T

here’s nothing that Connie Watts can’t draw inspiration from. The Campbell Riverborn artist even draws her inspiration from who walks into her front door. “You walked in and you have a certain personality so then I start to think what that means,” Watts said. “I think this ideology of indigenous knowledge, that we’re all one. From that basis when people walk in, they’re not walking in as this, they’re walking in as everything that you are.” Known for her bigger, sculptural works like Hetux (Thunderbird) at the Vancouver International Airport, she’s scaling it down a little for the upcoming Days with the Arts studio tour in the Alberni Valley (this Saturday, April 25 and Sunday, April 26). Instead of the larger four-by-sixfoot canvases that she often paints on, Watts is creating smaller prints. “With the prints, it’s more accessible,” she said. “I’m playing with pattern and form.” She also gets to experiment with different techniques. “Dry brushing, different brush techniques and stuff. It’s let me work on a smaller scale. “You can explore much quicker here than I can in my studio building things.” She has some finished prints and plenty more in

her studio. “There’s a whack of them with backgrounds, designs started.” Her finished work decorates the rest of her home. Prints and paintings are on every wall and if you look in the corners, you’ll spot the odd puppet. Watts originally started painting after fracturing her skull. “I actually fractured my skull in two places so I

couldn’t read, write or know history.” Prior to the accident, she had gotten a degree in interior design from the University of Manitoba. It’s a background that allowed Watts to design her Alberni Valley home. “I went back to Emily Carr and I realized what I’d lost and started creating. I felt like I was being inhibited.” Using her interior design degree and two years of

industrial design credits at Emily Carr, she started a fourth year inter-media design. “It was a fine arts mixedmedia program and that’s where I built my first big piece, Vereinigung, that’s now at the Harborview Medical Centre [in Seattle, WA].” She works out of her home on Hector Road, where she’s concentrating on smaller works.

La Rue was joined by Paul Ouellet and Dale Moffatt as they tried out the new pier for the first time, Monday afternoon. The new launch site is an example of collaboration between the Port Alberni Port Authority and the newly-formed South Port Kiteboarders, Moffatt said. He liaised with PAPA to find an alternative launch when they closed Centennial Pier to kiteboarding earlier this year. While the pier is still missing a few things, the kiteboarders have put a lot of work into it. They were at the

launch point this past weekend finishing up some construction. They’ve also received help from Catalyst Paper in the form of a donation of felt to cover the pier. For the port authority’s part, they’ve fixed up the infrastructure issues with the lighthouse pier.

“We’ve done significant upgrades to the infrastructure there and the re-alignment of the floats in order to better enable launching,” said director of public relations and business development David McCormick. That includes fixing the

ramp leading from the lighthouse pier to the floats—it had been broken and closed off to the public for several months. In order to fund their contribution to the new launch, the South Port Kiteboarders are hosting a fundraiser at Char’s Landing on May 23 at 7 p.m.

Engineering consultants necessary: Watson

The City of Port Alberni’s practice of hiring specialized consultants for projects came under criticism during the recent budget process. But it is a way to reduce risk inherent to complicated projects, city manager Ken Watson said in defending the number of consultants the city hires. The City of Port Alberni’s upcoming $50,000 management review is meant to follow through on election promises of transparency made by council, says city manager Ken Watson. “They were saying that they were going to look hard at the number of staff and how much they’re paid,” said Watson. “They made those commitments and this is fulfilling those commitments to do a third-party unbiased review.” Watson has been tasked to find a company to carry out the 2015 study. The terms of reference for the updated study will be similar to the report commissioned two councils ago, in 2011.That report was the Management Organization Structure

and Management Compensation Review completed by Chris Green & Associates (CGA), a North Vancouverbased management consulting firm, for $31,091. The 2015 study will be “a review of the structure, a review of the benchmark pay,” Watson said. The benefit of doing another study, Watson said, is that a different consulting firm will provide a different view. “Every consultant’s going to have a different view of (the) appropriate structure... that’s much less numerical and much more philosophical.” The point of hiring a consultant to do it, rather than Watson or someone else on staff doing it, is the neutrality. “It needs to be done by somebody that’s separate from staff. That’s the credibility

piece,” Watson said. If he made the phone calls and completed a review, it would be seen as no more than “just the guy that’s in charge of the status quo protecting his turf. That’s how it would be perceived.” The 2011 report made 24 recommendations broken up by

What to do with $50K? Land sales leave lingering odour While we applaud the present city council’s dedication to transparency—and fulfilling an election promise for same— we disagree that it should be spending $50,000 on yet another management study just four years after a similar study. There are so many other things the city could do with that $50,000 this year: pave 400 square metres of road (at a cost of $125 per m3) or replace aging water mains; ‘There are so some invest in planters or attractive light standards many other brighten up the things the city to Johnston Road corridor; could do with pay for the second half that $50,000.’ of a part-time economic development employee; add to community policing or victim services; revive the Tin Pants Theatre from McLean Mill on a smaller scale; increase recreation programs for youth; pay for summer students; bring in an additional museum exhibit; pay for another piece of public art (or better yet, pay to sandblast and coat the existing artwork in front of the soon-to-be reclad city hall); trail cleanup; clock tower repairs; to install a garbage can at the entrance to Hole in the Wall; help pay for a free ‘spring cleaning’ garbage pickup day; pay for some external marketing to bring people to town; the list is endless. Don’t get us wrong: we agree that people should be paid appropriately for the work they are doing. Council sought to close the gaps following the 2011 study with some pay increases and shuffling of responsibilities, and we support those changes. Half of that study’s recommendations were followed. However, it’s simply too soon to be thinking about spending this kind of money on something that was already done. — Alberni Valley News

ICTORIA – The B.C. Liberal government’s sale of Crown properties to help balance its election budget was the dominant story in the legislature last week, as the NDP revealed evidence of a “fire sale” that may have left millions on the table. They started with Burke Mountain, the biggest single deal involving 14 view properties in Coquitlam. The buyer was a prominent developer whose array of companies happened to donate nearly $1 million to the B.C. Liberal Party since 2000. The $85 million price tag was similar to the B.C. Assessment Authority value on these forested properties, but an outside appraisal concluded they could have fetched an additional $43 million if they had spent more time on the hot Lower Mainland real estate market.

(This sale made headlines last fall for the province’s $8 million buyout of the local First Nation’s undefined territorial claim, when it was revealed the chief of the tiny Kwikwitlem First Nation pocketed an $800,000 commission.) The government’s defence of the sale went from wobbly to weak. Citizens’ Services Minister Amrik Virk was caught flat-footed and tried to get by on platitudes rather than retreat and find some answers. Premier Christy Clark weighed in, arguing that the budget would have balanced without the property sale, and that some sales closed too late to help the election-year budget. Finance Minister Mike de Jong stressed that all these asset sales were detailed in three successive budgets. They downplayed the notion of land sales being rushed. Then the NDP produced a string of e-mails sent between senior officials responsible for selling two big properties across the street from the legislature.

was expanded, that property was declared surplus. Indeed, de Jong featured this property to promote the government’s plan to stimulate local economies with private sector investment on unused land. The Surrey deal closed for $20.5 million on March 21, 2014, just days before the end of the fiscal year. NDP leader John Horgan pointed to an outside appraisal of $23.5 million, and an assessment for tax purposes of $27.2 million. The appraiser also recommended that the “highest and best use” for the Surrey land was to hold it until had been rezoned for commercial, retail or office development. De Jong cited another big health property in Vancouver that sold for more than its appraised and assessed value. It’s only the actual market that determines worth, he insisted. But it’s now clear that these and perhaps other sales were done with arbitrary deadlines.

Land sales in BC ‘curious’ From / A8

The kind of deadlines that had everything to do with the B.C. Liberals’ need to balance the books. When elections are a battle of sound bites, perception matters more than reality. It’s also worth recalling that the budget deficits prior to the 2013 election were largely a result of the B.C. government’s costly undoing of the harmonized sales tax,

rather than the harsh forces of international finance. Surplus asset sales have a long tradition in B.C., where the government owns more than 90 per cent of all land. My colleague, Bruce Carter, CEO of the Greater Victoria Chamber of Commerce, says ferry rates are an unfair burden to Greater Victoria. Fair enough; they are. However, I find one of his statements problematic: “Simply put, why do the citizens of Greater Victoria have to pay to keep Island communities viable?” That sentence demonstrates how many in urban B.C. simply don’t recognize the value of the contributions of rural B.C.. They might not even understand that they need rural B.C. to prosper so that urban B.C. can continue its growth. Carter refers to ferry fare increases as unsustainable and counterproductive. He suggests, quite accurately, that by increasing rates, B.C. Ferries is decreasing ridership, which, of course, hurts not only Greater Victoria, but all coastal communities and all British Columbians. Urban B.C. should see itself as the front lawn of British Columbia, the most

visible areas. Thus, they should be manicured and kept up to the best of our collective ability. Urban B.C. should also recognize that the back lawns, the parts less seen, are just as important to the overall economy. It is the back lawn that produces the gardens and often the foods that we need. I invite the Greater Victoria Chamber of Commerce to work with us as we push for equitable ferry rates and schedules that are developed to increase ridership while allowing us to move our goods and people, for the good of all. Despite what some politicians hope and political pundits may think, Canadians get it: the whole scandalous Mike Duffy-senator trial is about misuse of public money for partisan purposes. And what an education we’re all getting in the process, aren’t we? When Senators

barely wait for the ink on their appointment to dry before bellying up to the taxpayers’ trough, and when it’s revealed just what taxpayers are paying for, Canadian get it. Canadians get it when Senators are claiming for expensive orange juice and whining about “cold Camembert” while the federal government cuts health-care transfer payments to Provinces, resulting in increased waitinglists for medical care, more-often-thanshould-be resulting in family members’ premature deaths. At the same time, Canadians get it when income taxes for the country’s most wealthy are cut,which then enables these political supporters to bypass the Canadian system and (instead of supporting the Canadian system with their taxes) pay for the latest in the business of health-care: “medical tourism” elsewhere. And the rest of us “eat cake”—or (scuttlebutt has it...) the MRE-equivalents, shipped from Toronto to Victoria hospitals to be reconstituted for patient-consumption. Even cold Camembert and broken crackers

Re: Coulson gifts city hall a new look, April 16. It is disheartening that the mayor thinks that new wallpaper in his office is of a higher importance than street sweeping and it goes to the heart of what is wrong with Port Alberni. It is a joke that the justification for his grand accommodations is to host (impress?) potential investors. Does he think that he is going to impress investors into giving him a good deal? Having spent some time as a member of those teams looking at prospective investments opportunities, I can tell you that the fancier the local government offices the better the deal those investors are going to expect. Offices that are inconsistent with the size of the community are a dead giveaway for city officials that are enamored with their own importance. This is a small town,

Living below poverty line To the Editor,

I’m not looking forward to the end of the month. As part of a global antipoverty fundraiser, I’ve vowed to take part in a program called Live Below the Line. The unfortunate reality is that 1.5 billion people live on $1.75 a day or less. As a plump and wellfed Westerner, I’ve been challenged to do the same and see how it feels. I have to live for five days on less than a cup of coffee a day. Pretty much rice and beans. I’ve done it before, and it’s very hard. No more food or drink for pleasure, for comfort. Eating just to stay alive. Profoundly bland, low in nutrition. No variety. This is the reality for far too many, and it’ll be mine for five days. A fire caused by an electrical scooter charging cord broke out in the apartments at Montrose and Second Avenue the night of Thursday, April 16.

The Port Alberni Shelter Society has started an initiative to help the victims of the fire replace what they’ve lost, society executive director Wes Hewitt said. The electrical charging cord was the cause of the fire that broke out in an apartment building on Second and Melrose a little before midnight on Thursday, April 16.

“We determined it was caused by an electrical cord used to charge the scooter,” said Port Alberni Fire Department Chief Tim Pley, adding that “it appears to be accidental.” “These people have lost everything,” Hewitt said. “The important things are a bed, sheets, pillowcases, blankets, towels, dishes, pots and pans... they’re starting from scratch and re-setting up a house,” Hewitt said. “If you were somebody young and it was your first house

and you were moving, that’s exactly what these people need.” To coordinate donations and get the necessary items to each person, the shelter is asking people to phone rather than just drop items off at the shelter. The City of Port Alberni is replacing the three-decadeold Gyro Recreation Park as part of their playground replacement program,

Work on the proposed millstone park between Catalyst Paper and Victoria Quay will begin in August, director of parks, recreation and heritage Scott Kenny said. The project is estimated at $50,000. The money will be spent on moving the millstones from their current location on the banks of the Alberni Inlet beside the Nuu-chah-nulth Tribal Council USMA Family and Child Services (located inside the Catalyst gates) to an empty lot right at the corner of Roger Street and Victoria Quay. “A fair amount of work still has to be done to the site,� said Kenny. “We’re not moving them that far, it’s about a block.� Half of the $50,000 needed for the project has already been collected through efforts by project spearheader Charlene Patterson.

The other half, Kenny said, will come from a variety of sources. “We’ve talked about applying for Vancouver Foundation funding to increase it further,� he said. The concrete millstones, which have sat at their current location since the 1960s, will be challenging to move, Kenny said. “We have to take them apart to get close enough to move them. If we take them apart, three of the four that are stacked are cracked which means you’re going to have a lot of issues.� While Kenny ran the idea of having the millstones in a different configuration at their new location by museum manager Jamie Morton, the hope is to have them remain in the current configuration. “City engineering are going to do a site survey and a little design work on it and then we’ll have a

The Port Alberni Black Sheep Ste-am rolled over the Cowichan Piggies 44-26 last Saturday to earn a spot in the Cowichan Cup final against Velox Valhallians on April 25. Ste Rokotuiwakaya scored a hat trick of tries en route to the Black Sheep win. Port Alberni looked rough at the beginning of the game, the long break seeming to have had an adverse effect on their momentum, head coach Jas Purewal said. “We were squeezing the

ball pretty tight.” Cowichan scored the first try of the game, going up 7–0. The Sheep connected on a penalty kick to narrow the gap to 7–3, but Cowichan scored again to go ahead 12–3. A second penalty kick 25 minutes into the first half cut the deficit to 12–6 “and that settled us down,” Purewal said. Port Alberni scored three tries and 19 points in a flurry before half time. Watts scales down artwork for new perspective ‘That’s why I like the colour and texture...’

“Normally, my pieces that are in Vancouver are larger, usually my smallest is about a four by four so a lot of people have come in and asked ‘how are we supposed to buy this?’” Using a smaller canvas gives Watts more freedom. Often she’ll build a digital version on the computer before sitting down to translate it to canvas. “I start to work with duotone colours, monotone colours... I’m really trying to experiment with the laying of paint. “That’s why I like the colour and texture, it’s pulling in that personality through colour form and texture whereas normally I use the iconography of northwest coast designs so the animals tell the story.” One of her works, Embrace, is based on the personality of one of Watts’ friends. “She’s very busy like [the print.] She’s a writer, director, producer, actor,”

Watts said. “She’s a writer so she’s quieter in that sense, where they like to stand back a little bit but she’s so poignant with anything that she sets out. That’s where that idea came from, the idea of Embrace.” Recently, Watts has been inspired by fashion.

“You know how we wear fashion? So you look at the texture in fashion and I’ve been playing with that, with this idea of creating other materials. So I start to play with texture and form, colour and pattern.” But there’s always a sense of play in her work.

Inspiration struck Watts when she was taking the ferry one day. “I’ve loved ravens forever and then I saw this little island and I started laughing because I could ‘see’ this little raven riding on a unicycle,” she said. Watts is working on five pieces inspired by the raven, with the unicycle piece closest to being completed. She’s using the raven prints to try out different ideas from landscapes to playing with a limited colour palette. The unicycling raven is silhouetted on a striking background of purples and greens. “I have another one with the raven on an old-fashioned bicycle and he’s climbing up this big mountain. So really crazy, really obscene places for him to be cycling. And
