Eradicating homelessness in Port Alberni Efforts to get every person in the Valley into safe homes are helped by geography but hindered by a lack of urgency and affordability.

While walking down Port Alberni’s streets doesn’t present the same grim picture of homelessness as a bigger city’s streets would, that doesn’t mean everyone has a safe and permanent place to live.

Instead, Port Alberni’s homelessness is in many ways typical of rural communities, said Amanda Ridgway, a consultant with IGNITE Consultancy.

That closeness in the community, combined with a proactive attitude and a limited geographical area key ending homelessness in Port Alberni.

According to Ridgway, Port

Alberni’s limited land means is a positive factor in the fight to end homelessness.

“You don’t have as much of that massive sprawl.”

Between the Alberni Summit—locally known as the Hump— and Hwy. 4 on the way to Tofino, there’s a hard, mountainous limit to how far the city can expand.

“The potential to end homelessness is actually quite a valid concept,” Ridgway said.

It also helps that Port Alberni’s

homeless are really that: theirs.

“People we’re identifying as homeless in Port Alberni actually belong to Port Alberni. They’ve either residents or they have family or connections in Port Alberni. They’re not strangers, they’re family, friends, neighbours.”

While the closeness of the community is a positive factor, Ridgway admitted that the lack of visible ‘on the street’ homeless can make

it hard to see the negative impacts of the homelessness that is present in Port Alberni.

“Often the public may not recognize the real impact of housing challenges on people and may not recognize the impact on the community and it’s wellbeing as a whole.”

According to Ridgway, “anyone who is precariously housed” cannot function at any full complete capacity.

“You are functioning at this survival level.”

The city is in the process of exploring land acquisitions for the Dry Creek flood protection plans, city engineer Guy Cicon said.

According to the Dry Creek Flood Mitigation Study commissioned by the city in 2013, the option chosen by the city requires the acquisition of the Jade Restaurant property in order to remove the Restaurant bridge located there. The Bute Street Rail Bridge—just behind Third Avenue—would also have to be removed.

While details of the land acquisitions will remain in-camera until a decision is reached, Cicon said that the city hopes that the land acquisitions will be finished this spring so that a request for proposal can be proceed as

scheduled in April and a contract awarded in May, with the work to be completed during summer 2015.

Cicon told city council at their Jan. 26 meeting that Dry Creek improvements this summer, city engineer Guy Cicon told city council at their Jan. 26 meeting.

“The general

premise of improving the storm water drainage in this stream is to improve the capacity of the channel,” Cicon said.

The project will include 550 metres of channel improvements downstream of 3rd Avenue, a new box culvert under Third Avenue, 100

metres of channel improvements between Third and Fourth Avenue, bridge improvements under Fourth Avenue and 40 metres of channel improvements upstream of Fourth Avenue.

Channel improvements will include widening the channel, adding

another

fish-friendly slope enhancements and a sediment trap upstream of Fourth Avenue.

The project will be funded one-third by the city and twothirds by federal and provincial grants.

Part of the issue is that the channel behind the Dairy Queen has very

dense bush and over the years the area has accumulated a significant amount of sediment and debris.

Cicon said that if the base of that channel is widened the problem could be alleviated.

The improved creek will have a gravel and boulder bottom to ensure suitable fish habitats with some rip-rap along the sides to curtail erosion, Cicon’s report stated.

Coun. Jack McLeman questioned whether or not the Dry Creek channel improvements would help with both the flooding at the bottom of the Third Avenue hill and the flooding closer to the Third Avenue and Bute intersection.

“The situation we had last time didn’t seem to be [Dry] Creek overflowing, it seemed to be the manhole pumping up... I just want to make sure we’re

doing the right thing,” McLeman said.

Cicon told council that the flooding by Third and Bute was being investigated.

“We’re waiting for the water to go down a little bit and we’ll send our camera into those particular pipes and model that one out to see if there’s anything unique with that one,” he said adding that while he didn’t want to presume what may or may not be there, he had “some solutions that aren’t enormous fixes for that particular situation down there.”

Cicon admitted that the improvements were not a fool proof fix.

“The downstream impacts of a driving tide and the storm surge is hard to fight against” but that their “modeling does show that there’ll be significant improvement.”

Co-op looks to open new gas station on 10th Ave KATYA SLEPIAN ALBERNI VALLEY NEWS

Co-op Gas is proposing to open its third Port Alberni gas station on 10th Avenue just north of the Tim Hortons. If the proposal goes ahead, it would create at least six new jobs.

The gas station, would occupy of four legal parcels. Three of those parcels are currently unoccupied while the fourth has an existing single family residence that is set to be demolished.

According to city planner Scott Smith, the four lots would have to be consolidated to one legal parcel.

The proposed four pump, eight lane gas station and convenience store would be unique in Port Alberni due to being the first mid-block gas station adjacent to a residential neighbourhood.

Although there is an empty former PetroCanada lot on the south-west corner of that intersection, Alberni Co-op general manager Glenn Downton said at an advisory planning committee meeting on Feb. 19 that the space was too small for the design they had in mind, as well as requiring any delivery trucks to park along the road rather than on the property.

“I’ve been with Co-op for 18 years and we’ve been looking in south port that entire time,” president Ray Dol said.

As 10th Avenue is designated as an arterial road in the Official Community Plan, “both the engineering and planning departments have some concerns regarding the number of traffic movements and impacts on 10th Avenue” from vehicles turning left either into or out of the proposed site’s

three access points.

Dol said that the gas dispensers would be angled to create a natural entrance and exit point onto the property.

The site would have two access points right onto 10th Avenue and one onto the lane in between the site and the Tim Horton’s adjacent to it.

“Right now the intersection functions reasonably well,” said Smith, but cautioned that as a fairly busy intersection “when new developments are being proposed you need to be sensitive that you are not creating a problem that isn’t there.”

Smith stated that there were no plans on the city’s side to place a median along 10th Avenue and that he did not believe one was necessary.

Dol said that the priority for Co-op’s proposed new gas station was “to make this a project

that’s going to work for everyone” and that “neighbouring businesses and residences need to have some certainty and some piece of mind.”

According to Smith’s report, “a cross-section and a more detailed access plan should be required. It is strongly

recommended that these plans be required prior to the scheduling of a public hearing.”

Cities have tools to help end homelessness From / A3

The constant stress of always looking for a new place to stay makes it difficult for individuals to work on any other issues in their lives.

“If anyone took the time and just thought about what that would be like, to not have a home and to constantly shift from week to week to week and to ask their friends or family to help them out... it’s a very degrading experience.”

For those who do manage to get into homes of their own, the lack of suitable housing makes the lure of slum landlords all the more powerful.

“It creates a lot of conflict for practitioners

who have to refer [individuals] to houses that they know are unsafe.”

However, there are tools at a city’s disposal.

Maintenance bylaws are a common tool but with only one bylaw officer with too many cases to keep up with, more bylaws aren’t a realistic option for Port Alberni.

However, according to a SPARC BC report titled Municipal Strategies to Address Homelessness in British Columbia, there are other options.

Secondary suites, which the city legalized this past summer, have been shown to be an effective method of reducing

homelessness.

According to city planner Scott Smith,

In the fall, the city “came up with a process to authorize existing secondary

suites.”

Smith said that the city has only received a few applications to authorize existing secondary suites.

According to the SPARC BC report, secondary suites are an easy and inexpensive way for municipalities to provide more housing units. More housing units are key to eradicating homelessness in Port Alberni, where a multitude of buildings have burned down or been condemned or demolished since the 2007 plan to end homelessness.

Two other tools in the report are density bonus and conversion control policies.

Density bonusing allows developers

to “build additional dwelling units beyond the zoning limits in exchange for providing affordable units.”

While city does have density bonusing provisions built into its zoning bylaw, Smith said that “in the 14 years I’ve been here, no developer has applied to even consider density bonusing.”

Conversion control policies stop or put conditions upon switching rental units to a different usage, particularly stratifying apartments to make condominiums.

Smith said that that rarely happens in Port Alberni.

“We had a couple buildings apply to stratify several years ago but we haven’t had anything recently.,” while conversion of apartments to nonhousing units does

not happen at all.

Most municipalities who make use of conversion control don’t completely ban converting rental suites to other uses but restrict them when “rental vacancies dip below a certain rate.”

According to the Canadian Mortgage and Housing Corporation (CMHC), the apartment vacancy rate in October 2014 was 5.6 per cent, down from 7.7 the year prior. But despite having housing available, 9.4 per cent of households are considered to me be in core housing need, defined by CMHC as spending “30% or more of total before-tax income to pay the median rent of alternative local housing that is acceptable.”

Further, because CMHC considers non-

family households led by 15-29 attending school full time to be in a “transitional stage of life and therefore not in core housing need,” the number could be somewhat higher.

However, Ridgway remains positive, saying that Port Alberni is ahead of its time on fighting homelessness.

“They seem to sort of have it together with collaborative efforts, getting their partnerships in place and being quite proactive, which can be unusual at times.”

District energy system a go

City economic development manager Pat Deakin’s district energy plan to heat city buildings, some apartments and West Coast General Hospital with heat generated from wood waste got a unanimous vote of approval from council on Feb. 23. Hupacasath woodlot expanded

Safe, affordable housing is a right Homelessness in the Alberni Valley is an ongoing problem, and we are glad to see stakeholders are updating the Community Plan to End Homelessness, first drafted in 2008.

A flood of funding and action occurred once the plan was released in 2008, and a 42-unit transitional housing facility (Redford Sportsmen Lodge) opened. The Alberni Valley Stakeholders Initiative to End Homelessness (AVCSI) attempted to purchase the vacant RCMP station on Sixth Avenue to open a zero barrier shelter, but was unsuccessful.

The Port Alberni Shelter Society has plans to build a larger facility on the field across from its Eighth Avenue location, but those have been stalled.

In the meantime, we have lost several lowcost housing options to fire: the apartment building on Athol Street, a small unit on Fourth Avenue, the Somass Hotel (which suffered a fire, was renovated, sold, then torn down) and even the Beaufort Hotel.

None of those units have been replaced, but all of their residents have been forced to find other housing in a dwindling market.

In other words, we are in crisis. And something must be done to ensure everyone in the Alberni Valley has adequate housing.

Other communities have improved their homelessness issues, and in the case of Medicine Hat, Alta., eliminated it with public housing. While we do not feel it is our city’s job to get into the real estate business, we do think homelessness will only disappear in Port Alberni with some political will.

The other side of that equation is public support. If we are to truly tackle homelessness in the Alberni Valley, the public must wholly support the effort.

We cannot seek solutions “but not in my backyard.”

NIMBYism has no place in our housing situation, but respect for others does—and that goes both ways.

Why cut taxes for the rich?

T

he B.C. government’s third straight budget surplus is the main battleground for provincial politicians this spring, with little else on the order paper to argue about.

The main conflict is over the tax cut for the rich that results from removing a two-year surtax on personal income greater than $150,000 a year. It’s an outrage, says the NDP, starving our threadbare government services of more than $200 million over the next three years.

NDP leader John Horgan set the tone in his reply to Finance Minister Mike de Jong’s budget speech: “I can appreciate that the minister was celebrating with the champagne-andcaviar set, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs.”

Old news, de Jong replied.

It was a two-year surtax

on high-income earners to help get B.C. out of its postrecession red ink, and it expired as it was legislated to do.

This political theatre doesn’t help people understand what’s actually going on.

First, a lot of that red ink was B.C. Liberal blood from dismantling the harmonized sales tax and repaying Ottawa for that failed experiment.

Second, this temporary tax on the rich was a political strategy by de Jong and Premier Christy Clark, limping into an election most expected them to lose.

De Jong’s debut budget in February 2013 also accelerated a small increase in corporate income tax, stealing two populist planks from Adrian Dix’s NDP platform. Ending the surtax not only kept a promise, it kept B.C. competitive with Alberta on personal

income taxes. High wage earners and many of their businesses are more mobile every year, which is why this year’s budget also extended tax breaks for high-tech and digital media companies.

Another tweak in de Jong’s budget was to increase the low-income cutoff for personal income tax from $18,000 to $19,000.

Those with the lowest incomes are relieved not only of income tax but also medical premiums, which continue to march up by another four per cent, and are mostly paid by employers.

As with the federal election set for this fall, we will hear a lot about the burden on the vaguely defined “middle class.”

In B.C. they have to dig deeper for car insurance, hydro, ferry rides and post-secondary tuition,

Well, not exactly.

Here’s an assessment from Philip Cross, research co-ordinator at the Macdonald-Laurier Institute and former chief economic analyst at Statistics Canada.

Just after the 2013 B.C. election, Cross noted that Canada, its provinces, Europe and the United States have all been adjusting their tax systems to increase the load on wealthier people and ease it from the poor.

This has closed the wage gap considerably in Canada. By 2010, the top 20 per cent of earners were paying 58.3 per cent of all income taxes.

That’s up from 50 per cent in 1976, showing how long Canada’s income taxes have been “progressive.”

This is the main reason why “income inequality,” that other great cause of the left, started leveling off in Canada around 1998.

strong conservative leadership of Prime Minister Stephen Harper. My only hope, in this saga for his succession, is that Harper will make a great move towards the people in need before leaving. The death of Nelson Mandela reminded us of Brian Mulroney’s huge contribution to end apartheid in South Africa. Wouldn’t it be great to also

remember Stephen Harper for something huge, like maybe being the world leader in the fight against poverty, here in Canada and around the world?

It would be quite a turnover, I must agree, but it was also quite a turnover for Mulroney to stand against apartheid over 20 years ago.

told council during a departmental budget presentation on Feb 19.

some parts of it are the original parts from 25-30 years ago.”

Pelech told council that issues with the phone system are becoming more and more common and increasingly difficult to deal with.

Pelech said that a top of the line new phone service could cost up to $150,000, while a more basic one could be between $50,000-$100,000.

The phone system is currently being supported by a retired Telus employee but that replacement parts are getting more and more difficult to find. While council brought up the idea of having staff only using cell phones, Pelech said the cost savings would likely not be significant.

The city’s phone system connects all city facilities, from the

works yard to the fire department.

Pelech also presented two options for adding digital recording and steaming equipment to council chambers.

Both options have an initial cost of $15,000 for the equipment.

The first option is a hosted service where the city would pay an external company anywhere from $2,0007,000 a month to handle the streaming on their servers.

The second option is to do everything in-house.

“It requires more hidden cost because of staff participation but it is less of an overall cost,” Pelech said.

Other proposed expenses include replacing parks and recreation software that is being retired

at a cost of $150,000 spread over two years. Another $25,000 will have to be spent on a mandatory upgrade for the Tempest business licensing software.

Director of Corporate Services Theresa Kingston told council that the city can expect to see 12-15 city staff retire over the next three years, making succession planning a key part of her department’s job going forward.

“How do we need to shift the organization and look at the organization to deal with that potential knowledge loss” when a staff member retires,” Kingston said.

Of the $277,682 proposed for personnel expenses in 2015, 91 per cent of that will go to wages, with the

remaining nine per cent split between advertising, contract services, supplies and miscellaneous expenses.

Training and development is proposed to cost the city $140,556 with in-house, public works, parks and recreation and fire department training being the biggest expenses.

Replacing the city’s commercial waste truck is an expense that the city could do without, mechanical services superintendent Wayne Cheveldave told council during the Equipment Replacement Reserve Fund presentation, citing its 12,200 hours and a replacement cost of $315,000 but only $225,000 set aside in ERRF. Ladybird Engraving held a Business after Business event through the Chamber of Commerce on Thursday evening at their new location on Margaret Street. Rebecca Palmer of Gayle’s Fashions enjoyed the lovely treats that were offered as part of the evening event.

Mya Driver owns Chic Kids Consignment store and has a donation account, that she passes along to her best friend and co worker Willow Prefontaine, exteme couponer, to stretch every dollar and give back to the community. This is the latest donation of more than 60 items. Bread, jam and peanut butter that was given to seven different families in the Valley.

PORT ALBERNI CURVES FOR WOMEN

Kevin Oliver McKenzie: Born July 9th, 1956, passed away peacefully at Nanaimo Regional Hospital on February 19th, at the age of 58. Predeceased by his parents Oliver and Bertha Irene McKenzie, Kevin is survived Kim, his loving wife of 37 years along with daughter Michell Colyn (Dave), son Dale McKenzie and grandson Dane Oliver Colyn whom he loved and adored. Kevin is also survived by four sisters; Lois Gast (Art), Muriel Francoeur (Andy), Darlene Gold (Gordon), and Heather Nielsen (George) and their families. Kevin also leaves behind his extended family, the Sawyers, Dolores and Warren Joslin, as well as many close friends and his church family at Alberni Valley Christian Reformed Church, all whom he loved very much.

Kevin was born in Chilliwack, B.C. and moved with his family to Port Albemi at the age of 2. He attended school in the valley and began his working career in the forest industry. Newly married, Kevin and Kim moved to Ucluelet where he worked as a skipper on the Canadian Princess charter boats for a number of years. Missing the valley they moved back to raise a family and Kevin once again began work in the forest industry. Unfortunately, at a much too young age, Kevin was forced into early retirement due to many health issues.

Although he suffered many complications with his health, Kevin had an unwavering faith in God. He was a one of a kind man, a true joy to any and everyone who knew him. He touched the lives of many and will forever be missed by all. Finally at peace, his heavenly Father has called him home. Put the coffee on!

A service of remembrance and tea will be held on Saturday, February 28,2015 at Echo Centre from 1-4 pm. In lieu of flowers, the family asks that you donate to the Vancouver Island Kidney Patient Association or to a charity of your choice.

People wishing to donate to the AVCF may do so in a variety of ways: either donating to an existing fund (there are seven), advising the AVCF which charitable organization you would like to see receive funds, or into the general fund.

People can also leave bequests to the foundation in their wills, such as the recent bequest that will allow the foundation to compile a Vital Signs report.

Grist hopes to hire someone part time to put together the Vital Signs survey as well as administer the foundation. “We find all the smaller foundations have a

part-time person now.

We haven’t grown as much as we should have. In 20 years we should be over $1 million, and we aren’t,” he said.

The Clayoquot Biosphere Trust produced a Vital Signs report last year, Grist said, “and it was a game changer for them. Hopefully, it will be a game changer for us too.”

The AVCF is now accepting applications for their 2015 grants.

The Alberni Valley Community Foundation is celebrating its 20th anniversary by taking the pulse of the community in a special report called Vital Signs.

The foundation recently received a $65,000 bequest from a woman in town that will enable it to compile a Vital Signs report, says AVCF chair Hugh Grist.

Vital Signs is like a community check-up on key qualityof-life areas, and regularly conducted by community foundations across Canada.

He also hopes Vital Signs will vault the foundation into

the million-dollar category—something he feels they should have done years ago.

The foundation was formed in 1995 with funds provided by MacMillan Bloedel, the Vancouver Foundation and locally raised funds.

“The Vancouver Foundation had a program at the beginning that would give you a matching grant of $25,000, if you could raise $25,000,” Grist said.

Over the years the board has built the foundation’s account to $800,000; every year they are able to distribute grants to charitable organizations in the Alberni Valley. They also have a bursary program and give out scholarships every
