The Jade Restaurant will close its doors in mid-July after a 35-year run.

The owners, Susanna Eng and her husband, Joe, has sold the restaurant to the city of Port Alberni as part of the city’s Dry Creek flood mitigation plans. All that remains to complete the deal is for Mayor Mike Ruttan to sign off on the purchase.

“I’m retiring so I sold it to the city,” Susanna Eng said. “It’s time to go.”

The Engs first got into the restaurant business when Joe’s family started working at a restaurant in Port Alberni in the 1950s.

The Engs took over that restaurant and ran it till they opened Jade on Third Avenue in 1980.

While Susanna said it was time for the Engs to retire, she wishes that the restaurant could go on.

But since they’re selling to the city, who only want the land the restaurant is on so that they can remove the bridge directly adjacent to it and install a culvert underneath Third Avenue, the Engs are selling everything in the restaurant.

If she can’t get anyone to buy it then she’ll have to sell it to liquidators and she won’t get much for it.

“I really wish somebody in town could buy [the restaurant]. It’s not a lot of money and they can use it. We kept it in really good condition, even though it’s old.”

The plans come as a result of the Dry Creek Flood Mitigation Study commissioned by the city in 2012.

Dry Creek runs underneath Third Avenue right beside Jade Restaurant, and has been subject to serious flooding in the past.

In order to facilitate planned channel enhancements, a box culvert will be installed (similar to what is under the Rogers Creek bridge constructed on the Redford Extension last year).

The city’s acquisition of her land for flood mitigation comes as no surprise to Eng, who said she asked the city in the 1990s whether they needed her property back then. The city had already purchased the land beside her building where Dry Creek runs under Third Avenue.

“They should have done that a long time ago,” she said.

“We went and talked to the city and they told us no.”

“It’s a time bomb,” she said of the infrastructure surrounding the restaurant, which has often led to flooding.

“Underneath there’s a creek. If I see something happen, I feel really bad for that.”

While Eng could not disclose the selling price of the restaurant, she said it was significantly more than the city’s original asking price.

“I can’t do $130,000,” said Eng, she said, adding that despite understanding how necessary the flood mitigation work is, she couldn’t let the restaurant go for so little money.

“It’s not that much, I could ask for more. But I feel guilty because I know that it’s dangerous.

Anything happens, I feel bad because I know. I have the knowledge and I told the city a long time ago but they think ‘oh you know nothing.’”

“It doesn’t matter if [the city] buys my property or not, you have to fix that for sure. It’s really dangerous, look at how many cars go over it.”

The price was agreed upon on March 31, Eng said, but city manager Ken Watson said that since the deal has yet to be signed, it remains in-camera. Eng said she’s had other offers to buy the restaurant but remains committed to her deal with the city.

Other than the Jade, three other properties will be affected by the flood plans.

Pater sentenced for porn Inbrief city newsline

Serial pedophile Shaun Pater was sentenced in Port Alberni court Tuesday after pleading guilty to possession of child pornography and breaching conditions of his probation.

He was spotted at the Walmart photo lab on New Year’s Eve, printing out photos from a memory stick.

recognized him from media coverage of his two previous sexual offense convictions, and went into a back office where a separate computer monitor displayed the images being processed.

Crown prosecutor Gordon Baines said three of the pictures were of a young female’s genitalia and two other photos were of young girls Pater, 34, had been

associating with while on probation.

Walmart employees called police, who found Pater driving away from Walmart with his brother.

When police pulled over the vehicle, Pater said he turned to his brother and said “I’m going back to jail”.

Pater told police the sexual images had been texted to him by another pedophile he had met in jail.

Pater sat in the prisoner’s box Tuesday morning, listening to Crown Counsel listing charges and events that led up to the offenses.

Judge Ted Gouge admitted he was very familiar with Pater’s case, having recently agreed to relax probation conditions allowing him to attend family Christmas dinners with underage relatives. Gouge had also made a previous

order to prevent media from publishing Shaun Pater’s name, as it was having a negative effect on his young son at school.

Gouge took the rare step of addressing reporters in the gallery directly, noting there would be no publication bans whatsoever in this case.

He sentenced Pater to nine months on the child pornography charge, and a further three months for breaching probation.

He was given credit for time served since his arrest at time-anda-half, which equaled six months and 20 days.

He was ordered to stay away from all children under the age of 16, except his son, and to not access the Internet through computer, phone, or any other device for five years.

“There was a lot of time put into it by defense and the Crown.”

“There will always be people who think that no time is enough time for offenders like Mr. Pater,” said Baines. “We have to seek sentences that are consistent with those imposed by judges in other cases.

We can’t go in excess of that just because we have strong feelings towards the offender or the offenses that they’ve committed,” he said.

“It’s important to note that why these cases came to light is because of prior media coverage.

The importance of these offenses being reported upon can’t be emphasized enough.”

When given an opportunity to address the court directly, Pater said “I feel bad for my family, for my son who was unable to attend school for two weeks after the story came out in the paper”.

Baines said Pater’s lack of remorse towards his victims “speaks for itself”.

Once released from jail, Pater will not be required to take any counselling, since previous psychological assessments have noted his low intelligence have made him untreatable, despite his “high risk to re-offend sexually with underage females”.

Increased rec fees proposed

City council gave three readings to a bylaw that would increase facility fees and charges for users based on a recommendation from parks, recreation and heritage director Scott Kenny. If passed, facility rental fees will increase by two per cent. Child, teen and senior rates will stay at $3 and general admission rates will remain at $5.25.

City helps out lacrosse club

City council will add $13,500 to the 2016 budget to help the Alberni Valley Tyees Lacrosse Club resurface the outdoor lacrosse box at Gyro Rec Park.

The club will apply for a $25,000 grant to cover the remainder of the work.

The city of Port Alberni has renewed leases for Main Artery and Bob and Vicky Lee for three-year terms at Harbour Quay.

Continuing commercial service would necessitate a replacement truck, which would cost the city $380,000 out of the ERRF fund.

Both Povey and Cicon agreed that the condition of the truck is so poor that it must

either be replaced or the service discontinued.

Cicon believes that the city should not buy a new commercial truck and keep the money in the ERRF fund available for when a residential truck is necessary for possible future curbside organics collection.

Povey said that if the city stops providing

the commercial bin pickup service, fees charged by private contractors would skyrocket.

People living in and around the AlberniClayoquot Regional District will likely have a say whether or not the ACRD should borrow up to $6 million for a runway expansion project at the Alberni Valley Regional Airport.

The ACRD board was to consider what process to follow at its board meeting on Wednesday, after the AV News went to press.

An ACRD report recommended an alternate approval process, which costs less than a referendum and takes less time to administer.

The ACRD has also applied for gas tax funding for the proposed expansion.

He said that a smaller cart was a way to encourage residents to waste less.

Despite fierce debate at city council on Monday night, the city’s commercial container garbage truck will continue limping on until at least the next council meeting.

CUPE Local 118 delegate and public works employee Brian Povey argued against city engineer Guy Cicon’s recommendation that commercial container pickup be discontinued.

“It’s going to cost all the taxpayers,” said Povey, who fought to keep the service when the issue came up six years ago.

At the time, Cicon had argued for the discontinuation of the service and the loss of one public works job.

This time, Cicon said that no job loss was planned and that the

Lottery process raises questions Is the Orange Tsunami headed west?

The potential winner of a $50 million lottery ticket that was sold in Langley in March 2014 wants to stay anonymous. That’s according to an anonymous source who spoke to a Vancouver newspaper.

The news that the apparent holder of a $50 million winning ticket wants to be anonymous has naturally started lots of conversations. Most people may not be aware that claiming a lottery prize comes with the proviso that the BCLC has the right to take the winner’s photo and publicize the win.

While BCLC says this protects the integrity of the process, which it does, it also helps to promote the idea that winning big is possible.

It perpetuates the sales pitch that “dreams can come true” simply by buying a lottery ticket.

Advertising promoting that idea does not include the actual odds of winning a big prize, which are infinitesimal. Very few lotteries run by provinces or states in North America allow for anonymity, although a few do. BCLC has granted anonymity itself in the past, but only in very rare and exceptional circumstances.

It will be interesting to see if the holder of this potentially winning ticket does manage to preserve his or her anonymity. If that does happen as a result of a court decision, it may force BCLC and, quite likely other Canadian lottery corporations, to change their longstanding rules about who can actually win a prize.

ICTORIA – Albertans have always laughed about their long-standing reputation as a reckless, immature society.

The classic bumper sticker, now available as a T-shirt or coffee cup in several variations, states: “Please God, give us one more oil boom, we promise not to p--- it away this time.”

Now they’ve thrown out the government that finally tried to stop blowing money like a roughneck fresh out of the bush. Jim Prentice had the gall to propose raising income taxes for high wage earners, doing away with former Alberta treasurer Stockwell Day’s signature flat tax.

In response, voters have abruptly replaced the 44-year Progressive Conservative dynasty with an upstart NDP that wants to tax the rich and

corporations even more.

Facing an oil slump, layoffs and a huge structural deficit in Alberta’s lavish public service, NDP premier-elect Rachel Notley is committed to a 50-per-cent increase in the minimum wage and another “review” of resource royalties.

One headline in a national paper summed it up: “Go home, Alberta. You’re drunk.”

In the sober days after the election, a few truths emerge.

Alberta hasn’t been a fiscally conservative, smallgovernment place for a long time. Among other things, it has ratcheted up teacher and nurse wages across the country.

Alberta is broke, again, and even the NDP is afraid to resort to a sales tax.

The minimum wage hike is a pet policy of Canada’s labour federations, which somehow remain convinced that poverty

can be eliminated by state order.

On the positive side, Notley has promised to end corporate and union donations to political parties, as has already been done federally. B.C. should be next, but the gravy train of business donations is too tempting for our nominally Liberal government.

Here at the B.C. legislature, an NDP staffer passed out cans of Orange Crush to celebrate.

NDP leader John Horgan pronounced himself “ecstatic,” and hastened to assure reporters that Notley is “as competent as she sounds.”

Notley now has to sort through a caucus that includes typical NDP place-holders, college students and union staff running in faint-hope constituencies. Soon after the result, the party pulled down its website

platform and candidate biographies, as Notley began phoning energy companies to reassure them Alberta will be “A-OK” on her watch.

Horgan likes to describe the “capital flight” from new NDP governments as if it’s just a show put on by big business.

Plummeting stock prices and relocation of corporate offices are all staged, according to the party line, nothing to do with actual investment conditions created by NDP policies. This fiction is all Horgan dares to say publicly, because it’s what his party base devoutly believes.

Besides, they’re only branch offices of multinational oil companies like Shell, Horgan said. He used his favourite Tommy Douglas quote, about the bad news of a big oil company leaving. “The good news is, the oil is staying here.”

B.C.’s natural gas might be staying here too.

Horgan insists he supports a natural gas export industry.

GlobalTV’s news from Vancouver last week aired a story about “poor doors”: entrances meant to segregate residents of buildings that incorporate both condo ownership and rental housing.

All I could initially think of was the American South in the ‘60s with segregated restrooms and drinking fountains.

What?!

Do condo owners not want to be seen using the same doorway as “those kind of people” of a lesser economic class?

Would they be tainted by sharing the same entrance, perhaps catching a dose of poverty?

Such negative and undesirable attitudes of classism should not be encouraged by the installation of separate entrances for different economic classes of citizens, for this just creates divisiveness within a community.

There is a ridiculous attempt to support this notion of “poor doors” by arguing that “it’s the same as having first- or business-class as

opposed to economy class on an airplane”.

Even airplane passengers all enter and exit the plane through the same door before going their separate ways to different parts of the aircraft.

And a condo/socialhousing development should be no different.

Tower causes consternation To the Editor,

The proposed monstrous 60-meter Telus cell tower, near Sproat Lake Landing, Lakeshore & Tilly Road, on the Pacific Rim Highway,

deserves public awareness of the looming health crisis the residents of this area will be facing.

According to scientific/medical research in recent years, 24/7 cell tower microwave radiation has far greater adverse health consequences for man, animals, insects and flora than first anticipated.

Lloyd’s of London, one of the world’s leading insurance companies, published an “Emerging Risks Team Report” about wireless radiation in 2010. In February 2015 they discontinued all insurance coverage for claims of damages

and illness associated with electromagnetic radiation, as emitted by cell towers,’smart’ meters, WiFi etc.

This exclusion applies regardless of who manufactured, produced, sold, owned or controlled the transmission sources.

Non-ionizing microwave radiation, as emitted by cell towers, WiFi, cell phones, smart meter and tablets, was considered harmless until a few years ago.

Today however, a rapidly growing body of peer reviewed research has shown troubling health effects from even low levels of microwave

radiation exposure.

Medical science observed adverse effects on cell structures and brain function, leading to increased mortality, heart rhythm and blood pressure irregularities, learning and concentration disorders (ADD), brain degenerative diseases, chronic exhaustion, sleeplessness, tinnitus, etc.

Physicians around the world are beginning to recognize this to be a looming public health crisis in the making, and warned repeatedly: children, elderly and pregnant women are at greatest risk.

The telecommunications industry continues to hide behind Canada’s outdated Safety Code 6, which was repeatedly denounced by an international body of experts, as nonprotective. In a recent Quebec Superior Court hearing, Health Canada’s representative admitted under oath that Safety Code 6 only considers thermal effects, while biological effects are not considered.

Resident questions need for management review KATYA SLEPIAN ALBERNI VALLEY NEWS

Mayor and council were in the hot seat on Monday night as Port Alberni resident Neil Anderson grilled them on the management review budgeted for 2015.

“Considering there was a report in 2011, what does council expect from this current report? Please be specific because the information that’s been made available

to me doesn’t satisfy myself. I want you to convince me that the expenditure is a wise one,” Anderson said.

He was supported

by Coun. Denis Sauve, the only councillor to vote against the management review when it was proposed.

“I got to see how the structure works in the City of Port Alberni. I came out with the opinion that we’re actually working with a skeleton staff,” Sauve

said. “I am satisfied with the departments and the way they’re structured. I personally didn’t see a need for it, I could see that money going elsewhere.”

Coun. Jack McLeman said that council couldn’t provide specifics yet but that “if this is done properly this won’t be wasted dollars.”

“We didn’t get efficiencies. Period,” McLeman added after Anderson said

he didn’t feel like his question had been answered.

“I don’t understand what you mean by that,” Anderson replied.

“It’s a word everybody uses and I finally figured it out.

We didn’t save any money, how about that,” McLeman replied.

When asked about how many recommendations came down from the 2011 review,

councillors told Anderson that they weren’t sure.

When informed by city manager Ken Watson that the 2011 review was on the city website, Anderson told council that he “would expect that council would know this information because it’s on the website.”

This wasn’t the first time Anderson had attempted to ask council about the review.

At the April 27 meeting, Mayor Mike Ruttan did not allow Anderson to ask a question about the management review because it hadn’t come up at the meeting. During the May 11 meeting, Anderson made sure to submit letters to council about the review to ensure that he would be allowed to bring it up during question period.

Ruttan said “we wish to do a review to ensure that we have the city organized in such a way that gives us the best value for money and

that we have the correct number of managers with the correct sets of the responsibilities.”

Ruttan said that the review could not be done in house.

“What we’re looking at is someone...that can ask the questions that frankly as a council we don’t have.”

Anderson remained unconvinced.

“Nothing I’ve heard tonight convinces me that there’s any real benefit we can’t obtain by communication with other municipalities.” reporter@albernivalleynews.com

city and it’s no wonder. Not only is it surrounded by rivers, mountains and forests just like Port Alberni, but Squamish budgeted twice as much money to take care of that stunning scenery in 2013. Squamish spent $1.1 million while Port Alberni only $591,000.

Economic development also saw fewer dollars on the Port Alberni side: only $284,000 compared to $310,000 in Squamish.

Maybe it’s time to take a look at what other, more successful, communities are doing right.

Correction: An error was made in last week’s infographic that stated that city manager Ken Watson earned three per cent more than average salary. Upon redoing our math, we realized that he makes only $505 more than average, effectively zero per cent.

Fleury brings message to youth: trauma is ‘not a life sentence’ Former NHL Calgary Flames’ star Theo Fleury was at the Athletic Hall in Port Alberni this weekend to spread the message that childhood abuse should not be swept under the rug.

Fleury, who suffered sexual abuse by his minor league hockey coach in his teens, co-wrote Conversations with a Rattlesnake with therapist Kim Barthel.

“It is a book about a conversation with two people who have incredible life experience around relationship trauma,” said Fleury.

subject,” Fleury said.

“I bring vulnerability, I bring honesty, I bring my perspective as a survivor of childhood trauma.”

“It’s a joint mission to increase awareness and possibility for healing from early childhood trauma,” Barthel said.

“None of us are exempt from childhood trauma. It’s a human experience and what people think is so uncommon is what connects us to each other.”

But the main message is that childhood trauma is not a life sentence.

“Healing is possible, that we don’t have to be stuck with our past guiding our future.”

Closest to the pins were recorded by Steve Acland on No. 2, Bill Bjornson on No. 4, Wayne Johnstone on No. 13 and on No. 17 it was Clark Crowe.

Rasmussen walked away with $42 for the only birdie on No. 4; the other par 3’s were halved.

Next week is another open day with the usual money pots and closest to the pins up for grabs. Also there will be prizes awarded for the best gross and best nets, the amount depending on the number of players on each side.

Next Sunday there will be a gross and net

skins competition. Be sure to make all your birdies on the sheet provided in the pro shop, or you may miss out on some cash.

Please sign up in the pro shop in your own group or as a single and Brian will find you a game. Tee times start at 7 a.m.

The city is purchasing a residential property just upstream of Fourth Avenue on the banks of Dry Creek.

The city is also leasing two properties downstream of Third Avenue, where channel improvements will be done. One is the empty lot immediately adjacent to Smitty’s Restaurant that is owned by Island Timberlands.

“Were going to need to lease a piece of that for encroachment onto it for the works,” said Watson.

The final property is “a linear lot that runs all the way along behind Smitty’s,” Watson said. That lot is owned by Western Forest Products.

The money will come from the city’s land sale reserve fund, said Watson.

According to director of finance Cathy Rothwell, the city has $650,000 in the land reserve fund for 2015.

“It wouldn’t be anywhere near that much,” Watson said.

Even though the Engs are ready to retire and the flood work is necessary, Eng said she’ll be sad to close down shop.

“We’ve been here a long time, we’re local people. We’ve been cooking in this town for a long time, we know everybody and they know us.

“People are sad to see us go because they want us to open a ‘little Jade’ just for takeout.

“They love our baking and cooking.”

But Eng says the couple aren’t interested.

“I used to make breakfast here for a long time, a homemade breakfast.”

In 1990, she stopped baking her own bread but continued to make ice cream and pie in house.

“People from all over the Island came here just to buy ice cream.”

In 1994, she renovated the restaurant and sold the ice cream machine.

She admits the town isn’t what it used to be. In the mill days, the Jade would be full of the sounds of workers enjoying their breaks.

“They come here, they eat and they

come back to work,” she said, adding that their clubhouse sandwich was a particular favourite.

“Six o’clock in the morning here looked like evening. Packed, people fighting to get a seat, especially on pay day.”

Recent times have been a disappointment compared to the boom days gone by.

“The sad part in 1990s they downsized, laid off a lot of people, the plywood plant is gone.”

She doubts she’ll ever see those times again.

“I don’t think I’ll see that in this town anymore.

“No work. No work at all.”

West Coast Aquatic released 187,000 chinook salmon from their chinook net pen project on Monday morning, project manager Sheena Falconer said.

“We’ve been doing it for three years,” Falconer said.

“When you do this type of project you increase survivals by sometimes as much as four per cent which is pretty high for this.”

With a smaller pen,

WCA released 10,000 salmon the first year but were able to upgrade their pen thanks to various donors to release 100,000 the second year.

“At that point we started code-wire tagging the fish so that we can determine the success of this particular project,” she said.

The city has gone from 251 to 215 commercial bin customers between 2009-2015 and with a commercial cardboard ban coming in at the landfill in the summer of 2015, Cicon said that the city will continue to lose its current 20 per cent market share to private haulers who provide both garbage and recycling services.

If more customers are lost, Cicon said, the city will have to increase its tipping fees.

While a feasibility study on possible city cardboard collection has not been done, Povey wants the city to go from a four-day commercial pickup route to a three-day route and use the fourth day to collect cardboard for $15 a tip using bins the city already owns.

Povey pointed out

that another hidden benefit of the city providing commercial bin pickup was that the city’s own facilities received the service free of charge.

Povey questioned Cicon’s figures in information provided in the council agenda package, basing many of his numbers on what Cicon later acknowledged was a draft that should not have been included in the agenda.

Despite the discrepancy, Povey said Cicon still hadn’t taken into account certain factors. For example, if the multiplex staff requested an extra pickup of material, the truck would just go to make the extra trip at no charge.

That kind of scenario would not be able to happen with a private contractor, Povey said.

The next Art exhibit at the Rollin Art Centre will feature local Intarsia wood artist, Robert Steven.

“Sawdust & Shavings” starts May 19 and continues until June 13.

What is intarsia? It is an art or technique of decorating a surface with inlaid patterns, especially of wood mosaic, developed during the Renaissance. Steven’s exhibit comprises intricate cut wood patterns.

Stop by the gallery Saturday, May 23 from 1–3 p.m. for refreshments and talk to the artist about this unique art and how he creates it.

Memories of growing up in Port Alberni and on the west coast form the root of artist Cassandra Dolen’s “Wild British Columbia” paintings, currently on display at Blue Fish Gallery in Port Alberni.

“Much of my work contains elements of my childhood... the ocean, arbutus, forests, birds,” Dolen writes on her Facebook page.

Now living in Merritt, B.C., Dolen states the Alberni Valley is “one of those rare places left on the planet that still feels like wilderness.”

Dolen paints in walnut oil rather than linseed, as it maintains colour depth without forcing an artist to work with toxic solvents, she explains in her bio.

Her paintings evoke thoughts of Emily Carr, the bold colours and broad brushstrokes reminding one of the Group of Seven.
