MORTGAGE RATES HIT ROCK BOTTOM: B.C. REAL ESTATE ASSOCIATION Canadian bond yields were sent plummeting to new lows by a surprise rate cut by the Bank of Canada at its January meeting.

Despite that, posted mortgage rates have moved only slightly lower and banks passed through only a partial amount of the 25 basis point rate cut to prime rates that govern variable mortgages.

Since the bank surprised markets in January, expectations for future rate decisions have fluctuated wildly, whipsawing longer-term interest

rates. The five-year bond yield has recently rebounded after breaching the one per cent mark on its way to a record low of 0.59 per cent.

Meanwhile, the fiveyear fixed mortgage rate, the qualifying rate for all insured mortgages, sat at 4.74 per cent at the end of March.

That may be the absolute floor on the posted five-year fixed, given a 75 basis point decline in the five-year bond yield translated to only a four basis point reduction in the qualifying rate.

It may be quite some time before mortgage rates move materially higher.

The last time the qualifying rate was above five per cent, it corresponded with a five-year yield of around 1.8 per cent.

Our current interestrate projection shows the most likely scenario is for five-year yields to begin closing in on that level around the first quarter of 2016.

We expect mortgage rates will remain at current historically low levels for a considerable part, if not all, of 2015.

In addition, oneyear mortgage rates are likely to remain at 2.85 per cent, or equal to the prevailing prime rate for much of 2015.

As the Canadian economy recovers from the dramatic decline in oil prices, and if the U.S. Federal Reserve begins tightening as expected in the summer months, we could start to see some upward pressure on long-term interest rates towards the end of the year and into 2016.

Late last year, Bank of Canada Governor

Stephen Poloz announced he would no longer be providing so-called “forward guidance” as to the direction of Canadian monetary policy, preferring markets to infer changes in policy from incoming data.

In other words, the bank would not tip its hand as to upcoming changes in the bank’s overnight target rate.

Typically, such guidance has been used as a tool for calming markets in periods of extreme duress and Poloz, in removing such guidance, is opting to put that tool

back behind glass in case it is needed again.

The cost of that decision, in the shortrun at least, is added uncertainty.

Indeed, markets were caught off-guard both in January when the bank unexpectedly reduced the overnight rate, citing the dramatic decline in oil prices, and again when the bank opted to keep the rate unchanged the following month.

INCREASES TO MORTGAGE INSURANCE PREMIUMS As a result of its annual review of its insurance products and capital requirements, the Canadian Mortgage and Housing Corporation (CMHC) is increasing its homeowner mortgage loan insurance premiums for homebuyers with less than a 10 per cent down payment.

Effective June 1, the mortgage loan insurance premiums for homebuyers with less than a 10 per cent down payment will increase by approximately 15 per cent.

For the average Canadian homebuyer who has less than a 10 per cent down payment, the higher premium will result in an increase of approximately

$5 to their monthly mortgage payment. This is not expected to have a material impact on housing markets.

Premiums for homebuyers with a down payment of 10 per cent or more and for CMHC’s portfolio insurance and multi-unit insurance products remain unchanged.

The changes do not apply to mortgages currently insured by CMHC. “CMHC completed a detailed review of its mortgage loan insurance premiums and examined the performance of the various sub-segments of its portfolio,” said Steven Mennill, senior vice-president, Insurance.

“The premium increase for homebuyers with less than a 10 per cent down payment reflects CMHC’s target capital requirements which were increased in mid-2014.”

CMHC is mandated to operate its mortgage loan insurance business on a commercial basis.

The premiums and fees it collects and the investment income it earns cover related claims and other expenses while providing a reasonable rate of return on its capital holding target.

$100 ticket can land you the Y Dream Home The Kamloops Y Dream Home Lottery is back for another year — and this time, organizers are promising the best odds ever.

Lottery marketing manager Bryce Herman said this year’s draw will feature more than 300 prizes, including the nearly $600,000 home in Juniper West.

“It’s the largest prize board we’ve ever been able to offer,” he said.

Tickets for the annual fundraiser in support of Kamloops YMCA and YWCA are now on sale and the doors to the Y Dream Home are open to the public.

So far, Herman said, he’s pleased with the pace, noting the lottery’s $400 value packs — batches of five tickets for the price of four— are already going quickly.

Just under 800 of the packs are available this year, with the remainder of the 11,000 tickets for the home sold as singles for $100 each.

This year’s dream home, built in partnership by the Canadian Homebuilders Association’s Central Interior chapter and Thompson Rivers University trades and technology students, offers 3,000

square feet of space, including three bedrooms and an unfinished basement.

There is also a xeriscaped yard.

Many of the home’s features — including blinds, lights and sound — can be remotely controlled from either a smartphone or a touch panel in the house.

As with all lots in the Juniper West development, the home is pre-approved for a legal secondary suite.

Herman said one of the big draws of the home is its view.

“It’s spectacular — east, west and north exposures — so it’s just got a great view. And it’s unobstructed.”

The home, at 1990 Qu’Appelle Blvd. is open to the public every Saturday and Sunday until June 28 from 11 a.m. to 5 p.m.

Tickets are on sale until June 29 at 8 p.m., with this year’s prize draw beginning at 9 a.m. on July 7.
