Kingston named Citizen of the Year at chamber gala

Business excellence nod goes to Gone Fishin’, volunteer honours to Bob Cole The Alberni Valley Chamber of Commerce handed out its community excellence awards last Friday at the Italian Hall.

The talk of the night, besides the honourees, was the meal catered

by Drinkwater’s Social House, due to open at Sproat Lake Landing soon.

Theresa Kingston was selected as Citizen of the Year for her philanthropic work and leadership. Gone Fishin’ earned the Business Excellence award. Bob Cole was named Volunteer of the Year.

City council renewed two Harbour Quay leases in city-owned buildings following a report on hours of operation from director of parks, recreation and heritage Scott Kenny.

Council had deferred approval for Salmonberry’s Emporium and Sweet Pea Coffee and Desserts at their April 13 meeting due to concerns that the businesses down at the Quay were not open consistently enough.

Inbrief City puts half of 2011 review into play city newsline

City hall’s blue tiles to go

City council voted on Monday to re-clad the blue tile portions of city hall’s exterior with $100,000 in cedar panelling donated by the Coulson Group. Mayor Mike Ruttan said that while covering up the blue was $5,000 more expensive than covering up the cement, council felt like it was the more dramatic choice.

Installation is still budgeted at a cost of $35,000 and the work will be completed by city workers.

Three per cent tax increase

Following the adoption of the city of Port Alberni’s 2015-2019 financial plan at a special meeting April 20, council passed a three per cent residential tax increase for 2015.

Included in the plan are $100,000 for Harbour Quay washrooms and $40,000 for women’s showers at the fire dept.

More cheerful tsunami tests

The ADSS Civics 11 class came to council to ask for their opinions on a possible update to the tsunami warning test that are played on the first Wednesday of every month. Ideas for the proposed more cheerful warnings included the sounds of a heartbeat and the waterbombers.

Mayor’s China trip beneficial

Mayor Mike Ruttan, who returned from his trip to China last week, said that he saw potential for technology there to be incorporated here. Possibilities include a possible solar powered battery that could be used instead of a diesel one for the proposed emergency generator at city hall for a fraction of the price.

With some residents critical of the $50,000 management review budgeted for by city council in 2015, the Alberni Valley News is examining a similar report completed in 2011 by Chris Green and Associates. That report included 24 recommendations; this installment of our series oversees how many have been implemented. The 24 recommendations ranged from salaries to department structure. Some, like having the museum and heritage department join corporate services to make up a new corporate services and heritage department, were considered by council to be less than ideal. Instead, to address the problem identified by the consultant of having too many managers reporting directly to city manager Ken Watson, heritage was merged into parks and recreation. This way, the manager of museum services reports to the director of parks, recreation and heritage Scott Kenny rather than directly to Watson.

Another recommendation

made but not adopted was to compress both departments using the city’s works yard.

Currently, the yard is divided into the public works section and the parks section. Public works reports to city engineer Guy Cicon, while the parks yard reports to Kenny.

“That wouldn’t have changed the span of control. There’s no efficient and effective savings. We’re not going to save money at all,” said Watson.

“It’s been that way for a very long time and it works well.”

Part of the reason for that is the experience of specific department heads.

Kenny has experience in horticulture and parks, Watson said, adding that it doesn’t make sense to have “horticulture guys reporting to guys that are more focused on bricks and mortar and not trees and plants.”

One of the recommendations made in the 2011 report was linking management pay increases to cost of living rather than matching CUPE pay increases.

“What that has meant over the past four years is that managers’ increases have been considerably less than CUPE increases because CPI has really been quite

low,” Watson said.

He agreed with the recommendation, adding that meant management pay increases have been

“The management increases have not been substantive over the four years,” said Watson. In the 2011 report, nine positions were chosen as benchmarks to gauge the appropriateness of management pay: city manager, city clerk, city engineer, director of finance, city planner, manager of information services, streets superintendent, manager of recreation services and the executive/ administrative assistant. Of those positions, in 2011, five managers were paid less than the market average salary of comparative municipalities.

The municipalities compared were the Alberni-Clayoquot Regional District,

approximately $6,000 over the 2011 average.

Also considered underpaid in comparison to their peers at other municipalities were the manager of recreation services at seven percent below average and the city engineer at six per cent below average. The manager of recreation services position was eliminated through attrition when Ron Doetzel retired in 2014. As the city engineer, Cicon’s wage has increased from $102,728 in 2011 to $106,102 in 2013. That 3.3 per cent increase still has Cicon’s 2013 pay $2,773 below the 2011 market average for his position. Considered

overpaid for their positions were the executive assistant/ office administrator whose 2011 salary was 15 per cent over the market average of $57,695, the city clerk with an average salary seven per cent higher than average and the manager of information services.

Since then, city clerk Davina Hartwell’s salary has increased by 3.3 per cent to $106,102 based on a separate job evaluation report commissioned by the city from Chris Green & Associates at a cost of $15,632. The salary for manager of information services, Jeff Pelech, increased by eight percent from $86, 913 to $93,878.

Let’s resolve to save Earth Coast Guard hysteria sinks even lower Many of us make new year’s resolutions every Jan. 1 and by now, most of them are broken and forgotten. So why not start anew, with Earth Day resolutions?

April 22 was Earth Day, and as there aren’t really any mainstream traditions that comprise the celebrations, we are free to decide how to mark the occasion every year.

We might get a few million years on this planet, if we’re careful, and each of us gets to live here for 81.25 of those years.

It doesn’t seem too much to ask, for us to keep it clean and tidy while we’re here, and wouldn’t it be a good and worthy thing to do to leave it better off than when we arrived?

It does seem a daunting task some days, the sort of days when we make messes like this month’s English Bay oil spill. Are future generations going to see the Strait of Georgia the way we imagine it to be, pristine, wild, beautiful? Or will it be another polluted waterway, like too many around the world, that have become outfalls of human waste and selfishness, where we wouldn’t dream of even dipping our toes.

Every day we do see instances of people doing their part to make their environment a better place. For instance, Ontario and Quebec are announcing a new carboncredit partnership. Carbon credits aren’t a perfect solution, but they have merit, and maybe we can think along those lines as individuals. If we’re not going to stop making single-occupancy commutes in our SUVs, then maybe we can earn a credit some other way, by cleaning a stream or planting a tree or improving recycling.

It is our choice to save the world or not, but there is some responsibility, we think, to leave it in good enough condition so that future generations will have that choice, too.

ictoria— The Vancouver media’s frantic coverage of the Great Bunker Spill of 2015 has just about run out of fuel.

By late last week, the usually serious Globe and Mail was reduced to quizzing a U.S. expert who had at first told the CBC he thought the spill response was pretty good.

But then he heard that it might have taken up to 12 hours until the leaking grain ship was completely under control, which would be not so good.

This U.S. expert admitted he has not “followed the Vancouver spill very closely,” and was basically speculating.

But that’s OK, because the main purpose of this media frenzy is to feed the established narrative that the Harper government is gutting the Coast Guard while trying to ramp up heavy oil shipments to

Asia.

Yeah, that makes sense.

A University of Toronto philosophy prof recently suggested that Stephen Harper likes war. Maybe he likes oil spills too.

A retired captain from the now-closed Kitsilano Coast Guard station became the latest of a series of disgruntled ex-employees and union bosses to serve as the media’s go-to critics. He contradicted Coast Guard management at every turn, dismissing them as political appointees with little operational experience.

His claims about loss of spill response capability from Kitsilano are questionable at best.

There was no talk of spill response when Kitsilano closed two years ago, because it was a search and rescue station.

Sinclair held almost daily news conferences as it closed. People are going to drown, warned a parade of union spokespeople.

It’s been two years, and nobody has.

I asked Industry Minister James Moore, the federal minister responsible for B.C., if this is a reduction in service.

He said 1970s-era ship tracking equipment is being replaced with a new system that has already been deployed on the East Coast, to improve safety.

I commend the recent actions of the Port Alberni Port Authority for listening to the public outcry after banning kite boarding from Centennial Pier. They acted quickly to establish an alternate venue near the maritime museum.

The potential of kite boarding here is huge.

It is one of our many natural features that can attract people to our city and we can economically benefit from, like what the waves did for Tofino or the sandy beaches for Parksville.

I also commend the city of Port Alberni, Catalyst Paper, and Canadian Alberni Engineering for their contributions. This is hopefully the first step of many to diversifying the economy of Port Alberni.

We need more business here To the Editor,

Re: liquor stores.

Do we have too many liquor stores for a city our size?

Do we have too many gas stations,

grocery stores, restaurants or building supply centres?

I think this decision should be left up to the businesspeople, not a city council member or anybody else.

The general public will decide if they support these businesses where they are located.

Customers look for convenience and price. Business looks for profit. Many businesses in Port Alberni had to close because of lack of income. Just because there are more liquor stores does not mean people have to buy or drink more.

It boils down to education.

Alcoholic beverages in Europe, most of the United States, as well as in Quebec are available in liquor stores, grocery stores, gas stations, etc. British Columbia is finally updating, which has been long overdue.

It took the longest time to extend store hours to allow Sunday shopping. The stores that don’t have the customer base are not open Sundays.

We need more, not fewer businesses in town. Let’s move forward. More

stores mean more employment and taxes.

What is BC’s treaty plan?

Re: Treaty trouble has deep roots (B.C. Views, March 31).

No one would disagree that the B.C. treaty process hasn’t been as successful as hoped. Indeed, there are also many First Nations who think it is the wrong process of reconciliation altogether.

However, that doesn’t excuse Premier Christy Clark’s recent decision to blindside B.C.’s treaty partners by refusing to appoint George Abbott as head of the B.C. Treaty Commission.

Although it might be comforting to think that Premier

Clark’s reckless behaviour was done in consultation with the federal government, there is simply no evidence to suggest that.

Not only did Jerry Lampert, the federal government’s appointee to the treaty commission, say Ottawa was as surprised as the other parties to the process, but on March 26, NDP Leader John Horgan stood in the legislature and asked Premier Clark three times whether she had discussed her plans with the federal government, and she did not contradict the words of Mr. Lampert.

If the B.C. Liberal government has a grand plan for reinventing the treaty process, they aren’t sharing it.

B.C.’s approach to reconciliation needs to be re-energized so that First Nations, resource workers and those seeking to bring new investment to B.C. can have certainty. This means not only fixing the treaty process, but doing more work to find a way forward with First Nations who have chosen a different path.

If we read through the stories of Jesus, we find that so often. Jesus ‘withdrew’, and went up into a mountain; often alone, sometimes with companions. After Jesus’ death, his disciples also went on a ‘retreat’, needing to support one another, but afraid for the future. In their ‘uncertaintude’, Jesus met them, gave them new hope, and encouraged them that they would be able to face the times ahead. Retreats can be like that.

The ACRD’s solid waste management committee had originally looked at shipping any food and yard waste to the Nanaimo Organic Waste (NOW) facility, but have hit a snag, says Carey McIver of Carey McIver & Associates Ltd. The problem is that Port Alberni wants to collect food and yard waste together, but the Nanaimo facility will only accept each separately.

“I did get confirmed from Nanaimo Organic Waste (NOW) that they need food waste and yard waste separately and [the city of Port Alberni] confirmed they were looking at food and yard waste together, so [NOW] wouldn’t

McIver and fellow consultant Maura Walker looked at local opportunities for reduction, collection, processing and markets. Of the almost 17,000 tonnes of waste that went into the Alberni Valley landfill last year, about 7,000 tonnes were compostable waste.

Of that, 5,100 tonnes were food waste, 1,190 were yard waste and 680 were compostable paper. If the amount of yard waste seems low, McIver said, it’s because much of the yard waste in the Valley ends up in backyard burn piles instead of the landfill.

At an estimated 50 per cent recovery rate, that’s 3,500 tonnes of compostable materials that could potentially be diverted from the landfill.

However, the ratio of food to yard, wood or paper waste needed

for composting is 1:1, meaning that an additional 1,600 tonnes of yard, wood and paper waste is needed annually.

Some of that waste will come from the 632 tonnes of commercial land clearing and yard waste dropped off at the landfill in 2014.

For the last 1,000 tonnes of yard and wood waste needed, McIver said that some of the construction demolition waste produced in the Valley might be suitable.

“How much of that is clean wood waste?

This is an issue to look at.”

But despite the problems that still need to be ironed out, McIver is optimistic about curbside organics collection.

“It’s doable and it’s worth continuing with.”

According to Director of Corporate Services Theresa Kingston’s budget presentation,

the city has one more manager than the total they had in 2011.

That still puts the city at 1.2 managers for every 1,000 residents based on the latest census population of 17,743. According to Watson, neither pay nor management numbers in Port Alberni have changed much since the last report.

“Nothing’s going to have changed in regards to our pay levels. What might have changed is the pay levels in other municipalities that may have gone up or down.”

Guiding units give environment helping hand TREE PLANTING: | Youth-oriented service organization puts national environmental grant toward purchasing, planting trees at Canal Beach.

Alberni Valley Girl Guide Jordyn Goovaerts stood patiently by the tree she chose to plant at Canal Beach on Saturday, the root ball encased in a black plastic plant pot, the fir gently fluttering in the slight breeze coming off the water of Alberni Inlet.

The tree has meaning for Goovaerts, a thirdyear member of the South Port Guides: “I wanted to plant a fir tree because we have fir trees at home and there is one that is as old as me,” she said.

Now, she will be able to go to Canal Beach and see a tree that she planted with her own hands.

from the Sparks, Brownies, Guides and Pathfinders in Port Alberni joined their leaders and city officials to plant trees that had been donated by members of the community. Earlier in the week city parks and recreation staff had prepared soil and

compost in two spots bordering the grassy area at Canal Beach, and planted a number of trees that were too large for young hands to handle, city horticulture and parks operation supervisor Jacob Colyn said.

“All the trees the girls planted today

were donated by the community,” he said.

In all a walnut tree, some yellow cedar, Japanese maple, lilacs, a Garry oak, Pacific dogwood, Douglas fir and red cedar were planted.

Artist Alicia La Rue invited the girls and leaders to place their

handprints on a mural La Rue is painting on the retaining wall at Canal Beach. City councillors Denis Sauve and Ron Paulson were on hand to help the girls plant.

The Mt. Cokely Brownies earned a $2,000 tree-planting grant from the TD Bank’s Friends of the Environment Foundation through Girl Guides of Canada.

Leader Alyson Schmitz approached Port Alberni City Council about using the grant to plant trees at Canal Beach.

Ron Lepine Financial will be donating a rock and plaque for the shrub area commemorating the Guides’ tree planting efforts.

“It’s awesome,” said Colyn. “It shows the community is really

adopting this as a community space. All crew members are really excited that we’re getting so much support from the community for this project.”

A number of shade trees paid for by the TD grant will be planted in the second area, closer to the parking lot. Wet weather precluded city staff from planting the large trees before the guides were on site, Colyn explained.

Now that there are trees planted in the green space, Colyn said it will allow parks and rec to install an automated irrigation system, which will cost the same as the manpower it has taken to manually water the park. Crew members already monitor the beach for

debris and perform other maintenance duties at the beach.

The Port Alberni Black Sheep came away from Victoria with the Island championship after a nailbiter of a B.C. Rugby Union Cowichan Cup final against Velox Valhallians on Saturday.

The Black Sheep and Velox traded tries in the first half, which ended 20–13 in favour of Port Alberni.

“We scored right before the end of the

half and that was a bit of a surge,” head coach Jas Purewal said. “The first half was pretty evenly scored. They were sloppy a bit early but after that it got really physical. The guys were really tuned in. It was exciting, actually.

“In the second half we started with a bang. We ended up pulling ahead 27–17.”

But Velox made some key substitutions, bringing in four big players— including former Black Sheep Ryan Waldriff.

“He was critical; he basically got them going,” Purewal said.

Well we got away with it boys, another Alberni Golf Club men’s day without rain. Although the numbers of men were slightly down there was some great golf.

First low gross, a 73, was shot by Mike Pechor; second low gross was recorded by Lloyd Fairley, shooting a 76. That was three out of four days that Fairley has been in the money. It must be his playing partner that’s spurring him on.

On the net side of the day Bob Matlock was the low, carding a 66. An investigation is underway on that one. Second low net was Jacques Giovetti with a 67 followed

by Don McGowan shooting a 67 (lost on a countback).

Closest to the pins were recorded by Bob Matlock on No.

2 Preben Rasmussen on No. 4, Art Fowler on No. 13 and Gary Korven on No. 17.

Up next for the Men’s Club is the MacDermotts Insurance Agency Waltz which takes place this coming Sunday, May 3. This is a four-man team event. “Cody McClary was unbelievable; he was just so physical. Ryan Turner was brilliant at inside centre,” he added.

Neil Thurley was nine-for-nine with conversions and penalty kicks.

Champs in Langford Fifty-three middle school rugby players travelled to Langford to compete in the Langford 7s tournament on Friday.

The teams made up of Grade 6, 7, and 8 players from Neill and Dunn Middle School did an outstanding job at what was for many their first rugby tournament.

At the end of the day the Alberni teams walked away as Plate Champions in both the under-135-pound and under-165-pound divisions.

The tournament was played at Rugby Canada’s National Training Centre at Westhill Stadium. It featured teams from some of the top rugby schools in B.C. and was refereed by some of Canada’s national team players.

Alberni entered a team in each of the tournament’s three divisions: Under 135 Pound Boys, an Open Girls Division and

In the Under 135 pound Boys Division the Alberni Team finished with a two win and one loss record to claim the title of Plate Champions.

Alberni’s Under 165 pound Boy’s Team had the opportunity to play in some of the more exciting matches of the tournament finishing with a record of three wins, one loss, and the title of

Plate Champions.

The Alberni girls’ team had a mix of girls in Grades 6, 7 and 8 and all but one or two players had no playing experience outside of Port Alberni. Despite playing with a lot of heart their opponents capitalized on their inexperience and handed two tough losses to the Alberni Girls.

The girls played against Sooke’s John Stubbs School and

Fraser Middle School in Abbotsford. Grade 8 Kylea Anderson was selected as the team’s all-star for her gritty play and leadership on the rugby pitch.

“At the middle school level the goal of our rugby program is to expose our athletes to the sport, start building their basic skills and of course make sure we have a lot of fun doing it,” teacher James Messenger said.

Arnie Younger is known as the ‘go-to guy’ at the AV Curling Club, and earlier this month the club’s members honoured him with Volunteer of the Year.

Curling club honours volunteer The Alberni Valley Curling Club held a membership meeting and dinner at the club on April 11 to celebrate a successful and fun season.

More than 70

members and guests attended.

Some of the club’s vintage trophies were presented to league winners.

to Arnie Younger, the house chairman.

Arnie is the “go-to guy” who looks after the maintenance of the building and equipment, a club spokesperson noted.

No. 16. Cross won the special prize; it was just her day.

Starting next week we start at 8:30 a.m. It will be Monthly Medal and possibly qualifying for the CTC net tournament, and we will be having a meeting after golf.
