Organization continues to help City’s most vulnerable Loaves and Fishes Benevolent Society sees an explosion of demand

B

etween the housing crisis in Red Deer, an explosion of demand for Outreach programs and seeking more sponsorship, officials with the Loaves and Fishes Benevolent Society have a lot of there plates these days.

Three fundraisers were held this month in an attempt to raise enough money for a new roof, but unfortunately the goal was not met. Executive Director Halina Jarvis said the Society is under a fair bit of stress, but the fundraisers do help to alleviate that stress.

“To keep us operating, people just send us the $50 or $100 or whatever money they can spare.

We have a lot of monthly supporters that really help keep us going,” Jarvis said. “Of course, there are a couple big corporate supporters and without them, we wouldn’t make it. It’s that kind of stuff that keeps us going – we don’t rely on grants. It’s all about fundraisers – the one at Parkland Mall this month was a godsend.”

The fundraiser recently held at Parkland Mall was called ‘Mosaics of Hope’, where tiles to a mosaic were sold, and Parkland Mall matched each dollar raised.

For Loaves and Fishes, $7,500 was raised through this fundraiser, which is hopefully going to put a new roof on the facility.

“That was amazing, and a lot of people heard of us. It’s been a godsend to keep the programming going. We had three fundraisers this month and we were hoping to raise enough funds to put a new roof on, but we didn’t.

We sold all 750 tiles at Mosaics of Hope, so we made a bit of money through Parkland Mall. They’ve been wonderful and matched everything we sold for the tiles,” Jarvis said.

“One of the other fundraisers was through Sears, who asked for donations at their till. Also at Spring Into Summer, funds were collected for us and we were the charity of choice. Cam Clark Ford came in with their vehicles too, so for every test drive of vehicles, we got donations. That

was a huge support. When people support us like that, we can make it to the next month.”

Loaves and Fishes has not received a total amount of funds that will be donated from the Sears fundraiser, the Spring Into Summer fundraiser, or even from the Coldest Night of the Year (CONY) fundraiser held in February. The nature of donations and fundraising can take time to process, but during that time, people still need assistance.

Jarvis said recently there has been a massive uptake in the demand for their crisis outreach team. Loaves and Fishes is one of several facilities that offer beds and overnight care, but the demand is high.

“Where our programs shine and how they are different is that our volunteer Sheila actually takes people where they need to go. We don’t just give them a

piece of paper and say, ‘Go do it.’

Between Safe Harbour and us, I think we are getting a lot of people to the right places and making sure that they are getting the help they need,” she explained.

“It’s such a huge difference for people in a crisis to have someone to go with them, because it’s a scary time.”

The crisis help is utilized mostly in evenings when people don’t know where else to go. They come to Loaves and Fishes for issues with having no food, mental health issues and addictions or if they are lacking housing. The broad reach of Loaves and Fishes services means there is a lot of programming to account for, but the struggle to access funding makes it difficult to provide those programs and services.

“Hopefully, we can find some new partners. That’s what we really need. We need someone to

partner with us as their choice of charity, so that we know that we are continually supported. If there were some companies in town that would support us as their charity, we could really just do so much more,” Jarvis said.

“We’re not an anomaly – we’re not any different than any other charity in town. We are all struggling and everyone is kind of vying for the same dollars. One thing about Red Deer is that a lot the volunteers are going to the same meetings, meeting the same people and building up communications and sharing the load.

That’s what makes it possible for us to stay in Red Deer.”

Another issue that makes the workload at Loaves and Fishes larger is the lack of affordable housing in Red Deer. Jarvis said many people who have low income housing or who are homeless seek shelter at Loaves and

Fishes. With each person that seeks shelter there, that means food and supplies that are provided by Loaves and Fishes need to be purchased.

“People get caught in this catch-22 situation where they become homeless for an amount of time. Lots of times they have kids and they are out on the street or are couch-surfing. It’s just not acceptable, and it’s a huge crisis,” she said.

“The crisis outreach is paramount here in the evenings. In the mornings, you take off with people and do whatever you have to do with them. The program has definitely expanded, and people hear about what we do and people are phoning and walking in. There are a lot of people who need help and for every person that walks in we try to do what we can to help.” kmendonsa@reddeerexpress.com

Candidates outline platforms during public forum

BY MARK WEBER Red Deer Express Red Deer candidates vying to represent the City’s south and north constituencies squared off in a public forum Monday evening at the Memorial Centre.

In front of a packed house, candidates detailed their platforms – to varying degrees – along with filling audience members in on their employment and community experiences that they feel would make them suitable MLAs. Voters head to the polls on May 5th.

“My first priority would always be to the people of Red Deer South – I value honesty, integrity, community, family and hard work. I want opportunities and economic prosperity and an honest government for all,” said Norm Weibe, Wildrose candidate for Red Deer South. “This is why I chose the Wildrose,” he said, later emphasizing several times that his party is the only one that wouldn’t raise taxes. “I want to see our communities properly represented in government. I want to see our families respected by government.”

Barb Miller, NDP candidate for Red Deer South, had a bad case of laryngitis, but that didn’t stop her from emphasizing her party’s recognition of how people in general are looking for change. “For a very long time, people in Red Deer have been thinking about electing a new government,” she said. “When I knock on doors, people are telling me that after 44 years, they are disappointed that Alberta continues to be stuck in a ‘boom and bust’ cycle.”

Miller said the NDP wants to grant tax credits to those businesses who in turn create jobs, adding the PCs don’t have a job creation plan. “I believe we have the right priorities for Red Deer.”

William Berry, an independent candidate for Red Deer South, spoke through Joanna Berry. “I will work diligently to reduce government waste, incompentcy and old boy networks that looks after their party members and fi-

nancial backers. My lips will not be moving – only my mind, and my pen.”

Ben Dubois, Green candidate for Red Deer South, said his party stands for ecological wisdom, non-violence, participatory democracy, respect for diversity, social justice and sustainability.

Krystal Kromm, Alberta Party candidate for Red Deer North, said now is the time to make infrastructure investments in the Red Deer Airport. “An expanded runway at the airport will be an economic driver for our community. The Alberta Party also wants to diversify our economy with market-driven solutions and make it easier to start and grow business,” she said. “Our party also doesn’t view education as a cost to be cut, but as an investment in our future.”

Her plan also includes a 1% corporate tax increase which will tie Alberta with the lowest corporate rate in Canada.

Kim Schreiner, NDP candidate for Red Deer North, said she has been very vocal in the health sector, advocating for those who need it the most.

“I was involved with trying to prevent the closure of both Valley Park Manor and the Red Deer Nursing home – the residents and their families were happy there, and they didn’t want to move,” she said. “I marched in the snow, rain and the heat of the sun in an effort to keep Michener Centre open. After listening to the public outcry, our government was forced to admit a mistake had been made and they reversed the decision to close.

“Rachel Notley, and the NDP, are all about putting you, your family and your community first,” she said, adding the NDP is the only party that has job creation on their platform.

Patti Argent, an independent candidate for Red Deer South, said, “Democratic government by design is created to serve people, and good government does just that.

“I am running with the hope

of initiating change,” she said. “I want to be very clear – I am not a politician. I am a very concerned mother, a very concerned grandmother and a very concerned citizen of Alberta and in particular of Red Deer South. I feel there are many things we need to address, but first we must address the very founding principles of democracy and see to it that these principles are adhered to.”

Michael Dawe, Liberal candidate for Red Deer North, said he has been nominated by the Green party for Red Deer North as well.

“My aim is to provide a positive voice for change that does not follow traditional party politics.

While I have supported my two parties, I have made it clear that if I do not agree with a particular party platform, I will vote according to the wishes of the voters and my ethical principles. I will not be one of those who will be simply following the orders of a small group of partisan power brokers,” he said. “I am committed to true public accountability.

If I do not keep all of the promises I have made throughout the election, I will sign a legal document that I can removed by a petition of the majority of the voters in my constituency.”

didate for Red Deer South, said while door knocking he has heard three distinct messages – “We solely cannot cut our way to prosperity, and we solely cannot tax our way to prosperity. We need to ensure we are making the investments that are propelling the province into the future.

“The constituents are telling me that we should run the province like they run their households, and if elected that is exactly what I intend to do,” he said. “Over the next three years – regardless of what the price of oil is – we will reduce spending, we will raise revenues and we will use the money we’ve already saved in the contingency fund to balance the budget by 2018.”

Buck Buchanan, Wildrose candidate for Red Deer North, said the Wildrose party is the only party that won’t raise taxes. “We also shouldn’t base our kids’ education on the price of a barrel of oil, and we will not do that.”

Serge Gingras, Alberta Party candidate for Red Deer South, said currently, “We are seeing larger classes, less support for learners and teachers, fee increases and heavier workloads for teachers. “Education is an investment in our future and funding must be predictable, sustain-

able and sufficient. We also need a strategy for Alzheimer’s disease and dementias, to start addressing the future needs of those affected and their loved ones who become primary caregivers.”

Christine Moore, PC candidate for Red Deer North, said her decision to run is based on her passion for making things better.

“It is my way of influencing the public debate on issues, to speak out for people who may not have a voice, and work for the greater good of Red Deer North. “I will work hard to ensure that all students have access to their chosen field of learning, including degree programs. I will also advocate that this education be affordable for all students. We also need to ensure that our seniors have the opportunity to age in their communities, close to family and friends and have continuing care available when they need it.”

Deborah Checkel, Liberal candidate for Red Deer South, said there are issues ranging from, “Health care and education to the current fiscal budget and the mismanagement of taxpayer dollars.” She said she’s also talked to seniors about how they have to travel distances to visit their spouses in other facilities. editor@reddeerexpress.com

Councillor Paul Harris reprimanded for unpaid taxes

BY ERIN FAWCETT Red Deer Express Councillor Paul Harris has been removed from the audit committee after failing to pay nearly $6,600 in taxes. The taxes were paid and he remains on council despite breaching the Municipal Government Act by going into arrears.

According to the Municipal Government Act, a councillor is disqualified and must immediately resign from council if they cease to be eligible for nomination as a candidate.

At the beginning of their term on council, councillors swear an Oath of Office to uphold their duties of the Act. Being in tax arrears is a breach of the Act. However, Harris chose not to resign and paid the outstanding taxes immediately.

Because of Harris’ decision to remain as a councillor, City council had to enter discussions of how to handle the situation. Council held a special in-camera meeting last week to discuss the issue. Within those discussions was whether or not council should take the matter to the courts for a judge to decide if Harris would remain on council.

Council weighed the costs and impacts of legal proceedings and believed that a judge, upon hearing the application, would likely allow Harris to remain as a councillor.

Ultimately council found that although Harris failed to ensure the taxes were paid before they became tax arrears, he did not take advantage of his position as a councillor.

“I’m very appreciative of council in seeing that I’m not trying to take advantage of the system and it was an oversight and I’ve paid it up. They understand all of that and I’m very appreciative of that,” said Harris.

Harris also sent out a statement that read, “Council passed a public resolution sharing some details of an overdue tax account on a corporation of which I am part owner, and their decision about my future role on council. I’m very appreciative of their thoughtful and thorough deliberations.”

In his statement he said he became aware of the oversight in payment on March 13th. “Although I knew of the tax issue and payment arrangements were in the works, I wasn’t aware that this would cause an issue for my role on council,” the statement continues. “It was brought to my attention on March 27th at 3:40 p.m. when administration hand-delivered a letter to me before council deliberated what actions it might need to take. I contacted my partner immediately and he cleared up the arrears by 4:30 p.m. that day.

“I had the opportunity to share in writing the circumstances surrounding the issues to their (council’s) satisfaction.”

According to Harris’ statement he said he understood that this was an issue and it was cleared up immediately and council is satisfied with their decision.

“I am looking forward to continuing to serve the citizens that I was elected to serve.”

Mayor Tara Veer said council felt Harris’s conduct fell short of the standard prescribed by the Municipal Government Act and expected of a member of council for the City of Red Deer.

“In the interest of transparency and good governance, the matter was disclosed to the public and Councillor Harris was removed from the audit committee,” she said. “Although Councillor Harris

failed to ensure the taxes were paid before they became tax arrears, council found he did not take advantage of his position as a councillor. Under provincial law, Councillor Harris continues to be a full member of Red Deer City council. This matter has been very difficult for council to work through and we look forward to continuing to fulfill our commitment to public service with integrity and accountability.”

Although there have been many negative comments made about the issue via social media, Harris said he has heard positive things as well.

“I have heard some of the negative stuff of course and people have emailed me some negative things.

But on the other hand I’ve also heard a bunch of positive comments as well. My supporters have continued to be my supporters.”

OPINION Helping Nepal The death toll from last Saturday’s 7.8-magnitude earthquake in Nepal has surpassed 4,600 with officials saying that number could reach 10,000 as aid workers continue to search through the rubble.

Officials say it’s the Himalayan nation’s deadliest disaster in more than 80 years. It is hard to imagine the devastation – we only see the haunting images on TV and in newsprint, but actually being there would of course be virtually unimaginable.

Numerous agencies have rushed to assist those affected in the disaster, and we here at home can certainly do our part by supporting these frontline organizations.

The United Nations World Food Programme (WFP) is mounting an emergency operation to help survivors with food trucks rolling today into the district of Gorkha, one of the worst hit areas. WFP plans to provide food for 1.4 million people in urgent need of assistance over the next three months.

Distributions of rice are expected to start today in Gorkha, using stocks that WFP already had incountry from its existing operations prior to the earthquake.

It is estimated that up to eight million people have been affected by the earthquake. Initial estimates from WFP’s assessment teams -- working with satellite imagery and existing data -- indicate that around 1.4 million people in priority areas urgently need food assistance. Five teams are now conducting field assessments in 11 districts to verify these findings. WFP is funded entirely by voluntary contributions and has appealed for anyone

who wishes to help to make a donation at www. wfp.org/nepal.

The Canadian Red Cross is also active onsite as well. Canadians are encouraged to support those impacted by making a donation to the Canadian Red Cross Nepal Region Earthquake Fund at www. redcross.ca, by calling 1-800-418-1111 or by contacting the local Canadian Red Cross office.

Also, the Salvation Army’s International Emergency Services team is currently en route to Nepal to support local officials and assess how best the Salvation Army can respond in partnership with other agencies already on the ground.

Families, the sick and elderly have been packed into parks and other open spaces in Kathmandu after losing their houses and others are too terrified of aftershocks to return home, officials say.

The disaster also impacted the local Salvation Army personnel whose home was destroyed in the quake and who are living in the open like many other survivors.

Nepal is a country that has struggled with high unemployment, poverty and hunger for many years. The Salvation Army officially opened its work in Nepal in April 2009.

In response to this tragedy, the Salvation Army’s World Leader, General André Cox, is calling on friends of the Salvation Army, other Salvation Army territories and its members to financially support the relief effort underway in Nepal.

It’s really not fun being an Albertan right now According to Statistics Canada, Alberta ranked seventh overall in life satisfaction with Prince Edward Island and Saskatchewan ranking No. 1 and No. 2.

Edmonton is ranked 30th and Calgary 23rd among 33 Canadian cities, in terms of life satisfaction in the most recent survey measuring Canadian happiness.

Hard to believe, isn’t it? After all, at $84,390, Alberta has the highest per capita income in the nation.

Now look at these figures: • One in five working Albertans (20%) earns less than a living wage ($15/hour); • The average Alberta household debt is $124,838, adding strain to family life and unnecessary stresses on the healthcare system; • 21.1% of Albertans experience of lot of stress in their lives (Alberta ranked 10th among the provinces and territories), with Newfoundland being the least stressed province (15.2%.) Only 63.6% of Albertans felt a strong

ANIELSKI sense of belonging to their community. That placed us 12th, just ahead of lowest-ranked Quebec.

Nunavut has the highest sense of belonging.

Let’s not forget our unfunded social and human capital liabilities, either. Our First Nations, for example, are living in poverty and hopelessness with high rates of suicide.

The Genuine Wealth Institute has estimated that the province’s Genuine Progress Indicator (GPI), a broad measure of societal well-being (what I like to call the Happiness Index), declined 0.5% per year between 1961 and 2003. Meanwhile, real Gross Domestic Product (GDP) per capita increased steadily by about 2.2% per year. I guess it’s true that

money can’t buy happiness.

Today, in the midst of another provincial election, maybe it is time to move on to a new aspirational vision for Alberta. It would be based on individual and collective ‘happiness,’ using our abundant natural assets (oil, gas, agricultural land, forests and clean water), our human capital, our social capital (relationships, trust) and our entrepreneurial spirit to build a better, more just economy.

But using a well-being-based investment approach to governing the province would require establishing a new strategic vision for the future.

Maybe the past can offer us some guidance.

When Peter Lougheed was elected premier in 1971, he led his team with a new vision for Alberta that included championing the oil and gas industry and developing the oil sands. But his vision also included collecting a fair share of royalties based on the value of oil and gas sales and

putting aside 30% or more of this money in Alberta’s Heritage Savings and Trust Fund. He did this to ensure Albertans received an appropriate return-on-equity for our natural resources.

During the Lougheed years, royalties on oil and gas averaged 27% of their value. Unfortunately, beginning in 1985 the rate of return to Albertans from oil and gas sales has been steadily falling, reaching its lowest level during Alison Redford’s tenure.

The Alberta government (as do all governments in Canada) currently operates without a balance sheet, so my first recommendation would be that we conduct a review of the real total wealth held by the province.

That review will give us the tools to properly manage our natural capital and optimize our human and social capital assets as well. It could be a game-changer for the province.

the lead of China and Bhutan which have both adopted a new economic paradigm based on well-being and happiness.

The Chinese model is based on the ancient Confucian idea of ‘xiaokang,’ which means ‘a society of well-being’ where economic growth is balanced with sometimes-conflicting goals of social equality and environmental protection.

Given the present unhappy state of our province’s well-being, I encourage all Albertans to ask their candidates during the provincial election if they would support an economy of wellbeing that would create a much better future for our children and grandchildren.

Red Deerians can hit the streets with their neighbours to explore the culture, history, and future development of the City as part of Jane’s Walk, set for May 1st to 3rd.

For the ďŹ fth year, Red Deer is celebrating Jane’s Walk, a global series of free walks offered to residents interested in exploring their urban environment.

Started in 2007, Jane’s Walk honours Jane Jacobs who championed the interests of local residents and pedestrians over a car-centred approach to planning in urban development. “The tours encourage people to learn more about our community, its issues and each other in a pedestrian-friendly way,� said Lauren Maris, environmental program specialist with the City of Red Deer. “The event recognizes the built environment, one of the areas of focus in the City’s Environmental Master Plan, and its goal to create wellintegrated compact communities that minimize negative environmental impacts,� she explained.

At least six walks will be hosted this year from May 1st through May 3rd.

United Way of Central Alberta is gathering to celebrate the impact created by its community investments, and to announce the programs that will be receiving funding.

Survey shows only 66% of respondents feel safe in City

BY ERIN FAWCETT Red Deer Express A recent police survey has shown that only 66% of respondents feel that Red Deer is a safe place to live.

The Red Deer RCMP has identified five policing objectives for the year in consultation with the City of Red Deer, as part of an overall strategy to build a safer community.

Earlier this week, the City and the RCMP presented the RCMP Annual Police Plan (APP).

“One of City council’s priorities is increasing safety in our community, and this plan is an essential part of it as it encompasses the four areas of the City’s Community Safety Model - prevention, intervention, education and enforcement,” said Mayor Tara Veer.

“We are pleased to see this plan roll out and witness the difference it is already making in our community.”

The plan outlines these five policing objectives for the time frame April 1st, 2015 to March 31st, 2016 and includes reducing the impact of organized crime, reducing crimes against persons, reducing property crime, contributing to safer youth, and contributing to safer roads. The objectives were developed to reflect Red Deer City council’s policing priorities and those of the RCMP. “The APP identifies measurements of the five objectives, and the RCMP will report back to the City on a quarterly basis, outlining results from each of the objectives,” said Red Deer RCMP Supt. Scott Tod. “RCMP will also continue to communicate with the community regarding

police successes, initiatives and public education pieces, as we know the community plays an important role in creating a safer community.”

The APP is reflective of both crime statistics and the perceptions of the crime survey conducted earlier this year. According to the 2014 crime statistics, the top three documented categories were property crimes, motor vehicle collisions, and crimes against persons.

In terms of combating organized crime, Tod said the RCMP has seen successes in doing so via the Regional Priority Crimes Task Force which consists of members from neighbouring municipalities.

“This work is in line with K-Divison’s crime reduction strategies. Since we implemented this task force we have had a number of successes including the most recent search warrant in Markerville. We have also had successes in Innisfail and Penhold with respect to stolen property, in Blackfalds with suspect to armed robberies and in Red Deer in relation to counterfeit currency,” he said.

“We continue to target prolific offenders in these areas in terms of drug trafficking offenses.”

Tod added they will also closely monitor offenders to help reduce crime in the City.

“Through that we will be conducting random and unscheduled visits to ensure that identified high-risk domestic offenders and prolific offenders are complying with their court conditions.

In the case of prolific offenders we are sending a strong message that we are watching to make sure they

are complying with their conditions – there is also a deterrence measure in that if they are not complying they will be sent back before the courts,” said Tod. “In the case of high risk domestic offenders, we are sending the same strong message and we’re providing victims an increased sense of safety.”

He added the strategy to contribute to safer youth is a national priority with the RCMP. Tod said last

The death toll from last Saturday’s 7.8-magnitude earthquake has surpassed 4,600 with officials saying that number could reach 10,000 as aid workers continue to search through the rubble.

Dawe said Williams got into Kathmandu on April 16th and then on April 22nd she had a chance to go on a seven-day hike into the foothills to a place called Langtang National Park.

“When the earthquake hit, she was probably part way to Langtang. There was no record of her having arrived at Langtang,” said Dawe. “We presume she was on the trail when the earthquake hit. She would have been badly shaken wherever she was.”

Meanwhile, The United Nations World Food Programme (WFP) is mounting an emergency operation to help survivors of the Nepal earthquake, with food trucks rolling today into the district of Gorkha, one of the worst hit areas.

WFP plans to provide food for 1.4 million people in urgent need of as-

sistance over the next three months at a cost of US$116.5 million. Distributions of rice are expected to start today in Gorkha, using stocks that WFP already had in-country from its existing operations prior to the earthquake.

Trucks with WFP food are in Gorkha trying to reach the survivors, but landslides and poor roads are making conditions difficult. A helicopter will fly to the area to transport food onwards to more remote villages that are inaccessible by road. Emergency food supplies, including high-energy biscuits, are also being brought in by air from Bangladesh and Dubai in the next days.

A plane from the WFPmanaged UN Humanitarian Response Depot in Malaysia arrived in Kathmandu this morning carrying field hospitals, medical supplies and aid workers.

In addition to food distributions, as the lead of the humanitarian community’s Logistics Cluster, WFP is also providing logistics support for the entire aid operation in Nepal.

WFP hopes to have two

helicopters operational in the coming days to transport both humanitarian cargo and aid workers to the worst affected areas.

It is estimated that up to eight million people have been affected by the earthquake. Initial estimates from WFP’s assessment teams -- working with satellite imagery and existing data -- indicate that around 1.4 million people in priority areas urgently need food assistance. Five teams are now conducting field assessments in 11 districts to verify these findings.

WFP is funded entirely by voluntary contributions and has appealed for anyone who wishes to help to make a donation at www. wfp.org/nepal.

Berry also said, “The Alberta police and judicial system has failed us. They are out

Berry said he will focus on local issues, like the City of Red Deer’s plan to start flaring the gas from the land fill site that is less than two kilometers from his home.

“In 2005, Epcor built small generators for the Landfill Gas Recovery Plant in Edmonton. The new generators are able to supply 4.6 megawatts of electricity into the electricity grid; this is enough to power over 4,600 homes annually. These units save the environment and provide economic value to the community.

“Even if there is no cost benefit, the flaring of natural gas so close to our homes is not acceptable.

“In 110 years, Alberta has had only four parties hold the reins of power and more notably, there have been only three changes in government in all those years.”

Berry said that the current party has been in power over 44 years. “It is very apparent today, that they have failed to enhance our quality of life. I will not accept their empty promises without a fight.

POLICE BRIEFS RCMP ARREST MAN FOR FORCIBLE CONFINEMENT Shortly before 9 a.m. Tuesday morning, Red Deer RCMP responded to a report of a forcible confinement situation at the Black Knight Inn in Red Deer. A suspect armed with a 2x4 piece of wood assaulted two staff members and locked one in an office with him. RCMP responded immediately and took the suspect into custody without further incident.

The staff members both suffered minor injuries and are being treated at hospital. The suspect was heavily intoxicated and had been staying at the Black Knight Inn. Red Deer RCMP continue to investigate the morning’s events; charges are pending and police will release an update once more information has been confirmed.

ARRESTS AFTER COLLISION On April 23rd at 9:30 a.m., Sylvan Lake RCMP along with the Sylvan Lake Fire Department and Associated EMS responded to a two-vehicle collision on Hwy. 11 at RR 20 west of Sylvan Lake.

Prior to arriving, members were informed one of the involved vehicles had fled the scene crashing through several barbed wire fences into an adjacent field.

As members arrived, further information was received that the occupants of this truck had abandoned the truck in a nearby field and fled on foot. Responding members were directed to a location a short distance away where the two men from the truck were apprehended without further incident.

Investigation has determined that the involved Chevrolet pickup truck had been reported stolen two days prior in Leduc.

The licence plate on the truck was also stolen. This same truck failed to stop for an Alberta Traffic Sheriff an hour prior to the collision after having been clocked on radar at over 150km/h, and out of a concern for public safety, no pursuit was initiated at that time.

At that time, the truck had a stolen ATV in the box which had been stolen from a residence in Eckville.

Prior to the collision, the two men abandoned the ATV on a rural property near Half Moon Bay. The ATV has since been recovered. A search of the collision scene and area, where the truck had been abandoned, was conducted by a Police Service Dog from Red Deer and a stolen ‘sawed’ off firearm was located. The three occupants of the other involved vehicle, a Dodge Dart, were transported to hospital in Red Deer with minor injuries.

The driver of the stolen truck Dixon Ross Bergseth, 37, of Red Deer, is charged with flight from police, dangerous driving, failing to remain at a collision scene involving bodily harm, possession of stolen property over $5,000, three counts of possession of stolen property, unlawful possession of a firearm, unlawful possession of a prohibited firearm and unlawful possession of prohibited firearm contrary to weapons prohibition order.

The passenger of the stolen truck, a 17-year-old youth who cannot be named under provisions of the Youth Criminal Justice Act, with ties to both Sylvan Lake and Red Deer has been charged with possession of stolen property over $5,000, three counts of possession of stolen property, unlawful possession of a firearm, unlawful possession of a prohibited firearm, three counts of failing to comply with a youth probation order and possession of a controlled substance.

Investigation into this incident continues with the assistance of the Red Deer Collision Analyst and police are requesting that if anyone witnessed any of these events and have not yet spoken to police, that they contact the Sylvan Lake RCMP at 403-858-7200.

ARMED ROBBERY AT CANDY STORE RCMP are searching for a woman who robbed the Candy Bag Sweet Shop at 6791 50th Ave. on April 18th. The female suspect entered the store shortly before 4:30 p.m. on April 18th; she walked around, looking at items, left the store, then returned shortly afterward. She threatened to spray the staff mem-

ber with the contents of a black spray can if the employee didn’t give her money.

The suspect left with an undisclosed amount of money and the staff member was not injured during the incident.

The suspect was wearing a black sweater, black pants and a faded black hat pulled low over her eyes.

Anyone with information that will assist RCMP in identifying the suspect responsible for this armed robbery is asked to contact the Red Deer RCMP at 403-343-5575.

ARRESTS MADE AFTER PROPERTY SEARCHED As a result of a months-long drug trafficking investigation by the Priority Crimes Task Force, at 9 a.m. on April 15th a team of RCMP officers from various detachments and specialized units executed a search warrant on a rural residence near Markerville.

Because activity at the property involved prolific criminals, drugs and firearms, and due to the size of the property and the number of outbuildings, the task force assembled a team of more than 100 RCMP members from Red Deer, Blackfalds, Sylvan Lake, Innisfail, the Alberta Emergency Response Team, the Special Tactical Operations Team, and Police Dog Services.

Three men and a woman were taken into custody without incident at the Markerville residence.

A four-year-old child of one of the accused was taken from the residence by Child Protective Services and placed with a family member.

RCMP seized a number of vehicles as evidence in their drug trafficking investigation, and a number of large-scale stolen items, including a Mercedes, a dirt bike and a trailer.

RCMP also seized methamphetamine, cocaine, steroids and GHB, four long guns and two handguns; one of the firearms had been stolen out of Red Deer during a residential break and enter in December 2014.

Lloydminster RCMP executed two simultaneous search warrants at a residence in Lloydminster and a residence in Kitscoty and seized a number of electronic devices that are evidence in the Markerville trafficking investigation. They also seized a sawed off shotgun and several grams of methamphetamine from the Lloydminster residence.

Lloydminster RCMP took two men and a woman into custody at that location; all three are facing drug and weapons charges.

The search at the Kitscoty residence did not result in further seizures. Red Deer RCMP took four people into custody on April 15th.

Michael Alois Schaab, 42, faces a total of 26 charges including possession of a controlled substance, two counts of possession of a controlled substance for the purpose of trafficking and seven counts of failing to comply with undertaking.

He has also been charged with possession of a loaded, restricted firearm, possession of a weapon obtained by crime, possession of a prohibited weapon without a license, two counts of possession of a firearm with knowledge of it being unauthorized, six counts of storage of a firearm in unsafe manner, four counts of possession of property obtained by crime and storing ex-

plosives in an unsafe manner.

Gary Daniel Ritchie, 37, has also been charged with possession of a prohibited weapon without a license, possession of firearm while prohibited from doing so and possession of a controlled substance.

MAN ARRESTED AFTER CARJACKING ATTEMPT On April 20th at 12:30 p.m., Red Deer RCMP responding to a report of suspicious activity in the Best Buy store arrived just in time to intercept an attempted carjacking in that store’s parking lot.

The initial call to attend the Best Buy store at 5001 19th St. involved suspicious people removing the security tags from electronics.

As the suspects left the store, one male approached a man in the parking lot and demanded his vehicle keys. When the victim refused, the suspect brandished a knife; at that point, the victim handed the suspect his keys.

As the victim shouted for someone to call the police, a member of the Red Deer RCMP drove into the parking lot.

The suspect ran, and the police officer gave chase on foot through the parking lot, arresting the suspect without further incident.

Jacob Victor Dennis, 26, has been charged with armed robbery.

ARREST MADE – RCMP were called to the Black Knight Inn Tuesday morning where a highly intoxicated man was arrested. Police have said he assaulted two staff members and locked one into an office. No Jenna Swan/Red Deer Express further details were available at press time.

Bikers hoping to save their jump park

BY KALISHA MENDONSA Red Deer Express Several local bike enthusiasts are trying to gain support from citizens to save a bike jump park before they are banned from the area.

The jump park is located on land owned by the City of Red Deer and is located west of Riverside Drive and north of 67th St. In order to preserve the park, the group of users has been instructed to formalize their group and get insurance before they can continue to use the land.

The group of riders was given the option to join another bike group to gain insurance or to form their own not-forprofit group so that users can be insured under the group and so that the City is not liable for any injury sustained in use of the area.

“In the last couple of seasons, the City had recommended we get insurance.

They kind of suggested that we should have it, but it wasn’t being pushed hard.

On March 10th, I received an email saying that we can either get insurance, or join a bike club or the place has to be torn down,” said Mason Rice, one of the frequent riders and builders at the park.

“If we create our own bike club, we

need to get insurance and pay an annual fee. For that, we need members to sign up and help cover the fees. In order to accept fees, we have to form as a non-profit.”

The collection of riders and builders has started an online petition and are trying to raise awareness about the issue and bring people in on the idea to form as a non-profit.

From March 10th, the group was given 30 days to come up with some sort of proposal. If they decide to take the action to become a not-for-profit group, they were given 60 days to present an action plan and show that they are taking the steps toward that status.

“We’ve been trying to get everyone into a group, and then we’re going to get the group insured so that the builders and the jumps are insured. That way, if someone does get hurt here, it’s not our fault and the City wouldn’t be liable,” Rice said.

The group attempted to merge with the Central Alberta Bike Club (CABC), but due to the nature of the developed jump park, the CABC declined a partnership.

Council sets 2015 tax rates

BY ERIN FAWCETT Red Deer Express Red Deer City council set the new property tax rates for 2015 at this week’s council meeting.

The combined tax increases required to fund the municipal tax requirement as well as the requisitioned amounts from Alberta Education and the Piper Creek Foundation result in total tax increases of 3.75% for residential property, 3.23% for multi-family property and 3.41% for nonresidential property.

“The City is required under legislation to collect education taxes, at the tax rates set by the province, to fund education and that is resulting in different total tax increases for each class this year,” said Joanne Parkin, revenue and assessment services manager.

For the 2015 tax year, the City of Red Deer will collect more than $41.8 million

in property taxes on behalf of the Government of Alberta to fund education.

A residential home assessed at $325,000 for 2015 that has experienced the average change in assessed value will pay $8.15 per month more in total property tax. This brings the total annual tax bill from $2,606 to $2,703, an increase of $97 annually.

“Our municipal taxes are used for services ranging from maintaining our roads and parks to providing police and emergency services,” said Parkin. “It’s about collecting enough to provide services for Red Deer residents.”

Councillor Ken Johnston said he is happy with the tax rate that council landed on this year. “This is a very humbling moment when you are passing a law that dictates what taxpayers and ratepayers pay,” he said. “When I think about what we are providing our

ratepayers right across our City for 3.73 per cent tax increase, I think we are getting tremendous value.”

Councillor Dianne Wyntjes said when the City is compared to other municipalities provincially, Red Deer has one of the lowest property taxes.

“We don’t have that machinery tax which I think is good for our economic growth,” she said.

Taxes are due on June 30th and payments made after this date will be considered late and subject to penalty. Property tax payments can be made at City Hall, online, with your financial institution, by mail, or through the Tax Installment Plan.

Property tax notices will be mailed on May 27th.

NDP leader makes a Red Deer stop

BY JENNA SWAN Red Deer Express Rachel Notley, leader of the Alberta NDP party, visited Red Deer on Saturday afternoon where she spoke to a crowd of around 70 people about her party and the upcoming election on May 5th.

Following Thursday’s televised leaders’ debate in which Notley was generally listed as the winner,

Premier Jim Prentice stated on Global Edmonton’s morning news that Alberta is, “Not an NDP province.”

However Notley had otherwise to say during her visit to Red Deer.

“Albertans need to choose who they want to be their government and who they want to reflect their interests,” said Notley following her arrival at the West Park Community Centre where she spoke.

“We should not be told who we are or what we are.”

She stated she feels Albertans have had enough of a, “Tired, arrogant, and entitled government.” Adding that she hopes this ‘historic election’ that Alberta is on the verge of will give way to a break in the 44year Progressive Conservative dynasty.

“We all know in Alberta and especially Red Deer - if you don’t like the weather

right now wait five minutes and it will change,” she said.

“It hasn’t quite been that way with government - if we didn’t like it, apparently we’ve had to wait 44 years – but after 44 years we will finally be able to get the change we’ve been looking for.”

“Folks are starting to the come to the conclusion that there are two choices in this election,” she said. “On one hand you have the Wildrose and PCs who want to take a billion dollars out of our healthcare, and who want to send 12,000 of our children into schools next year without hiring any more teachers.

“All so they can maintain corporate tax giveaways.”

She added the other side Albertans are seeing is that of the NDP. “The other side they are seeing is a different alternative,” said Notley. “One where we say to Albertans that we care about improving and protecting your healthcare because you count on it, and we care about making sure your education system is teaching your kids the best possible way and is there for them when they need it because we know that education is always a sound investment in our future.”

She told the crowd of mostly media and NDP supporters that the way to a balanced and fiscally responsible budget is not through cuts in health care and education, but rather through adjustments in corporate taxation.

“What we should do is we ask the folks and corpo-

rations especially who can afford to pay a little more to make a modest contribution to help us face the fiscal challenges we are finding ourselves in right now,” she stated. “We ask them to pay a little more because they can afford to do so, and that is a balanced approach that can help us to ensure we represent the interests of regular Albertans and their families.

“This way we can protect their health care and education and we can focus on creating jobs for Albertans.”

Following last Thursday’s leaders’ debate a poll was posted by Mainstreet Technologies asking 2,332 people who watched or listened to the debate, “Regardless of which party you happen to support, who do you think did the better job in tonight’s debate?”

The poll listed Notley as the winner of the debate with 45% of respondents choosing Notley, 25% choosing PC leader Jim Prentice, 16% chose Wildrose leader Brian Jean and 5% choosing Liberal leader David Swann.

American rider takes win at Mane Event Trainer’s Challenge

BY JENNA SWAN Red Deer Express An American rider out of Pennsylvania took home the win from the annual Trainer’s Challenge at the Mane Event Equine Exposition and Trade Fair over the weekend held at Westerner Park.

Patrick King was announced the winner of the Trainer’s Challenge following his three days of work with the unbroken Aliso. The Challenge is an opportunity to watch as trainers tango to break horses in only three days.

The hundreds of viewers at this year’s show bore witness to a variety of methods used to train horses and is meant to educate the attendees on the many different ways to start a colt or to break a horse.

Although it was King’s first appearance on Canadian soil, he will surely remember his first trip as he has a memorable experience to bring home with him.

Going into the challenge King was third draw in horse selection, leaving him with the young female, Aliso.

“She was an absolute beauty – I fell in love with her about two seconds into the operation,” said King in an interview Sunday evening following the announcement of his win. “I really lucked out with getting her, she was really sensitive but sensible at the same time.

“I could tell she wanted to be okay and that she really wanted to be with me.”

With judging based 10% on the horse, 60% on the trainer’s ability to train the horse, and 30% on the trainer’s ability to educate the attendees, King opted to use the Garrocha pole technique to train his selected horse.

“That’s something I like to do with a lot of horses when they are ready for it,” explained King on the technique, which utilizes a large pole to steer and maneuver the horse. “She was ready for it pretty soon, and in that round corral it’s easy for a horse to get bored but working with something like a Garrocha pole really helps the horse to feel like there is a reason behind what we were doing.

“You can only ride with one hand because your right hand is controlling that wooden dowel, so she had to work with me and learn to focus better on my seat and my legs.”

Hailing from the U.S., the winner of this past weekend’s event is no strange to training challenges, stating he has visited a number of American challenges as both a participant and as a spectator. He added

“It’s been an absolute honour – going into this and over the last three days we all just did our best,” explained King. “I’ve said I wouldn’t of minded coming in second or third place next to these two folks.

“I’ve seen it at other shows, but not like at this one - the crowd was into it and we had a blast.”

King was up against two other trainers in the Mane Event corral over the threeday challenge including TJ Clibborn, an Australian-born trainer now hailing out of Wisconsin and Alberta’s own former Calgary Stampede Princess and champion of the Stampede’s ‘Cowboy Up’ challenge, Kateri Cowley.

Royal Canadian Circus back in City this weekend

BY KALISHA MENDONSA Red Deer Express The Royal Canadian Circus is bringing their ‘SPECTAC’ show to Red Deer, with six performances from May 1st-3rd.

Tickets are available for $30 per person for general admission, $40 for VIP seating and $50 ringside.

“THIS YEAR THERE IS A REAL FOCUS ON THRILL AND AIRTIME. WE HAVE QUITE A FEW INTERNATIONALLY RENOWNED PERFORMANCES IN THE AIR.” CATHY SPROULE According to Cathy Sproule of the Royal Canadian Circus, the show this year has been designed with a focus on thrill and airborne acts.

“This year there is a real focus on thrill and airtime. We have quite a few internationally renowned performances in the air. One if those is the Cortes family – a very famous trapeze family troupe that go back four generations. They are outstanding. In a family like that, it’s years and years of honing and training for these performances. The Flying Cortes Family Trapeze is quite amazing,” Sproule said.

The Cortes family has a number of aspects to their performance including flying trapeze, cloudswing, lyras or aerial hoops as well as aerial chiffon techniques.

“This year, we also have the Great Wollendas who are very famous worldwide for their Guinness

Book of world records for going across the Grand Canyon on the high wire and last year, they broke another record in Chicago.

“You’re as good as your last performance and that means that Red Deer is going to see some awesome stuff. This family goes back seven generations and have outstanding performances.”

In addition to the trapeze and high wire artists, Ringmaster Richard Curtis will join his wife Kimberley and their children on the ‘Death Defying Motorcycle Globe of Fire’, a high-speed act that promises to excite.

“We have a lot of families performing for families. Richard Curtis, his two sons, daughter and wife are all performing in this thrill act that is the Motorcycle Globe of Fire.

“They go around and round in this steel, fiery globe and it’s very exciting. They’re doing a kind of warm up in Washington right now and the audiences are giving great feedback,” Sproule said.

Last year, elephants Marie and Shelly had a little bit of trouble crossing the border but Sproule said this year, the Royal Canadian Circus is very excited to have them back in the show.

They will join the famous Zerbini horses in a ‘Carnivale’ themed performance, led by Erika Zerbini.

The Zerbini family has been performing for over 250 years and Sproule said this experience is shown in their fantastic performances. Members of the family will perform with the animals, as well as aerial artistry performances.

“It’s going to be a truly spectacular show this year. We’ve got a lot of new acts, a lot of air acts and lots of thrill. It’s all under the big top with the same ‘families performing for families’ tradition that we carry,” Sproule said.

Remembering Red Deerian (Harold) Waldo Huestis From March 26th to April 12th, 2015, a group of students from Ecole Lindsay Thurber Comprehensive High School made an exchange visit to Ecole Jeanne D’arc in Mulhouse, France. This partnership exchange program has been in place since 1993.

DAWE While in France, the L.T.C.H.S. students traveled to the Boulogne Cemetery in Northern France. While there, they conducted a special graveside memorial service for Harold Waldo Huestis. Waldo Huestis was a former student of the Red Deer High School who had died of wounds suffered in battle during the First World War. (Harold) Waldo Huestis was born on Jan. 4th, 1897 in St. George’s, Bermuda, the son of Rev. Charles H. Huestis and Jessie Ackman Huestis.

His parents moved to Alberta in 1901 where his father became the minister at McDougall Methodist Church in Edmonton.

Rev. Huestis also taught philosophy at Alberta College.

In 1907, Rev. Huestis took charge of the Methodist Church in Red Deer. During his tenure, the beautiful old Leonard Gaetz Memorial Methodist Church (later Gaetz Memorial United Church) was constructed on the northeast corner of Ross Street and 48 Avenue.

In 1911, Mr. and Mrs. Huestis built a large new home on the corner of 47 Avenue and 52 Street, where they raised their three sons and one daughter.

Waldo took his high school at the old Red Deer High School, a block west of the family home. He was an exceptional student.

He was particularly noted for his writing ability and poetry. He was also very active in the local Boy Scouts and served as a patrol leader.

After graduation, Waldo attended Normal School (teacher’s college) in Edmonton.

He later got his first teaching job at the Norma School, just east of Sylvan Lake and then at the Sylvan Dell School in the village of Sylvan Lake, In March 1916, he enlisted with the 196th University Battalion in Edmonton. Once he was overseas, he was transferred into the 46th South Saskatchewan Battalion.

The transfer had been necessitated by the ongoing horrific casualties incurred by the South Saskatchewan Battalion and the steady need for reinforcements.

The 46 Battalion became known as ‘The

Suicide Battalion’ as the unit had 1,433 killed and 3,844 wounded in 27 months, a casualty rate of 91.5 %.

Waldo was part of the Canadian assault troops during the Battle of Vimy Ridge.

However, on March 27, 1917, during the lead up to the Canadian attack on the Ridge, Waldo was severely wounded by shrapnel near the village of Angres, on the southwestern outskirts of the City of Lens.

The wounds were to his right shoulder and leg. He was sent to the No. 3 Canadian Hospital at Boulogne, France, where his leg was amputated. His prognosis was initially described as, “Grave, but not hopeless.”

His brother Ralph, a Lieutenant Adjutant with the Canadian Army Services Corps, was able to visit Waldo in hospital.

It was the first time the two brothers saw each other since the start of the War. Regardless of what Ralph witnessed during

that visit, he wrote an encouraging letter home to tell his parents that Waldo’s condition was very serious, but that he was sure that ultimately his younger brother would pull through.

However, as was probably inevitable since the time he was wounded, Waldo shortly succumbed to his wounds shortly after Ralph’s visit.

He passed away on April 27, 1917. He is buried in the Boulogne Eastern Cemetery When Waldo had been home on his last leave, he copied out the following poem: “A little work, a little play.

To keep us going – and so good day!

A little warmth, a little light.

Of love’s bestowing – and so, good-night!

A little fun, to match the sorrow Of each day’s growing – and so goodmorrow!

A little trust that when we die We reap our sowing! and so, good-bye!”

Chiefs defeated in Esso Cup final Story and photos by Jenna Swan/Red Deer Express

The Red Deer Sutter Fund Chiefs were defeated 2-1 last Saturday afternoon during the final game of the 2015 Esso Cup. The major female hockey national championship saw the Chiefs’ facing off against the Sudbury Lady Wolves at the Red Deer Arena where they came up short and left wearing the silver medal.

Despite the loss, a great game was played – with the Chiefs’ single goal being scored by Skylar Colonna with an assist from Tyra Coutts.

The Chiefs saw themselves going up against the leading forward in the tournament and Wolves’ captain Karli Shell, who scored both goals against the Red Deer team and was later named tournament MVP. It was a heartbreaking game for the Chiefs and their fans, but one that made the crowd of supporters proud nonetheless as they gave it their all in hopes of hoisting the cup.

With an even 20-20 shots on goal at the end of the game it was truly the best of the best in midget female hockey going up against one another.

Thousands of Canadians tuned in to watch the Chiefs take on the Lady Wolves as the game was broadcast on national television.

The Esso Cup marks the end of the season for the Sutter Fund Chiefs, but they hope to return to the tournament again next year. jswan@reddeerexpress.com

ENTERTAINMENT Burnt Thicket Theatre presents We Are the Body

BY MARK WEBER Red Deer Express Local playwright Andrew Kooman’s highlyanticipated play, We Are the Body, will be making its world premiere in the City May 5th.

Performances continue through to May 9th at the Scott Block Theatre, with several more planned for Calgary and Saskatoon.

Performances are 7:30 p.m. nightly with 2 p.m. matinees.

We Are the Body explores the lives of three prisoners of conscience in communist Europe in the 1950s.

Kooman, who also wrote the acclaimed play She Has A Name, said he was inspired by two incredibly powerful stories as the idea for the play surfaced – Brother Andrew’s harrowing recollections of delivering Bibles into communist countries in the height of the Cold War and Richard Wurmbrand’s experiences of being imprisoned for his Christian faith, as recounted in his book Tortured for Christ and other writings.

In We Are the Body, the story focuses on three prisoners - each in solitary confinement - behind the Iron Curtain of post-war Romania. Elsie’s (Heather Pattengale) only companions are two other tortured prisoners Richard (Tim Bratton) and Micah (John McIver) who she cannot speak to or see in person.

In bringing the production to the stage, Kooman has teamed up with Calgary’s Burnt Thicket Theatre and Stephen Wald-

schmidt, who also directed the mesmerizing She Has A Name. “I stumbled on Brother Andrew’s writings again – We Are the Body is influenced by the work of Brother Andrew who risked his life to smuggle contraband Bibles to people behind the Iron Curtain.

“As I was reading about his completely fascinating story, which has inspired generations, I also came across sermons by Richard Wurmbrand which he constructed, tapping them out in Morse Code and memorizing them in his solitary confinement while he was behind the Iron Curtain as well. He had a brutal 13year imprisonment, and for some of it he was tortured almost everyday.

“Though they had experienced different risks in this volatile political climate in eastern Europe after World War II, they both shared these same convictions and defied tyrannical regimes. So I imagined a story of someone who has no access to the literature that they want, feels that they need yet it’s illegal to have it.”

As said, the story focuses on Elsie who is on the receiving end of the contraband literature and ends up in jail. “It asks that question to what extent can people hold onto what they believe, and why do they hold onto it? So there’s a universal theme here of what do we believe and why do we believe it, and how strongly will we stand behind what we believe especially when the powers that be try to knock us off our feet?”

As the synopsis point out, the communication between Elsie, Richard and Micah become a survival strategy as they cling to the hope of escape or release.

“It’s a survival mechanism for them, but then the sounds trigger memories that bring them into their pasts, which gives the back story of how they got there.”

For Elsie, Richard and Micah, the choice presented to them by their captors is to turn in their friends, give up names and betray people they love in order

to end their suffering. But in order to enjoy freedom they must imagine a life without their faith.

“I’m fascinated by that time and I think that what’s interesting is how I realized how universal the story is,” said Kooman. “I also see how there is so much religious persecution around the world – I’m seeing it everyday in the news. So it’s actually a really relevant story.

“What is the nature of suffering when people believe in something, and hold onto that belief ?”

As for teaming up with Waldschmidt again, Kooman couldn’t be more pleased.

“He’s such a creative

visionary,” he said. “The creative team he’s helped to bring together, and his vision, are really exciting.

I really trust him with the work that I write, and that gives me such confidence to hand it over to someone like him because he really understands my sensibility. He can bring to life the things that I put down on the page in a way that, I think, has really enlivened my vision.”

Waldschmidt calls the story one of, “High stakes as the characters come to terms with their confinement and wrestle with how they became imprisoned in the first place: for defying a brutal government regime.

“I believe the play will

resonate deeply with audiences, especially given the daily headlines about people globally who are facing extreme brutality because they belong to a specific faith or adhere to a marginalized worldview.”

Meanwhile, plans for a feature film interpretation of She Has a Name are in the works. Kooman is holding meetings with producers and consultants from the UK and Los Angeles.

“It’s picking up heat and momentum. We still have some money to raise, but our aim is to film in September overseas.”

Ian Kelly brings solo tour to The Hideout

BY MARK WEBER Red Deer Express Montreal’s Ian Kelly is relishing his current time on the road as a king of solo adventure.

He brings his superb set of tunes to The Hideout on May 6th.

With more than 25 dates set across the nation, the gifted singer/songwriter is looking forward to stripping back his songs to feature him, his guitar and the piano.

“It’s been going great – the initial purpose of this was for me to be able to spend some time on the road by myself.

“I felt like I could use some alone time,” he says during a recent chat from Halifax.

“It’s been a year and a half since All These Lines came out, and we’ve been touring that album with six people on the road for the past year and a half.”

This time around, he decided to strip the show down a bit and go solo.

“It’s a lot of road and it’s about one and one-half months of solitude, I reckon it’ll get pretty lonely,” he says.

“I never left the house with a backpack and traveled the world by myself when I was younger, I think this would be my version of that. It’ll be interesting to spend all day without

a road partner and play a gig at night. Some people would make a documentary or even a reality show with such an experience.

For me, it’ll probably end up being in an album or at least a few songs.”

Meanwhile, All These Lines debuted in the iTunes top 10 albums in Canada along side Eminem, Arcade Fire, Celine Dion and Katy Perry.

The album also garnered two nominations at the 2014 ADISCQ gala.

“The creative process is an intricate one – you need to go to all of these different places in your mind, in your heart and in your soul – and doing stuff that triggers emotions and it gets pretty messy sometimes.

But definitely, it’s interesting,” he explains.

Looking back, Kelly hails from Montreal’s west end.

“From what I can remember, there was always music playing in the house. My dad used to play the upright bass in the living room while listening to the stereo. He would take the bass out of whatever jazz music he was listening to and play along with those great drummers and piano players. So I’ve always been around music – especially instrumental music.”

He also remembers his brother listening to a lot of Led Zeppelin and Jimi Hen-

drix when Kelly was in his early teens. “That really got me interested in rock and roll. I then knew that I wanted to have a band.”

Ultimately, the band never really materialized. But it’s all good as Kelly went on to launch a successful solo career, and consistently surrounds himself with top-notch musicians as it is.

When he was working as a soundtech at Spectrum in Montreal, he bought a computer and started doing his own home recordings.

Another pivotal moment came when one night, when he was working at an Alanis Morissette concert, they were short an opening act and Kelly volunteered.

Soon enough, he was on stage and he realized – ‘Hey I can entertain 2,500 people.

Maybe there’s a full-time gig for me in this biz.’

He also learned to play a bunch of instruments and he wrote, recorded and produced his first album, Insecurity, at home on his own, playing every note on the disc. He eventually decided to quit his job and pour his time, energy and resources into pursuing his love of music.

“I think at some point you have to say, all right, this is what I’m doing – I’m all in,” he explains of his commitment to his own musical path. “After all, if you want to go to the Olym-

Meanwhile, Kelly has certainly kept himself busy. In 2014, he was producing other artists and writing music for television. And this year, he will be working on scoring pieces for a full-length feature film. He is also prepping a blu-ray DVD release of a concert that was taped this past winter in Quebec that should be released at some point in the next couple of months.

Of course, Kelly loves hunkering down at home with his growing family, and really, it’s the best of both worlds as his studio is right next door.

“If I can work from home in my pajamas then I’ve succeeded,” he laughs. “I want to have singers and songwriters come on over to my place and work with me.” editor@reddeerexpress.com

‘Music with a Mission’ set for May 2nd The Red Deer Youth Orchestra, Rosedale Valley String Orchestra and A Better World have announced a joint concert/ fundraising event called Music with a Mission, set for May 2nd at First Church of the Nazarene.

Performance time is 7 p.m.

This year RVSO and RDYO are joining forces to raise money for a build-

ing project with A Better World, said Naomi Delafield of the Rosedale Valley String Orchestra.

“Talent is universal, opportunity is not.”

She said the goal is to raise $15,000 for the completion of the Tulwap Early Childhood Development Centre (ECD) in Kenya, Africa.

Currently there are 93 students ages three to six.

The young students are using the unfinished classrooms built by the parents four years ago, but are forced to transfer into another building every time it rains.

School staff hope to start their first ever music program in the school when the building project is complete.

“It is a true pleasure, and indeed an honor for me to participate in the musical activities of two groups who embody ideals of excellence and generosity in a world where these values are most needed,” said guest conductor Claude Lapalme of the Red Deer Symphony Orchestra. “Working with Rosedale Valley Strings and the Red Deer Youth Orchestra is always a highlight for me.”

There is no charge to attend the concert, but donations will help with the projects. There will also be a silent auction.

How to prevent and treat running injuries It’s that time of year again, the snow is melted, sun is shining and many of us are itching to get out for a spring run. As part of my training, I aim for one to two runs per week and am familiar with the joy and sometimes pains of being a runner. I wanted to write about how to prevent and possibly treat running injuries. These tips will benefit everyone, from the beginner runner, to someone who has been running for years.

Some common complaints are knee pain, shin splints, plantar faciitis, just to name a few.

Here are my top four tips to prevent running injuries: 1. Follow a plan.

COLE Seems common sense but not all follow this rule of thumb.

Download a running plan, or ask your trainer to prepare one for you. Take into account your fitness level and what you are capable of. Don’t go from the couch to 15 km overnight! Your body needs time to adjust to the added stressor of running. Build up your distance gradually. Your body will thank you!

2. Drink lots of H2O I know, I know. As a trainer, I never stop drilling the importance of water into my clients, but so many still fail to drink enough! On your running days, drink an extra one to two litres of water. This will prevent dehydration from all that extra sweating you will be doing, during and after your run.

3. Warm up and stretch, cool down and stretch.

Start your run with a few minutes of walking followed by a dynamic stretch. Think movement.

Walking lunges, leg swings, butt kickers etc. At the end of your run, even though you just want

to lay down and relax, take those extra minutes to stretch, especially your quadriceps, hips, hamstrings and calves. Think standing quad stretch, standing calf stretch, standing hamstring stretch and yoga poses, such as a pigeon stretch.

4. Shoes!

Make sure you take the time, money and effort to research what kind of shoe you need. Everyone has a unique gait, step and instep and arch. Go to a reputable running store where they can walk you through the different types of running shoes. Buy a pair and wear them indoors for a couple of days to see how

they feel. A pair of shoes that feel great in store can give you blisters or not enough arch support pretty quick during the repetitive movement of a run.

One last bonus suggestion.

If you still have some nagging aches and pains, book in with your trainer for either a serious stretching session or with one that is certified in Trigger Point Therapy.

Enjoy these days of running, before you know it the snow and ice will be on the ground again and you’ll be wishing you had utilized this beautiful weather more!

What Oscar knows that doctors don’t know JONES nal of Medicine, not noted for publishing trivia, surprised doctors several years ago by publishing a photo of Oscar, the cat.

knowing when a patient was about to die. Nurses at Steere House Nursing Center, in Providence R.I., reported that Oscar ‘would snap to attention’ when he sensed the end was near for a patient.

It was like an army drill.

His routine rarely varied.

He would arrive at the patient’s bedside four hours before death occurred and curl up alongside the patient. Often he would be

purring, paying attention to the patient’s breathing, while family members gathered and the priest administered last rights.

Then when death finally came he would quietly leave the room.

During that time, while I was visiting Rhode Island, I got first-hand reports about Oscar. When I asked nursing staff, “What’s his track record?” They told me Oscar had not missed a diagnosis in 25 deaths.

What a great batting average! Luckily, he had limited his death vigil to elderly patients in a terminal care facility. But Oscar could scare you to death if, aware of his diagnostic skills, you were scheduled for surgery in a few hours, and Oscar suddenly took a fancy to your bed. Any one in his right mind would get dressed and go home.

The big question is how does Oscar, who didn’t graduate Summa Cum Laude from medical school, know so much about approaching death? Doctors I talked to at Steere House didn’t have an answer. But they had several theories.

Some personnel believe that Oscar, and cats in general, are sensitive to the human world and great observers of human routine.

They contend he watches the increased activity that occurs in a patient’s room prior to death. One doctor said, “He most likely enjoys the warm blankets placed around a patient at that time.” Others believe it’s a lack of movement that attracts Oscar as the dy-

I question that theory.

Oscar, like other animals, lives in a world of scents rather than sight. His vision is 10 times less than humans but his sense of smell is 14 times stronger.

So when he cuddles up to a patient he has 200 million odour cells compared to our mere five million. I talked to several specialists who believe that certain chemicals are released when a patient is dying, and Oscar detects the odour.

I’m sure the secret will die with Oscar. But Oscar’s uncanny ability to detect the time of death took my thoughts back decades ago when I was hotel doctor at The Manoir Richelieu in La Mal Baie, Quebec.

A 90-year-old Baptist minister from Texas was a guest of the hotel along with his two daughters. He suddenly became ill due to a heart condition and refused to go to the local hospital. He claimed if he was going to die he would prefer to do so looking over the St. Lawrence River. At one point he became so close to death I relieved his nurses.

I’d wait by his side until he died.

But he did not die. And in a few days, much to our surprise, walked out of the hotel to return to Texas.

Oscar, where were you when I needed you? You could have saved a young doctor a lot of embarrassment.

BY JENNA SWAN Red Deer Express The defending provincial Junior ‘B’ lacrosse champions took to the Kinex Arena on Saturday evening to kick off their season.

The Red Deer Rampage, 2014 provincial champions in their tier, squared off against the Saskatoon Swat for the inaugural game of 2015, which ended in an overtime 5-5 tie. The Rampage then took their first season win on Sunday night with a match against the St. Albert Crude ending 7-5 on their home field.

Head Coach and Manager of the Rampage Dustin Reykdal said following the weekend’s games that he was thrilled to see the growth in the young team over the course of the first two games.

Having graduated half of the team from the program last year due to age, Reykdal

explained this year would be a building process for the team.

“We have a lot of young players but they have so much potential,” he said. “Just watching the progress this team has made after having only playing those two games together - I know it’s going to be incredible to see how much more experience they are going to get while playing games throughout the season.

“I’m hoping to see those players develop to a heightened playing level over the season.”

Reykdal said he felt the team has some refinement to achieve over the course of the year but feels they will be strong contenders for the 2015 Founders Cup – the Junior ‘B’ National Championships being held this year in Calgary.

He added he felt the team’s offense could have been better in their first game, but really saw it pull together in the second leading

them to their first win. Holding strong to last year’s provincial gold medal winning tactics Reykdal explained the team’s defense is continually strong which he believes is largely responsible for their success.

“You could tell the team was a lot more comfortable and confident in their playing in that second game - after being together the night before they had gotten to know each other’s habits a bit more.”

The boxing match-up of the century It has been 40 years since the term ‘fight of the century’ has been thrown into a ring.

The year was 1975 and millions tuned in to watch as the critically-acclaimed mega fighter Muhammad Ali took on Joe Frazier, following a suspension and the stripping of Ali’s belt for refusal to join the armed forces in 1967.

Not since the 1975 ‘Thrilla in Manilla’ match up between Ali and Frazier has the world seen a boxing match-up comparable to that of the May 2nd bout between Manny ‘Pac-Man’ Pacquiao and Floyd ‘Money’ Mayweather.

The circus-like atmosphere of the monumental moment in boxing history was the result of months of media hype climbing to its pinnacle as the bitter rivalry between the two had come to a boiling point.

Just as underdog Ali ‘moved like a butterfly and stung like a bee’ to defeat Frazier in the last great boxing match of the 20th century, so too shall his neo-counterpart Pacquiao hope to take down the undefeated Mayweather and in turn be named the welterweight champion of the world.

The fight has been in the works since as early as 2007, but due in large part to Mayweather’s wellknown ego the match has

failed to proceed until now.

In case you were wondering what kind of person both Mayweather and Pacquiao are - it is easily depicted in who each person has rooting for them.

Pacquiao holds the support of the great one himself, Ali – now 73-years-old.

With Ali’s daughter Rashida Ali telling TMZ in an interview that her father is an open supporter of the Philippines-born boxer. She stated his support is due in large part to Pacquiao’s character outside of the ring in which he openly donates his time and finances to charitable causes.

Mayweather on the other hand will walk into the ring of the May 2nd super fight with no other than pop superstar Justin Bieber in his entourage of annoying celebrities.

Again it is visible to see differences in the two boxer’s character when looking at the mouth guards of the individual fighters to

be worn on the eve of the fight, which will be held at the MGM Grand Arena in Las Vegas.

Pacquiao’s mouth guard is custom-made and given to him as a gift by his longtime dentist Dr. Ed Dela who has added in extra layers of protection and is a motley tie-dye mix of the Philippine’s flag colours – red, blue, yellow and white.

Mayweather’s mouth guard packs a pretty price tag of $25,000 – composed of diamond dust, gold flakes and cut up $100 bills.

The match between the two is estimated by experts to be the highest grossing boxing match of all time, with an estimated $400 million revenue stream and tickets for the event ranging from $3,500 upwards to $250,000 and an estimated pay-per-view cost of $89.95(US) for standard definition and $99.95(US) for high definition.

halted negotiations for a number of years but were finally settled when it was decided he would receive 60-40 money split from profits made.

It is easy to say Pacquiao is the Muhammad of our time when looking at not only their fighting abilities and critical acclaim, but also the roles they played in their respective political landscapes.

Muhammad’s refusal to serve in the army following his draft to the Vietnam War gave the American people a reason to object the war.

He was later quoted in a press conference stating, “Why should they ask me to put on a uniform and go 10,000 miles from home and drop bombs and bullets on brown people in Vietnam while so-called Negro people in Louisville are treated like dogs and denied simple human rights? No, I’m not going 10,000 miles from home to help murder

and burn another poor nation simply to continue the domination of white slave masters of the darker people the world over.”

New York Times columnist William Rhoden wrote, “Ali’s actions changed my standard of what constituted an athlete’s greatness. Possessing a killer jump shot or the ability to stop on a dime was no longer enough. What were you doing for the liberation of your people? What were you doing to help your country live up to the covenant of its founding principles?”

In this notion alone Pacquiao’s skills far surpass that of Mayweather’s, as he is an active member of his home country’s government having been voted in as a congressman in 2010 and again in 2013.

Decide for yourself who deserves to win the May 2nd bout, but in observation of the two fighter’s lives, my vote is on Pacquiao. jswan@reddeerexpress.com

Concussion seminar to be held at RDC

BY JENNA SWAN Red Deer Express Those who have experienced a sport-related concussion know it can be a long road to recovery, however often times the people around them may struggle to understand what they are experiencing.

The Alberta Sports Development Centre (ASDC) in partnership with Red Deer College (RDC) hope to bridge this gap on May 5th by hosting a Sport Related Concussion Information Session.

The seminar will be hosted by Dr. Elena Antoniadis, a psychology instructor at RDC, where she will present an overview of her

findings during her research on concussions in which she drew on local RDC athletes and members of the community to learn more about the effects of a concussion.

Gwen Farnsworth, program assistant for the ASDC, explained Dr. Antoniadis hopes to give people a better understanding of what happens to the brain when it experiences concussion and as well as insight into what you may see in a person after their concussion during recovery.

“It’s the jarring and rattling around of the brain in the skull that will give you a concussion,” explained Farnsworth. “Once you have one concussion you are

far more susceptible to a second one, and after your second one it is guaranteed your brain chemistry will change.

“It’s devastating for a lot of people - other people who have never experienced it don’t understand how much effect a hit to the head can have.”

She added it’s vital for people to understand that post-concussion athletes are likely going to sustain headaches as well as sensitivity to light and stimulus.

The session encourages athletes, parents, coaches, teachers, sport organizations, and the medical communities to attend the free informative evening in order to better understand what

“People need to know what the warning signs are and understand that the brain will take a lot longer to heal than you would think, because you have actually damaged the brain,” said Farnsworth.

“Just because you can’t see the damage done to the brain doesn’t mean it’s not there and that the chemistry in your brain hasn’t been changed from that concussion.”

Farnsworth explained the importance of everyone involved in the life of the recovering person.

“Teachers need to understand they may need extra time to do assignments, or that students may need rest periods in between classes,” she stated. “We want to see all the dots connected by having the coaches talk to the parents and the parents talk to their teachers so that way everyone can be involved to help them recover.”

No need to fear a home renovation project My client just left our store a very happy lady. We have completed a renovation on her business and I have gotten to know her very well in the process. I am thrilled that she is walking away from this experience satisfied and excited about her renovation project but more than that, I see someone who has grown in confidence having tackled this job and seen the successful outcome.

If you were to ask me, the predominant emotion I see in people who are renovating or building I would have to say fear. Fear of the unknown, of making a mistake or just not understanding the process and who to turn to for answers to questions.

As someone who is in the home improvement business I can often take for granted who to call and what questions to ask and forget that other people do not have this insider information. Sometimes the simplest queries can cause fear - such as who goes

Last week I was on the hunt for a lawnmower which in and of itself may not seem like a big deal except that I have never bought a lawnmower in my life – that has always been a ‘man’ job in my mind.

Off I went after researching the Internet to look for best price and options not sure about anything except that I needed to get this item soon before my neighbours begin judging me for having an unkempt lawn.

When I was Googling different lawn

mowers I was focusing on price and options (gas versus electric) and I must admit that colour also drew me – I was really keen on the black and bright green machines! When I got to the store I was hit with something unexpected – the size of some of these machines was overwhelming. I quickly realized that despite my best efforts to get information I had overlooked an important thing – some of these monsters wouldn’t even fit in my shed.

That single fact narrowed down my choices considerably and actually made it easier to make my final decision. Believe it or not, it also took some of the fear out of choosing the wrong lawnmower as some of the questions were answered for me due to the size of my shed. I wish I had a lawnmower and space planning expert in my back pocket to help me with this decision as it would have saved me considerable time and thought.

Often, customers will shop and shop because they are afraid to make a mistake when often they are shopping for products which will not even practically fit into their homes. Shopping for solid hardwood when you live in a condo which requires the engineered option, looking for tile which is too large for your space or looking for appliances when you don’t have accurate cabinet openings wastes your time and energy and honestly takes all the fun out of purchasing.

If you need a guide, a Sherpa to escort you up that huge mountain you can rely on a professional designer to work through even what you may perceive as silly questions. Sometimes it can be as much about the practical answers as the end product that help you decide and can calm your fears. How big is your shed?

Looking at the important P’s of mortgages With a name like Pam Pikkert, I am sure you can understand that I am particularly partial to the alphabet’s most perfectly pronounced letter of P. I am kidding, of course, but after meeting with a client this week I realized that a pattern was emerging and it all centres around some really important mortgage terms which all begin with the letter ‘P’.

Most of the time we become very focused on the interest rate we are being offered which makes a lot of sense given that it’s the easiest to understand and has what feels like the biggest impact to us as the lower the rate the lower the payment.

There is more to a mortgage than this though and discounting the other parts of the mortgage could very well cost you in the long run so take a look at these three P’s.

Portability – Portability is the term for being able to take your mortgage with you from property A to property B without a penalty. Seems pretty straightforward but as always you should look a little deeper.

What types of properties are acceptable to your lender? If your dream includes an acreage with a barn for your horses then you need to ask if your lender likes them too. Not all property types are considered by all lenders so asking ahead of time can save you money later.

What is the allowed timeframe the port has to happen within? If the possession of your existing home occurs before you take possession of the new home you will be required to pay the penalty in full and it will

PIKKERT be reimbursed after the fact.

Some lenders allow up to 60 days for this move to happen. I have seen others who require it to happen on the same day or before. This is a very large difference and certainly worth asking about before you finalize your mortgage.

What type of a mortgage will you have if you need an increase?

Most lenders will blend the rate of your current mortgage with the rate being offered at that time for the new funds. You may end up with a rate higher than the best but once you calculate a penalty it can make great sense to choose this route.

Some lenders will split your mortgage into a component A and B. This is a bit of as pain potentially as you now have two payments with two different maturity dates indefinitely.

Penalty - there is no set standard in Canada among financial institutions as to how a mortgage penalty is calculated. Find out before you accept a mortgage offer as to how your lender calculates theirs. This part isn’t at all fun however the onus is actually on you to learn.

A mortgage is a binding legal contract in which the lender is obligated to disclose

this formula to you ahead of time.

The other thing to watch out for are additional penalties. Some mortgages offer a really great low rate but if you read the fine print there is an additional 2.75% fee if the mortgage is broken.

Prepayment privileges - there are scads of ways you can pay your mortgage down quickly. Increase your payments, change your payment frequency, or put lump sums against your mortgage. Make sure the prepayment privileges you are being offered match your strategy.

You may want to

choose a lower rate in exchange for a decreased prepayment amount if that suits.

Or on the flip side if you plan to be very aggressive then make sure your mortgage allows this.

And there you have it! The pointedly poignant look at the particularly perilous p’s of mortgages. Educating yourselves and choosing a well-qualified mortgage professional is your best defense as always!

TRAVEL Oceania Cruises – seeing your world, your way

AT SEA – Passengers can enjoy an array of fabulous experiences onboard an Oceania Cruise ship.

Oceania Cruise Line offers a spectacular array of destinations on their elegant midsized ships, the Regatta, Insignia, Nautica, Marina and Riviera. A sixth ship, the Sirena will be added to their fleet in the spring of 2016. The Regatta, Insignia and Nautica have a guest capacity of 684 while the larger Marina and Riviera accommodate 1,250 passengers. The larger ships have more amenities on board as well as more specialty dining options.

Oceania cruises are almost all inclusive. You can actually dis-embark with little or no account to settle as most of their itineraries have pre-paid gratuities, internet included, specialty dining included and your stateroom fridge is restocked daily with bottled water and soft drinks.

Specialty coffees are available all day. We were also able to purchase wine on shore which could be enjoyed throughout the ship. Elegant but casual afternoon tea is served daily with an array of sandwiches to sweets featuring awesome scones and clotted cream – not good for the diet but oh so delicious!

Entertainment on smaller ships is not

the big Broadway shows as you would see on the bigger ships but there is a low key show every night. Our cruise featured a comedian show several nights and a musical group that performed an array of concerts from Broadway to modern.

Each ship has a smaller gym that is well equipped with modern exercise equipment where you can work off some of those extra calories. Then you can enjoy a relaxing service at the elegant Canyon Ranch Spa. As Oceania has mid-sized ships they can dock in the most desirable ports where larger ships cannot go. The itineraries are port intensive, many with overnight stays or later evening departures to allow for extra time to explore.

We did a seven night Caribbean Delight cruise on the Insignia, sailing from San Juan, Puerto Rico and visiting smaller islands to the south. Our first stop was St. Barts, a small island surrounded by crystal waters. As you stroll the shoreline, you will see many beautiful yachts docked in harbour.

where we docked the next day. It was a large producer of sugar cane but now you only see the remains of the crumbling sugar mills. The island was an important Royal Navy Base that remains a fascinating attraction for tourists.

Castries, St. Lucia our next stop is a small island where you can see lush rainforests, striking waterfalls, beautiful beaches and the Sulphur Springs - the worlds only drive-through volcano. You can also walk closer and see the bubbling, steamy pools of water.

Bridgetown Barbados is another island with stunning natural beauty. We saw Barbados’ best features on the Harrison Cave Tour. From the ship we drove through lush hills to the Cave with its stalactites and stalagmites, underground streams and waterfalls. You can include a visit to World of Orchids.

Our last stop before returning to San Juan was Grenada, the Spice Island. Our excursion took us through scenic rain forests, historic forts and the Spice Farm where a knowledgeable guide toured us through an array of spice plants, explain-

ing the purpose and uses for each. Be sure to bring some spices home!

The sea day as we cruised back to San Juan gave an opportunity to enjoy the amenities on the ship, enjoying a spa treatment, working off calories in the gym, trying your luck in the casino, or simply relaxing on the sundeck.

Oceania does not discourage families with children but they do cater more to a mature client. When considering all the onboard inclusions along with two for one pricing and air included in price, Oceania pricing is similar to other cruise lines that advertise lower base prices but do not include the amenities.
