Minister Wilkinson states universities don’t need lobbyists

By Tom Fletcher When Andrew Wilkinson started the year in his new job as advanced education minister, he

knew B.C. universities hired lobbyists to pitch expansion plans to government.

Wilkinson was one of those lobbyists in

his role as a lawyer in private practice, before being elected MLA for Vancouver-Quilchena in 2013.

second day in question period at the B.C. legislature, Wilkinson said Tuesday the practice of universities hiring expensive consultants

to speak to the government that funds and regulates them should come to an end.

“It’s been abundantly clear since I took this

role that access to my ministry and to me is unlimited for all the institutions,” Wilkinson told the legislature. He said he will advise all B.C. post-secondary institutions that they don’t need lobbyists, but as independent institutions it will be up to them to decide.

On Monday, opposition critics produced records showing Kwantlen Polytechnic University had paid consultant Mark Jiles $177,000 for “relationship building” with the government over several years. Jiles also worked on executive compensation for Kwantlen, where school officials were paid unreported bonuses that broke government salary caps.

That controversy led to Wilkinson switching cabinet jobs with Surrey-Tynehead MLA Amrik Virk, who was involved in the overpayments as a member of the Kwantlen board.

The cabinet shuffle took place quietly in December, after emails surfaced that contradicted Virk’s claims he

was not involved in the overpayments.

On Monday, NDP advanced education critic Kathy Corrigan described Jiles’ compensation as “$15,000 a handshake.” On Tuesday, NDP leader John Horgan went further.

“The $177,000 to Mr. Jiles translated into a $50,000 contribution to the B.C. Liberal Party from Mr. Jiles,” Horgan told the legislature.

“The minister [Wilkinson] lobbied for Simon Fraser University. Is the minister okay with $50,000 coming from the public back to the B.C. Liberal Party?”

Corrigan said Tuesday a similar arrangement saw lobbyist and “Liberal insider” Don Stickney paid $75,000

by Vancouver Community College.

Wilkinson is a former president of the B.C. Liberal Party who served as deputy minister for economic development and intergovernmental relations with former premier Gordon Campbell.

Hired Equipment Registration Rocky Mountain District

The Rocky Mountain District of the Ministry of Transportation and Infrastructure is creating its list of registered Equipment for Hire in the East Kootenay Service Area for the fiscal year 2015/2016, which begins April 1, 2015. This area includes the United States border south at Kingsgate and Roosville, west at Yahk, east to the Alberta border and north to Brisco on Highway 95.

All individuals or companies registered this past year through the District Office in Revelstoke will be receiving invitations to re‑register their equipment for the coming fiscal year by mail by the end of February.

Any individuals or companies who were not registered in 2014, but wish to have their equipment listed, are hereby invited to contact the District Office, either in person or by phone, to obtain the appropriate registration forms.

Note that while you do not need to have Commercial (Comprehensive) General Liability Insurance or up‑to‑date WorkSafeBC coverage to register, you will have to meet these requirements prior to working on any ministry projects.

Only owned or lease‑to‑own equipment is eligible for registration. Equipment can only be registered in one area in any given year. Seniority is not transferable from area to area.

1. Get into Spring early. Starting seeds indoors towards the beginning of spring is a great way to get a head start to the growing season. But don’t get too impatient. Your seed package will tell you how long before the first frost you should be starting your seeds. With not enough light in the house, the plants will stretch toward the light source and get spindly or “leggy”.

2. Read the label. The seed package gives you more information, such as seed depth, spacing and days to sprout. Make sure to keep the packet after your seeding is done; it also contains information that will be useful throughout the growing season.

3. (Almost) All they need is love. Seeds have all the food they need to germinate right inside of them. What you need to add is water, air, light and something to grow in. The best growing medium for starting seedlings is a Nurseryland Seed and Starter Mix. It contains a blend of peat, vermiculite and perlite. We start all of our plants in our greenhouses with the same mix. There are also different peat pellets to help get you started easily.

When planting seeds, always ensure the growing media is damp.

4. Turn up the heat. It helps to have bottom heat place a seedling mat under the tray for a constant warm temperature. This will increase the amount of seeds that will germinate. Covering the trays with domes or glass can help to keep the seeds damp which promotes successful germination.

5. Let there be light. Once seeds have sprouted, you need to provide them with proper light. Not enough light can lead to spindly seedlings that stretch. If you don't have an adequate spot with sufficient light, consider buying a T5 grow light to help. They are very reasonably priced and last a long time.

6. Keep it clean. Recycling is a good thing, but when it comes to starting seeds, it is best to use new seed trays and clean containers each season.

Old, unclean pots and inserts can carry pests, disease and residual fertilizers which can greatly affect the success of your seeds.

7. Don’t put a damper on it. The conditions that favour rapid germination of seeds—warmth and moisture—are also favourable to the funguses at the root of damping off disease. Just as your seedlings begin to grow and look like something, they suddenly wilt and rot off at the soil level. Use an innoculant to help peas and beans to be strong and healthy. Starting with sterilized containers and growing mix is extremely important to prevent starting all over again.

8. Young plant are like teenagers. Once the seedling has emerged, it is hungry and needs fertilizer in order to keep growing properly. Soilless starter mixes usually don’t have a lot nutrients added. If you are growing in very small containers, your plants will also utilize the nutrients in that space very quickly. Use a water soluble fertilizer like Nurseryland 10-40-25 at half the recommended rate for young plants. A great organic option is Dutch Treat’s Seaweed liquid fertilizer.

9. Organization is key. Imagine a tray with lush, healthy seedlings and you have no idea which varieties you planted on which side. Young seedlings often do not look a lot like the plants they are going to be, so keeping plant tags or other types of labels beside the seedlings will help you keep things in order.

10. Give it a try. Starting your own seedlings might sound like something that only serious and experienced gardeners can do. However, this is something that anyone can try. Just go to the garden centre, get a tray or two, some seed starting growing medium and seeds and you might get hooked. Easy plants to get started with include nasturtium, parsley, tomatoes, or cosmos.

Why should government cut taxes for the rich?

by Tom Fletcher The B.C. government’s third straight budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about.

The main conflict is over the tax cut for the rich that results from removing a two-year surtax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years.

NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech: “I can appreciate that the minister was celebrating with the champagne-and-caviar set, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs.”

Old news, de Jong replied. It was a two-year surtax on high-income earners to help get B.C. out of its post-recession red ink, and it expired as it was legislated to do.

tually going on. First, a lot of that red ink was B.C. Liberal blood from dismantling the harmonized sales tax and repaying Ottawa for that failed experiment.

Second, this temporary tax on the rich was a political strategy by de Jong and Premier Christy Clark, limping into an election most expected them to lose.

De Jong’s debut budget in February 2013 also accelerated a small increase in corporate income tax, stealing two populist planks from Adrian Dix’s NDP platform.

Ending the surtax not only kept a promise, it kept B.C. competitive with Alberta on personal income taxes.

High wage earners and many of their businesses are more mobile every year, which is why this year’s budget also extended tax breaks for high-tech and digital media companies.

Another tweak in de Jong’s budget was to increase the low-income cutoff for personal income tax from $18,000 to $19,000. Those with the lowest incomes are relieved not only of income tax but also medical premiums, which continue to march up by another four per cent, and are mostly paid by employers.

As with the federal election set for this fall, we will hear a lot about the burden on the vaguely defined “middle class.” In B.C. they have to dig deeper for car insurance, hydro, ferry rides and postsecondary tuition, while those top-hatted cham-

Well, not exactly.

Here’s an assessment from Philip Cross, research co-ordinator at the Macdonald-Laurier Institute and former chief economic analyst at Statistics Canada.

Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been adjusting their tax systems to increase the load on wealthier people and ease it from the poor.

This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes. That’s up from 50 per cent in 1976, showing how long Canada’s income taxes have been “progressive.” This is the main reason why “income inequality,” that other great cause of the left, started leveling off in Canada around 1998.

Cross points to measures like the low-income exemption from income tax. By 2013, the bottom 40 per cent of Canadian households were paying just 6.8 per cent of income taxes, and more than a third of income tax filers were paying none at all.

Cross asks and answers the central question: Should the rich pay more? “If it’s a misinformed attempt to compensate for imaginary losses of lowincome people, the answer is clearly no.”

KRIC workshops help with technology No matter how large or small your business, technology can give you an edge and help you succeed. The Kootenay Rockies Innovation Council and Community Futures East Kootenay are pleased to offer a cutting-edge technology integration workshop in Golden on March 4 and in Cranbrook on March 5.

“Kevin Erickson from GO Productivity will deliver an eye-opening workshop to help small business people feel more comfortable integrating technology into their businesses,” said Kevin Shepit, KRIC Project Manager. “It’s important people know that tech integration isn’t scary—it’s something you can learn to do and it pays big dividends.”

Rene Ziorio, manager of Content Development & Delivery at GO Productivity, is passionate about how small businesses can use technology.

Productivity is the goal when it comes to integrating different technology into your business. The workshop will cover some ‘productivity basics.’

“Productivity is about doing more with what you already have, and that applies to technology as well,” Ziorio said. “You’ll learn to break down the steps so you can succeed in your implementation with investing your time and dollars wisely.”

Productivity team developed the workshop content with small businesses in mind.

“When we started this project, we heard a lot of barriers from small business when it comes to implementing technology,” Ziorio said. “Our approach is to educate companies on the best practices and tools available for them when it comes to technology implementation.

“Technologies will constantly change, so we like to focus on the process of adoption that they can use over and over again. This session provides a highlevel overview of this process and will give participants a sense of where to begin, what they are doing right and what areas they have for improvement

in their technology implementations.”

These half-day workshops will run from 1-4pm at The Wolf’s Den in Golden Wednesday, March 4, and at the Prestige Resort in Cranbrook on Thursday, March 5.

The $40 registration fee includes snacks and refreshments as well as all workshop materials.

“Golden participants can also attend the free KRIC Business and Beer mixer at the Wolf’s Den from five to seven pm on March 4,” Shepit said. “We encourage you to stick around after the workshop and mingle over appies and drinks.”

Family Fun Derby occurs this weekend For the Advertiser

From races, giant Jenga, ball hockey all day, 50/50 draws and the movie ‘Penguins in Madagascar’ showing in the Wildhorse Theatre, Fort Steele will be the place to be on Sunday, for the Family Fun Derby!

The festivities will begin at 10 AM on March 1st, and tickets are available at the door. They cost $10 for adults, and $5 for students and seniors.

All proceeds go to support the Canadian Cancer Society and children who are fighting cancer.

While our early return to spring has cancelled the Family Fishing Derby this year, organizers JCI Kootenay are not fazed and have come back with a perfect replacement!

On Sunday, March 1st at Fort Steele, the Family Fun Derby will be happening! There will tons of fun events happening throughout the day, and of course lots of prizes to hand out as well. There will be no ice fishing, but still a couple of fishing competitions for kids and adults. Kids can Fish for a Prize during the festivities, with great prizes including a big screen TV up for grabs. For adults, they can compete in the Fly Casting Competition for even more prizes.

ties to try to alleviate some concerns of local residents, specifically around aggressive animals. The Province does not have the scientific evidence saying that translocation of deer works and that urbanized deer relocated out of town would survive the transportation or survive in the location their moved to. But that could change over the next number of months.

The City of Cranbrook has been involved along with the District of Elkford, the City of Kimberley, the District of Invermere and the Ministry of Forests, Land and Natural Resource Operations (MFLNRO) in providing seed funding ($1,000 contribution by the City of Cranbrook in 2014) and some staff support toward the development of a proposed East Kootenay Urban Mule Deer Translocation Trial. The District of Elkford is the overall project lead. Vast Resource Solutions has been contracted to research and develop the proposed trial program and seek external funding resources.

What is most important for people to understand that this trial, if approved by the Province, would be a scientific study and not meant to remove large numbers of deer from the community. The proposed program would capture, relocate and radio-collar a handful of deer and release them, monitor their movements and see if the deer survive and where they go.

A tentative work plan is expected sometime later in 2015, at which time Council and staff from each participating municipality and the MFLNRO will have an opportunity to review and provide feedback on the work plan. There is potential that the translocation trial could begin early in 2016, however this is dependent on adequate funding and the approval of the work plan.

Kimberley athlete takes first in cross country sprint at Winter Games old racer. “So I was definitely really relaxed going into the race, not expecting too much, and I think in the end, that kind of helped me.

It’s an amazing feeling right now. It’s hard to describe. I’m over the moon really.”

Ferrie competed in the 2011 Canada Winter Games in Halifax and the opportunity to race at home in B.C. was a special honour.

“I was hoping to get a

chance to race at home and then to win gold here is just phenomenal.”

Four B.C. para cross country skiers also made the trip to the podium on Tuesday, and for three of them, it marked their second medals of the 2015 Games.

Last round before semi-finals sees chowder win in Stone Soup Challenge

Winner of today’s Kootenay Granite Stone Soup Challenge decided by only three votes.

The last challenge in round one did not disappoint. Chef Marc Rathpoller of Tuscany’s and Chef Doug Wagner of St Eugene Mission Resort put on a skilled culinary show.

The two chefs are used to a fast-paced, diverse

kitchen that produces both mouth-watering pub food as well as a customized, high-end gourmet menu. They each moved quickly, skillfully, and with confidence.

But only one will move to next week’s

semi-finals.

By a score of 27 to 24, the challenge was won

by Chef Wagner with a cheeseburger chowder.

Chef Rathpoller impressed with his own soup creation: an apple, sausage and squash soup with potato. It was the closest competition to date, and Salvation Army guests greatly enjoyed the soup feast.

“My soup started to evolve as time went,” said Chef Wagner. “My goal was to create a hearty, healthy flavourful soup – the kind of soup I myself would want to eat on chilly spring day.”

“It’s been a lot of fun,” said Chef Rathpoller.

“My soup combined classic flavours that worked well together and focused on nutrition and substance. Doug

and I had a great time working in the kitchen.

I’m really glad to have participated in this and enjoyed my experience.

It felt good to cook for my community.”

The semi-final events, sponsored by College of the Rockies Professional Cook Training, begin next week. On Monday, Chef Rusty Cox of The Heid Out Restaurant and Brewhouse will compete against the Salvation Army’s own chef Kathy Morey, who has been head chef in the soup kitchen for nearly 11 years.

Friday, February 27, Chef Shelby Schiller of BJ’s Diner and Creekside Pub in Kimberley will match up against today’s winner, Chef Wagner.

The two final chefs will compete at the

grand finale event on March 4, noon to 1:30 p.m. at the Prestige Rocky Mountain Resort and Convention Centre, which is not only sponsoring the final event, but providing the Grand Ballroom, staff, and food at no cost, ensuring all funds raised go directly towards the Salvation Army homeless shelter project and Cranbrook and District Community Foundation general endowment fund, which provides annual grants to local non-profits.

Tickets to the public event are available in two prices: $25 for lunch; or, $45 for lunch and a $20 charitable receipt. They can be purchased with cash at Max’s Place or by calling 250.426.1119.

The recent semi-final match-up in the Kootenay Granite Stone Soup Challenge was an extra special event: the Salvation Army cook of more than 11 years, Kathy Morey, took on Executive Chef Rusty Cox of The Heid Out Restaurant and Brewhouse. The two had a ton of fun cooking, creating, laughing, and even dancing.

nary experience as a chef in first-rate restaurants and resorts around the globe. But his accomplished resume didn’t automatically make him today’s safest bet. Morey has been running the Salvation Army kitchen for more than a decade.

Both semi-final events are sponsored by College of the Rockies Professional Cook Training. The other semi-final event will be held this Friday and features Chef Doug Wagner of St. Eugene Mission Resort and Chef Shelby Schiller, BJ’s Diner and Creekside Pub, Kimberley.

Morey will compete against Friday’s winner at the grand finale event on March 4, noon to

1:30 p.m. at the Prestige Rocky Mountain Resort and Convention Centre, which is not only sponsoring the final event, but providing the Grand Ballroom, staff, and food. This ensures all funds raised at the event go directly towards the Salvation Army homeless shelter project and Cranbrook and District Community Foundation general endowment fund, which provides annual grants to local non-profits.

Darrel Elmore 1936-2015 On the morning of Saturday, February 21st, Darrel, aged 78, passed away peacefully at the F.W. Greenhome.

Born and raised in Langley, BC, he worked with his father Fred in their Whitewash business. At this time he also learned boxing from his dad, winning most of his 110 amateur fights, including the Canadian Golden Gloves. He was one match away from a bout with Mohammed Ali, then known as Cassius Clay.

In the 1950s Darrel moved to Smithers where he raised his family. He worked a variety of jobs as a boy's camp counsellor, a bouncer, many truck driving jobs, machine operator, coal miner, hunting guide and also had a farrier business.

Coaching his Outcasts Boxing Club, he taught many boys the art and discipline of boxing in the 1970s and 80s.

In 1988 Darrel & his wife Bonnie moved to Creston and eventually retired to Cranbrook in 1997.

Much loved & admired, Darrel was a wonderful person and a true friend, who touched the hearts of many.

He was predeceased by his brother Ron, his son Brown and his parents Emily and Fred. Survived by his wife Bonnie, brother Gordie, sister Sue, daughter Ree (Brent), son Bob, stepson Conan (Kathy), stepson Jason, grandchildren Jen (Ian), Erin, Brenna, Harleigh, Logan and many nieces and nephews.

A celebration of Darrel's life is being planned in Smithers, BC at a future date.

His family would like to thank the F.W. Greenhome staff for their special, loving care and friends for their support and thoughtfulness.

Irene Pavlis 1923 – 2015 It is with deep sorrow that we announce that Irene Pavlis, a longtime resident of Cranbrook, passed away at East Kootenay Regional Hospital on Thursday, February 19, 2015.

Irene was born on April 17, 1923 near Lipton, SK where she was raised and attended school. In 1953 Irene married Nicholas Pavlis in Cranbrook. Irene worked for many years at the RCMP Detachment in Cranbrook as a matron.

She was famous for her GREAT perogies!

Irene was predeceased by her parents, five brothers and her husband Nicholas (1974). She is survived by her son Robert (Sue) Pavlis, numerous nieces and nephews and two sisters-in-law.

Irene will be interred in Westlawn Cemetery next to her husband Nicholas.

OBITUARY Jason James Currie “Boss” 1989 – 2015 It is with extreme sadness that we announce the sudden passing of Jason Currie in Cranbrook on Sunday, February 15, 2015 at 25 years of age.

Jason was born on August 10, 1989 in Cranbrook. He was a happy young man who was full of kindness and unconditional love for everyone he crossed paths with. He touched so many people’s lives in a positive way. He had a great love of animals, his family and of wrestling. He got great pleasure from being outdoors and at one with nature with the Kip program where he was able to express himself freely. Jason was employed for 13 years at the Townsman as a newspaper carrier. He received tremendous enjoyment from his duties as a newspaper carrier, and the people whom he met throughout the years while working for the newspaper. He loved going to hockey games with his older brother and going on the big truck with his mom. Jason loved music.

He especially liked the song We’re Not Gonna Take It by Twisted Sister. Jason will be missed dearly, but his smile will be remembered forever by his family and friends.

Jason is survived by his mother Cathy, father Ken, brothers Shaun and Chayce, sisters Sheena and Chelsea, grandmothers Grace Currie and Denise Shingar, uncles Terry Shingar, Lloyd Umpherville, Mel Shingar, Harvey Shingar Jr., Barry Shingar, Jon Shingar, Steve Beamish and Jeff Popoff, aunts Cheryl Popoff, Susan Beamish, Karen Umpherville, Dayle Shingar, and Debbie Shingar, cousins Amanda Shingar, Dayna Shingar, Josh Shingar, Austin Shingar, Nicko Shingar, Natalie Umpherville, Kaitlyn Umpherville, Catherine Umpherville and Brady Shingar.

He was predeceased by his grandpa Cecil Currie and his grandpa Harvey Shingar.
