The Greater Victoria Public Library is one step closer to having a new facility on the West Shore.

Currently under construction in the new Westhills YM-YWCA building, the library will be a point of pride for the GVPL – the organization highly anticipates the facility’s opening, to be able to show it off to the community.

In a letter to the Langford recently presented to the city’s administration and finance committee, GVPL CEO Maureen Sawa highlighted some of what she is looking forward to in the new facility.

“Capitalizing on the extensive operating hours of the YM-YWCA,” she says, “this branch will offer a 24/7 open foyer for automated check in, as well as provide access to popular materials for users to borrow after hours via a vending machine.”

Automated check-in was long ago identified as a requirement for GVPL facilities, she adds, but a library vending machine will be a first for both the library and the City of Langford.

In terms of design, Sawa says the concept plan for the facility provides the public with spaces to interact or create, areas for quiet reading or study and collection displays for both physical and digital materials.

Taking venues to the next level

After a decade of uncertainty, West Shore residents are wondering: will a local performing arts centre ever see the light of day?

Is there enough demand in the community for such a facility?

And if it were to be built, would it be in Langford, Colwood or elsewhere on the West Shore?

Who would pay how much and what would the total price tag be?

Uncertainty abounds, but Colwood Mayor Carol Hamilton said questions are slowly being answered. The time for a new arts facility centred in Greater Victoria’s fastest-growing region may come sooner than later, she said.

“I think it will happen … and I think it is good for the overall healthy community to have the diversity of entertainment,” she said. “Not everyone engages on sports fields, or hiking trails, or paddling in a canoe. If we can roll up our sleeves and make something happen, it could happen.”

Her opinion is partly based on a 148-page feasibility study completed by Schick Shiner, a consulting firm specializing in art centres, galleries and cultural centres. The report, funded by Colwood and completed in March 2013, builds a case for the facility to be built on a one-acre parcel of land.

Proposed amenities would include a 650-seat theatre, a 200-seat “black-box” theatre, a restaurant, studio space, art gallery, rehearsal space and more, for an estimated price of $35 million.

Chase points to a new performing arts centre in St. Catherine’s, Ont. as a good example of what could be created here. While the 95,000-square-foot facility is much bigger and cost almost twice as much as the West Shore proposal, the financing model is one she hopes can be replicated locally.

The model uses a shared concept, with the provincial and federal governments kicking in a third of the cost to match funds raised by the community or contributed by municipal government(s) involved.

“To me this would be just an incredible part of our community.

We want this to be known as a centre of excellence where we celebrate excellence and celebrate culture,” Chase said.

“That, to me, is so important.”

Two new theatres underway will provide short-term relief to the lack of venues. Royal Bay secondary in Colwood and the new Belmont secondary in Langford are building 350- and

300-seat theatres, respectively, to join the Reader Theatre as school and community use facilities starting in September.

Despite this, Oksana Dexter, a former cultural services manager in West Vancouver and the Centennial Theatre manager in North Vancouver said the dancers, actors, singers and performers have no place in the West Shore to graduate to.

“People say if you build it, they will come – for audiences, yes that is true,” she said. “But for arts organizations, if you don’t have a (larger) place to perform, you can’t grow, flourish and expand creative potential. When you build a (dedicated) home for the arts community, there is a whole plethora of things that can occur … There isn’t a community in the world where the first thing they want to do to celebrate is a Christmas concert, a musical or a dance and those things need a home.”

New parking rules could come soon at sidestreet off Goldstream Ave. Mike Davies News Gazette Staff

Another petition from the residents of the Fairway Green condominium development at the corner of Fairway and Goldstream avenues has finally resulted in a possible change to the parking situation near one of Langford’s major thoroughfares.

Fairway Green had issued a request to council in February of 2011 to adjust the parking near the intersection to create commercial parking designated exclusively for the facility, or limited-time public parking. Langford council took no action at that time.

Now, it seems, based on the recommendation from the city’s transportation and public works committee, Fairway Green residents might get their way.

Council was to consider the recommendation from the committee on Monday night (after the Gazette’s press deadline) to have city staff install new parking signage at an approximate cost of $1,500, plus a estimated $78 for annual maintenance. The proposed changes call for a maximum of two-hour parking, Monday to Friday from 8 a.m. to 5 p.m., at the parking scallops on the north and west sides of Fairway Avenue at Goldstream.

The committee also recommended instructing city staff to re-grade the Fairway Avenue shoulder at an approximate cost of $2,000, to be funded through the Small Road Improvements budget, and change the parking restrictions from the existing “No Parking” restriction to the time-lim-

The last week has seen a drug seizure in Langford, a pair of believed-to-be-connected break and enters at two local pharmacies, and a home invasion thwarted by a homeowner on Valentine’s Day. And that’s not to mention a stolen vehicle from Sooke that ended up being ditched on the pedestrian boardwalk at Langford Lake.

There was no update available from the West Shore RCMP about this investigation as of Gazette print deadline.

Two pharmacies targeted At approximately 1:30 a.m. on Feb. 9, West Shore RCMP officers responded to an alarm at the Pacific Compounding Pharmacy, located at 284 Helmcken Rd. in View Royal and found a smashed front glass door.

A white Ford Explorer was observed leaving the scene, which was then pursued but evaded police. RCMP say it appeared to be driven by a caucasian male, approximately 30 years old, and he

appeared to be the sole occupant of the vehicle. The vehicle was later seized in Saanich.

Later that day, at approximately 5:45 p.m., RCMP responded to another incident at Forbes Pharmacy at 103-2349 Millstream Rd. in Langford, where thieves made off with the business’ safe.

Const. Alex Berube of the West Shore RCMP say they are working in close collaboration with the Saanich Police Department, to investigate these incidents, and are canvassing the areas retrieving video surveillance which could be helpful in the investigation.

The Baha’is of Metchosin invite West Shore families to support the homeless.

Heading into the final week of February, Mona Nakhjavani-Bossi, a member of the Baha’i community in the rural municipality for eight years, is rallying citizens of the West Shore to gather clean new towels, new socks and toothpaste earmarked for the homeless, to be presented at Our Place in downtown Victoria.

“Bahai’s like to be of service; that is one of our biggest goals, to reach out to the outer community,” she said. “It’s very rewarding when you are doing something for other people.”

Last year, she said, the community collected enough for 155 bundles, which are rounded out with candies and toiletries donated by the church. Each includes a hand-made card from a child offering a cheerful message to those in need. More than 50 homeless people take their daily shower at Our Place, Nakhjavani-Bossi added.

“It’s like an outreach program, (but) what it really is, we are trying to teach the kids to be of service and not always expect something,” she said. “It is a time of gift giving and hospitality. So the children need to learn to give rather than always be receiving. This is for all kids in Metchosin and all children in

For the past 17 years, a group of volunteers has been organizing a monthly gettogether at Highlands’ Caleb Pike House, a quirky old building built in 1883. It is now a venue for community meetings, gatherings and the Highlands Music Coffee house.

Organizer Zhinoos Armstrong has been involved with the event since 1998 and recalls their initial excitement.

Finalized deal a positive sign Last week’s news that the Onni Group had finalized its purchase of the former Capital City Centre property was good news for a municipality decried by some of its residents as “the land of big holes.”

As indicated in our Homefinder feature in City of Colwood Friday’s Gazette, can springboard last Colwood is indeed open for business and from Onni deal home to a number of interesting and encouraging developments, both commercial and residential.

We look forward to hearing the details about the future of the Colwood Corners project, which has sat vacant for some months after original developer League Assets filed for bankruptcy protection.

We’ve always insisted that a municipality cannot be blamed for a bad economy that sends overextended developers into financial ruin. Jurisdictions such as Colwood do their best to encourage well-planned developments and do as much due diligence on proponents as is possible without scaring them off.

So when a situation brought on by recessionary times rights itself, as the Capital City Centre project appears to have done, we can’t help but applaud all those involved for sticking with it, having patience with the process and seeing things through.

In Colwood’s case, much work still remains to be done by the planning department before Onni moves its crews onto the site and begins creating its vision for the property. But without a doubt, the fact the development is even at that stage again is a sign the West Shore’s economy is in a good place.

From Colwood’s perspective, a little friendly competition with the City of Langford can never be a bad thing.

The latter municipality continues to grow apace, both residentially and commercially.

But having its next-door neighbour enjoy some development kudos can only be good for the whole West Shore.

After years of increasing transfers by six per cent per year, the late federal finance minister Jim Flaherty announced that starting in 2014, increases would be tied to economic growth, but wouldn’t fall below three per cent.

This of course was treated as a cut, rather than continued increases above inflation. But there it is, and all provinces have to deal with it.

Darcy is quite right that personal responsibility is the key, something to remember as the usual squabbling of special interests continues.

Bylaws about wildlife are there for a reason Brian Rundle of Sooke snapped some photos of dogs chasing wildlife around Albert Head Lagoon this past Saturday, pointing out that there are signs posted saying owners should not allow this to happen. “As you can see by the sign, dogs are not to be chasing the wildlife. And what are they doing? I’d like to remind people that the rules apply to them, as well,” Rundle says.

Contrary to Fletcher’s views, Teachers, BCTF are adapting Re: “B.C. teachers adapting, but not union,” (Gazette, Feb. 4) Contrary to Tom Fletcher’s assertion that B.C. teachers and the BCTF are not “adapting,” we are actually leading the way in protecting and enhancing education in our province.

The B.C. Teachers’ Federation is actively involved in B.C.’s task force on assessment, the graduation requirements review, and the curriculum redesign teams. Our two vice-presidents and I have been meeting with senior Ministry of Education staff on these initiatives.

As a union of professionals, we work hard to enhance our practice in support of teaching and learning.

The BCTF has 32 provincial specialist associations — ranging from science, social studies and art to technology and trades education — that put on exceptional professional development conferences, write reports and lead important teacher inquiry projects.

Recently, the BCTF has partnered with UBC and the B.C. Superintendents Association to create a province-wide mentoring program that will formalize an integrated system of support for developing and retaining teachers in B.C. We also funded, created and launched a new online platform called TeachBC that enables teachers from across B.C. to share their research and teaching resources.

There are a lot of excellent things happening in B.C. schools and teachers are front and centre making it all happen. However, we cannot forget that any government strategy, initiative, direction, plan, etc., needs funding.

Unfortunately, we’re still waiting for this government to fund the basics like improving class

size and composition. A change in government attitude toward funding is the first adaptation B.C. students need.

B.C.’s chief coroner has called on the B.C. government to look for ways to strengthen its graduated licensing system for young drivers and consider a pilot project of electronic speed enforcement in highrisk areas to reduce the number of young people who die in car crashes.

The B.C. Coroners’ Service reviewed all 106 deaths of young drivers between 2004 and 2013, finding that speed, impairment or lack of seatbelt use were contributing factors in most cases.

While the death rate for drivers aged 16 to 18 has declined by two thirds since 2008, it remains the leading cause of death for the age group, with teenage boys aged 17 and 18 at greatest risk of death or injury.

Attorney General Suzanne Anton said the government has no intention of returning to photo radar for speed enforcement, but she will examine the recommendation to test a “speed on green” function for intersection cameras that could identify excessive speeding in areas of high accident risk.

Transportation Minister Todd Stone said the last review of B.C.’s stricter licence system for new drivers showed a 28 per cent reduction in crashes involving young drivers, but that was in 2006.

“It hasn’t been reviewed since, so I think it’s a very practical suggestion on the part of the coroner’s office to take a look at the program and see if there are some means to further strengthen it,” Stone said.

The coroners’ analysis showed 68 of 106 drivers were at the “novice” stage when they died.

Of those, 18 had consumed alcohol and seven were driving with too many passengers who were not family members, and without a supervisor.

There were 14 deaths of young drivers with a learner’s licence, the first stage of the graduated system. Of those, 11 were driving with no supervisor, 10 had consumed alcohol, three were driving during restricted hours and two had more than one non-supervisor passenger in the vehicle.

The Royal Canadian Navy, looking to improve and restore military training areas in the area and also protect federally listed plant species at risk, has cleared seven hectares of invasive plant materials, including common gorse (Ulex europaeus) and Scotch broom on the DND land.

The cleared plants have been gathered into large piles and will be burned over a period of two to four days during the next three weeks, when weather conditions and the ventilation index are favourable. How to use ointments correctly

Occasionally one uses prescription or non prescription eye ointments to treat certain eye conditions, infections or diseases. If you thought eye drops were hard to aim, try figuring out how to place ointment in your eye without poking yourself.

Before you use any ointment, be sure to tell your Optometrist about any other prescription or non-prescription medications you are using or allergies that you have.

Here are some general tips about correctly putting ointments in your eyes.

1. Always wash your hands before handling medications.

2. Begin by expressing and discarding a 1/4 inch of ointment from the tube at each use.

3. Form a pocket by gently pulling the skin of your lower eye-lid between your thumb and index finger. Squeeze a 1⁄4” to 1⁄2” strip of ointment into the pocket.

4. Twist your wrist to break the strip of ointment from the tube.

5. After placing the ointment in your eye, blink or close your eyes briefly. Your body heat will melt the ointment so it can spread across the surface of your eyes.

6. If you are applying the ointment to the edges of your eyelids, express about a 1/2-inch strip of ointment onto your finger and glide it across the length of your closed lids near the base of your lashes.

7. Use a soft, clean tissue to remove any excess ointment from the skin around your eyes. Be sure not to disturb the ointment placed in your eyes or on the edges of your eyes.

Be sure to follow all of the instructions that your doctor of optometry gives you and to complete the course of medication or treatment that he or she recommends.

If you experience any side-effects (such as burning, inflammation, puffiness, itching, etc.) notify your eye care practitioner immediately.

After playing six good periods of hockey last weekend, the Victoria Grizzlies are looking at stringing together 15 more to wind up the B.C. Hockey League regular season.

“It’s all (Island) division hockey from here on in and we want to make an impression,” said head coach and general manager Craig Didmon, whose team plays the Bulldogs in Port Alberni tonight (Feb. 18) and returns home to play Powell River on Saturday.

With only the one game left against the second-place Kings (26-18-1-9), who lead the Grizzlies (24-18-1-10) by three points, securing home ice advantage for the playoffs is largely out of their hands, he said.

“Home ice advantage is always an advantage, for sure, and we’d love to have that. But we can’t control that entirely. We do want to win every game. If we can play

Tonight’s game at Weyerhaeuser Arena is the proverbial four-pointer for Alberni, who take a tough road trip through the Interior Division this weekend then finish off with back-to-back games in Powell River.

Didmon wants to see the same intensity the Grizzlies played with in their past three games against the scrappy Dogs: Victoria is 3-0, winning by a combined score of 20-7.

So, the Grizzlies’ playoff position is in their hands in some ways and not in others. Making an impression against each of their divisional rivals, as Didmon said, may be the best thing they can do heading into the playoffs, which start March 3.

“It was hard coming in mid-season like I did,” he said. “But I really

feel after this weekend that guys are starting to understand the system and the defensive consciousness that needs to be in place (to succeed in) playoff hockey.”

Despite seeing their team ravaged by a flu bug last week, the Belmont Bulldogs won their way into a onegame playoff for the final berth into the Island AAA girls high school basketball championships.

The Bulldogs, playing Nanaimo’s Dover Bay Dolphins in a neutral site wild card game at Cowichan High in Duncan last night (after the Gazette’s print deadline), beat the Spectrum Thunder 42-33 Saturday afternoon in the city playoffs at Oak Bay High to gain one last chance to qualify for the Islands.

Belmont Bulldogs forward Isla Swanwick takes a Spectrum defender on under the hoop in a layup attempt. The Bulldogs lost last Thursday to Spectrum in the city AAA senior girls playoff tournament, but beat them Saturday to earn a wild card game for entry into this weekend’s Island tournament in Port Alberni.

Wolves, Braves open playoffs tonight The focus for the Westshore Wolves won’t be Sunday’s 10-1 loss to Victoria in their regular season finale.

More important was the 3-2 win they recorded in Saanich last Friday, a game that previewed the teams’ best-of-seven Vancouver Island Hockey League playoff series opening tonight (Feb. 18, 7 p.m.) at The Q Centre.

The Wolves, who long ago nailed down second place in the South Division, emerged victorious in a defensive battle that saw the teams total 30 shots and score two power play goals each.

Cory Hatcher scored twice and Tyler Smith once to pace the Wolves, who built period leas of 1-0 and 3-1.

“The more games we play in a short amount of time, the more momentum we carry into it,” said Bulldogs head coach Brad Lidstone, whose team had been off from game play nearly two weeks due to provincial exams.

Jess Thomsen, with a team-high 12 points and 18 rebounds, and Cassy Allen, who pulled down 16 rebounds and added some key blocks and steals, gave stellar performances from the post position to lead the charge against Spectrum.

Madi Bullen chipped in 10 points in the win and Frelen Gorst, Nicole Weldam-Dickson and Miranda Llewellyn provided defensive energy.

The win was a solid turnaround from the teams’ previous meeting last Thursday, when an energy-sapped Bulldogs squad played hard but lost a nailbiter, 53-52. Isla Swanwick was the offensive standout in that game, pouring in 26 points, while Cassy Allen added 11. Thomsen was top rebounder with 13.

The game 1 loss put the Bulldogs into a Saturday morning showdown

against Mount Doug, who dominated in recording a 45-25 victory.

Belmont boys secure Island tournament berth The Belmont senior boys team, who won two of their last three regular season games to finish with a 4-8 record, won a coin toss with Mount Douglas – also 4-8 – to place fourth in the Tier 1 league standings.

Since second-place St. Michael’s and third-place Lambrick Park are smaller schools and compete in different categories than Belmont, the Bulldogs were slated to open the AAAA South Island playoffs Tuesday (Feb. 17) as the number 2 seed against those same Rams (No. 3).

Four South Island teams qualify for the Island AAAA boys tournament being held at Mount Doug Feb. 26 to 28.

Weekend hiker rescued from Juan de Fuca trail Don Descoteau News Gazette staff

Rough seas and rugged terrain left airlifting an injured hiker off the Juan de Fuca Marine Trail on Sunday as the best option, a spokesperson for Joint Rescue Co-ordination Centre Victoria said Monday.

The man was suffering from “upper-body injuries” and was transported by a CFB Comoxbased Cormorant helicopter to Victoria General Hospital at about 7 p.m.

The centre received a call shortly before 10 a.m. about a man in distress on the trail, about four kilometres south of Port Renfrew. Since it was a ground rescue,

a paramedic crew was initially dispatched to evacuate the man.

“But the conditions on the trail were not good, so they requested assistance at around 4 p.m.,” said joint rescue centre spokesperson Lt. (Navy) Paul Pendergast. “Initially a boat extraction was considered, but the conditions of the sea were high and … it was determined that an air extraction was a better option.”

While the residency of the hiker was not immediately available, West Shore residents frequently tackle the trail, a 47-kilometre hiking trail stretching along the western shoreline of the Island from China Beach near Jordan River to Botanical Beach near Port Renfrew.

Pendergast reminded anyone planning on hiking the trail, or portions of it, to do three things before getting underway: “In general we always tell people be prepared, have a plan and have a means of communication,” he said.

“The advice we often give, which applies almost any time of the year, is to be prepared for the conditions that you’re going into; think about the area and what the conditions are likely to be.”

Even prepared hikers can become injured, however, and Pendergast said the Joint Rescue Co-ordination Centre is “glad to be able to call on resources to help people when the need arises.” editor@goldstreamgazette.com

Langford currently pays more than $1.5 million per year into that fund – an amount scheduled to reach nearly $1.8 million in 2019 – which is their portion of operating costs for all library facilities operated by the GVPL. The influx of new money would be specifically designated, according to Jordan, for the “set-up” of the library in the facility, once the construction has been completed on the building. This will include furniture, hardware, shelving, computer systems, and, of course, the book collection.

Hydro pole replacement ongoing B.C. Hydro will replace 756 wood utility poles in Greater Victoria this year as part of a maintenance program to improve the safety and reliability of the electrical system.

More than 20 per cent of B.C. Hydro’s wooden poles have been in service for more than 40 years, but many get weakened by adverse weather, insects and wildlife, according to B.C. Hydro.

Artists’ rare works sought

You keep hearing stories about the man who bought a painting at a garage sale for $10 and found out later it was a rare masterpiece, fetching millions at auction, right?

Well, now you have another reason to look twice at some of the original works of art in your house, as you may be in possession of a rare treasure.

If one of those paintings in your basement or on your walls has a signature of “G.T. Brown” or “G.T.B” you may have been staring at an original Grafton Tyler Brown all these years and not been any the wiser.

Well over a century ago, in the 1880s, Brown was acclaimed as the first “professional artist” in B.C. and is also known as the first African American artist in the Pacific Midwest. He spent about two years in B.C. after relocating here from the U.S. and, based on historical documents – such as a newspaper that publicized his first Victoria exhibition and photographs from the time – he produced at least 40 paintings and 24 sketches in B.C. of which we have no knowledge of their whereabouts.

Dr. John Lutz of the department of history at the University of Victoria is trying to track down his B.C. works.

“While many of his American paintings are in major collections and are well known to dealers, his British Columbia images are much rarer and only a few of them are in collections,” according to Lutz’ website devoted to his project of fleshing out the life and art of this interesting historical figure.

“The Victoria Art Gallery and Craigdarroch Castle have one each, and the BC Archives (has) four. A few are known to be in private hands but most are unaccounted for and many are likely hanging in the hallways of British Columbians, or others further afield, all unaware of the stories they tell.”

Lutz says he discovered Brown, as it were, while he was researching pioneers of Saanich as part of his studies into the history of race and racism in Victoria.

“Brown’s art is a window into the world of the 1880s, and if we can find more images and make them accessible, we open that window for anyone interested,” he says. “But Brown is as interesting himself, because his (personal) history of being

born Black and dying ‘White’ tells us a lot about 19th and even 21st century ideas about race and racism.”
