Review of Crown’s actions ordered BY THE CANADIAN PRESS Alberta’s justice minister has ordered a review into how the Crown handled a career criminal who ended up gunning down two Mounties on the weekend. Jonathan Denis RCMP OFFICER MOURNED A2 called for the review as court records showed it was an Edmonton police officer standing in for the Crown who consented to Shawn Rehn’s release at his last bail hearing. RCMP also said Wednesday they will do their own internal review of their interactions with Rehn. The 34-year-old had a lengthy criminal history, had skipped bail and was wanted on warrants when he shot two officers at a casino in St. Albert, just north of Edmonton, on Saturday. He was found dead later that day of an apparent suicide in a rural home not far from the casino. Const. David Wynn, 42, never regained consciousness after he was shot in the head and died in hospital Wednesday. Auxiliary Const. Derek Bond, 49, faces a long recovery at home after he was shot in the arm and torso. Denis called the shooting “tragic, unfortunate and needless.” “The pain caused by this tragedy to the officers, their families and colleagues and the community as a whole is nothing short of profound,” he said. “The multiple agencies that are involved are asking a question: Could this incident have been prevented? That’s a question that I ask as well.”

Crime reduction strategy working downtown: Tod BY MARY-ANN BARR ADVOCATE STAFF Red Deer’s chief of police is confident that new strategies to combat problems related to crime in downtown Red Deer are making a difference. RCMP Supt. Scott Tod said on Wednesday that he measures that belief on two things: complaints from the public and businesses are decreasing, and marginalized citizens are telling officers that things are better. One of the first things he was made aware of when he arrived in Red Deer nine months ago was concern about downtown Red Deer. “There was some lead-up time for myself being new here to not just listen to those complaints but to find out what had we done in the past and make sure that our resourcing and our own internal structure was aligned to start addressing that. “I made some changes and restructured a few units and gave them a different mandate. That takes some time but I think the community response team, with the support of the uniformed members, and ALERT, and my plainclothes members, collectively have had a positive impact downtown.”

Moments before a wheelchair-bound Innisfail mother was killed in an explosion, her caregiver warned her to not open the Christmas present disguising the bomb. Marlene Punongbayan, a trained physiotherapist and careigver for Victoria Shachtay, testified Wednesday in Red Deer Court of Queen’s Bench. She warned Shachtay, 23 at the time of her death, not to open a gift bag left on the door step of their Innisfail apartment on the morning of Nov. 25, 2011. “Don’t open the gift, we don’t know where it came from,” Punongbayan said. “Vicky said ‘no it’s fine.’” That’s when Shachtay opened the bag and the bomb went off. She died instantly. Punongbayan was cleaning the kitchen sink adjacent to the dining room table where Shachtay opened the present. She was facing the sink when she heard the explosion. She turned around and saw Shachtay bleeding. She grabbed her cell phone and ran outside, screaming for help. Just a day earlier the two celebrated as Punongbayan became a permanent resident. Shachtay was killed in an explosion. Brian Malley, 57, of Innisfail is on trial in Red Deer Court of Queen’s Bench facing a first degree murder charge. Malley was Shachtay’s financial advisor. As a result of the crash that confined Shachtay to a wheelchair, she received a settlement in 2007. The Crown said she invested $575,000 from the settlement and a $200,000 loan with Malley. By 2011, that money had dried up. Prosecutor Anders Quist said Malley was paying Shachtay out of his own pocket, totalling $44,000 before she was killed. Punongbayan came to Canada in 2007 and was
