With a new year comes new goals, new perspectives and a chance for a fresh start.

For Victoria, 2015 will bring times of increased economic prosperity, says Mayor Lisa Helps and Greater Victoria Chamber of Commerce CEO Bruce Carter.

“I think it’s important to get cracking on some of the things that people elected us to do,” said Helps. “For me, it’s economic development, affordability and prosperity.”

In every area, Helps would like to see bolder action and change.

“I would like to see us as a city expand on our sense of the possible,” said Helps. “Victoria is a very, very conservative place, and I would like to see us lift up our gaze a little bit.”

Two of the main projects Helps wants to have on track in 2015 are the Johnson Street bridge and a sewage treatment plan.

When asked if she thought there was hope of those two issues being resolved in 2015, Helps said, “Yes, oh my goodness if not, fire me now. No, seriously.”

Part of fostering economic development and prosperity is creating more affordable housing, said Helps.

“Affordability and prosperity are two sides of the same coin. If you don’t have a home, you can’t have an opportunity to prosper.”

Commercial vehicle decals available at Victoria City Hall Commercial vehicle owners and operators can purchase 2015 commercial vehicle decals from the Public Service Centre at Victoria City Hall.

All commercial vehicles, as well as passenger vehicles used for a business (i.e. pizza delivery), are required to have a commercial vehicle decal under the Province’s Commercial Transport Act.

In the City of Victoria, a vehicle displaying a commercial decal and with a truck plate bearing four numbers and two letters can use commercial truck loading zones to a maximum of 30 minutes, for the purpose of loading or unloading only.

In addition, a commercial vehicle displaying a commercial decal and busi-

ness/company markings are permitted to re-meter once in the course of performing their job. The extra time allows them to complete their job or come to City Hall and rent a meter hood for the day.

Public Works crew collect food The Township of Esquimalt and its CUPE employees made an early Christmas delivery to the Esquimalt Neighbourhood House on Dec. 19 in the form of two large pallets of donated food, weighing 1,000 lbs.

Donations for the drive were collected from residents during regularly scheduled garbage pickup days in December and also accepted at Municipal Hall, Esquimalt Recreation Centre, Archie Browning Sports Centre, and the Public Works Yard.

Open house set for wastewater info If a wastewater treatment facility was built in your neighbourhood, what aspects would be most important to you?

The Township of Esquimalt will host an open house Jan. 21 for residents to learn more and provide input on wastewater treatment in the westside communities.

The meeting is at Esquimalt Municipal Hall from 5 to 7 p.m.

Open houses will also be held in Langford, Colwood, and View Royal this month.

Garbage must be in regulation bins Garbage collectors will no longer collect refuse from non-regulation garbage bins in Esquimalt.

The new rule took effect Jan. 1.

Residents who purchase a second regulation bin are reminded that the second bin will be considered extra garbage and an extra garbage sticker will need to be attached to the bin.

Bins can be purchased at Municipal Hall, 1229 Esquimalt Rd. for $95 each.

Oil and economics The plummeting price of oil may have a big impact on the Canadian and B.C. economies in the next year or two.

Some of that will be positive, but it is likely that it will be mainly negative.

The price of gasoline (but not diesel fuel) is falling, and that means more money in the pockets of consumers.

This helps them meet other obligations, such as rent, credit card bills and child care.

If the provincial and regional governments can avoid the temptation to tax this newlyfound money out of people’s pockets, the fall in prices will be a good thing.

One other bright spot may be a boost in exports if the dollar remains low. The negative implications are widespread. There will almost certainly be a fall in economic activity, and particularly jobs.

Many well-paying jobs are concentrated in the oilsands.

Many Victoria residents either work there or work for companies that supply the oilsands.

There will be no new construction projects in that area, as long as oil prices stay at the $60 to $70 per barrel level. It simply costs too much to produce oil from the oilsands.

As economic activity is reduced, it impacts taxation to the federal and provincial governments. Alberta, Saskatchewan, Newfoundland and B.C. all are dependent on revenue from oil and natural gas. In B.C., one LNG project has been delayed by the falling price of oil, as Asian natural gas prices are tied to oil prices.

More could be delayed or even cancelled. It is significant that none of the major LNG players are ready to commit. A fall in economic activity likely means that 2015 will see much lower growth than anticipated, which won’t help the overall Canadian economy.

While this 1964 treaty has no end date, its flood control mandate expires in 2024. I spoke with Deborah Harford and Jon O’Riordan, members of the Simon Fraser University Adaptation to Climate Change Team, who, along with ACT senior policy author Robert Sandford, have written a provocative book on the treaty.

They hope it will help lead to a renewed agreement that will be a model for a changing world.

“If you’re looking ahead 60 years from 2024, there’s a lot of climate change projected in that period, for British Columbia and the U.S.,” Harford said. “For the B.C. side, we’re looking at heavy precipitation and potential increase in snowmelt runoff, while in the States, you’re getting the opposite, much less snow.

“There will probably be no snowpack left down there, and they’re looking at the prospect of quite drastically lower flows in the summer.”

The treaty, sparked by

devastating floods in 1948, led to construction of three dams on the B.C. side and one at Libby, Wash. that backed up Kookanusa Lake into B.C. Between that reservoir and the Arrow Lakes, 110,000 hectares of B.C. land was flooded, including orchards, dairy farms and the homes of 2,000 people.

Those dams hold back spring flood water and provide for irrigation that has allowed Washington to expand its agriculture to a $5-billion-a-year industry. The treaty shares the value of hydroelectric power generated by the many downstream U.S. dams such as the Grand Coulee, but it pays B.C. nothing for agricultural benefits.

O’Riordan notes that climate shifts create a strategic benefit for B.C. The U.S. has no more dam capacity to exploit, and needs us more than ever, for flood protection and water supply.

Now, that’s sweet.

For the sixth consecutive year, Inn at Laurel Point is home to Canada’s National Gingerbread Showcase, featuring more than 25 works of 100 per cent edible art by professional and home bakers.

The annual fundraising event puts these scrumptious creations on display where they will go head-to-head, all in the name of raising funds for Habitat For Humanity Victoria.

This year’s theme focuses on Where Things Live, allowing participants to let their imaginations run wild as they dream up homes for snails, Ewoks, and even a

little boy’s imagination.

Both the professional and home baker creations were judged and awarded top prizes by a panel of judges.

However, members of the public have the ultimate power by picking the winner of the highest category, People’s Choice, by exchanging a donation to Habitat for Humanity Victoria for a vote.

Ballots and donation boxes are located at the hotel’s front desk and lobby display area (voting for the People’s Choice award closes on Sunday (Jan. 4).

In 2013, the event resulted in a record donation of more than $21,500 to Habitat for Humanity Victoria, a $5,000 increase over 2012. All funds went towards supporting the building of new homes for lower-income families living in the Victoria region.

This year’s entries are on display at Inn at Laurel Point until Jan. 4, from 9 a.m. to 9 p.m.

It’s time to move on from 2014 and take a look at what’s coming up in the world of Victoria sports in 2015.

The Victoria Royals, who have enjoyed a great start to the 2014/15 season, kick off their 2015 with two televised games in January, one on Jan. 7 on Shaw TV vs. the Medicine Hat Tigers and one on Sportsnet at 7:30 p.m. on Jan 23 vs the Kamloops Blazers.

February brings Hockey Hooky Day on Feb. 17 against Moose Jaw Warriors. This is a noon start where the team is encouraging school kids to come to the game. You can catch another televised Sportsnet game on Feb. 20 at 7:30 p.m. against the high-flying Kelowna Rockets.

In March, the three main events are Scouts and Guides Night on March 14 vs. the Vancouver Giants and Minor Hockey Appreciation Night on March 15, also against the the Giants, at 1:05 p.m .

The team rounds out the season with its annual Fan Appreciation Night, which is the last home game of the year on March 20 against the Everett Silvertips.

Too early to talk about playoffs yet, but the team will take part in the annual bantam draft in May and finally training camp for the 2015/16 season starts mid-August.

Switching over to soccer, the Victoria Highlanders will be announcing their schedule at the end of January or beginning of February. Fans of local footie will be able to find out more as the team begins broadcasting home matches online and increasing video coverage throughout the year with soccer features and interviews.

Following on the success of the Highlanders’ first International Friendly with the Glasgow Rangers, the team hopes to announce another match for 2015.

The HarbourCats baseball team returns for its third season of West Coast League action at Royal Athletic Park. The 54-game regular season will start June 5 and ends Aug. 9 with playoffs following. The home opening series is yet to be announced.

Local runners will want to mark Oct. 11th on their calendar as the date of the 36th annual GoodLife Fitness Victoria Marathon. The TC 10K and half marathon goes April 26.

Two wheel fans can sign up for the fifth annual Ryder Hesjedal’s Tour de Victoria that will see riders choosing from three different courses on Aug. 23.

Experienced cyclists can take on the 140-kilometre route while others can choose between an 85K ride or the entry level 45K course.

On the high school front, Esquimalt High hosts its annual Sr. Boys Esquimalt Firemen Tournament starting Jan. 15 with a junior boys jamboree. The girls team will will play the Vic High

girls in a 12:30 exhibition match Jan. 16. The seniors boys games will follow starting at 2:12 p.m.

Esquimalt will also host the Island Elite training day for Island wrestlers looking to place at B.C.’s and Nationals on Jan. 10.

Vic High will serve as host for a senior girls basketball tournament on Jan. 30 and 31.

Vic High’s girls volleyball team will play in a beach league through May and June.

In other high school sports, badminton starts in February and rugby season starts up. Soccer and track and field seasons start after spring break.

You can check out the Island’s best figure skaters in Esquimalt Feb. 6 to 8, as the Archie Browning Recreation Centre is the site of the Skate Canada British Columbia/Yukon 2015 Vancouver Island Region Championships.

Interior design for pet lovers Milo, our 15lb terrier cross, has become the patriarch of our family over the past three years and occupies a huge part of my heart. He has been the namesake for one of my furniture design collections, the inspiration for many neutral colour palettes, and has had two guest appearances on my TV Milo show Trend (which airs weekly on Chek.) Pet lovers can relate to my adoration for this little guy when I speak of the warmth and compassion that our furry friend brings into our home. However, I am sure that you can also relate to some of my frustrations when making the home pet friendly, while maintaining a lovely looking space. Copious amounts of hair or fur, scratching of your furniture and the occasional accident on your favorite area rug are just few challenges that may present themselves. On the other hand, with a little extra planning you can make your coexistence much easier. While each pet is a little different in their needs and requirements, here are some tricks that have worked for our family.

One suggestion is to choose materials for your furniture that are extremely durable and compliment your pet’s hair colour. I am extremely lucky that Milo fits into my obsession with all shades of grey (purely by coincidence). I have chosen furniture that is within the grey tones and in fabrics of ultra suede and leatherette for the main pieces. While leather is also a very durable option, I found that leatherette was a better option for us. They exceed up to a 500,000 double rub count, making them less likely to puncture

Having hard surface floors, with good quality area rugs has been a blessing for our pet friendly home. While we realize that investing in an expensive area rug at this point isn’t practical for us, having the option to take a mid-range, good quality rug out of the house to have it professionally cleaned or replaced if it is unsalvagable is a more economical option than replacing wall to wall carpeting throughout the entire home. If you have a large dog that will mark softer hardwoods with their claws, a durable luxury vinyl plank, tile or laminate floor may be the best option for you.

One project I embarked on was the dog bathing station that I set up in our laundry room. Of course I was inspired by one of the many ideas found on pinterest. Milo is fairly small, and doesn’t need a lot of elaborate features. I installed a faucet with a hose attachment, deep laundry tub and shelves with many small baskets for organizing the tools needed to get the little guy spick- and-span after a long hike or walk.

The province’s latest liquor reform will make it easier for wine stores to relocate into grocery stores – provided they offer only B.C. wines – but there’s no sign the government is rethinking its change to wholesale wine pricing that will sharply drive up the price of more expensive bottles.

The announcement by Justice Minister Suzanne Anton is being hailed by B.C. wineries because some supermarkets that can begin selling wine come April will be barred from stocking foreign wines.

Under the change, existing VQA and independent wine stores can relocate or transfer their licence to an eligible

grocery store as long as 100 per cent B.C. wine is sold. Those licence transfers won’t be limited by a rule that disallows new outlets if there’s an existing one within one kilometre.

Liquor policy reform leader John Yap called it a “winning combination” to allow grocery shoppers to also buy B.C. wine and support the local industry.

The new model is different from the store-within-a-store model in that it allows B.C. wine to be on regular grocery store shelves and shoppers would pay for it at designated registers staffed by trained employees who are at least 19.

Anton said a limited number of new licences – she would not specify how many – will be made available to sell just B.C. wine in grocery stores.

The extra licences will mean more competition for private wine stores that have already been critical of some of the province’s liquor reforms.

Vancouver lawyer Mark Hicken, who acts for wine industry clients, predicts there will be “no takers” on wine stores relocating under the new B.C.-only model because they would lose most of their international product lines.

hy is heart attack the number one killer in this country? Ninety-nine percent of doctors say it’s due to atherosclerosis (hardening of arteries) and that cholesterol lowering drugs are the primary way to treat it. Vitamin C is required to manufacture healthy collagen, the glue that holds coronary cells together, just like mortar is needed for bricks. Lysine, like steel rods in cement, makes collagen stronger. Two-time Nobel Prize winner, Dr. Linus Pauling reported twenty-five years ago it takes a mere 10 milligrams to prevent scurvy, but several thousand to prevent heart attack.

Williams Stehbens, Professor of Anatomy at Wellington University in New Zealand, proved Pauling was right. Stebhens’ research showed that coronary arteries closest to the heart are under the greatest pressure. This causes collagen to fracture resulting in the formation of a blood clot and death.

I also believed the research of Pauling and Stehbens irrefutable. Now, the work of Dr. Bush has convinced me my decision was prudent.

I knew that Dr. Graveline, a physician and NASA astronaut, had twice developed transient global amnesia from taking cholesterol lowering drugs (CLD’s). I was also aware that patients have died from CLDs. Others have developed kidney, liver and muscle complications.

LED lights are leading the way in home lighting trends.

“The biggest trend in home lighting is LEDs. Everyone wants LEDs,” says Mike McDougall, a certified lighting consultant with McLaren Lighting.

Existing styles of bulbs from halogen to flourescent are still in use, but LED lights are longer lasting and more efficient to use.

The last of the incandescent light bulbs, the 40- and 60-watt versions, join the 100-watt bulb in being legislated out of existence as of Dec. 31.

LED lights are still the most expensive lighting product, but McDougall points out that ”because the price has continued to come down more people are using them.”

LED lights are being incorporated into all styles of light fixtures from desk lamps to chandeliers.

“Victoria is a diverse community for lighting,” says McDougall. “It is very modern but has a strong base for traditional and industrial styles of lighting.

“Craftsman style is also a favourite but that is currently morphing into more of a West Coast contemporary look.”

McLaren Lighting always has classic Tiffany-style lamps in stock as well. McDougall says that “Tiffany style is a small market but one that is always there.”

When asked what customers should keep in mind when purchasing lighting for their home, McDougall suggests that “living space needs to be lit for the task at hand.”

He reminds buyers that areas such as workspaces need brighter light and to consider that when designing a residence or retro-fitting current lights.

He also suggest that multiple light switches and dimmers are becoming a thing of the past. New onestop key pads give you the ability to control all your lights on one panel and allow you to create preset lighting conditions for different times of your day.

“You can push one button and have all your lighting change,” he says.

McDougall recommends using experienced staff from a lighting store when purchasing lighting products.

“We’ve done the research and worked with the items in stock,” he says. “We want to be sure the homeowner has the right product for their needs.”
