Environmental Assessment of the Proposed Baldy Ridge Extension Project Open House and Invitation to Comment Teck Coal Limited (Proponent) is proposing to extend the working life of the Elkview mine by developing and operating the proposed Baldy Ridge Extension Project (proposed Project). The proposed Project would be located approximately 2.5 km east of Sparwood, British Columbia, and would produce an estimated 6.8 million tonnes of clean coal per year.

The proposed Project is subject to review under British Columbia’s Environmental Assessment Act. The Proponent must obtain an environmental assessment certificate before any work can be undertaken on the proposed Project. However, prior to submission of an application (Application) for a certificate by the Proponent, Environmental Assessment Office of British Columbia (EAO) must first approve Application Information Requirements.

Key to the Application Information Requirements is the identification of Valued Components to be studied and the areas within which the studies would occur. This task is done through the Valued Components Selection Document.

RCMP nab male with assumed identity The Cranbrook RCMP recently arrested an adult male on outstanding warrants for Possession of a Controlled Substance for the Purpose of Trafficking.

These warrants stemmed from charges out of Dawson Creek from 2010.

This male arrived in Cranbrook earlier in 2014 and assumed an alias name. This male quickly became involved in the criminal element of Cranbrook.

Subsequent to his arrest last Friday, the Cranbrook RCMP executed a warrant to search his residence in the Amy Woodland Elementary School area. Inside the residence, police recov-

ered a loaded shotgun, a significant amount of cocaine and a large amount of money.

custody and is scheduled to make his next court appearance January 12, 2014.

Police are also seeking assistance in regards to an incident that occurred on December 14, 2014.

FOR TECK COAL LIMITED (COAL MOUNTAIN AND ELKVIEW OPERATIONS) Teck Coal Limited (Teck)—has filed with the Ministry of Environment applications for refuse permit amendments for its Coal Mountain Operations (CMO) and Elkview Operations (EVO) under the provisions of the Environmental Management Act. The permit amendments would authorize CMO and EVO to discharge refuse consisting of non-hazardous slurry sump material (generated from washing vehicles and equipment in wash bays) within their respective mining disturbance boundaries at an additional maximum rate of 2,808 m3/yr and 5,200 m3/yr respectively. CMO is located approximately 50 km southeast of Sparwood, B.C. EVO is located approximately 3 km east of Sparwood.

The location of CMO facilities from which the refuse originates is: District Lots 6999 (Teck Coal Freehold) and 7001 (Teck Coal—Coal Licenses), Kootenay Land District. The location of CMO facilities to which the refuse discharges is: District Lots 6997, 6999 (Teck Coal Freehold); District Lot 6995 (Teck Coal—Coal Lease); District Lots 6996, 6998, 7000, 7001, 7292, 7293, 7294 (Teck Coal—Coal Licenses), Kootenay Land District.

The location of EVO facilities from which the refuse originates and the point of discharge is: Lot 1, District Lot 4588, Kootenay Land District.

Copies of the applications were posted at CMO and EVO on December 23, 2014 in accordance with the Public Notification Regulation. Attention: vegetation management The purpose of the proposed Pest Management Plan (PMP) is to manage vegetation, including noxious weeds and invasive plants, within facilities, which include generation facilities, switching, compressor, valve, metering, odorant stations, substations, farm taps, buildings, structures, tower compounds, access roads and storage yards within the FortisBC service area. Opinion: Resolutions to better society

by Brian Coombs January 1 has come and gone for another year and following tradition, it is time to put those New Year’s resolutions into effect.

Funny thing about resolutions—the personal ones tend to go by the wayside—so why not make some broader, societal resolutions?

After all, whether or not you are able to stay away from the sweets or be nicer to your coworkers may be good for you, but these resolutions don’t even begin to get to the route of the problem that gives you those bad habits to begin with.

That problem is stress.

Stress is the killer that drives you to eat that extra eclair, light up that smoke or stay glued to the TV when you should be out and walking.

Following are a few ideas for New Year’s resolutions that will actually benefit society as a whole, relieving you of a lot of stress and enable you to make better personal resolutions the following year: • Resolve not to tailgate – at all. Ever. If everyone took up this resolution can you imagine how different it would be to drive our city streets and local highways? You have to be very strict here. Even if the person ahead of you is going half the speed limit, you must wait until you can pass safely instead of getting right on their bumper. A side benefit of this resolution, especially if you are a frequent tailgater,

is that fewer people will wish you serious harm.

That’s always good.

• Resolve to know what you are going to order before you hit the front of the line at a fast food outlet that displays its items in plain view. Sounds like a no-brainer, but pretty much every time you go to Tims, McDonalds or another restaurant that has line-ups, there will be a violator of this simple rule.

After spending the last 10 minutes staring at the menu choices displayed on an overhead lightboard, the person in front will ask, “What flavours of sundae do you have?” before hemming and hawing about their burger choice. The side benefit to this resolution is the same as above.

• Resolve to speed things up at the grocery checkout. This goes out to the people, usually with a large purchase, who insist on reading the checkout magazines and seem genuinely surprised that they have to produce their credit or bank card, store card, or coupons at the time of purchase.

This makes a long wait for the next guy in line seem interminable. You gotta know that these people do this all the time and will moan and groan if someone does it to them. Again, see the first resolution for side benefits.

• Resolve to extricate your children from a public area if there is nothing you can do to keep them from screaming, spitting or throwing liquids around. This

could be the toughest resolution to follow on this list and for good reason. Kids are kids and as such are prone to illogical and mistimed displays of personality. This resolution is also not for those who actively try to discourage this behaviour, or for those saintly people who will just take their kids home. It is instead, for the people who ignore their little darlings as they scream in the ear of the elderly man sitting beside them at the restaurant. The side benefit of following this resolution is that fewer people will wish your children harm. That will help them grow up, which is probably a good thing.

• Resolve to stop filling up your Facebook page with selfies.

Facebook used to be a fun little diversion where you could catch up on what your friends are doing. Now it is a place to go where you can see your friend or family member’s never-ending procession of selfies. Are these selfietakers afraid that people will forget them unless they are confronted with awkward armslength, poorly composed pictures of their heads and torsos? In regards to capturing the moment of you having fun or doing something interesting, wouldn’t it be better to take pictures of your friends and family? After all, if you really want to see yourself, just look in a mirror. It is the people you were with at the moment that made that day special. Honour them instead. The side benefit to society is, not really too much frankly, but getting a little narcissism off the web is still a worthwhile goal.

the BC Centre for Disease Control on Dec. 30 were negative for EVD. However, a second test was done that day to confirm those results. That second test has now also come back negative for EVD. A third and final test will also be done to ensure that there has been sufficient time for any potential circulating virus to reach detectable levels. Results from the third test are expected tomorrow. This third test is only being done out of an abundance of caution, given that the patient was so proactive in reporting her symptoms at such an early date. Given that her illness remains mild and not in keeping with EVD, no formal public communication of these results are planned for media at this time, as they are also expected to be negative.

The patient is a health-care worker who returned from treating Ebola patients in Sierra Leone on Dec. 25. On Sunday, Dec. 29 she had a slightly elevated temperature and was experiencing mild flu-like symptoms.

In keeping with provincial protocols, she immediately contacted the medical health offi-

cer (MHO).

On Monday, Dec. 30, after further consultation with the MHO and provincial public health officials, it was decided that she would come in to Interior Health’s designated type two facility, Kelowna General Hospital, for EVD testing. While all signs and symptoms were indicative of influenza or a similar respiratory illness, given the patient’s work and travel history, out of an abundance of caution, the patient was isolated and tested for EVD. This is not the first B.C. health-care worker to return from Ebola- affected countries in West Africa.

Each returning worker is connected with public health and is monitored for a 21-day period following their return, during which time they are asked to remain within two hours of a provincial type two facility, and abstain from providing clinical care to patients.

Currently in B.C. seven people, including this patient, are undergoing the 21-day period of self-monitoring. A total of 16 people have returned from the affected countries since August.

A community celebration was held recently to mark the completion of a major restoration for Rocky Mountain Elementary school after fire caused extensive damage.

In June, a power outage and electrical surge caused fires within the school’s heating and cooling system. The

resulting smoke damage required that wall coverings, flooring, ceilings, furniture and equipment - as well as all other contents be replaced. With the help of the District of Elkford, alternative classrooms were found for students during the restoration.

Primary responsibilities include: • 100+ PC computers, hardware, software, internet, 3 servers, back-ups, upgrades, and security requirements; • telecommunications; • disaster recovery; • servicing of local and regional worksite network hubs; • record keeping of inventory.

The Association has multiple sites in a variety of communities throughout the region and, as such, there may be a limited requirement for travel (satellite worksites in Trail, Castlegar, Nelson, Fernie, Invermere, and Golden).
