After almost three decades of work for the Town of Ponoka as the director of protective services and fire chief, Ted Dillon’s retirement is set for Sept. 4.

In a press release from the Town of Ponoka, Mayor Rick Bonnett praised Dillon for his dedication and commitment to the community.

“His work was critical in enhancing our protective and emergency services,” Bonnett said.

With the advanced notice, this will give the town time to recruit a new fire chief and to help them with their transition.

Town welcomes new director of planning After some searching, the Town of Ponoka has hired a new director of planning and development.

Patricia Abdulla’s first day at work is Monday, April 27 states a news release from the Town of Ponoka.

Cowboy Mountie retires after 45 years of service

After 45 years and 192 days of service for the RCMP, Cpl. Dave Heaslip is stepping down and taking time for his retirement.

Heaslip, a resident of Ponoka, is one of the RCMP’s longest serving members who had a unique position of being a plain-clothes officer for K-Division’s livestock investigations under the umbrella of the serious crime unit. He says being in Ponoka, home to VJV Auction and many ranchers, was an ideal place to be.

“It really makes sense to have a livestock position to where all the activity is,” said Heaslip.

Being able to have an office at the Ponoka detachment worked well for Heaslip who says a camaraderie with local farmers and emergency workers is just as important as his investigative work. “All my friends are farmers and ranchers.”

“A uniform in my position is a detriment,” added Heaslip.

The way he works, Heaslip said he could walk into an auction market and strike up a conversation with a farmer with little hesitation. He would take time to help farmers out during harvest season or during calving time all with the goal to create a positive relation-

ship with farmers.

It is an area of work where a person’s name and reputation means as much as a contract.

He praised Fire Chief Ted Dillon and firefighter Donna Noble with working with him.

For the future, he sees branding and tagging with the Canadian Cattle Identification Agency as important aspects for a producer.

Without the proper ownership, it will be difficult for investigators to find stolen cattle.

“The good producers, they brand the cattle,” he explained.

He likened the issue to a person that records the receipts and serial numbers of their electronics equipment. If the items are stolen, it is easier to prove the theft with those serial numbers.

“There’s so many black Angus out there for example,” he said.

He takes a community-based policing approach with farmers. “You educate somebody about the legislation. You warn them and you charge them as a very last resort.”

Working with other detachments Heaslip’s southern Alberta counterpart is Cpl. Christian Reister in Calgary and between the two, they have a lot of ground to cover.

Heaslip said he worked closely with other detachments on investigations.

eight or nine Mounties who have the aptitude for the work. “It enhances their career path,” he said.

A lot has changed since Heaslip first started as a Mountie; when he started, women were not allowed to be police officers. He also did some work with the RCMP Musical Ride.

“I got off the Ride and I’ve had horses ever since,” said Heaslip.

What’s next? For now, Heaslip said he is looking forward to retirement and taking care of his horses at home. He hopes to help his grandchildren improve their horse riding skills.

“I’ve got lots of work to do at home with my horses,” he said.

He has become well recognized in the community. Indeed, while interviewing Heaslip, several people offered a greeting to him.

Kings of Leon: Beautiful War

I like music; I always have. From the Beatles to Pink Floyd, Journey to Metric and the Kings of Leon, I find music inspiring. There are songs about hope, longing, sadness and joy. But most songs, I think, could be called love songs. The one I quoted is. It’s a typical lament about making mistakes in a relationship, getting a well-deserved ear full and feeling just the right amount of lament about it.

There are only two verses of “story” to the song and the chorus that repeats a few times. What caught my ear, at first, was the beat. If you listen to the song, you’ll know what I mean. It calls you to attention and then draws you in.

The other thing is the cho-

rus. It’s the point or core belief behind the whole thing. Love has meaning when it’s worth fighting for and that, my friends is a beautiful war. Redeeming the inescapable conflict that comes between people.

What I mean is, it’s a “beautiful war” when someone messes up and apologizes and tries not to do it again. Equally beautiful when the apology is accepted and a greater love is born out of the conflict.

Sadly, I think that too many of us give up too soon and the war between friends or spouses is anything but beautiful.

In Christian language what I’m talking about is confession, repentance and forgiveness. But most would have recognized that already. I think in the times we live in they are good words, strong words that speak into the brokenness we all feel and, I think want mended. It’s always our turn to keep the war beautiful, isn’t it?

Of course, writing this on the Thursday before Good Friday, I have yet another motive for sharing my thoughts on the topic.

vocation a person enjoys. It means, even, joy in suffering. Not happiness! Joy is deeper: the assurance that all will be well at least at some level. It is an awareness that God has not left or forgotten humanity or this world. It is a reminder that in some sense the beautiful war isn’t over yet.

The main fight is. The outcome is settled. God wins. And what that all means is available for discovery day by day. But there are still the daily battles being fought. There is still trouble, brokenness, hardship and suffering. There are still people divorcing, lying, cheating and stealing; people dying for their faith and people doing the killing with letter or sword.

The beautiful war still raging and at its best, most redemptive, is best seen when a disciple of Jesus says no to the conflict and offers the same new life that Jesus did; that Jesus died for. I’m grateful for musicians and songwriters, I believe they touch on the deep issues that affect all of us. And whether they intend to or not, they often touch on God’s heart to send a message of hope.

In this case could it be the message of the beautiful war, of Christ inviting his people into fullness of life?

Whoever his people may be.

Tomorrow the Christian community will remember the beautiful war with services throughout the day and the Walk of The Cross through town at midday. And, of course, in the shadow of that day is the reminder that Sunday is coming. Easter is coming.

Resurrection and new life is come. The gifts of forgiveness proved.

So, it seems to me that my current favourite song makes a solid bridge between Good Friday and Easter. Love don’t mean nothing unless there’s something worth fighting for. And what clearer demonstration of love, than for one to give up his life for the many?

My understanding of the Christian story is that Jesus showed the extent of his love on Good Friday. He died, once for all, “to reconcile to himself all things, whether things on earth or things in heaven, by making peace through his blood, shed on the cross.”

(Col 1.20) So, apparently we humans, irrespective of ethnicity, religion or sexuality, are worth fighting for.

In fact, all of Creation is worth fighting for.

The implications of that are staggering. For me, that means hope in conflict, patience in difficulty, rich purpose in taking care of the earth through whatever

Reflections of Ponoka

St. Peter’s Church....

112 years of faith and dedication

The long and colorful history of the St. Peter’s Lutheran Church, located on a hill in the countryside 20 miles east of Ponoka along Highway 53, goes way back to Wohlynia (then Poland-now Russia).

Because of the ongoing political unrest, economic and religious oppression in their homeland, some people decided to make the long trip across the ocean to Canada, and by 1897, great numbers of these hardy immigrant families, many of them Lutherans, had settled in the fertile and rolling Red Deer Lake area.

While establishing their new homesteads, these proud and ambitious people soon began to practice their religious faith in their newly found land, and on July 22, 1897, Pastor F. Bredlow would form and organize the initial membership of the St. Peter’s Lutheran Congregation in the Manitoba Synod. At first, the services were conducted in the homes of the parishioners, and when Pastor Bredlow wasn’t present, the all German Sunday services were led by Andreas Siglet, a lay reader. As interest throughout the district in the new church grew at a rapid pace, the first church

council was formed and included Gottlieb Hensh, Carl Riske, and Adam Scheurman.

An exciting milestone for the St. Peter’s Lutheran Church to celebrate in 1903 was the availability of 40-acre plots, on which interested new congregations were encouraged to build their first churches. Work began on their new piece of land at the NW of 34-42-22 under the direction of Mr. Donaldson, a carpenter, with leadership and faith provided by the church board and Pastor Runge of Wetaskiwin, who was serving St. Peter’s at that time. With the new church building in place, the congregational life improved very quickly, with the pastor providing religious direction for the children, as well as German language instruction, Sunday services, Sunday church school, and confirmation classes. Adam Scheuerman would serve as the first Sunday school teacher, while the first baptisms conducted at St. Peter’s were those of William Hensh and August Schultz (Shingles), and the first wedding ceremony would unite Joseph Weins and Ottlilie Radke on April 10, 1904.

for the resident pastor by July 23, 1911, the unfinished structure burned down on September 11. Not to be discouraged, the members of the congregation took turns sharing their homes with the new pastors, and also worked together to complete a new barn in 1918. Under the leadership of August Resler, the first St. Peter’s Lutheran Church Choir of 19 voices was formed, and as activities increased and membership grew, the congregation would vote to become self-supporting, and 20 acres of the church property were later cleared and broken. Their strong faith, friendships and dedication going into the tougher times of the 1930s would result in the enlargement of their church as well as the addition of a full basement. A St. Peter’s Lutheran Church Ladies’ Group was formed in 1932 with the encouragement of Pastor Siegfried Cyrus, and the first members would include Mrs. R. S. Schultz, Mrs. Julius Smaltz, Mrs. August Schultz, Mrs. S. Cyrus, and Mrs. Samuel Radke. The first English language adult confirmation class was conducted by Pastor Winter, and the first English services were introduced in the early 1940s, with everyone welcome.

In those very early days in Alberta, the early German settlers would bury their loved ones on the homestead of Heinrich Stadel and later at the Frank and Emil Orom farm, but with the acquisition of the new land for St. Peter’s in 1903, the cemetery was established near the church building the same year. The first Lutheran to be buried there was Martha Schultz, the daughter of Fred and Agatha Schultz, and in 1906, the remains of other congregation members and families were moved to the new location. Over many decades, the cemetery and grounds around the St. Peter’s Lutheran Church have been well maintained and kept in immaculate condition by several generations of the church family, with a groundskeeper hired in the 1950s and working together many high school students throughout the summer.

The introduction of a beautification plan in 1998 has resulted in the expansion of the cemetery to the south as well as the addi-

tion of countless tree memorials in honour of those who are buried there. Following are only a few of the many milestones and blessings that the congregation and the pastors of the St. Peter’s Lutheran Church have celebrated over the years. *In 1944, a parsonage was built in Bashaw, and then early in the 1950s the interior of the church was decorated and electricity, a new furnace, and many other amenities were slowly added. *In 1957, the congregation honoured its diamond jubilee, an electric organ was added in the 1960s, and the gala celebrations of the 70th anniversary on October 29, 1967 and the 100th anniversary on July 20, 1997 both played host to several generations of church members and families, as well as many of the dedicated pastors who have served at St. Peter’s over the years.

As farms changed hands in the district, the older members moved to nearby towns and many of the younger people moved away, resulting in a decline in congregation numbers at the St. Peter’s Lutheran Church over the years. Worship services are now held two Sundays a month, and since 2010, the pastor has also served residents of Edberg, New Norway, Zion and Bashaw. Those who continue to worship have always faithfully carried out the lofty dreams of their forefathers with great pride, diligently working together to look after the interior and exterior of their cherished 112-year-old church, including the pristine grounds and the cemetery. Along the way, with the support of a long list of dedicated pastors, the congregations have hosted 154 marriages, 830 baptisms, 222 burials, 453 confirmations as well as countless annual activities for family and friends from near and far, and will surely continue to do so into the future.

Many hundreds of members through several generations at St. Peter’s have been truly blessed to have had the privilege of worshiping and serving God in this friendly little country church, while gathering precious memories that will be shared and never forgotten.

Duffy trial and future of Canadian democracy

Editor By the time these lines appear in print, the trial of suspended senator Mike Duffy will have started, a process, which will, undoubtedly, be a colorful theatre with a lot of media coverage and possibly some ground-shaking revelations.

The media attention is already intense, with lots of print and broadcast media reporters having already been assigned to cover the case, as both Mike Duffy and several important witnesses for the prosecution, people who, at one time or another, were close confidants of Prime Minister Stephen Harper’s, with knowledge of his decision-making habits, scheduled to testify before the court during the trial by a single judge, as preferred

by Duffy.

Maintaining his stance for quite some time that he is eager to tell his side of the story, Mike Duffy, a former CBC journalist, might have a lot of beans to spill about how the prime minister ran his office, how he managed the money left to his discretion and what kind of wrong practices have become commonplace in Ottawa.

The trial is promising

to be a legal battle, where Mike Duffy’s lawyer Donald Bayne, with almost four decades of courtroom experience will fight more than 30 charges leveled against his client, including fraud, bribery and breach of trust in front of Justice Charles Vaillancourt, who is said to be no stranger to controversy with some quarter of a century’s experience on the bench.

But what should we really expect to see out of this trial?

Is it too naïve to hope that the case will bring to surface many of the malpractices that Ottawa establishment has long got accustomed to and show the dark side of the government that the ordinary citizens of this country have no idea about? With Duffy reportedly having mortgaged his home to pay for trial expenses, will he disclose details that will clear his name and save his residence while making some damning accusations against Harper or other politicians?

With so much at stake as the federal election campaign scheduled to start within weeks of the expected end of the trial in late June, how are Stephen Harper’s political strategists and public relations advisors preparing to counter possible revelations that could damage his already weakening reelection chances? Are the foxes going to prove too clever to be outmaneuvered or will they finally throw in the towel?

(Could it be because of the expected fallout from this trial that Harper’s cabinet ministers, one after another, are trying dissociate themselves from the prime minister?)

Of course, it is meaningless to speculate about the outcome, because at the moment we are completely unaware of what the key witnesses have to say, how Duffy will be defended by his lawyer and how the judge will assess the evidence and testimonies to be given at the court.

However, we could nurture some hope that, in the long run, this trial might help strengthen democracy in Canada.

Recently a public interest group called Samara released a report rating Canada’s democracy with a disappointing C. The group’s report said the declining voter turnout, lack of trust in people’s representatives sent to legislature after being chosen in elections and increasing disinterest in politics are bad signs when it comes to the health of democratic governance in this country.

“When you have MPs who are content just to repeat talking points and not speak directly from the heart, then I think that does propagate the view they are really just there to be puppets for the party,” said Alison Loat, the executive director of the group which published the report.

The realization of hopes for better democratic governance in Canada as a result of this trial will depend on whether the electorate will hinge the outcome to their responsibilities for their own future, that is, whether they do realize that casting a ballot every four years and then forgetting about how we are governed is not the best way of fulfilling our responsibilities as citizens.

PC leadership lacks integrity Dear Editor, The last Alberta provincial election had legally resulted in a majority government for the Progressive Conservative Party. The legally voted in opposition parties, Wildrose, NDP and Liberals increased by a few MLA seats; still under two dozen to do their checks and balances, as is proper in the democratic tradition.

Within two and a half years of “Hollywood” style behaviors of media and high-rolling governance, the PC MLAs deposed their premier Alison Redford. Then the PCs MLAs were stalled. They were a majority government with no leadership.

Within the legislature, there was one standing to take over the premier’s place. Was this replacement of Redford not an option among the elected MLAs? Were they still so immersed in “high rolling,” the people elected were unable to think?

What they opted for, has led to soap opera episodes, like a bad set from Dallas.

Could any of you ever imagine that the MLAs and party caucus would rent a new premier and his crew of unelected men to take over and shuffle themselves — into by-elections — around the province to get themselves on board? They did and won.

Were they satisfied? Apparently the PCs were not. The new premier was able to coopt a few Wildrose MLAs; then before four months passed, he had Wildrose opposition leader Danielle Smith and nine other MLAs

cross the legislature floor to become PC MLAs! Were they satisfied? Not yet! In two months the co-opted Wildrose PC MLAs had to run in their original ridings in a re-byelection of a sort. First they were to run by constituency as PC, against other unelected PCs coming forward to run against the slate of other PCs wanting a position.

Were the PC MLAs and party double plugging a damaged dike? Doing a second betrayal of the opposition Wildrose? Are the remaining Liberals and NDP MLAs still a threat to the premier?

After this much of a dog and pony show, now there is still much talk of a provincial election this summer.

Is a complete majority of every seat in the legislature still a democracy?

All the slate of hand treachery means that they are scared of hard times.

So the PC MLAs fear to bite the bullet of restraint by calling an early election for Alberta? What else do they want?

They could hope, I guess, that they could get the four or six other opposition seats — they could be counting on the vast numbers of uninformed or indifferent voters to trust them.

Behaviors since September 2014 do not display the integrity of the group at the helm at the moment.

Melodie Woods receives Rotary recognition SUBMITTED

Rotary Assistant Governor Gerry Winia attended the Ponoka Rotary Club meeting on Friday, March 27, 2015 to present Melodie Woods with the Paul Harris Award in recognition of her high ethical standards, exceptional work in the community and leadership in Rotary.

WCPS board divided over funding allocation policy

Board votes by a slim majority to authorize superintendent to decide on in-school funding allocations A lengthy discussion over the proposal to abolish the Wolf Creek Public Schools’ (WCPS) site-based school funding allocation policy split the board as some trustees wanted to abrogate the policy immediately while

others wished for more time to review it, despite the fact that it would force superintendent Larry Jacobs to delay the individual school budgets by a month.

“That’s easy for me to do, but you’re going to face a riot,” said Jacobs in reference to the decision to keep the long-standing policy.

The board of trustees did, in the end, repeal the policy in favour of giving the superintendent more power to control how schools al-

locate their funding through an administrative procedure at its Wednesday, April 1 meeting.

“I’m concerned about my integrity as a trustee.”

Trustee Bob Huff was

adamant the policy should not be abolished before the board was given more time to review it and seek the opinions of other WCPS staff.

“I don’t think we can change a culture that’s been in place for years in 10 minutes, that’s a concern to me. I understand there are budget realities but those realities were created last week,” said Huff, referring to the provincial budget.

Huff challenged that the

board will only seek staff opinions when it is advantageous to the board. “I’m concerned about my integrity as a trustee,” he stressed.

“We have a policy and I think it behooves us to review it. We may find Policy 17 is outdated, but I don’t think we should be held under the gun,” he added.

When the motion not to review the policy was put to a vote Huff and fellow Lacombe trustee Barb Walker voted against while trustees

Lorrie Jess, Trudy Bratland and Donna Peterson voted for it. Trustee Pam Hansen was absent.

After the vote, Jess called for the policy to be repealed and have Jacobs create an administrative procedure that would give him more authority over school funding allocating.

Developers could be looking at increased costs to their projects if town council approves recommended off-site levy fees, considered to be high as compared to neighbouring municipalities.

The last time the Town of Ponoka’s off-site levies bylaw was updated was in 1978 for water and sanitary sewer and 1987 for storm sewer infrastructure in the Riverside area, despite a recommended review every year.

To bring these levies up to date, town administration hosted an open house Tuesday, March 31 at Town Hall, to give developers a chance to share their thoughts.

One question raised during the open house was why off-site levies were not updated on a regular basis as recommended.

What is an off-site levy?

As a town grows, municipalities are having to find ways to pay for infrastructure growth such as sanitary sewer treatment, water and storm infrastructure. Since those municipalities are responsible for that infrastructure, the cost to develop or improve them falls on the taxpayer.

An off-site levy puts the cost on the developers, who forward that cost to the buyers. This takes some financial pressure off existing residents, explained engineer Jim Duckworth with Tagish Engineering.

Tagish was hired to provide recommendations to the town’s off-site levies. He says the basic premise of the levies is “existing residents don’t pay for new infrastructure.”

Current levies The current bylaw provides these costs per hectare to developers: Residential, $9,671 Industrial (6,000 square feet), $5,871 Industrial (12,000 square feet), $8,871 Proposed levies show quite a jump, but Duckworth says the new recommended rates are based on projects from the last 10 years.

Tagish’s proposal separates the town into four areas and covers water, sanitary sewer, storm and transportation.

$44,744 Northeast sector, $42,391 Developer Grant Jorgensen praised the town and council for being proactive but the jump in offsite levies appeared daunting. “That’s a tough pill to swallow,” said Jorgensen.

When compared to other towns, Jorgensen suggested it was high. The City of Lacombe’s most recent 2013 rates totaled $31,308 per hectare, but Duckworth said

the city is implementing new levies in a staggered manner.

Comparisons with other towns: The Town of Blackfalds, 2008 off-site levies are $38,534 per hectare, a difference of $4,000 to $10,000 depending on the area.

The Town of Olds, 2005 ranging from $28,405 to $56,810 per hectare.

The City of Red Deer’s 2013 levies are five times higher at $197,379.

The Town of Sylvan

Lake’s 2008 rates are per dwelling unit, $8,855.

The Town of Stettler’s 2008 rates are $12,350.

Duckworth said some town councillors may be hesitant in implementing the proposed off-site levies but he suggests the old rates, while quite low, did not help drive development either.

He added development is not paying 100 per cent for improvements.

Some portions are going to the town because if some

of the improvements benefit existing residents, those costs have also been considered. Duckworth added

an incremental increase of the new off-site levies could help developers with planning.

Rimoka Housing Foundation was formed in 1995 as a management body under provincial legislation. Walk of the Cross parades through Ponoka, honours Christ

Ponoka’s 19th annual Walk of the Cross took place Friday, April 3 as a crowd of all ages paraded the wooden cross through the streets of town, stopping for prayer and readings at many important locations.

Worshippers marched Friday, April 3 through mild spring flurries as they participated in the annual Walk of the Cross, honoring the crucifixion of Jesus Christ and his resurrection.

“We gather on this solemn day to remember the journey of Jesus to his crucifixion,” said Ponoka United Church Minister Beatrix Schirner.

The Walk of the Cross, for those involved, is not only a day to worship but also a day to carry a cross of their own. “It’s a powerful experience,” said Schirner.

Ponoka’s Walk of the Cross was first organized in 1995 by Dan Helm, who continues to organize

the significant event each year. “I think what’s really important is it sets the concept for Easter.”

“We really need to remember, we can’t have resurrection without death,” he added.

The Walk of the Cross is a time of quiet reflection for some, and for others it is an opportunity to share the experience with friends and family.

“It’s a community event, that’s important as well,” said Helm.

The cross itself was carved and constructed

by Helm after the wood was found in a farmer’s field near Ponoka. “(We) drove into the field and we looked for the biggest tree.”

cross is quite weathered and aged. Helm says he may not be around for it, but eventually the cross will fall apart completely.

“For me, that’s part of the symbolism. Eventually it will rot away,” said Helm. He feels the cross is a symbol of the cruel torture Christ endured so it is fitting it will someday rot and fall away.

Helm also feels the walk is a good practice to come to terms and work through the challenges and “ugly things” in life.

Being an illustrious and longer event than what is seen in Ponoka, the Walk of the Cross is an ancient tradition and each year people from across the world flock to Jerusalem to retrace Christ’s steps through the city.

The board’s policy was set to limit how schools can shift funds between different departments to encourage a responsible and appropriate in-school budget. However, Policy 17 gave little authority to anybody to regulate how schools were allocating their funds, says Jacobs.

Peterson and Jess felt by getting rid of what they believed to be an inefficient policy, they were doing what is best in the interest of the students.

“I’m likening this to the government,” said Peterson.

“We have to live with the consequences.”

Jacobs says when schools realize their funds will drop due to the government’s budget, internal funds will be moved around to suit the schools’ needs.

“I have no authority. They could cut EAs (educational assistants), they could transfer the funds to different departments, whatever they want.”

“I have confidence in them. They are not going to do something irrational,” said Huff.

With the repeal of Policy 17, the WCPS board is moving away from sitebased decision making, a concept that has stood in the division and across the province in education for years.

“That decision-making is running right up the wall of the new budget,” said Jacobs. “There should be some ability at the site to make decisions that reflect the school community,” he added. However, he admitted limitations are needed.

Within the last year, the board reviewed Policy 17 and Huff wants to know why its seeming inefficiencies were not brought to the trustees at that time. “I’m not convinced that what we’ve had is inefficient,” he insisted.

I guess that all of us dedicated Albertans were a little tentative last week when the Progressive Conservative Party presented our ‘Time to get tough and tighten your belt’ 2015-2016 provincial budget. Bottom line is that they plan to spend $48.4 billion on an expected revenue of $43.4 billion, which represents a five-billion

dollar deficit, the largest in Alberta’s always colorful, often controversial, and totally unpredictable political history.

So we are all wondering just how this ‘toe the line’ budget will affect all of us, who will be the winners, and who stands to lose or gain the most. Looking over all the final fiscal facts and figures, we can now sit down with our calculators and soon to be tax returns and figure out how to balance our books going into the future. Here are some of the highlights, from which I am sure that you will all have an opinion to share, and here is how this mostly retired 72year- old senior looks at it all, wistful, but not always very wise. *With the end of the 10 per cent flat income tax rate, the two new brackets for those lucky 330,000 workers who are making more than $100,000 or $250,000 will have to pay just a little more back each year to help

fill up the currently depleted government coffers. Even the government, just before calling an election, has agreed to cut 2016 full time jobs, which will result in 370 layoffs. *For quite a few years, we did not have to pay Alberta health care premiums, but now, those individuals making more than $50,000 a year will have to pay a health care levy, effective July 1, 2015, which will be capped at $1000.00 annually and collected through the income tax system. I believe that we have one of the best health care systems in the world, but I really hope that the powers to be will use these extra funds to upgrade or add new facilities, staff, and equipment to their already over-stressed services, which must be available 24-7 to each and every Alberta citizen, no matter what their age, income or walk of life. continued on page 22

NDP candidates challenge Progressive Conservative practices

In continuing efforts to make sure the party’s goals and plans are heard, Lacombe-Ponoka New Democratic Party (NDP) candidate Doug Hart and WetaskiwinCamrose candidate Bruce Hinkley held an informal forum at the Ponoka United Church, Wednesday, April 1.

Hart says one of the biggest challenges he faces, as an NDP candidate, is the mindset of people fearing they will waste their vote on a nongoverning party.

He believes people hold their minds to the thought an MLA is only good to visit Edmonton and Ottawa to garner money for the constituency.

“The role of the MLA is more than that. The role of the MLA is to define long term policies; what’s in the best interest of the citizens.”

“Our responsibilities are the citizens,” he added.

For the Lacombe-Ponoka constituency, some of Hart’s concerns include public education and seniors’ care, affordable health care, the province’s economic uncertainty, the Progressive

Conservative (PC) government’s per capita funding model, ignored social and physical infrastructure, privatization of public sector and urban drift.

Several years ago, Hart read the number of seniors living in Ponoka was double the provincial average. “It’s because all our kids are moving away, and Ponoka’s no different than other small towns.”

Rural Alberta will further lose its vitality if small towns and family farms cannot retain the younger generations.

“We’re killing the goose that laid the golden egg,” the NDP candidate said.

Hart says he does not want to pit rural and urban Albertans against each other. but he does see the importance of teaching urbanites where their food comes from and the need to preserve the vital system.

Hart is displeased with the way the PC Party has handled Alberta since Peter Lougheed, one of the province’s most popular premiers, handed over the reins.

Both he and Hinkley feel the NDP has done a better

job of upholding Lougheed’s ideology than the PCs have.

“Who would guess the New Democrats are more like Peter Lougheed than the Progressive Conservatives?” Hinkley asked the audience.

In his time as premier, Lougheed developed five principles to guide his actions to a healthy Alberta. While the NDP did not set out to copy those principles, Hart says Lougheed’s principles and the party’s match well because both were invested in bettering Alberta.

Both believe royalties should be mandated on Alberta oil companies. In his time, Lougheed raised the royalties to 30 and 40 per cent; they are currently paying 9 per cent.

Hinkley says if the government increased the royalties 2 or 3 per cent, that would mean an extra $3 billion in revenue, annually.

Lougheed’s second point was to establish a Heritage Saving Trust Fund, meant to save for the future, diversify the economy and improve the quality of life for all Albertans.

not been much action taken to diversify the economy or improve the lives Albertans.

“There are all kinds of problems with the health system (and) education.”

The Alberta NDPs also agree with Lougheed’s direction to build oil refineries.

This creates long term jobs in Alberta and the party supports selling refined oil.

Lougheed’s fourth point was ownership. “Because when you own something, you get the profits from in.”

An example Hart used was the province’s oil companies. In the past, the public sector was able to own portions of the companies, until they were sold to the private sector. Over the last few years, other countries such as China have been making purchases in the oil sands.

Hart scoffed that the PC party is allowing foreign companies to own Albertan oil assets when the province’s citizens no longer have the same opportunity.

NDP’s and Lougheed’s final common concern is environmental stewardship.

Hart and the party want the extraction of oil to be done

responsibly. Adding to Hart’s and Hinkley’s fire is the 65plus oil projects running in the province.

“And that also affects water,” said Hinkley. “So those tailing ponds are here to stay.”

When an election is called, this will be Hart’s

fourth time in the ring. While neither he nor Hinkley were expecting to be candidates this time around, as both were hoping for young blood, Hart says this is a role he is happy to step into. “Albertans are looking for new leadership and I’m enthusiastically applying for this job.”

Big but not so bad Alberta budget continued from page 20 *The new gasoline tax had already jumped four cents a litre before the ink was even dry on the new budget, but they claimed that this tax has not been been raised since 1991, and will still be the lowest in the country.

Maybe to soften the sudden surge at the pumps, we might be able to ride our bikes or walk a little more when the weather is good, and the extra exercise will be great. Taking a bus or car-pooling has worked well in some areas, and for those of us who can figure out that handy-dandy GPS, we will usually be able to find the shortest distance between two points, occasionally getting a little advice from the resident road-wizard in the back seat. *Taxes are always going up smokes and liquor, but then again these pleasures or habits are our own personal choice. We are now paying 16 more cents for a bottle of wine and 90 cents more for a case of beer, but if we share the costs on a group and social basis, it will save us a little, be just as much fun, and a whole lot safer. I quit smoking when cigarettes went over $5 a pack, but now I see that the tax alone is $45 for 200 cigarettes, for a total cost of $104 a carton or over 50 cents a cigarette. This time around corporations and oil companies will be exempt from any tax crunch. *The fees that we pay for everything from camping to court filings to marriage certificates are going up, while traffic fines will be boosted by a whopping 35 per cent (including a huge hike in distracted driving offenses), which we can all quite easily avoid by not breaking the law. *We should all be very pleased that they have introduced tax breaks for the working poor, where the over 75,000 families in our province who earn less than $41,220 a year will be eligible for an annual supplement for each child to a maximum of $2750 annually.

I will, however, not hold my breath to see where they have yet put together a long term plan to assist our growing list of homeless people, or those who can’t afford proper housing or brighter benedits for their families. *Sadly The Charitable Donation Tax Credit is be-

Ponoka County not adversely affected by provincial budget

While no large surprises came out of the provincial budget, revealed late last month, Ponoka County CAO Charlie Cutforth is pleased with how the Government of Alberta has retained the Municipal Sustainability Initiative (MSI) funding grant.

“I thought there would be some reduction, as it turns out there’s no reduction,” said Cutforth.

“We never got a hit this year, I think because an election’s looming,” he added.

This leaves the county with $3.4 million in MSI funding.

With some extensive capital projects on the radar this year, totaling $8 million, Cutforth is pleased a lack of funding will not stint progress. “It (MSI) makes our capital budget look even better.”

Ponoka County is scheduled to pave five and a half miles of Iola Road this year, which is located west of Highway 20, west of Rimbey. “That road is a major artery to all the oil field both in the west end of our county

and Clearwater County,” said Cutforth.

The Iola Road project is estimated to cost $5 million.

Another $1 million will go toward a bridge replacement on Lloyd Creek, near the Rimbey Gas Plant, two boat launches and an intersection near Gull Lake will come in at $1.2 million, rebuilding and expanding the waste transfer site to a three-bay unit will cost $700,000 and another $1 million is slated to go rebuilding a paving an access road west of Highway 2.

“If things went totally sideways, we’d be just fine.”

The majority of the county’s operating budget will be spent on general road maintenance, says Cutforth.

Trucking and placing gravel on the roads will cost $1 million and $1.2 million worth of gravel will be used.

Chip sealing and dust control will total $1.6 million.

“We’re planning on rebuilding 10 miles of county roads, in various locations,” said Cutforth; the expense of the endeavor is $3 million.

The Alberta government increased school requisitions for municipalities in its budget, but Cutforth says if the county residents feel any impact it will be negligible. The requisition increased from $6.9 million to $7.6 million.

Sitting at a rate of 1.69, county residents will see no tax increase from the county this year. “It’s the lowest in the province,” said Cutforth.

If residents do see a small increase or decrease on their bill, it is because assessment values changed, says Cutforth.

“Ponoka County is sitting on solid reserves. If things went totally sideways we’d be just fine,” said Cutforth.

generate its operating budget and if it ever lost all government funding services would proceed as normal, simply with a smaller capital budget.

Cutforth feels this is a practice all governing bodies

should take under advisement.

“There’s huge cost savings to be had if they’d (Government of Alberta) just do it,” said Cutforth.

“There’s huge democratic overload in some of those

departments. It would mean a lot of people would lose their jobs at the provincial level,” he added. He feels a 5 per cent roll back does nothing to quench the public’s anger with the government.

Interest in lacrosse is growing at such a rate that the Lacoka Lacrosse Association is seeing some of its biggest number of players, ever.

President Mike Wood could hardly contain his excitement during an interview Saturday, April 4, as players went through pre-season drills at the Ponoka Culture and Recreation Complex.

“Our registrations are way up,” said Wood.

The association has enough interest that teams start at the mini-tykes and go all the way up to a junior team.

“We’ve never had three teams in one division before,” said Wood referring to three peewee teams.

Another exciting development is seeing more than

20 girls sign up for their female teams, something Wood says is a first for the association. He says they will have a girls’ peewee/ bantam team and a midget team.

He says coaches and parents want to be involved and he feels this season will be one with many milestones.

Wood added that lacrosse is one of the fastest growing sports in North America with associations putting together field and box lacrosse programs.

“The biggest thing that we have to develop is our coaches,” added Wood.

He feels as coaches develop their skills they will pass that learning on to the players. Wood says he is pleased to see older players returning to show the younger players valuable skills. “This year we’ve had

quite a few players step up and say they want to come back.”

“You know you’ve won as an association when the kids that have come through want to give back,” he added.

The season is expected to start next week and Wood says Saturday, April 25 is a big day for the association because all the Lacoka lacrosse teams, including the mini-tykes, will be playing league games in Ponoka.

Wood says they are accepting registrations until May 5.

As the City of Lacombe is working on renovations at its arena, much of the season will be played in Ponoka.

Tribute show brings back memories of Louisiana Hayride old time KWKH Louisiana Hayride radio show to life. Some of the biggest names in music, including Hank Williams, Elvis Presley, Johnny Cash and Patsy Cline, were on the iconic radio show that aired from 1940s to 1960s.

Put together by Gil and Lori Restling, the show has taken a life of its own and is coming to the Moose Hall in Ponoka.

“We’ve been going all across western Canada,” explained Gil. He says the old time music is dying out and he wanted a way to bring it back to life. Gil said he had been playing this music since he was a young boy. Lori is the show’s creator and she will present in-

teresting tidbits about the show between songs.

Among the musicians are also William Brookfield – with renditions of Johnny Cash and Conway Twitty – on double keyboard, guitar and vocals; Mike Melnichuck – playing Ray Price and Faron Young – on stand-up bass, electric guitar and vocals and Andrea Anderson, singing as Patsy Cline, Loretta Lynn and Tammy Wynette.

Gil also has some fun recreating Willie Nelson and Roy Orbison.

On March 25, 2015, Norman was taken into the arms of God and reunited with his loving wife of 60 years, Agnes and eldest son, Douglas.

He is survived by his sons, Bob (Carol) and family, Don, Terry (Maria), daughter, Cindy, and many extended family members and friends.

Norman will be missed by all and will remain in our hearts.

He was very active all of his life. He worked in many areas particularly the logging and tree planting industries. Perry was proud that he was 85 years older than his youngest grandchild. SNIDER Irven Paul After a long goodbye, during which he rarely lost his jokingly spirit, Irven Paul Snider passed away on March 30 surrounded by the love and care of his family. He was the anchor that held the family unit together throughout his life.

His spirit of fun, travel, jokes and family time were not only his life highlights, but also that of the family and friends that got to be part of it. Irven was born on October 17, 1967 in Orillia, Ont. where he grew up around his brother and sisters.

He will be deeply missed by his loving father, Irven C. Snider; his sisters, Diane Handford (Neil), and Kathy Whitfield (Terry); brother David Snider (Simone); his closest Aunt Iris and Uncle Herb MacDonald; cousin Karen Kitchen; along with six nieces and nephews; and numerous aunts, uncles and cousins. He is preceded in death by his mother, Gloria Snider (2014) and grandparents, Gladys and Archibald Semple and Muriel and Herman Snider. Memorial Service will take place on Saturday, April 18 at 1:00 p.m. at the Lincoln Hall (Lacombe County) located on secondary Hwy 792 between TWNSP RD’s 412 & 414. The Council of Ponoka County has been asked by James and Ellen Wall to amend Land Use By-Law 7-08-LU as follows:

The Council of Ponoka County has been asked by Rollie and Joanne Comeau to amend Land Use By-Law 7-08-LU as follows:

Reclassify the existing 26-acre subdivision in the SE 7-42-27-W4 from Agricultural District to Country Residential Hobby Farm District to allow for subdivision of the rezoned area into two parcels.

Reclassify part of the NE 2-43-25-W4 (approximately 10 acres) from Agricultural District to Country Residential District to allow future subdivision of the rezoned area into 5 two-acre parcels.

Before considering the by-law, Council will hold a Public Hearing at which any person claiming to be affected may ask questions or make comments. This hearing is scheduled for 11:15 a.m. on Tuesday, April 28, 2015 in the Council Chambers of the County Administration Building.
