Criminal well known to police arrested in Red Deer STUART FULLARTON SYLVAN LAKE NEWS

A man with a lengthy criminal history in Red Deer, Sylvan Lake and Innisfail is in custody after a failed attempt to evade arrest last week. Twelve charges were laid against 20-year-old Logan Taylor Marshall following a high-speed pursuit in Red Deer Jan. 22. The 12 new charges are in addition to 20 others previously laid against him.

Marshall was arrested after Red Deer RCMP identified and tracked a stolen truck as it exited the Bower Place Shopping Centre parking lot around 8 p.m. The vehicle was tracked as it made its way onto 32 St., Taylor Dr. and 43 St., while police prepared to intercept it by moving officers ahead of it. The driver ran a red light after emergency lights were activated at 43 St. and 52 Ave., and drove at a high speed into oncoming traffic. Police chose not to pursue it, deeming it too risky in a high-traffic area. They were able to keep tracking it through various reports, however, as it made its way south and onto Hwy 2A. The suspect was located later that evening at a Super 8 Motel by members of the Red Deer RCMP General Investigative Section (GIS) and a recently formed regional Priority Crimes Task Force. Marshall was arrested without incident around 11 p.m. with help from a Calgary Police Service helicopter. And the 10 per cent tax rate applies only to income above that level. In contrast, the poor in other provinces start paying provincial income tax after $7,708 in Prince Edward Island (the tiniest exemption) and after $15,378 in Saskatchewan (the next most generous province after Alberta). Other provinces are sandwiched in between. The $17,787 Alberta exemption also means that critics who claim Alberta’s single tax is not progressive — that everyone, poor or wealthy, all pay the same proportion of their income in provincial income tax – are mistaken. Let’s look at some simplified examples, which do not account for tax credits or deductions, but illustrate the point. Earn $17,787 in Alberta and you’ll pay nothing in provincial income tax. Earn $50,000 and 6.4 per cent of your income is tax ($50,000 minus the $17,787 exemption; the 10 per cent tax is paid on the remaining $32,213). Earn $100,000

basic personal exemption from income tax. Insofar as the argument is about the progressivity of Alberta’s system, the author of this analysis of Alberta’s single-rate system is correct. And where does this laudable analysis come from? The provincial government’s very own Budget 2014. The provincial tax comparisons and discussion of progressivity can be found on page 120, in a section entitled “Alberta’s Progressive Tax System.” Alberta’s Budget 2014 sums up Alberta’s progressive single-rate tax system this way: “When all taxes are considered, Alberta has a very progressive tax system that compares well with other provinces.” Indeed. And Alberta Finance is correct and the Premier is mistaken. Alberta’s single-rate system serves Albertans well — including the very poor. Mark Milke is a Senior Fellow at the Fraser Institute. He was author of a 1998 report to the Alberta Income Tax Review Committee calling for a single income tax rate.

Red Deer County Mayor Jim Wood last week announced his intention to seek the Progressive Conservative nomination for the Innisfail-Sylvan Lake riding. A self-proclaimed lifelong PC supporter, Wood said he’s recently been approached by many people asking him to run. “I believe that I can serve this region in probably a better capacity in Edmonton,” he said. “I feel very comfortable with Premier Prentice — I believe he’s really the kind of person that I feel is a great leader, and I would like to be part of his team.” Wood, 57, was first elected to Red Deer County council in 2004, and is currently in his second term as mayor. He said he feels “very blessed” to live in Central Alberta, and wants to ensure it, along the rest of the province, remains the “best place in the world to live.” “I want to ensure for my grandchildren’s grandchildren that we continue to make sure that Alberta is the best and has an advantage. New agreement ratified for Lodge employees STUART FULLARTON SYLVAN LAKE NEWS

A new one-year collective agreement was voted on by employees of the Sylvan Lake Lodge last week. The contract voted on by the employees — members of the Christian Labour Association of

Canada-affiliated Health Care and Service Employees Union Local 301 — sees a 2.75 per cent wage increase effective January 2015. Also included in the contract are changes to language in scheduling and vacation allotment and an option for long-term employees and soon-to-be retirees to work a four-day work

week while still retaining their status as full-time employees. A subsidized housing facility, the Sylvan Lake Lodge employs about thirty healthcare workers whose tasks include performing dietary and housekeeping duties and laundry services for the Lodge’s senior residents.

Invasive species threat the focus of Calgary summit STUART FULLARTON SYLVAN LAKE NEWS

The inaugural Alberta Aquatic Invasive Species Summit in Calgary earlier this month provided an insight into the seriousness of the invasive species threat to Alberta water bodies. Graeme Strathdee, president of the Sylvan Lake Watershed Stewardship Society, was

one of several Sylvan Lake stakeholders those who travelled to the two-day conference Jan. 14 and 15. It turned out, he said, to be “quite an important event.” “The threat from invasive species is growing, and it’s certainly not under control,” he said. “The key part from an Alberta perspective is that there’s a big effort being mobilized to prevent contamination — especially contaminated boats and power boats —

from being launched in Alberta water bodies.” Boats carrying non-native species such as zebra and quagga mussels are a major threat to Alberta waters. Plants such as Eurasian watermilfoil could also prove harmful if introduced locally. High-risk mussel species haven’t yet been

detected in Alberta’s waters, although two contaminated boats destined for Alberta lakes were intercepted at inspection sites last summer. “We’re just one boat launch away from contaminating the lake,” said Strathdee. “That for Sylvan Lake is a huge problem because of the uncontrolled boat launches — certainly on the grid roads. Until there’s some containment or even quarantining of incoming boats, that threat is always going to be there.” Attendees of the summit in Calgary learned that some beaches in eastern North America have first aid stations set up to treat cuts and other injuries the result of walking along zebra mussel-infested shorelines. And the implications of contamination could stretch much further, according to Strathdee. “Even the real estate industry knows that property values would probably be trimmed by at least 10 per cent if the lake became contaminated by mussels or by plants,” he said. “It’s a big deal. This is not like a minor contamination; it’s super serious.” To mitigate the risk, boaters are reminded of the clean, drain, dry mantra, which encourages a thorough process of ensuring boats remain free of contamination. Highway inspections may also soon become mandatory. Representatives from the Town of Sylvan Lake, the Sylvan Lake Management Committee and the Summer Villages of Sylvan Lake also attended the Calgary summit.

Lions Club seeking volunteers for another successful year STUART FULLARTON SYLVAN LAKE NEWS

Having donated more than $60,000 to charity in 2014, Sylvan Lake Lions have more than good reason to be excited about the start of another new year. The Sylvan Lake and District branch of the international service organization currently has about 35 members, and is seeking more to help with club endeavours throughout the year. Club fundraisers and volunteering activities support groups and organizations in both the community and beyond. Providing help to those in need, President Peter Moir feels, is simply a way of living up to the Lions Club’s “We Serve” mandate.

“(Volunteering) is just an excellent way to give back to the community,” he said. “Locally, we try and raise as much money as we can, and then we give it out to just a whole variety of different local, and even international, groups.” Scouts, Girl Guides, the Food Bank and STARS Air Ambulance are just some of the club’s many donation recipients. The annual Flight Night dinner and dance on March 7 is just one of several club fundraisers that will take place this year. Others include bingo events, a bike sale and a dog walk in support of providing guide dogs to individuals in need. An eye-screening program in elementary schools is part of the club’s dedication to vision health. Casinos every 18 months also provide a

significant source of funding, and can boost the club’s total annual contributions by up to $20,000, Moir said. While 2015 is shaping up to be another successful year for the club, 2016 has the potential to be every bit as big. The Sylvan Lake club was recently selected to host a convention for its entire district, which encompasses Lions Clubs from all around the province. “We should have about 200 people coming into town next year for the convention,” said Moir. The convention will be the first for the club’s new home district, he added. “We used to be in the same district as Montana with the Lions Club, and they’ve separated. The new Alberta district is going

to be a huge district, and Sylvan Lake is going to host its first convention.” Having recently celebrated its 60th anniversary, the Sylvan Lake and District Lions Club is about the same size now as it was formed, said Moir. And further growth is always welcome. “Anybody who can help is appreciated,” he said. Individuals interested in joining are asked to contact Moir at 403-887-4037, or attend one of the club’s meetings, held the first and third Mondays of every month at 5119 50A Ave. in Sylvan Lake. Meetings begin at 6 p.m. and 7:30 p.m., respectively. “We’re also a good place to make friends,” said Moir. “I consider most of the club’s members to be good friends.”

Stolen truck recovered following collision with tree January 17 3:21 a.m. – RCMP conducted a roadside stop on Range Road 11 in Red Deer County. A vehicle was observed being driven erratically. The 18-year-old male driver exhibited signs of impairment and breath samples were taken. The male was subsequently issued a 30 day license suspension and his vehicle was seized for seven days. He also received a fine for transporting liquor in a vehicle within easy reach of the occupant. 10:56 p.m. – A fight outside the Boston Pizza in Sylvan Lake resulted in RCMP attendance. Witnesses reported that a 31-year-old male and a 23-year-old male were involved in a brief physical altercation outside the restaurant. The older male was struck and hit the ground after attempting to hit the younger male. EMS was called and checked the male to ensure no serious injuries were sustained. RCMP determined that both males were involved in a consensual fight with neither wanting charges. Alcohol was a factor in the incident. January 18 12:40 p.m. – RCMP are investigating the theft of a vehicle parked outside a residence on Lodge Place in Sylvan Lake. The registered owner advised that his truck was stolen overnight while parked outside his residence. He told police that an extra set of keys were left inside the vehicle. The vehicle was recovered a short time later. It was involved in a collision with a tree off Memorial Drive. 5:23 p.m. – A 911 call

The upcoming Polar Bear Dip seems like a perfect way to raise money for the proposed splash park for Sylvan Lake, and a few hardy jumpers are doing just that. Splash park fundraising chair Sheryl McDougall said Sylvan Lake councillor Jas Payne, Wendy-Jo Sasosky, Sonya Morrison and Krista Anderson have committed to jumping in the icy waters of Sylvan Lake to raise money for the planned park. The Polar Bear Dip, a popular Sylvan Lake event, is to be held Feb. 14. McDougall said raising dollars for the park is ongoing and all help is appreciated.

A location for the park is yet to be determined, though McDougall said two sites are being looked at. She said the fundraising committee is grateful that Booster Juice has agreed to donate a portion of its Wednesday sales to the park, which will add much needed dollars to those already raised. The park could be built in a couple of years, but progress depends on money raised. “Realistically, it all depends how quickly dollars can be raised,” McDougall said. An outdoor splash park would be a great source of enter-

tainment for families, she added. “It would bring families together and provide fun and entertainment for everyone.” Mayor Sean McIntyre in an online article last fall noted that Red Deer has now developed two spray parks, while smaller centres like Blackfalds and Drumheller have had spray parks for years. He noted Eckville, with a population of 1,125, has also constructed a spray park. Spray parks, he feels, offer a new element of safety with fun in the water. “Especially for parents with more than one child, the safety of a spray park is a huge benefit,” he said. “The unique advantage to this element of safety and fun is watching toddlers enjoy these areas alongside pre-teens and the parents and grandparents minding them; all without the danger or fear of drowning.” In 2011, council turned down a motion to set aside $7,000 for research and planning for a spray park. However, the fundraising committee is continuing its endeavours to bring the project to fruition.

Report presented to council details financial impact of local tourism STUART FULLARTON SYLVAN LAKE NEWS

A 2014 Economic Impact Assessment of Sylvan Lake Tourism report presented to town council on Monday night showed the strong financial impact tourism in Sylvan Lake has on the province. Tracy With, vice president of Banister Research and Consulting, told council Sylvan Lake tourism’s overall provincial impact in 2014 totalled nearly $75 million. A visitor onsite survey conducted last July and August explored the origins of that impact, and saw 766 visitors to town questioned on everything from transportation to accommodation.
