By Tom Fletcher The B.C. government has promised to restore the B.C. Utilities Commission’s independent role in setting electricity rates and add more fulltime commissioners to help them do it.

Energy Minister Bill Bennett released an independent review of the commission Wednesday, and said the government intends to implement all 35 recommendations.

Authority over setting BC Hydro rates for commercial and residential customers won’t be restored until 2017, after Bennett and Premier Christy Clark stepped in to cap rate increases in 2013.

The review comes after the government exempted big-ticket projects from BCUC review, including the Site C dam on the Peace River, the wireless electricity meter system and a new transmission line to northwest B.C. that ran $300 million over the original budget.

Bennett announced the government directive on BC Hydro rates after the 2013 election, with a 10-year plan that increases rates 28 per cent over five years. He acknowledged at the time that rate increases were being kept low using a “rate smoothing” account that defers more than $1 billion of the utility’s debt.

BC Hydro rates are to increase six per cent this year under the province’s directive, and then be capped at four per cent for the two years after that.

“After the first five years of the 10-year plan they [BCUC] will be back in charge of setting rates,” Bennett said Thursday.

NDP energy critic Adrian Dix said the B.C. Liberal government has been overruling and sidelining the BCUC since 2003 when it directed BC Hydro to buy power from private producers. He said its political intervention on rising BC Hydro rates is designed to continue holding down rate increases until after the 2017 election.

Dix said it’s also no coincidence that Bennett received the independent review in November and held onto it until after the government had announced its decision to proceed with

construction of the Site C dam.

The review panel and the regulated utilities agreed that the government has authority to set provincial energy policy and direct the BCUC on specific issues. But the report adds that the government should define those policies well in advance and “then leave the commission to act independently within its mandate.”

Opinion: Understanding vaccination nay-sayers

by Brian Coombs The bane of any wellthought editorial is the spelling or grammar mistake. Most editors know from experience that no matter how compelling or urgent the message, a few flaws reflect on the writer and can be used to completely discount the message. This tendency has become apparent in the latest dialogue about vaccinations.

Some cases of measles have recently turned up in Toronto and public health officials are saying that this could be the start of a larger outbreak.

People here in this province may remember the hundreds of cases in a Fraser Valley outbreak last year.

Currently, only Ontario, Manitoba and New Brunswick have mandatory vaccination programs for children.

There may or may not be any correlation between vaccination rates and people getting sick but the numbers seem to be clear.

A vaccine against measles was introduced in 1963. Way back in 1941, the province had more than 15,000 cases of the disease. In 2013, there were 16 cases, shooting up to more than 400 last year. Officials have said that a vaccination rate of 95 per cent is necessary for a ‘herd immunity’.

A UNICEF study done a short while ago esti-

mates that the overall vaccination rate across the country is sitting at around 84 per cent. And that is an estimate— there is no vaccination registry in this country.

Make no mistake, measles is a serious disease. It is highly contagious, causes brain damage in 1 in 1,000 cases and death in 1 in 3,000 cases.

Your childhood vaccination makes you around 90 per cent safe from the disease and a follow up booster shot makes you effectively immune. Sounds like a no-brainer to get a shot and then follow that up with another one later.

But the issue is not so cut and dried.

A short while ago, pharmaceutical companies were granted patent extensions based on the promise of them spending more on research and development. A number of media outlets reported that the companies spent far less than they said they would, (around 5 per cent) and much of that spending was ‘tweaking’ existing formulas to extend patents. People know about this news and have picked up a distrust of these companies.

Then there is the flu shot debacle of this past year. While reports of the effectiveness of the shot kept dwindling, the government and doctors kept up the mantra

of getting a shot—at least until the fact came in that the vaccine was nearly useless. This sticking to the message until the bitter end has left people with a distrust of provincial health authorities as well.

And of course, there is Oprah Winfrey and Jenny McCarthy with their doctorates in ‘duh’ spouting anti-vaccination claims that were thoroughly debunked.

The less said about them, the better.

With these examples of fibbing, stubbornness and ignorance coming forward, it is no wonder that people are questioning the hard and selfless work done by scientists in the past to make life longer and better for the rest of us.

Some of the blame has to rest on the shoulders of media as well. In always trying to show two sides to a story, giving equal attention to a marginalized view and a well-researched one, it often just muddies the waters. Like it or not, everyone is not entitled to an opinion.

As the possible measles outbreak continues and more cases start to show up around the country, be prepared for the vaccination nay-sayers to compete for your attention. While their cause may be misguided, it is understandable.

The missteps made by government agencies, pharmaceutical companies and the media have opened the door to discount the message.

The firm was awarded a $230,000 contract to provide supervision on this project to remove and replace the existing bridge at Little Sand Creek. This $4.9 million-project located on Highway 3 in the community of Jaffray, approximately 46 kilometres east of Cranbrook, was completed in 2014.

The Glacier Technical Services team was proactive in finding onsite efficiencies which ensured the project was completed on time and on budget despite necessary site modifications during construction. As well, the team maintained two-lane traffic on Highway 3 through the site and a local intersection during the busy summer months without incident or delay.

by Elijah Siewert, Cranbrook 4-H Multi Club Cranbrook & District 4-H swine and sheep weigh-in was held January 31 at the Grasmere Hall. It was an excit-

ing day as 4-H members from the Cranbrook, Wasa and South Country clubs chose and purchased their market pigs and lambs. To get ready for this day sheep and swine members learned about desirable traits

that they would be looking for in their project animal. Good conformation is one thing to look for, but some members were swayed by cuteness. We would like to give a special thank you to Community Futures for their generous support towards the purchase of some of the project animals through their 4-H Youth Loan program.

Having a 4-H project means that members will feed and care for their animal, learn showmanship, grooming and judging to exhibit their animal at the Cranbrook & District

4-H Show and Sale to be held on June 7 this year at the Wycliffe Exhibition Grounds.

Record keeping is also an important part of 4-H and our moto is ‘Learn to Do by Doing’. Detailed records must be kept on feed, equipment, animal health and any other things related to the project animals.

Project animals will be cared for by each member through daily chores. This means that each member is responsible to get up early and feed before school, even when it is -20 to be sure their animal has fresh food and water to start

1813 Royal Canadian Army Cadets in Cranbrook have a once in a lifetime opportunity to take part in the 100th anniversary celebrations of Vimy Ridge.

They will walk the ridge where 10,000 Canadian soldiers fought a battle that many histori-

ans consider to be one of Canada’s defining moments in history.

While in the Vimy region, they will take a guided tour of Wellington Quarry, an underground museum located in the many tunnels that were dug by the British army in World War I. This trip is a 15 day educational adventure that

A trip of this magnitude is quite costly and we are asking for your support in raising the funds necessary to make this trip a reality for our youth. The projected cost of this trip is $110,000. Although this trip is in April 2017, there are financial deadlines that must be met within the next six months in order to take part in this adventure.

The army cadet program is a free program for youth aged 12 to 19. Many of the lessons within the program are geared towards community service, leadership training, and wilderness survival. This includes lessons in first aid, map and compass reading, and building shelters in the wilderness. Cadets also have the option of

completing the Duke of Edinburgh program, which is a self-guided program that consists of fitness, community service, education, and adventure. Cadets can also earn high school credits through the cadet program and this year, one of our connects will be graduating a semester ahead of his classmates because of the additional credits he has received through the Army Cadet program.

OBITUARY Stan Pluszkiewicz Stan Pluszkiewicz passed away peacefully on Tuesday, February 3, 2015 at the Kimberley Special Care Home "The Pines" at 88 years of age.

In his younger years, Stan enjoyed fishing and hunting. He was quite the chef.

He enjoyed baking bread and making homemade soups. Stan was employed as an underground miner for many years. Stan's travels took him across Canada, and throughout the North West Territories. He was a great storyteller and loved to share all his travel tales and experiences. Stan had resided at the Lions Valley View Lodge in Kimberley for the last 20 years.

A memorial service for Stan will be announced at a later date.

Arrangements entrusted to McPherson Funeral Service.

Debbie TEMPLE “Pepper” (nee Luke) March 4, 1959 – February 1, 2015 In the early morning hours of Sunday, February 1, 2015, Debra Jean Temple passed away at home in Wardner at the young age of 55 years. Debbie was born on March 4, 1959 in Fernie, BC, one of eight children born to Robert and Merle Luke (Gravelle).

Debbie lived a full life in her short time. She loved the outdoors, and most often than not, you could find her sitting by the fire with Molly. She was an excellent cook.

One of her famous recipes was homemade bread and no one can hold a candle to her apple pies. She kept an immaculate house and loved to garden. She was most definitely a woman of many talents – she was an avid hunter and was an exceptional shot, rarely missing her aim.

She loved to play ball, playing short stop until a shoulder injury kept her from the field. Debbie was also a welder, a profession not held by many women. Through her life she was a strong woman in many things. She put up a valiant fight against the cancer that took her and she fought to her last day.

Debbie leaves to cherish her memory; her beloved husband, Doug Temple; her children Jaime Cristales (James) and Kyle Staples (Selina), as well as her step-children; Kyle Temple (Katerina), Tania Temple and Leah Yonkman (Jay). She also leaves behind her two grandchildren; Tyson and Breanna and her step-grandchildren; Taylor, Tre, Jesse, Michael, James and Jody. Debbie leaves her siblings; Bob, Wes, Terry, Darrell, Shawn, Kevin, Darlene, Troy and Michael. She was predeceased by her parents, Robert Luke and Merle Luke (Gravelle).

A Celebration of Debbie’s Life will be held at the Royal Alexandra Hall, Canadian Museum of Rail Travel, 57 Van Horne St., Cranbrook on Friday, February 13, 2015 at 11:00 am. Condolences may be left for the family at www.markmemorial.com.

In the Matter of Part 3.1 (Administrative Forfeiture) of the Civil Forfeiture Act [SBC 2005, C. 29] the CFA NOTICE IS HEREBY GIVEN THAT: On January 15, 2015, at the 200 block of Anderson Street, Nelson, B.C., Peace Officer(s) of the Nelson Police Department seized, at the time indicated, the subject property, described as: a 2000 Volkswagen Beetle, BCLP: 125XEE, VIN: 3VWBA21CXYM431994, on or about 19:00 Hours.

The subject property was seized because there was evidence that the subject property had been used in the commission of an offence (or offences) under section 354(1) (Possession of property obtained by crime) of the Criminal Code of Canada and section 334 (Theft under $5000) of the Criminal Code of Canada.

Notice is hereby given that the subject property, CFO file Number: 2015-2642, is subject to forfeiture under Part 3.1 of the CFA and will be forfeited to the Government for

disposal by the Director of Civil Forfeiture unless a notice of dispute is filed with the Director within the time period set out in this notice.
