RCMP seeking break and enter suspects

Jan. 8 at approximately 2:00 p.m., Quesnel RCMP received a report of a break and enter that occurred on Lust Road in the Red Bluff area.

RCMP responded and learned that two male suspects had attended the residence. Both were reported to be armed and one had produced a firearm.

Information received indicates that the two males then fled the area in a grey or silver four door Chrysler 200 sedan that may have had one headlight out and yellow tape on the

• The first male suspect is described as; Caucasian male in his mid to late 20’s, thin with blue eyes and dark coloured hair.

• The second male suspect is described as; First Nations male in his mid 20’s.

Investigation suggests that there was also a female associated to the vehicle described as; Caucasian in her late teens or early 20’s

with bright red and purple hair.

Despite initial indications that suggested this was a break and enter/ home invasion, the investigation has determined that there was no force, or threats, used to enter the residence.

It is important to note that this was not a random act and RCMP believe that this incident is drug related.

These suspects are also believed to be related to a theft that occurred at a business on Newman Road in Quesnel at approximately 3:20

p.m. the same day.

These individuals may have access to at least one firearm and should be considered armed and dangerous.

Do not approach them and call 911 immediately if you encounter them.

Quesnel RCMP are requesting that anyone who has any information about this incident or knowledge of the identity and whereabouts of the suspects and suspect vehicle to telephone the Quesnel RCMP at 250-992-9211 or Crimestoppers at 1-800-222-8477 (TIPS).

Innovation Jam 2015, will see six Correlieu Business and Career Preparation students join Junior Achievement of British Columbia (JABC) for the second Annual JABC Innovation Jam in Vancouver Jan. 19. This exciting event attracts nearly 150 of B.C.’s brightest entrepreneurialminded high school students for a day of intensive learning, fun and competition.

Following the annual JA Titan challenge (the pre-JAM challenge), where students competed with various teams from around

the province in a virtual online business simulation, students will be taking their business skills to the next level.

The students will have to use their business skills to be entrepreneurial and innovative. They will have to come up with and promote a new business idea in a matter of hours.

As the business idea or concept will be given at the Jam, pre-marketing and additional business preparation for this event is key. This is also where community connections and support were tapped.

out about one of Quesnel’s local business gems, Community Futures, the students were also given additional training to support their idea generation, marketing and additional business skills.

Many thanks go out Siggi Stolt (business analyst, Community Futures of the North Cariboo), Craig Kitamura (marketing teacher at Correlieu), Martin Runge (business teacher and career preparation coordinator, SD28) and all the staff at JABC and Community Futures for making this all happen.

The 2015 JABC Innovation Jam will challenge students to develop a creative business idea focused on social innovation in about four hours.

As a team-based event, students will practice their collaboration, communication and presentation skills. The action-packed day will see students participate in a university-level, ideageneration session to fuel creative energies and learn more about innovation and entrepreneurship, build a socially innovative business enterprise (over

the course of the day), create a business case presentation and finally, pitch concepts to a panel of judges.

Following the event, all student teams will also participate in a post-event, extended-learning social media challenge. They will be asked to promote their video pitches and campaign for the JABC Innovation Jam People’s Choice Distinction. So don’t forget. Skiers of all ages and abilities flocked to Hallis Lake for a free ski day, Sunday Jan. 11. The Cariboo Ski Touring Club hosted the event which included free lessons, free ski pass, free ski rentals and free ski tours. DEVELOPMENT OF A PEST MANAGEMENT PLAN Reference Number 2015-2020 PMP In accordance with the requirements of the British Columbia Integrated Pest Management Act and its regulation, the Ministry of Forests, Lands, and Natural Resource Operations’ programs Forests for Tomorrow (FFT), Cariboo-Chilcotin District Stewardship and BC Timber Sales (BCTS), is proposing development of a Pest Management Plan (PMP) to spray herbicide within portions of the Quesnel and Cariboo-Chilcotin Forest Districts.

This PMP outlines how FFT, Cariboo-Chilcotin District Stewardship and BCTS will use an integrated approach in controlling competing vegetation that may inhibit plantation establishment and optimal growth and development of crop trees.

The proposed PMP will apply to areas within the Quesnel and Cariboo-Chilcotin Forest Districts—including areas outside the communities of Quesnel, Wells, Williams Lake, Likely, Horsefly, McLeese Lake, Big Lake and 150 Mile House.

The proposed methods for pesticides application will be backpack including foliar, cone spray, broadcast, cut stump and basal bark. The use of pesticide is intended within the area to which the Pest Management Plan applies. The duration of the proposed PMP will be May 1, 2015 to April 30, 2020.

Cindy Lo Yee NG, a graduate of Kersley elementary school and Correlieu senior secondary school, received the Governor General of Canada’s Academic Medal for 2013 – 2014.

These medals have been handed out since 1873 to encourage academic excellence across Canada.

The Governor General’s Academic Medals are awarded at four distinct levels: bronze at the secondary school level; collegiate bronze at the post-secondary, diploma level; silver at the undergraduate level; and gold at the graduate level. Medals are presented on behalf of the Governor General by participating educational institutions, along with personalized certificates signed by the Governor General. More than 3,300 medals are presented annually at established educational institutions. Cindy is also the recipient of the Grade Twelve Scholarship Award for excellence. HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small.

I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

Voices from the frontier – a gift to the future ANNIE GALLANT Observer Reporter

I

f they searched the world over, they couldn’t have found a better historian/audiophile than Robert Lucky Budd to digitize the collection of 998 interviews held by B.C. Archives.

His passion for the past and commitment to preservation for the future has resulted in two books chronicling the lives of some of B.C.’s most colourful pioneers.

The collection began with a CBC journalist Imbert Orchard who traveled the province between 1959 and 1966 with recording engineer Ian Stephen and compiled 2,700 hours of interviews with some of the province’s most remarkable and inspiring pioneers.

When B.C. Archives decided to digitize their audio files, Budd was hired for the task and he said within a week of listening to some of the Orchard interviews, he knew it was an important and significant collection not only to future generations but to people still living in the various

areas.

After listening to every last minute of the 2,700 hours of tape, Budd said he kept finding stories he loved, stories that spoke to him.

“The stories are of amazing people doing amazing things right in our own province and they are as diversified as this province,” he said.

“It took four years to listen, catalogue and digitize the collection. This is more than just a recorded history, this is history remembered by the people who lived it.”

Budd completed his masters thesis on Orchard and the collection and is an authority on both.

About 200 episodes were produced for CBC and Orchard estimated it was about one per cent of his collection of interviews.

“Although only a fraction of the interviews were aired, Orchad knew it would one day be a precious find for someone,” Budd said.

And that lucky individual was Lucky Budd.

“My intent was to expose the public and anyone interested in history to this collection but also to make this resource available to

other researchers and finally to publish selections from the collection in book form for anyone to read,” he said.

Two books have been published Voices of British Columbia and Echoes of British Columbia.

The first book was very well-received, better received than even Budd expected. Now out of print/ stock, it can be accessed at the local library.

The second book has just been released and is available at the local bookstore or again at the library.

Thrill to tales of a rescue by legendary Chief Capoose; of riding and racing horses standing up; of homesteading, birth and murder.

By turns sad, contemplative, insightful and funny, these stories reveal as much about the spirit and resilience of people as they do about the history of the province.

Budd said he’d hoped their would be a second book and is thrilled with Echoes of British Columbia and with 2,700 hours of recorded interviews there’s plenty of material for many more books, possibly area specific or gender specific subject matter.

He feels every story is worthy of print.

In addition to the two books Budd has produced (he never claims to be the author as that is reserved for the pioneers themselves who told their stories to Orchard), he has also been featured on CBC’s North By Northwest program where the audience is introduced to pioneers through their own words and voice from the Orchard collection.

“Every single time I air an interview, people call me and talk about how

they love hearing, in the pioneer’s voice, the stories,” he said.

Budd had a personal experience where a friend of his who lives in the Horsely/ Likely area, who heard, from the collection, her grandfather’s voice for the first time in many years was brought to tears.

Because the books are so much about the personality of the pioneers, Budd has included three CDs with every book so the reader can hear the stories from the very voice which spoke to Orchard.

“The voices really convey the personality and nuances of the storyteller,” he said.

However, the Orchard collection wasn’t the only amazing discovery in the B.C. Archives.

He recollected when he was digitizing a 1947 recording of Louise Armstrong in Vancouver and that’s just one such treasured find.

“I’m the luckiest person on earth,” he claimed, adding his brother nicknamed him Lucky when he was just two days old.

“Its a humbling experience to be honoured and entrusted with the handling of this material.”

Just when you thought this work was consuming all of Budd’s time, he adds he has his own business Memories to Memoirs, turning personal histories into audio-visual and written memoirs for future generations to enjoy, is a full-time stay-at-home dad of two small children and has co-authored art books with Roy Henry Vickers in the retelling of Northwest First Nations legends, of which the first two have been best sellers.

Communication with a 4-H helping hand After a motor vehicle incident in the fall, Kim McIvor has been recuperating at Vancouver General Hospital in the spinal chord unit unable to communicate with her partner Pete Thueman. However, thanks to the efforts of the Quesnel and District 4-H community, funds raised ($642) at their annual hot dog sale at the North Cariboo Co-op (where Kim is a director) purchased matching iPads to facilitate connection and communication between Pete and Kim (who has difficulty speaking). Increases for the greater good

he recent changes to MSP premiums is drawing negative attention, especially from those hardest hit – lower income families.

Effective Jan. 1 current monthly premiums increased from $69.25 for a single person to $72, an increase of 3.97 per cent.

For a two-person family the monthly premium rate went from $125.50 to $130.50, an increase of 3.98 per cent.

Families of three of more persons went from $138.50 to $144, an increase of 3.97 per cent.

The decision to increase was made in February of 2014 when Finance Minister Michael de Jong delivered the 2014 provincial budget.

Healthcare accounted for $19.6 billion. de Jong advised the Health Ministry that healthcare spending will account for approximately 42 per cent of the provincial budget by 2016-17.

Yes, those landing in the $31,000 annual income bracket seem to be hardest hit, an unfortunate and sadly common occurrence. But we all need to realize that our provincial and municipal services need proper funding and this includes tax increases.

Municipally we are facing an annual infrastructure deficit of $2 – 2.5 million and without an increase to taxes we will continue to face those challenges. One cannot expect excellent road maintenance (think snow removal, potholes etc), carefully maintained paths, sidewalks, buildings if one isn’t willing to fund such projects.

No one wants to see their taxes increase, be it provincially for healthcare cost or municipally, but we cannot continue to ignore annual deficits, if not for ourselves then for future generations of taxpayers.

The battle for Kennewick Man M

y Christmas reading included a fascinating new book called Kennewick Man, a study of skeletal remains discovered in 1996 on the bank of the Columbia River in eastern Washington.

He was an ancient hunter buried just south of B.C. almost 9,000 years ago, in the Early Holocene period following the last Ice Age. Among the oldest humans found along the West Coast of North America, he sparked an unprecedented battle by the Smithsonian Institution to examine the skeleton and publish the book late last year.

The most controversial evidence came from the skull. It doesn’t match the classic Mongoloid profile of modern aboriginal people, key to the theory that the earliest humans reached North America by land bridge from Siberia to Alaska as glaciers receded.

Smithsonian scientists confirmed initial reports that Kennewick Man is a closer match with early Polynesians, and the Ainu people who remain in Japan today.

The authors conclude from chemical analysis that “Kennewick Man could not have been a long-time resident of the area where he was found, but instead lived most of his adult life somewhere along the Northwest and North Pacific coast where marine mammals were readily available.”

This suggests migration by sea, perhaps from a great distance.

The U.S. Army seized the skeleton. The scientists sued and eventually won the right to a brief examination. The court case exposed brutal and illegal actions of the U.S. Army Corps of Engineers and federal departments to destroy the site and intimidate the scientists.

U.S. law demanded all remains from before European settlement be repatriated for burial by local tribes,

moved by tribal representatives and secretly buried.

Kennewick Man was found as the army was in tense negotiations with tribes on salmon fishing rights on the Columbia, their demand for removal of dams, and the $100 billion cleanup of the Hanford nuclear site.

The scientists finally won their case in 2004, with a ruling that the skeleton is so old there isn’t enough evidence to show it is related to the current tribes.

The judge found the army repeatedly misled the court, and assessed the government $2.4 million in costs.

The U.S. Army still controls the skeleton and denies requests for further study.

The spear point, for example, could show the location where he was injured.

One final irony. Analysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE. without examination.

Umatilla tribe spokesman Armand Minthorn wrote in 1996: “We view this practice as desecration of the body and a violation of our most deeply-held religious beliefs.

“From our oral histories, we know that our people have been part of this land since the beginning of time.

We do not believe that our people migrated here from another continent, as the scientists do.”

The head of the Society for American Archaeology tried to get the researchers to drop their lawsuit, fearing it would interfere with fragile relationships with area tribes.

The U.S. Justice Department warned the Smithsonian that lead scientist Douglas Owsley and others might be in criminal conflict of interest as federal employees suing the government. Even the White House weighed in against them.

Meanwhile the skeleton was mishandled and later stored in substandard conditions at a Seattle museum, where it remains today.

ig Brothers Big Sisters Quesnel ( BBBSQ) is asking for caring individuals to consider becoming a Big Brother or Big Sister to one of the 22 children currently hoping for a special friend in their life.

After a screening and training process, a volunteer can share fun activities with a young person and be a kid again.

There are so many children in our program that would appreciate and Big Brothers/ benefit from Big Sisters of Quesnel a one to one friendship SHARING A LITTLE MAGIC and the opportunity to experience new adventures.

Even though each of the children is special with their own unique personality and interests, they have the same wish – to have a Big Brother or Big Sister.

It’s lucky number 13 for Blue Collar Silver B

CS shows that 13 can be lucky with their 13th straight victory a 12-6 thrashing of Serenity as Fraser River won’t be denied in a 5-3 win over the anything but hot turkey-powered Bear boys.

The only silver lining behind losing 12-6 is that Serenity was actually down by a touchdown and a two point conversion before whittling it down to two field goals in the goalhappy second half.

Finding the twine for the second time this season was Cliff Jumper Hunik and King Richard Lindstrom as Eric Bonsai Bodman temporarily quieted thoughts of retirement with his first goal since Dec. 18, 2013.

Opening up the scoring was Budd Light Carter as Jason Junior Johnson and Kris Haymitch Hayman both scored once and added an assist.

Scoring the winner on a rebound after a scramble was Brian Breakneck Domeris as Kevin Nightrider Hesslegrave was everywhere as he earned four consecutive assists.

Scoring the insurance goal into the empty net was Rob The Rocket Couturier who skated the length of the ice before his

wrap around ended the slim Bear hopes.

Replying for Bear, who are now on a season worst four game losing streak, was Lee Nitro Naeth as Rotund Randy Crofts scored one and added an assist.

Literally playing all over the ice was Glen

The Chemist Boudreau who scored a beauty as Kieron Cowboy Langdon collected a pair of assists and could have scored a bushel if his backhand didn’t miss-fire.

The Senior Boys take aim and fire at the Hallis Lake Biathlon

The winner takes it all

On Jan. 3 – 4, the Cariboo Ski Touring Club (CSTC) hosted the first Biathlon BC Cup Competition of the season, at Hallis Lake.

On all accounts the event was a huge success, with more than 70 athletes participating from Smithers, Burns Lake, Vanderhoof, Prince George, Whistler, Vancouver and Kelowna.

On Thursday evening and Friday morning, parents and coaches endured severe road conditions, due to freezing rain, to get their athletes to Quesnel in time for the competition.

There was also concern about what the rain would do to the ski trails at Hallis Lake.

But thanks to the CSTC groomers, they had the course ready and in excellent shape by Friday morning.

Colder temperatures settled in over the weekend and the athletes had to ski and shoot in temperatures of -15 to -20, plus a wind chill.

Despite the harsh weather conditions, Quesnel athletes did very well and earned several medals.

Biathlon is the combination of two conflicting disciplines – physically demanding skate skiing and focused precision shooting, with a .22 calibre rifle.

The athletes competed in two competitions: Sprint and Individual.

The Individual format places the onus on shooting with a one minute penalty for each missed target, while the “Sprint format features three laps of skiing and two bouts of shooting.

CSTC wish to extend our thanks to the many volunteers, who put in numerous hours to make this a very successful and memorable event.

We are fortunate to have such a wonderful ski facility at Hallis Lake and the club look forward to hosting

future biathlon competitions.

LNG plans to continue in 2015 despite oil slump

TOM FLETCHER Black Press The shakeout of liquefied natural gas proposals for B.C. continues, with ExxonMobil’s large-scale project for Prince Rupert moving ahead and smaller projects changing or withdrawing plans.

ExxonMobil and its Canadian subsidiary Imperial Oil have filed a detailed description with B.C.’s Environmental Assessment Office, planning for a city-owned site on Tuck Inlet north of Prince Rupert Harbour.

One of the larger of 18 B.C. proposals, West Coast Canada LNG (WCC LNG) proposes up to five floating barges for LNG loading with onshore support facilities and an estimated capital cost of $15 – 25 billion.

WCC LNG sorted through a half dozen sites in the Kitimat and Prince Rupert area, where the larger of B.C.’s 18 current LNG export proposals are also claiming sites. Natural Gas Development Minister Rich Coleman says 2015 is when the LNG industry begins to take shape, despite a slump in oil prices and rising competition from U.S. and other gas producers.

“New drilling activity in our upstream sector demonstrates investors remain confident in B.C.’s long-term natural gas potential,” Coleman said in a New Year commentary released last week.

“One of our province’s largest Crown land sales in history occurred near the end of 2014, with industry contributing more than $209 million for exploration rights alone.”

Proponents of Aurora LNG Grassy Point near Prince Rupert withdrew that application to start the year, focusing on another site at Digby Island.

Also withdrawn is the Farrell Creek raw gas processing plant north of Hudson’s Hope, a project taken over by Chinese-owned Progress Energy. Progress is a partner with PETRONAS in Pacific Northwest LNG at Lelu Island near Prince Rupert, with its investment decision postponed indefinitely late last year amid changing global energy supply and demand.

Woodfibre LNG near Squamish is another small-scale project moving ahead, with its application for B.C. environmental assessment accepted at the end of 2014.

The public comment period closed for another large-scale proposal, the Shell-led LNG Canada proposal for Kitimat.

Grilled Carne Asada Tacos to die for

Hispanic cuisine is among the most beloved across the globe. Whether you trace your ancestry to Mexico or Spain or have no familial connection to Hispanic culture, chances are you enjoy some foods that do trace their origins to one of the world’s many Spanish-speaking countries.

Makes 12 tacos

Marinade 3 cloves garlic, minced 1/2 cup drained, sliced pickled jalapeno peppers 1/2 cup teriyaki sauce 1 tablespoon minced red bell pepper 1 tablespoon granulated sugar 2 teaspoons kosher salt 1 – 1/2 pounds beef skirt or minute steak 12 6- to 8-inch flour or corn tortillas 2 limes, each cut into 6 wedges Juice of 3 lemons Pico de Gallo 1. To make the marinade: In a medium bowl, combine lemon juice, garlic, jalapenos, teriyaki sauce, bell pepper, sugar, and salt until sugar and salt have dissolved.

2. In a large resealable plastic bag, add marinade and meat and seal. Work marinade through meat and seal. Work marinade through meat with your fingers. Refrigerate meat for at least 2 hours or for up to 6

hours.

3. Preheat greased barbecue grill to medium. Remove meat from marinade, discarding marinade. Grill meat for 4 to 5 minutes per side for medium-rare. Remove from grill and let stand for 8 to 10 minutes. Carve meat across the grain into thin slices, then cut into bite-size pieces.

4. To build tacos, warm the tortillas on a skillet, heating each tortilla on each side until soft and pliable. Divide meat equally among tortillas and top with Pico de Gallo.

Fold tortillas in half. Serve with a sliced lime.

SIDEBAR: Pico de Gallo Makes 2 cups 4 tomatoes, seeded and diced 4 green onions, green parts only, minced 3 jalapeno peppers, seeded and minced 2 serrano chile peppers, seeded and minced 1 onion, finely chopped 2 tablespoons minced fresh cilantro Juice of 2 limes Kosher salt In a large bowl, combine tomatoes, green onions, jalapenos, serrano chiles, onion, and cilantro. Add lime juice and mix well.

Transfer to an airtight container and refrigerate, stirring occasionally, for 1 hour or for up to 24 hours. Add salt to taste just before serving.

Add a taste of Thai to the end of the grilling season Though summer is the season for grilling, the arrival of autumn does not mean it’s time to banish the grill to the back of your garage. Dedicated grillmasters have no problem firing up the grill in the dead of winter.

Gai Yaang (Thai BBQ Chicken) Serves 4 4bone-in chicken quarters with skin on BBQ Marinade 8 garlic cloves, minced 1 tablespoon freshly ground black pepper 3 tablespoons fish sauce (nam pla) 2 tablespoons cooking sherry 1 tablespoon dark sesame oil 4 tablespoons palm or brown sugar 2 tablespoons minced lemongrass

1fresh hot red or green chili, preferably Thai (deseeded if you prefer less heat), finely sliced 2 tablespoons honey Dipping Sauce 1/2 cup rice or white vinegar 1/3 cup palm or brown sugar 1 tablespoon finely chopped shallots 11/2 teaspoons Asian chili sauce, preferably Sriracha 1 tablespoon fish sauce (nam pla) 1. BBQ marinade: Whisk together the garlic, pepper, fish sauce, sherry, sesame oil, palm sugar, lemongrass, chili, and honey.

Place the chicken in a large sealable plastic bag. Pour the marinade over the chicken. Place in the refrigerator for at least 2 hours (up to overnight).

2. Dipping sauce:

Bring vinegar, palm sugar, shallots, chili sauce, and fish sauce to a boil in a small sauce pan over high heat, stirring to combine.

Reduce heat to medium low and allow to simmer for 10 to 15 minutes.

Remove from heat.

3. Heat a grill to medium and brush with oil. Place the chicken on the grill skin side down and grill for about 15 minutes. Brush the uncooked side with the BBQ marinade, then flip the chicken over. Grill the second side for about 15 minutes.

Discard the marinade. When the chicken is cooked through, transfer it to a serving platter and serve with the dipping sauce.

Cook’s note: Keep a spray bottle filled with water nearby when grilling to prevent flare-ups.
