RCMP are recommending 13 counts of fraud in connection to a pre-paid MasterCard scam, after two arrests were made without incident at the Langford Superstore.

West Shore RCMP is also coordinating with the U.S. Secret Service in an attempt to ferret out

what they suspect is a broader network of criminal activity.

According to RCMP spokesperson Const. Alex Berube, information from stolen U.S. MasterCards was being uploaded onto pre-paid MasterCards to purchase goods from the Duncan Superstore last month. The suspects later moved on to the West Shore location at which they were arrested on Thursday.

The fraud was discovered by the Duncan store when internal investigators noticed the card numbers registering electronically for a series of purchases on Dec. 22 did not match those printed on the physical cards. The cards were presented for 85 purchases – 54 of which were successful. Internal communications between Superstore locations made Langford staff aware of the fraud, and they con-

tacted police when they suspected the activity in their store.

Essentially, the pre-paid MasterCards had been purchased using stolen credit card data, which was then copied onto the pre-paid credit cards.

“We are suspecting that there is a larger network behind this, and we’re going to be looking into who these people are,” Berube said.

He added that credit card fraud

in general is a significant issue and it’s one the RCMP is dedicated to pursuing. “It doesn’t affect an individual, but it affects business and therefore effects our economy.”

Berube has a number of pieces of advice for businesses and citizens looking for ways to combat credit card fraud.

During a transaction, watch that the card being used to make the purchase is the same type as the card type that shows up on the register when it’s rung through. A prepaid MasterCard, for example, will show up on the register as such, not as a regular MasterCard.

Check the security features of all cards people attempt to use for payment.

Ensure that the embossing and

hologram features are consistent and official – do they appear to have been tampered with? – and that the signature on the card matches the signature of the person using it.

Anyone concerned or suspicious of a card’s authenticity can call the authorization centre for the company that issued the card. An operator will tell you what to do, but store staff are advised to never risk personal safety should you feel threatened.

For business owners, always conduct background checks and check the references of prospective employees, especially if your business offers pre-paid credit cards or electronic gift cards.

The 18-year-old Vancouver man and 19-year-old Burnaby man charged in this latest case have been released on conditions and will next appear in court March 24 at the Western Communities Courthouse. mdavies@goldstreamgazette.com

Police are still on the lookout for a suspect in what is being classified as a case of road rage that escalated to physical violence.

At approximately 5:30 p.m. on Jan. 7, West Shore RCMP received a report that a woman had been assaulted by a man in front of the Coast Capital Credit Union at West Shore Town Centre, after she was followed to that location from the Malahat.

The man, described as being in his 30s, with short, dark hair; wearing a white T-shirt and prescription glasses – and his older-model green Jeep Cherokee are still being sought by police, according to spokesperson Const. Alex Berube.

The woman was uninjured in the attack and she reported no damage to her vehicle, which was reportedly kicked during the altercation before the alleged assault.

There is also still no movement on the case of a suspicious man seen photographing children between the ages of seven and 13 in the Langford/ Colwood area between Nov. 18 and Jan. 3.

West Shore RCMP are seeking a suspect described as approximately 20 years old, Caucasian, “with a goatee or scruffy facial hair wearing hoodies, ball caps, baggie jeans and skater shoes.”

The new public face of the West Shore RCMP From rock drummer to peace officer, Alex Berube’s career has taken different path than most in RCMP Mike Davies News Gazette Staff

Who would have thought that a rock drummer, pounding away on his kit trying to make his way as a musician playing the club scene in Montreal in the late 90s and early 2000s, would end up being the public face of the West Shore RCMP in Langford in 2015?

Const. Alexandre Berube wouldn’t have, if you’d have asked him back when he was trying to become the next Lars Ulrich.

Unlike all young boys who go through phases of wanting to be firefighters, police officers, doctors or members of other helpful (or heroic) professions, Berube’s phase never truly went away, despite – or perhaps because of – his foray into the Montreal music scene.

“If I could have made a serious living as a musician, who knows where I would be right now?” he says, laughing. He recounts the story of meeting one of his father’s friends – a police officer – as a child, and thinking, “His job looks so cool. That’s what I want to do.”

It turned out policing came quite naturally to Berube, since his natural state is one of caring, community and helping those around him in whatever way he can.

His career in law enforcement began with five years of police studies in Ottawa and Montreal, followed by a stint with the City of Montreal as a public security inspector.

He dealt with bylaws and inspections, but also with motor vehicle crashes and the like, for five years before joining up with the RCMP. When he got through the Regina academy, where all new RCMP officers go for training, he thought they were lying to him when they told him five years ago his first assignment would be on the West Shore of

So just who is Const. Alexandre Berube?

He travelled throughout the globe for much of his childhood. The son of an international consultant in food technology with the government of Quebec, whenever his father was dispatched on long projects, he would bring the whole family. Berube spent a year of primary school in Brazil, studying in Portuguese, and another in Pakistan.

This travel and engagement with different cultures – often in developing areas of the world – gave him a special affinity for those

among us in need of assistance and those on the margins of society.

“I’m also a very genuine person … I will call a duck a duck and I will call an apple an apple,” he says, a fitting character trait for his new RCMP role.

Berube says he’s always believed the role of the RCMP is to serve the public, but notes it’s a two-way street in terms of public engagement playing an important role in the safety and security of a community.

A well-informed community is one that is happier and more able to function, and part of that functioning is watching out for its citizens, he says.

“In this role, in dealing with the media, if there are things I can’t share – because

obviously there will sometimes be things I can’t share – I will tell you why. I’m not just going to say ‘no comment.’ I think it’s important for the public to know why we’re not releasing information. Ultimately, we need their assistance to do our job, so it’s important that they trust us and part of that is knowing why we’re doing what we’re doing.”

On the flip side of that coin, he wants the public to know the success of police work is directly tied to the public’s engagement with the department. He used the recent example of a concerned citizen calling in suspicious activity that led to Mounties catching a burglary in progress at a home in Colwood and the arrests of three of four suspects.

“We’re not asking for people to just stare out their windows looking for crime,” he says, “but it’s unreasonable to think we can have a cruiser on every corner or be everywhere. So if people will keep an eye out for each other and tell us when we need to help, we’ll be more successful in protecting the community.”

Out of uniform, Berube and his wife, their three year-old son and his 10 year-old stepson enjoy simply being outdoors. “We have the forests and the ocean and the mountains all at our doorstep. Even being able to just go down to the beach and throw rocks at the water is something to take advantage of.”

He solemnly admits, hanging his head slightly, that he doesn’t have the room full of musical instruments anymore – he just doesn’t have the time to devote to it – but perks up as he pictures his three-year-old playing with the toy saxophone he received for Christmas.

“Hopefully he’ll pick up some of my love for music and have an affinity for it, as well,” he smiles. “He just loves that thing.” mdavies@goldstreamgazette.com

Losier says residents of 4,488 Langford addresses who currently receive doorto-door delivery will be heading to a nearby corner to pick it up as of this fall.

Added to the 5,037 addresses currently served by community mailboxes, the move will almost double the coverage to 9,525.

Losier says a community survey was sent out late last year to addresses expected to be affected by the change, to help the corporation better implement the program, including determining where the new mailboxes should be located.

“We have a set of criteria – after all, we’ve been doing CMBs for over 30 years,” she says.

“But we seek input from the municipality itself as well as the affected residents via a survey … to help us

best understand their concerns and adjust any site locations accordingly.”

From the beginning of the newest round of community mailbox implementation, Canada Post has emphasized there will not be staffing cuts due to the change.

“Any reduction in the number of positions (will) be done by attrition,” Losier says.

“We have an aging workforce and over 15,000 of our employees are scheduled to retire within the next five years. We’re estimating that about 6,000 to 7,000 positions will be eliminated (over that time).”

Governments meet in public to discuss and debate policy implementation and the administration of community. It’s one of the hallmarks of democracy.

Public engagement with their own governance encourages transparency in elected offices, holds politicians accountable and has an impact on the way our social systems operate.

Getting the public to come out to civic meetings, however, is becoming increasingly difficult.

It’s hard for many residents to become interested enough in the minutiae of municipal operations to want to attend council and other meetings and engage in the democratic process.

One West Shore community, however, is inviting people into chambers for those discussions from the comfort of their own home – or anywhere else they have a computer – in an attempt to increase transparency and engagement.

The City of Colwood has been webcasting and video archiving council meetings since last June.

Since the implementation, Colwood council meetings have been viewed by the public more than 4,000 times.

Improving communication with the public was identified as a key strategic priority by Colwood council in 2012, says city communications manager Sandra Russell.

The city understands residents have busy lives and are often not able to attend civic meetings, Russell adds, so webcasting allows the public to “attend” council meeting at their leisure, stay informed about cur-

Don’t expect other districts and townships to follow Colwood’s lead anytime soon, however.

Sarah Jones, director of corporate administration and deputy CAO for the Town of View Royal says because of their community’s size, the mayor and council have an excellent feel for the needs of their community and haven’t heard any outcry for the service.

It’s easy for the public to talk to the mayor and councillors at the grocery store or out in the community, Jones says, and because they do such a good job of engaging them on various other levels – newsletters and ease of personal availability, for example – the public feels connected to what’s going on at council.

“It’s really a matter of doing what we can with the resources available to us,” Jones says.

“We’ve been talking about better ways to engage and communicate, and our new Mayor (David Screech) has a big interest in communicating with the public,” she says, but, from what she understands, people are more worried about things like

property taxes than being able to access video of council meetings.

Those sentiments are echoed by the District of Metchosin.

“I am unaware of any requests for webcasting our meetings,” says Tammie Van Swieten, the district’s deputy corporate officer. “We do (however) record our meetings on a digital recording system.”

Metchosin also has a free mailout that goes to all residents quarterly which helps keep their district informed of what’s going on at council, and all minutes and agendas from all meetings are available online, as they are for every other district, township and city on the West Shore.

Highlands Mayor Ken Williams says the topic of webcasting hasn’t come up at their meetings, but assumes it will eventually.

Williams says a new committee structure was approved last year which will see citizen representation as both voting and non-voting members to provide more feedback and increase public participation and engagement on public issues.

Thrifty’s customers help food banks feed families West Shore stores a part of major fundraising effort The West Shore’s Goldstream Food Bank was among the charitable organizations helped by a holiday food fundraising campaign recently wrapped up by Thrifty Foods.

Food for Families saw the grocery chain’s customers donate cash or non-perishable food items for distribution by area food banks. Between Dec. 6 and Jan. 6, more than $90,000 in “fresh food dollars” was donated to 15 food banks in communities served by Thrifty Foods, on top of hundreds of bags of food items collected at the stores, including the Colwood and View Royal outlets.

“The giving nature of our customers amazes me year after year,” Thrifty Foods general manager Jim Dores said in a release.

“We know that family resources are tight during and after Christmas gift-giving, yet each and every store received generous cash donations at the checkout as well as non-perishable goods donated by the bag.”

Since 2008, Food for Families has raised more than $1 million for the purchase of fresh produce and sent countless truckloads of non-perishables to food banks on Vancouver Island and the Lower Mainland. editor@goldstreamgazette.com

Attack on ideals has biggest impact Last week’s murder in Paris of 12 people, including the senior editor and multiple cartoonists for the satirical weekly Charlie Hebdo, was awful and terrifying simply for the way it was carried out.

The attacks have drawn outrage and shock worldwide and solidarity against the perceived assault on free speech. Charlie Hebdo is known for publishing satirical reports and cartoons on everything from politics to religion, including caricatures of the prophet Mohammed, which is suspected to have led to the recent attack.

The worldwide response has seen hundreds of thousands march in solidarity in France and elsewhere and more people join social media groups supporting the notion that free speech has been radically and violently attacked.

Supporters’ placards held up around the globe have stated Je Suis Charlie (I am Charlie).

A better question might be Pourquoi Charlie (why Charlie)?

While few support the actions of those who carried out this terror attack, what was it about Charlie Hebdo and what it stands for that has inspired millions to march or otherwise make their voice or opinions heard? Would people voice support as loudly if the Globe and Mail or the New York Times were attacked?

In today’s wired world, perceived attacks on ideas or ideals seem to galvanize people more quickly than, say, the outbreak of a disease such as Ebola, the spread of which has seen more than 8,000 people die in Africa.

The murder of a Canadian soldier outside Parliament in Ottawa and subsequent gunfight inside represented not just the actions of a “radicalized” gunman, but an attack on the heart of our democracy. The kidnapping and murder of schoolgirls in Nigeria by radical group Boko Haram was condemned as much for its assault on the education of females as for the simple brutal violence of the attack.

The importance of the ideal gives legs to support movements such as Je Suis Charlie. But one never knows what will spur widespread support until faced with a tragedy or crisis. Sadly, with the ongoing global news cycle and social media chatter, it depends on what else has grabbed people’s attention.

The U.S. Army still controls the skeleton and denies requests for further study. The spear point, for example, could show the location where he was injured.

One final irony. Analysis shows Kennewick Man ate mostly salmon in his later years, around 6300 BCE. First Nations Graduation Program

T

he First Nations Graduation Program is not just a place where a multi-generational group of students from 16 and up come together to complete their grade 12. This program opens the door to completing this “rite of passage,” which for many students regardless of age can seem unattainable. In this program many find success, because the class is inclusive, diverse, and is based on the values of belonging, generosity, independence and mastery.

We are not passive participants in our learning. We all have a voice and a responsibility to guide our own learning. There is lots of support in the classroom to help us be successful. We are given the time to gain confidence in ourselves, and our individual learning process. We are taught to work hard to achieve our goals and that no dream is unattainable. If you are thinking of joining this program, Do it. It’s amazing. You won’t regret making the change in your world.

PACE Musical Theatre

PACE Musical Theatre is a unique series of courses that provides both online learning and performance opportunities for students. Students receive instruction in Music, Dance and Acting and are able to perform in more than 20 shows each year. There are no pre-requisites and no auditions.

Students in grades 8-12 may register in one 4-credit course per semester - chosen from a suite of courses available through the PACE Musical Theatre. Guest professional performers, speakers, choreographers, vocal coaches and theatre techs provide a professional working and learning environment. Rehearsals are held on Sundays at the Isabelle Reader Theatre. All students are welcome, and all are empowered to develop and extend their performance skills and their knowledge and appreciation of the theatre and entertainment industry.

LETTERS Graduation rate figures misleading Re: Graduation rates an issue in SD62 (Our View Jan. 7) After reading the Jan. 7 editorial on the Sooke School District graduation rates, I looked at the ministry’s statistics. It was immediately obvious a certain figure was cherry picked.

While it is true that the district’s first time graduation rate is 68 per cent, the article failed to mention that Belmont and Edward Milne secondaries have graduation rates of 84 per cent and 82 per cent, respectively, for first time Grade 12 students. Both of these high schools perform above the provincial average of 80 per cent.

The reason for a lower district average is due

In 2013, the mining industry added $511 million in direct payments to the province and its various agencies. The number of people working in B.C.’s mining industry also increased in 2013, directly employing 10,720 people.

In the next 10 years, the industry is expected to require a surprising 16,770 new workers to meet the needs of mining expansion and retirements.

These are impressive stats for a vital B.C. industry that rarely gets recognized as one of the bedrocks in our economy.

HAFI Funds Home Modifications for Disabled Man When Lorie and Walter bought their home in Port Alberni 13 years ago they slowly began renovating the unfinished basement to accommodate Walter’s changing needs as his muscular dystrophy advanced.

“The basement was a black hole when we moved in,” recalled Walter. “After 12 years of skimping and saving, we made the downstairs completely wheelchair accessible, except for the bathroom. It was way too small.

I could only stand for about a minute and a half without collapsing in the shower stall and I could no longer pull myself out of the tub in the upstairs’ bathroom, even with Lorie’s help.”

Through funding from BC Housing’s Home Adaptations for Independence (HAFI) program, Walter and Lorie were able to work with a contractor to transform the space. A wall was removed to make room for a wheelin shower with benches, grab bars were installed, and the vanity and fixtures were relocated.

“ I just slide into the shower now,” said Walter. “I feel safer and no longer dread trying to wash myself. What was previously a dangerous chore for me is now a welcome treat.”

Walter and Lorie hope to spend the rest of their lives in their home.

The HAFI program provides financial assistance to help eligible low-income seniors and people with disabilities adapt their homes so they can continue to live independently.

It’s a cool January night at Westhills Stadium and two groups of athletes are busy getting tested.

On one side are the speed drills – sideline to sideline, flat-out sprints – and on the other, players are being measured for their standing broad jump and medicine ball toss distances.

An affable man with a slight southern accent barks out orders, but does so with a smile. He’s J.C. Boice, announced last week as the new head coach for the B.C. Football Conference’s Westshore Rebels.

The 41-year-old Oregon native accepted an offer by the Rebels board to guide the team’s on-field operations for 2015 and hopefully beyond.

With the club reaching more out into the community last season and building its brand, the goal is to see the same kind of growth between the sidelines.

“They asked me to consider coaching the Rebels here and I just really felt like it was the right place and the right team,” he said during a break in the workouts. “I really like how hard they’re working … I really feel this team is ripe for success.”

The Rebels have also rein-

stalled Sheldon Halliman as assistant head coach. The Rebels alumnus served in the role, as defensive co-ordinator, with Andrew Axhorn last year after original co-head coach Tom Fong stepped down.

Boice, Saanich and Seattlebased director of operations with training and skills development company National Football Academies, is a quarterbacking expert who travels around North America working with young players and giving talks on the sport. He’s spent the past couple of seasons helping coach the Belmont Bulldogs, but is familiar with the Rebels program, having seen a number of Bulldogs play their way onto the junior team.

What does he look most forward to about taking on a program that has won just four games in the past two seasons?

“Instilling confidence in these kids,” he says. “I think they’re starving for the opportunity to compete and really start playing with authentic confidence. That’s something that we can do.”

Having met briefly with a lot of the returning players and watching game film from last season, Boice is clear on the direction he’d like to take to help bring about more success on the field. “They need a staff that can get behind them

J.C. Boice and equip them and then hold them accountable to go out and do it.”

Team president Elise Pastro, who, along with her volunteer board were voted executive of the year in the BCFC for 2014, is excited about gaining more stability in the coaching ranks.

“J.C. and Sheldon will bring a whole new level of competitiveness to the Rebels,” she says. “J.C. is a high-level, full-time coach who works regularly with some of the top athletes and coaches in the U.S. He works with players and staffs from the SEC, PAC 12, ACC, Big10 and Big 12. Rebels players are going to be exposed to a whole new level of modern football.”

The club got off to a rocky start last season when Axhorn was split between a theatre commitment and his coaching duties and never did quite get on track, going 2-8 and losing

their final five games.

“I’m here because of the board and I’m here because of the kids,” Boice says. “I do see this as a turnaround opportunity, but I see it as an equation that will yield a measurable result. I think we can be very competitive. Our focus will be around developing a real family atmosphere and culture, about developing both young men and football players, and we’re going to develop the athletes we have here.”

Boice considers himself a good recruiter and calls the West Shore and Greater Victoria an “easy place” to recruit players, given the facilities and the ability to work out year-round.

“The best athletes in the U.S. come out of California, Texas and Florida,” he says, because they have weather conducive to year-round outdoor training.

He sees the Rebels becoming a pipeline within a few years for players who want to go on to play in the CIS, which was the scenario some years back.

He plans to bring in a number of former Rebels who have gone on to play postsecondary football to help at spring camp. The goal is to attract 100 players, he says.

You may be pleased to hear that you have 20/20 vision and think you have perfect vision. But do you?

Not necessarily. 20/20 only indicates how sharp or clear your vision is at a distance. Overall vision also includes peripheral awareness or side vision, eye coordination, depth perception, focussing ability and colour vision.

20/20 is the average visual clarity obtainable by normal healthy eyes. Since it is an average, it means that there are those that see better or worse than 20/20 and yet still have healthy eyes.

20/20 describes normal visual clarity or sharpness measured at a distance of 20 feet from an object. If you have 20/20 vision, you can see clearly at 20 feet what should normally be seen at that distance. If you have 20/100 vision, it means that you must be as close as 20 feet to see what a person with normal vision can see at 100 feet. In the metric system, 6/6 is the equivalent of 20/20.

The ability to see objects clearly is affected by many factors. Eye conditions like nearsightedness, farsightedness, astigmatism or eye disease influence visual acuity. Most people with vision slightly below 20/20 function very well, whereas some people who have better than 20/20 feel their vision is not satisfactory. Everybody’s visual expectations are different and satisfactory vision is far more complex than just being able to see 20/20.

If you feel your vision is not up to standard a comprehensive eye examination will identify causes that may affect your ability to see well. Optometrists may be able to prescribe glasses, contact lenses or other vision aids that will help improve your vision.

If the reduced vision is due to an eye disease, the use of ocular medication or other treatment may be needed. If necessary, a referral to a specialist will be made if an eye disease is found which warrants further investigation.

The tally came about four minutes after Team Blue got on the board. Ronna Ulrich of Vic West FC pounded home a rebound into a gaping net, with Red keeper Brittany Maurier-Bauman down following her diving save of the initial shot.

Both teams enjoyed sustained pressure for stretches later in the half. Blue goalkeeper Samantha Schroeder made perhaps the save of the day with about seven minutes left, stopping Baker on a shot drilled to the bottom left corner and keeping her team within striking distance.

Blue managed a couple of scoring chances in the dying minutes, putting one shot directly at Maurier-Bauman and sending another just over the crossbar.

Shadow Alfred of the Lakers gave Red the early lead with a goal midway through the first half.
