met with concerned members of the public on Saturday at Pilgrim Coffee House in Colwood, to speak with them about the continued implementation of the controversial program on the West Shore.

“Everybody hates this idea,” Garrison said of the program,

which aims to replace home delivery for hundreds of homes with large centralized mailboxes. “I’ve been talking to people about it for a long time; on every doorstep and during every conversation, people tell me they just hate it.”

He cited one particular citizen

who is awaiting hip surgery and has mobility issues, as a resident who will be unable to walk to and from the community box.

Garrison claimed that the woman was told she could apply to remain on home delivery, but was denied.

That, he said, shows the process for implementation is flawed because Canada Post only accepts the feedback “that gives them the answers they want to hear.”

Theatre goers will soon be able to “take a trip around the world without ever leaving home,” according to those involved in Pearson College’s latest production of One World.

The annual theatre performance has been produced for more than 30 years, and this year’s event is expected to live up to that impressive history.

One of 14 United World Colleges around the globe, Pearson College UWC accepts 160 students aged 16 to 19 from over 80 countries, including each province and territory of Canada.

These students live, study and grow together for two years on the Metchosin campus, which opened in 1974.

“One World is about more than the nations these students come from – it’s an example of what the students learn by coming to Pearson College UWC, how they interact, and the transformation they undergo by studying and living together for two years,” says Pearson spokesperson Danielle Pope.

“Our students come from very different worlds,” according to One World production director Libby Mason, who says the performances, which are collaborative creations from the students themselves – right down to the choreography and costuming – highlight these different worlds and how they come together here in Canada.

“The spoken word acts, for example,” says Mason, “offer a small window into some of the extraordinary experiences and transformations the students undergo during their time at Pearson.”

Audiences can look forward to their old favourites – Gumboot, Ukranian dance, and the Pearson College Choir, as well as newly integrated or expanded aspects like the spoken work acts.

“There are pivotal points in the life of a Pearson student,” says Pearson’s Head of College Mark Bannar-Martin. “One World is undeniably one of these. It celebrates our common humanity and, for a moment in time, we become part of something larger than ourselves.”

Tickets for the event, which will have both an afternoon and evening performance on March 7 at the Royal Theatre in Victoria, are $35 for adults, $20 for students and seniors and $15 for children under 12 and are available through the Royal Theatre Box Office online at rmts.bc.ca or by phone at 250-386-6121. mdavies@goldstreamgazette.com

CAR CARE When is comes to seasonal driving on the West Coast of Canada we are fortunate to not fall prey to the typical harsh winter weather.

making weird sounds when you stop or slow down it is most likely time to have your brakes checked.

Allow yourself extra time needed to defog your windows properly and even scrape them should the weather warrant such actions.

make sure that other cars around you can see where you are. Having both hands on the wheel is also very highly recommended as you could potentially spin or hydro plain in this rainy weather.

And as always, both eyes need to be on the road at all times in bad driving conditions even if you feel you are familiar with the route. Texting and driving are especially dangerous at any time of the year when the weather conditions are treacherous then your attention is needed more than ever.

Mailbox plan financial reality Canada Post’s plan to replace home delivery in certain areas with large community mailboxes has been met with much consternation from West Shore residents, especially those with Changing service mobility issues.

Householders in a fact of life for Langford, primarily, Canada Post and Colwood are looking at the most drastic changeover in our area, and they have every right to complain about the switch.

But one thing people tend to forget is Canada Post is a corporation, and like any other private business, they need consistent revenue to remain solvent. The precipitous drop in Canada Post’s income in recent years, prompted by the movement en masse by individuals and businesses to use electronic methods of communicating, has meant it has had to look for other revenue sources.

It has provided customers with a viable option for courier service, but its core business, letter mail, has taken a nosedive.

We’re not surprised that Canada Post has taken the step of batching more work for its employees at street level. They had to do something to stop the bleeding of red ink.

But is it our responsibility to keep paying more and more for the services provided by this 150-year-old entity? We don’t relish paying more than a dollar per stamp for those times when we have to send communications – like Christmas cards – by “snail mail.”

We acknowledge the challenges faced by those who might physically have a more difficult time collecting their mail. But the reality is, more people than ever use electronic means to receive and pay bills and engage in other transactions.

Canada Post’s situation parallels that of B.C. Ferries: charging more for its services has seen less people use those services, which leads to the Catch 22 of having to increase fares more.

The mail corporation has to drastically change the way it operates. For those who hate change, that can only lead to disappointment.

TramTrain systems can be economically viable Re: Rail proponent offers another perspective on E&N (Other Views, Jan. 23) I read with interest your Op/Ed item on TramTrains by Brendan Read.

The group I am associated with, Rail for the Valley, who want to reinstate the Vancouver to Chilliwack interurban service, commissioned a study in 2010 with Leewood Projects of the U.K. to see if the project was viable.

The consultant who penned the study indeed thought reinstating the interurban service using TramTrain was viable.

The study found that a full build, 138-kilometre Vancouver/ Richmond to Rosedale (12 km past Chilliwack) electric TramTrain service, seeing three trains an hour in peak service, could be built for slightly under $1 billion.

In conversation with Leewood Projects, the same service with diesel LRT could be had for $750 million, which amounts to $5.4 million per kilometre to build.

The same cost could be applied using the E&N line.

TramTrain, which is simply a streetcar that can operate on regular railway tracks in mixed traffic, was pioneered in Karlsruhe, Germany in the early 1990’s. The first TramTrain service that was put into operation saw ridership expand 479 per cent, from 533,600 passengers per week to over 2.545 million per week in just six months of operation.

Today there are over 16 such services operating in Europe and North America, with many more in various stages of planning.

TramTrain on the E&N is viable for both the Victoria and Nanaimo regions, where starter systems could be had for as little as $250 million per city and which can grow in ridership.

It is time that B.C.’s transportation planning bureaucracy and politicians leave the 19th century, join the rest of the world in the 21st century and embrace TramTrain and light rail. The future is indeed train friendly.

Government must fund vehicle alternative options Re: Rail proponent offers another perspective on E&N (Other Views, Jan. 23) TramTrains would be able to run on streets and heavy rail. The writer says that to achieve this there would need to be an Islandwide transportation authority with funding.

Is there any provincial transportation planning for the Island beyond trying to rescue the Malahat and cut ferry services?

The future of rail on the Island depends on the government to act to rationalize governance and management of Island transportation and fund alternatives to the automobile.

“And it’s not only the inconvenience of it, but also the safety issues in regards to where they put these boxes, as well as the security of the mail itself.”

He pointed to the theft of two entire community mailboxes in December in Surrey as an example of the lack of security. In that incident, the large side-by-side units were uprooted and hauled away by thieves. It was estimated that mail from 30 homes was stolen along with the boxes that day.

Garrison also disputed Canada Post’s assertion that no positions will be lost in the transition to community boxes.

In a Jan. 14 story, Canada Post spokesperson Anick Losier told the Gazette, “any reduction in the number of positions (will) be done by attrition.”

Garrison said that is profoundly different from, “no positions will be eliminated.”

“Canada Post likes to say they’re not cutting any jobs because of this,” he said, “which may be technically true, but they’re certainly not creating any more when the people there’re going to move around retire. That’s the equivalent of eliminating those good-paying, family-supporting jobs from our community.”

B.C. cultural recognition receives boost Aware of any Chinese heritage sites on West Shore or elsewhere in province?

If you know of any areas on the West Shore that are of historical significance to Chinese heritage, now is your chance to help them get recognized.

The province is calling for nominations to formally recognize more locations that are historically important to B.C.’s Chinese community. Up to 10 of the nominated historic places will be officially recognized by the government and placed on the B.C. Register of Historic Places, as well as the Canadian Register of Historic Places.

The Canadian register currently includes 97 records for historic places in British Columbia with Chinese-Canadian heritage values. The call for nominations “is the first milestone in the Historic Places Project,” Steve Thomson, B.C.’s Minister of Forests, Lands and Natural Resource Operations said in a release. “It marks the beginning of implementation of eight legacy recommendations made in the Chinese Historical Wrongs Consultation Final Report issued in May 2014.

“Recognition of sites that have historical significance to Chinese Canadians will serve as an opportunity to celebrate British Columbia’s diversity, and recognize and acknowledge the contributions Chinese Canadians have made to the province – both past and present,” he stated.

Nominations will be accepted until Feb. 20

by Heritage BC, the not-for-profit contracted to administer the process.

Kathryn Molloy, executive director of Heritage BC, hopes this is the first of many similar initiatives to highlight the diverse cultural history of the province. The organization is especially interested in sites outside the major centres of Vancouver and downtown Victoria.

“We’re really looking to reach out into these (smaller) communities and ask people, ‘What do we value in our cultural history, and how should we best acknowledge it?’” she said. “We’re looking to really expand that recognition.”

One of the ways to do that is to make it easier for the public to engage with the process, Molloy said.

Heritage BC is currently working on a “cultural mapping” project which she hopes will help encourage that engagement, where the public can add sites and stories of historical or cultural heritage themselves, as well.

“It’ll be a Google Maps-type thing, except there will be layers of information and history within it.”

The format will make for an interactive historical and cultural experience, kind of like a Wikipedia for B.C. culture mapping.

Public invited to experience navy HMCS Malahat, Greater Victoria’s naval reserve division, opens its doors to the public on Saturday (Jan. 31). Visitors will have the opportunity to tour onsite training facilities, including its fully equipped galley and boatshed.

Visitors can also tour a 33-metre Orca-class patrol craft training vessel and ride in a sevenmetre rigid hulled inflatable boat used by the Royal Canadian Navy.

HMCS Malahat is located at 20 Huron St. in James Bay. The open house runs from 11 a.m. to 3 p.m.

Metchosin’s Past

Mrs. Alfred (Madge) Watt lived in Metchosin at the Quarantine Station from 1897 to 1913, a mere 16 years.

The local saying is that one must live here 30 years to call themselves a Metchosinite, but she earned the title through her remarkable career and contributions to women, children and country.

In 1909 a Miss Laura Rose, an organizer for

Women’s Institutes, presented a talk on “Bread and Buns” to the Metchosin Farmer’s Institute. So impressed were they with the concept, that after some discussion the Metchosin Women’s Institute was formed as the first such organization in British Columbia.

Margaret Robertson “Madge” Watt was a founding member of

the local Women’s Institute and her name is linked with the advertising and entertainment committee.

She was a very energetic and purposeful woman. Unusual for her time, she held a master’s degree in history and pedagogic from the University of Toronto, wrote for a New York newspaper and sold many stories, articles and poems, as well as writing pamphlets and articles promoting the Institute.

She gave her time and talents to organize many chapters in British Columbia and accomplished all this while being a devoted mother to two sons, and supportive wife to the chief medical officer at the Quarantine Station.

Watt was widowed in 1913 and moved with her sons to Britain, where they finished their education. When war broke out in 1914, she realized that a rural organization like the Women’s Institute would be able to fill the need of increasing food production. One of the many Institutes started was at Sandringham Castle, with Queen Mary as honourary president.

On her return to B.C. after the War, Watt resumed her efforts and attended the founding meeting of the Federated Women’s Institutes in Winnipeg.

She became chairman of the Advisory Board of B.C., served as president of the Vancouver Island Women’s Press Association and was a member of the University of B.C. Senate.

Her vision included an international organization of rural women and in 1933 in Stockholm, the Associated Country Women of the

World was founded.

She became its first president and over the years travelled to many countries to attend meetings and conferences.

Among her many accolades were the Agricultural Order of Merit from both France and Belgium, and the Member of the Order of the British Empire.

The Ontario government declared her birthplace in Collingwood a Historic Site and she was named a Person of National Historic Significance by the Canadian government in 2007.

Several plantings keep Madge’s memory green, including a flowering crabapple tree in Beacon Hill Park, an avenue of lime trees io the grounds of Denman College (the National Federation Of Women’s Institutes’ short-stay residential college), Oxfordshire, and a picnic shelter in the International Peace Gardens near the Canada-U.S. border.

As author Jane Robinson wrote in A Force to be reckoned with - A history of the Women’s Institute, “Madge Watt believed in ‘supportive sisters’ and knew that women could contribute to a better world …

She was a builder who believed in the power of women working together regardless of race, religion or nationality ... She helped many women broaden their horizons without upsetting their family grouping or breaking up relationships.”

A new name, a new logo and a new mascot are coming to Belmont secondary.

Following the 2014-2015 academic year, as the Langford high school moves in to its new facility beside Westhills, its sports teams will be rebranded.

Senior boys basketball coach Kevin Brown said suggestions from the community could help write a new chapter for the school.

“What we have created in the last dozen years in the sports program, and in the community, it’s really important. But (this is an opportunity for) a new look, a new image, a fresh start,” he said.

“I just think it’s a really good way to set it off (with) a bang – a new mascot, a new school; all the kids will be excited, guaranteed.”

The history of Belmont’s sports team’s names have run the gamut from the Wolves for the girls team and Sluggers for the boys in 1947, to the Belmont Braves and Bravettes, the Huskies, Belles, Tomahawks and Butchers in 1956.

An initiative in the spring of 2000 from First Nations students at the school challenged the cultural stereotyping of the Braves and Tomahawks names and precipitated the change to Bulldogs, which still stands today.

“The Bulldogs is a super popular name, it is a super generic name and when we go to tournaments in the States,

there are literally Bulldogs everywhere. We have 5,6,7 (Bulldogs) in B.C. alone. We see it all the time,” Brown said. “Personally, I am excited because I want to find a name that is a little more relevant. It would be nice to have a name connected to us some way, somehow. I’m not a student, but for me, it’s pretty cool to be there when it changes and you start to create (something new) in the history books.”

Even the logos for the various Belmont sports teams are inconsistent, he said, with different logos adorning uniforms for the different sports, and still others on the gymna-

sium wall and floor. The decision was made to amalgamate them all, Brown added, and move away from a name that was a little too overused and may not have been reflective of the students.

Belmont principal Ray Miller said the entire process would be based on input from the community.

“Whenever you do a profound change like the one we are about to embark on, there is nothing that brings together people more than (everyone) pulling together,” he said. “I think it would be a symbolic process for us … We would like to create our own future and this is one way we can put a stamp on the new building.”

Miller and Brown said they’re open to suggestions from students and teachers, past alumni and the community at large. The hope is to have a good idea of what direction the school will go by spring.

“It’s important to respect your history and culture,” Miller said. “At the same time, it’s just as important to have an identity at the school. This (process) is going to galvanize our identity.” alim@goldstreamgazette.com

Eyesight and safe driving

When we drive, we make most of our decisions on the basis of visual cues: the position of other vehicles and pedestrians, traffic lights, signs, hazard warnings etc. Good vision is crucial to safe driving.

This screening is not a substitute for a full eye examination by a Doctor of Optometry who can prescribe corrective lenses or other treatment, if necessary, and evaluate the health of the eyes.

Our eyes change in subtle and gradual ways as we age. We may not realize our vision has gradually deteriorated to a level that does not meet the legal and safe requirements for operating a motor vehicle.

In many cases, the solution may be as simple as, new prescription lenses.

Glare is a common problem to most drivers when the sun is low in the sky ahead and when the road surface is wet and shiny. Sunglasses may help, along with cleaning your windshield. Another cause of glare may be cataracts, which can develop as we age. This cloudiness in the lenses of the eyes can cause an increase in sensitivity to light in the early stages. Your optometrist can advise you about tinted lenses to reduce glare and continue to counsel you as the cataracts develop.

Regular eye examinations determine if your vision is good enough for safe driving. You owe it to yourself and everyone else on the road to make sure that you are seeing well and reacting to situations as quickly as possible.

Lopsided victories over Surrey’s Semiahmoo Totems (74-49) and North Surrey Spartans (6040), and a narrow 49-47 win over local rival Mount Doug gave the Bulldogs the title.

While the most meaningful games of the season are yet to be played, head coach Brad Lidstone is seeing some bright spots in his team’s play.

“Finding roles for everyone and having everyone take on those roles and play them well has made us successful,” he said. “Whether that’s coming off the bench to generate some steals, giving us key rebounds or

Lidstone said that game, and the others, saw the Bulldogs put their size to good use in the paint. “Our post players were tremendous. Jess, Hannah and Savonah (MacLeod-Vesillin) played well inside.”

That win, he added, was a good illustration of the progress the team has made.

“Early on in the season we had some close games that we didn’t win, some three-point losses,” he said. “So at the end of the season, it shows the strides we’ve made as a team.”

The tourney title clinching win saw Swanwick lead the way again with 22 points, with Madison Bullen playing a solid game at both ends of the floor, especially in the rebounding department.

TOWN OF VIEW ROYAL APPOINTMENTS TO VIEW ROYAL BOARD OF VARIANCE The Town of View Royal is now accepting applications from interested residents wishing to serve on the View Royal Board of Variance. The Municipal Council will be appointing three members with three-year terms to begin on March 1, 2015.

The Board of Variance is an autonomous body with the power to vary regulations in situations where compliance with respect to the siting, dimension or size of a building or structure would cause a person undue hardship. The Board of Variance may not vary the density or use of land.

In addition, the Board may grant minor variances, with limitations, to the provisions of the Tree Protection Bylaw and to requirements under Sections 911(5) and 938(1)(c) of the Local Government Act. The three member volunteer Board meets as required (typically monthly).

In addition to this time commitment, members undertake site inspections prior to the meeting. All meetings are open to the public and involve the weighing of information and evidence to determine if variances are to be approved or declined.

Victoria area foursome’s title dreams end with extra-end loss The third time was not the charm for the Sarah Wark rink against Patti Knezevic of Prince George at the Scotties’ B.C. Women’s Curling Championships in Maple Ridge on Sunday.

Wark, whose team plays out of the Juan de Fuca and Victoria clubs, beat former B.C. and Canadian champion Kelly Scott 7-6 in the morning semifinal, tied the championship final 3-3 in the 10th end but gave up two in the extra end, giving Knezevic’s rink the title.

The tight battle saw neither team steal any points and no multiple-point ends before the last one. Wark and company came back to tie the score 1-1 in the third end and 2-2 in the sixth.

Wark, who hails from Duncan and plays with Greater Victoria residents Simone Brosseau at third, Michelle Allen at second and Rachelle Kallechy at lead, qualified for the Page playoff in the number 2 spot, winning the B draw with a 7-4 win over Scott.

Alistair MacGregor has been Nanaimo-Cowichan MP Jean Crowder’s right hand in Duncan for the past eight years.

She has been his boss, his mentor and his inspiration as he took the lead role helping local residents whenever she was serving in Ottawa.

Now he will take her torch.

Crowder’s 35-year-old constituency assistant was selected to be the NDP candidate for the new Cowichan-Malahat-Langford riding Sunday, outlasting five others to claim the role in a vote that occurred simultaneously in Duncan and Langford.

He feels working with Crowder has him wellprepared for the job.

“Her best words of advice were ‘remember who you represent.’ I am taking that to heart,” he said during an interview Monday in Duncan. “I know everything an MP does. I learned from the best.”

Like Crowder, MacGregor was raised an army brat. Like Crowder, he is from Cowichan, calling the Duncan area home for the past 24 years. Like Crowder, he feels it is job one to be there working for every resident of the community.

“There were days I would come out of that (constituency) office absolutely wrecked because the government didn’t seem to care,” he said.

But when she ultimately decided to retire at the end of this term after being elected four times to Parliament Hill, he figured the riding that included his hometown would be the best choice.

While Duncan and south-Nanaimo are thought of as traditional NDP strongholds, Langford has more of a free enterprise identity. According to MacGregor, a breakdown that applied votes cast in the most recent election to the new configuration saw the NDP winning the new riding by just 253 votes.

Confident of his presence in the Duncan area, he realizes he’s got some work to do in the Langford end.

However, Langford is home to lots of young working families. As father to twins and husband to a working mother, he thinks forging a connection to should come naturally.

A national daycare plan is high on his priority list, as is a national housing strategy. He wants to build a plan that can help the country effectively make a slow transition from an oil-based economy.

And he said economic strength and stability is paramount.

He said a lot of younger people share the values of the NDP but are not necessarily active for the party at the ballot box. Part of his mission is making them understand their vote can make a difference.

“I don’t really think the NDP needs to change its values. I want to change the nature of the conversation,” he said. “I want to ask people if they are really happy with itty-bitty tax cuts that really don’t benefit you.”

He credits his selection to 11 months of direct contact with the voters, where he demonstrated his work ethic and his level of care. It’s a philosophy he plans to bring to a wider stage as we approach a federal election scheduled to be held on or before Oct. 19.

“Being elected, you’ve got to earn it,” he said.

“Actions speak louder than words. they always will.”

Camping fees going up in B.C. parks Campers will have to shell out $5 more at Goldstream Tom Fletcher Black Press

Campsite fees are going up between $2 and $5 at provincial parks around B.C. this spring.

After March 15, a night under the stars at Goldstream Provincial Park or Gordon Bay or Golden Ears goes from $30 to $35 per night, while many more remote campsites will see a smaller increase in fees.

Fees at 40 provincial campgrounds in the West Coast, South Coast, Kootenay-Okanagan, and Northern regions are increasing at least $3 a night. One hundred forty-one of B.C.’s 204 provincial campgrounds, including China Beach and Bamberton, will see a $2 increase.

The Ministry of Environment says this is the first provincewide increase in fees since 2010. Rates for backcountry camping and use of sani-stations remain at $5, and fees for mooring buoys, picnic shelters and group camping are unchanged. Parking fees

Overnight front-country camping rates at Goldstream Provincial Park campground are going up $5 per night, to $35 as of March 15. The winter rate remains at $11 per night. for day-use lots, a failed experiment from 10 years ago, are not being reintroduced.

The ministry says the varied rate increases take into account local demand and economic conditions as well as private camping availability. Sought-after locations such as Cultus Lake and Shuswap

The province collected about $17 million from its park and recreation fees last year, while spending $22 million on direct park operating costs.

Langford was the only West Shore municipality to hold a referendum on amalgamation.

Its yes/no question, the most clearly worded on the topic of the eight listed on civic ballots around Greater Victoria, passed by the slimmest of margins, just 13 votes on a total ballot count of 4,451.

At the meeting, expert panelists will give three-minute fact overviews of eight topics, including transportation, emergency services and governance of municipalities.

Those in attendance will then disperse into groups to discuss those topics, ask

more questions and talk about possible solutions.

All questions and ideas from participants and panelists will be recorded and packaged together.

“The goal is to provide effective aggregation of ideas and thoughts and questions, so that it can be provided to (the provincial) government in an appropriate way,” said Phillips.

The amalgamation conversation takes place on Tuesday, Feb. 24 from 5 to 9:30 p.m. at the S.J. Willis Education Centre, 923 Topaz Ave. in Victoria.

Ancient fires hold clues for the future Travis Paterson Black Press

In the wilderness of a remote South Island lake, Kendrick Brown leans over the boat’s edge and drives a hollow tube into the soft lakebed sediment below.

What he pulls out, one metre at a time, is a historical timeline embedded in layers of organic and non-organic matter. It tells him about the past, and helps paint a picture of what’s to come. “They’re nature’s archives: stratigraphic sequences in the mud that read like pages in a book,� says Brown, a research scientist with the Canadian Forest Service. “Basically, the same mud that you sink your toes into during a summer swim is the cover of the book, a recording of history of the region based on the matter that has settled into the lake floor.�

Brown’s project team is based out of the Pacific Forestry Centre in Saanich and includes research technician Nicholas Conder, Nicholas Hebda, and University of Victoria co-op student Kiera Smith. While the focus is on the past, the results can help inform about the future.

The team’s current focus is on sediment cores collected from the Greater Victoria Water Sup-

ply Area, namely from Begbie Lake and the Sooke Lake Reservoir.

Brown is examining records from these lakes because paleoclimate indicators suggest the past time interval known as the early Holocene (11,700-7,000 years ago) was warmer and drier compared to present-day.

Scientists hope the data may serve as a first-order reference to what future conditions may be like if induced by climate change.

There are models suggesting temperatures in southern B.C. may increase 2-3 degrees C by 2100, he said.

Extracting pollen and charcoal fragments from the lake sediment cores allows the team to assess how vegetation and fire disturbance have changed through time in response to “various forcing mechanisms,� Brown said. “We now have a sense of how the fire regime has changed in the Sooke Lake Reservoir catchment throughout the Holocene (period) and will be informing the CRD about the natural variability of fire events within the water supply catchment,� he said. “We’re now working to understand how vegetation in the catchment has changed through time, the signal of which is contained in abundant fossil pollen

grains in the sediment.�

The forestry scientists have teamed up with the CRD because the regional body need to know about fire risk to water supply, Brown said. “We’re using nature’s archives to learn how the land responded to past changes in climate and identifying past periods that might be analogues for the future,� he said.

Are future generations of the South Islanders destined to live in a fire-prone region? Not quite, but fire disturbance may increase in the future. “We need to plan for and protect against this risk. While fire is not a common form of disturbance today, it was more prevalent in the past,� Brown said.

That plan is still a few years off.
