Oak Bay, Saanich and Victoria offered a list of potential places “technically feasible” to site wastewater treatment projects in each community.

Each municipality, together called the Eastside Select Committee, brought forward potential sites earlier this week as part of the public engagement process expected to end with selection of a site or sites by late summer.

“The decision around siting is an exciting opportunity for elected officials, technical folks and the public to work together so no one is making decisions in a bubble,” said Lisa Helps, chair of the Eastside Select Committee.

“We’re revealing the technically feasible sites before we’ve made any decisions so the public can help us by bringing their values, criteria and desired outcomes into a meaningful conversation.”

The publicly owned land in Oak Bay deemed feasible is all located in parks: Henderson, Carnarvon, Willows, Fireman’s, Windsor, Lafayette, Anderson Hill, Walbran, Trafalgar and the Turkey Head Walkway.

There are no private properties identified. In Saanich and Victoria many feasible sites are parks, public works yards or private property.

“Our council is well aware of the concerns people will have regarding their parks, I think that’s going to be true in all three of the communities,” said Oak Bay Mayor Nils Jensen. “This is the first step in a multi-step process trying to identity a suitable site.”

All sites identified could technically house a wastewater treatment facility. Some of the sites are smaller and could host more compact distribution plants while others are large enough to situate a plant to service the

The next step will be to review the locations and to use public priorities and emerging technical, social, economic and environmental considerations as filters to help narrow down the number of sites.

“The next step is to get feedback from the public on May 30 and 31 and then start narrowing down the number of potential sites,” Jensen said. “Feasible does not necessarily mean suitable … The next steps we’ll be applying the triple bottom line, social, economic and environmental filter to the sites.”

Members of the public can participate in siting charrettes on May 30, 10 a.m. at the University of Victoria, Cadboro Commons building, and May 31, 10 a.m. at Victoria Conference Centre. The sessions will offer a chance for the public to learn more and offer input into the site selection and technology selection process.

“Hopefully by early June the number of sites will be reduced to a handful on the eastside. That same process will occur on the westside and eventually we will reach consensus on a site or sites,” Jensen said, noting they’ve yet to determine most economic or environmental situations of one or more sites. “That is another issue that has to be determined.”

Oak Bay’s green map is forging its way as a flagship project locally and around the world.

“The effect of this map continues, which is more than what we expected. We had no real knowledge of the endearing value that people continue to, not only in the community but internationally, speak to it as one of the leading green maps,” said Coun. Tom Croft, who was among the creators of the document. “We kept on having to go to events and ask people to support us so we kept getting more input. There’s a real value to taking your time … you get all of that knowledge of place.”

The green map, already responsible for formulating a community association in Oak Bay, is building on its connections to local First Nations and pride of place.

UVic is facilitating connections between communities and university student resources for “concrete action projects” to support the Songhees Nation in cultural restoration work.

“They want to bring back knowledge on traditional fisheries and traditional use,” said Maeve Lydon, associate director of the UVic Institute for Studies and Innovation in Community University Engagement. “Oak Bay as a neighbourhood and as a municipality could be a part of the bigger discussion.”

Lydon’s been part of 15 to 20 green maps across the region in the past 20 years and agrees that Oak Bay’s had a lot of process involved.

The community green map started as an idea germinating in the minds of a couple residents, and is now part of the package Oak Bay Mayor Nils Jensen hands out as he personally welcomes newcomers.

Oak Bay a decade ago when former councillor Pam Copley approached her. Tom’s wife, Jill Croft, got on board early on, and after a couple years working on the project, it spurred the creation of the Community Association of Oak Bay, which worked another four years on the map before it went to print in 2012.

“It was such a neat project.

It has been taken around the world now,” Tom said.

Richly illustrated with vibrant, colourful images and icons, it plots the locations of those things the people of Oak Bay identified as being central to their identities. Bike trails are marked, as are walking trails and great places to play with the family dog. There are the predictable icons that identify public libraries and schools, but there are also icons for mystical places, great places to watch the sunset or sunrise, and wonderful spots to fly a kite or watch the night sky.

The flip-side of the document is also richly illustrated and provides narrative details on the history, heritage, climate and community resources of Oak Bay. “I’ve lived in Victoria all my life. I navigate by place, I don’t navigate by street corners, so I find it more natural to think about where something is in relation to landmarks,” Croft said. “This is a map of place, of activities, of all the other things you see on maps. It also details aspects of life in Oak Bay that engage or concern the population, including environmental stewardship groups, community resources and emergency preparedness agencies and initiatives.

Lydon organized The Power and Potential of Community Green Mapping in April to bring together academics and a variety of community members, including the Esquimalt and Songhees Nations to explore community-based mapping and green mapping as tools for community engagement.

A feature speaker at the event was Wendy Brawer, creator and director of Green Maps, based in New York.

“Wendy’s taken [the Oak Bay Community Green Map] to Africa … presented it at the United Nations as an example of an asset map,” Croft said.

“It’s unbelievable where this map has taken the community association.”

Green mapping began in New York City in the 1990s as a way of connecting tourists, residents and new arrivals to the green spaces and culturally significant locations within New York. Her efforts to help former student Daniel Davenport overcome dyslexia in the music room led to the creation of a colour-coded music scheme. He showed up in Grade 6 hoping to join the band, and Blair wasn’t going to say no, as long as Davenport put in the effort.

Within a few weeks they began to sort out a solution, and nearly four years later Davenport still plays the clarinet.

“I don’t have time to think about the position of each note on the staff,” he said. “The colour tells me where to put my fingers.

When I was able to communicate that to Mrs. Blair, we got to where we are today.”

Throughout Davenport’s three years at Gordon Head, he met with Blair for a weekly one-on-one session. And now that he’s at Lambrick Park secondary, he continues to play in the band using the coloured music that Blair developed.

“Daniel is performing well with Lambrick band and continues to use the colour notation. We meet two to three times a month for a clarinet lesson and continue to tweak the system,” said Blair, who also teaches strings programs at Torquay elementary.

“I’m very excited about the software progress. When my second cousin was visiting last summer he reminded me he is a

programmer and would love to be involved in the project. So he is now developing the software for the colour notation. Hopefully by summer it will be ready for a test drive.”

Blair’s efforts to colour the music for Davenport started with a basic approach, attempting to add colours to his music, the same sheet that everyone else uses. It came from her desire to make the music room a supportive environment.

“In my music room, a lot of kids consider it a safe place and feel they can really step out of their comfort zone,” she said. “They can develop that love of music. I’ll find kids who are not academically strong in here, and they shine.”

It’s something she’s carried with her since she studied Grade 6 band with Mr. Creswick in northern Alberta. “He was the one that inspired me and supported me in everything I did in music. We remained friends for 28 years.”

Ironically, Blair teaches in the neighbourhood where Creswick grew up, and some of her students’ parents were in the same school band he was in at Mount Douglas secondary.

If all goes well, Blair is hoping to submit an article to music educator journals as soon as the fall, regarding Davenport and the coloured music notation.

Last year’s elementary school Great Teachers winner Marilyn Hodgson subsequently retired from Kelset elementary in North Saanich after 35 years of teaching.

Great Teachers high school recipient Jamie Davis spurred the Spectrum Community School band to yet another big year. In nine years he has built the program from two dozen students to approximately 200. His band students end the school year with a full calendar of events, including marching band performances in the upcoming Victoria Day Parade on May 18, the Oak Bay Tea Party Parade on June 6 and the Esquimalt Buccaneer Day Parade on June 13.

CRD to consider expanding wildlife management in wake of culls Christine van Reeuwyk News Staff

With the pilot deer projects complete, the Capital Regional District will consider establishing a continued service.

The CRD board will consider expanding wildlife management in its mandate with the final deer report from staff at hand.

The report included input from Oak Bay and Central Saanich, where pilot projects to manage deer populations were held.

Oak Bay’s was urban while Central Saanich took a rural approach.

“Being a pilot site, we were well aware that we were doing it in isolation to the other communities, but doing it in order

to see what steps are required to have a successful deer management process,” said Oak Bay Mayor Nils Jensen. “We’ve seen it’s much more effective to have a regional approach rather than a patchwork of communities, some taking steps and others not, to deal with the problem.”

For the urban cull, the Ministry of Forest Lands and Natural Resource Operations issued Oak Bay a permit to harvest up to 25 black-tailed deer. Modified clover traps were active on private properties – seven bucks and four does were captured and killed. The final step in the regional deer management pilot project is a population reduction count expected in the fall.

An ongoing role for the CRD would be

dependent on a deer management or expanded wildlife management service being established.

Currently the CRD manages four animal species but staff anticipate that demand will grow and require ongoing co-ordination, public education and advocacy if multiple municipalities opt to pursue wildlife management. Ongoing regional involvement is likely not practical or economical unless a significant number of municipalities collectively choose to address deer-human conflicts, the CRD report notes.

CRD staff recommend the issue be considered further by the Planning, Transportation and Protective Services Committee. They include information

from Oak Bay’s staff following the project here, as well as from Peninsula Agriculture Commission and Islands Trust regarding deer on Mayne Island.

“It’s clear that this is a crossregional issue, that’s the reason for the recommendation that this has to be seen in a much broader context than just Oak Bay,” said Jensen. “We need to consider some kind of wildlife management strategy on the one hand to protect our farmers, on the other hand to protect the health and safety of our public.”

Alberta NDP carried by perfect political storm Last week’s Alberta election was an example of the democratic process at its best.

We aren’t talking about the results. Whether or not the New Democrats can stabilize that mismanaged ship is yet to be seen.

The reaction from the right following Rachel Notley’s convincing Voters end win was predictable; Tories’ 44-year the sky is falling.

Meanwhile, the left is political dynasty thrilled.

It’s the process to achieve the result that should give all Canadians pause for thought, and a reason to be thankful for the society in which we live.

What happened in Alberta on Tuesday was, anecdotally, a civil upheaval – a coup d’etat, but in a completely civilized manner.

In many countries, such a drastic change of government would come at a heavy cost. Lives would be lost. Millions of lives have been lost in countries around the world in efforts to overthrow long-reigning governments.

And yet, in our neighbouring province, the wounds were limited to the egos of those who thought change could never happen in that oil-rich, right-wing driven economy.

The democratic process is alive and well.

Certainly, there were not nearly enough people getting to the polls.

Although voter turnout was the highest in 22 years, 57 per cent is nothing to brag about when deciding the future of a province – higher than B.C.’s 52 per cent in 2013, but a far cry from respectable.

The talking heads are still analyzing the results. Some say the arrogance of 44 years of power got to the Conservative supporters – that many of them thought there was no way another party in Alberta could ever garner enough support.

On the other side, the “Notley Crew” is basking in the afterglow of a well-run campaign, feeding off the anger of the average Albertan. The lies, deception and ridiculous government spending had gone on long enough for the majority of those who took the time to vote, and now the change they demanded is real.

Will it prove to be a good move for Alberta?

Only time will tell.

Oak Bay’s taxes far surpass inflation The inflation rate for British Columbia from March 2014 to March 2015 was one per cent. Now Oak Bay’s mayor tells us that our tax increase is 5.1 per cent, more than five times the rate of inflation.

Every year the tax hike has been much higher than the inflation rate, and this cost compounds. We, the residents of Oak Bay, deserve a clear explanation from our council of why this is. We need to know what percent of the budget is wages and benefits for all staff so that we understand what is left to pay for everything else.

Perhaps we should stop all this talk of densification and live as we are now and within our means. Oak Bay is fine how it is, that is why we love living here. More people means more services, etc. and the costs far outweigh the benefits.

Cull cost confusion At an April 13 Oak Bay in-camera council meeting, the budget for deer control was tabled and for the year 2014 Oak Bay had budgeted $25,000.

According to the same document, $21,112 was spent. I do not know which calendar council was using but the deer cull to the best of my knowledge was held in 2015. What I as a taxpayer would like to know is what was the $21,112 spent on in 2014?

After the cull ended the mayor stated publicly that they had paid

the contractor $16,000. The deer cull budget for 2015 is $35,000. Did that $16,000 come out of the 2015 budget? Again, if memory serves me, the mayor had stated that a cull of 25 deer was going to cost us $12,500. The amount spent in 2014 and spent so far in 2015 is a far cry from that $12,500, which in this case only took 11 deer.

The mayor also promised a full report on the costs and other items relating to the cull would be released by the end of March, not the middle of May. The complete lack of transparency is alarmingly obvious.

Cull costs mount At a council meeting May 11 the CAO of Oak Bay tabled a final report on the infamous deer cull. Under the financial impact section the costs are staggering.

In 2014 Oak Bay budgeted $25,000 and spent $21,112.28. For 2015 the budget has been raised to $35,000 and $31,069.93 has been spent. As the cull only took place in 2015, how did $21,000 plus get spent the year earlier?

If you add the numbers, the taxpayers of Oak Bay spent $52,182.21 to cull 11 innocent deer. That equates to over $4,700 per deer.

When Oak Bay thought (wrongfully) that there was a deer overpopulation, we were told they would cull 25 deer for a total cost of $12,500. The numbers quoted in the document do

not include or reflect the district’s staff time allocated to this project.

Adjust speed readers Thanks to Oak Bay for finally installing speed readers on Thompson, one of the busiest race tracks in the community.

The problem is the readers are mounted so close to the intersection that most vehicles leaving the corner won’t even be fast enough to register a speed unless the driver really stomps on it.

Maybe that way Oak Bay can say there are no speeders on that street.

In my opinion, mounting them farther away from the intersections will make them more effective.

A pair of sunken boats boast a little less trash thanks to a diver answering the call of a young child.

The two tethered sunken vessels off Beach Drive, a sailboat and a powerboat, were reported to Transport Canada in March. C-Tow Victoria had offered to pull the boats ashore, but a Transport Canada spokesperson said they had no authority to remove the boats unless they obstruct navigation, adding Transport Canada was attempting to contact the registered owner.

of concern and was drawn particularly by the plea of a young girl among those voicing concern over propane tanks and other debris associated with the vessels.

“I swam out there about twoand-a-half weeks ago and took some video,” said Porter, who used to work at Sealand of the Pacific, an aquarium in Oak Bay that closed in 1992.

He did two more dives to remove garbage and the

propane tanks.

“The sailboat is what I was focusing on because you have to wait to low tide to get on it … There must have been eight bags of garbage,” Porter said.

“I’ve taken all the ropes off so animals can’t get tangled …

There’s so much life out there, it’s sad to see it.”

He’s filed with the receiver of wrecks to undertake the work.

“They’re still leaking fuel and oil, there’s a big skim. It’s not very nice, there’s a lot of bad stuff out there,” Porter said.

“I’m just doing it because it’s not going to get clean and safe.

They’re definitely a hazard to the environment … it’s not clean. I come back [up from a dive] and my suit’s all gummed up. I’m shocked at it to be honest.”

The Ebb Tide is made up of players over the age of 40 from throughout Greater Victoria, competing in the Pacific Northwest Over 40’s Rugby Union with teams from the Lower Mainland, Nanaimo, Kelowna and Seattle. The Ebb Tide squared off last week against the Osaka Gentleman, an over40 team from Japan featuring a pair of 80-year-olds (although they were both nursing injuries and unable to suit up for the match).

While the Ebb Tide’s regular roster features players from their 40s into their 70s, they

brought out 83-year-old Bryan Holmes for the game at Windsor Park. “He doesn’t play any more, but he only quit three or four years ago,� said Knox. “He [came] out for this one particular game because there’s a couple of 80-year-olds on the touring team.�

Knox said the players wear different coloured shorts based on the decade they were born in. “That way you can tell the age of the person on the field if you’re about to tackle him,� said Knox, 63. “So if you’re going to tackle somebody the same age as you, it’s fair game, but if he’s 30 years older than you then you go a bit easier.�

The Ebb Tide regularly play their games in James Bay, but as those fields have been converted for baseball, the game was moved to Oak Bay. Knox estimates about a dozen of the team’s 55 regular players are from Oak Bay. “From now until September we practice every Thursday at Windsor Park, and I use the term practise lightly,� he said.

Bring it on Cabaret rewards young talent Friday marks a double celebration for the Bring It On Cabaret.

Stephanie Greaves headlines the night they’ll hand out $2,000 worth of bursaries.

Helena Descoteau, a recent graduate from the two-year enriched performing arts program at the Canadian College of Performing Arts, earned the top $1,000 bursary. Her most recent credits include Smokey Joe’s Cafe, Broadway Lights with the Victoria Symphony, and Cities and Girls. Also in her most recent year at the college, Descoteau wrote and had a staged reading of her first play. She has found her forte in the acting department, and is hoping to start a career in film and television. She starts her third and final year at CCPA with Company C. Ian Crowe and Kaliegh Greenwood will each get $500 bursaries.

Crowe performed this year in the Company C performance as Melchior Gabor in The Belfry Theatre’s production of Spring Awakening. He also founded his first company, Vortex Productions, throwing a brunch cabaret fundraiser to great success with The St. Matthias Church.

Crowe hopes to continue creating a career singing, acting and dancing in Toronto.

Greenwood is a Vancouver Island native who has spent her life jumping on any stage she can find, spending her high school days in a variety of musicals.

Recently she and her partner made the long trip to relocate to Edmonton in pursuit of their careers.

Greaves will lead the celebration, as headliner for the May 15 Bring it on Cabaret.

Greaves is no stranger to a stage – whether performing in an oceanfront piano bar, an arena for sporting events or at a large-scale theatre – her versatility includes jazz to classics, country to R&B and her favourite, musical comedy.

One of her favourite engagements to date was headlining a crossCanada tour marking the 100th anniversary of the Canadian Naval Service in a tribute called Sailors and Songs. Reviews of her performances were glowing. “She also has had the thrill of performing for a large array of dignitaries, including Her Majesty, Queen Elizabeth,� said Jim Ricks, producer of the Bring It On Cabaret.

Toyota introduced a completely redesigned and more upscale Highlander in 2008 (its mid-sized utility vehicle) that was bigger with three rows of seating, more powerful and more expensive.

Bad timing, as that very same year the world`s economy took an unexpected and spectacular nosedive, which sparked a major consumer trend to scale down.

This model offers has a more rounded shape with pronounced wheel arches and there’s a flip-open rear door window. It`s a handy feature that allows you to drop stuff into the cargo area without opening the large rear door.

The V6 engine versions of Highlander came with four-wheeldrive plus extra goodies like a back-up camera, a power driver’s seat and fog lamps. Above base, the higher trim levels were Sport, Limited and SR5 (only for 2008).

A four-wheel-drive Highlander Hybrid with a gas/electric powertrain was also offered and came in base and Limited trim levels. Hybrid power is provided by a 3.3 litre V6 engine coupled to an electric motor and they have a combined power output of 270 horsepower, which is roughly the same as the regular 3.5-litre V6. The hybrid`s city/highway fuel economy, however, is rated (new five-cycle method) at 8.6 / 9.5 L/100km compared to 13.8 / 10.4 km/100km for the 3.5 litre V6.

Reacting to the new economic reality, in an impressively quick way, Toyota introduced a substantially lower priced and more basic, front-drive Highlander, midway through the ’09 model year. It came with two-row seating and a 2.7 litre 4-cylinder engine mated to a 6-speed automatic transmission. This engine can provide 187 horsepower and 186 lb-ft of torque at 4,100 rpm and its city/highway fuel economy rating is 11.8 / 8.7 L/100km.

Highlander is a ‘Top Safety Pick’ according to the Insurance Institute for Highway Safety, based on its front, side and rear crash tests. Highlander was included in a series of safety recalls (see list), including the famous “floor mat recall”, in response to mysterious defect that supposedly caused unin-

tended acceleration.

No changes were made to the 2010 Highlander, but for 2011, it got revised front and rear styling, with slimmer headlights, a new front grille and new taillights. The Sport model was discontinued and the hybrid version got a (combined 280 horsepower) 3.5L V6. A third-row seat also became standard on all models.

No significant changes were made for the 2012 or 2013 model years, which were the last of this generation Highlander. The completely revised 2014 Highlander, a sleeker family-friendly seven passenger cross utility, recorded its best sales year ever.

A comfortable and secure all-weather family cruiser, the Toyota Highlander is a low risk purchase with a history of solid reliability and excellent resale value retention.

The Oak Bay Breakers turned in a dominant performance at the Vancouver Island senior girls soccer championships.

Oak Bay knocked off Stelly’s 5-1 in Tuesday’s championship match.

“Stelly’s is a very good team, they had the No. 1 ranking in the province for a while,” said Oak Bay coach Brent Garraway, who credited “hard work more than anything” for the Breakers’ success.

Grade 9 Anelise Kara Kostas notched three goals for Oak Bay with Meaghan Kivell and Holly Goodacre supplying singles.

The Breakers earned their way into the finals with a 2-0 win over Dover Bay and 1-0 shutout of Reynolds. Caroline Crossley scored on a gorgeous header against Dover Bay with the other marker coming from Kivell, while Goodacre supplied the lone goal against Reynolds.

The Breakers now advance to the B.C. AAA senior girls championships May 28 to 30 at Stelly’s.

“We always build toward this point of the year. The whole goal is to get to Islands and win Islands and then get to B.C.’s,” said Garraway.

When former CFAX 1070 sportscaster Ken Dobson started an invitational golf tournament, he wanted it to be fun and inexpensive above all else.

Twenty-one years later, the Dobber Classic is sticking to Dobson’s vision with its June 5 tournament at the Cedar Hill Golf Course.

“Dobson was a devoted communityminded person who supported all the amateur sports groups,” said Greater Victoria Sports Hall of Fame director John Bate, who chaired the Dobber Classic for 20 years before passing on the role. “If anyone asked, he would show up and speak. He was committed that way.”

Ken Dobson (1923 to 1995) was a colourful and much loved sportscaster and sports director at CFAX. After his death, CFAX initiated the Ken Dobson Athletic Scholarship in his memory for graduating Grade 12 students who are active in sports.

Before he retired, Bate managed the old Memorial Arena and was the director of Parks and Recreation at the City of Victoria.

His family lived in Saanich, two doors down from Dobson’s family.

“We got to know Ken quite well and really see what he was about,” Bate said.

While the tournament entry price has slowly

grown – it’s up to $110 per person – Bate points to the loyalty of the tournament players and the number of goodies that come with each registration, including tickets to the Victoria Shamrocks, Victoria Royals and UVic Vikes, among other items.

“This is one of our two annual fundraisers and it’s a big deal to us, as our goal is to produce a new display (for the Hall of Fame) at SaveOn-Foods Memorial Centre each year, usually on that year’s inductees,” he said.

“The tournament is still a great deal for what you get.

You don’t find golf tournaments as fun as

this where you come out with as many sponsored gifts for the price.”

And the same players keep coming back each year, Bate adds. Organizers see a return rate of about 85 to 90 per cent from the previous year.

“It’s an annual reunion with a core of players who’ve been coming out since it started,” he said.

“Even the foursomes are the same, slowly changing one player at a time.”

Among the big draws is an impressive sports auction with autographed Vancouver Canucks sticks and Toronto Maple Leafs

memorabilia, as well as a prized Jose Bautista bat, signed by the Toronto Blue Jays slugger.

It’s safe to say a bat like that would fetch an auction price in the thousands of dollars in Vancouver.

“Sometimes we need to remind ourselves there are other perks of being in Victoria. Though, all it takes is two bidders,” Bate says wryly.

Registration is open now for the 2015 Dobber Golf Classic.

The entry fee includes golf, roast beef buffet dinner and a quality prize for every golfer.

BUYER’S TIP | Include the duplex category when doing an online search for homes

When Susan and Nick Taylor were looking for a home in Greater Victoria about a year ago, they were shown upwards of 30 properties.

Coming from Orangeville, Ont., about an hour northwest of Toronto, they weren’t fixated on any part of the Capital Region. Given the budget they were working with, they did have options, but neither seemed appealing, Susan recalls. “What it seemed to boil down to was, in the price range that we were in, we were going to be in a close-knit subdivision where everyone else looked into your yard,� she says. “Or conversely, a property that needed a new roof, new furnace, new windows.�

Then their agent showed them a Colwood home they would have referred to as a “semi� in Ontario. That is short for semi-detached home, or in Victoria parlance, a half-duplex.

But with no strata fees to pay for shared maintenance, a full 2,000 square feet of living space and a sizeable yard, it fit the bill for the couple. “I didn’t hesitate, because of what it offered over everything else we were looking at for the same price,� Susan says. “It was kind of a nobrainer, and it didn’t hurt that we were only about six houses up from the water.�

After they moved and friends back home were trying to find their new digs on MLS, the searchers had a hard time, since this full-sized home – essentially the equivalent of a townhome – was listed in the strata duplex category, along with old-style duplexes normally associated with being rental revenue properties.

The couple, now looking to move again, feared their home wouldn’t be seen by as many people who might be interested in such a setup.

Listing agent Cheryl Laidlaw with Royal LePage Coast Capital Realty calls it a “bit of glitch� in the way MLS works. She says many potential buyers aren’t searching for a half-duplex because of the duplex stigma, or they may not understand how many variants of that configuration are available.

The construction of half-duplexes is more solid, she adds, with soundproofing elements that drastically reduce the amount of noise transferring between the two units. “The benefit is, you get much more house for the price.�

While newer duplexes on single lots can be found in various places around Greater Victoria, duplexes in which the two owners do not function jointly as a strata complex are not exactly rare, says Wendy Moreton, an agent and president-elect of the Victoria Real Estate Board. “Anecdotally, I’d say about half of the duplexes you come across don’t comply with the Strata Act,� she says. “The reason a duplex might have more appeal than a strata (townhouse) is that it’s less complicated. Some people like the idea of living in a strata and leaving the maintenance to someone else. In that regard, something like this would be simpler.�

Even if there is just one duplex on a property,

there are still joint expenses that come up, such as house insurance – it is a combined structure – roofing and any common landscaping areas.

Moreton says any grouping of four or less homes is not required to complete a depreciation report, as other traditional stratas must do, condos or townhomes. While potential buyers of a half-duplex would be expected to have a house inspection done as with a detached family home, the lack of strata fees isn’t necessarily the selling feature it once was, Moreton says. “Low strata fees used to be promoted as a way of attracting buyers, but it was found that those complexes were often not as well maintained,� she says. “It’s changing the way people look at stratas.�

While marketing a home like the Taylors’ may mean a little more legwork by agents, the fact such homes are available is encouraging for buyers looking for more home than what it might first appear they can afford.

Travel auction supports local tourism In an effort to support the local tourism industry, Tourism Victoria is putting its own staff services on the auction block during the Spring Travel Auction which beings today (Friday).

The auction, in its 20th year, includes travel packages, such as a seven-night Rocky Mountaineer Canadian Rockies experience, a three-night pamper package at the Fairmont San Francisco, and a VIP day at the Butchart Gardens, among other things.

This year, Tourism Victoria has also added human capital to the auction, including two hours of a content marketing specialist’s time to consult on improving social media strategies, two hours of a visitor councillor’s time to consult with guests of a hotel or B&B, helping them make the most out of their

stay, and two hours of a chief marketing officer’s time to brainstorm with a business.

“The tourism industry in Greater Victoria and beyond has been very generous with offers of great tourism product to support Tourism Victoria’s spring online travel auctions,” said Paul Nursey, CEO of Tourism Victoria.
