Saanich is one step closer to participating in a province-led study of amalgamation in the Capital Region. On Monday night, council approved drafting a letter to B.C.’s Community Minister Coralee Oakes indicating its willingness, in principle, to participate in a study of governance in the region. Staff are being asked to first garner public input about how that letter should be written, and Saanich’s participation in the study will depend on terms of reference from the province and nature of the proposal. “We’re pleased that the largest municipality in the region has chosen to participate,” said John Vickers, spokesperson for AmalgamationYes, a grassroots group that has been lobbying for a study of some form of amalgamation since

2014. “(Saanich’s) citizens deserve to be part of the study to see what is the best governance structure for the region.” Saanich residents voted 88 per cent in favour on a ballot question last November that asked if they support “a community-based review of the governance structure and policies within Saanich and partnerships within the Region.” So far, Victoria, Esquimalt, Colwood, North Saanich, Central Saanich, Sidney and Metchosin have written to Oakes indicating their willingness to join a regional amalgamation study. Langford and Oak Bay plan to table similar motions soon, Vickers said. “Hopefully Oak Bay, View Royal, Sooke and the Highlands will also join in the conversation so that a thorough and comprehensive governance and amalgamation study can be done,” he said. editor@saanichnews.com

Their stories, their voice Inaugural VOCYL book launch a success Travis Paterson News staff

Good times were on the agenda Thursday as more than 100 people showed up for the Victoria Opportunities for Community Youth Leadership book launch in the pavilion of the Horticulture Centre of the Pacific. The book, self-title VOCYL, is the first of a kind by the leadership program, which runs under the Community Living Victoria banner at 3861 Cedar Hill Cross Rd. in Saanich. It costs $25, and goes towards the program. The stories are rich in detail, sharing the accomplishments and filling in the background on many of the VOCYL leadership members. “VOCYL is an It’s something the high school students, aged to 25, haven’t had before. VOCYL memopportunity that youth 15 bers are in schools and programs throughout with diversabilities Greater Victoria. “Once the concept got going it really grew,” don’t always get,” said VOCYL coordinator Tracy Lemke. “The book has 20 stories of VOCYL members with - Tracy Lemke or without disabilities.” The idea had been kicking around for sometime when, earlier this year, it floated to the surface as the main focus for VOCYL’s annual fundraiser, Lemke added. “VOCYL identified with the idea because they want a voice. They want people to see them for what they do and not for what they can’t do, which is too often the case.” Sixty per cent of the initial print run, 125, are already sold. “It’s been a very positive response for the youth, giving them a chance to have a voice in the community and show that they can make a difference,” Lemke said. It is common for VOCYL to run a uniquely themed annual fundraiser. They’ve held talent shows, hosted tables at community events, and one year they held their own prom because with a focus on them. Among the new book’s stories are some that have been told before, such as Jenna Proudlove, who came to Victoria more than a decade ago and sought a more inclusive community than what was offered. She not only helped start VOCYL but has engaged in many community efforts including the Victoria Youth Council and

many organizations prior to her arrival here. Kim Scott’s story has been told before too. Scott is an accomplished rider with Canada’s national para dressage team. When Scott collapsed in high school, prior to her diagnosis of cerebal palsy, students called her names instead of showing compassion. But mostly, the book introduces new stories such as Genevieve Chandler’s. An accomplished artist and Oak Bay High graduate, Chandler has hosted an art show at the University of Victoria. “I’m part Aspergers and part ordinary,” says the Peppers Foods employee. “Even before I came to Victoria and joined VOCYL I thought a lot about inclusion. “I always wanted everything to be positive, full of generosity, support and inclusion. It was like that sometime but other times students were selfish and thought they were better than other peole. It made me feel sad and lonely. No one seemd to care how I felt, and it hurt. “I couldn’t be happier that I have joined VOCYL. It made my wishes come true. Remains found those of Victoria man

Town Hall Meetings

Human remains discovered on a rural Saanich farm have been identified as those of Dana McKellar, a Victoria man reported missing last year. The B.C. Coroners Service made the identification on Monday evening. The Vancouver Island Integrated Major Crime Unit spent 11 days scouring a property in the 100-block of Goward Rd. The search included up to 90 officers. Police notified the McKellar family on Mon-

ficult for his family to have to let go of their hopes that he was still alive. It’s a small consolation for us that were are able to help bring him home.” The McKellar family has asked for privacy while they grieve Dana’s death, Lindner said. The Goward Road search was one of the largest ever undertaken on Vancouver Island. Officers from Saanich PD, the RCMP and VicPD worked from June 2 to 13 searching for evidence in his disappearance. Investigators located McKellar’s remains on June 11 at the site. McKellar, 51, was reported missing to VicPD in September of last year. After a comprehensive investigation, VIIMCU was brought on board to

lead the search. Investigators discovered that McKellar had been previously assaulted in July 2014. Now that his remains have been identified and his family notified, the next step for investigators is to determine how he died, how he came to be at the Goward Road property, and who is responsible, Lindner said. Police stressed neither the property owners, nor the businesses operating from where the remains were recovered are associated with the crime. Anyone with relevant information about McKellar’s disappearance is asked to call the VicPD non-emergency line at 250-995-7654 or report anonymously through CrimeStoppers at 1-800222-TIPS (8477). editor@saanichnews.com

Down the garden path Christin Geall Cultivated

I should have heard of him sooner. I’ve been gardening for most of my adult life and have not one, but two decent sized bookcases devoted to natural history and gardening. I have the usual field guides, garden guides and perennial guides, plus oodles of niche gardening books the likes of which are rarely if ever opened— ‘Baskets from Nature’s Bounty’, ‘A Weaver’s Garden,’ and ‘Chicken Gardening’ among them. I own books on shade and foliage and roses. Glossy photo books, diaries, and more ‘year-in-garden’ books than years I have left to read them. But I didn’t have Nichols. And I might have gone my entire life never owning a book by Beverley Nichols if it weren’t for the Greater

really even know what lark looks like. Still: The ladies were aflutter. “We had a peek. The lupins…he made it sound positively dramatic collecting seed.” Shirley opened the cover. “And look at the endplates.” A hand-drawn aerial map of a garden unfolded before me. A kitchen garden, fields, an orchard, and statuary— gardener’s Narnia. ‘Down the Garden Path’ is the first book in Nichols’ thatched cottage trilogy after which ten more books about homes and gardens follow, not to mention novels, mysteries, travel writing and more. If you have a new home or garden, read him. If you dream of one? Indulge. Nichols writes from another time and place, but his stories about becoming a gardener have kept his books in print for over seventy years.

Victoria library. There I stood one drizzly winter day and plucked a vintage-looking novel-sized hardcover from the gardening section. The title, apt to cheer anyone, was ‘Merry Hall’. The story, I learned from the back flap, was about an English bachelor restoring a Georgian manor and its garden in the late nineteen forties. I don’t know about you, but chances are if you’re reading a gardening column, you might have harboured just such a restoration fantasy. I certainly have. A walled kitchen garden? Deep rich soil left from annuals past? Don’t even get me started on laburnum walks, pools, potagers and pergolas. I snatched up the book. And the next in the series, and the next… until I needed to start on his earlier work with a copy of my own. I ordered Nichols’ book, ‘Down the Garden Path,’ first published in 1932, from Ivy’s Bookshop and was at the shop within the hour of its arrival. Shirley had only just called and there I was, practically panting. I felt I had to explain myself. “He’s really quite a lark.” A lark? (A Nichols word if there ever was one!) I don’t

Trudeau’s message old hat to others An email arrived in the Saanich News editor’s inbox on Tuesday morning from none other than Liberal leader Justin Trudeau. It read as follows: “hey. really quick... big announcement coming. on in 2 mins. it’s time for real change. gotta go. J.” The email, crafted to look like a buddy’s drunk text on a Saturday night, was sent to thousands of people across the country to bolster some lastminute webcast viewing of Trudeau’s campaignstyle speech in Ottawa. The highlight of that speech, other than watching 200 Liberal MP-hopefuls fatigue their smiling muscles behind Trudeau’s podium, included a promise to reform Canada’s electoral system within 18 months of taking power. A bold plan, indeed ... except for the fact that the federal NDP have been advocating for proportional representation since 2004, and the Greens have had it on their books since the mid-1990s. The latest polling numbers (still four months out from the election) show that if the election was held today, the NDP could garner 29.1 per cent of the vote, while the Conservatives would hold onto a minority government with 30 per cent of the vote. The same poll suggests the Liberals would again be in third place with 94 seats in the House of Commons. Trudeau has a long road to climb to achieve Mulcair’s momentum, and the calculated release of the Liberals’ major announcements may yet be enough to turn the tide. But one mistake Trudeau needs to avoid is assuming that the Liberals belong in government or official opposition. Times have changed since Chrétien and his cronies stretched their dynasty from coast to coast to coast. Trudeau’s team followed up with another uncomfortably friendly email after his speech: “Busy day. Just back from the kids’ end of year school show, and found some more time to write.” Trudeau’s campaign team would do well to release the leader from his manicured campaign roll-out so he can engage with everyday Canadians about real issues in an unscripted setting. People want to hear what each potential prime minister really thinks, but if that means reading poorly written text messages from Trudeau, they might just end up checking out.

YOUR VIEW

Canada gets soft on its outrage Recent events verify the public’s propensity for the facile, the media’s ability to provide it, and Mark Twain’s observation that “truth is stranger than fiction because fiction is obliged to stick to possibilities.” Last week saw a French court acquit the former International Monetary Fund chief Dominique Strauss-Kahn of “aggravated pimping”. Who knew such a charge exists – or should that be: Who, other than lawyers and the guilty, could ever know there is such an offence? Such a notable as Strauss-Kahn could, theoretically, be guilty. It is, however, reassuring to learn that such an acknowledged world leader, who, despite an earlier (and eventually dismissed) rape charge in New York, has been found not guilty of such “aggravated” behavior. Let’s move to Malaysia. Again last week, four westerners – of which two were Canadian – were, after earlier taking photos of themselves’

naked on Mount Kinabalu, declared to have shown “disrespect to the sacred mountain”. The result of such wanton acts were twofold: An earthquake which tragically killed 18 climbers was offset by the farce of four days detention for the irresponsible westerners whose nudity allegedly caused the disaster. Still with last week, and not to be outdone by the French or Malaysians, BC Vancouverites, abetted by Premier Clark, verified a collective ability to create a tempest in a teapot. To support international Yoga day – with free-thinkers exercising on mats – the plans to close the Burrard Street Bridge thoroughfare for seven hours

on June 21 for a Yoga exhibition caused considerable angst. With probable expenditures of $150,000 it was unsurprising to learn that both Premier Clark and commercial sponsors withdrew support because of the high cost, potential conflict with National Aboriginal Day and broad-based public displeasure with the proposed bridge closure. We should all remember it was contact sports like hockey that made this country great. A pastime in which the only contact is with a yoga mat will never create the aggressive citizens Canada needs. Nova Scotia has the highest, climbing from $234 to $579 on the third offence, and Ontario is about to double its maximum fine from $500 to $1,000. Saskatchewan impounds the vehicle for seven days if the driver has had two or more distracted driving tickets within the last year. Dubord said police are also concerned about the increasing use of in-dash video screens that allow the passenger, and often also the driver, to watch movies. He said officers are also wary of other new and distracting technology, from Google Glass to the Apple Watch. editor@saanichnews.com

The province is considering stiffer fines and possibly vehicle impoundments or prohibitions to get distracted drivers to put down their cellphones and devices. Motorists caught using a hand-held device face $167 fines and – since last fall – three driver penalty points. “We took a first step and increased the penalties last fall and now we’re looking at possible changes to the legislation, including more severe penalties,” Justice Minister Suzanne Anton said. A four-week online consultation period is open until July 16 to gather public opinion on whether tougher measures are needed. Comments are being collected at engage.gov.bc.ca/ distracteddriving. Besides potential vehicle impoundments or driver prohibitions, the site asks if texting drivers should be punished more severely, and possibly new drivers and repeat offenders as well. Five years after distracted driving fines were introduced in B.C., many drivers continue to ignore the law. Police issued 55,100 tickets last year to drivers caught using

an electronic device behind the wheel – an increase from 53,000 in 2013. ICBC estimates 9,500 drivers in B.C. are using a hand-held device at any given time and 40 per cent are texting or emailing as they drive. The B.C. Association of Chiefs of Police supports escalating fines or sanctions, particularly for multiple repeat offenders, said Transit Police Chief Neil Dubord who chairs the chiefs’ traffic committee. But he said the widespread disregard for the cellphone law makes it difficult to see how officers could impound vehicles – at least on a first offence – without being accused of selective, unfair enforcement. “The impoundment of vehicles is difficult because of the large numbers,” said Dubord, who is taking over as chief of Delta Police later this month. “When people are speeding at double the limit speed limit a threshold is broken which can then lead to the impounding of the vehicle.” He said he believes prohibitions should be considered, but only for the worst repeat offenders. The chiefs’ association doesn’t have a formal position on prohibitions, nor has it adopted the stance that texting is worse than

When the city of Prince George was being established a century ago, the aboriginal people on the site of the present downtown area were relocated to a new reserve and their homes were burned. That’s a part of B.C. history that many people in Prince George and around the province don’t know, and an example of why changes are coming to B.C. school curriculum, says Aboriginal Relations Minister John Rustad. More changes will be announced soon for postsecondary education, based on the recommendations of the Truth and Reconciliation Commission of Canada. The B.C. government is providing $4.3 million to establish an emergency financial assistance for aboriginal students and $12 million for a scholarship program. “There have been attempts over the years to include more information around First Nations and our aboriginal history, but this is going quite a bit further and trying to tell a more complete history of us as Canadians, all Canadians,” Rustad said. National Aboriginal Day is Sunday, June 21. Rustad will be in Prince George at a ceremony to rename Fort George Park to recognize the original inhabitants, the Lheidli T’enneh First Nation. A Lheidli T’enneh flag will be raised at city hall where it will be permanently flown.

Saturday, June 27th, 2015 12:00 Noon – 2:00 p.m.

National Aboriginal Day events are planned around the province, including a three-day cultural festival at the Royal B.C. Museum in Victoria with dance, arts and crafts and traditional foods. The past year has been pivotal for aboriginal relations in B.C., with the Supreme Court of Canada’s landmark decision recognizing aboriginal title to traditional territory of the Tsilhqot’in Nation near Williams Lake. The province is working on a protocol to manage access by non-aboriginal people to the Nemiah Valley, where provincial jurisdiction no longer applies. While progress in treaty negotiations has been slow, the B.C. government continues to reach resource revenue sharing agreements with First Nations around the province, covering forestry, mining and oil and gas projects.

That’s solidified with the fourth generation. Without getting too technical, dimensionally, it has changed. It’s actually smaller – the overhangs in the front and rear don’t hang as much – yet space is used even more efficiently inside. The driver sits lower, and so does the engine. I’m not a particularly tall individual, but my driving partner, an above average height male, didn’t find himself as cramped as he thought he would be. Even when we put the top up, claustrophobia was nowhere to be found. And speaking of top up driving, cabin noise is reduced significantly. Thanks to an aluminum front panel and insulating headliner, wind noise is cut by 40 per wwcent. With the top down, engineers have used their wizardry – or in this case, scientific knowhow – to keep cabin wind at bay and to allow conversations to be carried on without having to yell. And without too much hair being blown around. Side note: ladies, bring a hair tie just in case. Perhaps MX-5 admirers should also bring their sunglasses, because this front-engine, rear-wheel drive car is hot. Hot meaning sexy. And sexy in regards to its styling.

The MX-5 fully embraces the Kodo or “Soul of Motion” design language that inspires clean and crisp lines on new and future Mazda products. You won’t find hard edges on this car, but you will find a flowing form that is highly attractive at a standstill. While the looks of a car are essential, it’s not what the MX-5 relies on for its cult-like following. It’s the drive. The MX-5 is a car that can make you feel like a hero, or a champion without breaking too many road rules. It’s a car whose steering, suspension and transmission work so seamlessly together with the driver that it requires effort not to enjoy yourself. If the Laws of Attraction are yet again on my side, the 2016 Mazda MX-5 and I will cross paths again. Hopefully sooner rather than later. The 2016 Mazda MX-5 (the GX trim) has a starting MSRP of $31,900. The GS has an MSRP of $35,300 and the GT of $39,200. All three trims can be outfitted with the six-speed manual or the six-speed automatic for the same price.

Lambrick Park High School staff, with a small group of committed Gordon Head volunteers, have been hard at work planning a four-court beach volleyball facility at the high school. Approval in principle has been received from the Greater Victoria School Board to proceed with fundraising for the project. The Saanich Legacy Foundation has kindly supported this project, and donations can be made through their website at www.saanichlegacy.ca. The Lambrick Park Beach Courts project addresses an increasing demand for a quality local facility to meet the needs of a quickly growing sport. The recent High School Open Beach Volleyball Tournament in Parksville June 6 saw record numbers of students participating. Several teams from Gordon Head Middle School and Lambrick Park High School competed in the High School Open, and will continue to participate in tournaments throughout the summer, culminating with Beach Nationals in Parksville Aug.14 to 16. The Lambrick Beach Courts will provide training opportunities for athletes, support school PE programs and be available to the community outside of school hours.

Gordon Head RESIDENTS ASSOCIATION

Welcome!

W

A MESSAGE FROM GHRA PRESIDENT RAY TRAVERS

elcome to the inaugural issue of the Gordon Head News, brought to you by your Gordon Head Residents Association, in partnership with Saanich News. As one of our continuing efforts to keep residents up to date on our activities and issues affecting our neighbourhoods, the Residents’ Association is planning to publish the special section in the Saanich News every three or four months. In 2015 - 2016 the three GHRA goals are to (1) Update the Gordon Head Local Area Plan (2) Improved Communication and Cooperation with the University of Victoria; and (3) Improved Communication with Residents, and this inaugural issue is an important part of that. Each Gordon Head neighbourhood is unique and has its own distinct character, strengths, challenges, ranging from local infill, agricultural issues to park protection and business development. To be part of the discussion – to comment or join our mailing list, please email me at contact@gordonhead.ca

What is the GHRA? The Gordon Head Residents Association is the recognized community association for the Gordon Head community, and works to maintain our neighbourhood as one of Greater Victoria’s best areas to live and raise a family. Governed by a board of directors elected at the annual general meeting, the association works to ensure residents are informed when Saanich considers making changes that will affect the area and that they have a voice when decisions are made.

We also support local initiatives that will improve the lives of the residents. One of the GHRA’s most important tasks is monitoring land use and development proposals. The board reviews proposals to ensure they are a good fit for the neighbourhood and will benefit the community as a whole. Through this process, we report our comments and concerns to Saanich Council. Traffic is another significant issue for many residents concerned about the safe and efficient movement of pedestrians, cars and bicycles on

Gordon Head streets and sidewalks. The association receives concerns, reviews problem areas and recommends solutions to the municipality. We also review any plans Saanich has for changes in local roads and walkways. Finally, the Gordon Head Residents Association regularly connects with elected officials and municipal departments, in addition to the University of Victoria and other community associations and organizations active in our community. To learn more about all the Gordon Head Residents Association does in your community, or to get involved, email contact@gordonhead.ca

The Road to the Gordon Head Residents Association Paul McKivett ~ Past President, Gordon Head Residents’ Association

Imagine waking up one morning in 1947 to find that an area of Gordon Head has been proposed to be an airport to service the growing tourist industry! This is what the residents of Ward 3 (now Gordon Head and Cadboro Bay areas, see attached map of Ward 3) of Saanich were faced with. The area of land that had been purchased by the Victoria City Council from the Federal Government was bounded by Haro Road, Finnerty Road, Sinclair Road and the now disappeared Dawson Street was to be the site. This was in response to concern for the lack of air transit to Victoria following the just-completed Second World War. Long-time residents may recall that in early 1940 over 50 buildings, including sleeping quarters, mess halls, officers’ huts and a drill hall, were constructed by the Royal Canadian Engineers as the Gordon Head Military Camp. During the acute housing crisis that followed the Second World War, the Department of Veterans’ Affairs accommodated soldiers and their families in the camp’s huts (1946-1950). The nine remaining huts have since been used for a variety of administrative and academic purposes. (The above information is taken from The Canadian Register of Historic Places.) Prior to 1950, Saanich was divided into seven Wards. Ward 6 (now Central Saanich) held a succession referendum and left Saanich to create the new municipality of Central Saanich in 1950. The proposal to build an airport on the lands adjacent to the Gordon Head Army camp lead to the reinvigoration of the Ratepayers Association of Ward 3 (the parent of the now Gordon Head Residents’ Association) which had become somewhat dormant through the war years. The proposed airport was controversial as the area had originally been zoned by the Municipality of Saanich for residential use. Following much debate and letter writing, Saanich reluctantly introduced Rezoning Bylaw No. 796 which provided for the establishment and operation of a Class One Airport for daylight flying only. Saanich Council sent the matter to referendum in 1949 and the proposal was defeated. The Ratepayers Association of Ward 3 were triumphant but angry. The airport proposal, amongst other issues, contributed to the push by Gordon Head in 1950 to attempt to break away from Saanich and join the Municipality of Oak Bay. But that is another story. (This is the first of a series of articles on the history of the Gordon head Residents’ Association. Thank you to Caroline Duncan, Saanich Archivist. Please visit the Saanich Archives for additional information of the Gordon Head Airport Proposal 1945 – 1949.)

What’s in a Name? WHERE DOES THE NAME GORDON HEAD COME FROM?

ccording to the District of Saanich’s heritage information, the name Gordon Head referred to the rocky headland near what is now Vantreight Park northwest of Ferndale Road, noted and named on a 1846 survey by Captain Kellet of the H.M. Herald in honour of Scottish captain Charles Gordon. Gordon was in the area in connection with defining the boundary between British and American territory. Early settlers included Capt. Charles Dodd and his wife Grace McTavish Dodd, who owned 276 acres purchased in 1859. Charles was an employee of the Hudson’s Bay Company and Grace was the daughter of fur trader J.G. McTavish and his Cree wife, Nancy McKenzie. Charles Dodd died in 1860 and Grace in 1881, when the Gordon Head property was divided between the Dodd children. Their home was moved to Lambrick Park to be preserved. Take in a little local history with a walk around Gordon Head with the Tyndall & Torquay Heritage Walking Tour.

Subaru is working with the Centre for Pet Safety to crash test pet safety products. A recent survey revealed that 56 percent of North American pet owners drive with their pets aboard and 20 percent admitted to travelling with a pet in their lap. Subaru will help promote the safety of beloved four-legged companions by funding the non-profit research and advocacy organization’s testing of pet crates and small carriers in crash situations. The study, designed by CPS, will include an investigation of crate connection options for pet owners who travel with their pets, as well as examine crate and carrier structural integrity, and gather data necessary to formulate testing and crate performance standards. The partnership continues the work that began in 2013 with the testing by CPS of pet harnesses. The resulting Harness Crashworthiness Study uncovered major differences in performance of popular pet restraints, with many resulting in catastrophic failure that could cause serious injury to both the pet and vehicle passengers. The goal of the study was to highlight the importance of driving safely with pets and to complete the first formal test protocol and independent ratings

guidelines for pet travel harnesses, published by CPS in 2014. “We want to make pet parents aware of proper safety measures they can take to help protect their pets. Following the previous study with CPS, we were delighted to support this next stage in testing,” said Michael McHale, Subaru's director of corporate communications. “Pet safety is very important to Subaru as more than half of Subaru drivers are pet owners, with over 69 percent of them owning at least one dog. We feel a sense of responsibility to inform pet parents of safety measures they can take.” Subaru and CPS will once again enlist MGA Research Corporation, an independent National Highway Traffic Safety Administration (NHTSA) contracted testing laboratory, to conduct rigorous crash testing on commonly available pet safety products using

realistic, specially designed crash test dogs. The results, including a crate-sizing guide and best practice for securing pets in vehicles, will be shared later this summer. “No performance standards or test protocols currently exist for pet crates or carriers, and while many pet safety product manufacturers claim to test their products, they can’t be substantiated without uniform test standards and protocols,” said Lindsey Wolko, Center for Pet Safety’s founder and CEO. “We are very excited to once again have the support of Subaru, allowing the independent examination of pet crates and carriers. Subaru understands the importance of safety of all passengers including our fourlegged friends.” Research results can be viewed at www.CenterforPetSafety.org keith.morgan@drivewaybc.ca

SAANICH NEWS NEWS -- Friday, Friday, June June 19, 19, 2015 2015 SAANICH

Fur seal standoff in Bering Sea had local link In the latter decades of the 19th century, Victoria’s harbour was home to a variety of industries. It would have been a pungent place, filled with the olfactory presence of livestock and fish canning, the opium factories of Chinatown, the fumes and runoff of various factories and, perhaps most malodorous, the scent carried by predatory ships that stalked the rich waters of B.C. and relentlessly harvested sea-going mammals. I have already written on the whaling trade of B.C., but perhaps even less glamorous was the sealing industry. Our waters teem with marine wildlife including several species of seals and sea lions. Indeed, this is what motivated the Hudson’s Bay Company to establish Fort Victoria in 1843. At that time there was an enormous market for the pelts of sea otters in Europe and China. It didn’t take long to decimate the population, which was essentially extinct in B.C. by 1929. Following the government release of 89 otters in the early 1970s they have made a remarkable recovery, though still have not reclaimed the full range of their former territory and are still a species of “special concern.” To fill the void left by the diminishing sea otter population,

early Victorians turned to another marine mammal: the fur seal. Much larger than the harbour seals we see at Fisherman’s Wharf, northern fur seals also have very thick pelts which fetched a steep price in Europe. By the 1860s, several fast-moving schooners based out of Victoria were trolling the migratory waters off Vancouver Island through which the seals passed on their annual path up to Alaska. By 1882 there were 13 of these schooners bringing in thousands of pelts each year. In the mid 1880s a kind of seal bonanza took place. The fur seals passing Vancouver Island were heading to their breeding grounds in the Pribilof Islands, off the southwest coast of Alaska. There, they would haul out on land and could be easily and brutally clubbed to death. Millions of seals gathered each year, and huge rush of sealers made their way to the north. The U.S. government did not react favourably to the hundreds of foreign hunters from Canada, Russia and Japan who arrived on their shores and made off with their valuable commodity. American warships were dispatched to patrol the area, and so foreign ships relied on pelagic (open sea) hunting instead. The

Alaska Commercial Company, which had an American monopoly on the seal trade, protested that the foreign hunters were dramatically reducing the seal population, and the result was that several Canadian vessels (including one captained by J.D. Warren, who was once the captain of the famous S.S. Beaver) were seized, and their crews thrown in jail. Canadian hunters even faced gunfire from American warships. This international conflict was escalating

fast. The Americans claimed to control all of the Bering Sea, not just the traditional three nautical miles of territorial waters (today it is 12 miles). Britain challenged

prey, and haul it onto the boats where they were stripped of their skin and fur. In reality, however, many used guns instead. Two out of every three seals killed this way would sink before they could be retrieved and brought on deck. The wastage was vast and horrifying, but it seemed like the supply of seals was endless. By the turn of the century, only about 200,000 fur seals remained out of an estimated original population of two million.

With the species facing decline, in 1911 the historic North Pacific Fur Seal Convention was held and the pelagic hunt was outlawed in exchange for a small percentage of the rights to hunt on land. This convention was the first international treaty designed to deal with the conservation of a species and it paved the way for future agreements like the Fur Seal Act of 1966. ••• Kate Humble is a Victoria-based historian.

Father’s Day prostate run at Tech Park

Though it’s been a year since the annual Father’s Day Walk Run for Prostate Centre took place on the grounds of Royal Roads University in 2014, Owen Krigolson, the fundraising race of the event, never stopped collecting. The Saanich seven Owen Krigolson is year old is on the verge approaching $10,000 of hitting a total of in funds raised. $10,000 towards prostate cancer awareness, testing and research, and will be on hand at the Vancouver Island Tech Park for Sunday’s (June 21) 10-kilometre run and 5km walk/run, beginning at 10 a.m. Owen first became devoted to the cause when he asked for donations to the Prostate Centre instead of toys, having learned of his grandfather’s (Dave Krigolson) diagnosis. Owen turned every holiday, birthday and Christmas into an opportunity to raise money on behalf of ‘Poppa’s’ cause. “It’s part of (Owen’s) every day life now, it’s just what he does,” says mom Carrie Ferguson. Poppa Dave is currently doing well. His cancer is inoperable and therapies continues. He lives a normal, active life. Owen is currently at about $9,500. In the fall he joined forces with the Movember campaign, speaking at his own school, Campus View elementary, where he’s in Grade 2, and at Arbutus middle school, where 500 students helped raise money and wore fake moustaches when he returned to collect donations. “I don’t know a lot of kids who could go unphased in front of 500 kids,” said Ferguson, who teaches at Arbutus. On June 7 Owen gave the official start for the Vancouver Island Ride to Live and made closing remarkds following the ride. Sunday’s Father’s Day event starts with welcoming ceremonies at 9:45 a.m. The 10km run starts at 10 a.m., followed by the 5km walk/run at 10:10 a.m. Father’s Day brunch is served from 10:30 a.m. onward with a Dash for Dad Kids Run at 11:15 a.m. Monies raised help support the Country Grocer Men’s Health Day - Saturday, Sept.12 at Tillicum Centre. from 9:30 am to 3 p.m. In 2014, Country Grocer Men’s Health Day PSA tested 627 men, with 22 of these tests showing risk for prostate cancer. Parking for Sunday’s Father’s Day Walk/Run is free in the Tech Park’s east lot. Visit thefathersdayrun.ca for more. Owen’s progress is updated at owenkrigolson.com.

You may also know that collagen production slows by 1% per year after the age of 21. Can you gain it back? Yes. But not by eating collagen. You see, collagen is a protein. When you ingest it, your body breaks it down, like any other protein, and uses it as food. When you want the real beauty benefits of collagen, you have to generate it.

BioSil™ generates collagen by activating the collagen producing cells in your body known as fibroblasts. It is clinically proven to increase collagen formation. In fact, in the clinical trial the women taking BioSil™ reduced wrinkles by 30%, increased skin elasticity by 89% and thickened and strengthened their hair by 13% compared to women not taking BioSil™. So when you want genuine visible results from collagen, generate it, don’t eat it. Experience the beautiful difference for yourself!

Dr. Marita Schauch, BSc ND debunks myths about collagen “creams,” beauty industry promises and plastic surgery to show you how and why building and generating collagen is an essential component to true health and beauty in her newest book Collagen Myths & Misconceptions.

Demand in Saanich has regional effect Travis Paterson News Staff

Windy politics and threatening property bylaws are doing nothing to slow the real estate market in Saanich, where sales have improved for two years straight. Like Saanich, Oak Bay and Victoria are experiencing similar growth, while the West Shore has remained more static. As the biggest municipality on the Island, Saanich always offers the largest amount of sales on a monthly basis, says Victoria Real Estate Board president Guy Crozier. “What we’ve seen in our House Pricing Index this year, which monitors price changes, is close to a 4.6 per cent spike in Saanich East, and 2.76 per cent spike in Saanich West. We haven’t seen prices go up that high in one year for a long while.” It creates a ripple effect for the rest of the region. development from encroaching agricultural areas, protects the values of not only Saanich real estate, but the properties of neighbouring cities too. Other factors are at the cause of the Saanich price growth. Interest rates being low, consumer confidence, a steady economy and its a desirable location for out-of-town buyers. “Look at Greater Victoria, the past two winters we’ve experienced compared to the rest of Canada, and people are making the choice to come here,” Crozier said. Privacy issues keep VREB from tracking exactly where buyers are coming from, but it’s no secret that new-to-town buyers are part of the increasing demand. “One thing about a market like this is it’s a reminder of the importance to consult a real estate agent. The market is drastically different from years past and even across the region, advice is key.” reporter@saanichnews.com
