TERRACE - Northwest Community College celebrated the accomplishments of its students at this year’s convocation ceremony May 13.

Students from throughout the region representing more than 14 areas of study crossed the stage to receive their credentials.

Graduates, faculty, staff, special guests, family and friends filled the REM Lee Theatre in Terrace to join in the celebration.

This is Northwest Community College’s 27th convocation ceremony and coincides with its 40th snniversary.

“We are here to celebrate your dedication and hard work, tenacity, strength and achievement,” President Ken Burt said in his address.

Recycling group to know its fate soon

KITIMAT - On May 26, Kitimat Understanding the Environment (KUTE) will find out if they can continue to exist.

Next Tuesday’s annual general meeting for the society, set for 7 p.m. at the Kitimat Public Library, will see all of the three current board members resigning, all for their own individual reasons.

The society doesn’t just advocate for the Three Rs of recycling, but maintain and operate the recycling depot on Railway Avenue.

Without a board to replace the three outgoing directors, the depot itself will be shuttered.

But hope is not lost.

“We’re slowly getting expressions of inter-

est. On Monday we had 10 people that contacted us, saying they were interested in trying to keep the society going,” said KUTE director Ken Maitland.

If just a tenth of those people commit to keep the torch going then all will be well.

Even so, Maitland hasn’t convinced himself it’s going to be a slam dunk.

“Everybody needs more information,” he said. “We have been trying to get the news out, trying to talk to people.

All the board members have been talking to people.”

KUTE faces challenges that most community groups already face though, said Ken. That being the people most likely to be involved are already involved elsewhere.

Toxic disposal

TERRACE - Terrace, Kitimat and Hazelton residents have a chance to get rid of toxic material thanks to local governments and companies. People wishing to dispose of material May 23 from 10 am to 3 pm at Allen Park in Hazelton and 314 Railway in Kitimat and on May 24 from 10 a.m. to 3 p.m. in Terrace in the lot just beside the George Little House.

Those dropping off material do not have to get out of their car and will be assisted by trained personnel.

“There’s a lot of people that are worried but like any organizations the ones that are most worried are the ones that are already doing two or three community activities. They have limited amount of time that they can contribute,” he said.

The task right now is to give people a reasonable expectation of the time commitments and go from there.

It’s a hard question to answer though. For

a three-person board, which it is now, and which is the bare minimum number as set out in the Society Act, it can be a lot of work.

Yet if there is, say, eight people, it’s that much less for each person, said Maitland.

Workload also depends on a number of things, such as stable employment at the depot, no new programs, and the coming and goings of businesses.

“There is enough interest that I think we have a good shot at electing a board,” he did say with cautious optimism.

“These are the ones that actually took it upon themselves to actually look us up and contact us. Then there’s a lot of other people that have been talking about it.

So how many of those actually show up to the meeting? That’s anyone’s guess.”

Growth spurt to cost coast city

PRINCE RUPERT - In the wake of multiple liquefied natural gas (LNG) project proposals on the North Coast, Prince Rupert city council recently approved a budget that will inject more than $5 million into city operations over the next four years to address speculative growth.

Announced last Monday, the Planning for Major Projects Budget will help build the capacity of city staff involved with project coordination, planning and communications while also helping centralize a coordinated plan through the city’s LNG “Go Plan”.

The city will receive funds through Prince Rupert Legacy Inc., its wholly-owned subsidiary, using a portion of the $18 million acquired through the city’s twoyear Lot 444 option agreement with Exxon Mobile.

“The next four years is the period in which LNG may or may not occur in our community.

We need to prepare for all scenarios and move the community forward, but we needed to do it without financially impacting our residents or local businesses. This budget will enable us to reach new heights,” ex-

plained Prince Rupert Mayor Lee Brain.

Over the lifespan of the Planning for Major Projects Budget, $1.3 million will be distributed each year to six priorities: $220,000 for major projects and baseline data collection, $150,000 for public engagement and community consultation, $450,000 for additional planning, communications and engineering staff, $120,000 for the decommissioning and redeployment of Watson Island, $150,000 for a recruitment and retention plan for existing city staff, which includes the mayor’s pay and $210,000 for contingencies.

The decision was made with a four-year “sunset” clause, with a condition to retire the Planning for Major Projects Budget if no LNG projects go ahead.

Through the $450,000 being set aside each year for staffing, $17,000 will be used to increase the mayor’s salary to a full-time level.

The pot of money will also be used to hire a communications officer and increase the number of employees in the city’s planning, engineering and economic development departments for four-year contracts, along with retaining existing city staff

In terms of the $220,000 for major projects and baseline data collection, Brain said some of the monies will fund an initiative to gain a meticulous picture of who and what currently makes up the community.

“We want to retain the community’s identity at the end of the boom. That’s the whole point of this process,” explained Brain.

“What we’re doing here is quite unique and will help us become a model for how to handle

rapid economic growth and how to still look and feel like the same community after the growth period is over,” he said.

Some of the funds are being used for the hiring of a professional statistician to undertake a survey and determine the community’s population, that Brain says will be able to stand up to BC Stats and Statistics Canada data.

The $150,000 earmarked for public engagement will help the city, in collaboration with proponents, community groups and assorted stakeholders.

Fairview tops list of fastest growing ports in North America

PRINCE RUPERT - The Journal of Commerce has released its list of the fastest growing container ports in North America and Prince Rupert’s Fairview Terminal sits alone at the top of the list of 25.

Prince Rupert experienced a growth of 13.8 per cent in the number of loaded containers being handled, a number that just beats out the

11.23 per cent growth experienced by the Port of Mazanillo in Mexico and the 11.2 per cent growth experienced by Boston, Massachusetts.

However, the growth experienced in Prince Rupert is well above the 2.5 per cent growth experienced by all North American terminals and significantly higher than the 1.6 per cent growth seen across all Canadian terminals.

“The Port Authority is obviously pleased to be recognized as the fastest-growing container port in

North America. The fact that Fairview Container Terminal is still seeing such impressive growth after seven years of operation speaks to the strength of the terminal operator, Maher Terminals, and remarkable effort by the operation’s longshore workforce,” said Prince Rupert Port Authority corporate communications manager Michael Gurney.

“The Port of Prince Rupert’s attractive attributes are well-known: proximity to Asia, a naturally deep

harbour and fast rail times to midwestern North America. The shippers who, early on, recognized the value of these advantages are gradually growing their volumes through Prince Rupert. Particularly in the last 12 to 18 months, existing users have been steadily increasing throughput. This has a lot to do with the fluid operations and strong track record of service at Fairview. Again, the longshore workforce and management deserve recognition for these

achievements.”

When outbound cargo and import cargo are considered independently, the terminal in Prince Rupert more than bucks the national trend.

Figures from the Prince Rupert Port Authority show export growth at 3.4 per cent for 2014 compared to an overall 5.2 per cent drop in exports from all Canadian terminals while import tonnage grew 18.9 per cent compared to an overall seven per cent increase across Canadian terminals.

Fiddler production playing now KITIMAT - Mount Elizabeth Middle Secondary School’s latest stage production Fiddler on the Roof premiers tonight at Mount Elizabeth Theatre for a two week run.

The show begins May 22, and also runs the 23rd, 29th, and 30th, and all run at 8 p.m.

Being that it’s a play about traditions, it’s very appropriate that this latest production continues the high school’s own tradition of elaborate productions.

Brenda Feldhoff said it’s a great time to put on Fiddler because of their ‘Tevye’, Robert Capezzuto. His strong

baritone voice is one that musical theatre hadn’t seen in awhile, which is the style that fits in for this play, she said.

Capezzuto said he knew little of the show at the beginning but studied intently to develop his portrayal of the character, who is a person struggling against the new order of the younger generation. Namely one that doesn’t prescribe to match-made marriages.

Feldhoff noted this play is a real collaborative effort which also called in the services of dancers to train and perform with the cast, for the elaborate Russian

RCMP address policing concerns raised in Port Edward

PORT EDWARD - Sergeant Jagdev Uppal made his way to Port Edward council on May 12 to discuss the policing of the community and told council the RCMP will be keeping a closer eye on the district as it grows.

“When Mayor Dave MacDonald talked to me about the concerns of council, I sent an email out to members telling them Port Edward is looking for an increased police

presence and that it is a community we police ... my priority would be for them to come out as often as they can. Even if they don’t see anything, it is always good for residents to see police cars in the area,” he said, noting the Prince Rupert detachment will do what it can to keep up with demand.

“As things get busier, and we know they will get busier, is the policing going to speed up as fast? It usually takes a little bit of time for the policing service to catchup. In the meantime we are going to do the

best job we can with the resources we have, even if it means extra patrols are required or we need to alter our shifts or staffing a bit to address the concerns.”

But, alluding to incidents she has seen of drinking and partying at the gazebo in the park, resident Andrea Shaw said the time for increased presence is now.

“We need a station out here again, we do, because it is only getting worse,” she said, pointing to damage done to her home by those gathered at the gazebo recently de-

Kitimatian big winner in Concours Submitted THE NORTHERN CONNECTOR

KITIMAT - A grade 8 student at Mount Elizabeth Middle Secondary School just placed second in the province in the Grade 8 French Immersion competition Concours d’art oratoire.

Sage Benet took the prize at the event in early May. “I was really nervous but it was a great experience,” she said following her win.

She credited the Kitimat French Immersion program for her feeling of preparedness going in.

French Immersion is provided through Kildala Elementary up to grade 6 and then at Mount Elizabeth. Concours is an important part of the program which all students participate in, at least at the classroom level.

10,000 students from across British Columbia competed, and 240 made the provincial finals.

“In addition to the cultural and language

benefits, Concours d’art oratoire helps students develop their creative and public speaking abilities, as well as self-confidence,” said Patti Holm, President of Canadian Parents for French BC & Yukon.

“It’s an incredible feat to make it to the Provincial finals -- taking home a medal is a real achievement. We congratulate everyone who participated; they are all winners. Félicitations!” added Concours d’art oratoire chief judge, Dr. Renée Hamilton-Clark.

This year marked the 32nd anniversary of the Canadian Parents for French BC & Yukon sponsored Concours d’art oratoire.

The provincial finals were hosted Saturday, May 2 at SFU Surrey campus.

French immersion is also popular in Prince Rupert, Terrace and the Hazeltons, providing a second language for students.

VICTORIA - Members of the B.C. Nurses’ Union brought a sea of pink umbrellas to the B.C. legislature recently to call on the B.C. government to honour a provision that requires health authorities to replace absent nurses.

BCNU president Gayle Duteil said a 2012 contract provision replacing absent nurses can’t be implemented without more registered nurses hired to provide the relief.

“It’s a sad fact that we don’t have enough nurses to deliver safe care for meeting the staffing mandated by our collective agreement,” Duteil said. “We don’t have enough nurses to backfill vacancies, to backfill absences, and we don’t have enough nurses to meet the daily spikes in acuity.”

The recent settlement of 1,600 union grievances for staffing includes $5 million for specialty nurse training and monies for other purposes.

B.C. axes Agricultural Land Reserve boss

VICTORIA - The B.C. government has “released” Agricultural Land Commission board chair and CEO Richard Bullock, and will pay out his five-year contract until it ends in November, Agriculture Minister Norm Letnick said last Thursday.

Bullock will be replaced effective immediately by long-time Saanich mayor Frank Leonard, who was voted out after nearly 20 years in last fall’s civic elections.

Letnick said with new regulations taking effect to manage the Agricultural Land Reserve with two zones, it was time to make a change and let Leonard and the board choose a new CEO. The B.C. government has been at odds with Bullock since early in his five-year term, when he stopped appointing commissioners to six regional panels around the province.

Energy Minister Bill Bennett, who pushed through the two-zone system under the auspices of his “core review” of government services, said a year ago that Bullock found the regional panels to be “a pain in the ass” and preferred to run the commission from its head office in Burnaby. So the government mandated regional appointments in legislation along with the two-zone concept.

TERRACE - North West Watch, based in Terrace, has won the the Rosemary Fox Conservation Achievement Award from the Sierra Club BC for helping to raise money for the legal fees of First Nations opposing Enbridge’s planned Northern Gateway oil pipeline. The award was based on holding an event called Singing for Salmon which then prompted other groups across B.C. to hold their own events collectively known as Pulling Together. That has now resulted in raising $350,000. The award takes its name from Smithers naturalist Rosemary Fox. From the left are group members David Bowering, Inke Kase, co-chair Anne Hill, co-chair Lori Merrill, Brenda Wesley, Terry Walker, Ian Gordon, and Jane Treweeke.

The group is also planning an event to be held next month in conjunction with other groups from around the province. The week-long event is to be called “The Week to End Enbridge.”

Maria Sofia Grilo passed away peacefully in her sleep at the Carewest Sarcee Hospice in Calgary at the age of 81, on May 12th, after a courageous battle with cancer.

Sofia was born on the island of Sao Miguel, Azores. She married Jose Cordeiro Grilo, the love of her life, in 1959. She travelled with her six month old son Luis to Kitimat, BC in 1960, where she raised her six children and lived until 2012.

Sofia, who was known as Vavo to her seven grandchildren, was a gentle and loving woman. She cherished the time she spent with her family and enjoyed spoiling them with her Portuguese cooking. She was very talented and would create beautiful needle point and crochet gifts for her loved ones.

She was very dedicated to her faith and would take comfort in attending mass on a regular basis. She not only believed in her faith, she lived it and was an example and inspiration to others, especially her children.

Sofia is survived by five children Luis (Elizabeth), Maria Morra (Leonard), Joe (Silvana), Sophia Jacob (Henry) and Susan Minaker (Perry), and seven grandchildren (Sam, Sarah, Rebecca, Maggie, Genevieve, Donovan and Agatha), and two brothers (Joseph Rebello and Agnelo Rebelo). She is predeceased by her husband Jose Cordeiro Grilo, her daughter Margaret, her father Joao Da Ponte Rebelo, her mother Maria Adelina Melo, her sister Almerinda Carreiro and her brother Joao Rebelo.

The funeral was held in Kitimat at the Christ the King Church.

In lieu of flowers, the family would appreciate donations being made in Sofia’s memory directly to the Canadian Cancer Society. www.cancer.ca

Rugby team hits a high note by making trip to Smithers

PRINCE RUPERT A steep learning curve awaited the Charles Hays (CHSS) girls’ rugby team in Smithers earlier in May as the Hurricanes took on the Smithers Gryphons as well as a team from Hazelton and some players from Terrace and Burns Lake.

Despite playing in their first year of organized competition and losing the four games in which they played, the Hurricanes put up a valiant effort against formidable, established opposition and they had a little help from some of the other girls who lent them their talents.

Cullen calls on feds to provide more funding for BC Ferries

PRINCE RUPERT - Skeena – Bulkley Valley MP Nathan Cullen is calling upon the federal government to provide more funding to the province to improve, or at least maintain, service levels aboard BC Ferries.

Speaking in the House of Commons on May 8, Cullen said the current subsidy works out to only $1.04 per passenger riding BC Ferries. He also said that putting the money earmarked for the subsidy into general revenue means it often doesn’t go toward the intended use.

That simply isn’t acceptable for the ferry service, which Cullen told MPs was “our highway system” on the B.C. coast.

“It is a vital link. To suggest that it does not deserve support would be like saying to people in the Greater Toronto Area that there will be no support for development on Highway 401, or saying to people along the TransCanada, that it is not a vital link anymore. For us, the ferry service is exactly what it is. It is a link between us and the rest of the country,” he said.

“On the North Coast, the ferry service is essential, yet it is not treated as an essential service by the government. We have seen cutbacks year after year on the North Coast routes. We have seen prices continue to climb, while service continues to drop ... the Conservatives pretend to be good at business, but imagine a business that offered less and less service of a lower and lower quality and charged more and more for the product. The business would not last very long, but that is exactly how the Conservatives have treated the ferry service in British Columbia with their partners in Victoria, the so-called Liberal government of Christy Clark.”

While mentioning the importance of the system for the economy on Vancouver Island, Cullen said the impact of reduced service is even more severe for people living in remote communities connected by BC Ferries’ northern routes.

“For the nearly 5,000 people who live on Haida Gwaii, often just getting to a dentist appointment or a medical appointment or having a baby requires them to leave the island and take the ferry across.

That can run, for a family of four, up to nearly $1,000 just to get back

to the mainland to get basic services, because the downturn in the economy on that island has been so devastating that they have lost many of their essential services,” he said.

“The effect on places like Bella Bella, Bella Coola, and some of the smaller coastal communities along the central and north coasts has been even more devastating. These are vital and vibrant communities, yet they require that connection, as any Canadian does, of transportation to get across to talk with and

visit people, do business, and be with family and friends.”

Given the importance of the service, Cullen said it is time for the Conservative government to put more money into the ferry system.

“The Conservatives say that they are concerned about the economy and that they want to reverse the trend of anemic job growth for 16 months now ... let us start with the practical things, the smart things, such as helping out the ferry service,” he said.
