The first step to developing a game plan for the Canada Games Pool (CGP) has been taken by city council.

Transparency, accountability and evaluation could be what guides council in its desire to eventually rehabilitate the aging pool complex and its next-door neighbor, the Centennial Community Centre (CCC).

A report issued Monday outlined 16 guiding principles staff recommended council consider when making decisions about the redevelopment undertaking.

“Once adopted, the principles will provide the foundation to guide the overall project,” the report stated.

It also specified adopting the guiding principles early on would be particularly valuable as they would serve as the “parameters against which decision points could be evaluated and performance assessed.”

The 126 New West rail-yard workers who have been locked out of their jobs since January have been “vindicated” by a precedent-setting Labour Relations Board decision, says their union leader.

Bill Magri, president Canadian Union of Public Employees (CUPE) local 7000, announced this week the B.C. Labour Relations Board ruled Southern Railway of British Columbia (SRY) had unlawfully used replacement workers when they used A&B Rail to replace switch ties on Annacis Island. In addition to the freight transporter being ordered to cease and desist using private contractors to do union work, they were also ordered to pay CUPE $5,000 in damages.

“It would be better for all of us – for the railway, the workers, the customers and the public – if Southern would spend more time at the bargaining table and less at the Labour Board,” Magri said in an issued statement.

Concrete falling from the SkyBridge New West business owner concerned about dangerous situation Steph Troughton

New West business owner Paul Johansen is optimistic TransLink will fix the problem of concrete falling from the SkyBridge as it exits Columbia Station now that B.C. billionaire Jimmy Pattison is in charge.

“The falling bridge concrete has been an ongoing problem which I have been advised can be attributed to a design flaw.

With a new TransLink spending oversight committee with Mr. Pattison at the helm, I am hopeful a solution will be given a higher priority,” the owner of the charter boat service Edgewater Fortune told the NewsLeader.

Pattison will lead an oversight panel that monitors how

TransLink spends the new 0.5 per cent Metro Vancouver transit tax if the transit plebiscite passes.

Earlier this month, TransLink indicated $1.9 million had been budgeted for repairs to the bridge that includes steel plates being bolted onto the section that failed and dropped the concrete.

Described as “spalling,” falling concrete happens when the top layer of concrete breaks away due to any number of factors that can range from environmental to poor installation.

According to TransLink’s Fred Cummings, vice president of infrastructure, the first spalling incident occurred at that part of the bridge, which connects the Columbia and Scott Road stations, in June 2008.

At that time, the concrete apparently dropped within several metres of the rail tracks located below. Columbia Street

itself also runs directly below the tracks.

Almost two years later, a second spalling incident occurred around the same area of the bridge. In addition to the temporary remediation repairs that had been done after the first spalling incident, TransLink then ordered a feasibility study that evaluated repair options and recommended additional bracing.

That study was completed in March, 2014.

Design structural steel work is expected to start in the fall and be completed sometime in the spring of 2016.

Cummings confirmed the structural integrity of the bridge is not at risk and the bridge continues to be monitored in the interim.

“The temporary measures are monitored to make sure that there isn’t any more spalling.”

Paul Johansen has been complaining about chunks of concrete falling from the SkyTrain Bridge since 2008.

Police and fire chiefs in Metro Vancouver are backing a Yes vote in the transit referendum, warning that worsening road congestion will otherwise increase emergency response times and either threaten lives or force up municipal spending to cope.

Vancouver Police Chief Jim Chu, New Westminster Police Chief Const. Dave Jones and Surrey Fire Chief Len Garis told reporters Wednesday that public safety is at stake in the referendum and their internal data shows the time spent to get to calls is already on the increase.

“Our concern is about the risk of life and property damage in a gridlocked situation,” said Surrey Fire Chief Len Garis, adding an extra minute to reach a call can mean tragedy. “If we have gridlock, we won’t be able to get there in time.”

Chiefs said they expect reduced traffic congestion on roads if voters say Yes to a 0.5 per cent sales tax to fund transit and transportation improvements.

Garis said cities in the Lower Mainland already use traffic light preemption technology to speed emergency vehicles through intersections, but there’s a limit to its value if traffic lanes are clogged ahead of first responders.

He said lengthening response times as congestion worsens could force cities to build and staff more new fire halls than in an attempt to provide the same level of service.

“If we can’t move the traffic, we can’t get through it, we need more stations and we need more people to service those calls. And that’s not within our agenda or in our budget.”

Garis said investment in better transportation to prevent worse congestion is a far more efficient solution.

The draft Financial Plan incorporates a proposed 2.42% property tax increase for 2015. This increase is required to fund operational and inflationary increases and strategic initiatives.

Utility operating budgets for 2015 include the electrical, water, sewer and solid waste utilities. Utility rate increases are 6% for water, 7.5% for sewer, and -8.45% for solid waste. The Electrical Utility rates will increase 6% effective April 1, 2015 to follow BC Hydro’s rate increases to the City.

The proposed general fund capital budget for 2015 is $40 million and the capital budgets for the utilities total $26 million.

Animal Shelter Task Force City Council has established the Animal Shelter Task Force to provide recommendations and advice to Mayor and Council on options for providing a new Animal Shelter facility within the City of New Westminster. A proposal to require developers to provide more familyfriendly housing will go to public hearing late next month.

On Monday, city council gave first and second reading to a bylaw that would make developers include features such as ground orientation access and more two- or threebedroom housing units.

In a report to council, development services director Bev Grieve outlined recommendations for a family-friendly housing policy, bylaw and design guidelines.

Grieve said the report was drafted following a feasibility study, literature review, consultation process and housing supply analysis that involved a survey of more than 900 residents.

Approximately 50 per cent of the group surveyed indicated their current housing situation somewhat or did not meet their

housing needs. After the survey was done, the city learned New West ranked 20th and 21st out of 22 municipalities in Metro Vancouver in homes classified as familyfriendly housing.

Voting for the future News flash: New referendum poll finds strong lead for No side.

When everyone wakes up after the votes are counted and the 0.5 per cent transit tax has been voted down, if the polls are to be believed, who will notice?

Buses will still be crowded during rush hour. Traffic will still be gridlocked at choke points.

And buses will run infrequently at night or not at all.

Of course, No spokesperson Jordan Bateman of the Canadian Taxpayers Federation will be pleased and can update his LinkedIn account to apply for better jobs while Premier Christy Clark can check off an election campaign promise, a referendum on transportation financing that was doomed from the start.

Let’s face it, as we know from the HST vote, it’s hard to convince people to pay more taxes now for a future benefit but easy to tap into public anger about government spending, regardless of how out of context or inaccurate the information on which the anger is based.

TransLink is the straw man in this debate and to beat down this perceived demon, people would rather have crappy roads and transit well into the future.

To prove the Yes side might have been right won’t come for another 10 or 20 years. By then today’s college and high school students will be saddled with the hefty retirement pensions for those who voted against the proposed sales tax hike. They’re the ones who will be sitting in gridlock or waiting for buses and who will see good jobs disappear to places with better transportation infrastructure.

They might wonder, those taxpayers of tomorrow, whether an opportunity to do something better was lost along the way.

But that’s OK, because we’ll have given TransLink a smack on the nose and, for today at least, that seems to be the most important thing.

Yes campaign finding its feet?

The appointment of Jim Pattison to head up a committee that will oversee any tax dollars collected for transportation under the Mayors’ Plan is one of the few moves the ‘Yes’ campaign has made that really makes sense.

It removes a key concern that many people have — they simply do not trust TransLink with additional tax dollars. It is also a tacit acknowledgement by the ‘Yes’ side that TransLink is an issue in the campaign for an additional 0.5 per cent sales tax increase to fund the ambitious plan. While the word TransLink may not be on the ballot, it looms over the entire campaign.

I’ve been quite surprised at the ‘Yes’ campaign thus far. It has, in my view, been unnecessarily alarmist. Mayors have said (I’m paraphrasing here) “there is no Plan B.” They say “there won’t be another chance to go ahead with these improvements.” They have even made the almost unbelievable claim that a study

shows people will have more money in their pockets after the tax increase goes through, and some of the improvements have been made.

‘No’ campaigner Jordan Bateman has a great response to that last claim. He said that, using that logic, we should all be taxed 100 per cent so we would have far more money to spend.

Another problem the ‘Yes’ campaign has is a lack of credible spokesmen. Vancouver Mayor Gregor Robertson, head of the Mayors Council, may be a fine choice to campaign for the added sales tax in Vancouver, even through he was under a lot of fire in last November’s election and

is widely distrusted by many in the city.

However, he’s a terrible spokesman for the plan south of the Fraser, where people resent his earnest Vancouvercentredness and his pie-in-the-sky idealism.

The ‘Yes’ campaign also has, thus far, not give people leaning their way a strong “feeling” about why they should vote their way.

The campaign has not appealed to emotions, while the ‘No’ forces have the powerful image of TransLink to brandish. It immediately prompts a visceral reaction.

One of the few steps on the emotional level from the ‘Yes’ forces came with the release of a well-produced video featuring Gordon Price, former Vancouver councillor, head of the Simon Fraser University City Program, and an articulate, intelligent and visionary advocate for better cities.

The video is well worth a look.

Despite some steps in the right direction, the ‘Yes’ forces have an uphill battle convincing people south of the Fraser that paying additional tax will really benefit them. As Bateman has pointed out, almost one-third of the amount to be raised goes towards the Broadway subway in Vancouver — a city already very well-served by transit.

Meanwhile, improvements in Langley are, for the most part, a long ways off.

The LRT lines in Surrey, one of which will extend to Langley City in 12 years (if all goes well), will make a significant difference here — but when there is so little transit here now, and so few people actually use it, it’s hard to get passionate about proposed improvements.

High Line Park is much bigger than the parkade, but then New York is much bigger than New West.

City council has decided the west side of the parkade needs to come down. I have been told Larco won’t build their three towers unless it does. So, we are given a choice of a funky linear park that ties to Pier Park and allows easy access to the waterfront, or three towers, but not both. Why not both?

I believe Larco would see the benefit to their project of a nearby elevated linear park.

By the way, the cost to the taxpayer to tear down the parkade is $10 million.

However, to turn it into a simple linear park is about a quarter of that cost.

A rally is planned for March 20 at noon on the Fourth Street ramp to the Front Street Parkade. Come out and see if your mind can do a 180 degree turn like mine did. The parkade can always come down later if that’s what future residents want.

Tom, you look to be about my age and maybe you’ve become somewhat forgetful as the years advance, so I’m writing to remind you how it was when we went to university and graduated.

It was a time of strong unions, a time before businesses sent their manufacturing to countries with cheap labour and no labour codes, and a time when one actually only paid 25 per cent of their salary on rent or a mortgage.

These “increasing range of jobs” that foreign workers do are mostly minimum-wage jobs that hardly cover rent costs let alone the costs of owning a car and paying their student loan.

Also, I would like to remind you, Mr. Fletcher, that many jobs require the person has a driver’s licence even if they don’t own a car. So how are students supposed to work and pay their student loan?

And as for “misguided university professors who use their positions to organize violent protests against job creating projects,” I think you’d be wise to get off your climate change denying couch and take an environmental science course.

I must confess to have done a complete flip on the Front Street Parkade. Many years ago I hated the parkade. To me it looked like a monument to the ’50s car culture. At the time, I approached Coun. Puchmyer and expressed my dismay that the city seemed to want to preserve something so ugly.

He responded by explaining to me the parkade provided parking that was essential to the business in the city. That business would pack up and leave if the parkade ever came down.

I argued that I, as a resident, was as important as a business.

Now a few years later, the parkade has become my friend.

I often walk from Fourth Street down to the River Market along the top deck. The view is spectacular.

I meet other people who enjoy walking and exercising on the parkade. People encouraged me to open my mind to the possibilities. I did some research, and found some truly beautiful linear parks built on structures like our parkade.

High Line Park in New York is one example. A group called Friends of High Line Park formed together and revitalized a raised train trestle. It’s funky, fun and loved by the citizens of New York. It even has a

The three restoration options listed were; simply retrofit the existing buildings, retrofit and add on extra space or retrofit, expand and include a new 10-lane, 52-metre pool. The price tag for all three options, at that time, ranged from $22 million to $55 million.

Two years later, it was identified that the pool would need major system overhauls as many of them, such as mechanical, electrical and plumbing, were nearing the end of

their life cycles.

At this time, the city has not yet decided whether the project will involve simply rehabilitation of the existing facilities or construction of new ones.

Parks and recreation staff indicated they will be working with the city’s finance department over the next two months at which time a comprehensive financial analysis will be provided. More reports about the project such as a historical perspective will also be brought forward in the coming weeks.

Magri also said CUPE will be appearing before the LRB next week to seek permission to picket A&B Rail for assisting SRY to do bargaining unit work during the lockout.

YWCA nominates four New West women Four New West women have been nominated for the YWCA Metro Vancouver Women of Distinction Awards.

Lawrie Ferguson, chief marketing and strategy officer for Coast Capital Savings, was nominated in the Business and the Professions category. Linda McGowan from the Multiple Sclerosis Society and Catherine Ouellet-Martin of the Fraser River Discovery Centre are both up for the non-profit or public service award. And Vancouver Japanese Language School and Japanese Hall board director Laura Saimoto is competing for the Community

Champion title.

Since 1984, the awards have been given to individuals and organizations whose outstanding activities and achievements contribute to the well-being and future of our community. Since the event’s beginning, the registered charity reports it has awarded almost 300 women and paid tribute to 1,690 nominees.

In addition to the 10 nomination categories, the individual nominees are eligible for the Connecting the Community Award. The nominees will select a YWCA program area in which they are

interested and use social media channels such as Twitter and Facebook to promote votes.

Beginning April 22 and running until May 15, the public can cast votes and the nominee with the most votes will receive the Connecting the Community Award. Scotiabank will donate $10,000 to the YWCA program area of her choice.

Award recipients for the 32nd annual event will be announced at the celebration dinner May 26 at the Vancouver Convention Centre. Those wishing to purchase tickets can visit: ywcavan.org/distinction.

Small claims, strata disputes to go to online tribunal

Financial disputes involving less than $10,000 will soon be directed to an online “civil resolution tribunal,” in an effort by the B.C. government to keep them from clogging up the courts.

The new tribunal will also provide a place to resolve strata disputes, which now have only the costly B.C. Supreme Court option if strata councils can’t resolve them, Justice Minister Suzanne Anton said.

Anton presented legislation Tuesday to create the new tribunal, which is to come into effect later this year. She said it will begin as a voluntary option, and later a deposit will be required for those who want to go directly to court instead.

Tony Gioventu, executive director of the non-profit Condominium Home Owners Association of B.C., welcomed the new approach. But he cautioned there will be a learning curve for strata councils.

“Education will be essential and CHOA is committed to working with the strata community to ensure the creation of a system that provides good justice in a timely manner that works for all strata corporations,” Gioventu said.

The B.C. government has used mediation before in an effort to relieve the load on provincial and B.C. Supreme Court. The Family Law Act of 2011 was designed to encourage out-of-court settlements of property and parental responsibility disputes when marriages and common-law relationships end.

The Nissan LEAF miraculously cut a journey in half this week.

I’ll explain. I took the plug-in sedan on a 43-kilometre trip from Vancouver to Driveway HQ, on 152nd Street, in Surrey. When I set out, the screen display showed that I could drive emission-free for 146 kilometres.

Now I could have taken off like an F1 supercar and street raced all the way, because electric power offers instant tire squealing torque if you press the pedal to the metal.

But that’s not me. Spurred by my ecofriendly driving the previous day, the clever car had decided earlier in the day that I could do 156 kilometres on a full charge.

Not boasting but that’s easily more than 20 kilometres better than the average driver can expect to achieve. Okay, maybe my head

is swelling. The big 1-4-6 winked at me. I threw the stick into ECO mode and with two flicks of the wrist pushed it into the enhanced B-mode, which puts the braking power regeneration into overdrive, so to speak.

I glided silently down the road, picking up pace ever so gradually in the busy city traffic. Rolling down the hills to Marpole, I could feel the juice from the brakes topping up that battery.

On the freeway, I hit the posted speed limit and 40 minutes later pulled into HQ. The display flashed 126. I had covered 43 klicks with the power required to move the car just 20!

Such fun.

Honda is in Accord with Canadian likes The very first Honda Accord, introduced to Canadians back in 1976, was about the same size as today’s Civic sedan and it had a less powerful engine.

When the eighth generation Accord was introduced in 2008, it was officially classified as a “large car” and came with a 190-horsepower four-cylinder engine, or an even more powerful optional V6.

Eight-gen Accord did get a mild mid-life facelift for the 2011 model year and it included new front-end styling and some interior improvements. A new base SE trim line also replaced the previous LX trim.

In addition to being considerably more fuel efficient, the 2.4 litre four-cylinder “Earth Dreams” editions of Accord are also super-clean running and complies with PZEV (partial zero emission vehicle) requirements in the U.S. This engine also supplies more power at low engine speeds, just where you need it, on take-off, on a hill or when merging into freeway traffic.

Its city/highway fuel economy ratings of 9.1/6.6 L/100 km, with the CVT, are outstanding for a family-size sedan. A

The New Westminster Hyacks finished sixth at the provincial junior (Grade 10) girls basketball championships in Langley last week.

Abbotsford’s W.J. Mouat Hawks defeated the Hyacks 53-38 Saturday to take fifth place. The Hyacks and Hawks were tied 29-29 at halftime, but New West coach Stephen Bruyneel said his squad ran out of gas in the second half.

Sarah Forgie, who was named a second team tournament all-star, scored 16 points while Aly Fieber had 15.

On Friday, Forgie hit two free throws with three seconds left as New West advanced to the fifth-place game by edging Victoria’s Claremont Spartans 30-28. Forgie finished with 13 points.

That win followed on the heels of a heartbreaking 47-46 loss to Oak Bay in a quarter-final game Thursday. The Hyacks had trailed 14-2 but battled back for a 29-29 tie at the break. Oak Bay won the game on a desperation shot that rattled off the backboard and the rim before going in, said Bruyneel. Once again, Forgie led the Hyack attack with 20 points while Devin Strome scored eight and grabbed 12 rebounds.

New West defeated the Westsyde Whundas of Kamloops 47-36 in the opening round Wednesday with Forgie scoring 23 points.

The Hyacks, who had six Grade 9s on the team including Forgie and two other starters, had a 29-6 overall record this season.
