less than twelve hours two impaired drivers were removed from our roadways in and near Kimberley.

Both the incidents are somewhat different from the norm.

Police Dog locates impaired driver A police dog tracked and located a driver near Wasa last night after he tried to avoid apprehension by police.

Kimberley RCMP received a call just before 10:00 pm about a vehicle near Wasa on highway 93/95 that was being driven in an erratic manner.

Officers from Kimberley and Cranbrook headed to the area. The caller was able to maintain visual contact on the vehicle but it stopped and just prior to police arriving the driver walked off. A police dog was called, the team attended and was able to locate a track and find the driver hiding in the bush. Based

on the witness account and observations by the officer, an impaired driving investigation was initiated. He read the breath demand, but the driver refused to supply a breath sample. The driver (49) from Cranbrook is now prohibited from driving for 90 days and his vehicle impounded for 30 days. “This was a good example of a concerned citizen working closely with police to remove a potentially dangerous driver from for our roadways. The excellent team work by the officers in particular our Police Dog team lead to the successful apprehension of the driver”, says Cpl. Chris Newel of Kimberley RCMP. Speeding takes another driver off the road.

Five children were found in a vehicle stopped for speeding and the driver was found under the influence of alcohol. Just

after 8:00 am June 17, 2015 a Cranbrook RCMP officer operating an unmarked vehicle noted a vehicle traveling well above the posted speed limit on highway 95A. The officer stopped the vehicle and while dealing with the driver noted signs of alcohol consumption. He read the breath demand and the driver supplied a breath sample which resulted in a WARN. The instrument indicates a warn when the blood alcohol level is between 50 and 100 mgs. The driver was served a 3-day Notice of Prohibition. Police were surprised to find five children in the vehicle being driven to school. Police made arrangements with the school administrative staff to get the children safely to their classes.

“Speeding and alcohol are never a good mix; in this case it put the children at risk. It’s sad to see this kind of behavior still taking place”, says Cpl Chris Newel, Kimberley RCMP.

Work includes a full scrub and shine, replacement of filters, painting, tile and grout repairs, replacement of the steam room generator and the replacement of the lights in the aquatic centre.

More than 60,000 hectares have burned so far, most of that from 150 fires in the Prince George fire cen-

tre region.

Two new fires were reported on southeasterm Vancouver Island and a third at Nimpkish Lake on northern Vancouver Island this week. By Wednesday there were 14 new and active fires in the Kootenay and Okanagan regions.

Letter: Re: Hospital workers sign petition I have been reading and listening to comments regarding the privatization of laundry services by Interior Health. I would like to add a human face to the equation.

My husband is one of those workers who will be affected by the IHA’s decision to privatize. He is a hard worker, dedicated to his job. He has been at his job for 23 years and is not at the age that he can retire yet. His body hurts at the end of the day; he is exhausted. It is not an easy job. Anyone who thinks it is is mistaken.

The amount of soiled linen that has to be dealt with is not some-

thing most of us would want to handle daily, if at all. The likelihood of getting poked by a needle while sorting the laundry is always a concern. The handling of hazardous chemicals is also a concern.

I think there is a misperception in the general public. While the Nelson facility does laundry for the immediate area (Castlegar, Nelson and Trail), they actually handle laundry for a total of 26 facilities (servicing the East and West Kootenays and Revelstoke) and they push through an average of 18,000 to 22,000 pounds of laundry a day (five days a week). They work very hard to fill their orders

each and every day and make sure every facility has what is needed.

The health minister doesn’t seem to realize that laundry is health care. It is an important cog in the wheel of the health care system. Just because these workers don’t have a degree doesn’t make their job any less important. The workers take pride in the product they put out to the public.

These are not highpaying jobs. They are family supporting jobs and remember back in 2001, these workers and others had to take a 15 per cent wage cut when Gordon Campbell’s government came into power. That 15 per cent has not been caught up in the 14 years since.

My husband and his coworkers work hard for their wage. Why take

away more jobs from these communities and give them to private enterprise?

The next time you have a loved one in the hospital, look around.

You and your loved ones should not have to worry if the linens are cleaned properly. That should be the least of your worries.

I would ask the health minister to reconsider the idea of privatization and keep these jobs in our communities. I would also ask for the public’s support to help save these jobs. Join a rally this Saturday at city hall at 12 noon.

Letter: Establishing a reconciliation day In their report released earlier this month, the Truth and Reconciliation Commission (TRC) brought forward the painful stories of residential school survivors and their families, collected over six years of hearings and testimony.

The report provides Canadians with a tremendous opportunity to re-imagine and reinvent our country in a way that is respectful of the true founding peoples of this country: aboriginal people. In the words of the chair of the Commission, Justice Murray Sinclair: ‘Reconciliation is about forging and maintaining respectful relationships. There are no shortcuts.’”

I am calling on the Canadian government to recognize the vital importance of respectful

relationships with First Nations by establishing June 2nd as an annual National Reconciliation Day. Establishing a National Council for Reconciliation – as recommended in the report – would help ensure that we build this important work into the fabric of Canada.

The TRC report makes profoundly important Calls to Action with respect to education, both within the nonnative education system and also for First Nations, Inuit and Metis systems. The Green Party is the only federal party that has committed to fully adopting and implementing the UN Declaration on the Rights of Indigenous Peoples – another recommendation by the TRC. I am proud to be running as the Green Party

candidate in this riding in the upcoming federal election. I’ve had the privilege of working for indigenous governments in Papua New Guinea and in British Columbia for almost 40 years. My work gave me tremendous opportunities to learn about the profound differences between the cultures and perspectives of First Nations and those of non-native societies.

The Ktunaxa Nation (KNC) has fully endorsed the summary report of the TRC. In KNC chairperson Kathryn Teneese’s words: Reconciliation is not to forgive and forget but to remember so we do not repeat the mistakes of the past.

Establishing June 2nd as an annual National Reconciliation Day will help us to remember – and honour the TRC, and the thousands of residential school survivors and their families each year. ~Bill Green Kimberley

At the celebration, from 5-7 p.m. on June 28th at Invermere’s Pynelogs Cultural Centre, the grand prize of $1000 cash will be awarded to Howard Smith of Creston for his richly detailed milky way landscape, framed by the sub alpine trees above his hometown.

“I think a photograph that “sings” can stir our spirit, offering a glimpse of the rich experiences to be found in the backcountry. These experiences are not attainable in the manufactured world, they are only reached through spending time in the wild, soaking in the peace, awe and freedom,” says Smith.

Four other cash prizes of $250 each went to Marlene Chabot of Invermere (Landscape), Lyle Grisedale of Kimberley (Wonder), Jessica Platz of Kimberley/ Cranbrook (People in Nature), and Tom Weager of Kimberley/ Nelson (Wildlife).

OBITUARY

Henry Bowe 1938 - 2015 Henry Bowe passed away at his home in Cranbrook the morning of Saturday, June 13, 2015.

He was born in Williams Lake on May 28, 1938, the son of Gilbert and Edith (nee Pinchbeck) Bowe.

Henry walked many paths in his 77 years on earth, as a bartender, faller and skidder operator in the logging industry and also working in lumber mills. He also was a rodeo competitor for 25 years during this time.

Henry, Nancy Jim and Vicki moved to Cranbrook in 1988, and Henry began a new adventure. In recent days he could be found tending to his garden and flowers. He has left behind a legend to be proud of.

Henry is survived by loving wife Nancy Cox of 41 years; his sister Ivy and brother Ivan; children Marlon, Rhonda, Stacey, Rona, Hailey, Rosalie, Vicki and Jim; and cousins, many grandchildren and great-grandchildren. Henry was predeceased by his father Gilbert Bowe, mother Edith Bowe, brother Gilbert Bowe, sister Gladys Bowe and sons Merlin Bowe and Tyler Bowe.

A celebration of Henry’s life will be held at 310 – 27th Avenue South in Cranbrook on Friday, June 26, 2015 at 4:00 pm.
