n American man, who has already been fined thousands of dollars for illegal hunting activities south of the border, has now also been sentenced in Yukon Territorial Court.

Ronald Martin, 73, was fined $20,000 in territorial court last week for violations of both Yukon and federal law.

The Haines man admitted to twice hunting illegally in the Kluane Wildlife Sanctuary, once in 2009 when he took a Utah man on a hunting trip and allowed him to kill a moose.

Only Yukon First Nation hunters have subsistence harvesting rights in the Kluane Wildlife Sanctuary. If they are not a Kluane First Nation citizen hunters need written permission from the First Nation.

Martin is a Kluane First Nation citizen but the American man he was guiding was not.

The was mounted by a local taxidermist then shipped to Alaska and then to Washington were the other hunter picked it up.

It was only after Canadian authorities and their American counterparts teamed up for a crossboarder investigation known as Operation Bruin that the truth came to light, said Ryan Hennings, manager of enforcement and compliance for Environment Yukon.

In the case of the second kill, a 2011 sheep hunt, Martin was hunting sheep with his grandson.

It was Martin who took the shot and killed the ram, but when he reported the kill he lied about where the animal had been hunted, Hennings said.

On top of that, his grandson did not have the authority to hunt in the area.

Along with the Yukon charges, Martin admitted to crimes un-

der the federal Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act. Martin pleaded guilty to the illegal possession of a grizzly bear hide, two black bear hides and three wolverine hides, all of which had been imported or transported illegally, according to Environment Canada.

Under the law, you can’t import an animal that was killed illegally somewhere else or transport a kill without the required paperwork.

Martin was the head guide of a “pretty large, and pretty organized trophy smuggling ring,” said Sheldon Jordan, director general of wildlife enforcement for Environment Canada.

In total 15 people, including hunters from Alaska, B.C., Alberta and Utah, were charged thanks to Operation Bruin, which has gone on for three years and includes Environment Canada, the United States Fish and Wildlife Service, Alaska Wildlife Troopers, Alberta Fish and Wildlife, and Environment Yukon.

Some have pleaded guilty already, while others are still making their way through the courts in their various jurisdictions.

In some cases the hunters are alleged to have taken part in illegal hunts, and in others it was a matter of not filling out the proper paperwork, Jordan said.

Martin has been hunting for many years, Hennings said.

“We’ve suspected illegal activities may have been occurring, but never have been able to prove it,” he said.

It wasn’t until Operation Bruin, and work done on both sides of the border, that investigators were able to get enough evidence, he said.

While relationships between investigators in both countries are running smoothly, the border is making it more difficult for Yukon

conservation officers to get their hands on the ram Martin killed in 2011.

He gave it to the Haines Bald Eagle Foundation Museum. Now that it is outside of Canada and in the hands of a third party, that makes things more difficult, Hennings said.

Canadian authorities have been working with the American state troopers to try and get it voluntarily returned, but so far the museum has not co-operated, he said.

Now that an official order of forfeiture has been issued from the Canadian court, that will hopefully make things easier, he said.

On top of the money, Martin also faces decade-long bans on possessing a weapon, accompanying anyone who is hunting in Yukon, and from exporting from Yukon any wildlife or parts of wildlife.

There is a condition allowing him to hunt with a bow for subsistence beginning in 2020.

In October 2013, Martin was sentenced in Juneau’s federal court on five charges involving the illegal killing of wildlife, false labelling, and illegal importation of wildlife.

According to the U.S. states attorney in Alaska at the time, Martin admitted to multiple illegal hunts, falsification of numerous documents related to those illegal hunts and the importation of illegal wildlife from Canada into the U.S. He was ordered to pay a $40,000 fine and was placed on probation for four years. During that time he cannot hunt in the U.S. and is banned from hunting anywhere in the world for two years.

Another $10,000 fine was laid in Alaska state court on one count of guiding clients for brown bear over bait and one count of guiding clients at an unregistered bear bait site.

Old Crow co-op set to open next week Myles Dolphin News Reporter

he territory’s northernmost community will soon have a new grocery store, six months after the old one closed down.

Old Crow’s new Arctic Co-op store is opening on Tuesday morning at 10 a.m.

“We can see the light at the end of the tunnel,” said Tracy Rispin, one of eight founding directors and president of the co-op.

The building will also house the TD bank, Canada Post and two apartments up for rent.

Representatives from Arctic Cooperatives Ltd. are flying up for the occasion, Rispin said, as is Yukon

MP Ryan Leef.

“It’s very exciting times for Old Crow,” she said.

“The managers are in place and we’re ready to take off. We’re No. 32 in the Arctic Co-op family.”

It’s been a long winter for Old Crow residents, Rispin said.

After the Northern Store closed in mid-November, the Vuntut Gwitchin First Nation set up a temporary store where residents could get staple foods and basic supplies.

Others would bring groceries back from Dawson City and Whitehorse when they travelled, Rispin said.

“We had limited items in our store, and it wasn’t fully stocked, but we survived,” she said.

Plans for the store were originally announced in Nov. 2013, and the goal was to have it open in July 2014.

The co-op is being built next to the Vuntut Gwitchin First Nation’s maintenance compound.

Accused drug dealers evicted in McIntyre Myles Dolphin News Reporter

The Yukon Supreme Court ordered a McIntyre house closed on Tuesday after years of complaints by neighbouring residents.

The request was denied.

SCAN staff issued a verbal warning to the tenants in 2012, when the unit had an open investigation, but it went unheeded.

At the time, a “belligerent” resident of the home was verbally abusive towards the SCAN officers, Kerwin said.

When the investigation resumed last year, the unit determined that despite the warnings, efforts of law enforcement and the KDFN administration, the property still remained a source of recurring drug activity.

The property is located two blocks away from an elementary school and four blocks from a daycare facility.

A lawyer representing the unit was in court last week to present evidence of its findings, and a petition seeking the order against the respondent and property owner, Kwanlin Dun First Nation.

“All of the individuals observed during the investigation to be involved in the illegal activities taking place at the property have a history of criminal activity, including convictions for drug and violence related offences,” according to the petition filed in court.

Surveillance footage revealed that individuals were making very short trips to the duplex, “often for less than a minute,” at all hours of the day.

Although unrelated to the investigation, SCAN surveillance cameras have been stolen in the area in the past, and one staff vehicle has been burned.

The incidents were put on record to indicate how difficult surveillance could be in a small, close-knit community, said Kerwin.

According to the SCAN act, a judge may make a community safety order if there is enough

evidence to suggest the property is used on a regular basis for a specified purpose, and is having adverse effects on the neighbourhood.

While criminal legislation requires proof beyond a reasonable doubt that an accused person committed a specific crime at a specific time and place, orders under SCAN only require evidence that illegal activity is taking place and harming the community on a balance of probabilities.

Kwanlin Dun First Nation Chief Doris Bill said the community supports the order.

It’s only the second time a community safety order has been issued on a First Nation’s traditional land since the legislation took effect in 2006, she added.

“We’ve heard from our citizens that their number one issue is safety, and the illegal activities

that take place within our community,” she said.

“We don’t tolerate this kind of activity. Our citizens are becoming more and more aware and responsive to this kind of thing.

“I’m hoping people see this as a positive move and continue to work towards a safer community.”

The order ceases to be in effect on Aug. 3 at 4 p.m., after which the First Nation gets the duplex back.

Bill said substantial damage had been done to the building, so the First Nation plans on cleaning it up before making it available for rent once again.

Last year, 55 complaints were reported to SCAN, with detailed investigations leading to evictions or formal warnings in nine cases.

Yukon Supreme Court judge has ordered the closure of a duplex in the McIntyre subdivision following a five-month investigation into illegal activities at the building, putting an end to years of complaints about its tenants from Kwanlin Dun First Nation citizens.

Justice Randall Wong issued the 90-day order last week, which came into effect at midnight on Tuesday morning.

Two female residents were evicted as a result of the order but criminal charges have not been laid against them.

Partying, constant visitors, intimidation of community members and drug trafficking were among the concerns presented to the Safer Communities and Neighbourhoods director over the past few years.

It’s the culmination of a SCAN unit investigation that originally began in 2012, but was shelved because it couldn’t gather enough evidence the duplex was being used for drug trafficking.

A new investigation began in Dec. 2014.

In the past five months, SCAN staff recorded 150 hours of video surveillance that showed 62 suspicious visits to the house, and 29 hours of live footage surveillance that showed 40 visits, according to Caitlin Kerwin, a spokesperson for the Department of Justice.

The property had become a safety concern to the community due to the habitual sale and use of prohibited substances including cocaine, oxycodone, ecstasy, steroids and morphine, according to court documents filed by lawyer Tracy-Anne McPhee.

Complaints spanned several years. A toddler once found a crack pipe near the house, and someone once complained about an unrestrained pit bull on the property.

Last year, a KDFN employee entered the home to clean the stove and chimney and was pierced by a hypodermic needle, according to Kerwin.

One of the tenants even asked the First Nation to install a peephole in the wood chute door located at the back of the house.

At first the officer testified that he would have noticed whether Reid was intoxicated.

He later conceded that Reid’s agitation and fear could have been a result of intoxication.

Reid told the court she had been sober for two years at that point and doesn’t drink or use narcotics.

Vaze is expected to cross examine Reid today.

Don’t bet big on liquefied natural gas, warns expert With the price of gas expected to rise in the future, wind and solar may make more sense Jacqueline Ronson News Reporter

A

n international expert is warning the Yukon not to put all its eggs in the liquefied-natural-gas basket.

David Hughes, a fellow with the Post Carbon Institute, will be in Whitehorse on Thursday to give a talk on how the territory fits into the global energy picture.

“There’s quite a bit of controversy, I understand, about LNG being used to generate electricity, versus diesel,” he said in an interview this week. “Yukon is in an enviable position because of all the hydro, which is a big proportion. But down the road it looks like that’s not going to be enough.”

Hughes said he recognizes that Yukon will need to continue to rely on diesel or natural gas for energy in the short term. But he has bigger dreams for the future.

Instead of a mainly-hydro system with diesel or LNG backup, he asks why not a solar and wind system with hydro backup?

“The beauty of hydro is that it’s dispatchable. It means you can turn it on and off. Wind is intermittent, solar’s intermittent, so they need to be backed up.”

Hughes’s recent research has focussed mainly on the shale gas industry in the United States. His 2013 report on the subject works to dispel the myth of an endless supply of cheap fracked gas.

“What’s the long-term supply picture for shale in North America? There’s a lot of hype surrounding it, you know, ‘cheap gas forever,’” he said.

“Production is rising in some plays, but production has collapsed in others. Looking long term, from my analytical work, prices are going to have to go up.

If you’re drilling in low-quality parts of the play, so the wells produce half as much gas, they still cost as much to drill. So obviously you need higher prices.”

When Yukon thinks about its energy future, it needs to consider that natural gas is a non-renewable resource, and prices will necessarily have to go up, he said.

“If you’re going to have a longterm plan, it should recognize

that, and develop a strategy that’s going to minimize the impact for people if supplies become limited and if prices go up a lot.”

“Likely you can’t get away from needing some diesel/LNG for backup, certainly in the shorter term,” he said.

However, “I would look at things that would reduce consumption, and alternatives, before I looked at a straight swap out of

diesel for LNG. When it comes to a shale gas production industry here in the Yukon, Hughes said that’s very likely to still be quite a ways away.

Gas plays in northern B.C. that are still in early stages of production will be developed before the industry knocks on the territory’s door, he said.

Those northern reservoirs are already expensive to develop

compared with other regions of North America, and Yukon’s gas would likely cost more still, said Hughes.

Hughes will speak Thursday at 7 p.m. at the Beringia Centre.

T

he Yukon government will continue to allow the killing of grizzly bears on the side of territorial highways.

But hunting restrictions could be coming, as a Yukonwide grizzly bear management plan is currently under development.

The Yukon Fish and Wildlife Management Board recommended in late 2014 that grizzly hunting be banned on roadsides on Southern Lakes highways and on the Haines Road.

But it has since changed its position, agreeing that a management plan should be in place before the rules are changed. “The board is very pleased with the minister’s decision,� chair Bob Dickson said in a news release. “Although a legislated local area closure would have addressed part of the issue, there is clearly a need to consider all the feedback we received and establish an overarching management plan in advance of any piecemeal approach.�

Tensions flared again in 2013 when a blonde grizzly was legally shot on the Tagish Road.

The board has twice in the past recommended a hunting ban on the Atlin Road, although the government never went ahead with the rule change.

Currently it’s legal to hunt bears along most Yukon roads, provided the gun is not shot from or across the road surface and the hunter is at least a kilometre from the nearest residence.

Last year the management board examined the issue again, asking if some restrictions might reduce the conflict between hunters and tourists.

Authorities get a break in beaver-killing case Myles Dolphin News Reporter

C

onservation officers say they’re following up on a lead in relation to the apparently senseless beating death of a beaver last week.

“We’d like to thank the public for coming forward with a number of reliable tips since the stories first appeared,� said conservation officer Aaron Koss-Young, who remained tight-lipped about the new information.

The animal’s carcass was found around 4 p.m. last Thursday, approximately 100 metres downstream from the fish hatchery, on the Riverdale side of the Millennium Trail near the big beaver lodge.

“Preliminary investigation indicates that the beaver was likely feeding in the area before someone hit it on the head several times, possibly with a log,�

Environment Yukon spokesperson Nancy Campbell stated in a news release.

A necropsy on the beaver was completed on Monday, KossYoung said, but results are not yet available.

Calgary Zoo names Yukon bear cubs Ashley Joannou News Reporter

wo orphaned Yukon black bear cubs that were moved to Calgary last year are out of hibernation and ready for their first public close-ups.

The siblings also now have names. Teslin, the female, was named after Teslin Lake and Orson, the male, had his name inspired by translations of “bear� in the Romance languages.

The Yukon bears, who are now about a year old, joined threeyear-old Manuka, the zoo’s whitefurred black bear.

Zoo spokesperson Trish ExtonParder said the group is getting along well. “Bears, especially when they are young, love that social interaction,� she said.

The Yukon cubs arrived at the zoo late last August, but between medical tests and getting used to their new home, it was soon time to hibernate.

Police look for suspect armed with blowtorch Yukon RCMP are looking for a suspect who threatened a gas station employee with an unlit plumber’s blowtorch Sunday.

At about 10:10 p.m. the man entered Goody’s Gas Bar in Porter Creek, threatened an employee with the blowtorch and demanded cash, police say.

He was able to make off with $490 from the till before fleeing on foot towards Centennial Street North.

The clerk was not hurt.

Officers, including a police services dog, searched the area but could not find the suspect.

He is described as about 5’5�tall and possibly of First Nations decent. He was seen wearing a dark hoodie and hat with a distinctive “Monster�

energy drink logo displayed on the front.

Police say a female accomplice waited outside as a look out. She is described as wearing a grey hoodie with white lettering on the front.

Investigators have released images from the surveillance camera. They are asking anyone with information to come forward and call police.

Right now Orson is more “brave, and full of fun,� while Teslin – the smaller of the bears – “is a little more shy,� she said.

The two young bears were orphaned in July 2014 after their mother started causing trouble in the Copper Ridge area.

The sow had begun eating out of garbage cans, and returned to residential neighbourhoods even after officials tried to relocate the family.

Once the bear developed that habit, conservation officers say they had no choice but to kill her.

The cubs were cared for at the Yukon Wildlife Preserve until their new home was found. “These young bears are showing great social interaction,� curator Mike Teller said in a statement. “They romp and play together and have certainly adjusted to their unique personalities. It is truly a happy ending for all.�

OPINION Why don’t pro-mining Yukoners fight harder for their livelihood?

oming from a global hotbed of environmentalism, when I travel I usually find myself in places that are far less tuned in to the currents of activism.

Not so when I made my first trip to Whitehorse, where the people I met made it feel like I was coming home. The questions people are asking in Yukon, the concerns they are airing, would not be out of place in Vancouver, birthplace of Greenpeace.

So too is the polarization I found, where it seems like loud voices on both sides of the ongoing resource conversation are leaving no room for anything else.

An astute question from a CBC reporter I met in Whitehorse brought home for me the degree to which two very different camps have dug themselves in.

Asking me for the word that I might choose to describe myself, he asked: “Peacemaker?”

I’d honestly never have come up with such an ambitious term. It’s surely a description I would aspire to earn. A term like peacemaker implies war, and I have to admit it does feel like we are having a war in this country about the future of the resource economy.

Much of our good fortune as Canadians comes from the fact that we are a modern, enlightened resource nation and will be that into the future.

First Nations today are executing long-term strategies for shared prosperity. One path over which they can have total control is resource development that, done right, can help people stay on their land.

Amid strong global competition, Canada has a few competitive advantages. Responsible resource development is one of them.

Yet, without due attention to climate change and its impacts, and without commitment to

mitigating the local impacts of resource activity, public support to retain that edge is fragile.

A recent opinion poll conducted for the Yukon Chamber of Mines had some interesting findings.

Seventy per cent of Yukoners believe there can be a balance between mining and protecting the environment. Yet only one quarter agreed with this statement: “Mining in the Yukon is carried out with great concern for the environment.”

It also seems like the powerful impact mining has on the whole economy is not understood: 44 per cent of Yukoners agree that “only a small percentage of Yukoners benefit from mining jobs.”

So while Yukoners do see the benefits of resource use, we also find a degree of skepticism that is, I would argue, based on memories of some past projects that would unfold very differently if done under today’s better laws and regulations.

Though a majority of Yukoners value responsible resource development in its broadest sense, there is an odd silence when it comes to expressing support for resource activities.

Don’t take it from me that something is amiss. Even our most extreme activists cannot figure out why the silent majority is so quiet.

Here is what a successful antiresource activist recently asked about those who are not speaking up. Wrote Kai Nagata of the Dogwood Initiative: “Why don’t resource-oriented people get more involved in fighting for their livelihood like the ‘naysayers’ do?”

Telling stories with video and pictures, gathering names and petitions, pestering politicians, and enlisting volunteers – this is how activists stir emotions and make such a big impact on public discourse. Corporate PR is no match for this.

It is on those who want their kids and grandkids to be able to stay in the North.

It is on those who fear that habituated fiscal dependence on Ottawa (drawn, somewhat ironically, from resource activity elsewhere in the Canada), might be a fickle base for long-term planning.

It is on those with a strong vision for aboriginal self-determination and prosperity.

To those people I’d say: it’s time to speak up and share your story.

Peacemakers? How about gamechangers. We can change the world by helping those who share common, mainstream values to start talking – not just among themselves, but with their friends, neighbours and coworkers.

Learn from the activists through storytelling, advocating, and organizing. Above all not being afraid to speak out for your beliefs.

Who will lead this movement?

There’s a question to ponder.

Objections to lobbying laws don’t add up

remier Darrell Pasloski was a no-show at the grocery store last weekend. I waited and waited but he never arrived.

This, despite his assurance that all I needed to do to speak with my politicians was go to the local supermarket. The premier made his offer for regular citizen consultations at the checkout line while rejecting the NDP’s suggestion that the Yukon needs new legislation to regulate lobbyists.

The NDP’s proposed law mirrors legislation in place in most other jurisdictions in Canada.

It would require that lobbyists, who are paid to “lobby” the government, register with a newly created registrar and submit regular returns. It also requires that cabinet members submit

their own returns detailing when, where and with which lobbyists they met and the subject matter of their discussions.

There are other parts to the NDP’s proposal. It prohibits former ministers, deputy ministers and holders of certain “prescribed” positions from lobbying the government during a “cooling off period” after leaving office. It also prohibits those with contracts to provide advice to the government from lobbying simultaneously lobbying the government on the same subject matter.

As can be seen, “regulating” lobbying doesn’t mean stopping it. There is nothing in this proposal that would prevent powerful interests from getting together with our leader to discuss issues.

Lobbyist registration simply means making that the practice must be more transparent so we, as voters, have a better idea of who government officials are meeting with and what they are discussing.

If we start from the idea that open and transparent government is a good thing, it is a hard idea to oppose. We should have some

idea what our politicians are up to.

But it is also not hard to understand why government – and this government in particular – doesn’t want to go down the road of regulate lobbying. This is hardly a government renowned for its openness and transparency. Its efforts to limit the scope of Access to Information and Protection of Privacy Act – which allows the public to have access to public records – have been welldocumented over the years.

Public access to the type of information that would be contained in the lobbyist registry could potentially embarrass the government. Meetings with lobbyists would be a matter of public record. So we would get to see if they were actually short chats in the line-up at the grocery store – as suggested by the premier – or something seedier, like discussions with large corporations to sell a public utility or loosen environmental regulations.

I find the premier’s folksy claim that Yukoners who want to speak to their politicians only need to go to the grocery store to be pretty weak. It is true that you

are more likely to run into one of our territorial politicians out in the community than you would elsewhere in the country. That is one of the benefits of living in a relatively small community. But unless you happen to be stalking them or know the places they tend to frequent, the odds of that happening on any given day are still pretty low.

You have a better chance of speaking to the premier or other members of cabinet if you call their office and actually schedule a meeting with them. If you can, that is.

Will the premier humour Joe Public for a few moments at the Canada Games Centre? Yes. He wants his vote after all. But does the average citizen have the clout to schedule a lengthier sit-down with a politician? Doubtful.

I am somewhat sympathetic to the premier’s assertion that the Yukon is “too small” to regulate lobbying, but for different reasons. This process would be fairly onerous and expensive and I’m hesitant to support the creation of yet another oversight bureaucracy in the territory.

Canol celebration was a hit I wish to commend MacBride Museum for their effort to honour the history of the opening of the Canol Refinery back in April 1944 with their recent fundraising dedication dinner.

This brought memories back as I was at the event back in ‘44, escorted by a handsome US Army officer. The officer’s mess was located under the escarpment and was full of army brass for the event. Major “Wally” Parsons Jr., area engineer for the Canol project, was the MC. Music and dancing followed.

This was held when the rest of the country was on wartime rations; the Westmark Hotel duplicated the lavish meal. As one whose family was in the hotel business for years, I must congratulate them for their exceptional job. The Canucks and Hank Carr made the event complete.

This project demands that we listen to voices of our elders, that we value their needs as the top priority and that we follow the “stated priority of the site selection criteria” and find a location in the downtown core of Whitehorse.

By dedicating a downtown site for this continuing care facility, we are encouraging our elders to actively participate in our social life for as long as possible.

And it is not just the creation of a paid registrar that comes with a cost. Detailing every meeting with every lobbyist and filing the necessary forms will also burden our leaders thus distracting them from doing the people’s business.

It is a bit of a surprise that the government hasn’t taken this angle when arguing against lobbyist legislation.

Meanwhile, the premier’s own point that the Yukon is a small place actually undermines his case. Surely it should not be hard to keep track of the small number of people who would be required to register under the proposed legislation and comply. Just how many lobbyists is he meeting with, anyway?

Local writer receives national nod for northern magazine reporting Ashley Joannou News Reporter

A

Yukon writer’s reporting on the lesser-known wartime internment of Alaska’s indigenous Aleut people has landed her national recognition.

Eva Holland has been nominated for a National Magazine Award this year for her story on the Aleut survivors of government camps where they were forcibly sent during the Second World War. During the war, about 800 Aleuts were rounded up out of their homes on the Aleutians islands off Alaska’s southwestern coast.

The Japanese invaded the Aleutians in 1942, about six months after the attack on Pearl Harbor. It was the only land battle on North American soil during the war and also included the bombing of the community of Dutch Harbor.

After the bombing the nonAleut residents could choose to stay, despite the possible danger, but the indigenous population was rounded up with little notice and shipped to camps in the coastal rainforest of the Alaskan panhandle.

“The evacuation was prompted partly by a sense of paternal benevolence and responsibility but was conditioned by racist attitudes. It would result in three years of suffering and the death of more than a tenth of the Aleuts in the camps,” Holland writes.

“Afterwards, life on the islands would never quite revert back to its previous stability: alcoholism would take hold and some villages would never be repopulated.”

A lack of any sort of planning meant the camps were hastily put together, Holland writes. With limited medical help and nonexistent sanitation, diseases like tuberculosis, the flu, measles and pneumonia were serious problems.

Looking back, Holland said she took the responsibility of telling the survivors’ stories seriously.

The story, which appeared in the Spring 2014 edition of Maisonneuve Magazine, is full of direct quotes, more than you would find in your average magazine story.

It was a deliberate choice.

“I was one in a line of white people from Outside who had showed up and been like, ‘tell me about your suffering,’” she said.

“Normally magazine stories wouldn’t have as many direct quotes as I put in, but I tried to quote from them really heavily so that I wasn’t diluting their voices too much.”

Whitehorse-based writer Eva Holland has been nominated for a National Magazine Award for her story on Aleut survivors of U.S. government internment camps in Alaska.

Survivors described being crammed into a ship’s cargo hold and taken away. “We were treated like animals,” said one.

For Holland, the story was triggered by something small: a panel on a wall in an Alaskan museum.

It was 2011 and she had signed up to volunteer for the Yukon Quest. But -50 degree temperatures meant she couldn’t get on a plane to get to the fly-in checkpoint where she was supposed to be helping out.

Instead she was stuck in Fairbanks, waiting for conditions to improve. She filled her time with a visit to the Museum of the North at the University of Alaska Fairbanks and the exhibit on Alaska during the Second World War. “There was some stuff about the Japanese internment, because there were Alaskan residents who were Japanese Americans who were interned during the war, and then there was like one panel about the Aleut interment,” she said.

She knew there was a possible story there, but she wasn’t quite ready to tell it just yet.

Holland decided to go fulltime into freelance writing in 2008. About a year later she would make the Yukon home.

Early in her career she worked in travel writing. Among the highlights: “Nashville: Get Your Honky-Tonk On” and “Essential Tunes for a Mississippi Delta Roadtrip.”

Years later her byline has appeared in more prominent publications like Pacific Standard, Smithsonian Magazine and Grantland. She also sometimes writes for the Yukon News.

But when she stumbled upon the museum exhibit she was just on the cusp of making that transition.

“No big-shot magazine editor was going to trust me with this story at that point in my career because it was a big step up for me,” Holland said.

Two years and one Yukon Government Advanced Artist grant later, she would actually start on the story.

In April 2013 Holland spent a week in Anchorage speaking to survivors and working at local archives and two weeks in Dutch

Harbor.

While on the island she stayed in the only hotel, paying $200 a night and roaming the streets during the day looking for contacts.

Fortunately, with a population of about 4,000 people, it didn’t take long for the locals to notice the new face.

“I’d be walking around and people would literally stop their cars and get out and be like, ‘Who are you and what are you doing here?’” she said.

“Not in a mean way, just curious about what I was doing there.”

Holland would explain herself and that would inevitably lead to names, suggestions and phone numbers for her to try.

Not everyone wanted to talk about what happened. No one had spoken publicly about the camps until the 1980s, Holland said. She met with the high school history teacher and volunteered at the local seniors centre.

That kind of on-the-ground reporting allowed the natural introvert to get details and contacts difficult to come by in any other

way.

She spoke to children of survivors, many of whom didn’t know about what happened to their parents until decades later.

It’s easy for regional wartime tragedies like this one to be lost outside of the community itself when compared to the larger atrocities of the war, Holland said.

“I wanted to tell this littleknown story, and to give them a place to tell their story, after so many decades of silence. Because what happened to them was wrong and preventable, and people should know that.”

This year more than 200 Canadian magazines submitted their work to the awards.

Holland’s piece is in the Society category along with articles from publications including The Walrus and Toronto Life.

The National Magazine Awards winners will be announced in Toronto on June 5.

hitehorse’s Jessica Frotten has a lot of pride in the Yukon. It would seem the feeling is mutual.

Bolstered by a characteristically loud cheering section of Yukoners, Frotten was faster than ever and won five gold medals at the Dogwood Track and Field Meet at the University of Victoria over the weekend.

“I’m feeling awesome. I had a big training camp in Daytona and it really got me into shape,” said Frotten. “I had this kick-ass cheering section that was off the hook.

“They were the loudest. They made up 80 per cent of the crowd.

I had great weekend out here racing.”

Sporting a new tattoo of fireweed – the floral emblem of Yukon – on her left arm, Frotten won gold in the 100-, 200-, 400-, 800- and 1,500-metre events in the T53 para wheelchair racing division. She did the same thing in 2013.

The 27-year-old also set personal best times and qualifying times for the Pan Am and Parapan American Games this summer in Toronto.

Frotten achieved three Pan Am qualifying times in Victoria. She completed the 100-metre in 19.20, the 400-metre with a personal best time of 1:04.75 and the 800-metre in 2:14.44 for another personal best.

She also raced the 200-metre in 34.66, just 0.40 off her per-

sonal best, but notched a PB in the 1,500-metre at 4:17.52. “I was trying to go sub-four minutes, which is pretty much ludicrous speed,” said Frotten. “I didn’t quite make the standard time for the Pan Ams.” “(Canada’s Pan Am) team doesn’t get named until after nationals, but if I keep putting times like that down, I’m in a pretty good place,” she added. “I have a good chance at making the team if I keep making the standard.

“The IPC (International Paralympic Committee) worlds are this October, so I’m trying to make those standards as well.”

To give an idea of how fast Frotten is getting, one only has to look at her times from the 2014 Canadian Track and Field Championships last June. Frotten was

almost seven seconds faster in her 800-metre in Victoria than at nationals where she gold in the event.

She was more than three seconds faster in the 400 – an event she won silver in at nationals last year.

Frotten had already achieved a Pan Am qualifying time this season before getting to the Dogwood meet. She raced the 400 in 1:07.37 at the Daytona Snowbird Classic in Florida this past March and then improved on that in Victoria.

“I think I’m in a pretty good spot. It’s early in the season and I’m already laying down some pretty awesome personal bests,” said Frotten.

Frotten, who races for the Saskatoon Cyclones, has a busy few weeks coming up this month. She is off to Arizona this weekend for the Desert Challenge Games and,

after a week at home in Regina, will return to the Swiss Open Nationals and the Daniela Jutzeler Memorial in Switzerland.

Last year in Switzerland Frotten captured her first international event medal with a bronze in the 200-metre and raced the 100-metre in 19.19 seconds, putting her ninth in the IPC world rankings.

“It’s tough being away from the Yukon. That’s where my heart is,” said Frotten. “I’m in Regina and I’m working with the First Steps Wellness Centre – I’m a community wellness advocate. So I get people out and active.

“I’m contracted with Saskatchewan Wheelchair Sports as well … And I train with the team in Saskatoon.”

Revel regains Yukon squash title Tom Patrick News Reporter

W

hitehorse’s Julien Revel wasn’t going to play in the Yukon Open.

He didn’t register for the squash championship before the deadline. But he was tossed into the draw at the last minute as a substitute for a player who sprained his ankle days before the championship.

“I wasn’t supposed to play – it was a last-minute thing – but I’m glad I did,” he said.

Revel was glad for good reason.

The 29-year-old regained the open A division title at Better Bodies Whitehorse on Saturday.

He beat Victoria, B.C.’s Jason Kurylo 15-11, 15-10, 15-10 in the final.

“It always feels good to win.

It was a good game,” said Revel.

“I just wanted to play a simple game, try not to go too hard, and play really conservatively. I tried to hold my position in the centre so I could control the game and tried to play simple, nothing too fancy.”

As a last-minute sub, Revel was only seeded fifth, despite winning the title three years in a row between 2008 and 2010. He was also the Yukon Open’s runner-up in 2012, losing to Victoria’s Kevin Smith in the final.

“I played a bunch this year, but not as much as I used to,” said Revel. “It’s good to be back in this tournament, I didn’t have a chance to play in it last year.”

It was Kurylo’s first time playing in the championships. The second seed came up for the open and to visit an uncle in Whitehorse.

“I loved it. It’s a good organization, good matches, good squash,” said Kurylo, 30. “I’ll come back next year for sure.” “(Revel) is a good player. He

Grundmanis went on to take third with a 3-0 win over Mustafa Syed. The match featured some super long rallies.

“The temperature outside and the heat in here is really adding to it,” said Grundmanis. “The ball just doesn’t die because it’s so hot in here. So no matter how hard we hit it, how low we hit it, it’s pretty easy to get to most of the shots. So in order to win you either have to make him make a mistake or hit a really good shot.”

Third place marked the best finish in the open for Grundmanis, who won the consolation final last year.

Playing on Vancouver Island, where he is attending University of Victoria, has really helped his game, he said.

“There are a lot more tournaments down there, there are a lot more players my level to play against,” said Grundmanis. “So since I’ve gone to university down south, my game has really taken off.”

After being just points away from defeat, Whitehorse’s Sana Javed held on to take the junior title on Saturday. The 15-year-old topped Kayden King 3-2 in the final for her first title.

“Pretty good. Pretty tired,” said Javed after the final. “Kayden made me work really hard for it.

It was really intense.”

Javed, who has been playing for about a year, came back from down two games in the final. She was also down 10-5 in the fifth.

“I picked it up a little bit, but still the games were really close,” said Javed. “When I start to lose I get really frustrated and I just pick it up completely.”

Maya Cairns-Locke took third in the junior division with a 3-0 win over Sam Fleming.

Either Doug Thorseth has a crummy backhand because he never uses it, or he never uses it because it’s crummy.

Thorseth, an ambidextrous player who hits forehands on both sides, went undefeated in four round-robin matches to win the Masters 50+ division.

Surrey, B.C.’s Chris Makela placed second and Whitehorse’s Michel Gelinas third.

“Two of the guys I normally play against had good matches.

And we had a guy from down south (Makela) who was valiant, but I took him out 3-0,” said Thorseth. “And I got lucky against my nemesis Jim (Gilpin).”

Thorseth clinched the title with a 3-1 win over Gilpin, which was his toughest match, he said.

“He makes me run the most,” said Thorseth. “I got a second wind in that third game and just got lucky in the fourth game. He hit more tin than I did today.”

Forever in our Hearts

JOHN V. URSICH April 5, 1950 - April 14, 2015

John was taken from us unexpectedly, leaving behind many friends and family members with a heart-wrenching sense of loss, along with heart- illed assurance that John is with the Lord.

John was raised in Whitehorse and graduated F.H.Collins as the student body president in 1968. John was a founding member of what is today called the Whitehorse Glacier Bears Swim Club.

He worked for Whitehorse Copper and White Pass and as recently as 2007 John was working in the Yukon Gold ields.

John married his school sweetheart, Kathy Ashley and was gifted with two sons, Allan and Paul. Allan predeceased his father while Paul was gifted with his wife Cathy and daughter Clare.

John was predeceased by his parents Frank Sr. & Peggy while brothers Rick (son Dustin) live near Edmonton and Frank Jr.(wife Chandra, son Spencer, daughters Amber & Gina (with her family) remain in Whitehorse, Frank’s deceased daughter, Amy’s children live in Airdrie. John & Kathy’s extended family were well represented at a wildly attended celebration of life for John in Denver this past April 22, 2015.

Project Description: The project includes the reconstruction and realignment of approximately 3.1 kilometers of the Atlin Road from km 24.4 to km 26.1 and km 28.6 to km 30.0.
