Sawmill back in operation

Operations are back on track at APD Sawmill following a fire in the head rig last week.

Fire Chief Tim Pley said a hydraulic system failure on the head rig carriage contributed to the fire, however, a source of ignition has not yet been determined.

“We are continuing to investigate the ignition source for the fire, and are working with APD’s very competent maintenance personnel to identify possible ignition sources,” Pley said.

Public hearing for Westporte

The City of Port Alberni has scheduled a public hearing over expansion of Rainbow Gardens in the Westporte neighbourhood for Monday, March 16 at 5:30 p.m. in city council chambers.

Celebrate water day

The community is invited to celebrate World Water Day on Sunday, March 22 from noon to 3 p.m. at Dry Creek Park.

Organizer Dan Cebuliak said information about speakers and other activities will be forthcoming.

Abbeyfield needs new roof

Port Alberni Mayor Mike Ruttan said council would look for a ‘creative solution’ to help Abbeyfield House fund its new roof, but financial assistance wouldn’t be forthcoming.

Abbeyfield asked council via letter to consider helping them fund their roof in a three-phase, $206,000 approach with Abbeyfield paying a one-time contribution of $50,000.

“Put the phone down and let that text or that call wait because nothing is worth it,” said Caroline Robinson, ICBC road safety coordinator for the mid/north island.

ICBC’s distracted driving simulator made a stop in Port Alberni on March 10.

Whle it was just set up for demonstrations at the RCMP detachment, Robinson said they hope to bring it into Alberni District Secondary School sometime soon.

“It’s to illustrate the dangers of distracted driving so using a handheld device like a phone or texting,” she said.

“It’s very interactive so it really gets that point home in a safe environment.”

(Of the people who took the distracted driving simulation on Tuesday, including a veteran RCMP traffic services officer, the N-licenced son of an RCMP officer, a CHEK TV journalist and News reporter Katya Slepian, no one passed.)

“Whether you meet a police officer on the road or the worst case scenario is to be in a crash as a result of it.”

According to Robinson, “distracted driving has overtaken impaired driving as the second leading cause of injuries and fatalities on the roads.

“That’s huge, that equates to about 12 fatalities on Vancouver Island every year,” Robinson said, adding that those are only cases in which distracted

“And that’s just in that small window at that location.”

Texting is the worst offender, Robinson said.

“There’s no way you can text and drive safely.”

Stop signs and intersections are where ICBC sees a lot of rear ending as drivers who think they can get away with sending a quick text find traffic starting up again faster than they thought.

“People might think it’s okay to text at a red light or a stop sign and it’s not, it’s against the law.”

It’s also incredibly dangerous.

“That’s where a lot of people take the risk because they’re stuck in traffic or the light just turned red and they think ‘I’ve got 30 seconds,’” Cpl. Mike Elston with Central Island Traffic Watch said.

A couple of years ago when Elston was doing a plainclothes operation in Nanoose Bay he got to see just how pervasive texting is at red lights.

“I remember this one guy, he was first in line at the slow lane and the light’s green and he’s just going along, texting.”

When Elston told the driver he was going to be ticketed for using his cell phone while driving, the man was shocked. “He was completely oblivious, he didn’t know what was going on around him.”

Brownies earn grant to plant GIRL GUIDES: | Units choose Canal Beach for tree planting.

Canal Beach will get a little greener this spring thanks to the Girl Guides.

Alyson Schmitz, leader of the Mt. Cokely Brownies, told city council on March 9 that thanks to a $2000 Girl Guides of Canada TD FEF Tree Planting grant, all four guiding units in the Alberni Valley would like to plant trees at Canal Beach.

“By participating

in the program my girls will learn all about trees and shrubs native to the community and how they support the local ecosystem,” Schmitz said, adding that the girls would also learn about climate change and environmental stewardship.

The grant funding will be used to purchase trees and to pay for any associated planting costs but not equipment. Schmitz said that she hoped to work with community groups and the city in order to borrow equipment.

The Brownies hope to plant on April 25 in

honour of Earth Day on April 22, Schmitz said.

“We would like this to be a community Girl Guide event supported by the city and we would like this to be something our girls and our community can be proud of.”

While Schmitz said she had received encouragement and support from the Klitsa Garden Club, director of parks,

recreation and heritage Scott Kenny and horticulture and parks operations supervisor Jacob Colyn, city council formally made a motion to support the Girl Guides’ tree planting efforts.

Smoking banned in playgrounds Effective immediately, the city of Port Alberni will ban smoking on all playgrounds within the city limits.

“The program restricting smoking at playgrounds would create a clean air zone” around the city’s 13 playgrounds,

director of parks, recreation and heritage Scott Kenny told council at their March 9 meeting.

The ban will rely on voluntary enforcement rather than a bylaw so as not to inundate the city’s one bylaw enforcement officer with calls, Kenny explained.

Back off new city bylaws Seniors’ advocate strikes a chord The City of Port Alberni needs a second bylaw officer. Or else residents need to start taking a bit more personal responsibility to ease up on the officer we already have.

Council’s decision Monday night to create a voluntary ban instead of a bylaw on smoking in public parks underlines this succinctly.

Parks, Recreation and Heritage director Scott Kenny has flat out said he would not support such a bylaw because the city has no way of enforcing it. (‘We don’t need bylaw enforcement going around with water guns and scissors,’ he told council.)

A ban, however, puts the onus back on park visitors to butt out, or ask others to do so.

The city has more than 4,700 bylaws on its books. Some are devised for financial or land use decisions. Others are no doubt antiquated.

Many are unenforceable simply because one person cannot humanly answer all the calls for bylaw infractions.

City planner Scott Smith presented three scenarios to council for solving the bylaw enforcement crunch in the 2015 budget, including a new full-time bylaw officer, a half-time officer or spending an additional $16,000 to operate the SPCA on Mondays, so the bylaw officer doesn’t have to deal with animal control calls on that day.

At the very least, the city should investigate that third option for one year to see whether this takes some of the pressure off the single bylaw officer we do have.

VICTORIA – British Columbia’s new seniors’ advocate has issued her second report, and the media mostly ignored it.

When this new office was promised by a campaigning Premier Christy Clark two years ago, I suggested that B.C. already has 85 seniors’ advocates. They’re called MLAs, and inquiries go to their local offices.

Much to the chagrin of the opposition, Seniors’ Advocate Isobel Mackenzie’s mandate is not to pursue individual cases, and so she won’t be serving up a fresh assortment of horror stories to embarrass the government.

Instead, it is to look for “systemic challenges” and recommend ways to deal with them. The latest report is based on a survey of more than 500 seniors from around

So what should the government do about this?

Well, it could advertise these programs.

The government does lots of advertising, but not about old news like the SAFER program, which dates back to the 1970s.

Clark’s government did a whack of advertising in the last election year, 2013. Much of it was about the B.C. Jobs Plan, heavy on the hard hats and blueprint-style graphics and arc welding and stuff like that.

Then last year the government’s big ad campaign was around the teachers’ strike, and the payments to parents to help with child care while teachers demanded twice as big a raise as all the other unions.

Education Minister Peter Fassbender is still bragging about the response rate for $40-aday parental strike pay, which was snapped up by almost 100 per cent of eligible parents.

Seniors’ advocate preaches efficiency From / A8

This demonstrates that the government can indeed give away money with great efficiency, just by telling people how to get it.

The NDP’s version of seniors’ advocacy is to find the most tragic problems from complaints coming into constituency offices, and use those to ambush the government.

A popular choice is an elderly couple who have to be separated because their medical

needs are too different to keep them in the same facility. TV news loves that one. People cry on camera and denounce politicians for being heartless, as if the health minister stayed up late plotting how to break their granny’s heart.

Maybe this seniors’ advocate wasn’t such a bad idea after all.

Re: Westporte Park sale and acquisition of new lands.

My husband and I oppose the applications from Rainbow Gardens and the City of Port Alberni rezoning change bylaws to sell Westporte Park land and the designation changes from Parks and Recreation P2 to Institutional P1.

The Westporte subdivision represents the ideal place to live.

Westporte Place was well planned and encompasses all the elements that make a great neighbourhood.

Westporte includes a mixture of living choices ranging from single family homes, townhomes, selfowned and rental condominiums including a Community Living home with 24-hour care. In their brochures, Rainbow Gardens with its close proximity promotes the park as an activity to enjoy with families.

Westporte Place Park is the heart of our neighbourhood for young and old. It is a green space with a selection of benches, hockey and basketball

areas, monkey bars, slide, as well as many other amenities. It is secure for our children and people of all ages use the park on a daily basis.

Port Alberni prides itself with green spaces, trails, outdoor activities as well as attracting older citizens to move here. I question the rationale of the city planner and the planning committee to take a wellfunctioning, active park away for the Rainbow Gardens project when there are better suited lands.

The closed schools and the old high school properties would accommodate several levels of care housing for our seniors.

We understand the necessity of the project, but not at the expense of a park.

The park area offered by the City of Port Alberni to replace Westporte Place Park is not suitable and not appropriate for a children’s playground.

We attended the open house at Rainbow Gardens on Feb. 19. Unfortunately, no official representatives from the city’s planning department nor council were in

attendance.

The information given by the Rainbow Gardens representatives and the report to the Advisory Planning Commission left us with more questions than answers.

Reason isn’t comprehensible To the Editor,

Re: Raven Coal application withdrawal.

The explanation from Compliance Coal regarding the recent withdrawal of their Raven Coal Mine Application from the BC Environmental Assessment Office (BCEAO) screening evaluation is hard to comprehend.

Stephen Ellis, COO of Compliance makes reference to some sort of misinformation circulating in some communities as the reason for the withdrawal. The BCEAO on the other hand says that after careful review, they advised Compliance of

issues they identified with the application and Compliance decided to withdraw.

It looks to me like a simple case of Compliance realizing that for a second time their application was going to be rejected by the BCEAO, so they decided to withdraw rather than have the application rejected.

Perhaps when they go back to the drawing board, Compliance should focus more on the required information that was missing in their two application failures.

While they’re at it, maybe they should also analyze why after investing more than $20 million so far, all they have to show for it are two application failures and a coal mine project that shows no evidence of having ongoing approval or broad social acceptance.

Finally, while Mr. Ellis says the project is a good one and he hopes it can be resubmitted in the future, perhaps he should keep in mind the often used definition of insanity: “ doing the same thing over and over again and expecting different results.”

Tax cuts kick debt to curb To the Editor,

Re: Why cut taxes for the rich? (B.C. Views, Feb. 25).

I’m a senior with a defined-benefit pension plan and income splitting. I’m using the tax free saving accounts. I get a seniors’ discount on my property tax. I can defer my property tax if I want.

I’m not wealthy, but comfortable.

Both the federal Conservatives and B.C. Liberals have reduced income taxes for me. Why would I disagree with their policies?

Why the concern?

Only because we have grandchildren who will be paying for the privileges and lifestyle that the B.C. Liberals and Conservatives think we deserve (for votes), with borrowed government money.

It’s called debt, and the B.C. Liberals have doubled it in the last decade or so.

As my Grade 11 math teacher said, ”you can pay me now, or pay me later.” “Pay me later” sounds pretty good to the privileged generation.

To that end, “healthy lungs at play” themed signage will be posted at and around the city’s playgrounds, Kenny said.

“All of it can be done through peer pressure, Kenny said. “We don’t need to have bylaw enforcement going out with water guns and scissors.”

The ban will echo similar ones in other municipalities.

“It’s definitely a trend and a good one that many are moving

towards,” Kenny said.

The benefits aren’t only in air quality.

“It’s not only the health issues related to it but it’s also what the kids are seeing others do.”

Seven-and-a-half metres is considered the standard safe distance for second half smoke but Kenny is recommending 10-15 metres.

The Nissan LEAF miraculously cut a journey in half this week.

I’ll explain. I took the plug-in sedan on a 43-kilometre trip from Vancouver to Driveway HQ, on 152nd Street, in Surrey. When I set out, the screen display showed that I could drive emission-free for 146 kilometres.

Now I could have taken off like an F1 supercar and street raced all the way, because electric power offers instant tire squealing torque if you press the pedal to the metal.

But that’s not me. Spurred by my ecofriendly driving the previous day, the clever car had decided earlier in the day that I could do 156 kilometres on a full charge.

Not boasting but that’s easily more than 20 kilometres better than the average driver can expect to achieve. Okay, maybe my head

is swelling. The big 1-4-6 winked at me. I threw the stick into ECO mode and with two flicks of the wrist pushed it into the enhanced B-mode, which puts the braking power regeneration into overdrive, so to speak.

I glided silently down the road, picking up pace ever so gradually in the busy city traffic. Rolling down the hills to Marpole, I could feel the juice from the brakes topping up that battery.

On the freeway, I hit the posted speed limit and 40 minutes later pulled into HQ. The display flashed 126. I had covered 43 klicks with the power required to move the car just 20!

Such fun.

“People seem to think that using a speaker phone is hands free but what are they holding it with? Their hand.”

“I don’t know why it’s so difficult for people to understand ‘hands free’ means no hands.”

ICBC is taking the distracted driving simulator around the province.

Using a phone while it’s lying on the seat beside you may count as hands free, Elston said, but it carries its own penalties “I would most likely write them up for driving without due care. That’s six points, $368 fine.”

While often portrayed as a teen or youth problem, Elston said offences are evenly spread out among demographics.

“We see it a lot with the 20-somethings, the 30-somethings, the 40-somethings.”

He’s always amazed by the excuses he gets.

“People will give us all sorts of reasons why they needed to use something.”

The excuses range from “it was a quick e-mail check, it was a very quick text, it was an urgent phone call.”

Elston even once had a driver tell him that he was just holding it and not using it.

“From a policing perspective most of us don’t care what your reason behind it is. If you’re using it, good enough.”

The rules are clear, Elston said, and there’s no reason good enough to have to pick up a phone.”

August 13 , 1942 - March 5 , 2015 It is with great sadness we announce the sudden passing of Ann at the West Coast General Hospital surrounded by her loving family. Ann was predeceased by her parents Velda and Earle Hogg.

She leaves behind Garth, her devoted husband of 50 years. She also leaves her children, Lisa (Brian), Scott (Michelle) and 4 adoring grandchildren, Peter, Mitchell, Sydney and Nolan.

Ann was born and raised on a potato farm in Wilmot Valley, P.E.I. She graduated as a registered nurse from Prince County General in Summerside and married her high school sweetheart Garth in 1965. After living 5 years in Kennebecasis Park, New Brunswick, the family moved west to Powell River where she worked as a nurse parttime and taught a Homemakers course at Malaspina College. Moving to Sproat Lake, Port Alberni in 1982, Ann worked as the nurse for Woodwards store. For several years, she was also a director of the Port Alberni SPCA and a Hospice volunteer. Ann loved to spend time outdoors, walking her dog Xena, hiking with friends, going on rockhounding trips and just relaxing on the dock at Sproat Lake. She also loved to travel including many recent trips with her husband and friends to Hawaii, Europe, Southern USA and South America. She was a great cook and loved to entertain friends and family for her dinner parties.

Family was the most important thing in her life and she was loved very deeply by both friends and family. She was especially proud of all the accomplishments of her children and grandchildren. Her passing leaves a huge void in our family and we know we were truly blessed to have this special person in our lives.

A celebration of Ann’s life will be held at 1:30 on Saturday, March 14 at the Echo Centre, 4255 Wallace Street, Port Alberni. In lieu of flowers, donations in Ann’s memory may be made to the Alberni Clayoquot SPCA, 4936 Broughton Street, Port Alberni , B.C., V9Y 7L9.

It’s a cross between a scramble and regular golf. The format is as follows: There will be four-man teams, pick your own players. All players tee off every hole, than choose which drive you want to use. Then you play your own ball from that point until you hole out.

Every player must

contribute a minimum of three drives. Make sure you use your full handicaps.

As far as the scoring goes you use the best net and best gross on each hole, but it can’t be the same player.

Traps are rake and place and be sure to putt out, unless you are out of the hole.
