Is LNG flammable or explosive?

LNG is not explosive. It is not stored under pressure and it would have to be warmed back into natural gas to become flammable. Remember, LNG (liquefied natural gas) is just natural gas that’s been super chilled until it turns liquid. It’s the cold that keeps LNG liquid, not pressure, which makes LNG very different from propane, gasoline, or oil.

Will passing LNG ships impact my community’s safety?

No. LNG ships are large, modern vessels that operate safely in any weather, with multiple layers protecting the LNG from escaping, even in an accident. Captains of LNG vessels operate under procedures considering everything from marine mammals to the wake size at the beach. In more than 50 years of shipping, LNG carriers have made more than 135,000 voyages without major accidents, safety, or security problems either in port or at sea.

Will my community and family members be safe with a work camp nearby?

Although our priority will be to fill many of the jobs locally, we will require a large number of workers from outside Prince Rupert. To accommodate these workers, we propose locating a camp close to the worksite, away from the community. Modern design and strictly enforced rules foster appealing, healthy camp environments. With long work days and onsite dining and recreation, there is little reason for employees to leave the premises.

he good news just keeps on comin’.

For far too long many in Northwest B.C. have focused themselves on what hasn’t gone right or hasn’t come to fruition.

Some still consider this region to be living in tomorrowland.

There have been some notable instances that have fed that perception.

While there is little doubt that some of the major projects currently in the planning stages will not get greenlighted — whether through consolidation or other reasons — the fact remains all indications point to an era of unprecedented economic growth throughout Northwest B.C. From Vanderhoof to Haida Gwaii, Stewart to Kitimat, and all points inbetween, there are success stories trickling in at an ever-increasing rate.

In this issue, Vanderhoof’s Rebecca Watson highlights Avison Consulting, whose local knowledge paired with an environment-first policy is putting new industry on the right footing right out of the gate.

Terrace’s Rod Link writes about the bright futures being molded in a previously shuttered middle school and how United Rentals is carving out a niche in the boom lift business with the acquisition of a model that reaches nearly 19 storeys and is one of only seven in the world.

Shaun Thomas in Prince Rupert and Cameron Orr in Kitimat also report on how this economic opportunity is being seized by First Nations. The Haisla are well on their way to vastly improving their socio-economic conditions near Kitimat while Eagle Spirit Energy has rallied support from three bands from Burns Lake to Gitwangak for their $14-16 billion project.

Vanderhoof’s Avison Management using local knowledge to ensure industry does it right

E

nvironmental assessment is a must-do for all industry projects, big or small. It ensures companies are using the most efficient and ecofriendly practices.

Yet, many companies with proposed projects in Northwest B.C. are not from the area which can pose problems when trying to understand affects they will have on land and wildlife.

For example, New Gold (Black Water mine) is based in Vancouver, Innergex (wind farm) headquarters is in Montreal, Thomson Creek Metals (Mt. Milligan and Endako mines) has headquarters

Avison Management Services LTD. (AMS), an environmental consulting company based in Vanderhoof B.C., gives these companies the advantage of local knowledge and expertise, Stuart Sinclair said, president of Avison.

“Now, more than ever, they’re putting the environment on high priority. People didn’t necessarily care as much about the environment 40 years ago, but now the thought process is there,” Sinclair said.

Avison Management Services specializes in forest management, environmental and wildlife monitoring, fisheries and aquatic assessments and project leadership. In business since 1979, Avison’s seasoned workforce offers extensive background knowledge about past northern projects and, by providing that information, clients realize the importance of working with local consultants such as Avison, Sinclair said.

“We know most of the stakeholders in the area and people that would be affected by our client’s projects and because we are situated in the north, we know how to be successful in the north even with all its limitations. We know all the projects that have either failed or succeeded and why they succeeded, ” Sinclair said.

Avison provides management services for a diverse client base in the forestry, mining and energy sectors.

- Stuart Sinclair and terrestrial ecosystem mapping. Avison also did the fisheries inventory and provided wildlife monitors - trained individuals that provide in-field leadership preventing interactions with wildlife, most often with bears and cougars in the north.

Avison is currently working with a variety of clients such as Innergex and their proposed wind farm for the Nulki Hills 30 kilometres south of Vanderhoof.

The project may have implications on wildlife during its construction and operational stages potentially effecting birds, fisheries, the forest ecosystem and visual qualities.

- Stuart Sinclair Avison is working to develop baseline data and conditions for those resources to help Innergex understand what the effects will be to those natural resources.

“There was no thought of wind power projects in northern B.C. 25 years ago. Now there is probably a dozen proposed wind farms in all stages of development. Here at Avison, we are dependent on the economy and as it grows we’re able to respond to that. With the economy in the north so diversified, our client base and services we provide are also diversified,” Sinclair said.

Although there are similar consulting companies in the north, Avison works on most projects in Vanderhoof and often partners with the municipality and local non-profit environmental groups.

A recent collaboration between Avison and the Nechako Environment and Water Stewardship Society (NEWS) has resulted in the Murray Creek restoration project. The plan is to re-route the stream channel back to its original location and provide an enhanced natural habitat for fish and wildlife flowing into the Nechako River from the Larson Road culvert.

“We’re hoping to divert the water sometime before spring,” Avison biologist Olin Albertson said.

“Murray Creek provides some essential habitat for the Chinook salmon and other local species such as rainbow trout, suckers, sculpin and minnows. This project will create a more stable root system which will be much more stable for the fish,” he said.

Sinclair said although helping industrial projects both big and small put the environment first, the community is also at the heart of what they do. Avison returns to the community to support projects such as the Vanderhoof Aquatic Centre Society.

“We support community groups because we feel it really gives back to the community.

We are in part successful due to our long-lasting relationships,” Sinclair said.

t may look closed from the outside but Thornhill Junior Secondary School, which was shuttered several years ago as a result of a declining student population, is now the home to a private training college.

With a campus first in Kitimat and one now in Thornhill just outside Terrace, the UA Piping Industry College of B.C. runs specific classes and courses aimed at preparing participants for the early stages of careers in plumbing, sprinkler-fitting, steamfitting and welding.

Terrace-based coordinators Carolyn Barkman and Randy Chalifoux say the common area, two classrooms, a meeting room and shop space being rented at the former junior secondary school, are well-suited to the college’s needs. “We rented temporarily at first and a year and a half later, we’re still here,� explained Chalifoux. “We can talk about what to do in the class in the morning and actually do it hands-on in the afternoon in the shop.�

The college was started 25 years ago by piping industry unions as a way of training people for careers in those skilled trades.

“There’s an expectation of a shortage of skilled employees in the north and in B.C.,” said Chalifoux.

“Here, there’s the opportunity to get people trained in the first level of apprenticeship.”

It also has a satellite campus in Kitimat for similar training and an added advantage is having the space for the college’s union sponsors to hold training programs when and as needed for their members.

In Thornhill the college offers upgrading so, for instance, participants can first improve their math skills, an essential requirement for trades employment.

It also offers a wide-ranging introduction to trades construction program and a foundation program tied to a specific trade.

Furthermore, participants receive life skills coaching and tips on preparation for employment.

Employment preparation takes in sessions on conflict resolution, group learning and safety.

“You may not like the guy on the other end of the pipe, but you need to learn how to work with him,” noted Chalifoux.

Instructors are brought in as and when needed depending upon the specific type of training program underway.

The great majority of program participants are First Nations from surrounding communities which, in the current housing shortage climate in Terrace and Thornhill presents a challenge, said Chalifoux.

The New Aiyansh village government in the Nass Valley found a solution to the housing problem by renting a house in which 12 students from the village live, he added.

The college does provide basic financial assistance – bus passes, work boots and safety gear for example.

But participants also benefit from other agencies who provide living allowances and other assistance for the duration of their time with the college.

- Randy Chalifoux Aside from its presence in Thornhill and in Kitimat, the UA Piping Industry College has had a branch campus in Fort St. John, complete with a fully equipped welding facility for the past 10 years.

Its main campus is on Annacis Island in Delta on the Lower Mainland, a 70,000 square foot facility of 10 classrooms.

A crucial partner of the UA Piping Industry College of B.C. is the Industry Training Authority, the provincial agency which not only sets and maintains standards, qualifications and certifications for trades training but also provides those undergoing training with financial assistance.

“They’ve been very progressive at looking at the requirements for the piping industry and are doing an excellent job,” said Industry Training Authority chief executive officer Gary Herman.

“What they do is look at where the opportunities are for the trades they teach.”

Herman said the UA Piping Industry College of B.C. is one of 14 public institutions and 29 private training colleges connected to the training authority.

By being focused on specific trades, the training college can efficiently move in equipment and instructors when a demand exists, said Herman.

And having the college set up facilities in more remote areas increases the opportunities for local residents to begin training for new careers, he said.

he company planning to build an oil export facility at Grassy Point near Lax Kw’alaams has garnered the backing of three Northwest First Nations.

At a press conference in Calgary on Feb. 11, Eagle Spirit Energy announced it had received declarations of support from Chief Dan George of the Ts’il Kaz Koh First Nation (Burns Lake Band), Chief Archie Patrick of the Stellat’en First Nation near Fraser Lake and two Gitxsan Hereditary Chiefs: Larry Marsden, Head Chief on behalf of the Gitsegukla Hereditary Chiefs, and Art Mathews, head chief on behalf of the Gitwangak

Hereditary Chiefs.

Many of those chiefs said the reason for backing the project had to do with how Eagle Spirit Energy approached First Nations with the project and the potential equity in the $14 billion to $16 billion project that would carry refined light crude to an export terminal on the coast.

“The proposed Eagle Spirit Energy corridor provides a business platform that puts First Nations in a critical decision-making role. The opportunity for First Nations to define and express themselves in a commercial context has arrived,” read a statement signed by the chiefs.

Ambition

T

he Haisla First Nation enjoy a picturesque waterfront in their Kitamaat Village community overlooking the Douglas Channel.

Their view also includes the Rio Tinto Alcan smelter to the west and planned mega projects such as LNG Canada and Chevron’s Kitimat LNG. Yet the unassuming, quiet Kitamaat Village and the Haisla within it are on the verge of becoming an industrial powerhouse of their own.

Perhaps the most obvious example of their ambitions is their Cedar LNG project, a locally-owned liquefied natural gas proposal.

The project jumped back on the radar earlier in February when a separate, but similar, LNG project began to make headway with an announced new consortium for AltaGas’ Douglas Channel LNG. The Haisla-led project, which will use floating liquefaction facilities in the channel, is confident in a final investment decision (FID) by the end of 2016.

“We continue to be optimistic that we will achieve our target of reaching FID on Phase 1 of the project by the latter part of 2016,” Dave LaVallie, Cedar LNG CEO, said.

“Unlike other projects, because the Haisla Nation is the owner of Cedar LNG, the ultimate decision to proceed with the project will take into account not only economic considerations but also environmental, cultural and social concerns. This is one of the significant benefits of ownership for a First Nation.”

The Cedar LNG proposal is being undertaken with partner Golar LNG, which has its expertise in LNG shipping and floating storage.

The project, in its first phase, anticipates two floating liquefaction units, with a total export capacity of five million tonnes a year.

Three applications for export permit licences have been sought from the National Energy Board for the project and

sites along the Douglas Channel have been identified, the company said.

The Haisla have emphasized their connection with LNG developments through a series of videos posted to the Haisla’s YouTube channel.

In each installment Haisla Chief Councillor Ellis Ross speaks to matters of importance to his people. LNG is part of that series.

“It (LNG) includes us in the economy and basically the society of B.C. and Canada in the first time in history since white contact. And [the] second thing it does for us it actually gives us a light at the end of the tunnel in terms of us gaining our independence,” Ross says in the video.

Establishing their independence has been a common theme in recent Haisla developments. Aside from LNG ambitions they have also taken ownership of MK Bay Marina in a sale from the Regional District of Kitimat-Stikine.

The move will eventually lead to expansion of the marine facilities, which will in turn lead to opportunities for commercial operators as well.

Overall, the land acquisition for the marina provides a significant milestone for the nation.

Ross said he hopes the regional district understands the significance of this deal to the Haisla, which brings into their ownership land that for decades had existed just on the other side of their community but which didn’t belong to them.

The acquisition of the land will also likely lead to further land acquisitions from Rio Tinto Alcan near the marina, he said, which is a process that had been held in abeyance for many years due to a variety of factors that are now resolved with the sale of the marina.

As industrial leaders in LNG and as landowners for the Kitimat area’s only real public marina, the Haisla are truly a force with which to be reckoned.

By Flavio Nienow Babine Forest Products was officially reopened in April 2014. The new sawmill not only offers a safer and more welcoming environment for workers, but it is also much more efficient than the old one.

While the old mill required workers manually sorting through lumber, the new mill handles lumber almost entirely through computer controls.

“Machine control and automation are the biggest difference in this new mill,” said Ian Gray, plant manager at Babine Forest Products. “The majority of lumber that goes through the mill will never be physically touched by a person.”

The automation not only makes work easier and safer for employees, but it also improves efficiency and

production.

“The mill is designed to be able to be successful running lower capacities,” explained Gray. “The machines are designed to get the maximum value for every piece of lumber that is coming out of the log.”

Production during the first few months was intentionally slow, Steven Zika, chief executive officer of Hampton Affiliates told N2K. Supervisors prioritized making sure that employees were feeling comfortable in the new facility, as opposed to worrying about production numbers. Employees, as well as management, needed that time to get accustomed to the new equipment and the new system, Zika said.

The design of the new mill was intended to provide a

safer and more welcoming space for workers. The interior cladding and much of the conveyor chuting was painted white. This, combined with energy efficient lighting, improved visibility and created a brighter and safer work environment.

“It looks like an office building,” said Zika.

Another major difference between the old and the new mill is how the cleanup is done. Scrapers and conveyors clean the floor of the new mill, constantly removing pieces of broken wood. This eliminates the need of manual labour almost entirely.

“The new mill almost cleans up itself,” said Zika.

stacker and the sorter to ensure those areas are clear of debris throughout hours of operation.

“Now we don’t have debris on the floor or on the walkways,” said Gray. “When the maintenance crew has to work, the area is clean for them and the fire hazard is reduced.”

New dust extraction systems are designed to capture and collect dust and debris at its source. The systems pull dust and debris from all cutting centres, conveyors and screens throughout the facility. The new mill also has an industrial vacuum system that works much like a central vacuum system in a house.

The planer has also received some upgrades. Among the improvements, conveyors were modified to reduce wood debris and dust, and the dust extraction ducting was also upgraded.

Approximately 120 direct employees were rehired for the new mill. However, employees needed to be retrained since the new sawmill relies heavily on computer systems.

“What we have now is a more highly skilled workforce because people have to be computer savvy, versus the old days and the industry of the burly person carrying lumber all over,” said Zika.

The vast majority of employees are local, with 95 per cent of them living in the Burns Lake area.

Having a reliable workforce in the area was one of the reasons that helped Hampton Affiliates decide to rebuild the mill, Zika said.

Zika said, now that employees are used to the new equipment and computer systems, production has also started to speed up.

“We’re learning things as we go and we’ve made some good progress over the last couple of months,” he said.

“We feel good about the future.”

“Employees are feeling more comfortable now,” added Gray.

When it comes to the future, Gray is confident in expressing their vision for the company.

“We want to be a community mill,” he said. “We need the help of the community, and we want to be mills that our employees are proud to work at and feel safe coming to work every day.”

Western Canada Marine Response gearing up ... just in case

as the energy landscape and amount of potential tanker traffic in northern B.C. is changing, so is the planning mechanisms and preparedness of the only marine spill response organization on Canada’s west coast.

The Western Canada Marine Response Corporation (WCMRC) is in the midst of a seismic change in the way the company is set up to respond to potential spills throughout B.C.’s coastal areas, based on Transport Canada’s and the Tanker Safety Expert Panel’s review of the WCMRC’s current regime.

“The panel, led by Capt. Gordon Houston (chair of the panel and former president and CEO of the Vancouver Fraser Port Authority) took a look at the regime and came up with 45 recommendations, nine of which directly impacts response organizations,” said WCMRC communications manager Michael Lowry at a recent information session held at the Port Interpretive Centre in Prince Rupert.

“The biggest change is the idea that the regime should be based on the risk of a certain area,” said Lowry.

Under the operation of the WCMRC as it stands now, the coast is divided into zones, each of which have different response times based on designated ports and response equipment caches that hold contractors’ vessels

There is currently only one designated port under the WCMRC’s current regime and that is located in Vancouver.

However, with the looming investment decisions coming from energy companies Enbridge and Trans Mountain on their pipeline proposals, WCMRC is working closely and with foresight to adapt to the multitudes of changes to the North Coast.

Whereas there is only one high-risk area in the new response model outlined by Transport Canada, located along the Haro Strait and the Strait of Juan de Fuca near Vancouver’s harbour, it’s highly likely that with one or both of the pipeline projects approved, B.C.’s north coast would have the same high-risk designation.

equipment caches in Kitimat and on Haida Gwaii. The main response vessel in Rupert is called the Eagle Bay with a gross tonnage of 30.6 tons, speed of 25 knots, a skimming capacity of 32.8 tons and a product capacity of 10 tons. Five other response vessels occupy the northern port city.

The corporation has been involved in the clean-up of a number of highly-publicized spills in the past few years and the most important thing that WCMRC can do is learn from each and every one, because no two spills are the same.

The company is in a unique position to use each spill as a learning tool to help enable future technology and methodologies to enhance and streamline the skimming and mechanical processes.

For instance, the Deepwater Horizon oil spill in the Gulf of Mexico provided WCMRC the opportunity to learn from one of the largest-scale oil spills in the petroleum industry’s history. With over 40,000 people working on the site, the company’s coordinated efforts with both BP (owner of the oil rig) and federal governments gave them valuable insight and information into the recovery process. Each spill is a lesson.

And it’s not the first time WCMRC has worked with other countries to formalize their processes.

“We did a benchmarking study. So, we went all around to different response organizations in the world – in Norway, in Washington, Alaska, Australia, the UK – and looked at the systems that they had in place and if there’s anything that we can learn from them. One of the things that impressed us is down in Washington state, they’ve done an environmental sensitivity index map and mapped their entire coast for resources that are at risk and then developed protection strategies. So we adopted that model and brought it into a digital format,” said Lowry.

The sensitivities could include biological or ecological factors such as eel grass or human-built elements like marinas or cultural sensitivities such as a native burial ground.

Helping WCMRC in this initiative is the Prince Rupert Port Authority.

- Michael Lowry “The Port of Prince Rupert, [starting] last year, has undertaken a large project of shoreline imaging and they have been kind enough to share that information with us and we’re going to build that into our data set,” said Stromdahl.

Using their typical mechanical procedures, WCMRC controls, contains and recovers oil spills along Canada’s west coast, but aren’t authorized to use two other recovery methods at their disposal. These include using dispersants, which “break petroleum oil into small droplets, which disperse into the water column where natural processes break them down further”, according to WCMRC’s informational pamphlet, and controlled in-situ burning, which “works most effectively on thick oil layers when the oil is contained by fire-resistant booms ... [to] remove large volumes of oil”.

Enbridge and Trans Mountain have been in communication with WCMRC and chief among the discussions is the energy companies’ request to increase the Canada Shipping Act requirements that the WCRMC operates under.

“They’ve come to us and said ... we’re looking at the spill response standards and we’d like to enhance those.

So we’d like a response time that is lower than the existing standard and we’d like you to be able to clean up more product. They asked what kind of equipment would you need to make that happen? So we’ve built the equipment ... and we’ve developed plans for them and we would be basing their response around those plans,” said Lowry.

In addition to the increased capacity requirements, WCMRC has forecasted that an approval of the Transmountain project would increase the total number of bases for the south coast from two to six, with two 24hour bases. An approval of the Enbridge pipeline project would involve multiple new floating response stations in

Douglas Channel.

“Right now, we have 50 full-time employees. If both those projects went ahead, to meet the enhanced standards of the projects that are proposed, we’d probably go up to 280 roughly, so that’s a huge jump,” said Lowry.

“But right now a lot of our workforce in a spill would be contractors, so what we do is we train 150 to 200 contractors every year and those could be fishermen, those could be marine contractors of any sort – First Nations. Those would be the people, if a spill occurred, to call and help out. There’s a lot of vessels where we can put boom reels on and they become spill response boats.”

Volunteers at the centre of discovery

W

hen a company has identified property with a potential for mineral discovery in a given area, they must first stake the property and complete a mineral

claim.

Then the company needs to begin hiring a number of people to begin exploration: they need geologists, trucks, helicopters, and once samples are taken, a lab must be hired, among a long list of other necessary professionals.

Enter the Smithers Exploration Group.

The Smithers Exploration Group (SEG) is a non-profit association that represents the minerals industry in northwest British Columbia. The group offers an extensive directory of roughly 120 local companies, including air and freight transportation, consultants and research, cooks, drilling companies and laboratories.

“Each step [in exploration] requires that you hire people.

Many people prefer to hire people locally because it’s cheaper for them and they get the expertise of people who know the territory and the area,” said Christine Ogryzlo, the manger of communications for the group.

“We have this excellent directory that’s recognized as the biggest and best in the industry in British Columbia ... SEG offers a free directory that lists all the services industries, all the service providers, other exploration companies and professionals. All kinds of different services that will help make

We’re a conduit from the industry to the service groups.”

The volunteer group, which is described as a one-stop-shop for the minerals industry, has been around for more than four decades and has grown to include roughly 400 members.

Over the years, not only have they evolved into a well-known service around the province, but they have also extended their influence beyond exploration.

They also have outreach programs at schools and job fairs, they host a conference called Rock Talk in February, and are an important part of Minerals North 2016.

“It’s a reflection of Smithers’ importance in the minerals industry. Smithers is the hub for the minerals industry because of an organization like Smithers Exploration Group who help people at all levels in the industry find all the people they need,” said Ogryzlo.

Tonight is the first time people have an opportunity to talk to those directly involved in the proposed Aurora LNG export facility, which is a joint venture between Nexen (a CNOOC Ltd. Company) and INPEX Corporation, planned for the tip of Digby Island at the entrance to the Prince Rupert Harbour.

Aurora LNG is proposing to construct an export facility with two trains having an initial capacity for between five million and six million tonnes per annum each, along with up to three storage tanks and two marine berths. Based on demand, those figures could grow to four trains with a capacity of up to 24 million tonnes of LNG per year and a third loading berth.

But any construction is still in the future – this open house is about connecting with the people of the region and in that regard it was one Nexen deems a success.

“We were pleased with the strong turnout for the open house and the diverse representation of the community from residents, business owners and members of local First Nations community. We were happy to see a high level of interest in the project and people came with a lot of good questions seeking further information,” explained Nexen director of regulatory, stakeholder and aboriginal relations Shannon Young, noting employment and training was somewhat of a theme during the evening.

While this may have been the first time Young and the team from Nexen met with members of the public, she said there will be no shortage of opportunities for feedback between now and when the company expects to file its environmental assessment document at the end of 2015.

“We are in the very early stages of the site assessment work on Digby Island, which is the potential site for the terminal, and the very early stages of the environmental assessment process,” she said.

“We have a target for a final investment decision in 2017.”

- Shannon Young “This was our first public open house, but we will be having our first environmental assessment open house in mid-April and will continue to have a number of open houses and other opportunities for public input in the future ... the information gathered from the open houses will be part of our broader consideration when we look at things such as the site layout, our community re-investment program and training initiatives we are working on ...”

As well as the open houses and forums, Young said the company is in the process of creating an even greater presence in Prince Rupert.

“We will be opening a community office within the Coastal Business Centre and will be looking to hire for positions locally for that office. We are also meeting with local and regional educational institutions and working with them to look at training opportunities for the community and surrounding First Nations communities,” she said.

While the project may be new to the region, Nexen is working on a relatively short timeframe to go from concept to reality.

“Looking beyond the environmental assessment filing, we have a target for a final investment decision in 2017 and that

is a target that is being continually reviewed. There are many factors that will impact the date for the final investment decision, including the market, project viability and the findings from our site assessment work on Digby Island,” said Young.

Business booming for Terrace’s United Rentals

N

eck craned upward to follow the movement of the massive boom lift far above, Kory McKay provided a running commentary.

“We brought in some of 135 feet last year, then 150 and now this one,” said the United Rentals area manager while watching as each of the five sections of the boom lift telescoped out toward the maximum height of 185 feet, the equivalent of nearly 19 storeys.

“There’s only seven in the world and this one is the only one in Canada,” he said while keeping an eye on the lift’s extension capabilities far above.

McKay and a group of United Rentals employees at the company’s Terrace staging yard were gathered outside to watch the boom lift being put through its paces.

Manufactured by the JLG Corporation of Pensylvania the 1850SJ boom series is barely a year old and the one McKay and the others were watching arrived in Terrace at the end of January from its previous location on the island of Manhattan.

From a first enquiring phone call from a customer to arrival at the United Rentals yard on Keith Avenue in Terrace where an engineering firm inspected its welds wbefore being readied for the customer, the process took four months.

“It came up from the States through Quebec,” said

“It was last at the Twin Towers,” added McKay of the site where the World Trade Centre buildings were located prior to 9/11.

The northwest customer in this case is Bantrel, a construction and engineering company partially owned

by Bechtel and working at Rio Tinto Alcan’s Kitimat smelter modernization project where Bechtel is the prime contractor.

On the day of the demonstration, Bantrel’s Tony Langille and Josh Mechtel from United Rentals were high up in the eight foot by three foot operator’s platform, testing out the self-propelled lift’s various functions.

In addition to the platform height, fully extended at 185 feet, a two-section jib can extend up to 20 feet for more reach capability.

JLGâ&#x20AC;&#x2122;s specs for the boom state that because of its height and reach, it can provide a work area of more than 2.9 million cubic feet.

When not in use, the boom is compact enough to be transported on a large flatbed trailer.

In this case, the transportation of the boom from Terrace to the smelter construction site at Kitimat was handled

by Spring Creek Aggregates, a division of the Bear Creek Group. â&#x20AC;&#x153;I canâ&#x20AC;&#x2122;t say enough about them,â&#x20AC;? said McKay. â&#x20AC;&#x153;We made a call and they were here.â&#x20AC;?

United Rentals, which has more than 880 outlets through the United States and Canada and which bills itself as the worldâ&#x20AC;&#x2122;s largest equipment rental provider, set up shop in the former DHL location on Keith Ave. in Terrace just over a year and a half ago in response to the needs of a number of large-scale regional development projects.

It has provided lifts, for example, to the Red Chris copper mine project owned by Imperial Metals.

McKay said the Terrace employee complement now stands at 30 people.

Shop/Equipment Manager There is an immediate need in Williams Lake BC for a full time heavy duty Shop and Equipment Manager. The candidate will possess strong leadership abilities to oversee approximately 4+ heavy duty mechanics in the field and on the shop floor as well as sub-contracted mechanics. In addition to managing the logistics and maintenance of a fleet of over 80 pieces of equipment spread throughout Western Canada this person must have a reasonable understanding of heavy equipment repair procedures including evaluation, pre-job costing and budget tracking.

The ability to manage people and strictly enforce policy and procedures while meeting repair deadlines with approved budgets is essential. The position requires proficient computer skills that will allow for the full understanding of software programs to enable accurate creation and timely reporting of schedules, budgets and equipment repair records.

The candidate will also be directly involved with vendor relations, parts procurement and costing, parts tracking including inventory control and returns and account credits. They will also have financial responsibility for their department.

The successful candidate will be a team leader reporting directly to the CEO and have excellent organizational and communication skills as well as business acumen. An adherence to critical policies, schedules and time frames within a dynamic environment is a must.

Compensation: $100,000 - $125,000/year. Salary will depend on previous experience and training. Compensation is made up of a yearly salary and bonus plans. This package includes health and dental benefits. Vehicle, laptop and cell phone will also be provided. Shift: Days, 8:00am - 5:00pm (Monday - Friday). Should be available to work additional hours as necessary. Occasional travel to Head Office in Vancouver and job sites throughout B.C. and Alberta will be a requirement.

Submitting an Application for an Environmental Assessment (EA) Certificate is just one of many important steps towards an eventual final investment decision for any LNG project. The EA is a full and transparent project review process that involves comprehensive engagement and input by First Nations, the public and other stakeholders prior to a regulatory decision.

LNG Canada has always been keenly focused on facilitating and receiving public comment and feedback, and is eager to hear how the community views the project. Furthermore LNG Canada continually strives to find ways to improve its consultation and engagement. It’s a process the company has been approaching very systematically to ensure viewpoints are not missed.

James Baldwin, environmental and regulatory affairs lead for LNG Canada, has been busy answering the concerns and questions of the Environmental Assessment working group, which is one requirement of the Environmental Assessment process.

The working group is made up of stakeholders such as First Nations and representatives from local governments, and other provincial and federal regulatory agencies including the District of Kitimat. When the Application the company submitted to the B.C. Environmental Assessment Office (EAO) is over 4,000 pages long, there are a lot of details to discuss.

Enter Ruth Sulentich, senior public consultation specialist at LNG Canada, who handles the specific task of working with the public to receive their feedback and making sure experts are available to answer questions.

She said the public comment period for the Environmental Assessment resulted in 52 comments submitted by 41 individuals, and 32 of those individuals indicated support for the project. The comments and questions were on subjects ranging from impacts on the Kitimat estuary, to social impacts from housing, to noise.

The company has summarized the feedback and methods of community engagement from the Environmental Assessment consultation, and published the information in a Community Consultation Summary Report, which is available on their website at lngcanada.ca.

Sulentich notes that the Environmental Assessment is far from being the only thing that requires community consultation, noting that there are other permits the company requires. “Although we’ve made a lot of progress through the Environmental Assessment process, it doesn’t stop here,” she said.

In the next while, LNG Canada will be hosting an open house and providing other opportunities for the community to learn more about the permits the company is applying for, such as the Oil and Gas Commission LNG Facility Permit.

Baldwin adds that people’s involvement through the Environmental Assessment comment period was incredible, and hopes they will maintain this through the upcoming permits. He’s very thankful for people’s input and for challenging the company to be aware of all aspects and impacts of the project.
