by Jeff Nagel A B.C. health care worker who has returned from Sierra Leone is undergoing further tests in an isolation unit at Kelowna General Hospital to rule out the Ebola virus after an initial test came back negative. Rossland nurse practitioner Patrice Gordon returned to Kelowna Christmas Day after treating Ebola patients at a Red Cross treatment centre in Sierra Leone and was partway into the three-week period of self-monitoring to watch for the emergence of symptoms after potential exposure. She began experiencing a low fever and sore throat on Sunday, public health officials say, and drove herself to the Kelowna ER around 6 p.m. Monday to await testing, in accordance with provincial policy for Ebola. Provincial Health Officer Dr. Bonnie Henry said it’s “very likely” she merely has flu or cold symptoms, not the deadly virus that has killed thousands of people in West Africa. “The clinical symptoms weren’t consistent with Ebola but we needed to be really sure,” Henry said. “The virus circulating in the blood

is often low early on in the illness.” Test results could come back as early as Wednesday, she said, allowing discharge soon after if Ebola is not detected. Hospital staff trained on how to deal with Ebola patients ushered her into the hospital through a back door in the back of the ambulance bay to a quarantine room. Gordon is not the only health care worker or traveller who has returned to B.C. from West Africa and under scrutiny for Ebola. Seven others are now self-monitoring and not going to work – as the Kelowna patient was up until Sunday – while they wait for the end of the 21-day Ebola incubation period. Nine previous B.C. individuals have also undergone the threeweek wait to ensure no Ebola symptoms appeared. Only once before has a patient been isolated in a B.C. hospital and tested for Ebola because of the emergency of symptoms that could not immediately be ruled out. That case was handled in August at Vancouver General Hospital. No positive Ebola cases have yet been confirmed in B.C.

If one is, the patient will be treated by a specialty team at Surrey Memorial Hospital. Most health care workers returning to B.C. from serving in West Africa have been in the Lower Mainland, but Henry said there are some in every region of the province. Gordon issued a statement saying she feels she just has cold symptoms but understands the need to take precautions. “The biggest concern is that the publicity given to my situation here in bc right now might deflect some of the attention from the real issue, which is the plight of the people in Sierra Leone, Guinea and Liberia,” she said. “I’d like to reassure my family and the public that I have absolute confidence that Im am receiving the best of care in a fashion that fully protects the public. I want to encourage everyone to keep the focus where it belongs – back in West Africa.” Interior Medical Health Officer Dr. Rob Parker called her an “extremely conscientious health care worker” who has had very limited contact with family members since returning from Africa. One person might be

exposed and require follow up if Ebola is confirmed, he said. Both Parker and Henry said proper procedures were followed at KGH during the transfer Monday afternoon. They also emphasized that Ebola transmission requires direct contact with blood or bodily fluids and is unlikely to result from someone just walking through an ER. Kelowna General is one of five B.C. hospitals designated to isolate suspect Ebola patients awaiting testing and treatment within their regions. Other Ebola referral hospitals are Surrey Memorial for the Lower Mainland, Royal Jubilee Hospital for Vancouver Island, University Hospital of Northern B.C. in Prince George for the North, while children would go to B.C. Children’s Hospital. Even prior to the arrival of any suspect Ebola cases, health officials in B.C. have been grappling with intense anxiety among health care workers and their unions over the procedures to contain the virus. Although B.C. health officials initially declined to name Gordon or even say where she was from – citing patient confidentiality – the Canadian Red Cross late Tuesday said she has agreed to be identified. Red Cross officials said Gordon followed protocols for the use of personal protective equipment and she is unaware of any unprotected exposure to Ebola virus. “During her mission, Ms. Gordon worked at the Red Cross Ebola treatment centre in Kenema where she provided life-saving support and care to those affected by Ebola,” said Red Cross senior manager Stephane Michaud. “Thanks to the tremendous efforts of aid workers such as Ms. Gordon, the Red Cross has been able to make a real difference in Kenema, where there has been a decline in infections. However, we must remain vigilant as the number of cases across the country remains high.” – with files from Kathy Michaels

B.C. smart meters held up as good model in Ontario debacle By Tom Fletcher

Photo black Press

Anti-smart meter protester Sharon Noble greets delegates at B.C.’s 2012 municipal convention in downtown Vancouver. Wireless meters have been blamed for bee deaths, human illness and even an alleged plot to spy on citizens.

Ontario has become notorious for bad energy policy decisions, from leaky nuclear plants and brownouts, to a costly green energy subsidy deal with Samsung, to a pair of hastily cancelled gas-fired power plants that helped push former premier Dalton McGuinty from office. So it was no surprise to weary Ontario electricity ratepayers when Auditor General Bonnie Lysyk wrapped up 2014 with a report condemning the province’s wireless smart meter program for a $1 billion cost overrun and failure to reach the program’s goal of reducing power consumption. Unlike BC Hydro’s wireless meter program, Ontario used the smart grid’s real-time consumption data to offer discounts for off-peak power consumption,

hoping to ease the load on its outdated power grid while giving customers some relief from soaring rates. But few embraced the incentive to run their clothes dryers late at night to save money. Diehard smart meter opponents in B.C. jumped at the bad news from Ontario. Their theories of sudden billing surges, vague health concerns and even smart meter surveillance have all been debunked, but here they had a credible voice saying they are a waste of money. Alas for them, Lysyk held up B.C.’s smart meter program as the model Ontario should have followed. The Ontario government “did not complete any cost-benefit analysis or business case prior to making the decision to mandate the installation of smart meters,” the auditor wrote. “This

is in contrast to other jurisdictions, including British Columbia, Germany, Britain and Australia, all of which assessed the cost-effectiveness and feasibility of their smart metering programs.” Lysyk’s report also noted BC Hydro developed its business case in 2006, updated it in 2010 as meter technology evolved, and implemented it in 2011 with a plan to recover costs over 20 years. BC Hydro’s savings come mainly from reduced electricity theft, faster location of power outages and more accurate load management. B.C. also responded to the anti-smart meter holdouts with an optional fee to cover manual meter readings for those who insisted the cellphone-like data transmissions are a threat to their health.

The Weekend View

2015: the year of climate adaptation

B.C. Views by Tom Fletcher It’s time to look beyond the protests and political battles around climate change that dominated 2014, and look at the year and the decade ahead. From the California drought to shifting forest patterns across B.C., there is evidence that our climate is changing more rapidly. Public debate consists mainly of squabbling about the significance of humancaused greenhouse gas emissions, rather than what can be done to prepare. A draft discussion paper from the B.C. forests ministry on wildfire control was released in December after an access to information request. “Climate Change Adaptation and Action Plan For Wildfire Management, 2014-2024” describes the progress made in the province’s community forest fire prevention plan, and its goal to create “wildfire resilient ecosystems and wildfire adapted communities” over the next 10 years. The final discussion paper is to be released early in 2015, but the key research is in. It estimates that by 2017 there will be 788 million cubic metres of dead pine in B.C. for-

ests. Fires in these areas spread 2.6 times faster than in healthy green stands, up to 66 metres per minute. The report calls for fuel management beyond community boundaries to stop “mega-fires” by creating landscapelevel fuel breaks, with targeted harvesting, prescribed burning and new silviculture practices. It notes that bark beetle infestations and bigger, hotter fires are being seen across North America, with costs rising along with urban development. For example, the 2011 Slave Lake fire in northern Alberta generated the second largest insurance charge in Canadian history. The costs of preparing are huge. The costs of not preparing could be catastrophic. Also in 2014, the B.C. government appointed an advisory committee to prepare for the renewal of the Columbia River Treaty with the United States. While this 1964 the treaty has no end date, its flood control mandate expires in 2024. I spoke with Deborah Harford and Jon O’Riordan, members of the Simon Fraser University Adaptation to Climate Change Team (ACT), who, along with ACT senior policy author Robert Sandford, have written a provocative book on the treaty. They hope it will help lead to a renewed agreement that will be a model for a changing world. “If you’re looking ahead 60 years from 2024, there’s a lot of climate change projected

in that period, for British Columbia and the U.S.,” Harford said. “For the B.C. side, we’re looking at heavy precipitation and potential increase in snowmelt runoff, while in the States, you’re getting the opposite, much less snow. “There will probably be no snowpack left down there, and they’re looking at the prospect of quite drastically lower flows in the summer.” The treaty, sparked by devastating floods in 1948, led to construction of three dams on the B.C. side and one at Libby, Washington that backed up Kookanusa Lake into B.C. Between that reservoir and the Arrow Lakes, 110,000 hectares of B.C. land was flooded, including orchards, dairy farms and the homes of 2,000 people. Those dams hold back spring flood water and provide for irrigation that has allowed Washington to expand its agriculture to a $5 billion-a-year industry. The treaty shares the value of hydroelectric power generated by the many downstream U.S. dams such as the Grand Coulee, but it pays B.C. nothing for agricultural benefits that were achieved at the cost of B.C. farms and aboriginal territories. O’Riordan notes that climate shifts create a strategic benefit for B.C. The U.S. has no more dam capacity to exploit, and needs us more than ever, for flood protection and water supply. Society donates to housing project The Creston Valley Community Housing Society was delighted to receive $15,000 from the Creston Valley Gleaners Society toward the construc-

tion of a six-unit family housing project at 215 25th Ave. S. Construction began in August and it is anticipated that the first families will be welcomed

into the building in the fall of 2015. The Gleaners was the first group to step up to support the housing society when it began its work in 2008 and remains its biggest local supporter. Because of their work operating the food bank, Gleaners volunteers are the first to see the effects of

poverty on families in the valley. Other local supporters include the CrestonKootenay Foundation, the Creston Ministerial Association and the Creston Lions Club, along with many citizens. Watch for fundraising events, beginning with a dinner on Jan. 17.

Former hospital district chair donates to EKFH

Photo submitted

East Kootenay Foundation for Health executive director Donna Grainger (centre) with Marilyn and John Kettle. Submitted In life there comes a point when one has to say goodbye. For two individuals of the Kootenay East Regional Hospital District (KERHD) board they are not only leaving behind a legacy of commitment to community but the two

decided to show their thanks in a very distinct way. Former board chair John Kettle, also the former director for Regional District of Central Kootenay Area B, and Heath Slee, former Regional District of East Kootenay Area B, both elected to make an individual $500 gift

to the East Kootenay Foundation for Health (EKFH). The $1,000 combined thank you is being directed to EKFH through the Starlite Campaign. The two have chosen their gift to be dedicated to purchase critically needed equipment for the new intensive care unit cur-

rently under construction in Cranbrook. “It is an absolute honour for EKFH to accept these gifts,” said EKFH executive director Donna Grainger. “John and Heath have

been very supportive of our work in the past and their donations certainly leads by example that they believe EKFH has a strong future going forward.” The two are no strangers to the strength a new intensive care unit plays in the quality of care in the East Kootenay. The KERHD board was one of the driving forces behind the original ICU concept followed by a unanimous approval for reallocating original ICU equipment funding to assist in relocating the pediatrics unit to the vacated ICU space, and merge this space with the existing obstetrical unit. In order to accommodate the reallocation, EKFH agreed to take on a major capital campaign for fundraising for the ICU equipment. For more information about the ICU campaign, contact Donna Grainger at 1-877-4896481.

Avalanche warning remains Submitted

The forecasters at Avalanche Canada have extended the special public avalanche warning first issued on Christmas Day. Like the existing warning, this updated warning applies to the North Rockies, Cariboos, North Columbia, South Columbia, KootenayBoundary, Purcells, South Rockies, Lizard and Flathead, and South Coast Inland regions, and has been extended to include the Sea-to-Sky region near Whistler and Pemberton. This warning applies to recreational backcountry users and is in effect until Sunday, January 4. “We had expected the problem layer to calm down by now but it’s still easily triggered,” said Senior Avalanche Forecaster James Floyer. “We have had numerous reports of skiers and snowmobilers involved in avalanches. Luckily there have been no fatalities, thanks to

good self-rescue by the parties involved.” Avalanche Canada recommends backcountry users stay on simple, low-angle terrain; avoid large, steep slopes; minimize exposure to overhead hazard; avoid travelling where other users are on slopes above; and re-group in safe zones away from avalanche run-outs until conditions improve. If you do not have the training or experience to assess avalanche terrain and local conditions, it’s a good idea to recreate in areas where the avalanche risk is professionally managed. All backcountry users must be equipped with essential avalanche safety equipment. Everyone in the party needs an avalanche transceiver, a probe and a shovel every day. It’s equally important that everyone has avalanche training and has practiced using this equipment. If an avalanche occurs, the rescue is up

to you. There is no time to go for help. For the avalanche forecast, check www. avalanche.ca. For further thoughts on conditions, refer to the Forecaster Blog at w w w. a v a l a n c h e . c a / blogs.

10 Neat Things by Top Crop Garden, Farm & Pet

Looking Back and Ahead

1. Rolling Stone. There is always something new at Top Crop. While we did not add any major new buildings this year, like the rose house we constructed in 2013, there were many subtle changes in the greenhouses and nursery. We added flood tables for even more efficient watering to some of the key plant areas and a splash of colour to the outside of some of the greenhouses. 2. All about Education. We like to connect with gardeners wherever we can and have our plant experts share their knowledge. This year, owners Shannon and Greg and nursery manager Tara with the help of other Top Crop experts joined up with garden clubs and community groups to deliver workshops and seminars at the store and across the region. 3. It Starts Tiny! Fairy gardening is one of the trends in gardening that took off in earnest in 2014. Gardeners love using their imagination to create magical miniature worlds outside and indoors. Our first ever fairy garden workshop in November was a great success and will certainly not be the last. 4. Mighty Plants. By now our ‘Mighty Matos’ are a staple in the veggie lineup and ‘Mighty Veggies’ were a new popular introduction this year. We introduced other new and unique vegetable varieties, such as the heat-loving Malabar spinach and sweet potato vines that can grow comfortably in your garden as well as in planters on your patio. 5. Plant Your Own. Shannon and Greg once again hosted a hanging basket planting workshop in April where gardeners could create their own stunning containers with guidance of our plant and design team. Participants had a great time, the creations turned out beautifully and this is sure to become one of the favourite spring events in 2015. 6. Think Pink! Baskets were also at the centre of our ‘Pink Day’ in June. With the sale of specially created ‘Power of Pink’ containers and other plant specials and donations, we were able to raise close to $1,100 for local women battling cancer. The money went to the Canadian Cancer Society’s local Financial Support Program which gives assistance to people in financial need for transportation and accommodation when traveling to and from cancer treatment. It was wonderful to see the community get together for a fun day and help a great cause at the same time. 7. For the Love of Pets. We support many organizations, service groups and clubs in their work and one organization we work closely with all year is the East Kootenay branch of the SPCA. One of the highlights is of course ‘Pet Pictures with Santa’ to kick off the holiday season and this year, we welcomed maybe the biggest group we have ever had in the store with a goat, two sheep, two ponies and the gals from Wide Open Spaces. No sweat though for our photographer ‘par excellence’, Rachel Vincent of Vincent Photography, who did a phenomenal job. 8. Giddy Up! The Tack Shack equine area at Top Crop kept growing in 2014 and we were able to host some exciting events this year. This included a vet talk about de-worming with Dr. Marie-Eve Fradette from Steeples Veterinary Clinic in the spring as well as the used tack sale, hosted by area horse lovers in our greenhouse, raising funds for the local SPCA. 9. We Dig Fashion. Gardeners like to get down and dirty in their yards, but they also know how to clean up nice, so we have expanded our selection of fashion with sweaters from PureKnit, jackets from Neon Buddha, yoga wear, fancy little black dresses and more. We also added to our Western fashion lines and have all the accessories to match your outfit. 10. What’s Next? There is always something exciting cooking at Top Crop. We are always on the lookout for the newest plants, latest fashions, most unique gifts, best quality pet foods and accessories and anything to add to our offering. Would you like us to add something to the lineup? Just let us know!

From all the owners and staff at Top Crop, a great start to the New Year and a happy and healthy 2015 Open Daily

U.S. legislation protects Flathead

“

Photo Rocky Mountain tRench society

John Bergenske, Wildsight conservation director. Submitted

Recently, the U.S. Senate passed the North Fork Watershed Protection Act as part of a nationwide U.S. public lands legislative package. Canadians have awaited this particular legislation since 2010, when then-governor Brian Schweitzer and then-B.C. Premier Gordon Campbell signed the B.C.Montana Memorandum of Understanding promising to ban mining and oil and gas development in the entire transnational Flathead watershed. “Passing this legislation represents a truly significant accomplishment for the BC– Montana relationship, and for the health of our shared WatertonGlacier Peace Park region. It was vitally important for the U.S. government to pass this legislation to balance similar legislation passed in BC in 2011 that banned mining and energy development in the transnational Flathead watershed,” says John Bergenske, Conservation Director of B.C. conservation group Wildsight. Calling the U.S. legislation ‘historic’, Bergenske went on to say, “We commend Montana Senators Tester and Walsh, and Congressman Steve Daines for working together to find this solution. Now that we have a complementary ban on oil and gas and mining on both sides of the Flathead, we need to have a national park in the Canadian Flathead to match the American one.” Montana and B.C. had been at odds over appropriate industrial development in the Flathead watershed since 1975, when Rio Algum, Ltd. proposed

a mountaintop removal coal mine just six miles north of the international border and the U.S. Glacier National Park. That initial dispute took 13 years to settle, and required the intervention of the International Joint Commission (IJC) that has authority over the Boundary Waters Treaty of 1909 between Canada and the U.S. The issue died down in 1988 after the IJC issued its final report that recommended that the Rio Algum mine not be permitted. However, the issued flared explosively in 2006 when a B.C.-based mining company proposed opening a mountain top removal mine in exactly the same place. Sarah Cox, Senior Conservation Program Manager for the Yellowstone to Yukon Conservation Initiative, pointed to the importance of the transboundary Flathead for both people and nature. “The Flathead is one of the most biologically important places on our planet. It is vitally important for species that have lost habitat elsewhere, like grizzly bear and wolverine. It’s also home to WatertonGlacier International Peace Park, the world’s first international Peace Park and a World Heritage Site.” The decision to ban mining and energy development in the watershed did not come easily. Ultimately, the voices of citizens from both Canada and the U.S. convinced decision-makers of the mutual benefit of conserving the watershed. “The Flathead is the last unsettled river valley in all of Canada,” observed Peter Wood, Terrestrial Campaigns Director of the Canadian Parks and Wilderness Society – BC Chapter. “In the U.S., it’s widely

regarded as the wildest valley remaining in the Lower 48. It has an immense value to people in both countries, and we sincerely commend the political leadership of both Montana and B.C. for acting on the wishes of their citizens, and honoring the transboundary agreement.” Noting that conservation has been the strongest sustained theme in the history of the Flathead watershed, Bergenske said that both Canada the U.S. have as yet unfinished work ahead of them. “This bill settles the mining issue once and for all, and that’s hugely significant. But if you look at a map of Waterton-Glacier Park you notice immediately that B.C. does not contribute to the Peace Park or Biological Reserve. In order to conserve this internationally-recognized wildlife corridor, B.C. needs to consent to establishing a national park wilderness reserve in the lower, southeastern one-third of the Flathead watershed.” The very first superintendent of Waterton Lakes National Park, George “Kootenai” Brown, observed more than 100 years ago that Waterton needed to expand into the B.C. Flathead. Harvey Locke, Strategic Advisor to the Yellowstone to Yukon Conservation Initiative, said, “The transboundary Flathead is the most important place left for us to protect the full range of North America’s signature biodiversity. It is exceptional by any global standard. This new American law is a great event that highlights that we still have work to do on the Canadian side to mirror the conservation work done on the U.S. side.”

A report on the federal government’s family economic priorities by David Wilks Our government is focused on helping hard working Canadian families make ends meet, by making important priorities like child care and afterschool sports more affordable. Under this plan, every family with chil-

dren will have more money in their pockets to spend on their priorities as a family. Our government is fulfilling its promise to balance the federal budget. We are now in a position to fulfill our promise to help Canadian families balance theirs. All families with children will benefit from the

new measures introduced by our government. The average tax relief and benefits for these families will be $1,140 in 2015. The proposed new measures include: • the Family Tax Cut, a federal tax credit that will allow a higher-income spouse to transfer up to $50,000 of taxable income to a spouse in a lower tax bracket. The credit will provide tax relief — capped at $2,000 — for couples with children under the age of 18, effective for the 2014 tax year. Income splitting is helping seniors across the country, which is why the gov-

ernment is now proposing similar relief for families; • increasing the Universal Child Care Benefit (UCCB) for children under age six. As of Jan. 1, parents will receive a benefit of $160 per month for each child under the age of six — up from $100 per month. In a year, parents will receive up to $1,920 per child; • expanding the UCCB to children aged six through 17. As of Jan. 1, under the expanded UCCB, parents will receive a benefit of $60 per month for children aged six through 17. In a year,

The luxury compact crossover starts at under $40K but does so many things well. It has a hatchback, great styling and the fuel economy is quite good, too. I wouldn’t even need the AMG version to keep me happy. It’s just a stellar vehicle. MINI Cooper S: MSRP starts at $25,490 Perhaps the biggest disappointment this year comes in the shape of the MINI Cooper S. I’ve loved these cars for so long, but perhaps electronics have ruined it for me. Yes, it’s much more competent and has some great features, but I miss the days of the supercharged version. Don’t get me wrong, it’s still a super fun car to drive, but the downshift rev matching in the Cooper S with the manual transmission was not amazing. It was harsh and jerky. I also feel it lost a little bit of personality along its way to adulthood. I’ll forever love them, quirks and all. Honda Fit: MSRP range $14,495-$21,295 The Fit is on my list because I think it is just such a fabulous little car. The Magic Seats really are magic, but the new touchscreen is a huge deterrent. I strongly dislike it. I like buttons. I don’t mind if there are a few to complement the screen but I feel it takes my eyes off the road for too long, even if I’m familiar with the system.

The price of gas has dropped significantly in recent weeks. If you plan to buy a car this year will lower prices at the pump encourage you to buy a larger vehicle? Go to DrivewayCanada.ca to submit your answer. QUESTION

The priciest examples of the worst cars ever By Rob Sass

The classic car market has been on a tear for several years now. Some cars that you would never imagine breaking the five grand barrier have done so, often handily, with the best examples of some of the worst cars ever regularly breaking the bank on eBay. Here are some of our favorites: 1. 1990 Yugo GV ($9,100): Nobody restores a Yugo, right? Ummmm … wrong. This one was restored to better-thannew condition with great paint

and interior. When new, these communist-made transportation appliances with funnysmelling plastic interiors and negative numbers in every relevant safety measure sold for about three grand. This one brought almost three times that on eBay in August 2012. 2. 1985 Trabant convertible ($18,900): Yet another product of European communism, the smoky, two-stroke Trabant was made from a resin-impregnated, cloth-based composite material that was rumored to be based on discarded East

usual “beach car” convertible variant, this was huge money for a terrible car. Sold on eBay in October 2012. 3. 1979 AMC Pacer ($12,433): Pacers had a brief moment in the collector car sun after the movie “Wayne’s World,” along with other “nerd cars” like the AMC Gremlin. This incredibly clean example with just 38,083 miles sold on eBay Motors in March 2014 for the huge sum of $12,433. 4. 1979 Ford Pinto ($4161): Saying that Pintos are “da bomb” is a terrible joke that we seem to have repeated. Known mainly today for their fuel tank positioning, which gave them explosive characteristics in rear-end collisions, they really weren’t bad to drive. But the attending bad publicity ensured that, along with Chevy’s ill-fated Vega, American compacts failed to stem the tide of Japanese imports. This discoera Pinto wagon, complete with a factory porthole window, was just the thing for someone with a case of “Boogie Nights” nostalgia. Sold in November 2012 on eBay Motors.

Live, WORK and Play: refer to win program launching in New Year Submitted Offering free employment services across the entire East Kootenay region, EK Employment strives to provide the supports people need to get back to work quickly. Funded by the province of British Columbia and the Government of Canada EK Employment delivers the Employment Program of BC through four WorkBC Employment Services Centres located in Fernie, Cranbrook, Invermere and Golden. Our goal? To make meaningful connections between job seekers and employers and to assist un/underemployed individuals in

preparing for, searching for, and solidifying employment opportunities in our region. Through our Centres we help individuals in our self-serve resource areas as well as through customized services delivered one-to-one. Each and every individual in our communities is unique and looks at job search differently. There is no “one shoe fits all” method to finding that perfect job. One-to-one customized services offered through EK Employment hopes to assist individuals by answering the question: what services can we access that will work for YOU? In 2015 we will be launching a Refer to

Looking for ideas for new bank note Submitted From Whitehorse or Victoria, to Sept-Îles, St. John’s and everywhere in between, Canada’s central bank wants input from Canadians on a special commemorative bank note that will celebrate the 150th anniversary of Confederation in 2017. For the first time ever, the Bank of Canada is starting the design of

a new bank note with an open invitation for Canadians from coast to coast to coast to propose ideas. Canadians can contribute to this special anniversary project by completing an online questionnaire and proposing ideas for subjects and images that would best represent Canada’s 150th on a bank note. So tell the Bank what makes you proud to

Win program! This program will encourage individuals who are currently accessing one-to-one services to talk to their friends and family about their experiences. Share information on the different services and supports they themselves have taken part in. Shed light on opportunities available to each and every un/ underemployed person in our communities. Each time an individual makes a successful referral to their local EK Employment Centre they will be entered into a draw to win one of four $50 gift certificates to a local business of their choice! We encourage everybe Canadian and what you’d like to see highlighted on this commemorative note. The consultation, which you can find at www.bankofcanada.ca/banknotes, runs until 8 January 2015. Since its inception, the Bank of Canada has issued two commemorative notes: a special $1 note celebrated Canada’s centennial in 1967 and a $25 note was issued in 1935 in honour of the Silver Jubilee of King George V.

Hugs: Kudos to the mayor and municipal leaders for not allowing a career criminal and menace to society to live in one of the safest communities in BC. Hugs: To the woman who offered me a ride home in the cold weather. That was very kind! Slugs: To the union rep who decided that a $75 gift card wasn’t needed by his fellow brothers & sisters. This card helps with Christmas. I’m glad to see there are still Grinches out there. I think you know who you are. Merry Christmas except to you. Hugs: To the people who make an effort to report suspected impaired drivers. Super duper hugs to the “A-Team” for their hard work dealing with them all last weekend. You guys Rock!! Slugs: To drivers who risks other peoples lives by driving impaired. You should be ashamed of yourselves by making that choice. Please don’t drink and drive!! Hugs: Huge hugs to High Point Plumbing & Heating for answering my calls efficiently & pleasantly. Jake, thank you for phoning & helping me until the guys could come! You were very pleasant to speak with. I can’t forget to thank the lady at the desk, she also was very pleasant & helpful. Such nice people to deal with, thanks again! Slugs: HUGE slugs to dog owners who don’t clean up after their dogs. I can’t imagine why you would think that your neighbors should have to clean it up. Please show some respect...even if you walk in an alley, a community forest, or somewhere else, it is NEVER ok to not clean it up!

On parking lot. Chivalry is not dead and we very much appreciated your kindness. Hugs: Thank you to Mr. Tire’s AJ and crew who went out of their way to retrieve our flat-tired car from Save On’s parking lot on Saturday evening. They were faster, cheaper and more efficient than my roadside assistance company. Service with a smile -- very much appreciated. Thank you! Slugs: Thanks to the persons who shot our cat with a pellet gun in between the eyes up Park Royal. Slugs: To BC Hydro, millions in damages, trees down, Calgary, Vancouver, Victoria and Toronto. In Cranbrook, clear branches and trees from Hydro lines NOW. Hugs: A big hug to who ever cleared my and my neighbors drive in the 700 block of 9th Street South at the last snow fall. It took me a bit to figure out that someone had done this “drive by” kindness for us, and then I cried just a bit. Thank you, thank you. Hugs: My hug request goes to the crew responsible for the new Tea Spot shelter constructed in the Lois Creek Trails network - a masterful job (and the little tea pot on the table’s a wonderful touch!) Slugs: To the retail outlets who want us to do our Christmas shopping in their stores...but don’t play any Christmas music. Hugs: To the snow elf who shoveled my sidewalk, driveway & deck on December 24, while I was at work. Hugs as well to the neighbor who always shovels to the corner on the Ave side of my corner lot.

Hugs: Many thanks to the kind man who gave his help to my daughter and me when we had a flat tire, on Saturday evening in the Save If you have a Hug or a Slug...we’d like to hear it. Simply email us at shannon@kootenayadvertiser.com with your short quips, compliments or complaints. We will print the anonymous submissions for all to see. Be honest, but all we ask is you keep it tasteful. Hugs and Slugs will be printed as space allows, if we miss yours check back next week and you will be bumped to the start of the list. You can also drop by a written submission to our office at 1510 2nd Street N. or call Shannon at (250)489-3455 or 1-800-665-2382

OBITUARY

Fritz Maurer October 23rd, 1930 – December 21st, 2014 It is with great sadness that the Maurer family announces the sudden passing of Fritz Maurer on December 21st at the age of 84 years. Fritz was born on October 23rd, 1930 in Buchwald Germany to Ernst and Johanna Maurer. Fritz was the eldest son of nine siblings. During WWII Fritz was separated from his family, but was reunited with them in Switzerland shortly afterward. In 1950 at the age of 20, Fritz immigrated to Canada where he met the love of his life, Shirley Gaske, in Windermere, where they were married on November 3rd, 1951. Only two months ago, Fritz mourned the loss of his beloved wife Shirley of 63 years. Although the family is shocked and saddened by Fritz’s passing, they find peace in knowing that Fritz and Shirley are united once again and watching over them. Fritz was a devoted brother, husband, father, grandfather, and great grandfather. He is survived by two sisters, three brothers, and his four daughters: Christy Brown (Bill), Sonia Blackwell (Rick), Susan Halverson (Richard), and Kathy Weismiller. He is also survived by nine grandchildren and eight great grandchildren. Fritz enjoyed his life on the Big Horn Ranch, raising cattle, working as a guide & outfitter, and he always made time for daily coffee gatherings with long time friends. His passion in life was his draft horse teams, which he enjoyed building numerous wagons for. He found most joy with friends and family while trekking down the wagon trails. Fritz will be remembered by his family and friends for his captivating stories, his vast knowledge and his generous advice. If friends so desire, memorial donations in Fritz’s memory may be made to the Heart and Stroke Foundation. 200-1212 West Broadway Vancouver, British Columbia V6H 3V2. A celebration of Fritz and Shirley’s life was held on Monday, December 29th at 2:00 pm. Arrangements entrusted to McPherson Funeral Service. Crown Mountain Coking Coal Project – Public Comments December 22, 2014 — As part of the strengthened and modernized Canadian Environmental Assessment Act, 2012 (CEAA 2012) put in place to support the government's Responsible Resource Development Initiative, the Canadian Environmental Assessment Agency (the Agency) commenced a federal environmental assessment for the proposed Crown Mountain Coking Coal Project, located in British Columbia. The Agency invites the public to comment on which aspects of the environment may be affected by this project and what should be examined during the environmental assessment. The public can review and comment on the draft Environmental Impact Statement (EIS) Guidelines, a document that identifies the potential environmental effects to be taken into consideration, and the information and analysis that needs to be included in the proponent’s EIS. Written comments must be submitted by January 30, 2015 to: Crown Mountain Coking Coal Project Canadian Environmental Assessment Agency 410-701 West Georgia Street Vancouver, British Columbia V7Y 1C6 Telephone: 604-666-2431 Fax: 604-666-6990 CrownMountain@ceaa-acee.gc.ca To view the draft EIS Guidelines or for more information, visit the Agency’s website at www.ceaa-acee.gc.ca (Registry reference number 80087). Copies of the draft EIS Guidelines are also available for viewing at the following locations: Elkford Public Library 816 Michel Rd. Elkford, B. C.

Sparwood Public Library 110 Pine Ave. Sparwood, B. C.

Fernie Public Library 492 3rd Ave. Fernie, B. C.

Cranbrook Public Library 1212 2nd St. N. Cranbrook, B. C.

Consistent with the transparency and public engagement elements of CEAA 2012, this is the second of four opportunities for the public to comment on this project. All comments received will be considered public. Following this comment period, the Agency will finalize and issue the EIS Guidelines to the proponent. An application period for participant funding and a future public comment period on the proponent’s EIS will be announced at later dates.

Projects subject to CEAA 2012 are assessed using a science-based approach. If the project is permitted to proceed to the next phase, it will continue to be subject to Canada’s strong environmental laws, rigorous enforcement and follow-up, and fines for non-compliance. The Proposed Project NWP Coal Canada Ltd. is proposing to construct and operate an open-pit metallurgical coal mine in the East Kootenay Region, approximately 12 kilometres from the District of Sparwood in southeastern British Columbia. As proposed, the production capacity of the project would be 3.7 million tonnes per year, over a mine-life of about 16 years.
