Advocate calls for housing reforms

By Tom Fletcher Too many seniors are going into residential care when they could still be accommodated in assisted living, due to rules that are “outdated and too restrictive,” B.C. Seniors Advocate

Isobel Mackenzie says in a new report.

The report found a 10-per-cent vacancy rate for assisted living facilities, meaning space is usually available, at least in urban areas. It calls for a “fundamental rede-

sign” of regulations for registered assisted living, to change spousal eligibility and reduce the number of higher functioning seniors moving to residential care.

More than 90 per cent of B.C. seniors live independently and 80 per cent are homeowners, who should be able to apply for a provincial loan against equity to pay for repairs, the report recommends.

“A new roof or the need to fix a dilapidated deck may be a cost that forces a senior out of a house they have loved for decades,” Mackenzie said. “Living in a house that is worth $500,000 or even a million dollars does not mean much if you’re living alone on $24,000 or less, which is the median income of seniors in B.C., and you can’t find the cash to pay the bills.”

Health Minister Terry Lake said he supports the direction of Mackenzie’s 18 recommendations, and the ministry is working on assisted living changes.

Some recommendations, such as providing private rooms with ensuite bath for residential care beds, have “wide-reaching implications for health authorities” and require more study, Lake said.

Subsidized assisted living is based on 70 per cent of the resident’s net income, with a minimum of $325 left to the resident. Mackenzie recommends that minimum should increase to $500 to allow more low-income seniors to use assisted living rather than going directly to residential care, where more costs are covered by the province.

A survey of B.C. seniors finds 20 per cent are renters, with one in five of those receiving a rental subsidy. Average rents range from a high of $1,038 in Vancouver to $547 in Quesnel, and the report finds that for remote and rural communities, the biggest challenge is not cost but the availability of suitable housing.

Province axes ALC boss Richard Bullock

By Tom Fletcher The B.C. government has “released” Agricultural Land Commission board chair and CEO Richard Bullock, and will pay out his fiveyear contract until it ends in November, Agriculture Minister Norm Letnick said Thursday.

Bullock will be replaced effective immediately by long-time Saanich mayor Frank Leonard, who was vot-

ed out after nearly 20 years in last fall’s civic elections.

Letnick said with new regulations taking effect to manage the Agricultural Land Reserve with two zones, it was time to make a change and let Leonard and the board choose a new CEO. The B.C. government has been at odds with Bullock since early in his five-year term, when he stopped ap-

pointing commissioners to six regional panels around the province.

Energy Minister Bill Bennett, who pushed through the two-zone system under the auspices of his “core review” of government services, said a year ago that Bullock found the regional panels to be “a pain in the ass” and preferred to run the commission from its head office in Burnaby. So the government mandated regional appointments in legislation along with the two-zone concept.

Leonard takes over as the ALC deals with a vast Interior “zone two” with relaxed rules for second residences and non-farm activities. Commissioners are also expected to deal with applications by a British manufacturing giant buying B.C. Interior farms to turn back to forest for European Union carbon credits.

Letnick said the regional panels are up and running, and he doesn’t expect the change at the top to cause delays in making decisions on farmland use or exclusion.

consist of removal of the asphalt, reshaping of the road bed to ensure better water runoff and finally repaving the street. No underground infrastructure work (water lines, sewer lines, storm sewer system) is planned.

The paving schedule is preliminary and subject to weather conditions, availability of equipment, materials and subcontractors.

Milling subcontractors have to be mobilized from outside of the region for milling of the existing road surface prior to resurfacing work.

A large portion of the

roads in this program will be milled at the same time prior to starting the reshaping and resurfacing work.

The basic process involved in the 2015 Roads Program is: • Initial work on drainage improvements, including ditching, culverts and catch basin installation.

• Milling off of existing pavement. The Milling of the pavement is normally done all at one time which leaves the road surfaces without pavement until the road is repaved. This also exposes the exiting valve boxes, catch basins and manholes in

the roadways.

• Reshaping of the road with gravel to ensure proper drainage.

• Repositioning and adjusting of the valve boxes, catch basins and manholes.

• Paving of the road surfaces.

Throughout the program there will be times when people will experience noisy and dusty conditions. The travelling public will also encounter traffic delays and detours.

The annual event raises funds for Lions Foundation of Canada Dog Guides, a national charitable organization which breeds, trains, and places service dogs with qualifying applicants. The walk in Wasa is being organized by the Mark Creek Lions Club, Wasa Lions Club, and Cranbrook Lions Club, all of which are strong supporters of the foundation.

“A lot of time, money, and resources go into training a service dog, and the organization is able to provide them at no cost to Canadians who need them,” said Wasa resident Carole Rausch, the walk’s organizer. “These wonderful dogs make such a differ-

ence to people and their families, and I hope the community here will support that effort.”

Its founding program, Canine Vision Canada, was established in 1985 to assist Canadians with visual impairment, and since then, the Foundation has added Dog Guide programs including Hearing Ear, Service, Seizure Response, Autism Assistance, and Diabetic Alert. To date, more than 2,200 Dog Guides have been placed with people across Canada. The cost of raising, training and matching a Dog Guide with a qualifying Canadian is approximately $25,000, but none of that cost is passed on to the applicant. The organization receives no government funding.

Telehealth and infant hearing tests A recently introduced telehealth service will help families in the East Kootenay region whose babies may have hearing loss. The service uses videoconferencing technology to link an audiometric technician in Cranbrook with an audiologist at BC Children’s Hospital in Vancouver.

“By bringing the services patients need to them, this new telehealth service reflects our commitment to putting the patient at the centre of care, no matter where in the province they live,” said Health Minister Terry Lake. “The technology being introduced in Cranbrook will help ensure that some of the youngest patients and their families are able to have the hearing testing they require without leaving their home communities.”

In conducting the Auditory Brainstem Response (ABR) test, the technician meets the family at the Cranbrook Health Centre and prepares the baby by placing the sensors and inserting earphones.

The audiologist in Vancouver is patched in via videoconference and computer to conduct the test, review and interpret results, and provide the family with those results shortly after.

“As a parent there’s nothing more important than ensuring our kids have access to the care they need to help them thrive,” said Kootenay East MLA Bill Bennett.

“This new telehealth service will be a huge relief to families whose babies may be experiencing hearing loss and will help ensure they get their testing and results without having to travel.”

The introduction of the telehealth services means more patient-centred care and improved access for infants in the East Kootenay region, through increased schedule flexibility.

While previously an audiologist made a trip from Trail around once a month on a set day to conduct the test in Cranbrook, the test can now be scheduled by patient need more often and at varying times.

The ABR hearing assessment is part of the BC Early Hearing Program, a province-wide screening program to check hearing in babies born in B.C. The program provides newborn hearing screening, follow-up hearing assessments, a first set of hearing aids, and early language services and family supports.

“Between three to six

babies out of 1,000 are born with hearing loss in one or both ears.

Without early screening, hearing loss may go undetected until later in childhood. Even if no one in your family has hearing loss, it is important to have your baby’s hearing screened,” said Diane Bremner, Acting

Director of the BC Early Hearing Program.

Within the Interior Health region, approximately 135 diagnostic ABR tests are completed each year.

Letter: On the importance of voting If you care about Canada, and you don’t like what Stephen Harper is doing to our country, you need to know how important it is to get out and vote in the upcoming October 19, 2015 Federal election.

That seems like a long time away, but what I find as I travel throughout this region is that people are talking about how best to ensure that we stop the Harper Conservatives.

People are trying to decide which party Kootenay Columbia voters

should support in order to unseat the current Conservative MP. It’s important to know the numbers. The new Kootenay Columbia riding goes from Revelstoke to Cranbrook, the Elk Valley to Nelson.

The addition of Nelson, Kaslo and Salmo to the old boundaries means this is no longer a surewin riding for the Conservatives.

When you take the votes cast in the last Federal election in 2011 and allocate them to the new riding, it

looks like this: Conservatives – 26,447 votes NDP – 20, 510 votes Green – 3395 votes Liberal – 1845 votes Other – 610 votes With the high level of dissatisfaction felt by voters in Stephen Harper’s record it is very unlikely that the Conservative’s 50% vote share in this riding will hold. Letter: COs not protecting wildlife Google defines a conservation officer as a law enforcement officer who protects wildlife and the environment.

Someone please explain to me what happened the other day in Kimberley when conservation officers shot and killed a black bear cub out of a tree after it’s mother had been killed by hunters.

This does not sound like protecting to me!

They claimed the reason for this was that the cub was too malnourished after being away from it’s mother for too long. I just don’t get this.

If the cub was so malnourished that it needed to be shot, how was it even able to stay up in the tree and cry for it’s mother? And what about the other cub that they never got the chance to shoot? It came down

the tree and ran away and couldn’t be found!

That doesn’t sound to me like malnourishment that would be cause for a bullet to the head, but unfortunately for the cub who remained too afraid to try and escape out of the tree, that was what happened.

There are plenty of wildlife rehabilitation centres who would have taken those cubs right then and there and probably successfully saved thier lives. That’s what they are there for. They bring wildlife, including many orphaned bear cubs back from a malnourished state all the time, if that was even the case with these cubs in the first place. I just can’t imagine why the CO’s would decide to act as they did rather than at least giving the

bear a chance to survive at a rehab centre, and I’m outraged because of it. It doesn’t sound at all like they were past the point where they could have been saved. If the other cub hadn’t run off, it would have been shot as well even though it had enough life in it to come down the tree and escape. They died needlessly when someone who would have been willing to spend the time could have kept them alive. Why did the CO’s not even at least try to do something for the cubs?

It seems to me this happens a lot in the area, not just with bears.

I hear of far too many stories where the CO’s decide to just kill the animal instead of making any attemp to help them through relocation or any other means. I recall something similar happening a couple years ago, where they shot grizzly cubs for no obvious reason, other than just not wanting to deal

with trying help them somehow. There seem to be far too many excuses that don’t make sense. Is it really easier to just kill them and be done with it instead of trying to relocate or contact the right people who will take care of them and then doing what needs to be done to safely capture them alive? Easier to accomplish maybe, but is it easier on your conscience?

Conservation officers in this area really need to stop being so triggerhappy and start working harder to protect and save the wildlife some of us cherish. Afterall, it’s what they are supposed to be there to do.

One of our new teams, St. Mary’s Cares, registered for the Walk two weeks prior and raised a whopping $4,451. The large team from St. Mary’s school seemed to bring even more fun to our great event. It seems the reputation for a hungry and appreciative crowd has

up for the Taste of Cranbrook Food Court at the Central Fairgrounds of

this year’s Sam Steele Days Community Festival. “The Taste of Cranbrook event is now 11 years old and we have been popular from the beginning, each year becoming more exciting! Once again many favourite food vendors and area restaurateurs will be out in full force showing off their latest yummy delights,” declared Sam Steele Society Director and entrepreneur Corinne Friesen.

A truly diverse culinary expo will take place represented by seventeen East Kootenay sustenance specialists and joined by another four unique vendors from Winlaw, Nelson, Cherryville and Castlegar. Never will there be a greater opportunity in Cranbrook

Local author up for crime writer’s award

Former College of the Rockies student Dave Butler will soon be travelling to Toronto for a very exciting event. He will be attending the Arthur Ellis Gala at the Arts and Letters Club to find out if his first novel, Full Curl, is the winner of a prestigious Crime Writers of Canada award.

The Crime Writers of Canada is a national professional organization for mystery and crime writers.

They have sponsored the Arthur Ellis Awards for Crime and Mystery Writing since 1984.

Butler has been shortlisted for the ‘Unhanged Arthur for First Unpublished Crime Novel’.

Butler is looking for-

ward to the opportunities his attendance at the event may bring. “The gala will be attended not only by crime writers but also by publishers and agents. It is a great connection to the publishing world,” he says.

Once a warden in Banff National Park, Full Curl is loosely based on events that

www.kootenayadvertiser.com 9 took place during his employment there. In a departure from most crime stories, the victims in Butler’s murder mystery are trophy animals in the National Parks. The novel is set in Banff, Cranbrook, Kimberley and Spokane.

“I love the area and love the mountains and I wanted to tell a story about places I know well. To be able to add an international slant on it was fun too,” Butler

adds.

Having taken a previous Creative Writing course at College of the Rockies, Butler enrolled in a ‘Special Projects’ creative writing course offered by the College.

Under the supervision of his instructor, Butler was given the structure

and constructive criticism he needed to make his book a reality.

“I had this book idea in the back of my head for a few years. The course I took at the College was the push I needed to get it down on paper.

The feedback I received along the way was both

frank and encouraging,” he recalls.

Butler, whose day job is as the Director of Sustainability for Canadian Mountain Holidays LP, is hopeful the recognition his novel is receiving from the Crime Writers of Canada will be the push needed to

get it published. He is building upon the experience he gained with Full Curl while working on his second novel, which is also crime fiction.

Seeking bat reports in Columbia Valley

A cluster of rare Townsend’s big-eared bats.

The Kootenay Community Bat Project (KCBP) is seeking information about bats in buildings in the Columbia Valley this summer. If you have bats in your home, summer cabin, or other building, KCBP would like to hear from you.

“Very little is known about bats in the Columbia region” says Dr. Leigh Anne Isaac, biologist with the KCBP. “We are trying to learn more about the bat colonies here including where they are roosting, what species are present, and how to promote bat stewardship.”

Of the sixteen species of bats in BC, over half are red or blue-listed, meaning that they are vulnerable or threatened to becoming endangered. There are many threats to these amazing creatures of the night including habitat loss, intentional extermination (which is illegal under the BC Wildlife Act), wind farm development, and most recently, White Nose Syndrome which is caused by an introduced fungus. WNS has decimated bat populations, particularly those in eastern North America- ~6 million bats have died in North

Whether want to promote bats using your garden or you need advice to safely evict them from a building, the KCBP can help.

Funded by the Columbia Basin Trust and the Columbia Valley Local Conservation Fund, and delivered in partnership with the Rocky Mountain Trench Natural Resources Society, the KCBP is a community initiative with the goals to raise

awareness about bats, provide information to landowners with bats in buildings, and promote a citizen science program for monitoring bat populations.

“We encourage anyone who has bats in a building, particularly those with large colonies, to let us know so that we can visit the property to assess the situation, identify the bat species, and provide information on safe evictions and the installation of bat-houses” continues Isaac.

One of the focuses this year is on the BC Bat Count where residents are encouraged to count bats leaving a roost site on their property for four nights (2 in early-June and 2 in mid-July) in order to monitor populations. This long-term monitoring information is very valuable since there is very little known about local bat species and their population numbers.

The St. Mary’s Cares team raised over $4,451.00 in less than two weeks.
