The list of housekeeping duties got a little dirty at Trail council Wednesday night. While the annual garbage, sewer and water bylaws were adopted without waves, the third item on the table certainly didn't go off without a hitch. Trail Mayor Mike Martin proposed a change to the council procedure bylaw last month when he created the deputy mayor position – a seat that Coun. Kevin Jolly was appointed to for one year. Traditionally, Trail councillors serve as acting mayor on a rotating basis when the mayor is absent, so the bylaw amendment was up for at the award winning adoption following three readings made during Columbia River Hotel Dec. 15 council. Trail Coun. Robert Cacchioni, who wasn't present at last month's meeting, hotly contested the deputy mayor position and motioned for the change to be tabled pending further discussion at council's upcoming strategic planning session. cell 250.368.1960 “I think it needs a little more discussion on bus 250.368.5000 ex.29 what is the reasoning behind the deputy mayor TF 1.877.368.5003 position and why we have this division in counjedemelo@telus.net cil,” said Cacchioni. He likened the change to George Orwell's novel, “Animal Farm,” saying “all animals are equal but the story ends up being that some animals are more equal than others.” All Pro Realty Ltd. “It's a very simple bylaw but it doesn't pro1148 Bay Ave, Trail BC vide for turnover or provide for new people to be there” he said. “All it says is by annual appointment. In my opinion, as mayor-elect, Mike did this arbitrarily and he could choose the same person year after year. Or maybe switch Kevin and Sandy (Coun. Santori) back and forth, we have no control over that.” Council chambers remained quiet while Cacchioni's motion was defeated and the bylaw subsequently passed – but first, feathers were ruffled and colourful discussion ensued. Contact our Coun. Santori said he didn't agree that sales department appointing a deputy mayor equalled total dictaInglehart torship because council had the opportunity to vote down the mayor. Council addresses social media policy BY SHERI REGNIER Times Staff

Trail council can talk turkey all they want on their personal Facebook pages – as long as there's an “in my opinion” attached. Following considerable back-and-forth at Wednesday's governance meeting, city council agreed unanimously that the disclaimer has to be included

when either posting or re-posting (with commentary) City of Trail-related business on the elected officials' personal social media sites. The guideline follows Trail council's stamp on a social media policy last month that delegates city news postings to Communications Officer Andrea Jolly. However, the recommen-

dation went one step further, citing that social media profiles and websites representing members of council will not act as official information platforms on behalf of the city. City staff asked that council acknowledge that it is not their role to report directly on cityrelated business rather they use their personal sites as a See POLICY, Page 3
