Environmental Assessment of the Proposed Coal Mountain Phase 2 Project Open House and Invitation to Comment Teck Coal Limited (Proponent) is proposing to extend the working life of the Coal Mountain mine by developing and operating the proposed Coal Mountain Phase 2 Project (proposed Project). The proposed Project would be located approximately 15 km South of Sparwood, British Columbia, and would produce an estimated 76.5 million metric tonnes of clean coal over the estimated mine life of 34 years.

The proposed Project is subject to review under British Columbia’s Environmental Assessment Act and the Canadian Environmental Assessment Act. The Proponent must obtain an environmental assessment certificate before any work can be undertaken on the proposed Project. However, prior to submission of an application (Application) for a certificate by the Proponent, Environmental Assessment Office of British Columbia (EAO) must first approve Application Information Requirements.

Key to the Application Information Requirements is the identification of Valued Components to be studied and the areas within which the studies would occur. This task is done through the Valued Components Selection Document.

Letter: People who have read Bill C-51 I was very impressed by the eloquent argument Mr. Wilks brought forward in his defense of Bill C-51.

According to Wilks, we should believe him when he says that Bill C-51 is great because he read it. I believe that’s an excellent argument.

Mr. Wilks, you know who else read the bill?

More than a hundred Canadian professors of law and related disciplines who signed this open letter: www. documentcloud.org/ documents/1678018o p e n - l e t t e r- o n - b i l l c-51.html#document/ p1 They concluded that “no MP should in good conscience be voting for Bill C-51.”

You know who else read the bill? The Privacy Commissioner of Canada Daniel Therrien.

In his submission to your committee (available here: www.priv. gc.ca/parl/2015/parl_ sub_150305_e.asp) he said that “the scope of

the new powers conferred by the Act is excessive, particularly as these powers affect ordinary Canadians, and the safeguards protecting against unreasonable loss of privacy are seriously deficient.”

You know who else read the bill? Law professors Kent Roach and Craig Forcese, who analyzed the bill line by line. They appeared before your committee and warned that Bill C-51 allows the Charter of Rights and Freedoms to be breached, which “is more than new, it is radical, and as the Canadian Bar Association points out, it is untenable.” (www.cdnantiterrorismlawaudit.wordpress.com/2015/04/02/ bill-c-51-roach-andforcese-submissionsto-the-senate-standingcommittee/). The Canadian Bar Association representing 37,000 lawyers, judges, notaries, law teachers and law students, has also condemned Bill C-51. Four former prime ministers, including a Progressive Conservative, five former Supreme Court justices, seven former solicitors general and ministers of justice, three past members of the intelligence review committee, two former privacy commissioners and a retired RCMP watchdog, wrote an open letter (www. theglobeandmail. com/globe-debate/aclose-eye-on-securitymakes-canadians-safer/ article23069152/) stating that, “Canada needs independent oversight and effective review mechanisms more than ever.” They went on to say that, “Given the secrecy around national security activities, abuses can go un-

But why should we listen to hundreds of experts telling us that something is wrong when Mr. Wilks has read the bill and already decided for us that there is nothing to see.

Mr. Wilks, for your next reading project, may I recommend that you read a good statistics book.

You may be surprised to find that 38 per cent of Canadians supporting Bill C-51 (according to forum research www.poll. forumresearch.com/ post/243/one-half-ofthose-aware-of-it-disapprove-of-bill-c51) is not a majority. Bear cub euthanized after mother killed

One of the cubs of a black bear sow recently shot by hunters. One cub is missing and the other was shot by a Conservation Officer.

Conservation officers are currently investigating an incident in which a black bear sow was killed, leaving two orphaned cubs—one of which was shot and killed days later.

On May 6, near McGinty Lake in Meadowbrook, near Kimberley, Hillary Cooper, local resident, was alerted to something happening by the sound of hounds barking.

“My neighbour has sled dogs, but she called me to ask about the racket,” said Cooper. “We listened to the hounds chasing something for about 45 minutes. Then you could hear some quads or trucks ripping around.”

Cooper said that sometime between 8:30 and 9 p.m. she heard some

“I have two young kids so I was afraid to go out.

They were yelling and swearing a lot,” said Cooper.

Days later, the cubs showed up in a tree on the property of her neighbour.

“The CO (Conservation Officer) came out.

One bear came down and the other one stayed in the tree and was shot,” said Cooper. “The

She added that while the hunting was going on, it seemed very unsporting and that the chase seemed overlylong. All the yelling and

swearing left no doubt in her mind that the hunters were doing it more for the thrill of killing than for anything else.

The Conservation Service related that one of the cubs had to be put down due to malnutrition, as it had been

away from its mother for at least five days. It confirmed that the other was not found and the chances of its survival were not good.

It also noted that black bear season is open.

However, it is illegal to hunt a black bear that is

less than two years old, or any bear in its company. If it is a female bear with cubs, it is illegal to kill that animal.

The hunters involved have been identified and an investigation is ongoing.

Letters to future selves Dear Future Self, Hi Grade 11 self, how is basketball going? What as my biggest achievement in sports? Am I still friends with Robby, Aspen and Jaden? Am I still going out to our family’s cabin out at Wasa Lake in the summers?

Am I still afraid of deer if not what am I afraid of? Let’s keep up the good grades Kiara.

In D.A.R.E. I learned that alcohol goes to the bloodstream and can damage every organ in your body. Also that chewing tobacco can cause mouth cancer, tooth loss and lots of other health problems.

Although stress gins include being ill, embarrassed, confused, light headed and dizzy, that’s why you need to take deep breaths to calm

yourself down. I also learned that there are 5 Ws when you are reporting bullying–Who, What, When, Where and Why. Another thing I learned is that there is a good kind of peer pressure and a bad kind. The last thing I learned was that smoking can dry your skin and cause wrinkles.

I would like to thank Constable Schlatter for this wonderful experience.

I, Kiara, pledge that I will never, ever do drugs, smoke or drink alcohol in this lifetime of mine. And a special thanks to my family for always being there and supporting me in everything.

Let’s go graduate without touching any drugs, alcohol or try a smoke.

Do not do the following 3 things they are bad for your health.

Don’t smoke, you will get lung cancer, don’t chew tobacco it is very bad for your body. Do not do drugs for obvious reasons.

We learned about bul-

lying and that there is a difference between telling and tattling.

Telling is reporting to help someone, tattling is reporting someone to get them in trouble.

I pledge not to smoke or do drugs.

And thank you Constable Schlatter for teaching me about this. I hope that this program will help lots of other kids.
