After mandating free adult basic education since 1998, the province quietly lifted its nocharge restriction in December. At the same time, it chopped funding for ABE programs province-wide by about $6.9 million — $524,000 of that from VIU. The Canucks Autism Network offers programs at no cost to families living with autism and is seeking to expand its services on Vancouver Island. The dinner is being funded through money raised at the Sip, Savour & Support event during the Savour Cowichan Festival. Canada Avenue southbound traffic open for the duration from page 1

As part of its attempts to minimize that, it has committed to a consistent traffic pattern for the duration of the project: Canada Avenue will remain open, but for southbound traffic only. Northbound traffic can use Duncan Street or streets west of Canada. “There will be lots of advance signage as you approach and we will remind people that they can get downtown,” de Verteuil said. He added the city will be working with the Downtown Business Improvement Area Society to determine the best way to get the latter message out. Council decided to hold off on elements of the original plan that would have affected the railway tracks, knocking about $300,000 off the original expected cost. As originally proposed, the project featured some improvements to the Duncan Street/ Queens Road intersection that have now be postponed for future consideration. According to ICBC, the Ingram/Canada intersection has experienced 21 accidents between 2009 and 2013. Ten of those involved injuries. Windley Contracting has been awarded a tender of $1,185,009 to do the bulk of the project, with other aspects pending. Deadline for project completion is June 15.

Retired Cowichan mechanic Derek Horsfall spent seven years — 2005 to 2012 — lovingly restoring the grey-green 1928 Chandler touring car to its original state remembered by siblings Scoble and Porter, whose family owned it until 1953. “The ride meant a lot to them,” Horsfall said of the summer spin around the Menzies Road area. “It was a reconnection for Kate, who learned to drive on that car, and here she was a millennium later standing again on the running board. She was really chuffed.” The August jaunt marked the first time Scoble had seen the convertible since about 1950. “She was eight years old when they bought it; there’s a picture of her standing on the (black) running board at age 12. “I took Kate for a two- to threemile ride, and she was grinning the whole time.” The spin was part of a reunion plan hatched by Porter and Horsfall. “I’m happy it came together, and the people responsible for keeping the car came back for a look,” Horsfall said. Qualicum Beach resident Porter, 74, said his dad, Phil, bought the three-speed, six-cylinder, sidevalve car new in 1928 in Victoria, before Porter was born. Porter fondly remembered it parked outside the Duncan Garage, and elsewhere in town. “My mother, Julie Porter, worked as a writer and photographer at both the Cowichan Leader and the Pictorial for many years,” he noted. “She drove the car from Maple Bay to her work in Duncan many, many times.” Given his family’s past with the Chandler — including those driving lessons for half-sister Scoble, and other siblings — the ride was a smooth cruise down memory lane. “I was never old enough to drive it,” said Porter. “Derek’s done a great job of restoring it.” Renovations fixed a ding Duncan-raised Porter caused as

a lad. “There was one dent in the rear corner and I knew how it got there: when I was four, my mother parked it at the Mt. Tolmie grocery store. “It was on a steep hill, and I released the safety brake, and it rolled down the hill and landed in a ditch.” At one point, the Chandler’s motor was to be pulled for use in a sawmill operation “but then (Bill) Harrison bought it,” Horsfall said of the schoolmate from whom he later bought the car. Such stories are part of the Chandler’s charm. “Richard and I went through Cowichan high school together, and were quite often in the same classes,” he said. “I didn’t know it was the Porter car when I bought it in 1958 from Bill Harrison in Grade 12 for $80 — I paid him $50, and Harrison financed $30, which I paid him back later.” When driving the Chandler home “it was in sad shape, but it was all there.” “I’ve always had a passion for

cars, particularly old cars,” he said. “I started to restore it, but at age 18 I didn’t have many skills.” Horsfall even sold the Chandler at one point “but (buyer) hadn’t paid me, so it stayed in my shed until 2005.” “I planned to restore it at age 65, so at 65 I pulled it out of the shed and into the shop, and restored it piece by piece.” The secret, he said, “is restoring each part as it comes off the car.” “That way, when you put it back together, you’re just assembling complete pieces, and you haven’t lost any parts.” Horsfall, 75, actually made many parts for his Americanmade vintage vehicle. “There are no parts courses for those cars; I picked up the odd part from collectors. There are only about 200 of the Chandler make left in the world,” said the member of the Chandler-Cleveland Club. “There are lots of die-cast zinc parts that were fragmented because of poor -quality metal, and they had to be duplicated in little

pieces, then welded back together. “I made the pieces out of brass.” Metal parts were all that needed work when he bought the car. “It was a complete car — all the upholstery, hub caps, all the parts and controls were in working condition, but the top was stitched together with various pieces of material holding it together.” Enter son Geoff, an automotive upholsterer. “He did the interior, and leather seats, upholstery, and the top.” Their labour of love fuels Horsfall’s pride when riding in the rare Chandler, boasting a top speed of 60 miles per hour. “I think there’s only one other Chandler in B.C., and it’s in pieces. It was a part-time job, but I worked on it constantly.” The market value of his restored roaster is unknown, but it’s worth its weight in golden memories for Horsfall and his friends. “I contacted Richard when I started the restoration, and sent him pictures of the restoration, and he sent me pictures of his parents with the car.” The running-board photo has Scoble’s mother, Mildred, driving. And a 1934 shot shows Porter’s brother Robin, and Mildred, with the car in Barkerville. With all that history packed into the Chandler, Horsfall aims to keep the car in his family. “It’ll end up in my estate; I don’t plan on selling it,” he said. —Black Press

orth Cowichan has established itself as among the top 10 climate-protecting municipalities in the country. The municipality announced this month it is just the 25th community in the country to achieve “milestone four” in the national Partners for Climate Protection Program. Essentially, that means it has taken the necessary actions needed to reach its goals of a 33% reduction of greenhouse gases by 2025 and an 80% reduction by 2050. “Reaching milestone four is a significant achievement,” said Mayor Jon Lefebure. “Out of the 270 local governments across the country that are involved in this program, 25 have

achieved milestone four in the areas of both corporate infrastructure and community initiatives. “We’re very serious about climate protection work and have a great plan in place. We hosted the Community for Climate Household Challenge, and municipal staff is in the early stages of establishing a green team that will explore sustainable practices across all municipal facilities.” The Federation of Canadian Municipalities initiated the PCP program, which guides members in creating GHG inventories, setting realistic and achievable GHG reduction targets, developing local action plans, and implementing plans using specific, measurable actions to reduce emissions. Court snuffs ﬁnal bid to halt crematorium John McKinley

he longstanding court battle over the Paldi crematorium can finally be put to rest. The Cowichan Valley Regional District has lost its bid to appeal an August court ruling that declared the operation legal under CVRD bylaws. According to a media release, the CVRD is disappointed with the Supreme Court of Canada’s decision to reject its appeal. “Having the application for appeal rejected by the Supreme Court of Canada means that the crematorium will remain as a conforming commercial facility,” Sahtlam Director Alison Nicholson said. “A commercial crema-

torium was never intended in the zoning for this property and it is disappointing for the CVRD and the neighboring landowners.” The CVRD had originally won a B.C. Supreme Court case to have the facility — owned by the Paldi Kahlsa Diwan Society — declared illegal, but that decision was overturned by the B.C. Court of Appeal. With all legal avenues exhausted, the CVRD says it plans to revisit its bylaws and make the necessary amendments to address the issues identified in the decision. CVRD planning and development boss Ross Blackwell told the News Leader Pictorial in August that the ruling in favour of the Kahlsa Diwan Society cast doubt on local government bylaw authority in zoning conflicts across the province.

WHAT’S HAPPENING IN

“This case represents the inherent nature of relying on the court system in planning law,” he said at the time. “It’s not necessarily a question of black and white; it’s a question of interpretation.” Prior to this most recent highcourt appeal, CVRD taxpayers had spent about $116,000 in legal bills fighting the crematorium case. They were also ordered to pay the Paldi society’s legal bills. The Sikh community has been operating a crematorium for traditional cremations at 4695 Cowichan Lake Road since the 1960s. In January 2011, a new commercial crematorium was opened, sparking the dispute as to whether it was permitted under land use bylaws. A bid to come to find a negotiated solution to the dispute failed, sending the case to court.

Maybe it is time to lock the gates

Dear editor Re: your report on dumping on Mount Sicker, I find it a bit hard to believe Mr. Gregg is worried about not having access to Grace Road if the gates were shut. He lives near by and could walk around the gate to walk his dog. These gates are closed in fire season, so maybe our council should think hard and long about keeping them closed all the time. This dumping is disgraceful and the people who did this should either be made to clean it up, or pay for the clean-up, along with a heavy fine. Putting notices up to take the garbage to Bing’s is a joke. That is not going to deter them. Notices were up before and certainly didn’t stop them from littering that beautiful outdoor space. I feel very passionate about this area as I use to walk my dogs there everyday when we lived up Mt. Sicker. We still take the dogs and our grandsons to walk up there on Sundays. This Sunday, the garbage was still there, a little scattered about as people were probably picking through it I suppose. I was mad it has been sitting there for this long and nothing so far that I can see is being done. I gather the foresters are hired to protect the forestland which is so special. Make a difference. Keep this and all areas from being dumping grounds. I want everyone to feel safe to walk with their kids and their dogs without having to worry about discarded needles in dump sites and dirty garbage. Remember if you take it in with you take it out. Less consumption, more incentives, higher penalties

Dear editor The illegal Mount Sicker dumping was unreal. People need to realize they are contributing to our world’s deterioration. I think they should be monitoring this and when they catch them for punishment they should be to be thrown in cells with all the garbage they dumped out, then made to do community clean-up for at least a year. Maybe it’s time people cut down on their accumulation of garbage as well. After all, the more garbage the more landfill, the more decay and pollution. Let’s add more arts to this wonderful festival

Dear editor I am writing in support of the 39 Days of July Cowichan Summer Festival and all the free music

that Longevity John Falkner has produced in Duncan for the past few years. I believe it is such a unique and valuable endeavour in the strengthening of community and the attraction of tourism that it deserves a mention — even in the middle of winter, long after the fact! He welcomes all, from the seasoned professional to the young novice, in all the musical, spoken and performing arts in which this community abounds. This past year he cast the umbrella even further to embrace the visual arts. I spent a few days there under my umbrella painting The Duncan Garage and the Train Station Museum. I had so much fun there painting some of our beloved downtown heritage, meeting lots of friends and neighbours and all the while being marvelously entertained by wonderful music. Never was a more pleasant time spent painting outdoors, which has always been my passion. I would like to invite all artists to do the same. Visitors are generally intrigued by the unfolding of our art as much as the musicians and dancers, and this engenders a highly rewarding experience for all. So often artists are left to create alone in the garrets of their choosing. This makes a wonderful counterpoint to our usual scenario. In fact wouldn’t it be a great addition to the event if the Cowichan Valley Arts Council erected a tent there for any and all artists to use, perhaps on a roster system. Here is a novel way to show off all our arts to locals and tourists alike. Let us come together in celebration of our amazing arts scene and friendly community we are so fortunate to have here. e always wish we had advance warning of a serious illness about to befall us. There is….for diabetes. It’s called prediabetes and is a sort of early alert system that says you might be moving toward a full diabetes diagnosis. This can be picked up by certain blood tests ordered by your doctor and if it shows you have prediabetes, lifestyle changes can be made to possibly avoid the disease. People have various reasons for not getting their flu shot each year. They may say it’s not perfect so why bother? Flu vaccine has saved many lives over the years and we understand it isn’t perfect, but with so few side effects and it’s worth the effort. We encourage everyone, especially healthcare workers to get their flu shot this year.

No less than four local teams celebrated significant championships this month. • The Duncan Christian School senior girls basketball team is the Vancouver Island A champion. Coaches Michelle Nederlof and Tammy Klassen led the Chargers to three convincing victories capped by defeating Maaqtusiis in the final 86-54. Lauren King-Nyberg was named tournament MVP and Juliet King made the all-star team. Mikayla Lewis was named Team Hustler.

• Cowichan’s Mid-Island Lightning U12 field lacrosse team won gold at the provincial championships at the Burnaby Lake West Sports Complex. The finals saw MidIsland play Ridge Meadows and jump out to a 4-0 lead with goals from Brandon Carlson, Cameron Lumb (2) and Patrick Wong. Goalie Devyn Zunti held the fort as the team won 4-2. • The Kerry Park Bantam A hockey team won the VIAHA’s T3 district championship and is off to the B.C. Hockey Championships in Port Hardy. March 15-20. • Playing out of Victoria, longtime Duncan skip Wes Craig retained the B.C. senior men’s curling title he claimed

last year, during the draw at Alberni Valley Curling Club. Team Craig — rounded out by Scott MacDonald at third, Tony Anslow as second and Lindsay Cheetham at lead, and coached by Roz Craig — defeated Team Greig of Richmond 8-3 to take the title. • Another Cowichan team came “that close” to adding to the streak. The Cowichan Thunderbirds made the final of the AAAA North Island Senior boys basketball championship, but dropped the game 60-55 to Vanier of Courtenay and finished second. The Island championships got underway Thursday in Victoria at Mt Douglas High School.

Speaking of vaccines, there is a lot of work going on right now to find a vaccine against Parkinson’s Disease. An Austrian company has developed a vaccine that is in very early clinical trials. It has been well tolerated and the results have been positive. Money for the research has been provided by the Michael J. Fox Foundation for Parkinson’s Research. There has been much in the media about taking baby ASA for 5-10 years to reduce your risk of getting bowel, stomach and esophageal cancers. We know we can reduce cancer risk by stopping smoking and losing weight but this ASA method is showing promise. But, DO NOT start taking this drug without your doctor’s approval. It has side effects which can be damaging.

Before you take it, talk about it. Good advice to follow with any medication.

We are planning a peaceful rally March 2nd, 2015 on the steps of the Legislature in Victoria. This is your opportunity to make it clear to elected officials you are not supportive of the recently announced changes to Wildlife Allocations. If you want to bring a sign that represents you and your family please do so, but do not bring partisan or politically charged signs. Signs such as, “Resident Hunters First”, “BC Families First”, “BC Wildlife belongs to British Columbians” and “Hunting for Health” are appropriate. Dress as you would if you were going to work. It’s an important message: Hunters come from all walks of life. Why are we taking this action? On December 14, 2014 government gave foreign hunters, who are represented by guide-outfitters, 20-40% of allocated wildlife. This decision is unprecedented in North America and is not good for British Columbians, resident hunters or wildlife. In most jurisdictions in North America, foreign hunters are allocated 5-10% of harvestable wildlife which means fewer opportunities for resident hunters. Justification for this policy appears to be centered around subsidizing the Guide Outfitting industry in British Columbia at the expense of British Columbians. In the last 10 years, the number of resident hunters in BC has grown from 84,000 to 102,000 – an increase of roughly 20%. During the same time, the number of foreign hunters has dropped 30%, from 6,500 to 4,500. There are currently about 230 Guide / Outfitters in British Columbia. At a time where the number of resident hunters is increasing while the number of foreign hunters are decreasing, why would government decide to allocate more wildlife to foreigners?

Resident hunters contribute more than $230 million annually to the British Columbia economy. Resident hunters donate more than 300,000 hours of their time toward conservation projects. Government collects more than $9 million per year in the form of license fees and habitat surcharges for conservation from resident hunters. These numbers are extremely important to wildlife and the economy. Government has decided to subsidize a small group of business people against the will of voters and taxpayers. Donald Louis Multhauf

January 6, 1931 to January 8, 2015 Duncan has lost one of its beloved teachers. Don Multhauf died January 8, 2015 at the age of 84. Don was preceded in death by his parents, Louis and Florence Multhauf and by his wife Margaret Rose Multhauf and son, Jeffery Multhauf. He is survived by his sisters, Geraldine Tammel, Dorothy Mealy and Mary Lou Gottshalk. Don was born in Charles City, Iowa in 1931. He is a graduate of Holy Family High School, Drake University and University of California Los Angeles. Don Married Margaret Rose Polashek in 1952. They have five living children, Deborah Multhauf, Brenda Goosby, Donna Van Dyke, Steven Multhauf and Terrence Multhauf. They have twelve grandchildren and fourteen great grandchildren. Don taught school at all levels. He especially enjoyed his special needs children, but over the years had classrooms of elementary through college students during his 43 year teaching career. He retired in 1997 from a 20 year tenure at Tansor Elementary School in Duncan, BC. Well over 1000 students in Duncan alone have had the experience of being in his classroom. His passionate and driven nature compelled him to dabble in many interests and he loved snooping at garage sales. He often referred to himself as ‘The Determined German’. If he set his mind to get something accomplished, it always got done. His bigger than life personality always made him the life of the party. But music of all kinds was the common thread throughout his life and career. Using a jingle or a beat to help memorize times tables or any kind of learning was his favorite technique. Many of his piano students benefited from his love of music. But his love didn’t stop in the classroom. He generously gave of himself to many church choirs, student choirs, dance bands and adult choral groups over the years. Don wrote more than 300 original compositions and is well known for one of his favorites, My Attitude of Gratitude. Don called Sunridge Place his home for the last three years. Thank you to the caregivers and staff for all the kind attention you gave to him so generously. He truly appreciated your efforts and they made a difference in his life. He will be missed for his adventurous, silly, inquisitive, creative and generous spirit. He clearly heard the music. A celebration of his life will be held at St. Edwards Catholic Church, Duncan BC on March 7th, 2015 at 11:00.

Richard Allen Plaskett April 29, 1935 – Feb 17th, 2015

A rugged individualist who epitomized all of the characteristics and virtues of a good man, Richard Plaskett recently slipped away from us after several months of rapidly declining health. He battled to the end, his mind sharp and unwilling to let his body dictate. But Mother Nature had the last word, as she always does. Richard was a Vancouver Island born-and-raised, but Cariboo-destined, working man who followed his wanderlust all over the spectacular province of British Columbia. Growing up, and into his adult life, Richard diligently looked after his mother and her property at 40 Coronation Ave in Duncan and he was a good son to his father Eli. Richard’s early years in Duncan would see him move through high school and parlay his moxie for woodworking into the trade of carpentry. This would be his ticket-to-ride. In an assortment of meticulously maintained vehicles, Richard hit the road and applied his perfectionist skills to projects from Vancouver Island, to the Kootenays and north to the Peace River area. He had an eclectic work history. He was one of the original workers on the W.A.C. Bennett Dam. He built houses and apartment buildings all over B.C. He tried his hand at ranching, sold automobiles (lasted a week), and even worked for a while in the old Crofton Pulp Mill (quitting a few years later before it became too comfortable). He was built for work, a strong man few people could keep up with whether it was wood chopping, framing a house, bike riding, or paddling the Yukon River. Richard stayed a single man into his 40s until he linked up with our mother Maureen Hinton. From the moment they met, they were inseparable. Richard went from foot-loose and fancy-free to inheriting a wild family dynamic complete with three irreverent teenage children. He adopted this unanticipated mantle of responsibility without missing a beat and wore it like a well-fitting suit. Richard and Maureen were able to share their mutual love of the outdoors with numerous camping trips to many of B.C.’s spectacular parks and further north to the Yukon and beyond. Always a bit of a contrarian, he enjoyed driving a Russian-built “Niva” in a domestic-truck-dominated landscape. Later, with a growing posse of grandchildren, Richard evolved into a dedicated grandparent who built and fixed toys for the kids, taught them skating, and walked everyone of the six grandkids regularly for miles with Maureen. Richard’s life-long dream of owning property in the Cariboo was finally realized in 2005 when he and Maureen purchased a beautiful ten-acre estate in Rose Lake. They had idyllic times here enjoying the outdoor living from dawn to dusk. Later they moved south to the Barriere area, where they could be found swimming at East Barriere Lake in summer and cross-country skiing throughout winter. The crushing grip of Alzheimer’s disease befell Maureen in 2013. This tragic turn of events put Richard in the toughest challenge of his life. He provided care beyond what many would consider humanly possible. He was one lone spouse doing the extraordinary work of a dozen trained professionals. A loyalist to the end, a work-ethic that could never be trumped, and an adventurous and inquisitive disposition that influenced those lucky enough to be close to him in so many positive ways, Richard Allen Plaskett was a great man. He will be sorely missed. A few things we can take from him: 1) Value our country. Travel and see as much of the natural beauty of nature as you can. 2) Be honest, fair and decent to everyone. 3) In taking on a project, pay attention to detail and do it right. Do this every time. Do it all the time. 4) Stay engaged with politics, from municipal to global. 5) Take care of your partner. Richard Allen Plaskett is pre-deceased by his mother, Effie, his father Eli, and his brother David. He is survived by his partner of 35 years, Maureen Hinton, her three children Toby Hinton, Chris Hinton and Allison Ducluzeau, six grandchildren, his two nephews John Watkins and Wayne Watkins, and his beloved Border Collie “Reba” and cat “Fluffy”. Richard would not have appreciated any pomp and ceremony marking his passing, so there will be a Celebration of Life for “Rich” this summer doing what he would have enjoyed: a family picnic at one of his favorite lakes. In lieu of flowers or donations, please do something nice today for someone in his memory. Richard would have liked that.

Sept. 15, 1929 ~ Feb. 23, 2015 Reinhold passed away after a lengthy illness February 23, 2015. Reinhold was born in Solomka, Poland September 15, 1929. He emigrated to Canada in 1954 and made a home in Duncan, BC with his two sons Ron Jr. and Detlef and wife Edith, who predeceased him in July 2000. Reinhold worked in construction for many years and up until his retirement he was a foreman with Duncan Paving. He will be sadly missed by his sons, daughter-in-law Val Gerz, two daughters Becky Bingham and Helen Erickson, and son-in-law Cliff Erickson. Six hands are better than one

But for grit, realism and unvarnished artistry, none of them held a candle to Johnny Cash. The Chemainus Theatre Festival continues a recent flirtation with the musical icons of the ‘50s and ‘60s in its current production Ring of Fire: Project Johnny Cash. Artistic director Mark DuMez says the first show of the 2015 theatre season celebrates the Man in Black’s legacy in a performance that is not re-

ally biography, concert, nor traditional musical. Daddy Sang Bass, A Boy Named Sue, Sunday Morning Coming Down — more than 30 legendary Cash tunes are part of this jam-packed evening of music, conceived by William Meade, and created by Richard Maltby. “It’s not a concert at all,” Tony Award-winning director Maltby told Playbill.com in 2006 as the show was making its Broadway debut. “(Producer) Jim Freydberg wants the tag to be ‘ask anyone who’s seen it,’ because in a way, you can’t describe what it is. It’s a book musical without a book — a play made up of songs.” Chemainus Theatre’s promotional material takes that a step further. It says the show matches songs with narrated insights into a mix that mirror Cash’s life and reflects experiences shared by us all. “In a mosaic of inspiring stories paired with his unforgettable music, Ring of Fire reveals a sweeping portrayal of American life.

He was a wild gentleman, a rustic poet, a saved sinner and an American music hero with a genre-busting sound that still ‘kicks-it’ today,” Dumez said in a media release. “There is something appealing about Cash the icon — an untamed individual and still a community advocate through prison reform, concept albums and old-time values.”

Don’t expect one central character giving voice to Cash’s music. Instead musical director Zachary Stevenson (well-known locally for Buddy Holly) combines the vocal talents of Jonas Shandel, Timothy Brummund, Scott Carmichael, Samantha Currie, Andrea Cross, Kraig Waye and Mark MacRae. hen you are talking about tribute acts, they don’t come with any better endorsements then Led Zepagain. The salute to the legendary Led Zeppelin arrives in Duncan Tuesday with a stamp of approval from Mr. Zeppelin himself, band leader Jimmy Page. “It’s as David Montgomery: close as you’ll ever plays Robert Plant get to the real deal,” Page says in band promotional material.
