Construction on a new playground and spray park in Moody Park will begin this spring. But it won’t be completed until early next year.

In the meantime kids will have to make due with the existing playground.

The new playground was approved by New West council in December. But the timeframe for construction was presented to council on Monday.

It recommends a two-phase process, with underground servicing work to be completed over eight weeks from mid-March to midMay. The actual construction of the new playground and spray park won’t begin until early September and is expected to take about 20 weeks.

“This construction schedule allows the playground and spray park to remain open during the summer months,” said the report to council.

CITYPAGE MY WEIRD HOBBY: GEOCACHING Do you want to go treasure hunting? You don’t have to be a child or an archeologist to have the fun of hunting down a ‘lost’ treasure. However, now instead of maps and cryptic clues, you use GPS coordinates to find hidden stashes. Called Geocaching, this modern day treasure hunt has attracted a wide following all around the world.

Using an app, GPS and your powers of deduction, you can solve clues and find a cache. Caches can range from micro (a tic tac container) to the size of an ice cream bucket. They can also be multi-step (finding one cache gives you hints for the next). There are millions of caches around the world including 854 geocaches within five miles of the New Westminster Public Library.

But he’s also keenly aware of New Westminster’s history and the long roots of its arts community.

That history means the city already has wellestablished neighbourhoods that are attractive to artists. “The arts community always goes where rent is cheapest,� said O’Shea. “We’ll see arts pop up in the cracks.�

Those cracks are already filling in with places like Susan Greig’s 100 Braid St. studios, The Banana Lab on 12th Street. The mostly empty storefronts on Front Street could be another crack, said

O’Shea, especially as it gains a new lease on life with the imminent demolition of part of the old parkade that hides some of the city’s oldest commercial buildings.

O’Shea said the city is in desperate need of safe, all-ages spaces where young people can create art, practise music and share creative ideas. He said the arts council can act as a bridge to the city’s business community to help provide those spaces.

O’Shea said he envisions working with business improvement associations to place pop-up galleries and shops in vacant spaces, a strategy that helped spark a renaissance in Vancouver’s historical Gastown area that has transformed it from a tacky tourist trap to a vibrant arts and gastronomic C

destination for locals and visitors. “We can connect artists and businesses in new and unusual ways, and ways we haven’t even seen yet,� said O’Shea. “This is going to unfold naturally.�

O’Shea said he was excited by the city’s urban vibe when he decided to move his young family to New West in 2013. Now he’s thrilled to have a hand in helping to create that vibe. “My passion is community building,� said O’Shea. “This is a great chance for me to have an impact in New Westminster.�

The new playground will be comprised of four distinct play areas that include slides, swings, climbing features and water jets, switch gates and weirs. The playground’s concept was developed with feedback from two open houses conducted last summer at the current site, near the corner of Eighth Street and Sixth Avenue.

The playground will provide diverse play opportunities, “from elements that provide physical challenge and opportunities for managed risk-taking, to those that foster creativity,� said a staff report.

The playground is budgeted to cost $890,000.

Reducing income taxes for the top two per cent of wage earners cost the B.C. government $230 million that should have gone mainly to middle income earners, NDP leader John Horgan says.

Horgan and NDP finance critic Carole James focused on the measure in last Tuesday’s B.C. budget to end the tax increase on income over $150,000 a year. They acknowledged other measures to help low-income people but Horgan said “the middle class was left behind today.”

Horgan stepped up the attack in the legislature Wednesday in his question period exchange with Finance Minister Mike de Jong.

“I can appreciate that the minister was celebrating with the champagne-and-caviar set yesterday, but the rest of British Columbia saw $700 million in increased fees and taxes on their backs,” Horgan said. “Middle-income families are paying the freight, and you, the B.C. Liberals, deliberately and with intent chose to give a quarter of a billion

dollars to people who didn’t even ask for it.”

De Jong brought the 2.1 per cent increase on the top tax bracket in 2013, and also increased the corporate tax rate by one per cent in order to present a balanced budget for the 2013 election.

De Jong said his commitment was to remove the personal tax increase after two years and this week’s budget follows through on that pledge.

James said middle-income families are taking the brunt of rate increases for car insurance, ferry fares and BC Hydro, and the services available to them are declining.

“We’re seeing hallway medicine. We’re seeing overcrowded classrooms. We’re seeing less support for seniors,” James said.

Horgan pointed to modest tax breaks for high technology and film production industries, while four times as much government assistance is going to resource roads to develop B.C.’s natural gas export business.

With a surplus nearing $1 billion for the fiscal year ending in March, Horgan said his priorities would have included help for manufacturing in the forest sector to take advantage of a lower Canadian dollar.

Transfer tax endures

Realtors, prospective homebuyers and sellers, and others can stop hoping that B.C.’s property transfer tax (PTT) will be discontinued.

It’s never going to happen. The reason? It’s a major cash cow for the provincial government, needed to balance the budget and there’s nowhere else to raise that large chunk of cash without raising personal and corporate income taxes, and that’s not on for the BC Liberals.

Here’s how it shakes down, according to a recent article by Black Press regional reporter Jeff Nagel: The PTT consists of 1% charged on the first $200,000 of a property’s value and 2% after that. That means for a $600,000 house, $10,000 is due every time it changes hands.

This handy little calculation is not just a painful hit to the pocket book when purchasing a home — it’s a major source of revenue, generating $1.04 billion in 2014.

The PTT raises significantly more than forestry — formerly the province’s number one industry — which only brings in about $757 million; or natural gas royalties, which at $542 million, generate about half of what the PTT does.

These revenue numbers are interesting for another reason: They show how important real estate is to B.C.’s ongoing financial solidity. Without a strong real estate market, the provincial coffers would be much poorer.

The province also benefits from rising property values and while there are exemptions for family transfers and first-time home buyers, it appears the property transfer tax is a necessary evil that raises millions to cover basic provincial services. A strong real estate industry and increased property values, especially in single-family homes, are therefore critical to government budgeting — at least for now.

Tractor trumps bulletproof car It’s so warm in Prince George, during the ongoing Canada Winter Games in that city, they had to shut down the outdoor speed skating oval, and ship those athletes a few hundred miles north to Fort St. John, to an indoor oval.

And down here on the truly balmy coast, for the first time ever I had to cut my lawn in February. Truly unprecedented . . . the earliest I have ever fired up the mower was March 1, and it’s usually not until the middle of next month when the grass growth kicks in.

Not only is the green stuff pushing forth; magnolias are blooming in Vancouver, my plum trees are about to flower and the wood ducks that usually arrive in March were here on Feb. 4.

Coastal ski hills, for the most part are closed. Even Mt. Baker, which a few years ago recorded the world’s greatest snowfall, has all but a couple of runs completely devoid of snow.

While I’m certain many in the doom and gloom global warming

So while a new ride for garden chores is in my future, there is one rig I won’t be buying: a bulletproof, grenade-proof and land-mine resistant Lexus LX570 SUV. First of all it is against the law in British Columbia, unless you have a permit, to drive an armoured vehicle for pleasure.

Secondly, why on Earth unless you are a criminal (and who among them gets permits) would you want such a beast . . . and beast it is with windows thicker than a hockey puck.

Built in Ontario by a company named INKAS Armoured, not only are these vehicles bulletproof, they come with handy-dandy options like smoke and road spike dispensing systems.

Okay, I must admit, it would be ‘fun’ to have these features to discourage road-raged tailgaters on the freeway.

But otherwise folks, who and why would anyone want or need this stuff ?

Lower Mainland bus drivers are celebrating after the House of Commons passed new legislation allowing judges to impose stiffer sentences against their assailants.

“We are ecstatic,” said Nathan Woods, president of Unifor local 111, which represents Metro Vancouver bus drivers.

The federal bill passed third reading Monday in Ottawa and is expected to become law in the months ahead, making it an “aggravating” circumstance that can justify longer jail terms when an assault is perpetrated against a transit operator.

Woods said tougher sentencing isn’t a cureall for assaults but called it a significant new tool that should deter some aggressors.

“It will create a safer environment for us,” Woods predicted. “We feel that finally it’s recognized nationally that there is a threat against transit workers across Canada.”

Assaults on drivers were down in 2014 to 119 from 134 in 2013 but anxiety continues to run high for drivers after brutal attacks over the years.

The new federal legislation would confer the same status to other public transit operators, including train drivers, taxi drivers and school bus drivers.

Woods said the new law is important to the safety of passengers and other motorists and pedestrians as well because some attacks happen while

buses are moving.

A pilot project is also now underway to road test the performance of a clear plastic shield designed to protect Metro bus drivers.

television and the Internet, space exploration, and the waxing, waning and rebirth of the orchestra’s hometown.

Save for a nine-year spell of financial difficulty from 1935-44, the orchestra endured. That’s because of the incredible dedication of its musicians and strong leadership said the NWSO’s ad hoc historian Kyle Friesen, who’s played second violin since 2003.

All of them are volunteers. They range from 20 year-old music students gaining valuable orchestra experience to 75-year-old retirees. Many play as a sideline to their professional careers as doctors, lawyers, PhD candidates.

“It’s amazing the level of knowledge and skill in the orchestra,” said Friesen.

For the past 23 years it’s been up to conductor Jack Jin Zhang to bring them all together under his baton.

“When you’re the conductor, you expect to see a lot of eyes looking up at you,” said Friesen.

“There’s no chatting, no whispering, no fooling around. It’s eyes forward. That’s the way orchestras succeed.”

But it’s not always easy.

Musicians come and go according to their family or career demands. Some are harder to replace than others, depending on the instrument they play.

And the need to fundraise is ongoing.

Friesen said it costs about $50,000 a year to operate the orchestra. That money comes from private donations, concert proceeds and some savvy administrators who know where to find provincial and civic grants and how to write applications.

The orchestra performs four concerts a year. In between are weekly rehearsals through the fall and from January to mid-May. Playing may be a part-time avocation for many in the orchestra, but it’s serious business for everyone, said Friesen.

“Our standards are lower than a professional orchestra,” said Friesen. “We strive for that perfection, but we look at music that’s not as difficult.”

Although, he admits, they’ve set the bar high for the anniversary concert by biting off Beethoven’s Ninth.

“Beethoven, Bach and Brahms are the real crowd pleasers,” said Friesen. “Ten or 15 years ago we wouldn’t have attempted Beethoven’s Ninth. It’s some pretty high-end stuff.”

But tackling such a complex symphony isn’t just a way to stretch the abilities of the orchestra’s current musicians, it’s also a tribute to those who preceded them, said Friesen.

“We’re the stewards of the history,” he said. “We have an obligation to continue the work of all those musicians over the years.”

The NWSO performs its 100th anniversary concert on March 15, 2 p.m., at Massey Theatre.

A new poll now gives the “no” side a strong lead in the Metro Vancouver transit improvement referendum.

The latest Insights West online survey of 653 Metro residents found 53 per cent will “probably” or “definitely” vote against the 0.5-per-cent Metroonly sales tax to fund various upgrades, while 38 per cent will likely vote in favour.

The latest survey was conducted Feb. 12-14, after the TransLink board decided to replace CEO Ian Jarvis but keep him on as an advisor until mid-2016.

Aimed at improving public confidence by installing a new CEO and a change of direction, the move has been widely criticized.

“As a short-term measure to instil confidence in the voters, it failed,” Canseco said.

The margin of error is plus or minus four per cent, 19 times out of 20.

Canseco said the strong no vote South of the Fraser is surprising given the fact the area will be a main beneficiary of the upgrades.

New Surrey Mayor Linda Hepner’s campaign promise to find an alternate way to build light rail if the referendum fails appears to have fed the no forces, he said.

Canseco said he doesn’t see the yes campaign as a lost cause, as ballots won’t arrive until the second half of March.

Asked if the province could make changes to TransLink that would influence the outcome, Canseco said he doubts that will happen, given recent comments by the premier and transportation minister pushing responsibility firmly at the mayors.
