What a beautiful baby!
Community Plan process begins for Toby Benches Submitted Work will soon begin on a new planning process for the Toby Benches area in the Columbia Valley. “The Toby Benches Land Use Strategy is the Regional District of East Kootenay’s oldest land use plan and will be replaced by a new Official Community Plan” explains RDEK Electoral Area G Director Gerry Wilkie. “Land use issues change over time. It’s impor-
tant that the residents of the Toby Benches have a Plan that is based on current information and reflects their vision for the future.” One of the first steps in the OCP process will be encouraging the community to get involved. “The community is a key part of the process. We want the final Plan to reflect the community’s vision, and we need community participation to make sure that happens. I encourage the
residents of the Toby Benches to get involved and be engaged every step of the way,” adds RDEK Electoral Area F Director Wendy Booth. There will be workshops and information meetings, questionnaires and newsletters as part of the planning process, which is expected to take about 13 months to complete. A mailout and introductory meeting will be held this spring. More information about the Toby Benches Official Community Plan process will appear on the RDEK website at www.rdek. bc.ca in the near future.

Provincial prison crowding probed by auditor in recent report
PHOTO KAMLOOPS THIS WEEK
Temporary building in foreground at Kamloops Regional Correctional Centre was put in place to add living space. Two similar structures are in use at Fraser Regional Correctional Centre in Maple Ridge. By Tom Fletcher B.C. provincial prisons remain overcrowded despite a decline in custodial sentences in recent years, and “safety and security incidents” have increased substantially, a report from B.C.’s Auditor General has found. About half of cells designed for one inmate are double-bunked in the B.C. system, and Auditor General Carol Bellringer concludes that is a contributing factor in maintaining safety in B.C.’s nine facilities for adult inmates. Another factor in crowding is that about half of the roughly 2,500
inmates in the B.C. system on an average day are awaiting trial or sentencing. Safety and security incident reports have been on the rise in most facilities in recent years, with the highest rate of nearly 1,200 a year at Fraser Regional Correctional Centre in Maple Ridge. Nanaimo and Prince George both recorded nearly 800 incidents a year by 2012, with lower rates at Vancouver Island, Surrey Pretrial, North Fraser Pretrial and Kamloops. The auditor’s report says one reason for the increase is that incidents are being reported and
tracked on a more systematic basis. Bellringer also notes that there isn’t a clear definition of what constitutes a safety and security incident, and B.C. Corrections doesn’t have a target of what constitutes an acceptable level. Justice Minister Suzanne Anton said conditions in B.C. prisons are improving thanks to a $185 million construction program, including an addition to Surrey Pretrial, a new women’s wing at Prince George and expansion of Alouette Correctional Centre for Women. A new 300-cell Okanagan adult custody facility at Oliver
is under construction, and expected to open in 2016. Anton said that extra space will alleviate the space shortage at other facilities, but it remains to be seen if the new prison will allow the removal of tentlike temporary structures that have housed low-risk inmates at Kamloops and Fraser in recent years. The audit also questioned the availability and effectiveness of rehabilitation programs offered in B.C. prisons. The audit found that only one program, violence prevention, was evaluated and shown to reduce the likelihood of reoffending. The five core programs operated in B.C. provincial prisons are: • Respectful relationships, to help inmates understand and eliminate abusive behaviours • Substance abuse management, to reduce relapse and develop healthier lifestyles • Violence prevention, designed to reduce aggressive behaviour • Emotional management for women • Relationship skills for women

Correctional centres also offer life skills, vocational, literacy and school extension pro-
grams. All programs are voluntary, and with an average sentenced stay of 71 days, some
inmates aren’t in custody long enough to complete studies even if they want to.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced. “The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small. I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.” Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.
“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.” Walter and Lorie hope to spend the rest of their lives in their home. The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

The Weekend View
Opinion: The battle for Kennewick Man
B.C. Views by Tom Fletcher My Christmas reading included a fascinating new book called ‘Kennewick Man’, a study of skeletal remains discovered in 1996 on the bank of the Columbia River in eastern Washington. He was an ancient hunter buried just south of B.C. almost 9,000 years ago, in the Early Holocene period following the last Ice Age. Among the oldest humans found along the West Coast of North America, he sparked an unprecedented battle by the Smithsonian Institution to examine the skeleton and publish the book late last year. The most controversial evidence came from the skull. It doesn’t match the classic Mongoloid profile of modern aboriginal people, key to the theory that the earliest humans reached North America by land bridge from Siberia to Alaska as glaciers receded. Smithsonian scientists confirmed initial reports that Kennewick Man is a closer match with early Polynesians, and the Ainu people who remain in Japan today. He lived until about age 40, surviving for years with a stone spear point stuck in his hip. The authors conclude from chemical analysis

that “Kennewick Man could not have been a long-time resident of the area where he was found, but instead lived most of his adult life somewhere along the Northwest and North Pacific coast where marine mammals were readily available.” This suggests migration by sea, perhaps from a great distance. The U.S. Army seized the skeleton. The scientists sued and eventually won the right to a brief examination. The court case exposed brutal and illegal actions of the U.S. Army Corps of Engineers and federal departments to destroy the site and intimidate the scientists. U.S. law demanded all remains from before European settlement be repatriated for burial by local tribes, without examination. Umatilla tribe spokesman Armand Minthorn wrote in 1996: “We view this practice as desecration of the body and a violation of our most deeply-held religious beliefs. “From our oral histories, we know that our people have been part of this land since the beginning of time. We do not believe that our people migrated here from another continent, as the scientists do.” The head of the Society for American Archaeology tried to get the researchers to drop their lawsuit, fearing it would interfere with fragile relationships with area tribes. The U.S. Justice Department warned the Smithsonian that lead scientist Douglas

Owsley and others might be in criminal conflict of interest as federal employees suing the government. Even the White House weighed in against them. Meanwhile the skeleton was mishandled and later stored in substandard conditions at a Seattle museum, where it remains today. Parts of both femurs were lost, and scientists were falsely accused of taking them. They had been removed by tribal representatives and secretly buried. Kennewick Man was found as the army was in tense negotiations with tribes on salmon fishing rights on the Columbia, their demand for removal of dams, and the $100 billion cleanup of the Hanford nuclear site. The scientists finally won their case in 2004, with a ruling that the skeleton is so old there isn’t enough evidence to show it is related to the current tribes. The judge found the army repeatedly misled the court, and assessed the government $2.4 million in costs. The U.S. Army still controls the skeleton and denies requests for further study. The spear point, for example, could show the location where he was injured. One final irony. Analysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE. These are the salmon runs wiped out by dams built by U.S. Army engineers before the signing of the Columbia River Treaty with B.C.

British Columbia Teachers’ Federation | 100–550 West 6th Avenue, Vancouver, BC V5Z 4P2
Dear Parents, It’s that time of year again when the government-mandated Foundation Skills Assessment (FSA) tests are given to Grade 4 and 7 students across BC. This year, as we have for the past several years, teachers are asking you to request that your children be excused from these tests. The FSA tests do not count toward your children’s marks and they do not help students learn or teachers teach. In some cases, they cause unnecessary stress for no real gain. Teachers have long been concerned about these tests and the misuse of the data by an ideological “think tank” called the Fraser Institute to unfairly and inappropriately rank schools. A single test should never be used to pit school communities against each other. But that is exactly what happens every year and it’s time we worked together to end the misleading practice.
Please take the opportunity to reach out any time with your concerns. Your children’s teachers will be happy to help. BC teachers are actively working with the BC government and other education stakeholders on new ways to assess our public education system. We are part of BC’s Advisory Group on Provincial Assessment, the graduation SerrNovik/iStock/Thinkstock requirements review, and the ongoing curriculum redesign teams. Teachers believe that the FSA is not the right tool for BC schools and students. It’s time we all moved on. Let’s make 2015 the last year we see the Fraser Institute’s harmful rankings.
The best source of information about your children’s progress is their classroom teacher.
Jim Iker, President
Please detach and use the letter to request that your Grade 4 or 7 child be withdrawn from the January and February 2015 FSA testing.
Dear Principal, I understand that parents may request, in accordance with the ministry guidelines concerning exemptions, the principal to excuse a student in the event of a family emergency, lengthy illness, or other extenuating circumstances. Please excuse my child,___________________________________________, from all three Foundation Skills Assessment (FSA) tests. Thank you for your co-operation and for respecting my request. Sincerely,

Recent audit shows heli-ski rules working Submitted A Forest Practices Board report released today confirms that the Province’s memorandum of understanding with heli-ski and cat-ski operators is helping protect endangered mountain caribou. In April 2014, the Province commissioned the Forest Practices Board to audit the ministry’s agreement with all 12 heli-ski and catski operators that work in and around mountain caribou habitat. The memorandum of understanding has been in place since 2011 and is designed to minimize impacts on mountain caribou by the heli-ski industry. The memorandum establishes best practices for avoiding mountain caribou, as well as documenting encounters when they do occur.
The audit indicates that overall heli-ski and cat-ski operators have demonstrated a high degree of diligence in adhering to the conditions of the memorandum of understanding. It also provides valuable advice on how operators can improve their reporting protocols, and these findings will help inform future efforts to sustain mountain caribou populations. The memorandum of understanding has been renewed until 2017, and is one of a number of actions supporting the recovery of mountain caribou populations. Since 2007, the Province has prohibited industrial road building and logging, recreational snowmobiling and the sale of commercial recreation tenures on millions of hectares to protect and preserve caribou habitat.

Gregarious Gardener
10 Neat Things by Top Crop Garden, Farm & Pet
Wheatgrass
1. Eat Your Greens. If your New Year’s resolution was to eat more greens, what comes to mind at first is likely kale, spinach, Swiss chard and similar vegetables. However, the best source for a boost of highly concentrated vitamins, minerals, chlorophyll and enzymes is actually the grass of young wheat plants. Pound for pound, wheatgrass is more than twenty times denser in nutrients than other choice vegetables. 2. Drink Your Greens? Juicing unlocks most nutrients from wheatgrass, making them more concentrated and usable to the cells of the body. You can drink it on its own or tone down the intense flavour by adding other fruit or vegetable juices. Wheatgrass juice can be used externally as well, for instance as a skin cleanser, gargling liquid or a supplement to your bath water to stimulate circulation. 3. Grass is Greener. The green colour in wheatgrass indicates a high level of chlorophyll, which has the ability to draw toxins from the body, can soothe and heal tissues internally and even has some antibacterial properties. Wheatgrass is also very high in vitamins A, B-Complex, C, E and K. It contains beta-carotene which acts as a scavenger against harmful molecules flowing through your body. 4. Gluten-Free Wheat. Even though the word “wheat” is in its name, wheatgrass is gluten-free. The type of gluten that causes reactions in those with celiac disease or other gluten sensitivities occurs in the grains produced by grass plants such as wheat, barley and rye. 5. Grow Your Own Health Food. If you want to have wheatgrass on hand for smoothies at all times, you don’t have to move next to a health food store. You can easily grow wheatgrass at home. All you need is a sprouting kit or some seed trays, good quality, well-draining soilless starter mix or potting soil and some wheat seeds, sometimes also called wheat berries. 6. Sow Your Seeds. Place some soil or mix into a growing tray and spread it out evenly; then spread a generous layer of wheat seeds evenly over the soil. The seeds can be sprouted in water ahead of seeding for faster germination. Water the seeds thoroughly and cover the growing tray with another growing tray turned upside down. Ensure you water the wheatgrass regularly to keep the soil damp, but do not have the seeds swimming in water. 7. Know When Enough is Enough. When you see green leaves sprouting, uncover the tray. When the leaves are about 7 to 8 inches tall, cut the wheatgrass with a pair of sharp scissors or knife as close to the soil as you can. If you let the wheatgrass grow much longer, it can become tough, bitter and yield less juice. Although the wheatgrass will re-grow, the next batches will contain less nutrients. 8. How to Drink Your Grass. You need a special juicer to extract the liquid from wheatgrass. There are hand-crank or electric juicers available on the market. Some people believe the best time to have wheatgrass juice is on an empty stomach, one hour before eating so all the beneficial nutrients are completely absorbed. Others prefer to blend the liquid with other juices. You can also chew blades of wheatgrass to suck out the juice, but make sure to discard the fibres as they are quite hard to digest. 9. Good Looking, Too! With all the health benefits, you might almost forget about the decorative potential of this plant. Containers with wheatgrass can make simple and inexpensive table settings or decorations that will brighten your house with their cheerful and vibrant green. 10. Let the Whole Family Benefit. Your pets might appreciate the benefits of fresh greens as well. Especially indoor cats will often turn to houseplants to satisfy their craving for fresh vegetation. Fibre from plants can assist in digestion and weight control. ‘Cat grass’ is most often grown from oats. It is a chlorophyll-rich source of fibre that will provide your cat or even small animals with enzymes, anti oxidants, vitamins, minerals and amino acids.

Hugs: Huge hugs to the Family with two young girls that were at Saveon just before Christmas and gave a few people $25 gift certificates for groceries. I had just come from the hospital going through some tests and feeling kind of low, this act of kindness filled my heart. What a wonderful way to show your Daughters the true meaning of Christmas. Thank you and I too will pay it forward. Slugs: To Cranbrook council for the 1hr only with meter parking downtown. How can they expect people to visit the dying downtown for shopping and dining when you are only allowed 1hr parking with no remetering. Sometimes it isn’t convenient to run a full block back to your car, especially when you have a baby and a toddler with you and you are browsing in one of our local stores. Hugs: To the lady who paid our grocery bill Friday, January 9, late evening at Safeway. After much protest she would not take no for an answer. Thank you for your kindness and we bless you! Slugs: Just wondering when our new council, whom run on a platform of economic prowess, will challenge the oil companies as to why the citizens of Cranbrook have to pay an additional penalty of 25 to 30 cents per litre for their gasoline. Hugs: To Shirley Rassi who helped me get in and out of the Kimberley Credit Union. Due to all the snow up to the sidewalk I had a hard time getting out from my car to the bank. Thanks for all your help!

was big enough for a bowl of water. Please note, Mr Chevy. Having the navigation system was great as getting to our destination was a little tricky, and finding our way in the dark could have been a minor trial. Our friendly ‘nav-lady’ delivered us easily. I especially liked getting plenty of warning about upcoming turns. Some navigation systems instruct you to turn at the very last moment, which is not helpful. Often our ‘nav-lady’ gave us two warnings sometimes even three ‘turn left in 250 metres’, ‘turn left in 100 metres’. Believe me it was comforting. All the places we wanted to visit parks, malls, trails and shops were easily found with no hassles. In Tacoma, a third dog joined us for adventures around town – Beau, a large
yellow lab. Everyone knows labs are eternal puppies who enjoy good times no matter where they land. This happy boy landed in the cargo area with the other two and still there was plenty of room for all three dogs with nary a complaint about someone’s paw being on someone’s side. It all made for a fun Christmas celebration with lots of treats, even for my backup navigator Patricia and myself. Safety Tip: Black ice can form unexpectedly on the road in the winter and may not be visible. If you drive over black ice and start to skid, ease off the accelerator – don’t brake – and look and steer smoothly in the direction you want to go. You may need to repeat this maneuver.

There are a few schools of thought when it comes to writing down your to-do lists. One argument says that writing lists causes the brain to get lazy; therefore, it doesn’t retain information as easily because it knows there is a backup somewhere. Another suggests that highly effective people write lists because when they scratch their tasks off, it creates positive reinforcement and motivates individuals to continue to work hard. Call my brain lazy but I love writing lists. It seemed only natural to have

such a list while the Volvo’s performance version of V60 sportwagon was in my garage. The V60 Polestar is evocative, sexy, incredibly agile and designed to satisfy with every ride. Yes, this is a Volvo. Those not familiar with the tuning division of Volvo, their
roots go back to 1996 when they started working with the Swedish brand in regards to motorsports. Since then, they’ve helped develop not only trackworthy competitors, but also street cars. Clad in a Rebel Blue robe, our time together would not be for
eternity, but the memory will recall the experience without need of a list! Here are just a few things that I felt inspired to do with the 345 horsepower V60. 1) Have fun. 2) Find some snow and play in it.
3) Paint my toenails the same colour as its exterior. You know, because it’s what all the cool kids are doing. 4) Impress first-time Volvo passengers with its competency. 5) Make a Polestar joke (or many) and see how many peo-
ple laugh at my sharp wit. 6) Make use of its 692L cargo capacity. 7) Accelerate quickly. Make someone’s day. And the list could go on . . . The Lower Mainland doesn’t see Volvo page B7

Under its hood is a 3.0L, turbocharged T6 engine that produces the aforementioned 345 horsepower and 369 lb-ft of torque. Torque is harnessed as low as 2,800 rpm and then delivered via a 6-speed automatic transmission. Paddle shifters also come as standard equipment. If there were to be more of a kick while accelerating quickly, that would be welcome, but not necessary. Speaking of acceleration, getting up to 100km/h from zero takes a mere 4.9 seconds. Getting you back to zero is made possible by using Polestar’s

Tight turns at low speeds wasn’t ideal, but if you need to a three or four-point turn to get into the mall’s cramped parking stalls, so be it. At the end of our test time together, I’m happy to report that I checked off all the items on the list. If the universe unfolds in my favour, we shall meet again. Trucks with an identity crisis By Larry Pintz
Over the past two decades, America has become a land of truck drivers as SUVs, crossover SUVs, minivans and pickups have grown to account for the majority of light vehicle sales in the United States. In fact, the most popular vehicle in the world for more than three decades has been the Ford F-150, which, according to Morgan Stanley, accounts for 90 percent of Ford Motor Company’s global profits. Given that kind of profit margin, and considering that in a typical year 16 million new vehicles are sold, there’s a huge incentive for auto manufacturers to try to introduce unique trucks in an effort to expand their existing model lines and fatten corporate treasuries.
For the most part, these efforts succeed. Neither a Cadillac Escalade nor a BMW X5 seem as strange as they did a decade ago. But here are other efforts that seemed like a sure bet but somehow missed the mark. 1978 Subaru Brat/2003 Subaru Baja The product plan: Chevy was reaping fat profits with its rearwheel-drive, midsize, car-based El Camino, as was Ford with the Ranchero. Subaru took the plunge with the four-wheeldrive Brat. The carmaker repeated their folly with the 2003 Baja. So what happened? Brat stood for “Bi-drive Recreational All-terrain Transport.” Based on the company’s compact sedan platform, the Brat’s practicality was limited by two rear-facing

seats mounted in the cargo bed, which offered little protection from weather or accidents. The Baja was a similar effort, minus the cargo bed seats. 1982 Dodge Rampage The product plan: Like Subaru, Dodge eyed the fat profits made by Chevy and Ford with their car-based pickup trucks

and designed the Rampage to fill the void. Unlike the Subaru, there were no chairs in the cargo bed. So what happened? In light of the second Mideast oil embargo, Dodge converted their product line to front-wheel drive. So, the Rampage was built on a compact, frontwheel-drive car platform with four-cylinders. However, domestic buyers expected their trucks to have eight cylinders. Result? – This tiny truck’s name was a ruse. 1989 Dodge Dakota Convertible The product plan: Since truck buyers increasingly use their vehicles as lifestyle accessories, why not offer the ultimate fourwheel fashion accessory, a convertible pickup? So what happened? You have to admire then-Chrysler CEO Lee Iacocca and crew for offering something that had never been tried. Nevertheless, whether bought for image or utility, trucks have to look as is they’re ready to work. By contrast, droptops must look seductive. The Dakota offered neither. 2001 Pontiac Aztek The product plan: Design a car-based crossover SUV with Pontiac design cues hung on
keeping insurance simple Authorized ICBC Autoplan agent
Subaru Brat a minivan platform to give the vehicle a sense of excitement while saving development costs. Then, name it after a dead civilization, but misspell the name. So what happened? This is a car that made sense only inside the airless world of GM’s numerous corporate committees. That said, the Aztek has one interesting idea: the center console doubles as a removable cooler. Other ideas, such as the optional tent, were regrettable. And need we mention the styling? 2002 Lincoln Blackwood The product plan: Casting a jealous eye at the success and profitability of the Cadillac
Escalade, in reality little more than a leather-lined Chevrolet Tahoe, Lincoln did the same to its bestselling Ford F-150 pickup. So what happened? At the time, Ford’s CEO, Jacques Nasser, didn’t fully understand the American market, which might explain why the cargo bed was lined with carpet. Even worse, the cargo bed cover was permanently attached; so it was better at hauling polo mallets than cargo pallets. Ford lost millions on this truck. 2004 Chevrolet SSR The product plan: Chevy unleashed this convertible pickup concept truck at the height of Detroit’s obsession with retro
styling. It elicited such a positive reaction at auto shows that Chevy chose to build it. Given Chevy’s lineup at the time, it’s no wonder. So what happened? The old saw about those who do not learn from history being doomed to repeat it applies here. While the SSR looked better than the Dakota convertible, its miniscule 4-foot cargo bed rendered the truck useless. Toss in lots of chassis flex and a lofty $40,000-plus price tag, and its fate was assured. Larry Pintz writes for Hagerty. Learn more at hagerty.ca
