ater is definitely a basic human right. We need it, we have to have it, we can’t exist without it,” Port Alberni mayor Mike Ruttan told a crowd of concerned residents at Dry Creek on World Water Day. But doing without might become a reality for Port Albernians as a hotter than usual summer is slated to follow a milder than usual winter.

“We don’t have a lot of snow pack,” city utilities superintendent Brian Mousley said.

“That’s kind of our signal that the glass is full and every sip you take, there’s nothing replenishing it.”

Ruttan agrees.

“This summer there’s going to be some challenges. Challenges on Vancouver Island that we haven’t experienced for a long, long time. There are going to be very low water levels.”

According to Mousley, the mild winter and lack of snow up in the mountains might lead to water restrictions being implemented early this year.

“This year we’re going to monitor that a little more closely,” Mousley said. “I think we’re going to have to supplement this year a lot quicker than the past few years.”

Last year, restrictions started in July after the city’s waterworks crew went up to Lizard Lake, from where water flows into China Creek, to check water levels. They will start monitoring earlier than that this year.

The first level of outdoor water restrictions restricts non-essential usage such as washing cars, hosing off driveways and continuous sprinkling. It also reduces lawn watering to three days a week for four-hour chunks of time in the morning and evening.

Further water restrictions limit lawn watering to fewer days a week and ultimately ban it completely.

While the amount of snow that falls in any given year is out of anyone’s control, Ruttan believes there are steps that can be taken to maximize snow retention—and thus water supply—that the region does get.

“If you do not permit any logging in the watershed

This occurs because logging, even with timely replanting, reduces the natural filtration that old, well established root systems provide.

That could be a concern for the city.

Port Alberni city council has defeated a proposal to sell Westporte Park to the Westcoast Native Health Care Society for expansion of Rainbow Gardens.

Council voted 4-3 to defeat a bylaw amendment that would have allowed the expansion of Rainbow Gardens to continue.

“Pretty much nobody knew anything about the expansion.”

Sauve said that although he believes more seniors housing is essential, he doesn’t feel that the independent living facilities that Rainbow Gardens had planned were what the city needs.

A feeling of change was in the air at city council on Monday night, with both public delegations focusing on the promotion of the Alberni Valley.

First to the mic was Malcolm Menninga to outline the benefits of promoting liveability in Port Alberni.

“Why is it that Port Alberni stagnates when every other city on Vancouver Island has experienced significant growth over the past three decades?”

Menninga believes that in order to capitalize on the 80 per cent of residents who move to

Vancouver Island in pursuit of lifestyle, not jobs, the city must promote liveability.

“It is the promotion of liveability that we must focus on if we are to attract new residents to invest and live here.”

He emphasized that in no way was the promotion of liveability to exclude industry but that more funding needs to be put into other initiatives.

According to Menninga, “here is a direct link between appealing waterfront access and economic prosperity” and the city must do more to transform Canal Beach into an attraction. Menninga requested the city

put $250,000 into beautifying Canal Beach, $101,000 to bylaw enforcement, $35,000 into the Johnston Road planters and $250,000 into expanding the economic development office.

Pot Luck Ceramics moving into town FUNDRAISING: | Quality of life services benefit from a good year.

Pot Luck Ceramics is closing the books on another fiscal year with some good news.

Pot Luck is a unique fundraising initiative that was originally created to raise money for Ty Watson House Hospice by selling ceramic goods imported from Spain especially for this purpose.

By the end of March every year, the Port Alberni Fundraising Coop (owner and operator of Pot Luck Ceramics) donates the profits of their business to support quality of life services in the Alberni Valley.

The bed program of the Alberni Valley Hospice Society will receive $15,000 towards the salaries of kitchen staff of the end of life care bed facility, spokesperson Helma Swinkels said

in a press release.

Pot Luck Ceramics will also donate $5,000 to the yearold Better at Home senior program in the Alberni Valley, to be put towards a staff position within the program.

“PAFCoop considers both programs of very high value in our community,” Swinkels said in a press release.

“Since our first donation in 2012 the coop has now donated over $80,000 from the revenue of Pot Luck Ceramics.”

This year’s total in donations was slightly smaller than last year, since part of the profit will be used for the renovations and the move of Pot Luck Ceramics to an old house on 4473 Gertrude St. Pot Luck Ceramics has been operating out of the Pot Luck Barn on Cowley Road in Cherry Creek since its inception, and will continue to do so until

the move to the new building, at the end of May, Swinkels said.

Pot Luck Cottage will have lots of parking in the back and an extra exit onto South Gate.

At their new location Pot Luck Ceramics plans to open five days a week.

Opportunity turned away Making real progress on poverty The NIMBYS in Westporte have won in the Rainbow Gardens dispute, and that is disappointing.

There was no compromise to a proposed sale of Westporte Park to accommodate expansion of Rainbow Gardens senior facility. Instead, the city stopped any chance of development by voting against bylaw changes that would have facilitated the sale.

Sure, the city should have clarified its position on the replacement park, and residents could have come up with some concrete ideas of what they feel is necessary for the new park. That didn’t happen.

We lost a golden opportunity to have a positive discussion about how Rainbow Gardens’ expansion plans and subsequent relinquishment of the existing city park could work for all parties.

Some Westporte residents failed to get the message that this is an existing society that wants to expand its operations in the vicinity of its present facility.

Residents instead told Rainbow Gardens there were plenty of ‘other places’ they could build a seniors’ facility.

That attitude is shortsighted.

We need every sort of service for seniors here in the Alberni Valley. We need independent living units; we need assisted living units; we need acute care. We can’t afford to turn any of it down.

What sort of message are we sending to businesses that want to expand or come into the Alberni Valley, if we shoot down an idea so thoroughly before it even has time to take root?

What does it say to Island Health if we as a community won’t even listen to the West Coast Native Health Society’s plan—no matter that the plan wasn’t as detailed as it could have been? It says we’re not open for business. And that’s a shame.

ICTORIA – The B.C. government has made its most significant moves in decades to address the needs of some of the province’s poorest people.

The largest financial commitment is for a new program to help single parents escape from the welfare trap. There are 16,000 single parents in B.C. receiving provincial income assistance or disability payments, most of them women.

Even if they could find an entry-level job, it wouldn’t pay enough to cover the child care they would need to go to work. Worst of all, the current system requires that if they enrol in training, they lose their income assistance, including dental and extended medical care for themselves and their children.

That is the welfare trap, one of the most perverse

government policies to have survived into our supposedly enlightened modern era.

The new program takes effect in September. It will not only continue income assistance payments when single parents enrol in skills training, it promises to cover their child care and transportation costs for an approved training program of up to one year.

Medical and child care costs will then be covered for up to a year after training, to allow a transition to employment.

Approved training means training for jobs that are identified as in demand, requiring high school and occupation-specific training that can be completed in a year or less. They include retail sales, general office work and assistance jobs in health services.

Another overdue policy change is to double the allowable earnings for all income assistance recipients from $200 to $400 a month. This gives people a chance to improve their circumstances by taking whatever part-time or casual work they can manage, without having that little income cut from their already meagre welfare cheques.

And then there was the recent decision to end the claw-back of parental child support payments from income assistance payments.

The province has for many years run a costly child maintenance enforcement program to track down (mostly) deadbeat dads and force them to pay at least a token amount to support

their children. Now when they pay child support to a single parent on income assistance, they will at least have the satisfaction of knowing the children actually receive the extra benefit.

These harsh, historic policies were built around a philosophy that welfare is a temporary last resort, to be withdrawn as soon as some other source of income is identified. That is a valid if unfashionable position to take on behalf of working taxpayers who pay for all this, but it only makes sense if the income assistance recipient has a realistic option.

For those who are already in the entry-level job market, the minimum wage goes up 20 cents an hour in September, from $10.25 to $10.45. This is the beginning of an annual review that will tie the wage to the consumer price index.

A paltry sum, to be sure, but anyone who still thinks jacking the minimum wage up to $15 an hour is a magic solution that won’t cost some

It is to bad that the majority of the people at the public hearing for Rainbow Gardens were Westporte residents. I would say, 90 per cent of those were over the childbearing age.

Westporte is an expensive neighbourhood, not close to facilities like schools, the Athletic Hall, Echo Pool, etc., so parents have to drive their children or use the bus.

I understand that nobody wants to lose what they have.

But let’s look at the rest of town. Lots of neighbourhoods don’t have playgrounds within walking distance. Westporte has, using River Road park.

If traffic is a problem, for a minimal cost a light or a pedestrian crossing could be installed— there is no need for building a new park.

What is wrong with building a sand box, having a swing, trampoline, etc. in the backyard? It’s what lots of residents do that don’t have the luxury of a park nearby.

Now none of us want

to die or get sick. But these things come for free with old age.

Nobody wants to end up with Alzheimers, dementia, Parkinson’s, strokes, etc. But those things happen.

Nobody wants to be in a care home but what about when your loved ones can’t take care of you or you are the only survivor? Do you want to end up in Parksville, Nanaimo or wherever a place is available?

I am sure your answer is no. Well this can happen, if our care facilities are not upgraded.

Visiting residents in care homes is important. Very few get visits more than twice a week. Do you think if you are in a home out of town you will have visitors?

I know it is important to take care of the young generation, but don’t forget about the elderly.

It was brought up at the public hearing if the city sells the park and leases it back for $1, It still will cost money for insurance, landscaping, etc.

So lets fix this: sell the property to Rainbow Gardens with the stipulation that the land can only be used for a care

home. They gladly will take care of the landscaping and the taxpayers will save money.

Let’s support Rainbow Gardens and their staff, which have done an excellent job in this community for more than 20 Years.

This is an extremely dangerous bill that is being passed. It is too vague and open, virtually making everyone a “terrorist”.

If the city isn’t able to get that provincial backing, it leaves them hard pressed to deal with water supply issues, whether caused by logging or by climate change.

It’s a paradox. The city is charged with supplying clean drinking water to its residents but has no control over the land usage of a watershed it does not own.

It’s a delicate balancing act, Ruttan said.

“Forest companies have a commercial right to access what we own. But we as citizens have a human right to access what we need. And that can

become the conflict.”

Getting the provincial backing for the protection of the city’s watershed has been an ongoing concern for the city.

“We have a watershed but we don’t own it. We share it, we share it with the timber companies. If that’s going to change it’s going to change by the communities on Vancouver Island getting together and focusing our concerns as communities with the provincial government,” Ruttan said.

“One community at a time, frankly, isn’t strong enough. All of the communities speaking with the same voice... then the provincial government needs to sit up and pay attention.”

To that end, Ruttan said a motion would be raised at the Association of Vancouver Island

Coastal Communities later in March.

“The motion is coming through the regional district to specifically address this and it’ll become a long political process that will unroll however it unrolls, over however many months and years it takes to get there.”

Coun. Denis Sauve doesn’t have much faith in the provincial process.

“My patience is wearing thin on the matter. I keep on hearing a lot of diplomatic issues and great relationships and so forth but my patience is limited.”

Sauve emphasized that he has nothing against logging but that he is worried as to the impacts on the city’s water.

“They will log. They have every right to log. All we’re asking is for the protection of the watershed.”

The next 10 years might see a new way in and out of the Alberni Valley, according to the province’s new transportation plan.

The province unveiled the plan, titled B.C. On the move on, March 18 with a presentation in Nanaimo.

Included in the plan was a commitment from the Ministry of Transportation to conduct a $100,000

“business case review” on another highway in and out of the Alberni Valley.

Coun. Jack McLeman, a member of the regional district’s transportation committee, said he was enthused by the attention the Port Alberni contingent received at the Nanaimo unveiling.

“We definitely got a lot more attention for being mentioned only on the bottom of page 30, so I say congratulations to

everyone who came.”

City economic development manager Pat Deakin was similarly optimistic.

“We had a strong contingent of people there to hear the unveiling of the plan and advocate for this community and infrastructure needs in this community,” Deakin said.

Some of the other priorities outlined in the plan could apply to Port Alberni as well, he said, from LNG infrastructure to funding for airports.

Sewer issues back at council

Port Alberni resident Bryce Casavant sent another letter back to city council after being unsatisfied with the city’s choice to cost share the price of connecting his property to the municipal sewer system. Due to his property being over 100 ft. from the sewer, his fee is $6,500, a quarter of the overall cost.

Abbeyfield to get a new roof

Abbeyfield House is getting a new roof at a discount thanks to a $150,000 contribution from the city. Council voted to take $150,000 from the capital works reserve fund to add to the $60,000 that Abbeyfield will be paying.

Mayor off to China

Mayor Mike Ruttan will head to a sustainability conference in China next month thanks to Vanke, a Chinese construction firm.

Ruttan sees the trip as an opportunity to introduce Chinese investors to investment and partnership opportunities.

Victim services sent to ACRD

Port Alberni Victim Services were told to try for a bigger grant-in-aid from the regional district before coming back to the city to explore other funding options. Victim services is looking for an $11,000 increase in funding. Currently, the regional district contributes $15,000.

Hundreds of people jammed into the career fair at the Alberni Athletic Hall on Tuesday, delighting organizers from both the AV Employment Centre and Nuu-chahnulth Employment and Training Program (NETP).

“It exceeded our expectations,” AVEC’s Bill Brown said.

“We prepared 520 of the hiring bags for people to walk around with and they were gone by 12 p.m.,” he said. “We had to do more photocopying.

“The employers’ response was incredible this time,” he added.

“I think it’s extremely awesome,” NETP intake coordinator Leisa Hassall said. “We had people busting through the doors 10 minutes before we were supposed to open at 9 a.m.”

Hassall said the variety in ages of people bringing in their resumés—from students to mature employees—was a positive aspect to the fair. “That’s an amazing way to show how diverse Port Alberni is,” she said.

Leanne Ruissen, general manager at the Mark’s store in Port Alberni, said she received a good stack of resumés from people.

She has two potential positions coming up (employees looking to move) and “it’s always nice to see the people in person.”

Sarah Ozog from Western Forest Products was promoting the forestry company’s First Nations partnerships with NETP. “We’ve had seven people trained and employed” through that partnership, she added.

Jean Wylie from NETP echoed Ozog, saying they appreciate the relationship they enjoy with Western Forest Products.

“We look forward to continuing,” she said.

Sheena Falconer from West Coast Aquatic was looking to hire four summer students for fisheries monitoring and stream assessment, and said the fair kept her busy all day.

“This is such a good turnout,” she said during a break in speaking with potential employees.

Silver for Badovinac Nolan Badovinac has always been a person to rise to a challenge. The grade 12 Alberni wrestler did that again last weekend at the Junior National Wrestling Championships at Brock University.

Despite being a 17-year-old juvenile wrestler the local high school champion from ADSS was selected to wrestle at the Junior Nationals for athletes 19-20 years of age.

Badovinac pulled off a silver medal against the big boys.

“What Nolan accomplished doing so well at the Junior Nationals is truly remarkable,” observed an enthusiastic Alberni Wrestling director Tom McEvay.

“Not only was he giving up a critical age difference, he was

also wrestling at 84 kg when he walks around at about 80 kg and most of his opponents were coming down from 90 kg or heavier.

Gill overpowered Badovinac and did not give him the opportunity to use some of his offensive weapons, such as a wicked ability to throw. Badovinac caught Gill with one spectacular four-point

throw, the only points scored on Gill the entire nationals.

“Nolan’s strategy against Gill was to tie him up and look for the throw,” said Alberni coach James Messenger, “but he quickly realized Gill was too big and too strong to control in that situation.

“This is great experience for Nolan since at his own age group he can usually dictate the style of match he wants. Nolan loves to be pushed, in fact he thrives on it and this gives him the opportunity to develop to the next level.”

Badovinac will head to Fredericton, NB with Team BC April 9-12 for the Cadet/ Juvenile Nationals.

He will be joined by brother Aaron and Michel Kurucz.

Gold for band

On Feb. 26 and 27 the Grade 9 Band from Alberni District Secondary School (ADSS) went to Victoria and participated in the University of Victoria Band Festival.

They also went to a performance and workshop with the Naden Band at CFB Esquimalt.

The students played extremely well and came home with a gold level adjudication

from UVic. The visit to Naden was inspiring for the students, and memorable.

Teacher Margot McNally conducted the mass group as her students rehearsed with the Naden musicians.

Lieutenant (N) Clarke, the Naden band leader, also demonstrated for several students how to properly conduct the group.

Arts Council readies for Days with the Arts Arts Around

A wonderful weekend of art and culture is in store April 25–26 with the purchase of a ticket for 2015 Days with the Arts. Public venues and artist studios will be open to guests from 11 a.m. until 4 p.m. each day. You may choose to attend one day or both with ticket prices set at $20 for two full days or $15 for either Saturday or Sunday.

A Days with the Arts wristband or ribbon includes admission to venues, opportunities to win major or studio prizes, and a map showing locations.

Book donations low this year

The Rollin Art Centre is accepting your “like new” books, DVDs, CDs and puzzles for their annual book sale, which takes place on May 8–9.

Please do not drop off library books, magazines, National Geographic, encyclopedias, Reader’s Digest or textbooks.

The Community Arts Council is asking for donations of books in good shape as they are unable to sell books that are not in good condition.

Visions, media merge in show

“Merging Visions” is the title of the current art exhibit at the Rollin Art Centre featuring two artists, Kelly Carter and Karen Gamble, which combines photography and pyrography.

This exhibit runs until April 4. The next show will feature paintings by retired art teacher Dietrich Schlackl.

Belles put on fashion show

The Centennial Belles present a two historical fashion shows, “Fashion Fabulous”, Sat. April 11 at 2:30 and 7:30 p.m. at Echo Centre.

Fabulous gowns form the Romantic era, the Victorian era, the Edwardian era and the Roaring 20’s.

No plans to log ridge in 2015: Kennah From / A8

Kennah said there were no parties interested in the China Creek watershed where the negotiations had reached a point where a pause in the logging might be considered.

“If those parties or party is interested in coming forward and entering in those arrangements then maybe some of those things can be discussed and some of that very temporary concern in what the interest area might be might be discussed and negotiated.”

However, Kennah said that IT is in negotiations to sell environmentally sensitive lands on the south Island, although she could not disclose details.

As to logging McLaughlin Ridge, Kennah said that IT has “plans to harvest that area sometime in the future” but not in 2015. However, Kennah admitted that IT’s logging plans are constantly fluctuating.

“We work in a market-driven business. We’re only taking trees we know we can sell and reforest properly.”

But for 2015, “as far as up on the steeper slopes, we don’t have a plan to harvest...[the trees] will look pretty much the same,” Jacques Prairie, area engineer for Island Timberlands, said.

While Kennah did say that the elevation changes in China Creek are “striking,” Prairie added the company takes measures to protect the integrity of the steep slope.

“If there’s any potential where we feel that falling or harvesting may accelerate some sort of slope disturbance then we bring in a professional geologist or a professional engineer to assess the hillside and they give us some guidance as

to what the level of cut can be.”

As far as purchasing the land, Kennah emphasized that

any negotiations and details would be subject to a legally binding confidentiality agreement.

“Island Timberlands is a business and as a business we’re interested in working with different

organizations whether they want to work for us or purchase land from us.”
