The builders of the Fraser River Middle School will compensate the New Westminster school district for the postponement of its opening by a year.

Superintendent/ CEO John Gaiptman said the compensation will pay for the district having to extend its office lease at Columbia Square by eight months.

The initial plan was for the school, being built on the former site of John Robson elementary, to open September 2015.

But the board of education decided last week to hold off for a year because construction wasn’t proceeding to plan.

The district also determined opening it during the school year was not practical.

The project also includes building a new board office next to the school.

The Columbia Square lease, which costs the district $700,000 a year, was to expire Oct. 31.

The compensation allows that lease to be extended to June 30, said Gaiptman. see YELLOWRIDGE, A3

Wait for Me Daddy inspires musical composition Mario Bartel

Claude Dettloff’s Wait for Me Daddy photograph has inspired a statue, a stamp and a coin.

Now it has its own nine-minute orchestral composition.

New Westminster composer Brian Garbet, who’s currently a composer-in-residence at the University of Calgary where he’s studying for his PhD, will premiere his latest piece, based on the famous Second World War photo of a young boy reaching out to his father as his regiment marches down Eighth Street on their way to board a troop ship on the waterfront.

The composition will be played by the 40-member University of Calgary Wind Ensemble on Thursday at the opening concert of the school’s Forms of Sound Festival.

Garbet, who’s scored music for independent short films and documentaries, said the creation of something with an “extra-musical” narrative is in the spirit of the classical art music tradition.

He’d previously written pieces that pay tribute to fallen political leaders, paintings and current affairs.

There were so many locks on the bridge’s rails, part of the parapet collapsed.

Bridges in Rome, Dublin, Cologne and Florence have also been adorned with love locks, to varying degrees of dismay from local officials.

In 2013 the City of Vancouver removed a number of love locks that had been affixed to fencing on the Burrard Bridge.

Ito said he made overtures to the City of New West to get their blessing but made little headway.

“There’s so much going on between the mother, the boy, and the father in the foreground.

There’s so much depth to this image, it’s almost as if it was composed yet it was a chance moment.”

When Garbet was assigned to the wind ensemble that includes six percussionists instead of a strings section, he knew it was time to realize his inspiration.

“I wanted the drums to represent the soldiers and war,”

said Garbet.

“To deliver what I had envisioned it had to be big and bombastic. Since I had access to six (percussionists) I decided to take full advantage and put them all to good use.”

Garbet said he studied the photo intensely, and researched the background of its circumstance.

For instance, he learned the regiment marched at 120 beats per minute.

“This photograph is so musical on so many levels, if one is open to it,” said Garbet.

The nine-minute composition is comprised of three continuous sections.

The quieter opening is driven by three snare drums in the background that get louder to represent the ranks of soldiers getting closer.

That leads to a dream-like middle section before a full, energetic finale.

Garbet said he got a chance to see the Wait for Me Daddy statue in Hyack Square when he was home at Christmas break.

He said it would be a “fantastic experience” to hear his composition played in the square or across the street at the Anvil Centre.

Yellowridge will likely save money

Some local businesses he approached love the idea, even offered advice to use social media to get the word out.

Ito’s started Twitter, Facebook and Instagram accounts in hopes of sparking others to think about adding their own love locks to the fence this Valentine’s Day. He said he hopes the idea will grow organically, and take on a life of its own.

Before making the postponement official, the district went to Yellowridge Design Build, the project’s contractor, seeking the compensation. Gaiptman said the district didn’t want the delay to add any costs to a district already burdened with repaying an accumulated budget shortfall of nearly $5 million.

“We needed the construction company to understand there was a cost involved in delaying the project,” said Gaiptman.

“We wanted to make sure we were not creating a debt for the school district by continuing the

lease when there would be a cost to the district. That’s why [the postponement] had to be cost neutral.”

Gaiptman said Yellowbridge and its subcontractors will likely save money by not having to pay as much overtime to meet the original tight deadline.

New Westminster’s adult continuing education and alternate programs are also run out of Columbia Square.

Gaiptman said when the district administration moves into its new offices, space for those programs will be found within the district.

“It might be in a building

or portables. There’s lots of discussions happening,” he said.

Fraser River Middle School is meant to house about 500 students from grades 6 to 8. It will relieve over capacity issues at schools on the city’s west side.

But the postponement means Qayqayt, Lord Tweedsmuir, Kelvin and Connaught Heights elementaries will continue to teach Grade 6 and 7 students, with Grade 8s going to New Westminster secondary.

Educate to eradicate

Terrorism is on the minds of many people these days, given recent events in France.

Canada is not immune to the challenges posed by terrorists, with ISIS specifically naming Canada as a target.

The organization, which holds parts of Iraq and Syria and continues to engage in brutal attacks on innocent people, is under attack by Canada and many other allied nations.

Many Canadians felt immune from terrorism until the attacks on Canadian Forces members in Ottawa and Quebec last fall.

While the people involved in both of those cases apparently acted on their own – and at least one was suffering from mental illness – the attacks shook many Canadians.

The federal government is ready and willing to boost surveillance of potential “radicalized” individuals, and its moves in this area will be supported by a large majority of citizens.

Unfortunately, there is no way to guarantee that. The world is a much smaller place, with air travel to almost any place easily available, and social media used extensively to shape and change peoples’ attitudes.

Some people suggest that all terrorists belong to one specific religious group and feel that the root of the problem is that particular religion. This is a very narrow-minded and clearly wrong-headed approach to take.

The fact is that there are people of many different ethnic and religious backgrounds who feel they need to take their grievances and explode them on the world stage. Some are born and raised elsewhere; some are homegrown.

Our leaders have no easy task.

They must determine effective ways to combat terrorist threats, balancing the need to retain public freedoms.

And we members of the public must educate ourselves, so that we do not create the kind of terror we hope to eradicate.

Millions for a cause, or card game In the last couple of days, close to $3 million has been donated to the creators of the Exploding Kittens card game. In the time it took me to write this column, the total increased by about $100,000.

Welcome to the world of crowdfunding, a red-hot online phenomenon that is revolutionizing the way individuals and organizations gain access to “free” money, for anything from a pizza recipe to cancer treatment ... to a deck of bizarre humour playing cards.

For the uninitiated, the concept might seem more than a bit farfetched: Come up with an idea that requires funding. Design a simple campaign explaining what it’s about. Place it on an Internet platform. Wait for the money to roll in.

Pretty off the wall, right?

According to Wikipedia, in 2013, the crowdfunding industry generated more than $5 billion worldwide.

That figure was bound to be far surpassed last year.

There are dozens of crowdfunding providers out there, with some of the largest

FundRazr, based in Vancouver, has helped raise over $52 million from over 45,000 campaigns in 37 different countries around the world.

This week, I had an interesting chat with a communications person working for a major fundraising initiative who, of course, was looking to get media exposure for an iconic fundraiser.

We talked about the countless worthy causes that are out there, and people’s capacity to absorb and respond generously to yet another story of a family in need, or a sick child requiring special medical treatment.

She acknowledged the difficulty of appealing for funding in this intensely crowded

field, especially in the climate of a challenged economy.

Fundraising agencies know full well the key factor of “donor fatigue,” which is when the requests for funding simply overwhelms the pool of contributors.

She observed that organized fundraising is becoming increasingly “fractured,” with the emergence of more and more charitable causes and campaigns, all seeking public attention and support.

And into this heartfelt melee comes the Internet and crowdfunding – representing a light-year leap from local, regional or even global appeals by major agencies such as Red Cross, to any single project or cause that can tap into the worldwide online audience.

There is no question that a tremendous amount of good is being done via online fundraising. Kids are getting medical help. Families are helped through the trauma and loss caused by fires and other catastrophes. Young people get a boost in their post-secondary education endeavours.

Locally, several campaigns are seeing success, including a wildlife rehabilitation centre that has generated thousands to help injured creatures.

The variety of online donating opportunities is utterly vast. And they are all dipping into a pool of available cash – albeit made fantastically larger and more complex by the global digital diaspora.

The crowdfunding phenomenon is heavily fuelled by social media, an environment in which there are few rules, and the ones that do exist can change tomorrow. And in among all those laudable causes and campaigns and appeals for cash are quirky investment projects, such as a card game featuring exploding kittens, that can go viral in hours, generating millions of dollars for a few guys who are probably right now looking at their computer screens, watching something unfold beyond their wildest dreams.

And ours.

Charlie’s Petspa and all the businesses along Carnarvon Street had an issue with parking during the construction of Plaza 88 towers and Shops New West. The bus stop was put right in front of my dog daycare business. This made it very difficult for our customers to drop off and pick up their dogs. It also made it very challenging for dog walkers to get through the crowd of people waiting for the bus.

The Chamber really stepped up to the plate and communicated the issue to City Hall. They played a big role in getting our parking situation fixed on the 800 block of Carnarvon Street.

Even though Matt Seymour flew almost 7,000 kilometres last week he was still flying high as he attended classes at New Westminster secondary Monday.

Seymour jetted off to Athens, Ohio, to visit the campus of the University of Ohio. Before the Hyacks star offensive threat left the American Midwest college town he had been offered, and verbally accepted, a scholarship to play wide receiver for the Bobcats football team.

Skip Kristy Lewis and her Royal City Curling Club team made it to the playoffs at the B.C. women’s championship last week, but their stay there didn’t last long.

Former world champion Kelly Scott of Kelowna disposed of Lewis 9-1 in the quarterfinal game at the Golden Ears Winter Club on Saturday.

Lewis, third Jody Maskiewich, second Barb Zbeetnoff and lead Jenn Howard began the triple knockout preliminary portion of the eight-team event by downing Victoria’s Darlene Sivertson 5-3 Wednesday.

Thursday morning, however, another Victoria squad skipped by Sarah Wark defeated Lewis 7-5 dropping her down to the B event. The RCCC team then beat defending champion Kesa Van Osch of Nanaimo 9-4 before losing 10-9 to Scott.

It was an unusual game in which Scott scored three in the 10th end to win after Lewis had overcome a 6-1 deficit after five ends.

Lewis then secured a C event qualifying playoff spot by downing Vancouver’s Diane Gushulak 8-6 Saturday morning before falling a second time to Scott in the evening.

Prince George’s Patti Knezevic downed Wark 5-3 in the final.

Although many charities have fundraising walks they’re usually shoehorned into spring and early fall dates.

The concept is for the walkers to experience what the homeless do in winter.

“It’s meant to be a family friendly event, but also to learn about feeling uncomfortable out there,” said McKee. Dodd said Canada’s housing first strategy is a wonderful concept for dealing with street homelessness in areas like Vancouver’s Downtown Eastside, but not necessarily for seniors experiencing it for the first time or on the verge of having to deal with it.

Dodd said SSS currently has a caseload of 80 seniors, with 150 looking for assistance finding housing.

But the society doesn’t have the money and staff to help.

“We’re turning

people away, and the last thing we want is to say sorry we can’t help because you haven’t been homeless long enough,” said Dodd.

“In most cases the folks we’re working with are lost.”

He said seniors become homeless or in the danger of becoming homeless because they find themselves in inappropriate situations such as living
