Saanich Peninsula mayors look ahead to the major challenges of 2015 Tim Collins News staff

The election campaigns of 2014 have now been assigned to local history.

In the three municipalities of the Saanich Peninsula, the recently elected municipal representatives have all taken their oath of office and are now facing the task of doing their best to meet the expectations of the electorate.

We caught up with the mayors of North Saanich, Central Saanich and Sidney to find out what they considered to be the major challenges that they would face in 2015. Here are the results of those interviews.

Alice Finall Mayor of North Saanich “Well, we had an interesting election,” said Mayor Alice Finall.

That may be the understatement of the year as Mayor Finall and only one of the past council were returned to office after a sometimes rancorous history of debate and disagreement. The sitting members of Team North Saanich all Alice Finall lost in their bid for re-election and the only member of that quasi-political party to be elected was a new council member, Jack McClintock.

“We had a 54 per cent voter turnout,” said Finall.

Finall hopes that the new council will be able to enact policies that will lead to affordable housing and address the day to day needs of the community.

Yet Price is aware that the town needs to capitalize on its strengths in the light of economic realities and the competition that businesses on the peninsula are facing in the future.

“When you have new shopping malls like Uptown opening and an increase in online shopping, it puts pressure on the traditional businesses to stay afloat.”

“That’s where the town council can have an impact,” said Price.

“We’re working with the Economic Development Task Force ... the Chamber and the Sidney Business Improvement Area to address our challenges and ensure a bright future for Sidney.”

He said that Sidney is unique and that the council can help keep it that way through a series of initiatives that help showcase the community.

“We have the location, and we have the spirit to back it up,” he said.

Price said that he’s also looking forward to a future where public consultation is an important part of any major decisions that his council may face.

“We’re looking at relocating the fire hall, for example. It’s a decision that requires consultation with all the stakeholders and the public.”

The optimism that the mayor feels for the Town of Sidney is due, at least in part, to the civic workers who are

2014: The year in transportation In scouring the pages of the PNR from the past year, we discovered it was a busy time for many aspects of transportation on the Saanich Peninsula.

n October, Kenny Podmore announced he would not seek re-election after serving two terms as councillor for the Town of Sidney.

“I am very proud of all my work and achievements over the last six years,” said Podmore in an interview with the PNR. “It has been a wonderful and fulfilling experience and even though there have been challenging times, council always persevered and continuously strived to make Sidney a better community.”

Podmore, who is also the Town’s Town Crier, said he plans to stay on in that role should he be re-appointed and looks forward to still being a part of the community.

Podmore said his reasoning for not running again stems from negativity encountered through the job.

“Without question, I understand that as a politician, one can, and should, expect a degree of criticism,” he said.

Having a thick skin, Podmore continued, is a job requirement for being a councillor, but he is ready to get away from that aspect and enjoy more quality time with his wife, family and friends, he said.

“I will continue to serve the community in many other ways,” said Podmore.

He added he will continue to

In Sidney, in addition to Podmore, Mayor Larry Cross announced in August he would not seek re-election, citing health and family reasons. Coun. Marilyn Loveless also decided not to run again.

In North Saanich, Coun. Ted Daly and Elsie McMurphy stepped away, although McMurphy ran successful as a trustee for School District 63 (Saanich).

In Central Saanich, Mayor Alastair Bryson decided not to seek re-election, as did Coun. John Garrison, who ran unsuccessfully in the City of Duncan.

One issue Podmore said he will continue to follow as well as work on as a member of the community is education around the McTavish Road interchange.

“I’ve spent three years working on making sure there’s better education around the use of traffic circles,” Podmore said.

“Whether it’s making sure all the rental cars from the airport come with a pamphlet explaining the use of traffic circles, or more public education on the use of traffic circles, it’s one piece of unfinished business I would like to see through.”

Flight crews with the 443 Maritime Helicopter Squadron at the Victoria airport put in around 2,000 hours of training time every year and while most of their work is done far away from residential neighbourhoods, there are noise complaints.

It comes with the territory, says Major Dale Arndt, operations officer for the squadron.

He said 90 per cent of their training flights are done away from people’s homes, often over the water and away from the airport proper.

Yet, he said there have been close to a dozen formal complaints made this year about the noise from their Sea King helicopters.

That’s down a bit from last year, when Arndt said there were closer to 15 complaints made.

In recent weeks, the Peninsula News Review has received phone calls and emails from residents angry about the noise from what they call low-flying helicopters.

Christine Bender, who lives on Amherst Avenue, is aware she bought her home near the airport and does expect a certain amount of noise. She says, however, that over the last 20 years aircraft traffic has increased — and so has the noise.

ovember 11 is always a challenge. There never seems to be a way to properly express the gratitude that we have for the host of men and women who have served

our country and who have arguably allowed us to have the life that we continue to enjoy today.

It wasn’t a story that captured our hearts this November, however; it was

a photo. It was Sophie Constandinou, looking at the wreaths laid in remembrance of those who had given their lives. It gave us hope we would always treasure that sacrifice.

North Saanich leads in voter turnout Steven Heywood News staff

More voters turned out in Sidney, North Saanich and Central Saanich on Saturday, Nov. 15 to elect new municipal councils and school board trustees than in the 2011 civic election.

In the Town of Sidney, where Steve Price made the transition to mayor, 43 per cent of registered voters cast ballots, compared with only 31 per cent three years ago. That 12 per cent jump in turnout was mirrored in North Saanich, where

53 per cent of registered voters came out, compared with only 41 per cent in 2011.

In Central Saanich, a lower voter turnout than their neighbours remained the trend, with only a 36 per cent response.

That’s still up a couple of percentage points from 2011’s 32 per cent turnout.

With voter interest higher than in 2011, change was on offer at the polls in North Saanich and Sidney, while Central Saanich voters elected to maintain a status quo council for the next four years.

In Sidney, new Mayor Steve Price takes over, leading a mixed council of political

veterans and newcomers.

In Central Saanich, Ryan Windsor was elected mayor. His council is also a mix of incumbents and newcomers — including the youngest member of a Greater Victoria municipal council, 22-year-old Niall Paltiel.

North Saanich saw a changing of the guard. Incumbent Mayor Alice Finall was narrowly re-elected and only one member of Team North Saanich, Jack McClintock, was elected to council. North Saanich’s new council is now made up of people generally seen as traditionalists.

What’s yet to come?

T

here is always a focus at this time of year to ask our elected community leaders to look ahead, to give us their impressions of what the new year will bring us.

They are the ones who govern the many millions of dollars in taxpayer contributions and user fees and often decide what a community’s priorities should be. It’s a big responsibility and we should all be watching to some degree over the next four years what happens to that money.

The look ahead for this year — 2015 — is no different than in years past. The News Review looked to its municipal leaders (the trio of mayors on the Saanich Peninsula) to give our readers what they think will be some of the top issues of the year ... You never know to come. Many of responses what might happen their have their roots in local politics in the year that was — or last three year term of council. That’s only natural. As politicians, they have made promises or set projects in motion that need to be watched or followed through on in the coming year.

It is from these local offices that a community can take shape, or at least make its priorities known.

How does this all affect you? It is said that local government has the most impact on day-to-day life.

While taking in your property taxes, municipalities pave roads and create new ones, allow (or not allow) new housing and commercial growth, keep the tap water flowing and the toilets flushing and collect the refuse and kitchen scraps that need disposal.

They also look to spend your dollars. In Sidney, there could be a new fire hall. In Central Saanich, the Maber Flats water retention project is on the table. In North Saanich, what the district will do with new agricultural land (Sandown and, possible, Glen Meadows) will be up for debate.

This is only a sample of what’s to come in 2015, as you never know what might happen in the world of local politics on the Saanich Peninsula.

Not a positive effort on climate Mr. Fletcher’s Dec. 24 op-ed had little to say about the climate change conference in Peru. However, his declaration that he is an agnostic or searcher was interesting because of his apparent contradiction at the end of the piece. First, can we suppose he is trying to say that when the science of climate change can convince him that it is real then he will become a “knower” or a believer? Second, does Mr. Fletcher believe that the severe droughts in the U.S.A., raging fires in Australia, flooding in Pakistan, Malaysia and India, to name a few recent catastrophic events in our world, have an unknown cause even though most of us know something pretty bad is happening?

Here is his contradiction: Mr. Fletcher concedes that our province is “undergoing a climate shift with major consequences.” Is Mr. Fletcher a believer only that climate change is occurring in British Columbia and is he a so called agnostic for the remainder of the planet?

Finally to Mr. Fletcher, glaciers did indeed begin to recede in the 1800s about the same time the Industrial Revolution began to source its power from coal and other fossil fuels. And, yes, our emission levels did drop slightly in Canada between 2005 and 2012 because of the downturn in the economy, certainly not by a positive effort from our present government who have, at best, thwarted progress toward mitigating climate disruption at any climate change conference.

Another AED available In your Dec. 19 edition, on page 5, you told the story of Janis Jean and how her saving a life in Hawaii resulted in the donation to Sidney of an AED Unit (a defibrillator). The article continued by quoting the Deputy Fire Chief as saying there are now four such units in Sidney.

Since it may be vital in saving a life, I am writing to let you know there is a fifth unit located at a place regularly used by many members of the public. The Mary Winspear Centre has one attached to the wall in the main hallway immediately opposite the box office. This

was donated to them by the Rotary Club of Sidney following an incident, where had it been available, a life could possibly have been saved.

I have been advised that although, since installation, the AED has not yet had to be used, many members of the Centre’s staff have volunteered to be, and have been trained, in its operation.

As a member of another Rotary Club, I am pleased to learn that Rotary has again been able to follow its tradition of service to this community.

People like conspiracies Your Dec. 26 article on vaccines highlights slick scare-mongering.

Vaccines are of course not zero risk, though care about allergies and quality control minimize risks. And peer-reviewed is not a great criteria for believing studies, as often it is cursory and sometimes is “palreviewed” — biased. But people like Heather Fraser go on anecdotes, which may be mis-stated or worse.

And people extrapolate without care.

Don’t blame the Internet for spreading bad ideas, gossip in kitchens, stores, and cafes long preceded it. The Internet gives an opportunity to check facts, for those with perspective and critical thinking skills.

But people believe what they want to believe, despite being thoroughly discredited. Many people like conspiracy theories, which are more fun for fools than reality is.

Interior design for pet lovers Milo, our 15lb terrier cross, has become the patriarch of our family over the past three years and occupies a huge part of my heart. He has been the namesake for one of my furniture design collections, the inspiration for many neutral colour palettes, and has had two guest appearances on my TV Milo show Trend (which airs weekly on Chek.) Pet lovers can relate to my adoration for this little guy when I speak of the warmth and compassion that our furry friend brings into our home. However, I am sure that you can also relate to some of my frustrations when making the home pet friendly, while maintaining a lovely looking space. Copious amounts of hair or fur, scratching of your furniture and the occasional accident on your favorite area rug are just few challenges that may present themselves. On the other hand, with a little extra planning you can make your coexistence much easier. While each pet is a little different in their needs and requirements, here are some tricks that have worked for our family.

One suggestion is to choose materials for your furniture that are extremely durable and compliment your pet’s hair colour. I am extremely lucky that Milo fits into my obsession with all shades of grey (purely by coincidence). I have chosen furniture that is within the grey tones and in fabrics of ultra suede and leatherette for the main pieces. While leather is also a very durable option, I found that leatherette was a better option for us. They exceed up to a 500,000 double rub count, making them less likely to puncture

Having hard surface floors, with good quality area rugs has been a blessing for our pet friendly home. While we realize that investing in an expensive area rug at this point isn’t practical for us, having the option to take a mid-range, good quality rug out of the house to have it professionally cleaned or replaced if it is unsalvagable is a more economical option than replacing wall to wall carpeting throughout the entire home. If you have a large dog that will mark softer hardwoods with their claws, a durable luxury vinyl plank, tile or laminate floor may be the best option for you.

One project I embarked on was the dog bathing station that I set up in our laundry room. Of course I was inspired by one of the many ideas found on pinterest. Milo is fairly small, and doesn’t need a lot of elaborate features. I installed a faucet with a hose attachment, deep laundry tub and shelves with many small baskets for organizing the tools needed to get the little guy spick- and-span after a long hike or walk.

erhaps it was only fitting that we ended the year in much the same way as it started ... with a series of stories of generosity and kindness. We featured the work of the Sidney Lion’s Food Bank and how everyone was helping out with the effort to make sure that no one would be left hungry as Christmas approached. We also ran a story about a remarkable group of young people at Stelly’s Secondary School who had raised money for the construction of a school in Fiji and were planing to go there to help with the actual building of the structure.

But a favorite story of giving was one in which we played a small part. It was the Peninsula News Review’s annual Coins for Kids campaign.

The story was special to us because for over

a month we’d had a series of our neighbors on the peninsula drop into our office clutching jars of change, wanting to make a difference. We met these people, spoke to them, and were overwhelmed with thanks that we have the privilege of serving this special community. Thank you.

We also thank our supporters during this year’s Coins campaign — Panorama Recreation Centre staff helped us and they collected a lot both at thier main centre and at Greenglade. Thanks go out as well to Muffet & Louisa and the Sidney Bakery on Beacon Avenue in Sidney — without them we would not have hit the $3,000 mark.

Coins for Kids hits $3,000 mark News staff

Those collections of pennies, nickels, dimes, quarters and more are starting to pile up at home or at the office.

So why not help a child and their family this holiday season by donating those coins to the Peninsula News Review’s annual Coins For Kids campaign?

As of Dec. 29, the official tally sat at close to $3,000 — well above last year’s tally.

That amount was reached thanks to the generosity of many, like one gentleman who brought in $200 in rolled coins

this week.

The News Review collects coins of any denomination (paper money and cheques are also accepted) in our annual effort to raise money to help children in need.

This year’s campaign again helped the Saanich Peninsula Toys For Tots effort. Founded

by Rob McMillan and this year run by the staff at Sidney’s Mary Winspear Centre, Toys For Tots buys gifts for girls and boys, young and old, to help make their Christmas a little better.

McMillan says he’s happy the Winspear Centre stepped up to take on the heavy lifting, includ-

ing collecting the toys, wrapping them (with the help of a lot of volunteers) and taking them to the Sidney Lions Food Bank for distribution. Familes wishing to take part in the Toys for Tots program can register at the food bank. Last year, the program helped around 500 families.

“We do a lot for the youth in this area,” he said.

Last year, readers donated more than $2,400 to the Coins For Kids campaign.

A final word on 2014

Youth set the tone for 2015 on the Peninsula

O

ne last word on the year that’s past and the year to come. The communities of the Saanich Peninsula are often characterized by their quaint and quiet demeanor ... peaceful, pastoral towns set amongst generational farms and quaint shops.

This only tells a part of the story. The peninsula is also a place of youthful exuberance, as evidenced by the young people climbing the walls at Stelly’s Secondary School Boulders Climbing Academy, or the excitement and energy displayed in local basketball and hockey games.

Our favorite illustration of how the peninsula is a blend of ages came with the story of the Sidney Town Crier ... or criers. Rowan Petrie, 6, seemed intent on replacing the official Town Crier Kenny Podmore.

While it hasn’t happened yet, it’s good to remember that our communities, while peaceful, are also dynamic.

Elizabeth May is a firebrand.

In 2014, for the second year in a row, the Leader of the Green Party of Canada and Member of Parliament for Saanich-Gulf Islands was voted the Hardest Working MP in the annual Hill Times Political Savvy Survey. She also placed third in the Best Constituency MP and Best Public Speaker categories in the same survey.

Last year, May was named the Hardest Working MP in the MacLean’s/ Actualite’ Parliamentarian of the Year Awards and won Parliamentarian of the Year in 2012.

But for May, none of that means that much. “I’m grateful for the recognition,� said May in a recent interview from Ecuador where she was spending Christmas with her daughter after the COP20 talks in Lima, Peru. “But, really, I’m only doing what I love.�

She takes more pride in the fact she’s been able to affect some change. “I like to think that I’ve played a role in bringing at least a little decorum back to the House,� she said.

May was also successful in bringing forward a private member’s bill, the Federal Framework on Lyme Disease Act, which

Now, I’ll be watching to ensure its full implementation.�

May said the coming year is full of challenges — ones she is anxious to meet head on. “We have to get a global climate agreement in place. I saw what Canada did in Peru and I know that we can do so much better.

I’m determined to do my best to make that happen. “Climate change is possibly the single biggest challenge facing us and it’s time we started punching above our weight again to solve the situation.�

Her criticism of Canada’s performance on the issue led her to the upcoming federal election. “I’m excited about the election. The Green Party is within shooting distance

of getting far more support and respect. We’ve demonstrated the ability to bring people together ... to work across party lines ... and that can make a huge difference.�

But, according to May, her energy and dedication to the bigger picture never overshadows what she sees as her primary job. “It’s my constituents,� she said. “My job is to do the best I can for the people who elected me. I never forget that.�

She said constituents present an ‘unimaginable’ list of concerns, ranging from helping loved ones who are caught up in the Syrian conflict to resolving local issues. “I can’t really predict what 2015 will bring,� she said. “But I know that I’m ready to do my best to meet it head-on. That’s the only way I know.�

CONSTRUCTION TRENDING UPWARDS IN B.C. A new survey released Dec. 29 by the Independent Contractors and Businesses Association of B.C. (ICBA) reveals that B.C.’s open shop construction companies expect 2015 to be even busier than 2014.

The survey revealed 47 per cent of companies are predicting increased work in 2015 and 50 per cent believe their business volume will stay the same. One of the biggest surges in business is in the north of the province.

The Saanich Peninsula has its share of high-end homes and properties on the market —and have been termed ‘hard-sells’ in the current state of affairs. But what will be the real estate trends for 2015?

Real estate is a tough business to predict, but for the professional realtors of the Saanich Peninsula, the future looks strong.

“Of course I don’t have a crystal ball,” said Jack Barker of JB and Associates.

“But from where I’m sitting, we have a very strong year ahead.”

Barker said that there is particular interest in the condominium market in Sidney now that the depreciation reports mandated by the Provincial Strata Property Act have come in.

That information now allows potential buyers to gauge the cost of condominium living, including the strata costs involved.

“Now that we have that information, people are more inclined to buy into that market ... and the banks are more willing to provide financing for the purchase of those

Barker said that if anything, there is an under-supply of condominiums on the peninsula, particularly in Sidney.

“We just don’t have enough of them here now to meet the market demand. Those that will come up, I imagine will go very quickly.”

Patrick Achtzner, of DFH Real Estate, also feels that the market on the peninsula is very strong.

“The key, as always, is pricing.

Good properties that are properly priced are selling very quickly, often

within days of being listed,” he said.

“These are homes that are receiving multiple offers and are often being sold above the asking price.

That tells you that the market is very solid.”

When asked about the potential of a housing bubble (an overvaluation of the market that eventually collapses under its own weight) Achtzner said that it just doesn’t exist on the Peninsula.

“We had a bit of a correction in 2008 and 2009,” he said, “But that stabilized very quickly and now the

prices are very strong and the values are there.”

Barker agreed.

“There may be an oversupply or overvaluation of properties, particularly condominiums in Victoria of Vancouver ... time will tell ... but here on the Peninsula that just isn’t the case. If anything we are in need of more listings and more properties.”

It’s a feeling shared by Achtzner, particularly at this time of year.

“A lot of people won’t list over the holidays. Some even take their homes off the market at this time of year. It’s a mistake ... we’re needing more listings to meet the demand.

It’s a great time to list.”

There are some negative factors foreseen in the coming year, however.

“Large homes on bigger acreages are still a tough sell,” said Barker.

“People are looking for smaller, more manageable homes so the larger properties really have to be priced well to sell.”

“But all in all,” said Barker, “the real estate market here is blessed by the fact that we’re marketing homes in a beautiful location where everyone would love to live.” editor@peninsulanewsreview.com
