Police on hunt for man who attacked jogger Langford woman knocked unconscious by assailant

West Shore RCMP is urging trail users to travel in pairs and use lit paths after dark, following an attack on a woman jogging near Glen Lake in Langford around 7 p.m. Tuesday evening.

Police say the victim, a 23-year-old Langford woman, was running on a walking trail off Shoreview Drive when a man asked her for the time.

The man knocked the woman unconscious and took her cellphone and money. He was wearing a dark windbreaker with red on the side and under the arm that made a “squishy” sound, and black gloves with thick wristbands. The victim was treated for bruises and released from hospital later that evening.

Officers helped by the detachment’s canine unit searched the area, but were unable to locate the suspect. The West Shore RCMP’s Major Crime Unit and Island District Forensic Identification Services are actively investigating the incident, which they say appears to be a random, isolated attack.

The periodic Langford Fire Department bike auction took place last weekend at Fire Hall No. 2, where recovered bicycles that have not been claimed by their owners after a significant period of time are auctioned off to the public. The funds raised from the auction go towards the department’s Ridealong Fund, which allows for members to travel to other departments around the world to learn how others go about performing the service of protecting their communities. $1,081.75 was raised at last week’s event.

Fire rips through family retirement home Bear Mountain neighbours rush to support family Don Descoteau News Gazette staff

Four Langford householders got out safely as their Bear Mountain home was being torn apart by fire early Tuesday morning.

Initial investigations determined that the cause of the blaze was related to a ground level hot tub behind the home, according to Langford Fire Rescue Assistant Chief Chris Aubrey.

The fire department began receiving calls from residents in the neighbourhood at around 1:30 a.m. on Tuesday, including one from a resident two doors up from the home at 2169 Hawk Pl., saying they could see smoke and flames. Many callers weren’t quite sure where the source of the fire was, given the hilly topography of the immediate area, Aubrey said.

Fire crews arrived within about four minutes, and used a high-pressure stream to try to knock down the fire from Bear Mountain Parkway, one street below Hawk Place to the rear of the home.

Crews from all three Langford fire stations, about 30 firefighters in total, worked for hours to douse the blaze.

The last crew left about 6:30 a.m.

“They awoke to the sound of fire,” Aubrey said later Tuesday morning after interviewing the residents, a retired couple whose adult son lived in the basement area with his girlfriend.

“They thought it was hail.”

He commended the family for their decision to exit the house immediately and not attempt to return to save pets or retrieve valuables. “Going back in would have put them in grave danger because of the amount of smoke and how rapidly the fire spread.”

chameleon and a snake, which were checked out by an exotic pet specialist and appear to be doing fine.

The house may have to be torn down, with damage estimated at about $500,000, Aubrey added.

He and Capt. Lance Caven inspected the charred remains of the home’s interior to find the cause of the fire, along with gas and electrical inspectors.

The rear of the home was completely destroyed, with other areas inside damaged by smoke and water.

Next door neighbour John Meckbach, who has lived next to the family for a number of years, was staying with his wife and daughter offsite when the fire occurred. He arrived midway through the ordeal to find the house engulfed in flames.

Were it not for the work of the firefighters, he said, his own home could well have been part of the fire. A neighbour who lives below on Bear Mountain Parkway told him that at its peak, flames were shooting upwards of 30

feet into the air and coming out sideways toward his house.

“I just feel so bad for Rene and Noreen; they’re the sweetest people,” Meckbach said of the owners. “This was their retirement home. They put so much time into their backyard and rebuilding the back deck.”

Word about the situation travelled quickly, he said. Aware that the residents escaped with just their night clothes, a representative from the Westin Bear Mountain, working in conjunction with Emergency Social Services, offered up temporary lodging at the hotel plus food vouchers to use while they sorted out their affairs.

Buzz around social media amongst friends in the neighbourhood was also busy Tuesday morning, Meckbach said, with people asking what they could do to help. Decision paves the way for major project in ‘Big Box Land’ Door open for potential for two million square foot commercial and residential project in north Langford Mike Davies News Gazette staff

Langford council approved another potentially large-scale development this week for the area colloquially known as “Big Box Land” on the north side of the highway in Langford.

The prospect of another two million-square-foot commercial

and residential development near Costco has certainly raised some eyebrows, but the project was still given the go ahead after Monday night’s public hearing.

According to Matthew Baldwin, director of planning for the City of Langford, there’s no telling what the actual development will look like at this time, as only the land clearing and rezoning

has been approved. Prior to any alteration of the land, an environmental development permit is still required.

Baldwin expects that process to happen soon, possibly by the end of the week.

“The form and character of the development itself will also be controlled by a (future) development permit,” he said, noting the

proposal for that has not yet been provided to council.

There is a possibility that the development could contain highrises above the currently allowed six-storey limit, provided McCallum Developments – the site developers – perform a traffic-impact study to assess the implications of such a densely-populated structure on the surrounding roadways.

The new development is already proposing to extend McCallum Road to the south end of Florence Lake and connect it to the Leigh Road interchange.

Baldwin says the land clearing for the project will begin “soon,” and actual building construction, depending on market factors, could begin before the end of 2015. mdavies@goldstreamgazette.com

First Nations students celebrated Mike Davies News Gazette staff

It was a celebration like no other, that’s for sure, and there wasn’t a frown to be found in the crowd.

Displays were set up throughout the gymnasium highlighting the work of First Nations students in our community, games were played, songs were sung and drums echoed in the halls of L’École John Stubbs in Colwood last week as the Aboriginal Education program of School District 62 (SD62) hosted the second of their three major events each year in recognition of what they’re doing to ensure the success of First Nations students in the region.

The first of these events is the Family Fall Gathering, where families come to wish success upon the students for the coming year.

The second is the Celebration of Aboriginal Student Success, held each February to display and celebrate the work done by First Nations students in the district up to that point in the year.

“It’s a real opportunity for students, especially at the middle school level, to have some leadership opportunities,” says Kathleen King-Hunt, district principal for aboriginal education, noting the students themselves are involved in the planning and execution of putting the event on.

“They really play an important role in articulating what’s important to have at an event like this, and deciding what we need to be teaching our families as we go through the night.”

It’s also important for their development as young people in our community and within our education system, she says.

“For the students, it’s a really positive outlet and it really lets their school see them in a different light – in a leadership, interactive and experiential role – and they bring a lot back to the school,” she says, referring to renewed energy and experience in leadership capacities.

Jim Cambridge, school superintendent of SD62, says back when he started in education more than 30 years ago, there was a rumour that the high school hadn’t graduated an aboriginal student in over a decade.

“I don’t know if that was true or not,” he says, “but it was really disturbing to hear that. It wasn’t until decades later that we actually put some effort

He says the situation is much better now, and it’s gaining even more traction as we move forward as a community with this new understanding.

“What I’ve seen over the last 10 years is a huge, huge growth in our school district, where we’ve gone from having very poor results for First Nations learners to having very good results, and can even have better results going forward. It’s not that the work is done, and it’s not that it’s time to congratulate ourselves, but it is a time to congratulate our learners.”

The district has come to understand over time that aboriginal student success is tied closely to the level of support and encouragement they receive from their families, Cambridge says. The investment of those families in the learners, and events like the Celebration of Aboriginal Student Success, allow the families of the students to join in that support on another level.

That concern has seen the Metchosin department work closely with WorkSafeBC, while encouraging firefighters to improve physical fitness.

The fire hall gym has been made larger, with cardio equipment added and trainer Monica Elliot brought in to design a workout circuit for the volunteers.

The gym has gone from being “a little hole in the ground” five years ago to one that makes it easier for firefighters to work out, she says. “The idea is that people are getting healthier, so we lower our risk of a medical condition happening on a fire scene. It’s about keeping them healthy and increasing morale and camaraderie.”

Dunlop says the program has rolled in nicely with the hall’s weekly dinner, where firefighters rotate cooking duties to make dinner for the rest of the members.

The 2015 Greater Victoria Flower Count is now on. Colwood Mayor Carol Hamilton is confident her municipality will repeat as champion, but Esquimalt Mayor Barb Desjardins says her region is the “bloomingest,” and will take the title this year. No matter the victor, the point is for people to get out and enjoy their community’s surroundings and celebrate the region.

It’s enough to make us blush.

It’s time once again to name the region’s “Bloomingest Community,” and Colwood Mayor Carol Hamilton is confident her municipality will repeat as champions, despite claims to the contrary

Desjardins told reporter Andrea Peacock of the Gazette’s

sister paper, the Victoria News, that she got the secret to winning the contest from Mayor Hamilton after Colwood’s win last year during the annual Victoria Flower Count.

That secret was to get the schools involved.

Well, Mayor Hamilton has a message for Mayor Desjardins: “I’ve got more schools than you, Barb,” Hamilton says, pointing out that the effort of L’École John

Stubbs elementary essentially singlehandedly pushed Colwood over the top in the count, and this year there will be even more engagement on that front. “It’s game on.”

Hamilton says there will be a strong push from both council and the area’s schools to encourage the community to get out into their neighbourhoods and enjoy this beautiful region.

A $20,000 donation from the Victoria Central Lions Club will help fund an open care unit in the neonatal intensive care unit at Victoria General Hospital.

The open care unit is used to treat premature and critically ill babies in the NICU. The unit helps to stabilize and regulate a baby’s temperature, while providing caregivers with easier access to the baby for medical purposes.

“We are very happy being able to support this important equipment for neonatal intensive care at Victoria General,” said Chuck Mowbray, director of the Victoria Central Lions Club.

Each year at VGH, 400 babies are born needing intensive care.

“Having access to equipment like this is crucial to providing our tiniest patients with the best possible treatment,” said Gord Macatee, chair of the Victoria Hospitals Foundation.

The Victoria Central Lions Club will soon be closing down after 70 years in the community.

Funding transit a conundrum The Victoria Regional Transit Commission recently heard its 2013 request to add two cents per litre more to local fuel prices this year, to help cover transit service expansion, had been turned down by the province.

Transportation Minister Todd Stone let the commission know the request will be reconsidered for 2016, but it brings up a question: who should be paying more to help transit expand in this region; bus riders, gasoline buyers, or just plain everyone?

While two cents a litre isn’t a major hardship for drivers – after all, gas prices leapt 18 to 20 cents per litre in the past week or so – the gas tax is a hammer-on-the-head strategy penalizing drivers who may or may not choose to use transit in future.

Raising transit fares again to raise the needed revenue, rather than taxing drivers more, is a tactic the commission has little appetite for, knowing that many of its regular bus riders are strapped enough for cash.

For years, B.C. Transit has done its best to get more people riding the bus, here and in other urban areas of the province. In the big picture it’s the right thing to do: reduce gridlock and do less harm to the environment. But in reality, not enough people who could easily ride the bus more have committed to driving less as a way to help achieve those lofty goals.

Over time, our dependence on our vehicles has led to regular traffic logjams on both major arteries into downtown Victoria.

True, that problem is partly attributable to how Greater Victoria has developed. But when the option to take transit is there – a more userfriendly option from one year to the next – and drivers still don’t leave their vehicles at home, it’s a sign that the people in charge of the bus system still haven’t done a good enough job selling people on why taking the bus is a better choice.

It’s kind of a Catch-22: many people won’t use the system until it’s better, but more people need to use the system to allow and pay for expanded service – unless of course, those other sources of revenue are tapped.

The local politicians who make up the transit commission should ask for a public referendum on whether people are willing to pay more, either through taxes or fares, for expanded service.

If the majority say no, commission members need to grit their teeth and direct B.C. Transit to stop expanding service until such time that more people choose to ride the bus.

Involve Wild ARC in deer issue CBC.ca and CBC Radio presented a Smithers wildlife shelter that is considering deticking wild moose using paint ball guns with balls containing a delousing powder.

The Capital Regional District’s Deer Management website shows the ICBC map of deer-vehicle collisions for 2000 to 2010. The highest accident locations are outside Oak Bay. The map, especially if Oak Bay updates it, will help concerned drivers avoid the deer.

The SPCA’s partner Wild Animal Rehabilitation Centre, which I have never heard or seen the SPCA mention in the Oak Bay News (why not?), provides humane solutions for deer.

Wild ARC rehabilitates and relocates fawns and deer in the CRD. Oak Bay’s culling contractor could capture deer with a clover trap sitting inside a horse trailer located where the deer frequent.

To prevent theft the hitch would be locked while waiting for deer.

Once captured, the contractor would transport the trailer of live deer to Arc’s Metchosin rehabilitation site.

Wild ARC vets could survey the deer for lyme ticks, then trailer loads of deer could be relocated remotely wherever Wild ARC currently releases their rehabilitated animals.

Young drivers made poor decisions behind wheel Re: Still too many young drivers dying (Gazette, Feb. 18) It is all very well for chief coroner Lisa Lapointe to state that speed, impairment and not wearing a seatbelt were the main factors in the deaths of these young people.

But let us be practical about this: these youngsters were actually committing serious road traffic offences at the time of their deaths.

On the surface, it appears that they do not know the difference between right and wrong.

There is no point in blaming anyone – the parents or the education system. These youngsters had a choice and they

chose the wrong one.

Good hearing, poor comprehension?

The number of people who can hear well, but can’t understand what’s being said, is increasing. This is most evident in conversations and watching television. A newlydeveloped hearing chip is designed to restore speech comprehension without being noticeable in the ear.

Mercedes-Benz B-Class earns an A in safety

The Mercedes-Benz B-Class is probably the safest compact car sold in Canada.

Mercedes-Benz Canada went (adventurously) solo and brought the B-Class (not sold in US) to Canada in 2006, just as did with the original Smart Car.

The tall, compact, front-drive hatchback, is a different kind of Mercedes. Yet many Canadian buyers like it and typically buy about 3,000 of them annually.

We join the B-Class story when it got a modest redesign for the 2009 model year. Styling revisions included a new radiator grille with an extra-large Mercedes-Benz star in the centre. The front bumper has a larger air intake and the hood was also modified. Rear revisions included two-piece tail light assemblies, a new hatch release and a new-look rear bumper.

B-Class vehicles have a unique safety feature built-in to its elevated floor-pan design. Mercedes calls it the "sandwich principle” and during a severe frontal impact the powertrain assembly is cleverly engineered to slide downward, under the cabin compartment, to avoid intrusion into the passenger space.

The '09 B-Class came in B200 and the B200 Turbo models. A B200 comes with a 134-hp, 2.0-litre inline-4 engine mated to either 5 speed manual transmission or a CVT (continuously variable transmission) automatic. The reliability

of this CVT is questionable and in 2011 model year vehicles it was the spotlight of a major recall. It can be an expensive repair, if not covered by Mercedes.

This torque-rich gas engine is a frugal fuel user that’s rated at 10.5 litres/100 kilometres in the city and 8.6 litres/100 kilometres on the highway with the CVT and using the new 5-cycle rating method. The manual transmission allows slightly better highway fuel economy.

The turbocharged variant of the 2.0 litre engine boasts an impressive 193-hp, and is paired with a 6-speed manual transmission or the optional CVT automatic.

This engine is rated at 10.9 litres/100

kilometres in the city and 8.8 litres/100 kilometres on the highway with the CVT and using the new five-cycle rating method. So you should get a lot better performance with almost the same fuel economy.

B-Class went essentially unchanged for the 2010 and 2011 model years and was temporarily discontinued for the 2012 model year. It returned as the completely redesigned B250 for the 2013 model year and there were no major changes for 2014.

Standard features in 2013 included a fuel saving auto stop-start system,

LED daytime running lights, leather seating, 11 airbags, run-flat tires, plus Attention Assist, and Collision Prevention Assist systems. Yet, it still had an under-$30,000 start price.

A new direct-injection four-cylinder turbo engine (208 hp) linked to new seven-speed dual-clutch automatic transmission was the only powertrain combo offered (no CVT). This engine can also produce an impressive 258 lb-ft of torque and it can move a B250 to 100 k/ hour in less than eight seconds.

While this engine does like pricey premium fuel, it’s rated at 9.2 litres/100 kilometres in the city and 6.6 litres/100 kilometres on the highway using the 5-cycle rating method. The new automatic obviously has an important role in attaining those impressive highway economy numbers.

The Nissan BladeGlider concept will contribute to the promised sizzle at the upcoming all-new Vancouver International Auto show – now just three weeks away.

This revolutionary electric car, based on the DeltaWing race car introduced a few years ago, is described by the manufacturer as an “exploratory prototype of an upcoming production vehicle.”

Just like the DeltaWing, the BladeGlider features a very different chassis layout – narrow at the front, wide at the rear. The design gives the vehicle a huge aerodynamic advantage of a traditional layout. The roadster has a centrally located driver seat upfront and two passenger seats behind.

It’s the first of a number of concepts to be announced for the show at the Vancouver Convention Centre, which runs from Tuesday, March 24 through Sunday, March 29.

Hundreds of new production cars will populate the all-new floor layout of exhibition space. The show floor is growing 25 percent to almost 28,000 square metres by taking over the Ballrooms.

Presented by the New Car Dealers Association of BC, the 95th Vancouver International Auto Show is the premier showcase for car enthusiasts, providing the best opportunity of the year to see some of the world’s most popular brands alongside exciting new features and displays.

West Shore news … through the decades A mysterious cat that survived with out food or water for three days and nights, a tidal power generator at Pearson College and a skyscraper in Colwood are some of the top items pulled from past issues of the Goldstream News Gazette for the week of March 6.

2005 Lester B. Pearson College, Encana Corporation and Clean Current Power Systems announce a partnership that would build a free-stream tidal power generator, the first of its kind in Canada at the Race Rocks Ecological Reserve.

A $3-million investment from Encana’s Environmental Innovation Fund involves replacing two diesel-powered generators at Race Rocks that supply power for Pearson’s marine education centre, with a tidal turbine generator built by Clean Current Wind Systems. The remaining funding for the $4-million project is expected to come from private investors.

Also making news the week of March 6, 2005: The first skyscraper in the West Shore is discussed by Colwood, following a proposal to build a 17-storey concrete building with 59 large apartments at the end of Nob Hill Road next to a light industrial area. If approved, the building would cost $14 million to construct, generate $350,000 annually in property taxes and $500,000 in permit fees.

Tianni Arsenault loves to give back.

At 14, she is grateful for the opportunity she was given in life to thrive by her adoptive parents, Rheal and Nikki Arsenault, who put her into all kinds of activities to allow her to find that one place she felt the most comfortable.

That place was the Mike Davies/News Gazette staff swimming pool. And after she discovered swimming, and found she was actually pretty darned Aryanna, Gabrielle and Colin Howland (and their dog Nikki Bits) good at it – she has swam stopped in for hot drinks at the Goldstream Avenue Starbucks competitively with Island recently and were treated to a surprise visit from a Goldstream Swimming for the past Gazette reporter who had extra tickets for a Victoria Royals game few years – it wasn’t long that weekend. Rugby fans treated to high-level matches Westhills Stadium and Goudy Field in Langford are the places to be for exciting rugby action for the next month or so.

Rugby Canada is hosting a number of international events at the parks, starting with this weekend’s 2015 National University Sevens Championship.

The men’s and women’s tournaments run concurrently, starting with the University of Victoria Vikes men playing Calgary at 9 a.m. today (March 6). The Vikes women are split into two teams, the first of which plays at 10:06 a.m. today at Goudy Field. The women’s final goes at 5:30 p.m. Saturday, followed a half hour later by the men’s final.

The commission voted it down based on complaints received from bus drivers and people with allergies.

“Even though we thought the petition we received originally was certainly heartfelt, sincere and certainly had merit to look into, we just felt the responsible thing at the end of the day was to maintain the current policy,” said VRTC chair Susan Brice. “The biggest [reasons] were healthrelated issues in terms of people with allergies, as well as a strong position from our drivers … because it would put them in a situation where they had to make determinations about dogs coming on or not.”

An online poll of transit users found a slim majority were against dogs on city buses for any reason. Of the over 4,000 public responses, 50.7 per cent said no, 37.8 per cent said yes and 11.3 per cent said dogs should sometimes be allowed on buses.

Taylor was disappointed the policy did not get changed, but said she knew it would likely take more convincing. “I wasn’t thinking that it probably would (go through) right away.”

Thoburn said she does not think all the options have been evaluated. “I don’t think the [transit] commission people truly considered a way of finding a happy medium.” The next step, she said, is writing to each transit commission member and continuing the dialogue.

Despite the outcome not going in their favour, Taylor said they will not back down.

Western end of Goose trail to see upgrades Further connection of trail system planned by town Pedestrians and cyclists departing from the West Shore leg of the Galloping Goose Trail and heading toward Sooke will soon be able to travel into the western town’s centre on a new multi-use trail, thanks to a generous grant to the District of Sooke from BikeBC. The grant will help fund the construction of a much needed trail connection from the Galloping Goose trail to the existing multi-use trail network in Sooke.

Currently the Galloping Goose trail runs from the crossing at Sooke Road (Highway 14) to Leechtown with no access to the existing network of trails and sidewalks within Sooke.

This project would create a connector trail from the Galloping Goose at Kirby Road to Sooke Road to allow users of the Galloping Goose Trail safe access to Sooke core and avoid an otherwise lengthy trip along the busy Sooke Road.

The cost-sharing BikeBC program will fund one-half of the approximately $150,705 multiuse trail project. BikeBC supports communities that promote cycling which in turn contributes to increased physical activity and helps reduce greenhouse gases.

After several years, Swansson refused to do dressing room interviews and found her sources elsewhere.

Seven years ago, she became true to herself, beginning the process of gender reassignment. It started with hormone therapy and ended with surgery in 2009.

Swansson’s long struggle has a triumphal ending of sorts, at least in the newspaper world. Last month, she returned to Winnipeg as one of the inductees to the Manitoba Sports Writers Hall of Fame.

“The phone call came out of the blue,” she says. “I started to laugh because I’ve been out of the business so long.”

Swansson moved to Victoria in 1999 and toiled at a variety of jobs. There were cleaning jobs, work in an antique store and a brief stint as regional sports editor for Black Press, which included the Gazette.

The induction in the hall of fame is something special. “I just did my job, so to be recognized, it was lovely,” she says.

But to those who know her, Swansson did more than just come into work every day and do her job.

Many first-time home buyers look to the West Shore for the affordability and proximity to community amenities.

What many of those people may not realize is that large sections of this area are not hooked up to the sewer system and still use septic fields and other on-site systems for disbursing black and grey water.

Moving into a home which requires a certain level of maintenance for its septic system needn’t be a source of stress, if the previous owner has done the work and adhered to guidelines laid out by the Capital Regional District.

But as real estate agent Kent Deans with Pemberton Holmes says, it behooves potential buyers to have the septic system inspected by professionals before making an offer on a home.

“There has to be full disclosure (of its condition) from the seller’s standpoint, but the buyer should ask about it,” he says. “Especially now that some of the homes are 20 to 30 years old, (the system can be) getting past its prime.”

Doug Marshall, Island maintenance supervisor for Coast Environmental Ltd., is a 40-plus year veteran of the septic service and sales industry. He says various factors make it important to have an inspection done, including questions around the frequency of routine maintenance, plus the usage and care of the system at the source – i.e. what kinds of materials do the existing homeowners put into the system?

“There’s some situations where the septic system was built to accommodate a single-family home,” he says, “but the addition of a rental suite can cause excess capacity.”

More laundry and showers, additional toilets flushing and more water flowing down drains generally can put pressure on a septic field or tank designed to accept or distribute only a certain amount. Upgrades can be done to increase capacity rather than replacing the entire system, Marshall says.

In those situations where an inspection finds the need to install a new system – the lifespan for most systems is between 25 and 30 years – the prices can vary based on what type of system you want to put in and the topography of the land. Homeowners can be looking at anywhere between $15,000 to more than $30,000.

Marshall described three main types of system, starting with the standard septic tank and drainage field. Municipalities that adhere to the CRD’s guidelines require property owners to have the tanks pumped out every three years, he says.

Type 2 would include some form of treatment system, usually in situations where there isn’t enough soil or land base for a conventional setup.

And type 3, at the high end, treats the sewage and provides a cleaner quality of effluent, often for properties built largely on rock, adds Marshall.

West Shore properties on septic mainly use the first system, with fewer homeowners having installed a treatment system of some kind.

Learning to space out laundry loads through the week, or knowing what types of cleaners not to put down the drains or toilets is information that is readily available, he adds.

Marshall has seen what can happen when people don’t spend the extra few hundred dollars to have an inspection done. One recent home buyer he worked with hadn’t taken that step and saw their system fail, only to face a multi-thousand dollar bill for replacement.
