Instructors in the faculties of Management and Social and Applied Sciences at Royal Roads University, along with the school’s librarians, have signed a historic five-year agreement with the school, which sees them under a negotiated contract

through April of 2019.

The agreement provides a 5.5-per-cent wage increase over the term of the contract – which is about all they could expect to receive under the province’s Economic Stability Mandate. According to Dr. Kenneth Christie, president of the school’s faculty association and professor in the School of Humanitarian Studies, 80 per cent of their

“This agreement is something of a milestone,” Christie said. “Normally agreements go from year to year, or maybe two years at the maximum, but this one’s for five years.”

The contract terms are backdated to April 1, 2014.

“We achieved an awful lot. It’s probably the best collective agreement we’ve ever had. We wanted to get research leave – in other places it’s known as sabbatical. We were the only university in Canada that didn’t have research leave,” Christie said.

No Langford park and ride anytime soon Witty’s stairs could easily be repaired, mayor says

Land near the Langford transit exchange on Station Avenue is being used as an unofficial park and ride. That much is clear from the mass of cars parked in the gravel area.

City resident and nearby business owner Ed Pitcher thinks it should be turned into one, however, and he’d like someone to step up and make it happen.

Pitcher claims that during rainy periods – or the infrequent snowfalls – the area essentially becomes a mud bog. He’s looking for some initiative to be taken on creating an official park and ride, since people are clearly using it for that purpose.

“It’s an eyesore,” he says.

“Langford is becoming the nicest community in the south end of the Island, and it’s an eyesore right in the middle of it. It sure doesn’t enhance the businesses in the area. In fact, I’d say it downgrades them.”

He also thinks there should have been better planning when the location of the transit hub was relocated to Station Avenue from the Westshore Town Centre.

“Who’s the goofball that planned this thing in the first place?” Pitcher asks rhetorically. “Why wasn’t there some thought put into putting a Park and Ride in when it was moved there?”

Meribeth Burton of B.C. Transit says it’s up to whomever owns the land to build such facilities, not Transit.

“I think people should be careful what they wish for.”

At the very least, Pitcher would like to see a poll of some kind conducted among the people who are using the area as a park and ride already to see if they’d be willing to pay for a better lot.

“I know I’d be willing to pay $20 a month or whatever, if I knew my car was going to be where I left it and there would be a spot there for me every day, or five days a week or whatever. Some people I’ve talked to say the same thing.”

Opinions differ on minimum wage hike Modest jump put in place after conversations with small business owners, province says Rick Stiebel News Gazette staff

The recently announced 20 cents an hour raise in B.C.’s minimum wage isn’t large enough to have any effect on workers.

So says Charlene Hird, manager of Original Joe’s Restaurant & Bar in Langford, an establishment that employs both servers and kitchen staff.

“I’m all for the $15 an hour,” Hird said, adding that it’s difficult for anyone to live on the

current rate.

The increase from $10.25 an hour to $10.45 for general workers takes effect Sept. 1 and marks the first such raise since 2012.

In making the announcement last week, Jobs Minister Shirley Bond said going forward the rate will reflect an increase in the B.C. Consumer Price Index, with rates adjusted every September. If the CPI drops, however, the minimum wage would remain at the previous year’s rate.

The minimum wage for servers, which is set at a lower rate to reflect income from tips, will rise from $9 an hour to $9.20.

Doug Kobayashi, owner of Bitez Sandwich Bar in Colwood, isn’t bothered by the increase.

“Speaking strictly as a small business owner, I think a move to $15 would have been ridic-

ulous. (But) it’s unfortunate that the government has to tell us what to pay staff,” he said.

“Every job is different, and requires different skill levels.”

All of his employees are “kids,” mainly students living at home who are looking for a little extra cash or money for schooling, which he encourages. Kobayashi, who is also president of the West Shore Chamber of Commerce, said the market should establish what business owners pay staff.

“Labour is my second biggest cost,” he added. A larger minimum wage increase would mean “businesses would have to raise prices, especially considering how food prices are out of this world. Increasing prices would affect seniors.”

The B.C. Federation of Labour, which has been lobbying hard for an increase to

$15 an hour, was critical of the raise, estimating that it will take until 2034 to reach the $15 an hour target.

“We are seeing a growing gap between rich and poor and a lot of poverty in British Columbia,” organization president Irene Lanzinger said in a media release. She called the increase “pathetic,” noting that B.C. leads the country in poverty and a raise to $15 would have counteracted that to some degree.

B.C. is the last province in Canada to move to an automatic formula for setting the minimum wage.

The annual increase will be announced each March based on the previous year’s consumer price index, and will take effect each September to give small businesses time to prepare. news@goldstreamgazette.com

The perceived problems with the stairs at Witty’s Lagoon can be easily cured with a dose of common sense, says Metchosin Mayor John Ranns.

He doesn’t see a need to replace the stairs or stabilize the slope, despite the findings in a Capital Regional District Parks engineering report that indicated the slope the stairs are built on is unstable. The report pegged the cost of stair replacement and slope stabilization at between $700,000 and $1.3 million.

“I’ve been up and down that slope for six decades and it hasn’t moved in my lifetime,” John Ranns Ranns said. “There are lots of trees and brush on the slope and I doubt if it will move at all unless there’s a major earthquake, in which case all bets are off.”

He estimates the stairs could easily be replaced for about $30,000, or repaired for far less than that at about $3,000.

Ranns insists that if engineering reports were done for similar areas in parks throughout the CRD, the result would be the same.

“There’s no evidence of a public hazard there greater than what you would encounter in a lot of parks.”

He sees the issue as symptomatic of a problem that is becoming more prevalent in society.

“When dealing with bureaucracy, the application of common sense becomes more difficult. Someone asks a question, an engineering report gets done, insurance companies get involved and you’re on the hook,” Ranns said. “As a society, we have to take a solid look at what we’re doing to ourselves. The direction we should be heading is to put our attention toward finding out how other jurisdictions manage the risks, instead of shutting things down.”

Laurie Sthamann, communications coordinator for CRD Parks, said although the stairs will remain closed for the time being, the CRD board has directed staff to provide a report on risks associated with not removing the stairs. “The board will consider the issue again in the coming months,” she said.

Ranns cites the U.S., arguably one of the most litigious jurisdictions in the world, as an example, pointing out that he has visited many parks there with far worse hazards, with little or no safety measures in place.

CRD Parks closed access to the stairs in February of 2014 following the initial report citing safety concerns, and in August extended the closure to the end of the year.

Witty’s Lagoon beach is still accessible from the main parking lot off Metchosin Road via a 1.2-kilometre beach trail through the forest. The beach can also be reached through Tower Point off Olympic View Drive on a 500-metre path that offers picnic areas and ocean views. news@goldstreamgazette.com

Minimum wage is complicated Labour leaders in British Columbia looking for a big jump in the province’s minimum wage were disappointed with the modest .20 cents an hour hike.

At the same time, those who actually make the minimum collectively shrugged at the raise, which amounts to about $30 per month more for full-time workers, less taxes and other deductions.

The B.C. Federation of Labour, and one of the people the Gazette spoke to for the story in this issue, wanted to see the rate pushed up to $15 an hour, a more liveable wage for full-timers trying to make ends meet.

Owners of small and medium-sized businesses whose input the province used to determine the hike claimed boosting the rate from $10.25 an hour to $15 would kill many of their operations.

Maybe so, but the whole discussion prompted a number of questions.

Should someone who is just starting out in their working life and happy to have money in their pocket make the same as someone trying to pay rent or raise a family?

And when we hear about fast-food outlets in Alberta’s oil patch country paying upwards of $18 an hour – far more than on the West Shore – does it mean workers here are valued less, despite doing the same job?

Business owners talk about paying what “the market will bear.” In other words, that means paying as much as the place down the street in the same industry.

To get brutally frank about it, operators of traditionally low-wage businesses will generally pay as little as possible while maintaining the ability to attract staff.

To some that might sound as if business owners are all greedy individuals who put profits ahead of people.

It’s not as simple as that. The majority of entrepreneurs and small business owners aren’t getting rich, they’re simply making a comfortable living, to which everyone is entitled.

As well, individuals have the right to refuse to work for minimum wage, and many do.

Is it up to every business owner to help their staff get ahead, at the risk of shuttering their business? We think not. But we do appreciate those that make it a point to pay more than minimum out of respect for their staff.

Doing so helps, even in a small way, produce happier, healthier people, which is good for everyone.

One hundred seven of those (104 kidney, three liver) were from live donors, a scenario that is increasing in recent years. But there were still 465 people left on the wait-list, of which 354 need a new kidney.

Something to think about: most people only need one kidney to function normally, and immediate family members are the most likely donors, although anyone of the same blood type as the patient is a candidate.

If that situation doesn’t present itself, but you believe donating your organs after you die is a good idea, talk to your family to let them know your wishes. Then visit transplant. bc.ca to register or to find more information.

UPDATE: My ex-wife received a liver transplant in January, her condition having deteriorated enough to warrant the surgery. Sadly, her brother passed away a few years ago from the effects of the disease, having not received a transplant.

LETTERS Langford resident calls for more police to combat violence I am a woman living in Langford and I have grown fearful of my community. I used to enjoy exploring my neighbourhood, walking the many paths and jogging local trails, but now I am too frightened to do that.

There is a major problem plaguing our city and that is serious crime. The violent acts against women are deeply unsettling and disturbing – I feel threatened and live in fear of being a target of a random attack or assault.

What is being done to make Langford safe? City hall holds the power to hire more police officers, so why aren’t they jumping into action?

Mayor Stew Young said he will “consider” hiring more RCMP officers to combat crime “if it continues.”

When is enough enough? How many more violent crimes – sexual assaults, robberies, dangerous shootings, gang violence, drug wars, home invasions, random attacks – how many more victims must there be before the people in power stand up for the citizens and pay for more police officers on our streets?

I want to feel safe and right now I do not.

We are experiencing way more than our share of violence for such a small area.

Statistics show there is approximately one police officer per 1,000 residents in the West Shore, a considerably high number compared to other regional police forces – the City of Victoria’s ratio is one officer per 400 residents.

It feels like the majority of violent crime

has been occurring in Langford, with a surging population of 35,000 contained within only 16 square miles.

Right now Langford is in the lead as one of the worst cities in Canada for serious crime per capita. Why is the police force stretched so thin, comparably underfunded and understaffed, and seemingly not growing alongside the region’s population?

City hall needs to wake up and immediately invest more tax dollars into strengthening our police department. I am sick and tired of seeing Langford in the news because of crime, especially violence against women, and I am sick and tired of defending Langford from the long-standing reputation of being a rough town – a.k.a.

‘Gangford.’

City council prides itself on revitalizing Langford from a sleepy suburb of Greater Victoria to a booming community. The mayor especially takes great pride in offering affordability and low taxes, but at what expense? The Western Communities will not be a desirable place to live, visit and raise a family if crime is out of control and property values start to plummet.

Cameras, security lights, Block Watch programs and unarmed security guards are only cheaper band aid solutions to the bigger issue. We need more proactive policing, plain and simple. To the citizens and taxpayers and women of West Shore, we all deserve to feel safe, secure and protected. We want to get out of our homes and vehicles without feeling scared

of a dangerous encounter.

I ask West Shore council members and mayors: why are you not taking care of the members of your community? Are we not worth the expense? Are we not important enough to spend tax dollars on the prevention and reduction of crime to make our neighbourhoods safe?

Wake up and take notice. Please do the right thing and show you care. Protect your people and hire more police officers.

Ensuring safety on trails means more security needed Re: Safer walking in the West Shore: In light of recent attacks on or near the Galloping Goose Trail in the West Shore, there appears to be a need to consider having the RCMP patrol the Goose, especially at night, and where the path is further away from housing and public view.

My mom used to walk those trails all the time in past years, and now is afraid to in case she gets attacked, assaulted, or even worse. If one person is having this thought, I’m sure it is a thought that a lot of West Shore citizens are having, especially seniors and females.

This is a fear that shouldn’t be felt by the residents of the West Shore; we should all be able to enjoy the beautiful trails that are offered in our community without the fear of being assaulted in any form.

This is an issue that I believe needs

to be addressed with the safety of the community and its citizens at the forefront, and needs to be looked at before summer, when the trails get even busier than they are now.

Attacks on women impact sense of safety In light of the recent assaults on young women in the Greater Victoria area I am writing to express my concern.

The sexual assault on March 3 of a Langford woman and the assault and attempted robbery on March 13 of a woman in Colwood are alarming. As a young woman my initial reaction is fear. I have often feared for my own safety when walking alone at night and I feel that this is unfair.

These violent assaults of women in my neighbourhood and city make me angry. We should be able to walk around whenever and wherever we like at any time of day. We deserve to feel safe.

This is an important issue to the criminal justice system because assault is a common offence that often goes unreported. Victims of assault suffer great mental distress consequently changing their lives forever.

My thoughts and concerns go out to the victims and their families.

Cash incentives to go green

Good news for BC auto buyers who want a "green car" – a $7.5 million fund was set aside in the BC provincial budget in order to bring back a government incentive program that offered point of sale rebates to buyers of plug-in hybrids, electric vehicles and fuel cell vehicles.

The previous rebate plan expired last spring and details of the new plan are expected to be announced at the Vancouver auto show.

Here are five new to market vehicle choices with "green" aspirations. The first four are finalists for the AJAC Green Car of the Year Award, which will also be announced in Vancouver at the show next week. The 2015 Acura RLX Sport Hybrid SH-AWD would be my personal "primo-green" pick, if I were lucky enough to have a spare $50K stashed away.

2015 Honda Fit

Honda Fit may be small on the outside, but its organic shape and an ingeniously versatile seating system makes the most of every bit of interior space. The new Fit also consumes even less fuel, due to a new powertrain and a lighter yet more rigid new body.

A 1.5-litre engine that can produce 130 horsepower and 114 lb-ft of torque, powers all Fit models. Fuel economy is rated at 7.0/5.7/6.4 L/100km (city/highway/combined) with the new Continu-

2015 Kia Soul EV

This is a clever electric vehicle adaptation of Kia's tall 5-door compact car with the funky styling. Soul EV offers the same, user-friendly features as its gasoline counterpart, with seating for four or five and a large rear cargo area. Kia's polymer (electrolyte) lithium-ion battery pack is compact and easier to hide, as is can be molded into different shapes.

In Soul EV it's centrally fitted under the rear seats and a raised rear floor pan.

The liquid-cooled AC synchronous permanent magnet electric motor can generate a whopping 210 lb-ft of torque.

That's 59 lb-ft more than the gas engine version of Soul. Yet, its impressively smooth and standing starts are not as jumpy as other electric vehicles. Soul EV has a claimed driving range of 149 km on a single charge.

2015 Subaru Legacy

Trucks with pulling power

2015 Chevrolet Colorado:

The all-new design is turning heads all across Canada. This mid-size truck fills a void here. Still expected to work as hard as a full-size truck, the Colorado can tow more than 3,039

2015 Ford F150:

The combination of a body made of aluminum body and high strength steel in its frame make this truck up

to 317 KG (700 lbs) lighter.

This truck was inspired

by Ford’s concept vehicle, the Atlas. It has 11 new class-exclusive features, including 360-degree camera view, integrated loading ramps stowed in the pickup bed, 400-watt power outlets inside the cab, LED headlights and side view mirror spotlights, and remote tailgate release.

of torque. The 2.7L V6 has 325 horsepower and 375 lb-ft of torque. The 5.0 V8 has 385 horsepower with 387 lb-ft of torque and the 3.5L V6 is pushing 282 horsepower and 253 lb-ft of torque. These are all capable engines depending on your requirements. Base price - $24,899

Warriors hoops teams dominate Vic. Night Lge. Westshore girls gain good experience for school basketball play next fall The gyms at S.J. Willis school in Victoria were inundated with the golden jerseys of the Westshore Warriors girls basketball teams at the recent Night League championship games.

The senior Warrior 9 team finished off the winter season undefeated, while and the two Warrior 7 teams were undefeated against non-Warrior clubs.

The two Grade 7 teams played each other twice in the regular season, with each team winning once, amazingly by an identical point spread.

Cumulatively for the season, these three teams had an astonishing record of 43-0 against other programs.

The two Warrior 7 teams will compete at the provincial Club Championships to be held in Langley in April.

In December, the abundance of Warrior players on the Dunsmuir middle school teams led the Grade 7 girls to the school’s first Greater Victoria city championship win in more than a decade.

The school’s Grade 8 team, also comprised heavily of Warrior players, played in the Grade 8 Invitational Provincial Championship in Pitt Meadows recently and finished seventh overall. In their final game, Hannah Cormode had 30 points while Lauren Awalt achieved a triple double with 26 points, 10 rebounds and 12 assists. Both girls are in the Warrior program.

With the opening of the new Belmont and Royal Bay high schools this September, the Warriors Basketball Club is increasing its number of teams and will continue to develop players to improve the West Shore’s competitiveness in school basketball.

Victoria’s Julien Marceau led a field of more than 200 runners in the inaugural St. Paddy’s Day 5K race on the trails through the golf course at Bear Mountain on Sunday.

Marceau, competing in the men’s age 30 to 34 category, crossed the line in 20 minutes, 43 seconds.

He wound up 16 seconds ahead of Victoria runner Warren Beattie (40-44) in 20:59.

Gary Duncan, in the men’s 55 to 59 group, was third in 21:17.

Jessica Lougheed of Victoria was the fastest woman runner, clocking 22:26 and also winning the 30 to 34 category.

Jenny Quilty (2529) of Victoria was just behind at 22:29, while Kyla Beattie (3539) rounded out the top three in the close race for No. 1 woman, timing in at 22:32.

Sitting in a cafe in the bustling Goldstream Village, it’s hard to imagine the area as part of an expansive farm, including sheep and a dairy. In addition to serving as a fishing area for local First Nations, much of what is now Colwood and Langford was once part of a 600-acre farm owned by a subsidiary of the Hudson’s Bay Company. The farm was presided over by Captain Edward Langford, who called the farmhouse ‘Colwood’ after his home in England.

Today, the region enjoys an abundance of agricultural offerings, from mediumsized operations to small family-run farms.

Most visual artists don’t engage in artmaking to satisfy competitive urges.

But the upcoming Federation of Canadian Artists’ spring exhibition puts Greater Victoria members of the national group into a competitive situation. The juried show, which runs April 8 to 19 at the Coast Collective gallery in Colwood, requires artists to submit works for possible inclusion in the show.

Mercifully, there’s little waiting around for the artists to find out whether their work has been accepted. They drop off their pieces for adjudication April 6.

“We have in the neighbourhood of 100 members, but at any given show, only about 30 are juried in, with roughly 50 or more pieces on exhibit,” says FCA Victoria chapter spokesperson and show co-ordinator Agnes Cornell. “If (visitors) come to the exhibit for the first time, they’ll probably be amazed by the quality of the work.”

Caring for Your Glasses

We wash our windshields when they are dirty, why not do the same for our glasses? Dirty, scratched, and misaligned glasses distort our sight, and increase glare problems. They do not, however, harm our eyes. Scratches may weaken the lenses’ resistance to impact.

The following are some easy tips for proper eyeglass care: • Clean your glasses regularly using warm water and soap or special eyeglass cleaners to remove oils and dirt from the lenses.

• Keep your glasses in their case when not in use.

• Never set glasses down with the lenses touching the table or counter top.

• Put on and take off your glasses using two hands. Hold each temple about midway, and gently slide them over your ears.

• Avoid letting others try on your glasses as this may throw off the alignment.

• Have your glasses readjusted periodically.

The summit will act as a forum to share ideas about marine safety, as well as habitat protection and restoration in the context of energy development, with the potential for growth in employment

and training opportunities for West Coast First Nations.

Workshops will be led by representatives from the federal and provincial government, as well as relevant nongovernment agencies and training bodies.

Participants will also receive hands-on spill response training from the Western Canada Marine Response Corporation.

The event, running March 25 and 26, is free for delegates from Island First Nations, but registration is required.

Commerce students from Royal Roads University, schools across Canada and even Ireland are in Colwood this week to take part in the Royal Roads University International Case Competition.

The 13th annual event challenges the teams of third- and fourth-year bachelor of commerce students to analyze reallife business scenarios and create strategies to help the business move forward successfully.

Last year they designed plans for brewer Molson Coors to convert its global corporate responsibility efforts into revenue increases; created an expansion plan for the operators of a popular mountain bike event in South Africa, and built an action plan to help the new general manager of a flagging golf and country club get the operation headed in the right direction.

Samantha Wood, a member

of the competition organizing team and a part of the event since 2007, said the scenarios offer teams a challenging way to use the skills they’ve learned in school.

“They have to think on their feet,” she says of the format, which prohibits the use of cellphones or any online resources for research.

The 20 teams have three hours to analyze each of three business cases – every team looks at the same three scenarios – before making a 20-minute strategy pitch to a panel of local judges. That’s followed by a 10-minute question-and-answer period with the panelists.

After the third round is completed today (March 20), the top four teams based on aggregate points awarded will tackle one last business case tomorrow to determine the champion.

A team of four from the Dublin Institute of Technology won the event last year, and the school has sent a different team back to defend its title. The RRU reps finished 12th last year.

“They have to come up with novel solutions; maybe they’ve been trained in certain strategies,” Wood says. “Three hours is not a lot of time to get through

what can be, in some cases, a 12to 15-page case study. You’ve got to come up with a strategy, produce financials … It has to make sense, has to be implementable and has to be realistic.”

The public is welcome to attend the sessions, which happen concurrently in separate spaces at RRU’s Learning and Innovation Centre. Saturday’s final sessions will be live streamed, a feature that has attracted attention in past.

“One year a team from Florida had made the finals, and we saw on Twitter that the Florida supporters were watching them on the stream,” Wood says.

The event isn’t all stress and seriousness. Students attended a social on Thursday night to network with likeminded individuals from around the country, share stories from school and otherwise let their hair down.

Today’s presentations, which include tackling a Greater Victoria business scenario, get underway around 4:20 p.m. and run till 7, while the finals get started around 12:15 p.m. The winner will be announced later at the awards ceremony and gala.

“I’m starting to work my way through each municipality,” he says, having created similar information for Oak Bay. His next project is the region’s condominium market.

“I want to make people more informed about the general macro market out there, and the graphs generalize the trends,” he says.

Among the interesting data he’s uncovered about Langford real estate trends through working with the MLS files is the major difference in prices, and volume between listings that sold and those that either expired or were taken off the market.

The first house going up in the Gold Spur neighbourhood off Latoria Road in Langford is being constructed as crews build the road and work on the lots for sale. As for prices, average sold numbers have been slipping ever so slightly since 2011, while the average price of unsold or cancelled properties have been on a sharp upward trend since 2012.

That could mean a number of things, Miller says,

but often it points to homeowners pricing their properties unrealistically.

“We saw a $120,000 gap,” he says of the difference between roughly $485,000 and $605,000. “That could be because higher-priced real estate doesn’t necessarily do as well out there.”

While many buyers have been drawn to the more

affordable new construction around the city limits, pricier areas such as Bear Mountain are included in Langford’s number, he notes.

In the still-recovering condo market, the difference between expired and sold prices was far less extreme. Both figures were trending downward between 2013 and 2014, but

the averages were inching closer together, with unsold listing prices about $12,000 higher than the average sold price of roughly $275,000.

Westhills Stadium looks to expand liquor license New permanent seating engages bureaucratic process Mike Davies News Gazette staff

The City of Langford needs to get a new liquor license for Westhills Stadium.

Don’t get excited, though. It’s not like you’ll be able to watch the high-level rugby that’s coming to town over the next few weeks balancing three beer in your lap instead of two, and there won’t suddenly be barstools everywhere or tequila shots flowing in the stands.

According to the city’s manager of parks and recreation Mike Leskiw, the new license is being sought simply because of the bureaucracy of the liquor licensing system.

Because the stadium’s temporary bleacher seating has now been replaced with permanent seating, the license needed to be re-posted and re-issued. The reapplication should not affect current service levels.

“It’s just a formality,” Leskiw said. “It’s not as if the original license is being expanded, as it already covered the entire seating area.”

Because the structure of the bleach-

ers themselves was altered, however, the re-application was necessary.

The seating was installed after a funding grant was received from the federal gov-

ernment in April last year for half the total cost of the upgrade.

Twelve hundred seats were added at a cost of $465,000 – $232,500 of which was covered by the Western Economic

Diversity Grant – raising the capacity of the stadium to around 3,500.

Mayor Stew Young said at the time the grant was announced that because of the growth

in popularity of Rugby Canada events – Americas Rugby Championship events held at the stadium in both 2012 and 2013 were sell-outs – the increased seating was integral if they were

hoping to continue hosing premier sporting events.
