Environment Canada predicts little rain this weekend, offering a much-needed break for local infrastructure. Residents are advised to avoid swimming or wading in waters in Oak Bay after more than 40 mm of rain that fell in Greater Victoria Jan. 4 and 5 resulted in overflows along the shoreline. Outfalls were flowing heavily diluted sewage into waters from Finnerty Point near Queenswood to Clover Point on Dallas Road, and from McLoughlin Point west to Saxe Point in Esquimalt. Two scenarios cause “[With a] short overflows, says Cam two or three-hour Preece, CRD manager of core area operations. One significant rainfall is where a combined sewer you wouldn’t see the and stormwater system get overwhelmed. What overflows we had.” happened this week was - Cam Preece the other, where older pipes and prolonged rainfall results in storm water infiltrating the sewer systems. “[With a] short two or three-hour significant rainfall you wouldn’t see the overflows we had,” said Preece. Rarely are affected areas so widespread. Capital Regional District water quality officials expected results after the News deadline from samples sent to the lab Monday. As a precaution and in consultation with Island Health and the local municipalities, beaches within the affected areas are posted with public health advisory signs until sample results indicate otherwise. “I would suspect by the end of the week we’re all clear, speaking from experience,” Preece said. Signs were not posted at Cadboro Bay beach in Saanich because water there is already under an Island Health advisory instated in October as a result of high bacterial results due to sewage discharge. Warning signage, in place at the high-traffic Clover Point and Saxe Point parks will be removed once the enterococci levels are below the 70CFU/100mL recreational limit. Updated advisories would be posted online at crd. bc.ca. Visit oakbaynews.com for updates. cvanreeuwyk@oakbaynews.com

Warren Steck looks over one of the books at the Church Mouse book shop. The books will be available by donation when the shop opens in St. Mary’s Church on Saturday.

Church Mouse finds home in St. Mary’s Dan Ebenal News Staff

A new shop may seem to be heaven sent for Oak Bay bookworms. The Church Mouse book shop will have its grand opening Saturday in St. Mary’s Anglican Church. “The idea came from a sale that we had back in 2013. It was just a garage sale, it had a bit of everything, but the real hit were books,” said Warren Steck, the volunteer who will oversee operations at the book shop. “A lot of people around Oak Bay like to read and when they’re finished reading they like to donate their books somewhere.” Setting up shop didn’t come without its complications, as the church is not zoned for commercial use. But Steck

“What we’re going to do is we won’t be selling anything. We’ll be providing books – if you choose a book, you make a donation ...” - Warren Steck

was able to sit down with the mayor and work out a solution. “What we’re going to do is we won’t be selling anything. We’ll be providing books – if you choose a book, you make a donation – something that has happened since the year 1 in churches anyway.” Steck estimates a couple of thousand books – from novels to biographies to textbooks – will fill the shelves for Saturday’s opening. The Church Mouse’s regular hours

will be Tuesday to Friday from 1:30-4 p.m. The money raised through the donations will go to various charities the church supports, such as Our Place and other area food banks, Victoria Women’s Transition House, Abbeyfield House and a network of other charities supported by the Anglican Church across the country. “None of the donations will go to remuneration of any kind, we’re all unpaid volunteers,” said Steck. “And none of it goes to general support of the church or its administration.” Books can be dropped off any morning at the church office or at the drop-off location outside the book shop. Saturday’s sale runs from 10 a.m. to 2 p.m. at St. Mary’s, 1701 Elgin Rd. editor@oakbaynews.com

Outdoor adventure has roots in Oak Bay World-traveller teaches next generation of adventure guides Christine van Reeuwyk News Staff

Phil Foster loves his job – “people pay me to sail” – and teaching to the point where retirement isn’t an option. The Oak Bay resident says he’ll stop when he’s dead. Foster taught his first course in 1966. Now he’s co-owner, along with Scot Taylor, at Westcoast Adventure College, something that epitomizes his working life. “I get such a charge out of seeing people learn,” Foster said. Before opening the college, Foster helped develop the B.C. Adventure Tourism program which he also taught at Camosun College. He worked with First Nations, Parks Canada and Malaspina University College to develop the Guardian Training Program. These programs and his other adventure tourism work led to the development of the Westcoast Adventure College. Outdoor enthusiasts looking to explore a career in nature tourism have a myriad of backgrounds “so we use every style of learning,” Foster said. “Everything is integrated,” he adds, fingers intertwining in a visual. “Nothing really is a standalone [class]. It’s the best way to learn. “Occasionally we challenge them by throwing them in the deep and then reviewing it. It’s experiential learning.” While Taylor has a three-step commute to the Sooke classroom, true to its roots that’s not always where these outdoor classes are held. Students at Westcoast Adventure College learn safety manoeuvres during sea kayak introduction instruction. “They were all industry leaders,” Foster said. “It’s fantastic. We have all these worldwide leaders in Victoria.” Working on a decade as an accredited institution, the college’s highly professional instructors and program provide a wide ecology of opportunities. From kayak guiding to dog-sledding, whale watching to zip-lining, the college has had a vast array of successful students that have been hired around the globe. Graduates are spread across the B.C. coast and as far afield as Africa “We have about 40 companies coming to us to recruit … so our students have choices of jobs,” Foster said. “They finish [the program] just when the companies are hiring,” Students also complete a two-week work experience to wrap the program, often where they maintain employment. They also help run the BC Tourism conference often held in Vancouver. “It’s what you do, to give back to the industry,” Foster said. During his career in adventure tourism Foster has worked in Europe and Canada in a variety of positions such as director of outdoor adventure centres, teaching at universities and running his own adventure tourism businesses. He’s been involved in many facets of the adventure tourism industry, from skiing, sailing, kayaking, scuba diving and mountaineering, to training mountain and sea rescue groups. Foster keeps his rudder in the tourism waters, with

Eclectic Gallery walls are chock-a-block full for its inaugural Artists Salon Show that started Monday. The salon-style design is a puzzle that took the entire weekend for owner John Taylor to lay out. “We’ve invited each of the artists we showcase to bring two or three pieces, and as the works sell, we’ll replace them with other ones,” Taylor said. “It’s showcasing some of the amazing talents that we have in the gallery.” Landscape juxtaposed with abstract, artists and artisans fill the spaces with artwork for walls, mantles and even something to adorn the neck or grace the ears as the salon event showcases local to international talent. “We wanted to show more artists at once. I find it interesting the way one artist’s work plays off another,” Taylor said. “[This show] is a great opportunity for people to start collecting local artist works.” It features several gallery artists who immerse themselves in their vision of discovery. For example, Taylor says, Jennifer Zizman uses a vibrant colour palate to enhance tones further than the eye sees; Desiree Bond and Mark Brennan offer abstraction of detail that draws viewers into the image as if inside their imaginations; and Naomi Grindlay handles figurative work like none other. “You start drawing these comparisons… art is good company with other art,” Taylor said. “It engages the viewer a lot longer. You end up looking at a wall of art. “There’s a lot more consideration in how the show is hung as well.” Artists Salon runs until Feb. 28 at Eclectic, 2170 Oak Bay Ave. Visit eclecticgallery.ca for more information. cvanreeuwyk@oakbaynews.com

Rise in assessments seems out of line A rise in a home’s value is something every homeowner can appreciate. But when that increase is merely on paper and it actually comes at a cost, that appreciation can quickly turn to skepticism. And there are likely more than a few very skeptical homeowners Hundreds of Oak in Oak Bay at the moment. Deputy area Bay homes see assessor Greg Wood assessments said assessments would rise by more climb by more than 20 per cent on an than 20 per cent estimated 200 to 250 properties in Oak Bay. This at a time when most properties in Greater Victoria saw less than a three per cent change in their assessed value. “The majority of residential homeowners will observe a modest assessment change compared to last year’s assessment,” said Reuben Danakody, regional assessor. So what was different about the properties in Oak Bay. Russell Freethy is at a loss to explain it, and he lives in a home where the assessed value climbed by more than 27 per cent. Freethy has been combing through previous assessments and recent sales data to find a reason for the increase and has been unsuccessful. He was told by someone at B.C. Assessment that the significant increases were limited to larger lots, but Freethy’s research shows no reason for that and Wood said the issue is more complex. While the formula for assessments may be complicated, the simple truth is that property values aren’t increasing anywhere close to 20 per cent a year. The Victoria Real Estate Board reports the benchmark value on homes rose just under three per cent. Those figures add up, and better than that, they’re backed up by real statistics. The average assessment for a home in Oak Bay went to $686,000 in July 2014. That seems reasonable, it’s how B.C. Assessment got there that’s providing more questions than answers. In fact, the one thing we can be sure of is that B.C. Assessment office can expect to be fielding a few calls from Oak Bay residents appealing their decision. Property owners can contact B.C. Assessment toll-free at 1-866-825-8322 or online by clicking “Connect” at www.bcassessment.ca. YOUR VIEW Deer deserve kinder fate The proposed cull of 25 deer in Oak Bay, described in the media as the first cull of urban deer in Canada, deserves sober second thought by the newly elected council. Have the new councillors seen the letter from Craig Daniels, CEO of the SPCA for B.C.? And did anyone on council hear Lori Kalef, Canadian representative for SPCA International, now living in Oak Bay, describe the proposed cull as “barbaric”, at a rally for non-lethal alternatives for deer management, held Jan. 3 in front of the Oak Bay municipal hall. Officials have been describing the proposed cull as “humane”, yet the procedure as shown in a brief video clip on CTV News, indicates that it is not. We were told that the SpayVac contraceptive, a non-lethal alternative means of deer population reduction, would not be available in 2014. Now that we have crossed the threshold into 2015, why not undertake a pilot project with SpayVac? It has been used on James Island on fallow deer and at the base in Esquimalt on native black tailed deer. As with a cull, it would have to be repeated periodically, but not as often. I would be willing to offer my garden for the purpose of contraception, and doubtless others who put compassion before killing would be willing to do so as well. And please reduce the speed limit to 40 km/h from 50 km/h alongside Uplands Golf Course where most of the deer are being culled by cars. Let us not remain a community divided, when we have an

opportunity to be an international role model for seeking kinder methods of living with the wildlife among us. Marion Cumming Oak Bay

Go ahead with cull This letter is sent to encourage Oak Bay council to maintain its resolve to initiate the CRD’s pilot urban deer cull. It took courage to accept the role as holder of the urban pilot project – but that action was and is also based on logic: Oak Bay is located furthest of all CRD municipalities from the forests and rural regions that would normally be considered as deer habitats, and yet we have had an exploding deer population over the past several years – as evidenced by the carnage on our roads, the increasing wariness of walkers and the on-going damage to our properties. The spread of fences and grosssmelling sprays and powders do nothing to impede their relentlessly increasing numbers – and in fact, may actually be channeling the deer more and more towards the roads. (For Saanich politicians to continue ignoring their several times worse deer issue is so classically “head in the sand” that they may yet suffocate.) Oak Bay council and residents should note that the various DeerSafe gatherings at the municipal hall, such as that on Jan. 3, were not wellattended and that many, if not most, participants do not live in Oak Bay. As a point of reference, another capital region has had to face similar pressures and protests related to urban deer – and yet they did

manage to work through various levels of jurisdiction to conduct a cull. In closing, perhaps we should consider the term “urban deer” for what it is – i.e. an oxymoron – one that makes no more practical sense than “deafening silence” or “serious joke”. Thank you and please carry on with what should be the start of a regional urban cull. Dennis McCarthy Oak Bay

Leaders tackle climate Apparently U.S. President Barack Obama of and President Xi Jinping of China were not swayed by David Gramlich’s letters to the Oak Bay News entitled “Climate change not certain” and “Climate change not new”, because they recently signed a joint climate change agreement in an effort to reduce their respective country’s carbon emissions and impact on human-made climate change. I suspect their science went beyond a review of Wikipedia. Dave Secco Oak Bay

Fleeting image What sad irony that you printed the photo of the young deer jumping the fence in your Picture of the Week for the Jan. 2 edition. Sad that this young deer could be one of many killed this month as part of the mayor’s cull. In future all we will have left of these and other such innocent creatures are photos. Shame! Yearwood was expected to be back when the Breakers took the court Thursday night to host Belmont. Missing their leading scorer, Morgan Roskelley led Oak Bay’s balanced attack with 12 points, while Andrea Psotka and Sophie de Goede notched 10 points each and Nora Junkin and Imogen White each contributed nine. “Tonight everyone got to make a contribution, which is great. That bodes well for our depth moving forward,” said Kinnear. The Breakers currently hold down the No. 2 ranking in the province, with Port Coquitlam’s Riverside Rapids atop the rankings for B.C. senior girls AAA. “It’s funny, when we’re not ranked where we want to be, we say rankings don’t matter. So we say the same thing when we’re in a great spot. At the end of the day,

rankings are just a number,” said Kinnear, adding the only rankings that matter are the ones following the March 7 provincial championships in Langley. “At this time of year there are some good losses that we take and there’s some bad wins, but everything is building towards being ready for the Langley Events Centre in March.”

Oak Bay is the only Vancouver Island team currently ranked in the top 10 for senior girls AAA, with the other nine teams all from the Lower Mainland. “It is tough. We don’t have access to as many of the top-10 teams as some of the Mainland squads do but we just take that as a challenge,” said Kinnear. editor@oakbaynews.com

Missing their big gun, the Oak Bay Breakers used a suffocating defence to dispose of the Reynolds Roadrunners Tuesday night. The Breakers racked up a convincing 71-17 win in senior girls high school basketball to firmly establish themselves as the team to beat on the Island. “I thought the girls were good. It was our first game back so I think both teams were sloppy but overall I Everwood Renditions and thought they did some Images Screen shades. really good things,” said Oak Bay coach CALL TODAY: Rob Kinnear. To arrange your complimentary in-home consultation The win came with the Breakers missing January 2 - February 15 one of the most dominant players in B.C. girls high school basketball, as Lauren Yearwood was on a trip to California for basketball. “With all the weather, she missed LATE FRENCH a flight out of San IMMERSION Francisco so had to spend another night in California,”Late said French Immersion students begin to study Kinnear. suspension but the S model does run on 20-inch wheels and tires making it feel very connected to the road. This will not be the choice of traditional luxury buyers; they will like the more upscale 300C for grand touring. Verdict Starting at $37,395 and maxing out at $45,295 for an AWD platinum V6 model, there are many trims to choose (V8 equipped cars run roughly $2,000 more). The base is the value leader, the S is the sporty model, with standard 20-inch wheels, and the 300C Platinum is the one featuring the opulent interior. Chrysler believes that the S model will be the volume leader thanks to the aggressive black trim and chunky wheels. This is a surprise because the Dodge Charger is based on the same platform and has the whole “bad boy” attitude in spades, something the 300 looks to be mimicking. The top Platinum would be my choice because it’s interior is so different from the Dodge, something that truly separates the two cars plus it has all the latest safety features including the autonomous braking system when a crash is detected. Much has changed in 10 years for the 300 but the same goodness that was in the 2005 model is still here; it is the refinement that makes this a modern sedan. You can also incorporate small parts bins to organize fittings and larger ones to house small tools – they will keep your stuff from rolling around on the floor. You should also think about installing a steel bulkhead partition behind the driver seat, because I have seen tools launch themselves like missiles toward the driver as the vehicle comes to a sudden stop. Actually, it’s not really a matter of choice because Worksafe BC requires companies to install these protective barriers in commercial vehicles. To secure a van from intruders you can buy what’s called a hasp-n-lock. This type of lock is a puck style lock with two plates of steel around it. When installed correctly, it is almost impossible to remove and keeps your tools and equipment safe. It is available at most locksmiths and costs about $175. One more idea is to install window screens to prevent any smash and grabs from happening. It sounds like a lot of work, but remember, it just takes a split second and everything is gone. Be proactive instead of reactive and stop crime before it happens. If you leave your vehicle with your tools or valuables in it for just a moment and you might as well advertise free equipment for the taking. At job sites, fences have to be erected to keep people out and many end up hiring security guards so crooks can’t get at the valuable building products at night. Despite the level of awareness for the need for tighter I have seen trucks security at building sites, too often it doesn’t extend to and vans with upwards the vehicles used to transof $50,000 worth of port the valuable equipment equipment lying on the and materials. I have seen trucks and vans floor without any real with upwards of $50,000 security. worth of equipment lying on the floor without any real Ian Harwood security. People that drive open bed pickup trucks have a real challenge when it comes to security. You can buy a canopy and secure it that way, but sometimes you need to carry large and unusual shape objects and the rear gate of most canopies are not designed to be left open while driving. There are a few ways you can solve this problem. One way is to install a permanent toolbox that mounts to the rails of your truck box, and has either two lids or one large lid that opens from either side or back to front. These toolboxes are available in plastic, steel, and aluminum. I recommend steel or aluminum, which will cost you between $550 and $850. This type of toolbox works well for people that carry smaller amount of tools and supplies around. If you transport larger amounts of these items, then I suggest a job-site box, which is a large container that can be left at a job site. They are very secure and come in a variety of sizes. Van drivers can outfit their vehicles with shelving units

Keep your hands off the steering wheel By Bob McHugh

“Take me home Super Cruise” could be a command that future Cadillac owners may be saying to their automobile, in the not too distant future. GM’s luxury brand seems likely to be first automaker to offer a fully automated driving feature in a production vehicle. Super Cruise is one of three entries vying for the 2015 AJAC Best New Auto Safety Technology Award. A similar entry from Honda called AcuraWatch takes us to the brink of automation and another GM entry will be of interest to those who like to cruise the internet.

GM - Super Cruise:

Super Cruise is the working name that GM has given a yet to be released automated driving technology that will (or can) allow hands-off-the-wheel lane following, braking and speed control, in certain highway driving situations. The goal of this technology is to increase the comfort of an attentive driver on freeways, both in bumperto-bumper traffic and on long road trips. The claimed safety value

of Super Cruise is that it could mitigate many traffic collisions and improve traffic congestion. The system sends and receives basic safety information such as location, speed and direction of travel between vehicles that are approaching each other. It will warn drivers and can supplement active safety features, such as forward collision warning, already available on many production cars. Super Cruise will also add a new lane-centering technology that relies on forward-looking cameras and other sensors to detect markings, curves and other road characteristics. It will also use a series of alerts to communicate with the driver based on human factor research conducted on test tracks. A combination of radar, ultrasonic sensors, cameras and GPS map data are used by Super Cruise to provide 360 degrees of crash risk detection bubble around the vehicle and enhanced driver assist features. Super Cruise is still undergoing real-world driving assessments and is expected to make its way into Cadillac production models in 2017.

Honda/Acura – AcuraWatch:

A system that takes vehicle operation to the brink of automation, AcuraWatch is a suite of driver-assist technologies that’s offered in the Technology and Elite editions of the new Acura TLX. An interesting new tech included in this package is the Adaptive Cruise Control (ACC) with LowSpeed Follow (LSF). Unlike other systems of this ilk, it uses both grille-mounted (millimeter-wave) radar and a windshield mounted camera to monitor and maintain a preset vehicle speed and following distance interval to the vehicle directly ahead. The Low-Speed Follow feature is designed primarily for use in stop and go traffic. Other systems included in the AcuraWatch package include Multi-Angle Rearview Camera and Cross Traffic Monitor, Forward Collision Warning, Collision Mitigation Braking System, Lane Departure Warning, Lane Keeping Assist, Road Departure Mitigation and Blind Spot Information.

GM - 10th Generation OnStar: A 10th

generation of GM’s OnStar telematics system with 4G LTE has been rolled out in most of its 2015 model year vehicles. It basically turns the vehicle into a WiFi hotspot that allows occupants to connect up to seven personal devices (smartphones, laptops, tablets etc.) and have them work just like they do at home. The 4GLTE feature also enhances OnStar’s array of safety and security services and provides a more personal experience as the OnStar agent can stay on the line as they manage the vehicle data interface. A clever smartphone app, called OnStar RemoteLink Key Fob Services, allows an owner to lock or unlock doors, activate the horn and lights, and remotely start a properly-equipped vehicle. It’s included free for five years. OnStar is standard in all 2015 GM vehicles and advisors currently respond to approximately 185,000 calls every day.

Team Festivus celebrates their win of the Oak Bay Xmas Cup. Team Festivus won a shootout thriller to capture the Boxing Day tournament that raised about $10,000.

Xmas Cup helps boost trust fund

While others switched on the TV to watch the world junior hockey championships on Boxing Day, four local teams laced up their own skates instead. The four teams raised about $10,000 in the sixth annual Oak Bay Xmas Cup, surpassing the previous best of $6,000 at the 2013 tournament. “The majority of money raised this year will be going towards a trust fund for Devon and Finn Oneschuk, with a smaller portion going to the BC Cancer Foundation,” said organizer Sean Tackaberry. “Unfortunately Devon and Finn’s father, Kevin, passed away this past year after a battle with pancreatic cancer. Kevin was a very good friend to many of the participants in the tournament as well as being a Team Christmas player in the 2012 tournament.” Team Festivus triumphed over Team Feliz Navidad 8-7 in a shootout thriller to hoist the cup. It was the team’s first OBXC championship. A shootout also determined third place as Team Hanukkah edged Team Christmas. “To date we have raised approximately $26,000 for various causes including BC Cancer Foundation, MS Society of Canada, Victoria Hospice and the Vancouver Island Children’s Health Foundation,” Tackaberry said. “We have players from 18-68 years old, first-time players to first-round NHL draft picks and every level in between. It’s a very unique and extremely fun tournament.”

Triathlon moves to new date

The Eliminator Triathlon Oak Bay has a new date. The 2015 race will take place on Sunday, July 19 at the same location as last year, Willows Beach. The race is made up of a series of heats, over a very short course, where athletes compete multiple times in succession. The top finishers in each heat move on until a final heat for each gender determines the race winners. Every competitor is guaranteed at least two races in this format. Each heat consists of 20 to 25 athletes completing a 200-metre swim, five-kilometre bike ride and 1K run. The top 10 athletes from each heat move on to semifinals and then finals, with the remainder of competitors from the first heats moving on to consolation races. There will be one open race category for all athletes age 13 and older divided by gender. Watch for registration to open soon at eliminatortri.ca online.

LIGHTING TIP | Identify the mood or ambiance that you want to create in each space

LED lights way for homeowners Biggest trend in home lighting is LED, says local expert Don Denton Black Press

LED lights are leading the way in home lighting trends. “The biggest trend in home lighting is LEDs. Everyone wants LEDs,” says Mike McDougall, a certified lighting consultant with McLaren Lighting. Existing styles of bulbs from halogen to flourescent are still in use, but LED lights are longer lasting and more efficient to use. The last of the incandescent light bulbs, the 40- and 60-watt versions, joined the 100-watt bulb in being legislated out of existence Dec. 31. LED lights are still the most expensive lighting product, but McDougall points out that ”because the price has continued to come down more people are using them.” LED lights are being incorporated into all styles of light fixtures from desk lamps to chandeliers. “Victoria is a diverse community for lighting,” says McDougall. “It is very modern but has a strong base for traditional and industrial styles of lighting. “Craftsman style is also a favourite but that is currently morphing into more of a West Coast contemporary look.” McLaren Lighting always has classic Tiffany-style lamps in stock as well. McDougall says that “Tiffany style is a small market but one that is always there.” When asked what customers should keep in mind when purchasing lighting for their home, McDougall suggests that “living space

He also suggest that multiple light switches and dimmers are becoming a thing of the past. New one-stop key pads give you the ability to control all your lights on one panel and allow you to create preset lighting conditions for different

times of day. “You can push one button and have all your lighting change,” he says. McDougall recommends using experienced staff from a lighting store when purchasing lighting products. “We’ve done the research and worked with the items in stock,” he says. “We want to be sure the homeowner has the right product for their needs.”
