The company says it will close all 133 Canadian stores, including 19 in B.C.. It employs 17,600 people in Canada and the closures could throw thousands out of work in this province.

Target chairman CEO Brian Cornell said there was no realistic scenario for the money-losing Canadian arm to reach profitability until at least 2021.

It was granted protection from its creditors in Ontario Supreme Court Thursday.

“We had great expectations for Canada but our early missteps proved too difficult to overcome,” Cornell said. “Personally, this was a very difficult decision, but it was the right decision for our company.”

The Minneapolisbased retailer has B.C. locations in Campbell River, Courtenay, Nanaimo, Victoria, Saanich, Burnaby, Rich-

mond, Coquitlam, Delta, Surrey, Langley, Maple Ridge, Abbotsford, Chilliwack, Kamloops, Kelowna, Vernon, Cranbrook and Prince George.

Target stores will remain open during a court-supervised liquidation.

Target is placing $70 million in an employee trust to ensure a minimum 16 weeks compensation, including wage and benefit coverage for workers not needed for the full wind-down period.

The decision came after an unsuccessful holiday season, Cornell said, despite best efforts

by Target Canada to win over shoppers.

“There is no doubt that the next several weeks will be difficult, but we will make every effort to handle our exit in an appropriate and orderly way.”

The American retail giant launched its Canadian expansion in 2013, buying up former Zellers locations and arranging grocery stock through Sobey’s.

It launched with too many stores at once, he said, and it immediately turned off Canadians savvy to lower U.S. pricing when it instead charged prices in line with Canadian retailers.

“That was exactly what Canadians did not want to hear,” Meredith said.

When stores opened they were missing some of the U.S. brands in home decor and fashion shoppers wanted, he added.

Further blows that entrenched the retailer as a “screw-up” in Canadian minds included a massive data breach at the U.S. parent and recurring problems with empty store shelves.

“Empty shelves is a retailer’s kiss of death,” he said.

The latest challenge for Target has been the dive in the loonie to 84 cents U.S., which has left the company bridging a growing gap between what it pays for stock in the U.S. and what it sells it for in Canada.

But Meredith said he was surprised Target opted for a complete Canadian pull-out, coupled with creditor pro-

tection, rather than what he calls a “hedge hog defence” of retrenching to a small number of more profitable stores in key markets.

Big winners from Target’s demise will be established retail and grocery chains like Wal-Mart, Loblaws, Canadian Tire and even Sport Chek, Meredith predicted.

“All these guys will be happy – they just got rid of a major competitor that could have hurt them.”

He expects the stores will be sold piecemeal to multiple buyers “who will bite off a piece of the whale carcass” rather than to one replacement chain.

Other retailers have also struggled lately, including Sears, and fashion outlets including Mexx, Jacob and Smart Set also intend to close.

But Meredith said Target’s withdrawal will send a particularly strong warning to other U.S. retailers considering Canadian expansion, such as Nordstrom’s.

Areas that require improvement: • Only 15 per cent of respondents agreed there are sufficient job opportunities in their community.

• Median hourly wages fell by 11 per cent in the Kootenay Development Region, where wages increased in the Thompson-Okanagan and in the Cariboo DR. • 44 per cent of businesses reported difficulties recruiting for positions.

• Student enrolment has declined in the district.

• Nearly 25 per cent of respondents said that local education does not meet their needs.

• Most of the monitored streams show a negative stream flow volume during peak flows.

• Only 1.2 per cent of the most threatened low elevation zones are protected by provincial and national parks, with private conservation organizations only protecting about twice that amount.

There is also an area

identified in the report that has both good and bad connotations. The length of our growing season is increasing,

with stations showing rates of change of between 8 and 25 days per century. While this is a benefit in the amount of

food that can be grown, it is also an indicator of climate change.

Opinion: No silver lining in Target closure

by Brian Coombs It was just over a yearand-a-half ago that the city was filled with excitement at the opening of the Cranbrook Target store. This past week the city is filled with disappointment at the upcoming closure of that very same big box store.

Now Target has had its share of difficulties since its foray into Canada. Customers were expecting prices that could compete with Walmart—that didn’t happen.

Customers expected a huge range of items they couldn’t get before—that didn’t happen. Customers expected, at least, fully stocked shelves—that didn’t happen either.

It’s understandable that Target wanted to test the waters in Canada. After all, Canadians, including local East Kootenay residents, filled their U.S. stores.

But Target didn’t test the waters; it jumped in with both feet first and either by naivety or hubris, felt it could dominate the market immediately by opening up 133 locations.

What it didn’t account for, at least locally, was the market.

There are chain outlets out there that cater to the wealthy, or at least people willing to go into vast amounts of debt to appear wealthy.

These stores tend to do well and maintain a small, but consistent presence in Canada.

Then there are the chain stores that cater to people on a budget.

There are more and more of these across the country and business seems to be good for them.

The chain stores that cater to a true middle class however, are dwindling—much like the class it aspires to sell to. Zellers, the store that Target replaced, was a store that sought the budget-minded middle class. Sears is currently undergoing troubles of its own.

The hard truth is that while Target in the U.S. is a very budget-friendly operation, the higher cost of the goods it sold here in Canada require an adequately paid, comfortable populace to make a go of their stores. Another hard truth is that Target never really appeared to have any of its retail ducks in a row in its Canadian foray.

According to a Target representative, while

he didn’t know the exact number of local employees, on average the chain hired between 100 and 150 people for our store.

Regardless of the reasons for the chain’s Canadian demise, in a city the size of Cranbrook, this many jobs gone is a tragedy.

Those people will now be out of work.

Their paychecks will be missed by local merchants, and a good portion of those businesses are getting by on very slim margins in the first place.

As for the owners of the Tamarack Centre, we can only hope that some big retailer will step up and find it financially beneficial to open up an outlet.

Cranbrook’s Mayor, Lee Pratt, said that the city is always looking for new business to set up here, but admitted that this particular blow to the city’s economy will be tough to come back from.

There is no silver lining in this upcoming closure. Local employers should know, however, that every Cranbrook Target employee was courteous, helpful, knowledgeable and a benefit to their organization. Keep that in mind as many of them will be knocking on your door in the near future.

Letter: Let’s get our Canada back Do you remember when people from many countries put Canadian flags on their backpacks when traveling? Everyone wanted to be seen as Canadian because being Canadian allowed safe travel all over the world.

Things have changed.

Now not even Canadians are necessarily willing to plaster their luggage with the flag like we once did.

Canada’s reputation on the world stage has changed significantly and we have Stephen Harper and the Conservative government to thank for that.

Do you know what thought keeps coming to mind these days when I think about this country? I want our Canada back!

Canada used to be recognized for helping to keep the peace.

Canadian troops were very good at it, and we were respected around the world for our leadership in bringing people together. Now it seems like we go to war whenever certain nations ask us to.

Not only are we putting our sons and daughters in harms way, we are compounding the problem by treating our returning soldiers very poorly. It is heartbreaking to see how the Conservative government treats our veterans.

Years ago I made

the commitment that I would not complain about an issue unless I was willing to do something about it. I miss the Canada that I love and cherish, and I am concerned for its future. I know many of you feel the same way, and with the upcoming Federal election, we are going to get the chance to do something about it.

Supreme Court.

According to an Associated Press report, the group run by Winston Blackmore is prohibited from using those, “any other name that creates confusion” or the “Church of Je-

sus Christ of Latterday Saints”, the official name of the Utah-based church.

Bountiful is located south of Creston, just north of the Idaho border, and it’s members follow a fundamentalist form of Mormonism that allows polygamy, which the mainstream church banned in 1890.

Blackmore was charged in August with practicing polygamy — the indictment alleges he has 24 wives — and is scheduled to appear on Jan. 29 in Creston Law Courts,

recalled their 2014 accomplishments, which included the Shave & Shove fundraiser for local charity Friends for Friends and the Snowflake Tree Fundraiser for the Fernie Women’s

Resource Centre.

Behind those accomplishments was branch manager Shannon Willford.

In December, Western Financial released a profile on Willford, highlighting her accomplishments since moving to Fernie at the end of April.

During the Shave & Shove fundraiser, the Fernie Western Financial branch was able to raise $5,000 by eating pie and shaving heads for individuals battling cancer in the community. More recently, Willford and the Fernie branch put together a snowflake fundraiser, where locals made donations to those in need. Fernie’s Western Financial Group was able to raise $1,500 for the Women’s Resource Centre this past holiday season through the snowflake fundraiser.

“We wanted to help families in need, so we went to the Fernie Women’s Resource Centre and they’ve been able to help us,” Willford noted.

But the branch man-

ager, who has been in the insurance industry for 22 years, has had her share of struggles.

The avid ultra-trail running athlete was hospitalized in 2009 with a bilateral pulmonary embolism — blood clots in her lungs.

“I had no idea what had occurred and I had actually still been training with this clot,” said Willford, who has competed in half ironman races, mountain bike endurance races, martial arts competitions, amateur boxing competitions and body building competitions.

Willford, however, didn’t let her diagnosis hold her back.

“For me, I have never looked at things as a negative,” she noted.

“There’s always a way to move forward and that’s always been my motto.”

Willford went on to say, “I’m back where I was and even stronger now.”

Attention: vegetation management The purpose of the proposed Pest Management Plan (PMP) is to manage vegetation, including noxious weeds and invasive plants, within facilities, which include gate, district, compressor, valve, meter, odorant and propane stations within the FortisBC service area. The FortisBC service area is located in proximity to the communities of Cranbrook, Sparwood, Fernie, Kimberley, Vernon, Salmon Arm, Revelstoke, Kamloops, Merritt, Cache Cr, Clinton, 100 Mile House, Williams Lk, Quesnel, Prince George, Mackenzie, Chetwynd, all of the Fraser Valley and Lower Mainland as well as Victoria, Nanaimo and Campbell River on Vancouver Island.

The pest management methods proposed for use include physical (non-chemical) treatment methods (selective slashing, girdling, hand pulling, weed trimming, mowing, pruning, geotextiles and stump removal), the release of biological control agents (insects), cultural control methods (grass seeding), and the use of pesticides (herbicides). The common name (and examples of trade names) of the pesticides proposed for use under this plan include: aminopyralid, aminocyclopyrachlor, chlorsulfuron (Telar), clopyralid (Transline), 2-4 Dichlorophenoxyacetic acid, dicamba (Vanquish), diuron (Karmex), flumioxazin, fluroxpyr, glyphosate (Roundup, Roundup Weathermax, Glyphos, Vantage, Vantage Plus), hexazinone (Velpar),indaziflam, imazapyr (Arsenal), metsulfuronmethyl, picloram (Tordon 22K), simazine (Simadex, Princep) and triclopyr (Garlon 4 or Garlon Ultra). Application methods include: foliar, soil, wick/wipe-on and cut surface, using backpack, wick/wipe-on applicator, squirt bottle, injection tools and handgun (power hose and nozzle).

The proposed duration of the PMP is from May 1, 2015 to April 30, 2020.

A draft copy of the proposed PMP and maps of the proposed treatment areas may be examined online at fortisbc.com or by contacting the Applicant listed above.

A person wishing to contribute information about a proposed treatment site, relevant to the development of the pest management plan, may send copies of the information to the applicant within 30 days of the publication of this notice and before February 13, 2015.
