Recent trail attacks not necessarily linked: RCMP Arrest made in Colwood trail assault, but suspect released without charge Mike Davies News Gazette staff

On Friday afternoon, West Shore RCMP made an arrest in case of the previous night’s

assault on a West Shore woman along a popular Colwood walking trail. The suspect was subsequently released without charge.

The suspect cooperated with police and was released, “as there was simply no evidence to support charges against him,” said RCMP spokesperson Const. Alex Berube.

At approximately 11:40 p.m. Thursday, police responded to the Hatley Memorial

The man attempted to speak with Hennebury, but she ignored him. The man then grabbed her suitcase, and when she resisted

While the Colwood attack came on the heels of a March 3 attack and sexual assault on a female jogger near Glen Lake Park in Langford, police are not linking the two incidents.

They are, however,

investigating to determine if there are any similarities.

In the earlier incident, which is still under investigation, a woman was knocked unconscious and sexually assaulted on a trail near the park. No arrest had been made

in that case by Gazette press deadline.

Perceived abduction in Langford actually a medical emergency

An apparent abduction of a woman in the parking lot of Millstream Village in Langford has turned out to be a case of someone in medical distress.

At around 1:50 p.m. Friday, West Shore RCMP received report of a woman screaming for help as she was being pulled into an older model Honda Accord. After an intensive search, officers located the car and the two occupants, including the woman, and determined there had been no abduction and that the woman was in need of medical assistance.

Two West Shore RCMP members have recovered from a carbon monoxide inhalation after they rescued a man in an apparent suicide attempt in the garage of a home on Volmer Road in Colwood.

Just before 1 p.m. on Friday, the officers responded to a call about a man in a closed garage with a vehicle running. The two officers forced their way in and were able to drag the man out and save him, but were exposed to carbon monoxide and were taken to hospital for treatment.

One of the officers was later transported to Vancouver for further examination, but both are now back on duty. The man is still alive and under the care of medical staff.

They’re packed and pumped for a trip to Peru.

Metchosin Fire Chief Stephanie Dunlop and Lt. Dylan Walsh will fly to Lima, Peru on March 31 to help train firefighters in less populated locations in the South American country, including Tacna, Cusco and Torata.

The two are part of a 12-member team that includes firefighters from Vancouver, Salt Spring Island, Kelowna, north Vancouver Island, Sudbury, Ont. and California as part of a Firefighters Without Borders Canada initiative.

Firefighters Without Borders Canada is a charitable organization that supplies used fire equipment, vehicles and training to countries all over the world that are challenged by disasters and a lack of funding.

“It’s really gratifying to go back and see the difference the training and equipment has made,” said Dunlop, who has been with the Metchosin Volunteer Fire Department for 13 years, serving as chief for the past seven.

“Going back enables you to build relationships and get a better sense of the progress the departments have made and the positive impact we make through the training and supplying of equipment.”

Individuals volunteering with Firefighters Without Borders Canada pay for their travel expenses and use personal vacation time to help train economically challenged fire departments all over the world. Host departments help out with expenses where possible, and the costs are further reduced by providing accommodations at the halls where training is conducted. The team will break into smaller units of three or four firefighters to maximize the number of locations they can assist.

Used equipment is shipped separately – due to the paperwork and shipping requirements – so the firefighters can maximize training during the time they are there. The Metchosin department donated a water tender truck to the fire department in Torata last year.

This will mark the third time Dunlop, the team lead, has been to Peru to assist local departments, and she is looking forward to the challenge.

She’ll meet with Canada’s Ambassador to Peru to go over logistics and help reduce red tape.

Langford woman wonders where public input is on development News Gazette staff

“It’s pretty amazing what Stew Young and council have done,” says Langford resident Brooke Somers as soon as we sit down.

“They’ve done a really good job, and I’m very proud to live here. But I feel alienated.”

She sighs. “I’ve never been personally directly impacted by the development until now,” she says, which is why she’s so conflicted about what’s happening behind her house.

Somers purchased her house in 2009 in the Thetis Heights subdivision beside the Trans Canada Highway off Millstream Road, and was told at the time there were no plans to develop the property between her home and the highway. But the bulldozers moved in some months ago and started clearing the land off the end of Bellamy Road for development, and she feels she missed an opportunity to have a say in that.

“They want to cut red tape and make development happen more easily, which I think is great,” she admits, but she wishes there was more clarity and transparency during the process.

Are they cutting too much of the red tape? Is there some middle ground so that developers don’t get bogged down in consultation but the public can still be informed? Somers says it sometimes feels as if the decisions have already been made and the process is just a formality – a rubber stamp at the end, as it were.

“I just want them to allow me to be a community member and participate in the process. That piece seems to be missing.”

According to Matthew Baldwin, director of planning for the City of Langford, this particular case is one of very few where development of property can begin without public consultation.

The land in question was acquired in the 1980s by the province to complete the highway project, which included the Millstream overpass, Baldwin says. The remnant pieces of unused land were sold off after completion of that project.

“The city could have purchased them and kept them as park land,” he says,” but it would have essentially caused a two-per-cent hike in people’s property taxes and we didn’t see that being a good use of public funds.”

The zoning of that property has technically been for residential development since 1967. And since it is being developed under its current designation and all requirements have been met to acquire a development permit – environmental assessment by a biologist to establish no sensitive ecosystems are being affected, for example – there’s no process or requirement in place for public consultation.

Baldwin says it would be unmanageable if every time someone wanted to do something on their own private land, it had to go to a public debate.

“If you have a proposal that meets the city’s guidelines (for what the property has been zoned for), then what’s left to discuss?” Baldwin says.

Langford Coun. Denise Blackwell chairs the city’s planning, zoning and affordable housing committee. She says the city’s public consultation process is actually more informative than many other jurisdictions. Municipalities are not required to announce bylaw or zoning amendments before the public hearing phase of the process, but Langford announces those details before a development even goes to committee to be discussed, she says.

Baldwin adds that Langford in is a situation where most developments require rezoning before they can move forward, which is where the public engagement process would happen.

Somers says she realizes it’s not a requirement for developers to notify nearby residents of their plans or actions unless they are planning something other than what the land has been zoned for, but she thinks it would be nice if they did, anyway.

She’d also like the city to be more transparent in the way it promotes growth happening in the community, as she feels the process is confusing and they’re not doing anything to remedy that.

“I’d just like them to take this opportunity to show they’re listening to people’s concerns. I’m pleased that they responded at all, I guess, but it

doesn’t feel like my concerns are valued.”

More than anything, Somers says, she would like the City of Langford to engage the public more from an informational standpoint.

“It’s all about change management,” she says.

“People need to be prepared for what’s coming so they can continue to be invested in the community. Change is happening, and it’s great, but even those of us who love it here and support the changes need to be filled in on the ‘why’ and ‘how’ of things, or they risk alienating us.”

Blackwell says it’s not that council doesn’t want to engage the citizenry, it’s just that they don’t want to give people false hope when their opinions won’t affect change.

“When people come to us, they expect us to be able to change things,” Blackwell says. “As long as (the developer) is complying with the zoning, there’s nothing that we, as a council, can do.”

There could soon be another major residential development happening in Langford, just off Veteran’s Memorial Parkway near the Trans Canada Highway.

An application recently approved by the city’s planning, zoning and affordable housing committee would see four properties developed on Strandlund Avenue, including a former “gravel processing facility” considered “a nuisance property” in the past according to the recommendation. The proposal is for a 24-townhouse complex, a twounit residential small lot subdivision and the refurbishment of an existing residential duplex.

One of the properties in the proposal has been particularly concerning in terms of land use meeting the zoning of the area, said Lorne Fletcher, manager of community safety and municipal enforcement for the City of Langford, though the residents of the area have been strangely accepting of it.

“It always astonished me that neighbours in that area didn’t complain about the presence of larger trucks, backhoes and digging equipment that would show up on the site. But our direction from council is that the enforcement of bylaws largely hinge on the level of neighbourhood concern that is expressed and the objection to the activities.” Due to the lack of complaints, the activity was allowed to continue.

A number of infrastructure issues need to be addressed before construction on the property can go ahead, however.

These include questions about the multi-use trail on the opposite (north) side of the street.

Council may ask the applicant to pave an extension onto it, rather than building a sidewalk along the south side of the street

alongside the property, as a condition of rezoning. There is also a transit stop nearby at Daymeer Place that the applicant may be requested to improve as another condition.

Council will also need to see a specific development proposal for the proposed townhouse buildings before a building permit will be issued for the property and an environmental assessment will need to be done by a Registered Professional Biologist stating the portion of the site falling within the riparian area that will be built upon is more than 43 metres from the nearby watercourse.

If it’s approved, the developer would contribute $82,992 between contributions to the city’s General Amenity Reserve Fund and Affordable Housing Reserve Fund, as well as more than $281,000 in various development cost charges.

The recommendation was due before council on Monday night after the Gazette print deadline.

Meanwhile, the results of an online survey gauging residents’ views on the focus and function of any new treatment system were released last week.

The Westside Solutions select committee expects the survey results to help guide direction for sewage treatment in the area. Also part of the conversation will be verbal comments received at six open houses held this year in municipalities and First Nations that are part of the Westside plan.

Leading the priority list among three possible responses was “meet environmental standards,” which received more than 45 per cent of the first-place votes among survey respondents. Keeping the costs to taxpayers low was next highest, followed by building in the potential for resource recovery.

Hamilton, after thanking the 345 residents for taking part in the survey, said she wasn’t really surprised with the results, noting that unlike the first go-round with the sewage treatment process, the public is getting “a lot wiser around environmental issues.” As well, she added, cost has always been a concern.

“What’s going to be the interesting thing overall is what does that mean when it gets down to technologies,” she said. “Where are we for the next step?”

There will be more lights, cameras and action in Colwood, thanks to another film shoot at Hatley Castle. The iconic castle, former home of the Dunsmuir family, has drawn moviemakers for decades, dating back to The Changeling in 1980, a horror movie that featured George C. Scott. More recent notable movies filmed in and around the castle include offerings from the popular X Men series.

Colwood council approved a variance in the noise bylaw at the regular meeting of council on March 9 to accommodate two days of filming at the castle on March 28 and 29.

The Boy, an STX and Lakeshore Entertainment production centres on a young woman, played by Walking Dead actor Lauren Chan, who takes a position as nanny for a wealthy couple’s son in a remote village in England to escape a troubled past. Much to her dismay, she discovers that the son of the older couple who hired her has passed away, and she is tasked with taking care of a lifelike porcelain doll they treat as their child.

Hamilton said that other than requests for lighting or noise amendments when required, many local shoots fly under the radar to minimize disruption from curious onlookers.

They do create a positive economic impact, however, because the crew and cast have to eat and often have to use local services during production.

Another benefit is that they help spread the word about the location opportunities the West Shore offers, and that can have a ripple effect on the number of tourists and visitors coming to Colwood.

“Royal Roads University brings in foreign students for short-term programs, and they get excited when they hear a popular movie was filmed there and they bring that buzz back home,” she said.

Other familiar names in the cast include Jim Norton (Harry Potter and the Chamber of Secrets), Diana Hardcastle, (The Best Exotic Marigold Hotel) Ben Robson, (Vikings) Rupert Evans (Hellboy) and James Russell (Blue Bloods).

William Brent Bell, (The Devil Inside) is directing the movie, while producers are Tom Rosenburg, Gary Lucchessi, Roy Lee, Matt Berenson and Jim Wedaa.

Release is scheduled for Jan. 22 2016.

Metchosin reached into full pockets, to fill in an empty one.

Recognizing the need to build a new fire hall in the next five to 10 years, Metchosin has climbed into its Fire Equipment Replacement Reserve and their Snow and Storm Operations Reserve to provide a $200,000 injection into its Building Replacement Reserve. The funds are earmarked for a new hall to replace the aging facility built for $350,000 in 1960. “(We have) identified all our requirements for the next 50 years, so we have various reserve funds for various things, and we figure we don’t need the amount in the equipment (budget),” said Mayor John Ranns. “The only building we will think we will need to build in the next decade would be the fire hall.”

The community has replaced all fire equipment needed and because of mild winters, their Snow and Storm Operations Reserve sat sufficiently stocked to make the reallocation of reserve funds a relatively seamless decision. Ranns said their pay-as-you-go model has led to Metchosin being one of few municipalities without debt.

“We can do this because we’re a rural municipality. I’m not pointing the finger and saying to urban ones, ‘you should do what we do,’” he said. “We’re able to do it because we know there won’t be significant growth, so what we build will last. We can accurately predict what it will cost.”

There is no exact timeline for building a new fire hall, but Ranns said it would only happen when there was enough money to build it. The same with any future infrastructure, maintenance or upgrades. With Metchosin bringing in only about $1.5 million in taxes annually, he said, their frugality is born out of necessity.

“I was elected in 1987 and maybe I have the benefit of ‘been there, done that,’ but I have lived through high interest rates and it’s tough,” he said.

Despite being the second largest municipality in the West Shore geographically, they have no curbs and gutters, and their public works department is three people. With only a handful of key municipal staff, and a model of using contractors in lieu of most staff, the municipality has eliminated many of the expenditures other municipalities incur, in part to ensure the viability of keeping their community exactly what it is.

“No one is going to say they are going to take down all those condos and put a farm there …

But we have to worry about (the opposite) and be on guard all the time. We fear the urban mindset,” he said. “If we are going to maintain rural sustainability, we have to operate the way we are fiscally. If we don’t operate that way, we won’t be able to maintain the rural direction. One is dependent on the other.” alim@goldstreamgazette.com

Military families need more help In light of the recent Wounded Warriors run, which shed important light on the prevalence of post-traumatic stress disorder in our military veterans and active members, the continued stonewalling of Sheila Fynes is, in our view, unacceptable.

The Victoria-area mother of Cpl. Stuart Langridge is continuing to fight for answers and change for the future in the wake of her son’s suicide.

After Cpl. Langridge, who had apparently been suffering the effects of PTSD, hanged himself on March 15, 2008, the Canadian Forces National Investigation Service launched three investigations. All were botched from the start.

A report released recently by the Military Police Complaints Commission outlines the series of mistakes made by the CFNIS following Langridge’s death.

One of these mistakes was withholding a suicide note from Langridge’s parents for 14 months, for reasons that still have yet to be explained. The note, addressed to the Fynes, contained a special request for a private, family funeral as opposed to a military one.

Instead, the Fynes were kept in the dark and were not allowed control over funeral arrangements.

Canadian Forces Provost Marshal Rob Delaney said in a statement that mistakes were made in the investigation and that he is committed to learning from those mistakes.

Yet there are still no answers to why these mistakes happened, and why it has taken this long to recognize them.

Shaun and Sheila Fynes are two grieving parents that were caught in the middle of a bureaucratic mess.

Sheila has made it clear that she is willing to meet with Defence Minister Jason Kenney to discuss changes that need to be made in non-combat deaths. She has been fighting this battle for seven years now, and the government would be remiss if it did not use her knowledge and experience to improve the system.

The military, with the help of the federal government, needs to treat PTSD seriously and help stem any further related tragedies.

Clark addressed the situation in her last question period before the legislature’s spring break this week.

She didn’t have a lot to say about the AGLG’s voyage of the damned, mostly familiar rhetoric about “lower taxes, less red tape” and so on.

If the deer’s weight is, let’s say 80 kilograms, the price would be $284.12 per kg. Well, most of us can’t afford to eat venison due to the price. Who was the lucky one to get such expensive meat in Victoria?

Please, stop this nonsense. We don’t want deer killers to get rich on taxpayers’ money.

Deer cull in Oak Bay reflects badly on mayor The mayor of Oak Bay is quite proud of the fact he had 11 deer culled. What happened to the 25 he so badly wanted? How much prouder would he be then?

From talk in the streets, coffee shops, on the radio and in the newspapers, it seems people who are also proud are very hard to find. Frankly, he made a fool of himself and embarrassed the residents of Oak Bay in this venture. Killing deer under covert conditions, as he had insisted upon, is akin to shooting fish in a barrel.

Finally, with the alleged overpopulation of deer in Oak Bay, just what will 11 tragic deaths prove? Nothing at all. This was a waste of time, money (more than budgeted) and the lives of 11 innocent deer, perpetrated by a man tragically obsessed with a cull.

Maybe in future he might listen to

what the real animal experts say and try another tack. But then again, after seeing and hearing what he claimed, he probably won’t.

Metchosin: Then and Now

The top photo of the Helgesen Farm dates back to 1920. The current photo below, taken

by Metchosin Museum Society curator Margaret Roper, shows a slightly different use of the land.

Hans Lars Helgesen, the “Hardy Norseman,” purchased a parcel of land in Metchosin for US $2,000 in 1862.

The property was described as 180 acres, less 26 acres for rock and three acres for road, leaving 151 acres of arable land.

In 1877 he built a large house, “Sherwood,” and planted Lombardy poplar trees on both sides of the drive from William Head Road.

The house burned Wendy in 1933, but the trees Mitchell still march up what is now known as Lombard Drive.

These pictures show the view from the house over the fields and the Strait of Juan de Fuca to the Olympic Mountains. Most of the land stayed within the family until the late 1990’s.

Snatching victory out of the jaws of defeat seemed to be the theme for the Camosun Chargers at the Canadian Colleges Athletic Association national men’s volleyball championship.

The Chargers, stocked with a number of Greater Victoria high school volleyball products, captured their first-ever national title Saturday in Charlottetown, P.E.I., coming from behind two sets to one to beat the Titans de Limoilou 3-2 in the best-of-five gold medal match.

Chargers’ middle Alex Sadowski, one of four ex-Belmont Bulldogs on the squad, finished off his college career in style, being named to the first all-tournament team after racking up 10 kills, seven digs, four solo blocks and 10 block assists.

“For me and Jeremy (Finn), knowing this is the last game we’ll ever play in the CCAA and knowing we won our last game, we’re going out as national champions … It’s crazy,” he told CCAA media relations.

As in the PacWest tournament on home court a couple of weekends ago, Chargers leftside Cam Fennema (Pacific Christian School) was dominant, winning CCAA tournament most valuable player honours and leading the Camosun attack in the final. He finished with 19 kills, 10 digs and four block assists.

In a high-stakes semifinal against the defending champion Red Deer Kings on Friday, the Chargers gained the upper hand late in a seesaw match, winning 3-2 (14-25, 25-22, 30-28, 13-25, 15-13).

Sadowski served an ace in the final set with the score tied 13-13, then delivered another troublesome serve that was drilled across the net but wide by Kings’ star outside hitter Nic Dubinsky to send the Chargers to gold medal match.

Fennema was player of the match against Red Deer, totalling 23 kills – including seven in the fifth set – along with 10 digs.

Camosun opened the tournament Thursday with a 3-0 win over host Holland College.

They were previously longtime curlers in Alberta and said they are gradually getting back into the sport.

Sr. Shamrocks re-sign snipers Duch and Small dominated the attacking zone in 2014, combining for 74 of the team’s 176 regular season goals and leading the ’Rocks to a league-best eight-game winning streak, the longest the WLA has seen since 2008.

Duch, a sixfoot, right-handed shooter from Victoria, is ready to start his seventh full season with the senior Shamrocks. A three-time all-star (2009, 2010, 2011), he’s a veteran of the post-season, having started every playoff and Mann Cup game with the Shamrocks over the past two seasons.

Small is a five-nine, left-handed goal-scorer originally from St. Catharines, Ont. who now lives and works in Victoria. He had a stellar 2014 returning from a season-ending injury suffered in

the 2013 playoffs.

As well as being voted most popular player last season by the fans, his 34 goals and 42 assists in the regular season allowed him to extend his streak of finishing in the top six in scoring to four seasons.

The two snipers are currently teammates with the Vancouver Stealth of the indoor professional National Lacrosse League. Duch is leading the team with 24 goals and 33 assists in nine games – he’s No. 8 in league scoring – while Small has 39 points in eight games, good for third on the team.

The Victoria Shamrocks have announced the return of two of the senior team’s most productive and popular players, with the re-signing of Rhys Duch and Corey Small to the club for 2015.

The duo combined for 152 points in 18 regular season games in 2014, with 76 points each to share top spot for overall points in the Western Lacrosse Association. Small was named a WLA first team all star, while Duch took home the Denny Huddleston Memorial Trophy as the top goal scorer with 40 on the season.

“Corey and Rhys are two critical pieces of our core,” said Shamrocks’ general manager Chris Welch.

“They’re two young superstars in the prime of their careers and they’re hungry to bring a championship to Victoria. They have remarkable chemistry together and they really balance our attack by posing big threats from either side of the floor.”

Langford woman wonders where public input is on development News Gazette staff

“It’s pretty amazing what Stew Young and council have done,” says Langford resident Brooke Somers as soon as we sit down.

“They’ve done a really good job, and I’m very proud to live here. But I feel alienated.”

She sighs. “I’ve never been personally directly impacted by the development until now,” she says, which is why she’s so conflicted about what’s happening behind her house.

Somers purchased her house in 2009 in the Thetis Heights subdivision beside the Trans Canada Highway off Millstream Road, and was told at the time there were no plans to develop the property between her home and the highway. But the bulldozers moved in some months ago and started clearing the land off the end of Bellamy Road for development, and she feels she missed an opportunity to have a say in that.

“They want to cut red tape and make development happen more easily, which I think is great,” she admits, but she wishes there was more clarity and transparency during the process.

Are they cutting too much of the red tape? Is there some middle ground so that developers don’t get bogged down in consultation but the public can still be informed? Somers says it sometimes feels as if the decisions have already been made and the process is just a formality – a rubber stamp at the end, as it were.

“I just want them to allow me to be a community member and participate in the process. That piece seems to be missing.”

According to Matthew Baldwin, director of planning for the City of Langford, this particular case is one of very few where development of property can begin without public consultation.

The land in question was acquired in the 1980s by the province to complete the highway project, which included the Millstream overpass, Baldwin says. The remnant pieces of unused land were sold off after completion of that project.

“The city could have purchased them and kept them as park land,” he says,” but it would have essentially caused a two-per-cent hike in people’s property taxes and we didn’t see that being a good use of public funds.”

The zoning of that property has technically been for residential development since 1967. And since it is being developed under its current designation and all requirements have been met to acquire a development permit – environmental assessment by a biologist to establish no sensitive ecosystems are being affected, for example – there’s no process or requirement in place for public consultation.

Baldwin says it would be unmanageable if every time someone wanted to do something on their own private land, it had to go to a public debate.

“If you have a proposal that meets the city’s guidelines (for what the property has been zoned for), then what’s left to discuss?” Baldwin says.

Langford Coun. Denise Blackwell chairs the city’s planning, zoning and affordable housing committee. She says the city’s public consultation process is actually more informative than many other jurisdictions. Municipalities are not required to announce bylaw or zoning amendments before the public hearing phase of the process, but Langford announces those details before a development even goes to committee to be discussed, she says.

Baldwin adds that Langford in is a situation where most developments require rezoning before they can move forward, which is where the public engagement process would happen.

Somers says she realizes it’s not a requirement for developers to notify nearby residents of their plans or actions unless they are planning something other than what the land has been zoned for, but she thinks it would be nice if they did, anyway.

She’d also like the city to be more transparent in the way it promotes growth happening in the community, as she feels the process is confusing and they’re not doing anything to remedy that.

“I’d just like them to take this opportunity to show they’re listening to people’s concerns. I’m pleased that they responded at all, I guess, but it

doesn’t feel like my concerns are valued.”

More than anything, Somers says, she would like the City of Langford to engage the public more from an informational standpoint.

“It’s all about change management,” she says.

“People need to be prepared for what’s coming so they can continue to be invested in the community. Change is happening, and it’s great, but even those of us who love it here and support the changes need to be filled in on the ‘why’ and ‘how’ of things, or they risk alienating us.”

Blackwell says it’s not that council doesn’t want to engage the citizenry, it’s just that they don’t want to give people false hope when their opinions won’t affect change.

“When people come to us, they expect us to be able to change things,” Blackwell says. “As long as (the developer) is complying with the zoning, there’s nothing that we, as a council, can do.”

From what she has heard, she adds, the devel-

opers of this property have been very good at listening to concerns throughout the process and taking nearby residents’ views into account. mdavies@goldstreamgazette.com

Colwood defends blooms title Schoolkids help city lead Flower Count once again

Instead of just smelling them, sometimes you have to stop and count the roses, and every other blooming thing.

For the second year in a row, the City of Colwood put the petals to the metal, winning the Bloomingest Community award in the 39th Annual Flower Count.

While snow affected last year’s count of 1.4 billion blooms, this year’s tally came in at 17.2 billion thanks to the milder winter and warmer weather the region has experienced.

Colwood Mayor Carol Hamilton was quick to credit an elementary school teacher at John Stubbs Memorial School for bringing home the bouquet.

“Mr. Laurie had the students in his class take it on as a class project,” she said. “Esquimalt Mayor Barb Desjardins said they were going to win it this year, but Mr. Laurie’s class came through, with some help from a few secret weapons.”

Oak Bay placed second, while Esquimalt wound up in third place.

“Engagement on social media was quite high this year and there were some really stunning photos of plum and early cherry blossoms put out there,” Nursey said in a media release on Monday announcing the winners.

The record for the highest Flower Count blossomed in 2010, when 21 billion blooms were recorded.

New educational facility considered Private middle school would partner with sports company

Dwight Schools Canada is hosting two open houses for parents interested in finding out more about its new middle school proposed for the West Shore.

The organization, which operates a school at Shawnigan Lake, has entered into a partnership with Island Centre of Excellence (ICE) Victoria to offer an educational program for grades 6 to 8 students at what would be called Dwight School Canada Westshore Middle School.

The new school would share the existing ICE facility on Wilfert Road in Colwood and aims to focus on learning, character development, physical pursuits and innovative education, said Gerry Salvador, head of Dwight’s Shawnigan Lake school.

The plan is to accommodate up to 60 students in three classrooms, with school set to begin next September, providing there is enough interest in enrolment.

very good,” Salvador said. “I think this is a different, innovative approach that parents are looking for.”

Academics would be integrated with the international baccalaureate program, while physical activities would include skating, hockey and martial arts.

The emphasis is more on inquirybased learning and developing critical thinking skills, Salvador explained.

Justin Isaac, facility manager for ICE Victoria, said the partnership is a great opportunity to integrate hockey into the learning experience for kids.

“We share the same values, principles and goals as Dwight Schools Canada,” Isaac added.

During spring and summer, students would spend one day a

week at the Shawnigan Lake school to take part in water sports, work in the science lab and undertake performing arts pursuits.

Students at the new school will use their passion for physical activities and sports as an educational tool to learn teamwork, health and fitness, respect and responsibility, Salvador said.

The open houses are scheduled for Tuesday, March 24 and Thursday, April 9 from 6:30 to 8 p.m. at the ICE facility, 2657 Wilfert Rd. Children attending can test out the ice, supervised by ICE Victoria coaching staff.

At the Time of Death: As soon as possible after death has occurred, the executor, next of kin or health care professional must contact the UBC Body Donation Program at 604-822-2578. Prolonged delay in notification can result in the decline of the donation. If a funeral service is desired it is strongly recommended that it take place in the form of a memorial service without the presence of the body. It is suggested that arrangements be made for this type of service prior to death. In order to determine if a body is appropriate for donation, our staff must first contact the physician and family of the deceased. A medical history for the deceased will only be obtained after death. The executor/next of kin and physician will be notified once we determine if the donation can proceed. Once accepted, we will make all of the necessary arrangements for transport of the body by our approved funeral home and licensed transport provider to UBC. If declined, it will be the responsibility of the executor or next of kin to make alternate arrangements for the deceased.

Accepted Donations: Accepted donations will remain under the care of the University for a period of six months to three years. After use, the University will arrange for cremation of the remains and the executor/next of kin will be contacted to collect the ashes. All cremated remains must be claimed at this time.
