Residents from area D (rural Grand Forks) got a chance on Feb. 17 to hear a presentation on the upcoming five-year financial plan and learn about the Regional District of Kootenay Boundary (RDKB).

The town hall meeting featured director Roly Russell who talked about his role and the role of the RDKB in governing the region.

“Every year the electoral areas present a town hall meeting where they give an update on what the regional district is and how it came to be and talk about some of the services provided,” said Russell after the meeting. “I thought it was good.

Sometimes there are some hot topics that people are excited and/or upset about. I felt there wasn’t anything on the table that was too concerning to people.”

One of the main reasons for doing the town hall meetings is to let residents know about the five-year financial plan and get input on the draft budget.

“We’re right in the thick of the budgeting process…,” said Russell. “If people have strong feelings that projects that ought to be supported or not than this is the time to hear back from people.”

Russell said he has tried hard to keep the requisition tax rate at a stable level. He said it is looking at an increase of less than one per cent.

2005 Two elderly people had their peaceful weekend shattered when an unidentified man burst into their Grand Forks home wielding a crowbar. He assaulted them when he failed to get the money he demanded, sending both to hospital.

2010 Minister of Forests and Range Pat Bell paid a visit to Grand Forks Friday.

He was taken on a tour of Interfor and then met with representatives of the Grand Forks Stock Breeders Association. He was impressed with what was being done at Interfor.

School board facing money crunch

Cuts to education are eventually going to hit Grand Forks Gazette classrooms, says school board chair Teresa Rezansoff, who is also the president of the B.C. School Trustees Association (BCSTA).

The budget was announced during the throne speech on Feb. 17 and includes a $29 million cut for the next school year.

It also includes a further $25 million cut the following year.

“Overall, the increase that came to the education budget primarily are dollars that will be going towards funding the negotiated settlement with teachers and our support staff, primarily CUPE but all support staff, and the increase that was negotiated for the learning improvement plans,” said Rezansoff. “What is also happening is that government is requesting boards to cut administration spending. It’s $29 million reduction this coming year and $25 million more next year. So that’s $54 million and another $54 the following year. That’s $147 million over three years.”

Rezansoff said that the cuts equal about 7.6 per cent. “It’s a significant amount to try to cut when essentially those are the areas we always go to first when tightening up our budgets

rather than going into our classrooms.”

Rezansoff said it will be tough for the board to make more cuts to administration considering, “we’ve already cut as lean and as tight to the bone as we possibly could. It’s going to be a very big hardship to boards.”

Local budget amended There are no surprises in the amended budget bylaw for school district 61, says Rezansoff. At the school board meeting on Feb. 10 in Grand Forks, trustees voted to agree to give the amended budget bylaw all three readings.

“We passed our budget back in June of 2014,” explained Rezansoff. “The amended budget in February is just the reconciliation of everything. It just shows a more accurate picture of where we’re at.”

Overall revenues are down from $16,975,465 in the earlier budget to $16,819,818 in the amended budget, while expenses are also down from $17,750,554 (earlier budget) to $17,585,946 (amended budget).

The net expense is down from $775,089 to $766,128. The total budget bylaw amount in the amended annual budget is $17,947,946 down from the earlier budget at $18,022,554.

ATV club dinner and discussion The Grand Forks ATV Club held its annual appreciation dinner at the Royal Canadian Legion #59 on Saturday night. Think pink

Today (Feb. 25) is Pink Shirt Day, a day to wear pink to raise awareness and to stand up against bullying.

Pink Shirt Day started several years ago in Nova Scotia when two grade 12 boys wore pink in support of a younger boy who was bullied mercilessly for wearing pink.

Bullying can take on many forms.

When we were in high school (in the 1970s and 80s), bullying was pretty obvious. It was bigger, stronger, older boys who would physically pick on younger, weaker kids. It also meant verbal abuse through name-calling and belittling.

As society changed over the years, so has bullying. Cyber-bullying is now much more prevalent and can be more subtle but just as bad. Well known cases such as Amanda Todd have brought more light to the subject but it’s still tough for kids (and adults) to step up and fight back against any bullying.

Of course, bullying isn’t just about kids, it can also be in the workplace or neighbourhood as one person tries to force there way onto someone else using threats, force, or coercion.

Everyone deserves a workplace, home and school free of bullying.

Why not make every day a day to treat people how you would want to be treated?

MILTON ORRIS When we are growing up there are a lot of people in our lives who become mentors, those people who help us along the way by explain life and how best to live it, or by being a great role model.

Happily for me—and most if not all my classmates—Grand Forks schools had the best teachers you could find anywhere.

When I arrived I was in Grade 5 in Miss MacMillan’s class. She was a thoughtful, kind and involved middleaged teacher who really cared about me as well as the other students. She wanted us to do well, and taught with passion.

She was also moved up a year later to Grade 7 so we had her twice and we were happy with

She was presenting to us in English class when one of the students near the back of the room leaned over and started talking to his seatmate across the aisle. She paused from her writing something on the blackboard and looked at them, expecting a little quiet. One of them sat up but then quickly leaned over again for more exchange of words.

Miss MacMillan, now frustrated, threw her piece of chalk at him, Leonard Bay I think it was, just as he leaned over.

The chalk flew by him and hit Snuggy MacIntosh (as he was nicknamed) in the forehead. He had been looking down reading something and when the chalk hit him he raised his hand and in an agitated voice shouted out, “Miss MacMillan, somebody just threw a piece of chalk at me and hit me in the head!”

The class went into hysterical laughter. To Miss MacMil-

lan’s credit, she took it all positively and apologized, and said, “I shouldn’t have done that, I am sorry.” A good role model, admitting honestly and right away that you do something that’s not so nice.

Grade 6 had my favourite teacher of all my years in school: Ken Bradley. Along with being a great teacher about every subject, he was passionate about music and it came through every Friday afternoon.

After lunch he would use the first hour or so to play classical music on his record player with the old, 12-inch plastic records.

As the music played he would often stop it and say something like, “Did you hear those violins and how they affected how you feel?” or, “Didn’t that loud trumpet and drumming get you excited?” We learned about Beethoven and Mozart and so many more composers.

After the music he would then take an hour or more to read us from a book that was

Whenever I go to a music concert now, Mr. Bradley is always in the seat beside me. He was also the leader of the Grand Forks City Band, and made it a lot of fun for us all. He lived to be over 100 years old and at his 100th birthday party in Victoria he was up and about, walking, talking and really enjoying himself and behaving much younger than he was.

Finally, in elementary school Grade 8 as it was called then, we had Ray Orser, who lived on his farm in the valley. A tall and strong man, you always knew when something was bothering him as he would clench his fists and give you that look: measure up or move out.

The school day didn’t always end at 3:30 for him. I remember when we were teaching astronomy we had to meet

Is city in violation of plumbing code?

Editor, The Gazette: This is something that the residents of Grand Forks really should know: By using “certified water meter installers” instead of certified plumbers to install water meters, the former mayor and council of Grand Forks have violated the BC Plumbing Code. The code is very specific: “1.2.3.1. Personnel Performing Plumbing Work 1) Personnel performing the installation, extension, alteration, renewal or repair of a plumbing system shall a) possess a Canadian tradesman’s qualification certification as a plumber, b) be an indentured apprentice supervised by a journeyman who meets the criteria set out in Clause (a), or c) be the registered owner and occupant or intended occupant of the single family dwelling in which the plumbing work will occur.”

These building codes are in place to ensure our homes are up to standards of safety, and insurance companies insist on code compliance.

Apparently the city’s insurance will cover any issue that may arise from a faulty in-home water meter installation, but will their insurer really cover work that didn’t comply with building codes?

Professionals who earn their degrees, tradespeople who earn their certificates, white collar or blue, might be appalled at this breach of standards. It takes years of hard work and dedication to become a doctor, engineer, teacher, plumber, electrician, any professional.

The standards that are set as to who can do the

work in these professional categories are there for a reason, not to be arbitrarily applied by a local city council.

Sure, anyone with the basic skills could have installed these meters, but it’s the principle of the thing, the way it was done. Does this mean we don’t have to adhere to the BC Building Codes in Grand Forks?

And, the irony of the situation is that the city itself, to my understanding, is responsible for enforcing the building codes. Double standard?

To be clear, this code violation has nothing to do with city staff… they got their marching orders from former mayor and council, and had to comply.

One additional point in the plumbing code: “1.2.1.2. Responsibility of Owner Unless otherwise specified in this Code, the owner of a building shall be the person responsible for carrying out the provisions of this Code in relation to plumbing systems for that building.”

So, in sort of a tricky twist, council had violated the plumbing code, but per the code the homeowner is responsible for the violation.

This is not an argument against water meters; already stated my opinion on that. This is about the way it was done. The water meter program in Grand Forks was ill planned and just plain wrong on so many levels.

The meters should never have been installed inside our homes to begin with, violating our privacy and potentially harming our health. Violating the plumbing code just added insult to injury.

Editor, The Gazette: Council’s acknowledgement of water metering as an equitable system of monitoring and paying for the increasingly precious commodity sounds the death knell on the seats of Mayor Konrad and Cllrs. Butler and Wirishagin, all three of whom were elected on a rotten plank in otherwise skimpy platforms; repudiation of the metering programme was the only arrow in their otherwise bereft quivers and it’s time to pay the piper.

Even allowing their names to be associated with such a speciously fallacious campaign – perhaps even fuelling those nasty little embers - was a dereliction of democratic principles and they are left with the moral imperative to clean out their lockers and vacate the premises. Sooner rather than later, there is much to be done. A prompt by-election beckons.

And, even being as big-hearted as I know I can be, it is very difficult to understand Cllr.

Butler’s appointment to the water rates committee because she, perhaps more than anyone else, stood four-square for the destruction of the ini-

tiative. It feels to me like slipping a fox into the chicken coop because I fail to see how she could possibly function even-handedly.

Given large swimming pools, midnight sprinklers, and the grow-ops the Nuesslers mentioned in their letter of a couple of weeks ago, I wish the water rates committee fair sailing; theirs is an onerous task. I didn’t volunteer to sit because I lean too far towards detecting miscreants and dealing with them rather more punitively than leniently. Committee will have to find something more middle of the road to avoid rocking a boat that has already weathered stormy waters – no pun intended. I doubt they’ll satisfy everyone.

I believe that with a renewed council and the steady hand of CAO Doug Allin returned to the tiller, the future bodes well for our community and wish us all well in getting back to the substantive tasks at hand. My appreciation to the staff who so ably stepped up to the plate in his absence. We are a well-blessed community.

Throne speech lacking

The Legislative Assembly of British Columbia began a new sitting on February 10, 2015 when Members of the Legislative Assembly (MLAs) met in the legislature for the first time since the fall. Their actual meeting time will be 47 days. The legislature will adjourn in late May. Lieutenant Governor, the Honourable Judith Guichon, OBC opened the 2015 Legislative Session--the 4th Session of the 40th Parliament--by reading the Speech From the Throne. Guichon does not write the speech; she reads Rousing what she is given. the Rabble The throne speech is traditionally a lavish affair that opens every session ROY RONAGHAN of the legislature. Its purpose is to set out the government’s broad goals and directions and the initiatives it intends to take on behalf of British Columbians.

Throne speeches for 2013, 2014 and 2015 are different in their messages.

In 2013 the emphasis was on strengthening the economy by increasing trade with Asian countries and including liquefied natural gas (LNG) as a sought after fossil fuel. Premier Christy Clark talked about it as “the cleanest nonrenewable fuel on the planet” and the government sees its export as “one of the greatest economic opportunities our province has ever seen.”

Should the liquefied natural gas (LNG) industry ever become a reality, royalties from the sale of it would stashed away in the British Columbia Prosperity Fund, a fund that could exceed one trillion dollars by 2040 or so we are told. Building a fund of such magnitude will depend on the size of the royalties.

B.C.’s prosperity fund would be used first to pay down the province’s debt of $18 billion and then to build the fund. That’s the plan, but it may never come to fruition.

The plan in 2014 was to continue economic development. “Economic development is about creating more opportunities for everyone, lifting people out of poverty, and allowing all citizens to reach their enormous potential.”

There is an admission in the 2015 throne speech of a fragile world economy and unstable market conditions. The “fragility” is caused by the low price per barrel of crude oil. Such unstable conditions are worrisome for the government’s finance minister.

In spite of the global conditions the B.C. government is confident that the province will fare better than other provinces because of its diverse economy and its BC Jobs Plan “to strengthen our diverse economy and to stick to it with purposeful determination.”

The Jobs Plan was first introduced in 2011 and is spread across eight key sectors: International Education, Transportation, Forestry, Mining and Energy, Technology and the Green Economy, Tourism, Agrifoods, and Natural Gas. The government says it is delivering in all sectors and there are now 2.3 million people working in B.C. To “grow the economy” the government proposes to: focus on small businesses, open three new B.C. offshore schools, renew the Softwood Lumber Agreement, introduce amendments to the Forestry Act, improve the permitting process for major mines, reduce red tape and processing times for land-based tenured tourism operations, launching a LNG-Buy BC program, and introduce a comprehensive LNG tax framework.

John Horgan, leader of the New Democratic Party, is reported to have stated, “We have a government today that brought forward a half hour of emptiness.”

Parliamentary reporters were also highly critical of the speech. A reporter for The Vancouver Sun stated that it was “mainly recycled old themes and promised only housekeeping items in an effort to deal with unstable economic conditions.”

Michael Smith, a parliamentary reporter for The Province stated, “All-inall, the speech was a tale that contained no sound, no fury and still signified nothing. Whoever wrote it deserves a medal.”

Is that all there is? The details are sketchy but there was one new thing mentioned in the speech, a Medal of Good Citizenship to recognize exemplary volunteers. Now that is exemplary!

Appalled at vaccine cartoon Editor, The Gazette: I know, I know it’s just a cartoon, right? Wrong!

The Grand Forks Gazette ran a cartoon on the editorial page of Feb. 18th’s paper which I find truly appalling. I am a 42-year-old man with three children and amazingly enough I, my wife and my three children have NEVER had ANY vaccinations! That goes for my siblings as well.

I fall ill far less than people in my age group as is the same with my wife and kids.

Looking at this truly ridiculous cartoon, it implies that people who do not subscribe to the idea of introducing toxic chemicals (mercury, etc.) and a cocktail of trace virus into their bodies are somehow dangerous to people who choose such a route is borderline brain damaged.

Think about this for a moment. You have your shot so you’re more protected, right? Then in what possible way can a non-vaccinated person

be a threat to you!?

This vaccination propaganda which is sweeping North America is utterly stupid and completely unfounded! You go ahead and trust Big Pharma, that’s your choice but do not mock me for not following blindly. The CDC has admitted that this year’s flu vaccine was completely worthless in combating this year’s flu bugs, so who is dangerous? I have not fallen ill without the shot, have you with it?

Inform yourself about the history of the vaccination industry and the effects that it has had on millions throughout the world. Please use some common sense, Gazette, and don’t run any cartoons that belittle the people’s right to choose for themselves....it’s beneath you.

Silver Kettle sidewalk a step closer CRAIG LINDSAY

Plans to put a sidewalk outside Silver Kettle are getting closer to finalization.

The item has been added to the 2015-19 financial plan review agenda as a new capital request under the manager of development and engineering, but still requires approval from council.

“It was brought up…as a possible capital budget project,” said Coun. Wirischagin. “Until the plan is adopted, we won’t know if it is in or out. But the first draft shows it as being in the budget. There are different options that we spoke about in the Committee of the Whole such as whether to use asphalt or concrete. Each comes with differing pros and cons and a huge difference in cost.”

Wirischagin said putting in a sidewalk in that location will be very beneficial to residents.

“Between the Silver Kettle and the Gables,

being able to have proper access between those facilities and Dick Bartlett Park, the pool, the arena, the curling rink. Making it so kids and seniors have the ability to walk safely and not have to walk down the middle of the road would be a real benefit to those who live in that area and the community as a whole.”

The proposed sidewalk would be installed along 72nd Avenue from 19th Street to 27th Street. The reason cited in the original request was a desperate need for a safe walkway along the public street in front of the village. The sidewalk would provide walking access to shopping (Extra Foods) and to recreation facilities (Rec Centre), as well as connect to the sidewalk on 19th Street which leads to multiple facilities and locations.

The cost of an asphalt sidewalk would be $67,000, while a concrete sidewalk would be $158,000. Additional costs for removing fences, reshaping existing subgrade and driveway tieins would be approximately $17,500.

Russell said he would love to see a community hall at some point in rural Grand Forks but admits they are a long way from budgeting for it.

He also said that assuming the budget doesn’t change much, residential taxes will have a small increase.

The tax rates are set by the surveyor of taxes based on how much money each regional district area needs.

The general residential tax rate for rural Grand Forks in 2014 was 0.56. Russell explained the 2015 tax rates will come out after area D and other regional districts send their final budgets in.

Russell said there were many good questions asked by residents during question period at the end of the meeting.

“People wanted to know more about the organic recycling (green bin) program,” he said.

“I’m thrilled with how this program has been picked because it’s going to save us money. The green bin helps divert waste from filling up the landfill.”

Russell said that as the landfill fills up, the regional district has to be more money into the closure reserve.

“Aside from being an environment win is also a win directly on people’s tax assessments,” he

The total tax paid by area D residents is up $13,845 from 2014.

The assessment rate for properties in area D is down 0.92 per cent from 2014 ($393,010,556) to 2015 ($389,393,922).

Most costly services for RDKB area D are: Region-wide services: Environmental planning and zoning at $86,610 (area D contribution – 2015) down $112 from 2014; and Regionalized waste management at $85,375 (area D contribution - 2015) down $543 from 2014.

Electoral area D services: Grand Forks rural fire protection at $320,689 (area D contribution – 2015) up $689 from 2014; and Grand Forks Aquatic Centre at $246,225 (area D contribution – 2015) up $8,076 from 2014.

Marriage Commissioner The Vital Statistics Agency, Ministry of Health, is looking for an individual to serve as a Marriage Commissioner for Grand Forks. The individual will perform civil marriages within their community on behalf of the Agency.

Historical group meets The Boundary Historical Society celebrated its 64th anniversary luncheon on Saturday at the Seniors’ Centre in Grand Forks City Park. About 60 members filled the hall for a baked potato luncheon with all the trimmings. President Les Johnson (above) presented a video about preserving history in today’s popular formats—the future is our past, he says. The annual luncheon is an opportunity for members from throughout the region to come together to socialize, but was made special this year as it was also the launch of the society’s 16th report.

he confirmed that he had the correct numbers.

He spoke to the Gazette over the phone from there.

He said he was pretty calm when he found out and that the ladies at Pharmasave were more excited.

“I was pretty excited but I didn’t want to show too much,” said Senger. “I noticed that the checka-ticket machine had a lot of writing on it and I thought is said ‘not a winner.’ When I looked closer, it was a five and a lot of zeros.”

With eight children, 18 grand-children, eight great-grandchildren and nine brothers and sisters, Senger has a large family to share in all the excitement.

Senger said he hasn’t told too many people other than close relatives. He hasn’t made any big plans yet for the money.

“I think I’m just going to bring it home and deposit it in the credit union, I guess,” he said.

“I’ll think about it for awhile.”

Automotive Tip of the Week entertaining local audiences at gallery 2 in Grand Forks on Friday, Feb. 27. The show starts at 7:30 p.m.

GFSS hosting traveling film fest On Friday, Feb 27 at 7 p.m., the No Boundaries Film Club will be opening the 10th annual Grand Forks showing of the Traveling World Community Film Festival (TWCFF) in the Grand Forks Secondary School auditorium.

The TWCFF is B.C.’s longest running social issues film festival, started in the Comox Valley by the World Community Development Education Society in 1990.

Opening films are Reaching Blue: Finding Hope Beneath the Surface, a beautifully filmed 22-minute journey in which an oyster farmer, writer and ocean scientist share their thoughts on the challenges faced by a coastal life style; and All the Time in the World: Disconnecting to Reconnect, a tale of a family of five (kids aged 4, 8, and 10) that unplugs……really unplugs as in no electricity (TV, phone, Internet) or running water for nine months in the Yukon, including during the depths of the northern winter.

This delightfully Swiss Family Robinsonish (with a non-tropical twist) flick won Audience Favourite at both the Vancouver International Film Festival and the Victoria Film Festival.

Here’s why the documentary format is likable: It lends a deeper perspective to the news bits that imbed themselves in our collective consciousness. It helps to take the illusionary edge off the sometimes distorted partial truths dispensed by media, the result often being fear and a sense of uncertainty.

We all (save for the severely delusional) want the best for ourselves, our kids and, in short, a better cleaner world, sans conflict. Beneath the cultural veneers we share core values and challenges. Something else the doc does is expose the morally deficient that manage to dodge the nightly news.

The doc also allows us to peer into the lives of just plain remarkable, uplifting people, be they artists, farmers, social activists, fishers, mechanics, visionaries, scientists, illuminated spiritual leaders, or any combination thereof.

The documentary film also reminds us of just what an incredible world we live in, what an intriguing species we are and that we are not beneath facing challenge. It is a valuable asset on our way forward. At the end of the weekend you will feel inspired.

As in years past, the Boundary Peace Initiative will be providing absolutely delicious fare for the event, culminating in the raffling of the remaining borscht (should there be any left). The meals and snacks are served in the multi-purpose room close to the auditorium and offer, during lunches, evening meals and the longer breaks, an opportunity to socialize and maybe discuss the merits of previously viewed films or the potentials of upcoming ones.

The festival will close with Alive Inside, a joyous homage to and cinematic exploration of music’s capacity to reawaken our souls and uncover the deepest parts of our humanity.

Social worker Dan Cohen uses music to combat memory loss and restore a deep sense of self to those suffering from it. Some of you may recognize the pattern. No Boundaries has traditionally polished off the weekend with an uplifting, usually, musical film. Some habits are just too hard to break, especially when they inspire a smile, outright grin and/or a tear of joy. This film won the Audience Award at Sundance.

A cursory glance at the admissions will show you they are the same smokin’ deals they were in 2006: $20 for a festival pass, $10 for low income; and $5/session (morning, afternoon, evening), $3 for low income. GFSS students are free. Passes available at the door only.

Girls in Action celebrated their annual special evening at Gospel to the Grand Forks Gazette Chapel Feb. 1 with parents and friends in attendance.

The theme of this year’s program was “whatever is true, noble, right, lovely, admirable. If anything is excellent or praiseworthy think about such things.” Phil 4:8 The girls sang songs, or performed skits which enlarged on this theme.

Voyagers, Grade 1-2 are led by Sharon Trainer and Brenda Sidwell. Pathfinders, Grades 3-4, are guided by Dianna Borthwick and Lissa DeVries.

Trailblazers are under the leadership of Elaine Martens and Rae Salkeld.

Pastor Henry made closing remarks. All were invited for goodies, provided by Pals.

With over 40 years of musical journeying behind him, Stephen Palmer has a story or two to tell.

Originally a guitarist working in country bands, rock bands and just about any kind of band, Palmer didn’t start singing as a soloist until the ‘80s when some unexpected life changes presented him with an opportunity to study music with a more thorough dedication.

Now touring as a solo act, Palmer entertains his audiences with a unique blend of countryroots, folk, blues and ragtime with plenty of toe tappin’ tunes and praise-worthy guitar picking.

Said to resemble both John Prine and Leonard Cohen, Palmer’s versatility is evident by the skillful delivery of songs and tunes crossing numerous musical genres.

Expect to hear some of Palmer’s original work, and some well-loved classics. Be prepared to sing along; Palmer likes to get his audiences in on the act.

Scrap wire stolen from Telus POLICE BRIEFS by Craig Lindsay

On Feb. 10 at 6:25 a.m., police received a report of someone stealing scrap wire from the Telus lot on Third Street.

“A female suspect was apprehended and a bunch of scrap metal was found a distance away from her but could not be positively associated to her,” said Staff Sgt. Jim Harrison.

The scrap metal was returned to Telus. At this point, police do not have enough information to lay charges.

Drunk driver walks into police station On Feb. 16 at 10:20 a.m. and individual entered the police station on Central Avenue.

Upon leaving, it was noticed by the clerk that he appeared to be intoxicated.

“He hopped into his vehicle and drove away,” said Harrison. “A constable gave pursuit and found him on 22nd Street on Highway 3.”

The individual took two roadside breathalyzer tests resulting in failures.

“As a result, he received a 90-day immediate roadside prohibition and a 30-day impound of the vehicle.”

The individual involved is a 53-year-old Grand Forks male.

Stolen tools

On Feb. 16, RCMP received a complaint of stolen tools from a house on 17th Avenue in Grand Forks.

“It was unknown when they were stolen but over the previous couple of days,” said Harrison. “Stolen were a cordless drill, jigsaw, skill saw, orbital sander, a gasket hole punch and a drill index.”

The estimated value of the tools is $400.

“It appears there was also an attempt to open a locked shed; however, entry wasn’t gained,” said Harrison.

At this point, police have no suspects and no witnesses.

No valid driver’s licence On Feb. 17 at 2:58 p.m., police stopped a vehicle on the highway and found out that the driver did not have a valid driver ’s licence.

“As a result, the driver was charged for having no driver ’s licence and was also served a notice of suspension for too many points on his licence,” said Harrison.

The individual charged was a 54-year-old Greenwood male.

The driver was a 64-year-old Grand Forks male.

Multiple vehicle accident On Feb. 21 at 12:36 p.m., police received a report of a motor vehicle accident involving three vehicles on 16th Street and 75th Avenue in Grand Forks.

“Police attended and spoke to the complainant who heard the crash outside her home and went outside and saw the collision,” said Harrison. “It appears the driver drove her car without due care and attention on 16th Street northbound, wandered to the right edge of her lane, jumped over a snow pile, continued 100 feet straight before rearended a parked truck, which then struck another vehicle parked in front of it.”

Harrison said there were no injuries but there was extensive damage to the young lady’s vehicle, which was towed.

The driver, a 24-year-old Christina Lake female, was charged with driving without due care and attention.

Stolen motorcycle On Feb. 22 at 10:26 a.m. police received a report of a stolen motorcycle on Riverside Drive.

“It appears that overnight someone stole a motorcycle from a residence on Riverside Drive,” said Harrison. “The complainant had loaded his bike into his truck the previous night and discovered it missing in the morning.”

The motorcycle is described as a white 2010 Yamaha YZ450 with smoke-grey lettering 68 on the front.

At this point police have no suspects or witnesses. No one in the area saw anything suspicious, said Harrison.

Bullying and the Law Bullying can be a traumatic experience, and some forms of bullying can even be considered illegal. These include: • Threats – whether done face to face, online, over the phone or through text messaging.

• Assaults – including pushing, tripping, slapping, hitting or spitting.

• Theft of personal items – like a backpack, books, electronic devices, etc.

• Harassment – repeated tormenting online, with texts, phone calls and/or emails.

• Sexual Exploitation – sharing videos or photos with nudity of people under 18.

• Hate crime – bullying based on ethnicity, sexual orientation, religious beliefs, etc.

For all of these criminal offences, it is important to notify your local police or report it to CYBERTIP.CA. Based on the available information, police will decide if an investigation is warranted and whether charges may be laid.

How it began Today, February 25, 2015 we encourage everyone to wear something pink to show that we are all working together to prevent bullying in our schools, in our communities and online. Pink Shirt Day comes from two Nova Scotia high school students, who decided to take a stand against bullying in their own school.

As they stood in the foyer handing out the shirts, the bullied boy walked in. His face spoke volumes. ‘It looked like a huge weight was lifted off his shoulders,’ Mr. Price recalled.

The bullies were never heard from again.

Suicide is defined as intentional, self-inflicted death. Experts in the field suggest that a person considering suicide is likely feeling so much pain and hopelessness that they can see no other option, other than death. They may even view suicide as the solution to a problem.

Suicidal ideas and actions may be related to a mental health problem (like depression, anxiety, substance abuse). If identified, and support and treatment are provided, the mental health problem can often be resolved. Most people who think of suicide do not want to die; they are in desperate need of support and help.

Suicides are also rarely the result of one single event. There are usually many contributing factors and events that have occurred or developed over a period of time, with one “trigger” event leading to thoughts or acts of suicide.

All talk of suicide or signs of suicidal behaviour must be taken seriously. Seek the help of a mental health professional immediately – or, if your child needs help immediately because they are in imminent danger of hurting him/ herself, go to the emergency room at your nearest hospital or call 9-1-1 (or your local police or authority, if you do not have 9-1-1).

A bystander is someone who sees or knows about bullying or other forms of violence that is happening to someone else; they can either be part of the problem (hurtful bystander) or part of the solution (helpful bystander). It’s easy to ignore incidents of bullying, or walk away thinking “at least it’s not me”.

But believe it or not, by doing nothing you are contributing to the problem — and you may be giving bullies the “okay” to carry on with their behaviour.

Research shows that bystanders can effectively stop bullying within 10 seconds of an intervention — so, what are you waiting for?

Signs that your child is a bully Children and youth who bully may show signs that they are using power aggressively, such as: • Little concern for the feelings of others • Aggressive with siblings, parents, teachers, friends and animals • Bossy and manipulative to get his/her own way • Coming home with unexplained objects or extra money • Secretive about possessions, activities or where they have been • Easily frustrated and quickly angered • Believe aggression is an acceptable way to resolve conflicts • Abuse others physically or verbally • Get into fights and blame others for starting them • Have a need to dominate others • Have two or three friends who are also aggressive • Hang out with increasingly younger children • Quick to interpret accidents or neutral events as deliberate hostile acts

McKinlay excels at university rowing competition

Going from high school in a small town to university in a big city is a daunting task for anyone. Having to get up for 8:30 a.m. classes are no fun at the best of time, but what about getting up at 5 a.m. to drive to a lake and row for two hours and then go to class?

For GFSS graduate and University of Victoria (UVic) first year student Larissa McKinlay, that’s reality and she wouldn’t have it any other way.

McKinlay ended up walking on and making the women’s novice rowing team. She also competed in a national monster erg (indoor seated rowing machine) competition and finished first in her category.

“I had no idea about the rowing team,” said McKinlay, who had never rowed before. “I had no experience rowing. They have a really good novice rowing program at UVic and they were recruiting students at the start of the year. They kept saying, ‘We have try-outs coming up. We have try-outs coming up. Come try out!’ So I decided to try it out.”

McKinlay played volleyball at GFSS throughout high school and played basketball until Grade 10. She graduated this past year and was accepted into UVic. She is taking pre-requisites for teaching.

McKinlay said she went to the try-outs and was one of 18 rowers selected out of around 60 who tried out.

“We started practice on the ergs and then got out on the water,” she said.

“We had a regatta in the fall.”

The team practices twice a day, six days a week. “The team usually practices at 5:45 a.m. every morning and then again in the afternoon either out at Elk Lake or to the gym on the ergs.”

The Grand Forks Secondary junior boys basketball team is clicking at the right time. Extending back to February 14, the Wolves are 5-0 in competition against both the East and West Kootenays. The boys beat Golden and Fernie back to back on Saturday February 14 before continuing on and beating rival Stanley Humphries (Castlegar) for the second time in February.

Coach Sean O’Brien credits the mid-season turnaround to a shift in defensive philosophy, and a more positive approach. The results are showing, as a young team who shakes hands, claps adamantly at hustle plays, and always picks up their team mates are starting to show a knack for winning close games. Grand Forks Secondary senior girls basketball team finished fourth at Kootenay A play-offs in Nakusp on Saturday. GFSS lost their opener to top seeded Fernie Falcons 42-26 despite eight points from Katrina Makortoff. Fernie, the top seeded team at the tournament and 9th ranked team in B.C. for single A, used pressure defence and aggressive play to get the victory.

In the third place game, the Wolves faced nearby rivals Boundary Central from Midway. GFSS had lost four times before to the Roadrunners including several times by more than 30. GFSS kept it close the whole game but struggled to score and eventually fell 51-48 in their last game of the season. Grade 10 guard Alyssa Makortoff led GFSS with 14 points.

“It’s been a tough season with having to merge the junior and senior players as one senior team,” said coach Craig Lindsay. “But these girls that stuck it out have been committed and worked hard and improved more than any team I’ve coached in 25 years.”

After losing their first 10 games by margins of 35 plus, the Wolves have had two wins over AA schools and three of their four losses were by five points or less.

“They’ve just made so many strides everywhere but particularly on defence where we’re 100 per cent better than we were two weeks ago,” said Lindsay. “Offensively we struggled a bit to score, but we passed well and did a good job getting open.”

Norman Thomas Stevenson

September 15, 1953 – January 17, 2015 “It is not the length of life, but depth of life”* It is with great sadness that the family of Norman Stevenson announces his passing after a brief illness, on Saturday, January 17, 2015, at the age of 61 years.

He is survived by his wife, and best friend of 30 years, Cheryl Unger, daughter Nichole, son Brad (Allie), his grandchildren Tayler, Harley, Annie, and Kaitlin, by his siblings Barb (Joe) Cornish, Tim, Jennifer (Brian) Karp, Wilf (Pam) and many nieces and nephews. Norm was predeceased by his parents, Tom and Joyce Stevenson, and brother John Stevenson.

Norm had a varied career, firstly 10 years with the BC Forest Service Marine Depot in Vancouver, and then 20 years as a benchman for West Fraser in Hinton Alberta, from where he retired in 2008 to Christina Lake, B.C. He returned to work as a summer relief benchman for a few years for Interfor in Castlegar.

Norm loved living life. He enjoyed meeting people and made all he met feel like they had always been friends. Fishing was his passion, and nothing was better than a sunny day in the boat with a good buddy. Storytelling around the campfire with old and new friends was his forte. Norm had a real mechanical aptitude and he could build, fix, replace and repair anything he set his mind to. If he didn’t have a project he was looking to help you with yours.

Norm’s retirement dream was to settle in Osoyoos, which he did in 2013.

A celebration of life will be held 11:00 a.m. May 9, 2015 at the Osoyoos United Church.

He is also survived by his sister Rosie Plamondon (Denis) and their three sons; David, Chris and Mark and their families, brother-in-laws Bob Johnson (Laura), their children Joe and Susanne and their families, Murray Johnson (Patsy) and their sons David and Michael and their families. His sister-in-laws Donna Balogh (Paul) and their sons Greg and Wayne and their families and Carol Johnson and her sons Bob, Jim and Tony and their families.

Adolf was born in Kelowna and met his wife of 60 years, Shirley in Oliver. They married in March 1954 and made Osoyoos their home, during that time their four children were born.

In 1970 they moved to Grand Forks and Adolf began his career with Mutual Life of Canada as a life underwriter and financial planner. He enjoyed being a member of the Gyro club of Grand Forks and loved to spend long days golfing with his wife and friends.

Most of all Adolf was a fun loving man who loved music, cars, travel and spending time with family and friends. He will be dearly missed by all that he knew and will forever be in our hearts. Special thanks to the doctors and nurses at the Boundary Hospital and the staff at the Hardy View Lodge.

In memory of Adolf you are welcome to make a donation to the Pines Bible Camp or the Alzheimers Society of B.C. A private family burial was held at Evergreen Cemetery prior to the memorial service which was held at Gospel Chapel on Monday, February 23rd at 2:00 p.m.

One of the great events of spring was the May Day celebration. Elementary school students danced around the two May Poles set up in the school’s front yard, and the Grade 8 students chose the May Queen.

We spent much of the week before putting up the bleachers for the parents and many others to sit in as we performed a play as well (Peer Gynt). It was the year I was in Grade 8.

In addition to the teachers, there were two other outstanding mentors: Constables Reg McKernan and Bill Dunn, both RCMP officers. They were our baseball coaches as well as good friends. They got to know us by name and always were looking for the good things we did.

There were so many good mentors for us: Drs. Perley and Tomashewsky, who not only cared for people, they care about them. And the Doukhobor community—that is a whole new column ready soon.

Every BC high school student who is accepted into the Bachelor of Commerce program at the Peter B. Gustavson School of Business is automatically considered for the Black Press award.

HARTINGER, BERNARD FRANK “BERNIE”, “HARDY”

Bernard Frank Hartinger died in his bed at his home on the Chilliwack River on February 7, 2015 after a lengthy illness (49 years) of Multiple Sclerosis, at age 76. His last 16 years were spent as a quadriplegic in a wheelchair or bed.

Bernie was born in Grand Forks, BC on June 15, 1938 to Frank and Erma (Spiller) Hartinger. His only sibling Frances was 9 years older. Bernie’s great grandfather (1861-1924) had the Grand Forks Hotel built in 1907. His parents owned and operated the Grand Forks Hotel until they sold it in 1944.

Bernie’s primary and secondary education was in Grand Forks and his post secondary education was in Nelson, BC at Notre Dame College. Sometimes when a person put on “airs” Bernie would tell them that he graduated from Notre Dame College with a “BAC” (Bounced At Christmas in his 2nd year).

Bernie and Ruth deWilde were married in 1962. They had three beautiful children together before Ruth died while celebrating their 20th wedding anniversary in Vancouver.

He is survived by his three children, Catherine, Peter and Rick (Diana), four grandchildren, Kristina, Christopher (Natalie), Samantha (Peter) and Alicia (Chris); three great grandchildren, Kylie, Ryan and Marley.

Bernie is also survived and missed immensely by his wife of 31 years Gail Bell and their two dogs Victor/Victoria and Repita.

Bernie was predeceased by his parents Frank (1980) and Erma (1995) Hartinger; sister Frances (1981) and first wife Ruth (1982).

Hardy (Bernie) worked in Grand Forks, Prince George, Quesnel and Trail. In his mining career Hardy worked in open pit or underground mines at Jedway Iron Ore (Queen Charlotte Islands), Brynnor Mines, Boss Mountain Div. (Hendrix Lake near 100 Mile house), Granisle Copper (Babine Lake) and Similkameen Mining Co. (Princeton). Hardy, Ruth and their children made their home in most of Hardy’s career moves.

During his career Hardy had a variety of jobs from electrician’s helper, welder’s helper, auto body apprentice, dump truck driver, D9 cat skinner, backhoe and loader operator, chief surveyor, heavy duty truck driver, shift supervisor and mine general foreman.

In 1986 Bernie had to quit his general foreman job in Princeton due to the progression of MS. In 1989 Bernie and Gail moved to Chilliwack. In 1990 they moved to their home the beautiful Chilliwack River Valley.

Bernie enjoyed travelling within Canada, USA, Barbados and Mexico.

He shoots, he scored! - In hockey, curling, basketball, baseball, in hunting, fishing, camping, water skiing, in photography, and in computer photo repair.

In the Grand Forks Gazette newspaper: * March 23, 1954 - With 5 min left in the game Bernie Hartinger scored on a difficult shot. Bernie Hartinger, always a strong-man for the team, showed his ability at playing both ways on the ice, attacking and defending well. Assists were given Fred Fedorak and Bernie Hartinger for Morris’s goal. * March 24, 1955 - B. take most prizes at Greenwood weekend ‘spiel. Bus Wilkins and his rink of Wm. Sookochoff Jr., Bernard Hartinger and Jim Henniger took the “A” event with the Greenwood Curling Club Trophy.

Whatever Bernie did he usually did well.

Wherever Bernie went he made friends. Everybody loved Bernie. His numerous old and new friends miss his sense of adventure, his unique sense of humour and his jokes “Shoulda bought a hat Bert, shoulda bought a hat.”

In friends’ own words Bernie was Hardy, loyal, friendly, honest, competitive, compassionate, intelligent, funny, stubborn, sensitive, sentimental, strong, self determined, persevering and gentle-hearted. Bernie was a man of integrity. He touched so many of our lives in a positive way.

Bernie was a social democrat with NDP stickers attached to his wheelchair. Bernie was phenomenal at driving and parallel parking his chin-operated wheelchair.

The following are Bernie’s written words…”This is a beautiful valley. Living along the river is great. The sound of the river lulls us to sleep at night. We get a beautiful view of the river and the mountain from our deck. Ducks, geese, herons, eagles, deer, the odd bear and once a young cougar was 25ft up our neighbour’s cedar tree. Years ago we had an old raccoon visit us every night on the front deck. We even had a mother opossum with her baby living under our shed. Quite often we hear coyotes in the far distance. While out walking the dogs one morning in the park, Gail took photos of a beaver travelling on foot down a little stream. The beaver was about 10ft away from her.”

“In the winter we put bird seed on the deck railing. The Steller’s Jay, the Varied Thrush and a squirrel get the east railing and the Juncos, Chickadees, Sparrows and the Rufous-sided Towhees get the west railing. Yesterday Gail and I saw 2 adult Bald Eagles flying together up river. We also have a Heron who seems to have claimed the river in front of our place. When the salmon are running, the sky above the river is alive with the sight and sound of many birds. We do live in a paradise. What more can we ask for?”

There will be no service by request. Donations made to Bernie’s charity The Stephen Lewis Foundation, would be appreciated.

Farewell Bernie…until we meet again.
