Students in the Kateslem after-school program planted a garden at Como Lake middle school this week to learn about gardening and produce healthy snacks for themselves and needy families. The program, which has been operating on grants and donations for 15 years, is holding a fundraising Walk to Protect Youth in May. BC Housing is hiring a consultant to plan

future development at Riverview but the head of the Crown corporation says the request for proposal (RFP) process launched in February is not jumping ahead of the public consultation process.

Shayne Ramsay confirmed that 51 applicants are interested in offering

And while that number seems high, Ramsay said it’s not, although the 100-year-old former hospital and its 244 acres have

generated a lot of buzz in the planning community.

“Some firms from across the country are interested in a very marquee project,” Ramsay said, adding that the deadline is April 9 for proposals and BC Housing has a mid-June target date for appointing the successful firm.

According to documents available online, the chosen firm will be required to “develop a coherent framework plan for the entire Riverview lands by working collaboratively and iteratively with BC Housing and various stakeholders.” see RFP EVIDENCE, page A14

Get ready for Earth Hour, 60 minutes dedicated to the reduction of power usage in the Tri-Cities and worldwide.

Last year, Earth Hour in Port Moody saved enough energy to power 27 homes for an entire year and

the efficiency efforts by residents and businesses in Port Coquitlam just keep getting better, as reductions to energy consumption increased by 2.3%. in 2014.

It’s an improvement over the numbers seen in 2013, which had a 1.9% increase.

The city of Port Coquitlam hopes to save 1,712,000

kilowatt hours by the end of 2015 and says it is 75% of the way there. Some of the upgrades to the city’s facilities include new lighting in arenas and recreation centres.

City staff and users have also changed some basic habits by turning off monitors and turning off lights in unoccupied rooms.

Earth Hour is an annual global event that started in 2007 to raise awareness about climate change. It has grown to engage more than 162 countries and encourages participants to conserve energy.

Once again, the TriCities will be joining communities worldwide in

turning off unnecessary lights and electronics for one hour on March 28 from 8:30 to 9:30 p.m.

To participate, all you have to do is unplug electronics and turn off lights for at least one hour on Saturday and spread the work to your friends, family and colleagues.

Here are some tips for conserving energy throughout the year: • Replace old light bulbs with LEDs. • Unplug any appliances that are not in use because they draw small amounts of energy throughout the day.

• Wash your laundry in cold water and hang it to

dry instead of using the dryer.

• And keep your TV and computer screens turned off when they’re not in use.

erry Fox’s Marathon of Hope didn’t start with the first 26.2mile day he ran on April 12, 1980 on the east coast of Canada.

It started, many months earlier, with just a quarter of a mile, in his hometown of Port Coquitlam.

Over the following weeks, he built up to a mile, then a few more until, eventually, he was running five, six, seven miles a day, said his younger brother, Darrell Fox. “We weren’t aware of Terry’s plans until the Prince George-to-Boston race in September of 1979 — he kept it a secret,” Fox recalled. “We thought he was training for the Vancouver marathon…

He lied because he had to convince himself, he had to believe he could do it before he shared it with his immediate family.”

That first quarter-mile was on the track at Hastings junior secondary, now Maple Creek middle school, near the family’s home in Port Coquitlam. Tucked away at the end of Hastings Street and sheltered by the green belt running along the Coquitlam River, the track was somewhat hidden.

“Terry was initially shy,” Fox said. “It was so unusual for someone to show themselves running, let alone walking, on an artificial leg.”

Nor did Terry have the benefit of a specialized physiotherapist to help him find his stride with the apparatus.

It was a learning curve that provided few highlights. There were mechanical malfunctions. Terry stumbled, he fell. Some of the school kids teased him.

On April 4, runners can follow in Terry Fox’s footsteps in the Terry Fox Training Run but, if you’re not up to jogging the 16-km route, you’re certainly not alone.

That’s why there will also be a short community walk, suitable for all ages, starting at 10 a.m.

“It’s meant to be so that people can walk in Terry’s footsteps,” said event organizer Mark Pettie. “And in true Terry fashion, we’re keeping it low-key.”

Walkers will have two routes to choose from; both start from Westwood elementary school (as does the run), with one heading north to Maple Creek middle school and around the track where Fox first learned to run while the other will go south on Hastings Street and loop around the home on Morrill Street where Fox grew up.

“They’re very short distances, it’s meant to be a family event,” Pettie said.

An opening ceremony, with speeches from the TriCities’ mayors and MLAs, as well as members of the Fox family, will start at 9:30 a.m.

Participants will also get their first look at the Terry Fox Training Run route markers, the permanent signs that will go up to mark Fox’s 16-km route throughout the Tri-Cities.

Terry progressed from running a lap around the track to running the streets of PoCo, then Coquitlam, then Port Moody, until he was hitting his 10-mile route so consistently that he repeated it twice and three times a day, sometimes with an extra three or four

miles at the end.

Hedy Davidson remembers those days well.

She was a couple of years younger than Terry and her family’s living room window looked into the Fox family’s backyard. Davidson (Blom at the time) knew Terry as the neighbourhood athlete, the kid who rallied the rest

of them into games of tag and street hockey, whether you wanted to play or not.

She also knew Terry had lost his leg to cancer — neighbours had fundraised for a specialized wheelchair so he could keep playing basketball at SFU — but not about his plans for the Marathon of Hope.

“Our first indication that something had changed with Terry was a workout bench and a stack of weights in the backyard,” Davidson said. “You could really see him working hard at it. And we knew something was up.

“Then he ran around the block and I went, ‘Wow, that kid’s really sweating.’ Then he ran around the block twice, then he ran around the neighbourhood. The

next thing you know, you’re seeing that funny hop-step run all over the place.”

It wasn’t until Davidson and her family saw the news footage of Terry dipping his leg in the Atlantic Ocean, however, that they realized the magnitude of what “the neighbourhood kid” was doing.

“I think it took the country a little bit to cotton on to this little fella with one leg

who wanted to change the face of cancer,” Davidson said.

Steve Marshall lived on Glen Drive back then and, as a fellow athlete about the same age, knew Terry was particularly determined.

But determined enough to run across Canada?

“I thought it was just an amazing undertaking,” Marshall said. “But thinking about it now, it’s just phenomenal.”

He remembers seeing Terry in training and chatting with him at the end of the driveway about what he hoped to accomplish.

“Back then, when you’re that age, you kind of believe you’re invincible and I thought, ‘If he really thinks he can do it and sets his mind to it, well, good on you, maybe he will.’”

It took 3,060 miles of training through the TriCities and beyond for Terry to be ready for the Marathon of Hope and, on April 4, the public will have a chance to run in those same footsteps at the Terry Fox Training Run. Darrell Fox has driven the 16-km route in the past few weeks and months in preparation for the event and, while the small houses on large lots have given way to highrises, the pavement is the same.

“Glen Drive is still Glen Drive. Ioco Road, Patricia, Hastings — they’re still there as they were in 1979,” Fox said. “I think it’s kind of been left that way for all of us to join Terry, to go for a run on the pavement he trained on.” spayne@tricitynews.com @spayneTC

The Belcarra South cottages will be protected by a PoMo heritage designation bylaw to safeguard the area from Metro Vancouver’s wrecking ball.

Moody council opted for the quicker heritage designation route in the hopes it can be in place before a temporary protection order runs out on May 8. The order was approved at a council meeting earlier this month after members of the Belcarra South Preservation Society pleaded for help in protecting their small cabins, located in Belcarra Regional Park, from Metro Vancouver’s plans to demolish them.

Staff suggested council could at a later date pursue a heritage conservation area (HCA) bylaw, which would provide greater protection for the area as a whole but would take much longer and cost significantly more.

PoMo pondering 13 zones to combat mega home concerns Sarah Payne

Port Moody’s efforts to grapple with some residents’ mega house complaints took an unexpected turn at Tuesday’s meeting as council returned to the prospect of creating multiple single-family zones within the city.

The suggestion was brought up early in the mega homes discussions last year but was dropped after staff said going the route of North Vancouver, which has 13 such zones, would be too complex for both the city and homeowners. Instead, council has pursued a handful of zoning bylaw tweaks that would likely ameliorate most of the problems, with plans to tackle the issue in greater detail as part of a city-wide zoning bylaw update.

The changes hammered out over several meetings include: developing a fill permit process that would prevent landowners from significantly building up the

Port Moody has referred its revised Regional Context Statement to Metro Vancouver for approval, which will bring the city’s official community plan back into alignment with the Metro’s Regional Growth Strategy (RGS).

Last November, Metro filed a petition in B.C. Supreme Court to quash the city’s OCP, stating land use designation amendments for the Andrés Wines and Mill and Timber sites did not comply the RGS. Approved in October, PoMo’s OCP had changed those properties from industrial to general urban.

The Metro Vancouver board rejected the changes, saying they were premature given there were no accompanying comprehensive development plans for those areas and that the region needed to preserve existing industrial land.

The changes shift the properties back to general industrial with a Special Study Area overlay. It also provides new job growth projections more in keeping with Metro Vancouver’s requirements.

Council also approved third reading of its OCP amendments bylaw. grade on their properties; establishing a more effective grade calculation; shifting allowable roof heights; limiting the size of retaining and landscape walls; and requiring a proportional setback.

As well, staff will be drafting a set of “good neighbour guidelines” to encourage homeowners to consider those around them when designing a home, demolishing an old one, building fences and

decks, and keeping yards tidy.

On Tuesday, council voted to send the bylaw amendments to the land use committee for review but Coun. Zoe Royer said the changes may not solve the issue.

“I think we will never be able to answer the call on protecting views, dealing with radically different parts of the city, dealing with a loss of equity and facilitating good quality, sensitive builders if we don’t look at multiple zones,” Royer said, noting even within the Ioco area, the needs of residents on Alderside Road, lower and upper Ioco Road, Barber Lane and Bedingfield Street are all different.

James Stiver, PoMo’s general manager of development services, said staff had cautioned against creating multiple zones and the changes presented offered “the greatest impact on the issues” council wanted addressed, adding that going back to creating

multiple zones would set the process back by at least two months.

After a lengthy discussion, council voted to have staff investigate creating multiple zones as well as continuing with the zoning amendment process. The land use committee will discuss the draft amendments at its April 7 meeting. spayne@tricitynews.com @spayneTC

Economic numbers released A new economic profile of Port Moody shows strong job growth in a rapidly growing city.

The report, prepared with assistance from PoMo consultants Eric Vance and Associates, compiles a wide range of data about the city in a report that will serve as a template for future updates. Information included in the profile includes an analysis of key business sectors and growth trends, demographics, employment, income levels, housing and real estate, and more.

It’s the first in-depth profile to be created since 2012; earlier reports were also done in 2003, ’05 and ’11 but there has been little consistency between them.

Margot Davis, PoMo’s manager of sustainability, told council the 2015 profile

will serve as a more readable and engaging document, and that the standardized, annual approach will help the city draw year-over-year comparisons in the future.

Coun. Diana Dilworth, who chairs the economic development committee, said the depth of information, particularly on demographics, will help the committee determine target markets in the city.

Key highlights noted in the report include: • Job growth of 13.1% since 2006 (850 new jobs), more than double the 6% growth of Metro Vancouver.

Moore said the report, prepared by a joint working group of TransLink, the mayors and consultants KPMG, verifies earlier assumptions are accurate and the expected revenues will fully cover the operating and capital financing costs.

The report does outline several uncertainties that may affect how the plan rolls out. They include partner government contributions, capital project costs and the assumed growth rate of revenue from the 0.5% sales tax.

It also cautions that other factors, including demand, population growth, inflation and consumer preferences, “may not hold over time and will have an unknown impact on final project costs and offsetting revenue.”

Reassurances have come also from Transportation Minister Todd Stone, who has repeatedly endorsed the mayors’ plan and its projects, and urged a Yes vote.

Bateman also claims the plan cost of $7.5 billion has jumped by $200 million.

That comes from a report released March 12 summarizing the plan’s assumed revenues and costs that shows the capital cost over 15 years is $7.7 billion and $6.9 billion over 10 years, in 2015 dollars.

Referendum No campaign leader Jordan Bateman argues the cost estimates of major projects such as the proposed Broadway subway and Surrey light rail network aren’t up to date and are likely to run over budget.

On top of that, there’s no guarantee yet of $1.5 billion in federal contributions that would be required to fully fund the mayors’ vision.

That creates some uncertainty about what transportation improvements will be built and when if voters approve the proposed Congestion Improvement Tax to add 0.5% to the sales tax in Metro Vancouver.

Bateman argues residents could say Yes and then watch as the region is forced to shelve or delay some promised improvements.

Port Coquitlam Mayor Greg Moore says more buses and SeaBus service will be deployed in the first five years while major rapid transit projects would be built in the back half of the 10-year plan, leaving plenty of time to secure federal and provincial contributions, and he is confident they will come.

It’s normal, he said, that senior governments will wait to make contributions for major projects until there’s a completed business case.

Bateman contends federal contributions to the plan may come at the cost of other funding expected by municipalities to build costly sewer treatment or water upgrades, effectively forcing local property taxes higher.

PoCo picks a cow path – now what?

ort Coquitlam and Coquitlam have a lot of work to do to create a drivable route from burke Mountain to the lougheed highway shopping area out of the meandering cow path that PoCo council picked Monday evening. the chosen route for the Fremont Connector defies logic for those who like their thoroughfares straight and true as it takes some odd angles to connect with Prairie Avenue and devon road. the concern is the tie-in at devon, lincoln and Fremont at the Coquitlam border, and how traffic will flow without having too much impact on property and the environment.

While it’s understandable that PoCo would choose something that had the least impact on its residents (while Coquitlam will want something that works for newcomers to the city), years from now, residents in the area may wonder at the route that will be taken by them and their neighbours, and how it came about. the political choice has been made. now it’s up to the technicians to make it work.

y wife and i moved to Vancouver seven years ago. We were drawn to the beautiful natural setting, the friendly people, great neighbourhoods and better economic opportunities.

We live in Port Moody with our two young children. My wife uses the car every day to take our son to school whilst i take the West Coast express to work.

Our current transportation system is actually fairly impressive compared with many other cities and regions, although some aspects urgently need upgrading. but it is a system under increasing strain.

A million more people are due to move into this region by 2040. if we don’t invest in our transportation system now, everyone will find it harder to move around the region and access jobs and services. buses, skytrain, West Coast express, bike lanes, roads — they all need investment and expansion to accommodate existing and new residents. the option on the table to address this is the 0.5% sales tax increase to fund the Mayor’s Council plan. Keep Port Moody power plant Tie wages of open to protect our electricity politicians to The Editor, There has been a great deal of discussion about closing Burrard Thermal.

Port Moody Coun. Rick Glumac recently made a good presentation explaining the folly of such a move.

BC Liberal MLA Linda Reimer responded that her government is looking out for taxpayers by eliminating a $14-million annual cost. Ms. Reimer appeared concerned about the health of our citizenry regarding GHG emissions.

I would like Ms. Reimer to justify these statements in light of recent approval by her government of the Narrows Inlet private power project on the Sunshine Coast. This project alone will put BC Hydro in debt by $10 million per year, every year, for the next 25 years.

The taxpayer is subsidizing profits for out-ofprovince private companies by way of a 28% increase in hydro rates required to pay

Burrard Thermal in Port Moody. above market value for this power. This power cannot be made when we need it most in the winter because the rivers and lakes that supply them are low in level or frozen solid.

There are no such concerns with Burrard Thermal. It is paid for. It is close to us. It is owned by the taxpayers. The cost of operation is a fraction of private power. Any “profit”

With recent upgrades, health issues are minimal, even if used for more than just standby. And Burrard Thermal burns our own natural gas that does not need to be liquefied to get it here.

Why does Ms. Reimer say it’s OK to burn natural gas here to make electricity to liquefy it, put it on a diesel fuel-burning tanker,

export it to a far-away place for low profit, and then burn it there? This is very much an Abbott and Costello “who’s on first” argument.

The BC Liberal government is not listening to engineers and professionals in the field. It is acting the same as our federal Conservative government, which has been actively muzzling public comment from our scientific community on so many issues only because comments may affect profit margins.

‘NOT PREPARED’

The Editor, In late 2012, BC Hydro was warned that it was “not adequately prepared to react, respond and recover from a widespread catastrophic event such as an earthquake.” The BC Liberal government’s planned closure of Burrard Thermal threatens to ne-

gate many of the improvements that have been made since then and to put us back in an even more precarious position than we were a few years ago.

Burrard Thermal is the kind of backup we need to have in our backyard so we don’t find ourselves devastated after a major earthquake. By closing the plant, the government is asking us all to just keep our fingers crossed that nothing happens to isolate us from our regular power sources in the Interior. It is asking us to take a gamble, even though the odds say we wouldn’t be able to keep power flowing to our homes, not to mention places like hospitals, in case of disaster.

The government needs to keep Burrard Thermal available. The stakes are too high for us to see it dismantled.

The Editor, Wonderful. The minimum wage adjustment is also known as the mini wage squeeze. So you work eight hours and then head off to another mini wage job. Get home just in time to tuck the kids into bed.

What is it with our provincial politicians, who pay themselves extremely well, a third of it tax-free. They have gold-plated benefits plus platinum pensions.

The mini job worker, if he or she is lucky, will hopefully avoid illness or loss of job as both have a huge impact on their family as often there are no benefits and a pension.

Someone suggested politicians’ salaries also be tied to the cost of living and there be no tax-free provision. But even that is too much given the kind of decisions they make for a job that takes two months a year.

“Families first,” you say? The phrase is a joke.

Our opposition party also just fold their hands and smile at the cameras. It is no wonder 75% of adults in British Columbia don’t vote.

While collaboration appears to be a key deliverable, the timing of the RFP worries some advocates.

Niall Williams, a longtime Riverview historian, told The Tri-City News he is concerned public input from the visioning process is missing from the scope of work for the RFP because the final open house with the results has not yet been held. But BC Housing’s Ramsay says this is not the case. The chosen firm will be working with all the stakeholders, including Coquitlam city council, Kwikwetlem First Nation and the Riverview Horticultural Centre Society, among others, as it prepares a plan.

“The results of the fourth open house will go to the city of Coquitlam for their consideration. It’s the feedback from the city’s stakeholders that will build on the work the land use consultant will be engaged to do,” Ramsay said.

With so much at stake and the clock ticking on aging buildings — some

with noted historical value and needing a hefty infusion of cash to repair — the planning timeline is sensible rather than concerning, said Coquitlam Coun. Craig Hodge.

He said BC Housing is well aware of the city’s position on the future use of the property, and the planning firm will likely also be informed about the public’s desire the property be used for mental health and wellness services, and stay in public hands.

As the chair of the city’s Riverview Lands Advisory Committee, Hodge said he is cautiously optimistic about the planning process.

“I think what they are doing now, they are doing the job interview,” Hodge told The Tri-City News, “and

it would be my guess they would have the team ready to go once they have the information [visioning process feedback] for them.

“What it says to me is that the government is serious about moving forward,” Hodge said. “They obviously have a time frame and they obviously want to keep it moving.”

And with dozens of organizations and the city keenly interested, and even worried about the property, including the state of the buildings and outdoor maintenance, a clear vision and a timeline will diminish

fears the property will be left to deteriorate, Hodge speculated.

“I know that talking to people in the community for 15 years, people have said what is the future of Riverview? What are we going to do? I think we are getting close to finding out what the provincial government is going to do.

“All we can do is participate in the process and provide as much comment as we can.”

Ramsay confirmed the goal is to get a plan in place and conduct all required zoning approvals by mid-

2018, earlier if possible, at least for the first phase. And he agreed with Hodge that certainty is one reason for moving ahead in a timely manner.

“Really, it’s moving it in a thoughtful way in a visioning process to a place with adequate input, working with authorities and coming up with a plan for the development of the future use of our Riverview.”

Ramsay, whose organization recently took over management of the site, said “asset disposal” is not the goal of Riverview’s redevelopment but, rather,

“complete communities.”

And while “breaking even” is an objective, any new public facilities “will not have to be funded under the break-even mandate.”

“It’s important in saying that to the stakeholders, and operating in a transparent way, we’re not saying we need huge development to pay for community wishes,” he said. “Riverview has a long history, a long acceptance of those services, and a lot of those desires is to make a bigger presence of mental wellness.” dstrandberg@tricitynews.com @dstrandbergTC

T

here wasn’t a smart phone or computer game in sight Tuesday as more than a dozen kids pulled weeds, dug dirt and planted seedlings in a garden at Como Lake middle school.

For many, the Kateslem garden, with its tiny plants, some no bigger than a thumb, gave them their first glimpse of a vegetable in its original, unpackaged state.

“It’s pretty fun,” said Ben Sabetnia, 13, who joined the Kateslem after-school program three years ago, after moving to Coquitlam from Iran.

With his dirty hands, Sabetnia was clearly a hard worker and so were the other students, aged 11 to 14, from Como Lake, Sir Frederick Banting and Summit middle schools who took advantage of a rare sunny afternoon to plant.

When it’s all done and the produce matures, the youth will be able to taste the fruits (and vegetables) of their labours and even donate some to families in need.

“This is the kids’ way of giving back,” said Karyn Bell, the Kateslem co-ordinator, who explained that the garden initiative is one of many opportunities the after-school program provides to encourage youth to help others while learning

during the annual Walk to Protect Kids.

“We are looking for all the help we can get for program materials and other support for the kids,” said Bell, who grew the seedlings from seeds she purchased. The soil was bought with a donation from Art Knapp in Port Coquitlam and contributions from other Kateslem

youth workers.

Kateslem is one of those rare programs that provides continuity as well as social and learning opportunities for vulnerable youth. It’s free and has been running for more than 15 years.

Bell said it’s important for kids to be social — they learn from each other and make friends. It’s better than staying at home and

Anmore homeowners will see their property tax bills climb 9.5% this year.

The budget, to which village council unanimously voted to give three bylaw readings at its meeting Tuesday, is the first under Mayor John McEwen, who said the majority of the tax hike will go to the village’s capital asset reserve fund.

The increase translates to $167.68 for residents living in an average home — in Anmore, that’s one valued at $1.2 million. As well, utility bills will rise about 8%.

The $3.1-million financial plan does not call for any new policing hires or any specific road or parks improvements, McEwen said, noting the budget is expected to be adopted on April 7.

Meanwhile, in neighbouring Belcarra, where a $1.6-million budget was unanimously approved on March 9, homeowners will see a 2% hike to their property tax bills this year.

Mayor Ralph Drew said that means another $38 for owners living in an average home — in Belcarra, that’s one valued at $1.3 million — plus another $30 in water charges.

Like Anmore, there will be no new Mounties in Belcarra but village council has budgeted $260,000 for overlay paving on Main Avenue and on Bedwell Bay Road (between West and Midden roads).

Currently, the village has $800,000 in reserves but owes the Municipal Finance Authority $4 million on a loan to pay for the water system that was installed two years ago.

This week, Port Coquitlam city council gave three readings to its budget bylaw, raising taxes by 1.46% while Coquitlam council formally adopted its financial plan with a 2.7% increase in residential property taxes. jwarren@tricitynews.com @jwarrenTC

Coquitlam residents within sight of United Boulevard likely got a bit of a scare when a film production in the area set off some pyrotechnics around dinner time Tuesday.

As it turns out, filming for the superhero television series Arrow was underway and the production had been permitted to set off an explosion that sent flames and smoke 65 feet into the air at about 6 p.m.

Charmain Chia said she was coming out of Canadian Tire on the other side of the Lougheed Highway from the filming location when she heard a

loud blast coming from the direction of the train tracks.

She added that the smoke dissipated quickly but not before she managed to snap a photo.

Coquitlam Fire Chief Wade Pierlot told The TriCity News on Wednesday that the film production crew had notified the department. “We had a standby crew there,” he said in an email. “With all of our recent fires, I can see why this would attract attention.”

Organized by Donna Loss, the tournament is in memory of two former teachers, Elizabeth Allard and Maguy Obadia, who died from cancer.

The Port Coquitlam and District Hunting & Fishing Club has a new name for its hatchery.

The 35-year-old facility is now called the Grist Goeson Memorial Hatchery in tribute to Wayne Goeson — a hatchery founding volunteer, two-term PCDHFC past president and life member — and past president Al Grist. The name changed happened on March 14.

Currently, the hatchery is rearing 100,000 Coho and 20,000 Chinook salmon, due to be released over the next year into the Coquitlam River, a spokesperson said.

Stringing of the transmission line (conductors) along the new transmission towers for the Interior to Lower Mainland Transmission Project has begun.

Helicopters are required for this work. The contractor has obtained the necessary permits and permissions and is in compliance with Transport Canada requirements.

Conductor ends will need to be joined with the use of an implosive connector that is a metallic sleeve with a small charge in it for each conductor. Using safe and controlled methods, the sleeves are detonated which compresses (welds) the conductor ends together. This split-second process will create several flashes with smoke and very loud bangs.

Traffic control measures will be in place as needed. Work hours will conform to municipal bylaws.

The new 247 kilometre, 500 kilovolt transmission line between Merritt and Coquitlam will expand the capacity of the system that brings power to businesses and homes in the Lower Mainland and Vancouver Island.

C

oquitlam’s history is deeply rooted in the tradition of farming, both of produce and animals. Farms have dotted the Coquitlam landscape for more than a century, including Colony Farm, which supplied Essondale with produce; the Asian produce gardens near Schoolhouse; the Edgar’s chicken farm in the Blue Mountain area; the Stickney Farm at Cameron and North Road; the Hobbis duck farm on Clarke Road; the Booth and Brehaut farms; and the Whiting and Pollard greenhouses on Rochester — and that’s to name only a few.

The hard work, ingenuity and determination of Coquitlam’s early residents, and this area’s warm summers, mild winters and fertile soil were factors that led to suitable land for both animal and vegetable farming.

Farming histories and stories have shaped the Coquitlam we know today — economically, geographically and socially.

Agriculture is not unique to the Coquitlam community and neither is its significance in supplementing income and providing food.

But our city’s economic development and urbanization can be traced back in part to farming ventures.

Spring is upon us and gardeners are busily preparing their gardens, so let us reflect on backyard gardens and their smaller scale but valuable contribution to a family’s survival and economy. Most early Coquitlam families had a garden in their backyards, with either fruits or vegetables, and frequently both.

Another common practice to access land for gardening was to cultivate a designated allotment nearby. The text in the book Coquitlam 100 Years flourishes with memories of backyard gardening.

Florence Seguin recalls the challenge of tending to the family’s vegetable garden and encountering huge rocks in the soil because the area was a gravel pit before it was settled. Irene Burslem remembers with great pride that her family “had a good garden with vegetables and fruit” that were entered into the Agricultural Hall competitions. Alvin Antonson describes the arduous process of clearing land, something his family learned to do in order to garden. The Antonson family had along with some animals “a big garden and lots of raspberries and strawberries.”

Gardening was also part of the long list of chores for both adults and children.

We all had to dig in and do our bit.” Zelire Van Nerum described how she and her sister would sell their family’s produce door-to-door

for some extra income.

A substantial amount of time and energy were poured into dealing with harvested produce. Women learned the skill of preserving, with required supplies sold in local stores and through catalogues.

When the time came to preserve, the work and quantity were immense. Caroline LeClair,

like many, recalls that her mother “used to can a lot.

She didn’t have a summer kitchen but she did have what she called her fruit room and, in that, she would put down between 700 and 1,000 quart jars of produce from the garden.”

That’s impressive production.

The reality that successful gardening supplied families with food makes it life-sustaining. Lillian Emerton tells that her family never went hungry because of shelves full of canned produce from the family garden.

Gardening also had a role in building community and spirit. Albertine Sauve remembers that during the 1931 Fraser Lumber Mill strike, the family had no money and, when her husband joined the picket line, homegrown produce was given to him.

The longstanding barter system also grew because of gardening. Alice Lefebvre says her Uncle Tom had a large farm and recounts how his harvest was brought into Port Moody to trade for other groceries.

Gardening embodies Coquitlam’s beginnings of land cultivation but also of the unbreakable spirit of its pioneers.

“Everybody kind of kept their own, subsisted on their own. Just about everyone grew his own vegetables and had fruit trees,” said Elsie Van Leeuwen.

Mountain bluebirds make it officially spring GREEN SCENE

ithout a doubt, spring arrived early this year.

With wonderfully warm, sunny weather earlier in the month, the plants that time their flowering by temperature and not by length of day got an early start this year. We have been enjoying their blossoms for several weeks.

The magnolias on the Riverview Hospital grounds in Coquitlam are now at their most magnificent. And not far away, at Colony Farm Regional Park, beautiful mountain bluebirds are touching down to rest and feed for a few days while working their way further north to nesting areas.

Similar to the colourful lazuli buntings that arrive at Colony Farm Park in late May to nest, mountain bluebirds are another bird species that has a remarkable sky-blue colour. In the case of mountain bluebirds, the males are almost en-

Within Metro Vancouver, Colony Farm is a hot spot for mountain bluebird stopovers every spring.

Reliably, they show up in late March and, with luck, can be seen into early April.

They migrate from Mexico

and the southern U.S. to fly as far north as Alaska to nest — as their name suggests, they do so at higher elevations in the mountains. While their main migration route is further inland, there appears to be a small population that follows a coastal route.

Somewhat larger than a song sparrow, mountain bluebirds can be a chal-

lenge to see even at Colony Farm as they are never abundant. One recent spring, a group of 40 was observed by delighted birders but, more typically, mountain bluebirds number a dozen or fewer.

Mountain bluebirds are closely related to the western bluebirds that nest in the Interior of B.C. Both species are secondary cav-

ity nesters, which means they must rely on finding natural cavities in trees as their small and delicate beaks are not well suited for drilling into wood.

Decades ago, western bluebirds nested in the Lower Mainland but the arrival of starlings, which compete with them for nest sites, led to their disappearance. Starlings, a species inadvertently introduced from Europe, are more aggressive birds that also nest in cavities. The worrying decline of western and mountain bluebirds wherever starlings appeared led to the introduction of nest box programs along “bluebird trails” throughout the southern Interior. These nest boxes, installed on the tops of fence posts and maintained by volunteers, provide an abundance of nest sites for them and nest box programs have helped stabilize bluebird populations in the Okanagan.

The nesting habitats of mountain and western bluebirds overlap only in the southern Interior as western bluebirds do not migrate further north.

Under natural conditions, these birds compete for nest sites in burned-over, lightly-forested areas where the decay of fire-damaged trees creates the cavities they both require. A study

recently published in the journal Science has shed some light on how mountain and western bluebirds compete for nesting sites over several generations.

In areas where the nesting sites of mountain and western bluebirds overlap, mountain bluebirds are typically the first species to take advantage of post-fire habitat as they are more likely to disperse and search for new habitat areas. After a few generations, western bluebirds arrive. These birds are more aggressive than their mountain counterparts and usually force them out of the nesting area in a few years.

What scientists discovered in western Montana, where the two species overlap, is that the first few generations of male western bluebirds are extremely aggressive but they tend to lose this trait over a few generations. This helps to ensure western bluebirds will successfully eradicate mountain bluebirds.

Bluebirds lay clutches of eggs that range up to 10 in number. These eggs hatch asynchronously (one after the other, a day or so apart).

Thus, when food sources are scarce, only the first few hatchlings will survive. The scientists discovered the most aggressive male west-

ern bluebirds were those that hatched first and that, when competition for nesting sites is high, more male birds hatch first.

This research suggests environmental stress can alter the sex of eggs, likely by increasing the level of the hormone androgen in the nesting females. It’s an interesting example of how the species composition of an ecological community can be affected by hormone levels in nesting females.

The mountain bluebirds found at Colony Farm Regional Park are seen there only in the spring; they apparently follow a different route south when the time comes to return to their winter habitat in late summer. Birders report they are most likely to be observed in the fields north of the main access road to the park, Colony Farm Road, just off Lougheed Highway in Coquitlam. If you want to catch a glimpse of these beautiful visitors to Colony Farm Park, the best time will be in the next week or so.

A counseling program launched last year by the Charlene Reaveley Children’s Charity Society for families with children that have experienced the loss of a loved one is already starting to see results.

Dan Reaveley, the president of the charitable organization, said 10 families have benefited from the initiative and he is hoping to raise money at a gala night next month to help others.

“The kids need somebody to talk to,” he told The Tri-City News on Wednesday. “They need to talk or they start to shut down, or they act out in different ways. It is imperative that people get the help they need.”

Reaveley knows first hand the challenges families face after tragedy strikes.

His wife, Charlene, was killed in a hit-and-run collision in February 2011 while helping a couple that had been involved in a car accident along the

Golf Sportwagon scores a hole in one Austin, TX – The latest seventh generation Volkswagen Golf has been a huge hit, winning the World Car of the Year award, along with the North American Car of the Year and several other titles.

The effort and billions of dollars, VW invested in its small car platform, called MQB, is at the core of this success. This lighter, yet stronger platform is so flexible the Volkswagen Group has plans to use it for dozens of vehicles throughout the many brands it builds.

The benefit to the consumer is a vehicle that is lighter, can use a smaller, more efficient engine and, with huge economies of scale, VW can lower the price. The Golf hatchback along with the sportier GTI is available in the market now and very soon the Sportwagon (station wagon), built on the same successful platform, will arrive.

The one thing that should get any buyer’s attention is the new starting price of $22,495, which is roughly $1,100 less than the last model. In addition, the base model gets standard 15inch alloy wheels, heated seats, Bluetooth and a backup camera for a total of $2,000 of additional value. The Sportwagon is sold as the base Trendline, the middle $24,695 Comfortline and the $30,495 Highline,

with a $1,400 premium for an automatic transmission and $2,300 more for a TDI diesel engine.

Inside This Sportwagon is a true sport utility vehicle. It has the lower, sportier stance of a car coupled with a huge cargo area that would put most small crossovers to shame. The front seats are heated and the rear seats split and fold. The remainder of the cabin is the same as the regular Golf family, with front and rear passenger dimensions the same except for rear passenger headroom, which makes way for the beautiful panoramic sunroof. The dash has high quality switches and dials and even the base model is fitted with a 14.7cm (5.8-inch) radio screen that doubles as a backup camera. This screen size is a bit on the small side but VW will increase the size slightly when the 2016 model arrives this fall.

Drive What can’t be seen but is instantly obvious when driving is the new 170hp 1.8L turbocharged base

engine, that is so much more advanced and responsive, compared to the old, less efficient 5-cylinder in the previous model. This engine has superb midrange torque and it runs on less expensive regular fuel. It’s efficient too, using 9.5L/100km in the city and 6.6L on the highway. The optional diesel, with 150hp, but more importantly, 236 lb.-ft. of torque is only marginally more efficient, rated at 7.7L city and 5.4L on

the highway. Considering this engine is $2,300 more expensive, the new turbo gasoline engine will certainly be a sensible choice for drivers that don’t pile on the kms. The gasoline engine gets a 5-speed manual or a 6-speed automatic; the diesel gets a 6-speed manual or the high-tech duel clutch automatic. It’s too bad both engines are not offered with the TDI’s transmissions. Great news for VW fans, waiting for

all wheel drive (AWD), the 2017 model will arrive with AWD in the Sportwagon and that technology should spread to the rest of the Golf line.

Verdict Volkswagen held the launch event for this Sportwagon in Texas, hoping for beautiful sunny weather but we were treated to pouring rain. With the wipers plugging away and the radio on, this latest Golf feels all grown up, almost

“Audi Light”. The smooth power, along with the good feedback to the driver, plus the well-insulated cabin reminds us why this car has won so many awards. The Sportwagon takes all the goodness of the hatchback and shares it in a slightly longer and more useful package. A Coquitlam hockey product is gearing up for the Western Hockey League playoffs, which are scheduled to begin this week.

Matthew Barzal and his Seattle Thunderbirds will face the Portland Winterhawks in a best-ofseven series that kicks off this evening (Friday) in the City of Roses.

“We know Portland is a good team,” Barzal said.

“We need to play tight defence, but also play our style of hockey.”

Barzal is second on the team in scoring with 57 points while only playing 44 games this season.

In his rookie season two years ago he scored 54 points, which puts him in third place for most points as a 16-year-old in

Thunderbird’s team history, being surpassed only

by Lindsay Vallis and a well-known player named Patrick Marleau of the San Jose Sharks.

But Barzal knows that his Thunderbirds are in for a tough battle against the Winterhawks.

In the Western Conference, Portland finished in third place, with the Thunderbirds right behind them in fourth.

It will be a matchup that showcases an offensively gifted team in the Winterhawks, who finished fourth in the league in goal scoring with 287, while the Thunderbirds are one of the stingiest teams defensively, finishing third in the league allowing 201 goals against.

Portland has two of the top 10 scorers in the lead with Oliver Bjorkstrand who leads the league with 118 points and Nicolas Petan who sits in seventh place with 89. see GETTING, page A38

Glaesser & team honored Fresh off a silver medal showing at the Track World Championships last year, Jasmine Glaesser and the Canadian Team Pursuit cycle squad were named 2015 Athletes of the Year.

The team, which is ranked second in the world, consists of Glaesser, Stephanie Roorda, Allison Beveridge and Laura Brown.

The group recently took the

bronze medal at the 2015 UCI Track Cycling World Championships in women’s pursuit.

The 22-year-old Glaesser was one of only a handful of athletes to compete in the London Olympics, finishing the Games with a bronze medal in indoor cycling, just edging Australia off the podium by a tenth of a second.

The German-born cyclist

moved to Coquitlam at the age of nine. It wasn’t until her high school graduation, when Glaesser was given a road bike as a gift that she took up cycling seriously.

Also honoured at the 2015 Athlete of the Year Awards were Maggie ColesLyster, Tory Nyhaug, and Alex Tougas, all finalists for their respective Athlete of the Year categories.

Seattle’s goalie Taran Kozun is the second ranked goalie in the league with a SAV% .915 and GAA 2.41.

Head coach Steve Konowalchuk said it will be a battle between two teams with different styles.

“It’s a tough matchup with Portland, they are one of the best offensive teams in the league,” Konowalchuk said. “We are going to have to play our best game to win the

series.”

But players like Barzal are good to have in the post-season, said the coach.

He added that the Coquitlam product’s strength lies in his passing ability, his agility and strong one-on-one play.

Konowalchuk also said that Barzal has a unique ability to find open ice with the puck and that he draws in defenders to open up the passing lanes.

“I think he is going to create his own identity

and his own way to play in the NHL.” Konowalchuk said.

Barzal has been working on his hockey skills since he was young, spending most of his time playing road hockey and basketball.

Growing up, he looked up to players like Chicago Blackhawks captain Jonathan Toews and Philadelphia Flyers’ captain Claude Giroux.

Barzal is hoping to join his heroes in the NHL, an opportunity that may

come sooner than later. He will be eligible for the 2015 NHL draft and is expected to go in the first round.

Some scouts predict that the 18-year-old could end up somewhere in the middle of the first round, which would put him in prime selection range for a team he has been following for a long time: the Vancouver Canucks.

“I think it would be a dream come true, I have been a Canucks fan for a long time.” Barzal said.

University, tying for seventh place. Vigna had rounds of 72-72-73 to finish one over par with 217.

Tuesday’s victory was the first win for the Clan this season and its second tournament win since joining the NCAA in 2010.

Mlikotic, whose final round total of 68 helped him finish the tourney in second place overall.

Mlikotic, who is originally from Kelowna, posted a final round four-underpar to finish at 214, one stroke behind individual winner You. Mlikotic had rounds of 76-70-68 to finish two-under-par for the

tournament. You won with rounds of 68-74-70 for a 213 total.

Simon Fraser, the ninthranked team in NCAA Division II, finished first in the 15-team field with a sixover-par 870, followed by Sonoma State (878), Chico State (883), Dixie State (885) and Dominican (887) in fifth spot.
