Office equipment stolen from F.H. Collins work site Thieves broke into the work site for the new F.H. Collins Secondary School and did $20,000 worth of damage.

The burglary happened sometime between 7 p.m. on Saturday, March 7, and 7 a.m. the next morning, police say.

One or more suspects broke into the Riverdale construction site office, damaging the place and stealing office equipment.

Police and the Yukon RCMP’s forensic investigative unit are investigating. Anyone with information is asked to call the RCMP. Highways and Public Works spokesperson Doris Wurfbaum says

the break-in does not impact the construction of the new school.

Man sent to hospital with slashed throat A 32-year-old man was sent to hospital this weekend after his throat was cut at the River View Hotel in downtown Whitehorse.

According to an RCMP news release, at approximately 7:45 p.m. on Saturday the man was taken to hospital. Few other details are being released.

The Liard First Nation has indicated that it will oppose all fracking in its territory.

The leaked presentation recommends that the government continue to engage with First Nations on the issue, explore potential partnerships and “determine what support is needed if oil and gas projects occur within their traditional territories.”

It also recommends establishing a panel of independent experts to continue to study the issue.

“The goal is to help build public trust.”

According to the presentation, “fracking is so controversial that most people cannot evaluate the merits of the conflicting information available and find it difficult to reach an informed conclusion about the risks and benefits of fracking.”

The leaked documents are available on the CBC North website, and have also since been posted online by the Yukon government.

Dept. of Justice responds to auditor general’s report Ashley Joannou News Reporter

T

he Whitehorse Correctional Centre plans to soon offer more rehabilitation programs to offenders who have been released from jail into the community, says Yukon’s heads of corrections.

Tricia Ratel said it’s too early to discuss details, as the plan hasn’t yet received all the final approvals and she hasn’t spoken to staff about it.

The new plan comes in response to a report by Canada’s auditor general on the jail’s operations. Auditors concluded that the WCC was not providing offenders with sufficient access to rehabilitation programs either inside the jail or in the community. As a result, the report concluded that the justice system is not adequately preparing offenders to successfully integrate back into the community.

The jail offers inmates seven core programs that have been shown to help reduce reoffending.

Yet when auditors reviewed a random sample of 25 inmates, they found few received all the core programs identified for them.

Thirteen of the 21 offenders who had case plans were offered all their core programs.

Auditors also looked at whether the offenders who were not offered all the core programs while in jail were offered the remaining programs after they went to community supervision. Only one person was.

For the other 12, the most common reason their probation officers didn’t have them take the programs was because it wasn’t available in the community where they lived.

Ratel admitted that right now, she can’t confidently say that offenders will have access to the programs recommended for them, no matter where they live. “That’s why we’re developing a strategy to address it,” she said.

Right now there are 296 active probation files in the territory and

There are 11 probation officers in the territory and two vacant jobs.

Most of those officers live in Whitehorse. Dawson City and Watson Lake are the only communities with their own probation officer.

“Delivering services in the communities presents its own challenges. The programs are between 10 and 25 sessions, depending on the program,” said Ratel.

“To deliver them in the community means that a probation officer would have to stay there for a considerable period of time.

They’d have to travel back and forth and back and forth.”

In some of the smaller communities there might only be one or two people who need the program.

Staff try different ways to get things done, she said. For example, in Watson Lake, a program is cofacilitated with one person over Skype.

Every year staff sit down and schedule when core programs will be offered in the communities.

The Department of Justice did not release the complete schedule, claiming privacy concerns. Instead they provided a “snap shot” from Watson Lake in the last year or so.

There, Respectful Relationships for Males was offered in May, July, September and November of 2014. Emotional Management for Women was offered November 2013, April 2014, July 2014 and August 2014. Substance Abuse Management for men was offered in February and March 2015.

It’s not clear how many people took those programs.

Inside the jail, time constraints are also an issue. Most people don’t stay at the WCC very long.

According to the most recent statistics, 56 per cent of inmates were there for less than 30 days.

Case plans developed for offenders are extensive, Ratel said.

Most offenders struggle with complicated problems.

The jail is working to prioritize programming, she said. “When the audit team came in, because we didn’t prioritize, they said, ‘OK you said you identified 10 things this person needed and they only got two things.’ So we fail,” she said.

“We need to change our practice so we are identifying what is the number one priority for this person, and then if there is more time available to deal with him, what is the second priority?”

Doing the comprehensive plan still has value, said Ratel. “We have to keep working on getting them the help that they need. We just have to do a better job internally or prioritizing what we can do in the time we have with them.”

Getting numbers to back up what the jail is saying is a challenge.

Ratel has statistics that show more reports and case plans are being completed. She also knows how many programs are run in the jail and how many people take

them.

But there’s no way right now to easily look up how many offenders have gotten all of the programs recommended for them. That’s because the filing system is a little archaic.

“We have absolutely no data system. So every piece of data we produce, we have to go into hard copy files, and we have to pull it out manually and collate it.”

A new computer system is being worked on that Ratel hopes will solve those problems, but that’s about 18 months away, she said.

One of the other major recommendations out of the report involves First Nations culture and heritage at the jail. The Yukon’s own Corrections Act requires that cultural needs be integrated into programs and services.

The audit found the department had not met its obligations to do that.

Ratel says that’s a complex issue. She said it is something the department is up to, but it is going to take time.

One major problem is that the core programs used at the jail are the property of other jurisdictions, which makes changing them difficult.

So why make that a requirement in the Yukon’s legislation?

“I think that our legislation is really aspirational. The legislation was written with some of our highest goals in mind. It’s kind of like, if we wanted to be the best correctional system in Canada, what would we do?

“Do I still think that there’s work that needs to be done? Absolutely. And from my perspective, corrections is always about looking to improve what we’re doing,” she said.

“We’re an evidence-based organization. We look for best practices, we try and change with best practices. I would never say that our aspirations are done.”

That’s a big impediment to the Yukon government’s goal of growing the territory’s technology and communications industry.

The Yukon government is in the middle of a few studies to look at options for the diverse fibre project, said Sorochan.

Stantec recently presented a report to the government recommending that it investigate the feasibility of a private-public partnership, or P3, model to build the link, he said.

A summary of that report should be released to the public in

the coming weeks, said Sorochan.

The contractor recommended further investigating the P3 model, to determine if the benefits outweigh the costs. That work is being done right now.

If partnering with the private sector won’t result in savings to the public, the government could choose instead to proceed with a more traditional design-build contract, said Sorochan.

A further study is being done to compare the total cost of service for the Alaska link compared with extending fibre-optic cable up to Inuvik, to connect with fibre that

the Northwest Territories government has committed to build on its side.

That all-Canadian route has been championed by NorthwesTel. “The Dempster is still one of the things that we’re considering,” said Sorochan.

Information from all of those studies will be received and compiled some time this spring, and at that point the government will have some options to consider as it makes a decision on how to proceed, he said.

Another resident brought up the state of the Pioneer Cemetery, located on Sixth Avenue and Wood Street.

In recent years, some have raised concerns about dogs defecating on grave sites and

tombstones being knocked over.

The resident said she attended a meeting last year where members of the Yukon Order of Pioneers, as well as the Royal Canadian Legion, presented design plans for the cemetery.

But no hints of progress have been shared with the public since then, she said.

Streicker said he knew about the design to improve the state of the cemetery but wasn’t sure how far along the project was.

“We can share that design with anyone who wants to see it,” he said.

The meeting ended with a resident asking Curtis for an update on the city’s recycling plans.

After Curtis gave a lengthy update, which mentioned

the development of a curbside recycling program, Brent complained about the lack of time for residents to share their concerns at the hour-and-a-half meeting.

“I wish there was a better balance,” she said, “because there’s only 10 minutes left and other issues to discuss.”

Other issues that were raised included limited handicapped parking spots at the hospital, the use of salt on downtown sidewalks and whether motorized vehicles should be allowed on Rotary Centennial Bridge.

The next town hall meeting is scheduled for Wednesday, April 8 at the Porter Creek School cafeteria.

If the government needs so many beds, why doesn’t it build something in the same spirit as Copper Ridge Place, she asked.

Porter Creek resident Cam Koss suggested that the government may want to look at building a single-storey facility, like similar ones around Canada.

That would eliminate the need for elevators, reduce safety hazards and make it more inviting to seniors, he said.

Mike Gau, the city’s director of development services, said the city could consider the scale of development in zoning decisions.

“But the city’s purview is limited to zoning,” he added.

Anthony DeLorenzo, with the Department of Highways and Public Works, explained the facility would be designed in a way that would be inviting to seniors.

He said it would include neighbourhood-type houses that wouldn’t have an institutional feel.

“We’re really addressing a need for continuing care beds in the city,” he said.

“Macaulay Lodge is nearing the end of its life.”

Having one big facility, instead of a few scattered around Whitehorse, would keep overhead costs low and make staffing more efficient, he added.

Department of Health and Social Services spokesperson Pat Living confirmed there is no design for the facility yet.

The city has already passed first reading of a zoning bylaw to reflect the updated design for the third phase of Whistle Bend.

In May 2011, Golder and Morrison Hershfield were hired by the city to complete the planning and engineering for phases three to seven of the subdivision. Once that work was completed in May 2013, the city hired Inukshuk Planning and Development to complete the detailed engineering phase.

That’s when several infrastructure changes were made, such as the location of phase three, re-design of Casca Boulevard, and replacing numerous single family and townhouse lots with multiple family lots.

City council is currently reviewing the changes, with second and third reading of the bylaw scheduled for March 23.

Coun. Mike Gladish pointed out it was the second time the government was imposing infrastructure on the city in the neighbourhood, the other being the outdoor sports complex.

And Coun. Betty Irwin asked DeLorenzo how the government would be affected if the city didn’t pass the bylaw.

“We’d take it in stride and try to work with the city from there,” he said, adding the government would also need the city’s permission to obtain a building permit in the future.

their parents, then why would they want to work? Young people aren’t dumb, they know simple mathematics.

In my research I interviewed eight Filipinos, three local business owners and one government employee with the department that runs the Yukon Nominee Program.

All three business owners had the same things to say about why they hired Filipinos and why they would continue to. They are hardworking, polite, reliable and loyal; things lacking in the local population.

For the government, foreign workers do a number of things.

They help local businesses stay open, pay taxes and contribute a lot of money into the local economy (home and vehicle purchase, opening their own businesses, groceries and everything else needed for life). And, perhaps most importantly, they are often committed to stay and live permanently in the Yukon. This commitment is, in fact, one of the most important considerations to their being accepted into the Yukon for employment.

Filipinos not only bring a strong work ethic to the Yukon, they also bring their culture, their family values and their sense of community. Asians in general tend to be very family oriented; they live together in extended families long Reporters

The grandparents also live with the family, acting as elders and free babysitters. These living arrangements are foreign for some nuclear families in North America and undesirable in most.

It is amazing to see people engaged in their new community events, playing volleyball together at Rotary Peace Park, performing at community events, fundraising, serving their delicious home cooking, and a variety of other activities that relay a strong commitment to family, friends and community.

To give an example of this commitment, one of the foreign workers I interviewed said that he had been working abroad for over 20 years and he hadn’t seen his child yet, as she was born while he was working abroad. Many foreign workers leave family and friends behind in order to give their families a better life. How many people do you know who would leave

their friends, family, community and country to serve coffee or stock shelves for people who didn’t understand or fully appreciate their sacrifice?

Just imagine how long the line-up at the Tim Horton’s drivethrough would be in the morning!

Would you work at 5 a.m. in the morning to serve coffee to grumpy, impatient, unappreciative people?

Next time you see a Filipino or a foreign worker, try and think about some of these things. Ask yourself, would you make the same sacrifices?

Foreign workers aren’t taking all the good jobs – individuals from Ontario are doing that. They are simply working the jobs locals Yukoners refuse to work.

Our politicians don’t mess with unions for good reason

one are the days when a life in the public sector involved a trade-off – slightly lower pay for better benefits, job security, and a defined-benefit pension. “Getting on with the government” has actually become a regional colloquialism in the Yukon, as if securing a position is the peak of one’s career trajectory.

Meanwhile, private sector employers – trapped as they are by the basic economics of revenue and cost and without access to a billion dollars in federal transfers – lament the difficulty of competing with the big machine for qualified staff.

And now, with a groundbreaking decision by the Supreme Court of Canada against the Saskatchewan government, the power of unions also has a solid constitutional foundation.

The ruling is prompted by the Saskatchewan Party’s decision several years ago to pass legislation pertaining to which government workers should be considered “essential,” so and so forbidden from going on strike.

In such disputes, governments want a large list of essential employees to minimize disruptions, while unions want a smaller list to put more pressure on government to accede to their demands.

The Saskatchewan Party passed a law that said, in the event of a disagreement between the union and the government over whether a worker is essential, the government has final say.

The Supreme Court found that this unilateral power violated the constitutional “right to strike” and struck the law down.

In recent years the Supreme Court has moved in a decidedly pro-union direction. When I started law school less than a decade ago there was no constitutional “right to strike.” But since then the courts have cemented the idea that the government does not have carte blanche to create laws favouring employers in collective bargaining.

Where this takes us in the future remains to be seen, but

here in the Yukon, it may make it even more difficult to imagine the territorial government taking on the unions. In the provinces, negotiations over new collective agreements with a public service union is big news, while in the Yukon it quietly passes under the radar. Even after 12 years of an ostensibly “conservative” Yukon Party government, the public service has continued to grow in both size and compensation.

This must be due to the substantial political clout that unions enjoy in the Yukon. According to the Yukon Bureau of Statistics’ December 2014 employment report there are 7,900 public employees in the Yukon, while 40.9 per cent of all employed Yukoners work for a municipality, a First Nation, the federal government or the Yukon government. The Yukon government alone employs about 5,000 people.

Few issues move votes like pocketbook issues, and our terms of employment are the epitome of a pocketbook issue. So it is no surprise that Yukon politicians are hesitant to take a hard line in union negotiations. In the 2011 general election, only 15,797 Yukoners cast ballots, so a bloc of 5,000 voters is not something that

a politician can afford to alienate.

The last Yukon politician to take a really hard line with the public service was the late John Ostashek back in the early 1990s, and he paid dearly in the next election.

Despite the considerable power enjoyed by Yukon’s public-sector unions, many members continue to react as if any push-back to union demands is an attack on organized labour. There is an unfortunate tendency on the prounion side to return discussions about specific negotiations and strike actions to the important historical role played by unions.

It doesn’t matter if a proposed annual wage increase is financially prudent, because unions are essential to protecting the middle class, or so the non sequitor goes.

I expect some readers will view this column as being antiorganized labour. Nothing could be further from the truth. I fully acknowledge the crucial role played by unions in elevating the middle class and ameliorating the harsh working conditions that existed before collective bargaining. Unions have played and continue to play a significant role in protecting workers.

In fact, there are a number of sectors – like fast food and

retail – where I would like to see a significant increase in the rate of unionization. These employees are in desperate need of an improvement to their standard of living, and the proliferation of low paying non-unionized service industry jobs is a stain on our status as a just society.

However, it is possible to recognize the historically important role played by unions without reflexively siding with them in every situation, particularly in the public sector where they enjoy significant political clout and legal protection.

Unions can’t just be viewed as a bulwark against economic power. They must also be recognized as organizations geared towards the pursuit of their members’ interests. Whether or not contract demands are in the interests of the “middle class” or not – particularly when those demands are being made of “middle class” taxpayers – always depends on the context.

Over the past several weeks, Trudeau said the governing Conservatives’ rhetoric has escalated as they promote new anti-terrorism legislation and decry a court ruling that struck down a law that banned a Muslim woman from wearing a face-covering niqab while taking the oath of citizenship.

Prime Minister Stephen Harper has said he finds it “offensive” for someone to cover their face during the citizenship ceremony and has vowed to appeal the ruling.

The Conservative party has used Harper’s comments in fundraising missives that trumpet the prime minister’s contention that wearing a niqab while taking the citizenship oath is “not the way we do things here.”

The party has also promoted the anti-terrorism legislation by posting online images of a menacing Islamist terrorist and quotations from a recent threat to attack the West Edmonton Mall.

Trudeau scoffed at the Conservatives’ contention that the ban on face-coverings during citizenship ceremonies was intended to promote gender equality.

“It is a cruel joke to claim you are liberating people from oppression by dictating in law what they can and cannot wear.”

And he warned that Harper and his fellow Tories are going down a dangerous path in a country that is home to over 1 million Muslims.

“Fear is a dangerous thing.

Once stoked, whether by a judge from the bench or a prime minister with a dog whistle, there is no way to predict where it will end,” Trudeau said.

“Across Canada, and especially in my home province (of Quebec), Canadians are being encouraged by their government to be fearful of one another. For me, this is both unconscionable and a real threat to Canadian liberty.”

A spokesman for the Prime Minister’s Office defended the government’s actions, in part by

quoting weekend comments by Defence Minister Jason Kenney in which the minister said “We stand in defence of the vast majority of Muslims who reject this cult of violence. Canadians are in solidarity with them.”

Stephen Lecce also defended the government’s anti-terror legislation.

“Under Prime Minister Harper, this Government will continue to take action to protect our freedoms by denying the international jihadist movement the opportunity to inflict terror on our citizens and interests,” Lecce said in an email.

“Through the Anti-Terrorism Act 2015, we are taking decisive action to thwart efforts to use Canada as a recruiting ground, prevent terrorism travel and attacks on our soil.”

Earlier Monday at an event in Ottawa, Marjory LeBreton, a senior Conservative senator, acknowledged that the government’s messaging may be making Muslims feel unwelcome. She was responding to a question from Sheema Khan, who told LeBreton that Muslim Canadians are feeling “a little bit excluded, somewhat under suspicion.”

N.W.T. mother fights to use aboriginal name for daughter: Sahai?a Bob Weber Canadian Press

YELLOWKNIFE northern woman is fighting with the government of the Northwest Territories to register her infant daughter under her aboriginal name.

“It’s important to me because that’s our language,” said Shene Catholique-Valpy. “I’m keeping it alive through her.”

Catholique-Valpy and her partner are going to school in Red Deer, Alta., but the two decided before the birth of their baby last year to return to their Yellowknife home so their child would have an N.W.T. birth certificate. After her daughter was born on Feb. 15, 2014, Valpy decided she wanted to give her a traditional Chipewyan name.

The name she chose means “when the sun peaks through.”

Spelling it properly requires a character that doesn’t exist in the Roman alphabet. Resembling a question mark without a period at the bottom, the character signifies a glottal stop in pronunciation.

The territory’s Vital Statistics Department told her she couldn’t register her baby under that name. It said Roman characters are legally required for names because they have to appear on official federal documents.

“Our research to date has shown that the letters and symbols used on a birth certificate have to be recognized by the federal government for a passport to be issued,” said department spokesman Damien Healy in an email.

“Using letters or symbols that are not recognized by the federal government – or by other jurisdictions in Canada – on a birth certificate would create difficulties with obtaining identification documents later in life.”

Sahai?a has never been legally registered, which means her mother can’t get a health card for her daughter and has had to pay out of pocket for medical expenses. She also can’t claim Sahai?a as a dependent for tax purposes.

“I’m a student and only one of us works, so it’s a bit much.”

Researchers studying stress in high-strung hares Myles Dolphin News Reporter

P

eering out from its burrow, the snowshoe hare carefully scans the landscape for one of its many predators – the lynx, coyote, fox, wolf and marten all pose a constant threat.

But aerial hunters such as hawks, owls and eagles also contribute to the high mortality rate among juvenile hares, only 15 per cent of which will survive to breed the following spring.

Sophia Lavergne, a PhD candidate in the department of ecology and evolutionary biology at the University of Toronto, has made several trips to the Yukon since 2011 to measure the impact of predatorinduced stress on showshoe hares.

Based out of the Kluane Lake Research Station, she’s carried out experiments alongside Patrick McGowan, Charles Krebs and Rudy Boonstra, who have been collecting data on the species for about 40 years.

Research has shown that when a pregnant hare is stressed by predator exposure, it has fewer babies, which are generally smaller and lighter than the babies of unstressed mothers.

It’s also known that the same pregnant hares will have offspring that are stressed, too.

Lavergne is interested in finding out how this particular stress inheritance occurs, its effects on the health, behaviour and survival of those offspring and how the outcomes affect the snowshoe hare population cycle.

“There’s a rich history of research here that you don’t get elsewhere in Canada,” she said.

“There’s a really good long-term data set that’s available, to anyone who wants to use it. I wouldn’t be able to work anywhere else without having those numbers, which are critical in being able to make inferences and estimates based on predator and hare numbers.”

Historical records have shown that snowshoe hare populations run on a 10-year cycle.

The number of hares in the Yukon peaked in 1981, 1990, 1998 and 2006, according to the Environment Yukon website, and each peak was followed by a rapid decline over the next few years.

“So, even after numbers of hares and their predators crash, the few remaining hares continue to produce low numbers of young, which contributes to the delay before the next cyclical boom,” according to the website.

Predation appears to be the key factor in the cycle, and Lavergne is using experiments to find out more.

Researchers can measure the stress levels of hares by measuring the cortisol metabolites level in their droppings, Lavergne said.

She’s been getting help from residents in Watson Lake and Faro to collect fecal samples.

“It’s a non-invasive method, and you can collect it either from trapped hares or from walking in the woods,” she said.

“It’s a really nice, non-stressful way to get an idea of the stress levels in the population. Traditionally it was done using blood tests.”

The results will give her a better idea of whether stress levels in hares are homogenous across the territory, she said.

Lavergne usually comes to the Yukon for a few weeks in the winter, when the hares are non-reproductive and it’s easier to assess their stress levels.

When she returns in the summer, pregnant hares are lured into traps with alfalfa and apples.

They are tagged, weighed and measured. Predator simulation experiments are carried out, such as exposing them to trained dogs, Lavergne said.

Then, the reproductive outputs are compared. In the past, juvenile hares were trapped and monitored in a test arena while the silhouette of a hawk was passed overhead.

Measuring the behaviours can

give an idea of how bold or fearful the hares are, and how vulnerable they might be to predation.

After Lavergne’s upcoming summer visit, she’ll compile all the

data from her research and hopes to publish the results in a scientific journal.

“And hopefully get my PhD,” she added.

“The Yukon’s a great place to work and the people are really supportive.”

Time will tell if millions of consumers are willing to spend $449 and up – there’s an 18-karat gold version that sells for $22,000 – for a wearable device that still requires a wirelessly connected smartphone to deliver its most powerful features.

But CEO Tim Cook is selling the Apple Watch as the next must-have device, able to serve people’s information needs all day long, like no other tool has quite been able to do. “Now it’s on your wrist. It’s not in your pocket or pocketbook,�

Cook said before unveiling the new line on Monday. “We think the Apple Watch is going to be integral to your day.�

Apple wants this wristwatch – which piggybacks on a nearby smartphone’s Internet connection through Wi-Fi or Bluetooth – to be seen as so revolutionary that it requires its own new lingo.

So while the watch face provides most of the same information as smartphones do, the back of the watch sends “taptic feedback,� tapping the wrist to remind the wearer to get up and burn more calories. “It’s like having a coach on your wrist!� gushed Cook, touting the potential health uses of a computer that sticks to your skin all day.

The gadget also introduces “digital touch,� a new way of messaging that enables people to draw and send little figures with their fingertips and have them arrive on a friend’s watch face dynamically, in the same way they were drawn.

Convincing consumers they can’t live without an expensive new device isn’t easy, but Apple’s strongest selling points include “convenience and immediacy,� along with highend design features and some useful new apps, said Carolina Milanesi, a tech analyst with Kantar Worldpanel. “If you don’t have to be fumbling around for your phone, that can make a difference,� agreed analyst Patrick Moorhead of Moor Insights and Strategy.

T

he travel-sized bottle of conditioner is called Amazing Grace.

“Mr. and Mrs. W had an open marriage into which my friend Dave had been made welcome,” reads an explanation posted next to the bottle.

“After one of Mrs. W’s stays at Dave’s cabin in the woods overlooking the ocean she left behind some travel-sized toiletries.”

About a month after the toiletries were left, the Ws died in a car crash.

“Dave lost his best friend and the woman he loved with no public forum to grieve.”

The bottle came from someone in London, England. Now it sits as part of the Museum of Broken Relationships, a show at the Yukon Arts Centre’s public gallery until May. “Dave gave me Mrs. W’s toiletries. I’m giving you the message on the bottle. You are giving Dave his public forum.”

The Museum of Broken Relationships exhibit is full of items like this, seemingly innocuous everyday things that are the leftovers of bygone relationships.

They touch on universal feelings, said Mary Bradshaw, the arts centre’s curator.

“Maybe not every story resonates by any means, but I think we can see ourselves in some of these stories,” she said.

The museum began as a travelling exhibit in 2006.

Thought it now has a permanent home in Zagreb, Croatia, the museum still functions in much the same way, taking some of its items and travelling around the world collecting new pieces.

The stop in Whitehorse is its first Canadian visit.

Everyone who submits an item to the museum knows it’s going to be public. Yet some of the stories create an inescapable gut feeling that you’re invading someone’s private heartbreak, or at least sticking your nose where it doesn’t belong.

“At the opening I don’t think I’ve ever had that many people in the gallery and have it so quiet,” said Bradshaw.

“Everyone was just zoomed in, reading and even when they were talking they were almost kind of hushed. Which is interesting because it isn’t normally the case at an opening for us at all.”

A dozen Yukoners submitted items to the arts centre. They join a few dozen more on display from around the world.

Curated by Mary Bradshaw, the Museum of Broken Relationships runs at the Yukon Arts Centre until May 23 and features a number of Whitehorse artifacts.

“The call went out (to Yukoners) and we didn’t really know what kind of numbers to expect. Apparently, as far as our population goes, we got a good response,” Bradshaw said.

One Yukoner gave a wool work sock embroidered by his former partner to resemble a Christmas stocking. He held on to it for more than 30 years after the relationship ended.

The spring after the sock was made the pair packed up the car and moved to Dawson City, where he worked at mining camps and she waitressed.

The relationship unravelled, but the sock remained.

“Although we exchanged two or three letters and sorted out our finances, we never did get together for coffee to talk about what we shared and to say a proper goodbye,” the man writes.

“Things have panned out for me in a good way and I sure

hope they have for her as well.”

Another Yukoner submitted a small jigsaw puzzle with a wolf on the front and a letter written on the back.

Once the Whitehorse exhibit ends on May 23, the items will remain as part of the museum’s larger collection.

The Popple, a staple stuffed toy for any child of the ‘80s, is still unopened in its box. It’s part of the travelling collection.

“I gave her the Popple as a gift after learning that she had never had one as a child and then suggested that it should remain unopened and it has.”

That’s the point, writes the contributor.

“With it I wish to donate my regret, fear, indifference, inflexible nature and the recognition and appreciation of her dedication to exist under the crushing weight of who I am.”

Some of the items strike a less serious note.

“It really varies. Some are kind of strange, some are incredibly funny and some are, oh my God, just heartbreaking,” she said.

On a small shelf is a black film canister. It’s not until you read the description that you realize it contains human ashes.

After 33 years of marriage, the relationship ended with his death.

The American contributor gave the ashes to the museum after five months of travelling the world. He wanted to “have my friends blow them to all ends of the earth.”

She allows that if she winds up regretting the finality of this tour, perhaps it could be extended.

Certainly it’s clear that Twain’s final tour was the culmination of much internal wrangling, so much so that she wasn’t sure whether to announce publicly that this would be it.

“I’d already decided in my mind, but I didn’t want to rush into making that announcement. And I thought maybe that I’d make it partway through the tour or maybe not at all,” she explained.

“But I think it would be worse to not tell people, and then have that be it, and they didn’t take the opportunity to see the show.

“I think about Michael Jackson. I was always a fan but I never saw him live, and now I never will. And as a fan, I know how that feels.

“So I’m serious about (this) and I just think it would be unfair not to share it.”

The younger Butler brother is a combustible bundle of twitchy energy onstage, so it’s no surprise that his debut solo album, Policy, is a restless firecracker that manages to showcase – in only eight songs – more styles than a department store.

As he initially spun the new sounds for his Arcade Fire bandmates – including frontman brother Win – on the road during the Reflektor tour, it was the album’s wandering nature that most stood out.

“Everyone’s response was similar,” Butler explained recently in a telephone interview from Montreal.

“It was like: ‘Oh, I mean, it’s very diverse, which I like. But will people like it? You should think about if you want it to be so diverse or if you should stylistically unify it.’

The record’s sprawling range is understandable given Butler’s panoramic instrumental aptitude.

Over the course of four Arcade Fire records, he’s been credited with playing: guitar, piano, bass (electric and upright), synth, clarinet, organ, sitar, trombone, panpipes, glockenspiel, musical saw, omnichord, xylophone, concertina and gadulka.

Then there’s the lengthy gestation period for Policy.

Butler began considering the shape of his eventual first solo album as a teenager growing up in Houston’s suburbs, though he never expected – nor really lamented – how long it would take to actually come together.

“To be honest, in general, I am perfectly fine being … in Arcade Fire – it’s perfectly artistically satisfying,” said Butler, an Oscar nominee for his musical contribution to Spike Jonze’s masterpiece Her. “It was more just that a chance came, and I was like: ‘This is totally the perfect time to do an album on my own. Let’s do it.”’

On scrappy punkish opener “Take My Side,” he channels the vigorous sexual frustration of early

Violent Femmes or Richard Hell and the “pheromones and hormones” of being a teenager.

On the very next track, “Anna,” he’s icy and detached, crooning hypnotically over bass, synth and jabbing flashes of sax, singing lyrics that evolved from a nonsense song he wrote for his toddler son (who’s a “very good drummer,” Butler notes). Next up? A brittle piano lament (“Finish What I Started”).

A poetry major, Butler’s first turn as primary lyric-writer found the 32-year-old trying to avoid over-thinking.

“I would say 80 per cent of the great lyrics in this world are crappy poetry,” he said, laughing. “But they live. The music makes them really live and be really meaningful.”

The record is light-hearted in a way that Butler’s other outfit often isn’t (though it does feature drummer Jeremy Gara).

And on his first solitary sojourn, Butler likewise strayed from Arcade Fire’s notoriously arduous creative process.

“Collaboration with amazing artists is such a joy but it is a lot of psychological work,” he said. “But this time around, it was perfectly liberating and exciting and fun.”

Iditarod sled dog teams embark on 1,000-mile trek across Alaska as race begins on new route Mark Thiessen Associated Press

FAIRBANKS, ALASKA ditarod mushers began their 1,609-kilometre trek across Alaska along a new route Monday after poor trail conditions forced organizers to push the race’s start north, bypassing a mountain range.

Canadian rookie Rob Cooke, who hails from Whitehorse, Yukon Territory, was the first musher to leave Fairbanks as fans looked on from the starting gate and along the expressway.

The Iditarod Trail Sled Dog Race usually kicks off 362 km south in Willow. But because of a lack of snow this year, officials shifted the entire route around the Alaska Range and an area that left many mushers bruised and bloodied last year.

This is only the second time Fairbanks has hosted the official start; similar low-snow conditions moved the Iditarod there in 2003.

The finish line remains in Nome, on the state’s windwhipped western coast.

The route change eliminates mountainous terrain and a treacherous gorge. But the race now will be run on about 965 km of river ice, and that can create a whole new set of obstacles.

Some mushers have hinted the new path might benefit Pete Kaiser, a young musher who recently won an all-river ice sled dog race in southwest Alaska.

Kaiser disputed that Monday.

“I don’t see it as an advantage or disadvantage for me or anyone else, really,” he said as he took a break from packing his sled before the race started.

“It’s just another trail through the state, and it’s still a thousand miles, and it’s still through some rugged country,” Kaiser said.

Lance Mackey is running the race with a young dog team and is handling the changes in stride.

The four-time champion said the fact that most of the thousand or so dogs participating in the race have never seen this part of Alaska is “kind of cool.”

“Not a dog in this yard has been on this trail or this race,” Mackey said. “Everybody’s on the same playing field in that aspect.”

The new route reduces the number of checkpoints in the early part of the race, but it adds stops at villages that have never been part of the Iditarod – like tiny Huslia, an Athabascan village of about 300 residents.

Executive Administrator JOB SUMMARY: Reporting to the Vuntut Gwitchin Limited Partnership (VGLP) CEO, this position is responsible for providing a broad range of analytical and administrative support to the Chief Executive Officer and the Property Manager positions. This position shall be responsible for the supervision of general accounting, accounts receivable, collection and payroll of VGLP. Candle Lighters: Team of 3 to 5 people to place and light the tea light candles along the millennium trail and in Robert Service Campground; Torch lighters: 3 volunteers who must be over 18 years of age and have some fire safety experience; Lantern Guards: 2 or 3 people to hand out lanterns and keep an eye on them to ensure none are broken or stolen; Fire Safety Wardens: 2 or 3 people to walk with blankets and fire extinguishers in the procession and then watch for any problems at the bonfire; Blue Bags Carriers: 2 or 3 people to carry the Blues bags, pencils and paper for people to write their blues on; Icy Patch Patrol: 1 or 2 volunteers to warn people of any icy patches along the trail and just generally try to keep everyone safe and free of injury.

For all these volunteer positions the time commitment is fairly minimal, just a few hours on the day of the event and a 1 hour pre-event meeting sometime in the week before March 21st.
