Rutland has never really had what residents could legitimately call a city centre. But with ambitious plans underway for improvements to Centennial Hall and Park, and the establishment of Roxby Square just off Highway 33, that is about to change. The City of Kelowna, which purchased the park last fall for $800,000, is in the process of upgrading the fields and adding other recreational amenities to the area, such as playgrounds. Centennial Hall, which is still owned by the Rutland Park Society, will be renovated by the society and will continue to be a hub of activity in the community of 30,000. If resources allow, the refurbishing plans call for the hall’s front entrance to be shifted to the east side, facing what will be known as Roxby Square.
The newly-configured area will be home to a community market which will feature 69 vendors and when completed will operate every Sunday from April to September. In addition to the traditional flea market, there will be an eclectic array of other services, including produce from local farms, baked goods, etc. From October to March, the market will continue to operate inside the hall. A couple of years ago, a number of local groups in Rutland formed TRUST—The Rutland Unified Stakeholders Team—to lay the groundwork for a new and exciting future for Rutland. “The vision of the group was to improve and beautify, and to make Rutland stronger,” said Laurel D’Andrea, the executive director of the Uptown Rutland Business Association. “We wanted to be able to leverage our

accomplish.” Rutland has already seen some improvements to its transit system, with $4.5 million spent last fall on new bus pull-outs, pedestrian improvements and an extension of

Rutland May Days will be celebrating its 56th anniversary this month, but it will have a definite new look for fairgoers. Most significant will be the shifting of the amusement rides from Centennial Park’s grass field to the Roxby Square cement parking lot. And that will in turn have an impact on parking convenience, since the parking lot was well utilized by May Days attendees. Laurel D’Andrea, executive director of the Uptown Rutland Business Association who is helping head up May Days, a Rutland Park Society event, said the changes became necessary after the City of Kelowna purchased Centennial Park from the park society last year. “The city is putting new soccer fields in the park so it wasn’t appropriate to set up the midway rides in that spot because it will just mark up the fields,” D’Andrea said. Road and parking lot closures to accommodate May Days activities
The 56th annual Rutland May Days is taking place Friday, May 15 to Sunday, May 17. To accommodate the event, Roxby parking lot will be closed from May 14 at 9 a.m. until noon on May 18. Roxby Road will also be closed ,during the event to accommodate pedestrian traffic between Centennial Park and the Roxby parking lot. The annual parade will be on Saturday, May 16 with rolling road closures in effect from approximately 10:30 a.m. until 12:30 p.m. The parade starts at 10:30 a.m. at the Rutland Recreation Park parking lot on Hartman Road.

Annual parade encouraging more interactive entries The Rutland May Days Parade has a history of always being a fun event to watch and be a part of, and this year’s parade will continue that tradition. More than 30 entries are already confirmed for the parade on Saturday,
May 16, starting at 11 a.m. Last year, 61 entries registered in advance and latecomers to the parade boosted the participation total to 103. All that adds a little stress to the chief
organizer of the event, Reagan Krivsky, who when she’s not acting as parade marshall works as the marketing director for the Kelowna Chiefs hockey team. She said the last minute entries can provide a little

stress for her organizing team because of the desire to provide the right flow of entry types throughout the parade, to avoid conflicts such as one musical group following another. Krivsky said one of her goals this year is to add more interaction with the parade lineup and fewer people riding in cars waving at the crowds that line up Rutland Road North to watch the parade procession from Hartman Road to the Centennial Park grounds. “Last year we started working towards that
goal, less of the watching car after car go by and more music, more entertainment, and more people marching on the street out there shaking people’s hands, more of a human connection between the people watching and the people in the parade,” Krivsky said. “Without that, parades can be pretty boring.” She cited the example of Kelowna city councillors walking the parade route handing out roses, and others who hand out candy to the kids or coupons for their
businesses. Another new aspect this year is video taping the parade for rebroadcast by the Shaw community television station, with Krivsky doing brief interview spots with the various participants along the route. “I think it will be great because it will be informative and peak the interest of the audience who watch at home about the community and business groups in our area,” Krivsky said. She added her hockey team will also have a
presence at the event as Chiefs players will be helping organize the parade lineup prior to the start and be in the parade as participants as well. “Rutland is our core home base,” she said. “We’ve been here for five years now and we’ll be starting up again next season on Sept. 7. “We started out getting maybe 85 people a game (at Rutland Arena) and now it’s over 340 so the support for us has been growing positively.”

Familiarity won’t be part of the May Days midway amusement rides this year. The amusement rides will be set up in a new location, the Roxby Square parking lot off Highway 33 and Roxby Road, and operated by a new company, Shooting Star Amusements. Shooting Star are no strangers to the Okanagan, having been the amusement ride supplier for the Penticton Peach Festival for some 25 years, as well as events in Lumby and Salmon Arm. “We’ve been around for many years but this will be our first time setting up in Kelowna,” said Brenda Medeiros, who along with her husband Joe have operated the carnival ride company for more than 30 years. In past years, West Coast Amusements, which like Shooting Star are based out of Langley, have operated the carnival rides in Centennial Park. But the ride venue had to change because the City of Kelowna is in the midst of making improvements to Centennial Park, which the city has purchased from the Rutland Park Society, with the proceeds to be funneled by the society into building a new community hall. Medeiros says Shooting Star offers rides that will be familiar to regular carnival goers such as the Tilt A Whirl, Kamikaze, The Sizzler, The Spider, The Zipper, Zero Gravity and a ferris wheel. “It’s a smaller space than the previous carnival location in (Centennial Park) so we won’t have everything up and running for rides that we might normally have if space was not an issue,” Medeiros said. “But our customer service mandate is to be familyfriendly and guarantee for everyone who comes that they will have a good time. “There is a kind of nostalgic thing about carnivals that seems to carry on with every new generation. The first ferris wheel came out in 1893, and they’re still making them today. The kids always love the rides and

the carnival atmosphere.” A heads up to ride ticket buyers: Shooting Star doesn’t offer refunds on ride tickets but will validate them at any other location as they never expire. Shooting Star doesn’t accept debit or credit cards for ticket payments. Most of the larger rides take five tickets per
person. The Kiddie rides take three or four tickets per person. Each ride has different height requirements
posted at the entry. Most kiddie rides are 36 to 42 inches in height—the bigger rides are 42 inches and up.

Creating an opportunity for home-based business owners to market their services Getting your message out to a wider audience is always a challenge for home-based businesses and non-profit service groups. But one event planned for May Days this year might offer some marketing help. The Busy Women Express Shop will be held Saturday, May 16, 11 a.m. to 5 p.m., inside the Rutland Community Hall. Michelle Knuttila said the idea for the express shop came from her belief that home- based businesses need more platforms out there to showcase what they have to offer local shoppers. “All these people have products they’re trying to sell but no where to actively feature them to the public,” Knuttila said.
“So the idea is to put on an affordable event for people to showcase what they have to offer as it is so tough to otherwise get the word out there about your product.” Knuttila is an Okanagan franchise operator for Steeped Tea, a fast growing company of tea products that earned an investment audition on The Dragon’s Den for founder and president Tonia Jahshan, with her presentation drawing a partnership deal with Dragons David Chilton and Jim Treliving. Besides a variety of products on display, Knuttila said there will be crafters, a massage demonstration booth, service groups including the Kelowna Women’s Shelter, and a lemonade stand featuring freshly squeezed lemonade by a local youth.
