B.C. to regulate professional development
“
There is no legislated requirement for professional development, nor is there a definition of what the route to that might be and what some of those tools are.”
The government forced all school districts into a new administration computer system that didn’t work, costing $120 million, so it doesn’t have the track record to lecture school districts on efficiency, Fleming said.

Education Minister Peter Fassbender. By Tom Fletcher The B.C. government is giving itself new authority to regulate ongoing teacher training, possibly requiring completion of new programs for teachers to maintain certification. Education Minister Peter Fassbender said there are currently no detailed requirements for certified teachers to stay current with new education techniques. Those requirements are to be worked out with the B.C. Teachers’ Federation, which was notified only hours before changes to the School Act were introduced in the legislature Thursday. “There is no legislated requirement for professional development, nor is there a definition of what the route to that might be and what some of those tools are,” Fassbender told reporters Thursday. “That is why it is important that we work with the teaching profession to define that moving forward, and that’s what this bill allows us to do.” There is no change to the five professional development days per school year that are currently part of the BCTF contract, or any requirement in the legislation that new train-

ing be delivered during those days. B.C. Teachers’ Federation president Jim Iker said education ministry officials have assured him there will be two years of consultation before changes to professional development are imposed. Any changes “need to be properly funded and respect teachers’ professional autonomy,” he said. Iker was more concerned about another change that gives the ministry authority to impose shared services arrangements on school districts. He called the move “a diversion from underfunding,” after the government demanded $29 million in administrative savings from districts, many of whom say they can’t find any more savings. Fassbender said school districts will have time to develop shared service plans themselves before anything is imposed by Victoria. NDP education critic Rob Fleming said Fassbender and the B.C. Liberals have a “centralizing impulse” toward school districts, shifting authority to the education ministry that doesn’t have the capacity to make all those decisions.

Three peaks in three days for local climber
“The climbs went smooth – no problems at all, just a couple serene moments of gratitude,” says Meinig. “It was beautiful weather, and of course by the end of the three days my legs were pretty tired. “We raised over $5,000; so a big ‘thank you’ to everyone who supported me. And just a heads up to the community: there will probably be a local shortage of chocolate ice cream now that it is done.” If you would like to learn more, or still donate, visit http:// www.3for3.net/ or search ‘343 Cranbrook’ on Facebook.

Michael Meinig, a Kimberley resident, recently finished climbing three mountains in as many days to celebrate his 50th birthday and to raise funds for the Good Samaritan Society. His efforts raised more than $5,000 for the organization. (Pictured) Meinig on top of the East End of Rundle. Kimberley resident Michael Meinig celebrated his 50th birthday by setting a personal challenge: he would climb three mountains in three days for three charities. Concluding a few dedicated months of physical training and abstaining from ice cream, the 343 (three for three) Challenge took place March 20, 21, and 22. Meinig climbed Mount Lady
MacDonald in support of the Cranbrook and District Community Foundation’s Homeless Shelter Project, the East End of Rundle in support of the Children’s Wish Foundation, and Ha Ling Peak to raise funds for the Good Samaritan Society. All three mountains are located near Canmore, Alberta. The total elevation climbed was just under 3,000 meters.

Gregarious Gardener
10 Neat Things by Top Crop Garden, Farm & Pet
Perennials "What's New This Year"
For all the keen gardeners out there, here are a few of the new perennial plants available for the 2015. Just to clarify for all new gardeners, these are the ones that come back every year. If you have existing perennials bed, make sure you Nurseryland Perennial & Vine 8-12-16 with micronutrients to get rejuvenation they need to perform this spring. 1. Aralia cordata "Sun King"; These giant beauties love the shade and make for a nice contrast with hostas. This new colour is spectacular. It boosts bright red stems with golden compound leaves. These colours hold all season and then the plant produces small white flowers that attract pollinators. The plant then sets red-purple berries that the birds love. Just remember its a big one that can reach heights of 3-6 feet. It makes a great back plant for a shade bed! 2. Alcea "Spotlight Radiant Rose"; If you like hollyhocks, then this is a new one to add to your collection. This is a true perennial hollyhock which flowers the first year. It has brilliant pink single flowers on tall stately stalks. It will get 5-6 feet so plant it in the right sunny spot. 3. Dianthus First Scent "Burgundy Blush" & "Lilac"; These beauties are from England. They are known for their spicy fragrance, compound habit and long season of bloom. They form low cushions of grassy, grey foliage topped with semi double flowers. Burgundy blush and Lilac are the new colours this year and they don't disappoint. An excellent addition to a rock garden or low growing edge. They love the sunny locations. 4. Echinacea Sombrero " Salsa Red" & "Hot Coral" ; This is a new series of coneflower, bred to produce well branched, sturdy, and compact plants featuring a high bud count. These two varieties produce very large, single flowers with overlapping petals in bright red and coral colours. It grows to 21-23 inches tall and loves a sunny location. It is attractive to butterflies and bees. 5. Iris germanica "Gingersnap" If you are a beginner gardener, any iris is a good plant to start with. They are hardy plants that reach heights of 27 inches. They are a good vertical plant for any sunny garden with good drainage. This new variety is exactly the colour of the cookie and makes for a nice contrast in any garden. Just remember, plant them the same level as the pot or they won't bloom. 6. Oriental poppy " Snow Goose"; I love poppies and will definitely be adding this one to my garden. They bloom early, last a long time and require very little care. This one has huge, white, semi double flowers. It has glossy petals of white with deep pinkish or purple blotches. It gets 24 inches tall and guess what? Deer do not like them!!! 7. Potentilla "Arc-en-Ciel"; This is a cousin of the more common shrub type of potentilla. It gets 12-16 inches and makes a lovely mound-shaping complement to any garden. They love the sun. This new one has green foliage, double button flowers of orange-red with a bronze centre. If you trim it after blooming, new buds are encouraged. Deer don't like this one either! 8. Veronica " Tidal Pool"; It is hard to find true blue flowers, but this is one! This is a new hybrid creeping Speedwell. Dense and fast spreading, with silvery blue-green leaves. It produces masses of white eyed, medium to deep blue-violet flowers. It is extremely hardy and loves the sun! This is another one the deer don't like. There are even more exciting new plants for 2015. This is a great year to find an amazing plant that adds to your garden. And remember..just tell the hubby " you can't buy happiness, but buying a plant, comes pretty close". Till Next week happy gardening.

The Weekend View
B.C. Views: Treaty trouble has deep roots
by Tom Fletcher Why did the B.C. government suddenly slam the door on their old friend George Abbott, after spending months recruiting him to head up the B.C. Treaty Commission? The instant media narrative, embraced by a shocked Abbott and then by NDP leader John Horgan, was that this was payback for grievances nursed by Premier Christy Clark from the 2011 B.C. Liberal leadership contest. Done on a whim, Horgan said after a week grilling Clark and Aboriginal Relations Minister John Rustad. Clark is suddenly a sore winner, lashing out, wrecking two decades of careful and costly treaty-making. Like many instant media narratives, this one makes no sense and is almost certainly wrong. If Clark was resentful about the roasting she received from leadership rivals Abbott and Kevin Falcon, she had an odd way of showing it. She appointed Falcon as finance minister to drive a stake into the harmonized sales tax, and Abbott as education minister to fashion a preelection truce with the ever-hostile teachers’ union. Both completed

their unlikely tasks and retired as heroes of the party in 2013. Outgoing chief treaty commissioner Sophie Pierre was as dismayed as anyone at the news of Abbott’s demise. While the two were in transition meetings, Pierre learned that she was not being replaced, leaving the federal-provincialFirst Nations Summit partnership of 22 years in a shambles. Clark went further when questioned by reporters about the sudden reversal. The future of aboriginal relations in B.C. may or may not include the B.C. Treaty Commission. “There have been some results, but four treaties in 22 years for $600 million is not enough result,” Clark said. “We have to be able to move faster, and we have to find a way to include more First Nations in the process.” That $600 million is mostly loans, from the federal government to First Nations to finance treaty talks. Of every $100 spent trying to honour the century-old duty to sign treaties across B.C., $80 is a loan from Ottawa, $12 is a grant from Ottawa and $8 is a grant from B.C. The plan was for First Nations to repay their loans out of cash settlements made to them for 100-odd years of uncompensated resource extraction, which is now accepted as being contrary to British and Canadian law. It was the blunt-spoken Pierre who first ac-

knowledged this hasn’t worked. Some of the 50 First Nations stuck at the treaty table have borrowed too much to go on, she said last year, calling for an “exit strategy” that forgives debt. The probability of the B.C. government making this decision without talking to the federal paymaster is exactly zero. I’m told the province’s clumsy timing had something to do with Ottawa’s late demands. I asked Clark if her plan to settle land claims faster was anything like the 2009 attempt by Gordon Campbell’s deputy minister Jessica McDonald to negotiate a province-wide deal declaring aboriginal title. Clark sidestepped the question, saying only that the 150 B.C. First Nations not at the treaty table need a say and a solution too. (McDonald now faces a similar legal gridlock as the Clark-appointed CEO of BC Hydro, trying to build the Site C dam.) Pierre, a veteran administrator from the Ktunaxa Tribal Council in the Kootenays, made a prophetic statement when her term as chief commissioner was extended three years ago. She said if Ottawa isn’t prepared to give federal negotiators a realistic mandate on compensation and sharing of salmon rights, they should “shut ’er down.” Her advice may have been heard after all. Letter: Giving real support to the arts “I support the arts and culture” became a wellworn phrase during Cranbrook’s municipal election in the fall of 2014. The first real test of that “support” is now in front of our recently elected Mayor and Council. The Cranbrook and District Arts Council (CDAC) want to turn historic Fire Hall No. 1 into a vibrant new home for Arts and Culture, which would also continue the revitalization of our downtown. Our newly elected municipal government
has a great opportunity to make this happen. How? Take the notion of selling the Fire Hall off the table. This is an important piece of our history and our culture - it should remain as a public building. Lease the Fire Hall to the CDAC and structure the lease so that if the Arts Council ever becomes insolvent, the building and all of the improvements return to the city without any compensation. If there are deficiencies in the CDAC’s Business Plan, have city staff work with them to correct the deficiencies and improve the Plan. This is common practice and demonstrates a partnership approach to improving our community. Improve proponent’s proposals is an important role for staff. Include funding in the 5 Year Financial Plan to support the CDAC and their efforts to secure a long-term home. This demonstrates to potential grant funders and donors that Cranbrook really does support the arts. As a community
we have borrowed and invested millions of dollars in recreation facilities to support healthy bodies. There is much to be said for investing in supporting creativity and healthy souls. There are hundreds of thousands of dollars in grants available in support of arts and culture. If that money doesn’t come to Cranbrook it will go to other communities. Having it come here supports our economy at no additional cost to local taxpayers. There is a real opportunity here to ensure that “I support arts and culture” aren’t just hollow words… ~Wayne Stetski, Cranbrook

Club to celebrate train restoration
Zaac Pick bringing latest album to Kimberley by Brian Coombs

(Above) CP FA-2 4090 is resplendent after being repainted by the Cranbrook Sunrise Rotary Club. (Inset) The train back in the 50’s, with local Peter Twarowsk and his son, Lloyd. by Dan Schellenberg
The repainted CP FA-2 4090 diesel locomotive sits in its stately fashion on the tracks located at King and Van Horne in Cranbrook. Directly behind it rests the FB-2, 4469 passenger coach, also repainted. The Paint the Train project carried out by the Cranbrook Sunrise Rotary Club is truly a testament to the fruition of the efforts of volunteerism in our community. After three years of undertaking the Paint the Train project, all of the dedicated work carried out by committee members, volunteers and local painter Kim Wasylowich, proprietor of locally owned Riemenn painting, brought the project to completion last fall. Originally, the innovative locomotive, built in Montreal in 1952 by Montreal Locomotive Works, arrived in Cranbrook in 1954. The first man to drive the big diesel unit in Cranbrook, Peter Twarowsk, now resides at Joseph Creek Village. Peter,
then a fireman for Canadian Pacific Railway, clearly recounts the first day the engine came to Cranbrook. The CP yard master, Charlie asked me: “Would you turn this unit around. I said, Charlie, I’ve never been in one before. Charlie said to me, neither have I. So, I got in with my 5-year old son Lloyd and turned it around.” The FA engine now rests proudly in its space at the King Street crossing Elko station, after being restored from a worn out appearance to its current gleaming state with fresh coats of durable epoxy paint and precision detail work on lettering and emblems. The final de-
tail work was done by Rick Janzen, owner of Streamline Studios based in Calgary. His extensive experience in train restoration projects, include the hand painted lettering for a train engine that is on display at Heritage Park in Calgary. Also, Rick’s hand painted signs are featured on numerous Hollywood production sets. Rick recreated and painted the Beaver crest on to the nose of the Alco FA-2 engine. The Cranbrook Sunrise Rotary Club is planning to hold a celebration later this year in order to commemorate
the restoration of the 4090 and 4469, which includes a display of material. To help complete the display, the Club is requesting photos, stories or any information about the 4090 and the 4469, which can be sent to P.O. Box 765 in Cranbrook, V1C 4J5. Items, depending on space, will be featured on the display board at the locomotive site on King and Van Horne. The Club needs to receive any memorabilia by April 16th of this year.
Zaac Pick is one of those artists that seemed to appear from nowhere. Back in 2009, he gained acclaim as his music was featured on shows such as One Tree Hill, The Ghost Whisperer and Joan of Arcadia. He is currently touring in support of his latest album, Constellations. Area residents will be able to share an intimate evening with him and his band at The Green Door in Kimberley on April 11. “I really enjoy intimate venues,” said Pick. “One of the reasons why I do music is communication and sharing a feeling. Being in a small place and hearing their stories and which song they like is the most satisfying thing for me.” The latest album is unique in that it feels larger than life, yet small—at the same time. This was intentional. “That was something we set out to do. Very relieved to hear its coming across. I felt for this work that it had to be intimate, but big and 10 ft

It should feel like a musical landscape, but something you can see yourself in at the same time,” said Pick. To that end, he and the band worked long and hard to create the work. Normally he would write the music and get together with the band just to record. In this case, he sent the music out to his band and in a back and forth process, it changed and morphed into the audio balm that became Constellations. “I’ve been playing with fabulous musi-
cians and wanted to have a chance for them to contribute. We spent a lot of time experimenting with new versions of the songs. I’m very happy with that.” Pick, along with Josh Cole (bass, keyboards) and Brandon Valdivia, (drummer), look forward to playing at The Green Door and said that patrons can expect, “...an intimate evening of beautiful cinematic folk songs with stories.” Zaac Pick plays at The Green Door in Kimberley on April 11.

Ten favourite Camaros
The old and the newer. (Left) The 1968 Chev Camaro Z28 and the 2010 Camaro inspired by the Transformers movies. By Rob Sass As we await the arrival of the sixth generation Chevy Camaro, let us look back at some favorite Camaros from each generation. FIRST GENERATION 1. 1967 Yenko Camaro — Don Yenko essentially ran a kick-ass speed shop out of his family’s decades-old Cannonsburg, Pa., Chevrolet dealership. Yenko replaced the car’s factory 396 V-8 with a Corvette L-72 427 that put out well over 400 gross horsepower. They went on to become among the most feared and (later) the most valuable muscle cars from the
first golden age of automotive performance. 2. 1968 Camaro Z/28 — If the big-block Yenko Camaro was a straight-line drag strip specialist, the Z/28 was the first-gen Camaro that you wanted to take on a road course. Its small-block 302-ci engine was essentially a 327 block with the crankshaft from the old 283 V-8. It made for one of the most entertaining and rev-happy pushrod V-8s of all time. SECOND GENERATION 3. 1970 Camaro Z/28 — The all-new second generation Camaro bowed for the 1970 model year complete with a

fastback design and some styling cues borrowed from one of the best, the Ferrari 250 ShortWheelbase Berlinetta of 1964 (Camaro would appropriate the name “Berlinetta” too, but we’re getting ahead of ourselves). The new car was an even better performer. 4. 1979 Camaro Z/28 — The 1979 Z/28 looked fantastic with a new front spoiler and NACA duct hood. And while 175 hp doesn’t sound like a lot, the early 1970s change from SAE gross to net horsepower made it look worse than it was. The 1979 Z/28 remained a sharp handling and by-no-means slow car. Values have roughly
doubled in the last five years. THIRD GENERATION 5. 1982 Camaro Z/28 Indy Pace Car — The ’82 pace car wasn’t about performance as much as looks. Nice examples are rare, but when they do show up, they are bargains, trading for well under $13,000. 6. 1990 Camaro IROC- Z convertible — One of the biggest things to happen was the introduction of the first convertible since 1969 (courtesy of American Sunroof Corporation) just in time for the Camaro’s 20th anniversary. Fantastic examples still trade for under $20,000.
FOURTH GENERATION 7. 1997 Camaro SS LT4 30th Anniversary SLP coupe — SLP Engineering (which stands for “Street Legal Performance”) followed the Yenko formula of 30 years earlier and grabbed one of the hottest Corvette engines (in this case the 1996 Grand Sport LT4). With wheel, tire and suspension upgrades to go with the balanced and blueprinted 330-hp LT4, the car cost about $18,000 more than the next hottest SS Camaro of the same model year. Buy one today for 50 grand. 8. 2002 Camaro SS 35th Anniversary convertible — The F-body went out of produc-

— Like the original Z/28 that cleaned up on road courses in the SCCA Trans Am series, the new Z/28 has track star written all over it. With extracareful attention paid to light weight and aerodynamics, the car is able to put to good use on the track its huge Brembo brakes, Pirelli P Zero tires on 19” wheels and 500-hp, 7-litre V8- (that’s 427 cubic inches to Chevy big block fans). FIFTH GENERATION 9. 2010 Transformers Special Edition Camaro —Brilliantly announced at the 2009 San Diego Comic-Con, fewer than 2,000 were produced exclusively in Rally Yellow with black stripes and Autobot badges that were strategically placed. The Transformers edition is by far the best-recognized Camaro of all time and a sure-fire future collectible. 10. 2014 Camaro Z/28

SIMS, Percy 1926 – 2015 On Friday evening, March 27, 2015, Percy Sims passed away peacefully at the East Kootenay Regional Hospital at the age of 88 years. Percy was born in Invermere, BC on May 5, 1926 to Percy and Bessie (Nelson) Sims. He was a Veteran of World War 2. Percy married his wife, Marian on August 10, 1949 and was blessed with five children. He and Marian lived in Kimberly for 30 years and by Koocanusa Lake for 25 years. He and Marian have truly enjoyed their life in the Western Lodge. Percy has always been a very avid hunter and fisherman. He enjoyed a lifetime of taking remote trips into the bush of the Cariboo in central BC to either hunt or fish. It was something he never tired of. In the last 10 years, he enjoyed driving into the bush in the area with his wife, his daughter and his dog. He spent countless hours with his granddaughter Natalie and her two kids, Luke and Rowan. They brought him great joy in the last few years. Of all the things he enjoyed to do, his greatest pleasure was his family. He loved when his children and grandchildren would drop in to the Western Lodge for a visit. He was very proud to show off his family members. Left to mourn his passing is his beloved wife of 65 years, Marian; his children; Harvey, David (Kellee), Charlie, Raymond (Loretta) and Marthel. He also leaves his grandchildren; Lonni, Joseph, Ashlee, Wesley, Koddee, Christie, Natalie, Rory and Harley as well as 14 great grandchildren. Percy is survived by one sister, Cindy (Rob) Stevely and one brotherin-law, Roy Gaskell. A celebration of Percy’s life will be held on Saturday, April 4, 2015 at 1:00 pm at the Western Lodge, 2655 Warren Ave., Kimberley. Your presence would be a gift in Percy’s memory. Condolences may be left for the family at www.markmemorial.com
OBITUARY
Personals Dear people of Cranbrook: I was hoping to again ask for your help. There is a werewolf in my garden & he is eating my petunias & digging up my dead pets. Poor old fluffy, he was a good hamster but he spent to much time at his ninja classes & my samurai turtle Sam took him out just before he got the turtle, but enough about that, I was asking about help against the werewolf. He frequents the park near my house. Gyro Park has a werewolf in it that seems to like the swings & teeter tooters. He apparently has a thing for flowers but hates wolf’s bane, he leaves that alone. I need him gone. Hopefully the one who killed that red dragon can help me with this too. Will offer the same one million experience points plus another one million experience on top of it because the dragon slayer never claimed it and it could be yours. Just get rid of the werewolf for me.

OBITUARY
Robert Franklin Esser “Bob” 1939 – 2015 It is with great sorrow that we announce Robert’s passing on Thursday, March 26, 2015 in Cranbrook, BC at 75 years of age. Robert was born on May 30, 1939 in Lethbridge, AB and spent the last 34 years living in Cranbrook. He enjoyed being outdoors in the East Kootenay in all of the seasons. He loved camping, waterskiing, fishing, hunting, snowmobiling and gardening. Robert was a licensed heavy duty mechanic, truck driver and self-taught body man and painter. He made good use of his dream garage – although it got too small for all his projects! There was very little he could not repair or build. Retirement allowed him and his wife to travel to many different parts of the world. His priority in life always remained constant - his family, particularly his beloved granddaughters. Robert is survived by his wife Sue of 51 years, his son Michael (Lori), his daughter Michelle (Phil) and his granddaughters Amanda, Megan and Ashley. Also, left to mourn his passing, are his sister Ruth (Howard), numerous nieces, nephews, relatives and friends. Robert was predeceased by his parents Walter and Annie and his brother Melvin. A celebration of life for Robert will be held on Monday, April 6, 2015 at McPherson Funeral Home in Cranbrook at 2:00 pm. In lieu of flowers, those wishing to make a memorial donation in Robert’s honour may do so to the: Stars Foundation, 1441 - Aviation Park NE, Box 570, Calgary, Alberta, T2E 8M7 or the: Heart & Stroke Foundation of BC & Yukon, Okanagan/Kootenays Area Office, #4, 1551 Sutherland Avenue, Kelowna, British Columbia, V1Y 9M9. Arrangements entrusted to McPherson Funeral Service. Condolences for the family can be offered at: www.mcphersonfh.com
Lenor Edwards 1923 – 2015 It was a beautiful, sunny, spring afternoon on Friday March 13, 2015 when Lenor Edwards peacefully passed away with her daughter and granddaughter by her side. Mom was born on June 5, 1923 in Taber, AB. She was 1 of 9 children born to Lester and Sarah Day. In March 1941, Lenor married the love of her life Joseph Edwards. They farmed in Taber and in 1958 they happily moved to Cranbrook, where there was no wind! Mom’s love of her career as a LPN was evident until the end, as she often told the care aide’s, LPN’s and nurses how they should do their job. More often than not, they appreciated her input. Mom loved her flower gardens, knitting, crocheting, sewing and baking. She was well known among her family and friends for her amazing bread, buns, cinnamon buns and apple pies. Mom was most passionate about her family and was happiest when surrounded by them. She would light up when her great grandchildren came to visit. Mom is survived by her 5 children Gordon (Lynda), Peggy (Rob), Phillis (Tom), Sherry (Larry) and Mark (Samantha); 10 grandchildren; 19 great grandchildren; her sister Norine; sister-in-law Freida; brother-in-law Neil and numerous nieces and nephews. She was predeceased by her husband Joseph Edwards in 1990, her parents, 8 siblings and her in-laws. Our family would like to thank the workers at Joseph Creek Care Village for the care they gave our Mom over the years. A special thank you to Dr. Madeline for the wonderful care to her “patient with nine lives” and for always being there when we needed her. A huge thank you to Mom’s dear friend Clair, who was by her side until the end, and to Darla and Chuck who were always so good to Mom. A Celebration of Lenor’s Life will be held on Friday, June 5, 2015. It would have been our Mom’s 92nd birthday. The time and place will be announced at a later date. In lieu of flowers, those wishing to make a memorial donation in Mom’s honour may do so to the charity of their choice. Arrangements entrusted to McPherson Funeral Service. Condolences for the family can be offered at: www.mcphersonfh.com
Thank you from the Gaskells and extended families
To all our family and friends for the love, support food, flowers and cards when we lost our wife, mom, sister, grandmother and great mother Della Gaskell on March 13, 2015. We would also like to thank the paramedics, staff in the emergency room and the great staff at McPherson Funeral Home. A special thank you to Dr. Witten for the care he also gave.

He also complimented me on looking after my teeth... how nice is that!
