Witnesses sought in daylight robbery attempt Teen accosted under bridge waited four days to report incident; police seek driver who slowed down Mike Davies News Gazette staff

Police are still searching for a suspect in a recent attempted robbery under the Millstream Road/ Highway 1 overpass in Langford.

West Shore RCMP are particularly interested in speaking to a woman who slowed her vehicle

down while travelling on the highway and may have witnessed the incident, which happened about 5 p.m. on May 14.

A 15-year-old Langford boy sitting under the overpass was approached by a man in black clothing who was wearing a black ski mask. The unknown man produced a knife and attempted to

rob the youth, but the teen fought off his attacker and was able to run away without injury.

The victim waited four days to report the incident to police, which West Shore RCMP Const.

Alex Berube says is not uncommon. “Sometimes victims just don’t want to report incidents, (but) after putting some thought

into it, they decide to (do so later),” he said.

Police encourage people to report incidents immediately, he added. “This helps us in responding quickly in hopes of apprehending any suspects, especially when their identities are not known to the victim.”

Canadian coastal communities will be better prepared for rising sea levels and other effects of climate change, thanks to the work of View Royal resident Clayton Hiles and his Victoria-based company.

Hiles graduated from the University of Victoria in 2010 with a masters degree in applied science established Cascadia Coast

Research Ltd. in 2012. Earlier this month in Calgary, he was presented with a Mitacs Entrepreneur Award, an honour that recognizes his leadership in the field of ocean modelling and his dedication to entrepreneurship.

“In the past, we haven’t been that worried about climate change as a society,” Hiles says, “but now coastal communities are being mandated to consider sea level rise and tsunami risk in their municipal planning. As more significant infrastructure is built, it’s important to understand potential hazards like flooding and erosion to planners can design accordingly.”

Teachers spend to create better learning spaces Angela Cowan Black Press

Walk into any elementary school classroom and there will no doubt be colourful borders on bulletin boards, alphabets tacked to the walls, crafts in the corners and science experiments in progress.

What might not be readily apparent is that the majority of those colourful and engaging learning tools were likely purchased with the teacher’s own money.

In this week’s instalment of the Black Press/Staples Great Teachers feature series, we speak on that subject with four educators from Sidney elementary.

“If a school suddenly went from having 12 divisions one year to having 13 divisions the next year, that teacher would walk into a bare classroom,” says Grade 4/5 teacher Jennifer Alberring.

“You’d have the furniture, and whatever you could scrounge from everyone else,” adds Grade 2/3 teacher Lisa Kjernisted.

Her classroom is full of cool stuff: buckets of paintbrushes, positivity posters, and a whimsical, oversized leaf at a cozy reading station. It’s the kind of classroom any kid would love to hang out in, and it’s where Kjernisted, Alberring and fellow Grade 2/3 teachers Lori Richards and Nancy Fredeen have gathered to talk about how much they actually spend on classroom

The four have more than 80 years combined teaching experience, and they’re pretty much in agreement on the minimum amount of personal money they spend each year.

“At least $200 to $300 over what (the parent advisory council) gives us, easy,” Fredeen says. And that’s for a teacher who’s settled in one school, teaching a regular grade. Having taught as an on-call teacher for a number of years, she says expenditures can skyrocket

for substitutes, up to and often over $1,000 each year.

“I bought a lot as a substitute teacher, and a lot of books. I had a kindergarten box and I had a Grade 5 box,” she says. “Some schools have a lot, some schools don’t have very much at all.”

Add in crafts for Mother’s Day and Father’s Day, Christmas projects, small birthday tokens for their students, art supplies, and it all adds up. “You have to get really creative,” says Richards. “It’s easy to spend $100 a month.”

The new and improved Saturday market in Veteran’s Memorial Park in Langford is set to open tomorrow (May 23) for the first time this season.

From 10 a.m. to 2 p.m. on Saturdays beginning this weekend, vendors will fill the park with their locally-produced goods, local entertainers will be showing off their talents and visitors will have the opportunity to learn about where their food comes from and the people who produce it.

“I’m constantly thinking, how can I make this cheaper, but still nice so the kids can be proud of it,” says Kjernisted.

She and the others are quick to stress how hard their PAC works to raise money for supplies.

In addition to raising money for field trips and school programs, the PAC provides teachers with $200 to $300 each year from fundraising efforts like bake sales, craft fairs, silent auctions and the like, but it’s rarely enough.

“People say jokingly in October, ‘I’ve already spent my budget for the year,’” Alberring says.

Even something as simple as a basic science experiment: mixing flour and water to create a nonNewtonian liquid, can be an issue.

The teacher needs to find flour and sometimes it’s easier to pick it up with the family groceries, says Alberring.

Her class bookshelf is full of adventure novels, science books and everything in between – mostly bought with her own money. “We value education, which is why we’re putting our

Q Centre lease deal is critical Operating an amateur, community-owned sports team is no easy task, either financially or from a volunteer labour perspective.

So when we heard the Victoria Grizzlies were in the middle of a tough lease negotiation with West Shore Parks and Recreation for the team’s use of The Q Centre – one that if it doesn’t go the Grizzlies’ way could spell disaster – our first thought was to hope this proud junior hockey franchise isn’t being kicked when it’s down.

The Grizzlies, similar to junior football’s Rebels, have worked hard to connect with the West Shore community that is its primary fan and financial support base. We like that the club takes its role seriously not simply as an entertainment vehicle for hockey fans in Greater Victoria, but as an organization helping produce quality young men and provide them with an opportunity to audition for college scholarships.

It reminded the public this week that eight players from last year’s team have inked deals.

This week, team representatives and West Shore Parks and Recreation officials remained tight-lipped about the situation, saying negotiations are ongoing, with both also voicing optimism that a mutually beneficial deal can be reached. The Grizzlies are said to pay among the highest rents in the B.C. Hockey League, albeit playing in the nicest building.

Should they continue to play at The Q Centre, the financially struggling Grizzlies have to find a way to draw more fans to remain viable. That much is certain. Compounding the need to get a lease deal done, however, is the effect losing one of its two high-profile tenants would have on West Shore Parks and Recreation, for which The Q Centre is its highest-profile sports venue.

With the Western Lacrosse Association’s Victoria Shamrocks the only other tenant putting a significant number of people in the 3,000-seat arena – and they play a far shorter season – it’s imperative that West Shore Parks and Rec get creative to help keep the Grizzlies in Colwood.

The team played 32 dates at The Q Centre last year, averaging in the neighbourhood of 700 fans, or a little over 21,000 for the season. Unless West Shore Parks and Recreation plans to host a dozen or so rock concerts or paid admission gatherings of other kinds, it would definitely miss the Grizzlies’ presence.

This scenario has the potential to repeat itself next year, when the Shamrocks have to renegotiate their lease. We hope the powers that be will think “big picture” en route to finding a solution that works for their community.

NIMBYism strikes on Painter Road Re: Neighbours in established neighbourhood leery of new Colwood development (goldstreamgazette.com) Complaints about the building of needed housing on Painter Road are strange.

What’s the point about a few more house driveways in a neighbourhood of more than 200?

The way Katheryn Robertson talks, many cars will be moving in and out of house driveways at the time children are walking to and from school – that doesn’t make sense.

Slurs at apartment occupants as being “transient” are fallacious – many stay put for decades, including those who would be able to stay in the neighbourhood as they age out of their houses. On the other hand, some house owners move after a few years and some rent to a revolving door of noisy persons – how is that better than having apartments?

Claims that all the present residents Ms. Robertson says she talked to will want to move sound like cheap talk without their own money behind it.

As for traffic safety, isn’t that a policing matter, as is curbing drunk house owners and their delinquent teenagers who already live in the area?

The nature of NIMBYism is making fallacious claims to control others’ property at no cost to themselves. That’s initiation of

force, via the collective.

Paying for Khadr’s defence doesn’t make sense Those who believe their God allows them to kill in the name of faith, beliefs, family honour, etc. should stay where their roots and faith are, instead of choosing Canada as a scapegoat country.

Omar Khadr, for example, is costing Canadians a lot of money.

This is money that we do not have to begin with. Khadr’s lawyer, Nate Whilings, suggests that the taxpayers of Canada should pay $20 million for alleged violation of Khadr’s civil rights.

If you are a killer, you have no rights and it does not matter your age. Do not blame mommy or daddy for your past. At 14, everyone knows what they are doing.

Because of his actions, Canadian taxpayers may also be stuck with a $134 million bill to pay for a civil suit brought by a U.S. soldier wounded by Khadr and the widow of a soldier he killed. To cut down the Canadian cost, he should be sent back to the U.S. authorities.

No Canadian that I know has been happy, let alone consulted, with paying for Khadr’s defence with taxpayers’ money, nor do I hear much support for

him from Canadians. In this case and many others, it seems the system has more sympathy for killers (criminals), and very little compassion for the victims.

Island Heath hopes smartphone app improves internal communication A research project at Island Health aimed at improving communication and efficiency between pharmacists, doctors and nurses is garnering international attention.

The three-month pilot project using smartphones involved 161 participants from hospitals in both Greater Victoria and Campbell River. Participants sent and received messages and alerts using a secure smartphone

The recent $20,000 donation to the Victoria Hospitals Foundation from the Rexall Foundation will see this new piece of sophisticated equipment – which helps infants breathe who are unable to do so on their own due to underdeveloped lungs – put to use soon.

“We are very grateful for this generous gift from the Rexall Foundation,” said Gord Macatee, board chair of the Victoria Hospitals Foundation. “Our medical teams are dedicated to ensuring our community’s most vulnerable pediatric patients have the best possible chance at not only surviving, but thriving.

Every year more than 500 babies are born prematurely at Victoria General Hospital and require the high-level care provided in the NICU. Equipped with specialized life-saving equipment, the NICU helps the tiniest patients get better and go home to their families.

Hospital pharmacists communicate with physicians often during the day while caring for patients and their medication needs, according to Dr. Sean Spina, clinical co-ordinator for pharmacy with Island Health.

“Usually this is done by paging, (but)

the person being paged has no sense of the nature and urgency of the (message),” Spina says.

Carly Webb, a pharmacy practice resident with Island Health, adds the system should allow for better prioritization of patients’ needs.

“We believe that when using a smartphone based system, physicians are able to

triage pages better,” she says. “This enables physicians to adapt their response time based on the page’s priority.”

Eighty one per cent of those participating in the trial said they would like to continue using the system, agreeing that it improved the timeliness and safety of patient care.

As founding president Fred Wissemann says, the leaf signifies the bringing of green thinking to discussions around personal transportation.

“We’re trying to help people understand that they can help the environment and help their budget by buying an electric car,” he says.

The club, which was formed in 2012, boasts approximately 470 members, who own a variety of electric car brands, from the eponymous Nissan Leaf to BMW to Tesla.

The group is hosting the electric version of a show and shine this Saturday (May 23) with a “coffee chat” from 11 a.m. to 1 p.m. at Royal Bay Bakery, 3337 Metchosin Rd. Not only is it a chance for club members and newcomers to mingle, enjoy a light meal and listen to some local entertainment, speakers will talk about why people are buying electric cars, where chargers are located in Greater Victoria, up-Island and

beyond, as well as vehicle distance ranges and the evolution of electric vehicle support in Colwood.

Wisseman and his clubmates are encouraging members to bring their vehicles down on Saturday and provide them for “test drives” for newcomers.

“We want to demonstrate to them that these cars will pay them (back) … they can buy a new one in 15 years with the savings,” he says.

“We’re trying to change people’s thinking and educate the public about their options.”

He adds there are currently a dozen or more electric cars to choose from, and a person can get into one for as little as $20,000 for a used car.

Wissemann says the club has never and will never collect membership fees, adding their primary focus is on advocating for a better environment.

Blue Dot initiative nixed by Metchosin Arnold Lim News Gazette staff

The Blue Dot movement was turned down in Metchosin.

The council table was divided at a May 11 meeting, following a presentation by students from West-Mont Montessori school looking to get the David Suzuki Foundation’s Declaration for the Right to a Healthy Environment supported by the District.

“It was a big disappointment and heartbreaking to me that council didn’t support it. It was a terrific initiative brought forward by children,” said Coun.

Moralea Milne. “It was an impor-

tant document, a vision for a healthy environment for those young people and generations that come after them.”

The 10-minute presentation involved a short speech about the Blue Dot movement, and a student-made poster brought forward featured a blue dot placed by each of the children, who wrote down why the initiative was important to them. It now hangs in the municipal hall.

Mayor John Ranns addressed the children after their presentation and told them the District of Metchosin and its people support the values set out in the declaration. He noted, however,

that entrenching such a document in the Canadian Charter of Rights, as Suzuki is attempting to do, would lead to “unintended consequences” that could see “urban” demands legally brought against rural communities like Metchosin, a situation he said would lead to higher taxes.

Milne and Coun. Andy MacKinnon voted to endorse the declaration, while Ranns and councillors Kyara Kahakauwila and Bob Gramigna voted against.

A uniquely Indian and grand car show

India’s finest exhibition of vintage automobiles and motorcycles is the Cartier “Travel with Style” Concours d’Elegance.

This year it took place at the historical Jaipur Polo Club in New Delhi, located within the racecourse. Cartier has enjoyed a long-standing relationship with India and in particular the Maharajas dating back to 1911. They would entrust Cartier to design and set their precious stones into magnificent pieces of jewelry.

The opulence and elegance of India’s long-standing automotive legacy has returned to India thanks to the vision and hard work of the event creator and director, Mark Shand, a British travel writer and conservationist.

Sadly, he died in 2014 and he was dearly missed at this year’s event.

The other person responsible for the event is the renowned Indian automotive historian and expert, His Highness Rana Manvendra Singh of Barwani who hand picks some of the rarest restored and preserved vintage automobiles from across India.

The Cartier Concours, which began in 2008, has generated great excitement amongst Indian collectors. More owners are now taking an interest in maintaining and restoring their cars to the high standards required for such an international event. Having visited a restoration shop in Kolkata, I have to mention that the quality of workmanship. Given the equipment that they have, it is amazing and absolutely first

class. It is obviously driven by a great deal of passion and pride.

India has a very rich motoring heritage dating back to 1897, when a resident of Calcutta, imported the first car into India which was a De DionBouton. The following year there were four cars in Bombay. Jamshedji Tata an Indian pioneer industrialist, who founded the Tata Group, which has grown into India’s largest conglomerate company, owned one of them.

Ratan Tata, who is the great grandson of the company founder and Chairman Emeritus of Tata & Son, was at the Concours and enjoying a personal inspection of the cars on display as we performed our judging duties. Tata purchased Jaguar and Land Rover from Ford in 2008 for $2.6 billion.

I’m sure Mr. Tata enjoyed viewing the 1951 Jaguar MKV, it’s a pity there weren’t any old Series I Land Rovers present.

The Maharajas possessed an incredible purchasing power and only bought the finest products, particularly when it came to cars. A quarter of the Rolls-Royce production between 1912 and 1947 went to India.

Having lost a number of significantly important cars, the Indian Government put measures into place to protect their automotive heritage by eliminating the export of cars from India. It is also extremely difficult to import a vehicle manufactured after Jan 1st 1950 into the country without being subjected to as much as 181 percent duty.

Manvendra was very successful

in persuading some of the diffident owners to display their automobiles, in some cases, vehicles that have not been publicly viewed before.

It is unique and it is India’s closest comparison to the most famous event in the world the Pebble Beach Concours d’Elegance. It is a comparatively young event, which focuses on India’s automotive heritage, unlike Pebble Beach. Vehicles are not shipped to India from all over the world because only vehicles from within India can enter. I hope that it remains that way because this is what makes it so special, celebrating the distinctiveness of India’s post-Independence automotive heritage. It gives people a chance to see some magnificent cars from the esteemed stables of Indian royal patrons and noted private collectors, who can be seen walking around the Polo field as others participate in the catered and afternoon high tea.

Lacrosse ‘homecoming’ for senior Shamrocks Don Descoteau News Gazette staff

Fans of the Victoria Shamrocks will get their first look at the team tonight (May 22) since they boarded a plane for Ontario last summer to play the Six Nations Chiefs for the Mann Cup. Shamrocks’ executive director Paul Germyn says that series, won by the Chiefs in six games, was a punishing matchup that saw a number of Shamrocks players injured or hobbled. The team comes into their Western Lacrosse Association season opener at The Q Centre against Nanaimo healthy and ready to make a charge at another Mann Cup. “We definitely have a team that’ll be ready to play in September,” Germyn says, adding that the roster has remained mostly intact from the 2014 WLA champion team.

While the

Shamrocks, like many WLA teams, still have some team members playing in the National Lacrosse League playoffs, it’s important to get out of the gate quickly. “There’s so many moving parts and pieces here, but we have to start well and have to be playing our best lacrosse in a short period of time,” Germyn says. “It’s such a competitive league.”

He calls tonight’s game a “true homecoming,” given the Shamrocks arrived on a late plane after the series and had no one to greet them.

Making another run for the Cup holds even more importance for the Shamrocks, Germyn says, given that the West hosts this time around.

“We’ve got a real tight-knit group of players … and there’s no better place to play for (the Cup) than in front of your home crowd.”

Additions to the lineup this season

include Dan Dawson, a five-time Cup winner who won with Victoria back in 2005; former Chiefs defender Rory Smith, a thorn in the ‘Rocks side last year; local lacrosse product and Edmonton pro goalie Aaron Bold, and Cory Conway and Nolan Heavenor.

Mountain bike program targets aboriginal youth Ad Due: May 12th

Bear Mountain trails to be given test run Arnold Lim News Gazette staff

First Nations youth will be among the first to test the new biking trails at Bear Mountain.

The Aboriginal Youth Mountain Bike Program hosts its first clinic this Sunday (May 24) at the popular West Shore resort, offering free coaching, instruction and a dirt jump demonstration from international and national-level competitors, all for aboriginal youth.

“We are excited about starting a relationship,” said Rob Fawcett, Westin Bear Mountain Resort director of mountain bike operations.

“Our expectations are to be able to work with the aboriginal program, meet the students interested in riding and just go from there. (We hope to) enjoy a day where we all get to ride our mountain bikes. (This) is a great experience we are glad to share.”

The non-profit Aboriginal Youth Mountain Bike Program, comprised of community planners, leaders, riders and trail builders, works with First Nation communities around the province, providing clinics and work-

shops on riding, trail planning, maintenance and development.

“This is geared towards aboriginal youth. We want to create a space where the youth feel comfortable – they may not have the same exposure to the sport some from other areas do,” said program director Patrick Lucas. “We wanted to create a day for them to get them out.”

The South Island Mountain Bike Society and Southern Vancouver Island Natural Trails society have also partnered with the program to bring the event to a facility recently designated the High Performance Training Centre for the Canadian national mountain bike team. The resort is in the midst of preparing numerous mountain biking trails that are expected to open to the public sometime this summer.

“We are really hoping this is just the start on the South Island,” Lucas said. “The Bear Mountain Resort team made it clear they would like to have an ongoing program. I am ridiculously excited. I hope we get a whole bunch of (participants), these kids are natural athletes and it is fun to see them grow into it and have a great time.”

Determined team play, combined with some outstanding individual efforts, led five Juan de Fuca Whalers minor lacrosse teams to a rather unprecedented five-medal Victoria Day weekend on the Lower Mainland.

The bantam ‘A’ Whalers, facing tough competition from the best teams in the province at the New Westminster Hyack tournament, shrugged off a first-game loss to Coquitlam to win five straight games.

The last was a 5-4 come-from-behind victory over that same Coquitlam team in an intense gold medal game Sunday.

The teams entered the third period deadlocked at 4-4 and battled hard for an opportunity to score the tiebreaker. With about three minutes to go, JdF’s Colby Condon fed Josh Eden with a perfect pass, and the latter ripped a shot cleanly past the Coquitlam goalie for the eventual winner.

The Whalers were forced to kill off a penalty for the final 1:30, but goalie Adam Bland came up big and finished with 41 saves.

Coquitlam led 2-0 early in the first period and 3-1 late in the second before the Whalers reeled off three straight goals – two from Casey Wilson and one from Isaac Swan – to take their first lead. The mainlanders got one back before the buzzer went, setting up the thrilling final period.

The public can download the app Inaturalist from inaturalist.org to take photos of organisms. The pictures can then be uploaded along with GPS co-ordinates, and a community of naturalists can help you identify unknown species.

“This is a first ever for Parks Canada,” George said. “We’re trying to get people excited about nature, get people outside, exploring outside and having fun. In one way we will find out some things we already know, but hopefully some things we didn’t know are (there) … We will try to get every plant and animal on land and on the seas.”

As interest rates remain in historically low territory there are a number of attractive options for those looking to enter the housing market or renew their mortgage.

With an increasing number of low-rate, no-frills mortgage promotions, one local advisor is suggesting that those shopping for a mortgage keep in mind that cheapest isn’t always the best.

Paul Macara, a mortgage broker with InvisBeyer Mortgage Services, said although shoppers will take many things into consideration before making a purchase, many believe the lowest rate is the only factor in choosing a mortgage.

“Who really knows what life might be like a few years down the road?” asked Macara. “The lack of flexibility associated with a no-frills mortgage could end up causing you some major headaches and costing you more in the long run.”

He said those shopping for a mortgage need to take a number of factors into consideration, pointing to refinancing penalties, fixed of variable rates, term length, pre-payment options, payment flexibility, restrictions, fees and portability.

“An amazing cut rate mortgage could have you locked into a very rigid contract filled with financial trip lines that could work against you down the road. That’s why it’s important to check the fine print,” said Macara.

While in general Macara likes the security that comes with a five-year rate, he said a variable rate has its benefits, “as long as you’re willing to live with the risk.” He said a variable rate would not be the best option for someone on a fixed income.

Most homeowners should expect to pay a penalty if they want to break their mortgage to get a better rate or for a complete refinance. Many in five-year fixed mortgages will look to refinance during the third year for debt consolidation or to accommodate changing circumstances.

“Some no-frills mortgages come with larger than your typical IRD [interest rate differential] penalties. It is important to understand how your penalty will be calculated before signing.”

Paul Macara of Invis-Beyer Mortgage Services says shopping for a mortgage is just like shopping for any other significant purchase in life. You need to consider your needs down the road, not just what you can afford at the time.

Macara said knowing whether it’s worth it to break a mortgage is simply a matter of doing the math.

He also suggests looking over the prepayment options that will allow you to chip away at the principal to reduce the overall cost.

“I always encourage my clients to try to take advantage of prepayments each year as these go directly to the principal,” he said.

A maximum 25-year amortization can take away flexibility that may be needed later, with many homeowners choosing a 30-year amortization but setting their payments to the higher amortization period.
