B.C. wines to come to some grocery stores

Liquor policy reform leader John Yap called it a “winning combination” to allow grocery shoppers to also buy B.C. wine and support the local industry.

The province’s latest liquor reform will make it easier for wine stores to relocate into grocery stores – provided they offer only B.C. wines – but there’s no sign the government is rethinking its change to wholesale wine pricing that will sharply drive up the price of more expensive bottles.

Vancouver lawyer Mark Hicken, who acts for wine industry clients, predicts there will be “no takers” on wine stores relocating under the new B.C.only model because they would lose most of their international product lines.

Hicken said the B.C.-only rule may violate Canada’s international trade agreements.

VICTORIA – Premier Christy Clark has moved embattled cabinet minister Amrik Virk out of his advanced education ministry role as the government wrapped up its probe into unauthorized signing bonuses for new executives at Kwantlen Polytechnic University.

Virk trades cabinet jobs with Vancouver-Quilchena MLA Andrew Wilkinson, who was serving as technology, innovation and citizens’

services minister.

The announcement came Dec. 18, after the government released the latest results of a probe of the Kwantlen hirings.

Virk was an inspector with the Langley RCMP and volunteer Kwantlen board member before being elected MLA for Surrey-Tynehead last year. In November, the NDP produced emails that contradicted Virk’s claim he was not involved in a decision to get around B.C. salary guidelines for university executives.

Pivotal year ahead for B.C. aboriginal relations Tom Fletcher’s year-end interview with Aboriginal Relations Minister John Rustad Tom Fletcher: Can you tell me about some agreements with First Nations you have in the works for 2015?

John Rustad: On the LNG front, we have agreements with approximately 20 nations that we have signed and we’ll be announcing some time into the new year. I can’t give you more details than that, but they include the coast, some of the sites where LNG facilities will be, and some of them of course are also pipeline benefit agreements.

It’s been a good year for us with LNG negotiations. We have another 20 nations that we’re working with and with a few exceptions, most of those are moving along relatively well.

TF: One of the agreements signed recently was a benefit agreement with the Wet’suwet’en First Nation. At the same time we have one or two hereditary chiefs at the Unist’ot’en camp (accessible by logging road from Houston), with support from professional environmentalists, and they’re adamantly opposed to gas or oil pipelines. Have I got that right?

JR: I wouldn’t characterize it that way. Here is how the Wet’suwet’en people are divided. There is the office of the Wet’suwet’en, which is all of the hereditary chiefs from the Wet’suwet’en areas.

And then there are six elected bands, four of which have asserted their territory, working with their hereditary chiefs, and those are the Wet’suwet’en First Nation, the Skin Tyee First Nation, the Nee Tahi Buhn Indian Band and the Burns Lake Indian Band.

And then there is the Moricetown Band and Hagwilget, which have not asserted their territory but work un-

der the Office of the Wet’suwet’en.

The Unist’ot’en is one hereditary chief, and the Unist’ot’en family is involved in the blockade. So I’m hopeful, we’ve been working with them.

I’m optimistic that in the new year we may be able to find a resolution to that particular issue.

TF: Another highlight of the year, the Site C dam announcement on the Peace River. We’ve got Treaty 8 First Nations who remain opposed. They signed their treaty in 1899, it surrendered the territory east of the Rockies and it protects their traditional hunting, trapping and fishing. The joint review panel on Site C said there are impacts here that really can’t be mitigated. What’s the duty of the Crown in that situation?

JR: Obviously we have a duty of consultation, and where appropriate accommodation. We’ve done a lot of work with those nations to date, and we will continue to be engaged with the Treaty 8 nations.

But certainly, particularly for West Moberly First Nations, who are arguably most impacted by this project, it’s going to be challenging.

It has significant impact on them directly as a people, so we’re going to need to find ways to mitigate. You can’t mitigate the fact that the valley will be flooded, but find some other things that we can do with the nation.

We’re engaged with them as well as the other Treaty 8 nations. BC Hydro still has a lot of work to be done. We have to find some way to bring some agreement if we can.

TF: Some of those groups have logging and construction companies that could realize a benefit from a project like that?

JR: There will be hundreds of millions of dollars worth of business and economic opportunity for the people in that area and specifically First Nations. Some business units already have contracts with BC Hydro. My hope is that those companies and bands have opportunities to fully participate.

TF: Can those opposed stop Site C? JR: Obviously there are some legal challenges out there.

I would say Site C has probably been the most studied major project in British Columbia’s history.

There have been conversations that have gone on for 30-plus years and a lot of engagement with First Nations on it. I can’t say what a judge will say.

And not to forget that there are 10 [nonaboriginal] landowners that will be significantly impacted, and it will certainly be difficult for them as this project advances.

TF: The Tsilhqot’in court decision recognizing aboriginal title was a big event in 2014. Are people reading too much into that as a precedent for other First Nations, or is that territorial claim really unique?

JR: It is unique.

There has never before been a declaration of aboriginal title in Canada. It’s also unique as a very long court case that led to that decision.

One thing that isn’t unique, we know that aboriginal title exists, it’s in the Canadian constitution.

The courts have said that it exists but they have never defined exactly where it was. When you look at how the definition was applied for the Tsilhqot’in decision, that was known as well, in terms of the continuous occupation prior to 1864 [Chilcotin war], their continu-

This is the first direct title award. It certainly has raised expectations, and from our perspective, we want to do as the courts have said, and that is sit down and negotiate. What does this mean? How do we work with First Nations to define their aboriginal title for those nations who want to do that.

Through the letter of understanding that we entered into with the Tsilhqot’in people, we’re working through a lot of technical issues, to get a protocol agreement in place by the end of March. For example, who ploughs the roads? How do you take care of the day-to-day things that need to be done?

TF: That decision was based on the jurisdiction of the forests ministry, and what the Supreme Court of Canada decided was that the province still has jurisdiction to go in and put out forest fires if that’s required, but not much else. Is there a sense of unfairness among the non-aboriginal population about how this has come out?

JR: I’ve certainly heard from people who are wondering, where does this go.

When you look at what the constitution and the court says,

it’s a reality for us in British Columbia. It’s something I think we need to embrace and find ways to work within it.

More importantly for the Tsilhqot’in people, how do we create an economy for them? How do you help them build a future in today’s world and economy? I think [former Nisga’a Nation president] Dr. Joseph Gosnell put it well when he was at the legislature not long ago. He said aboriginal people, economically, are 100 years behind nonaboriginal people and that needs to change.

And that means aboriginal people need to be engaged in the economy, and there need to be benefits that flow from where aboriginal people have title on the land base.

TF: Your party was strongly opposed to the Nisga’a treaty when it was signed by the previous government. It’s been quite a journey since then, hasn’t it?

JR: It truly has been. When you look at where relationships between the province and First Nations have gone over that period, it has been a similar journey. When we decided to take the path of the New Relationship back in 2005,

things have changed dramatically.

We went from having virtually no agreements between the province and First Nations to today, where just in the last four years alone, we’ve signed more than 200 significant revenue sharing agreements.

We have hundreds of other agreements, on education, social services, health, capacity funding, etc. We’ve come a long way in really what’s been a relatively short period of time, but we still have a lot of ground to make up.

When you look back on Nisga’a and where the province was, and how the relationship has transformed and evolved, it is the direction that we need to go. And that means governments need to be flexible and find paths forward, following the courts and the constitution. And more importantly, find ways to build respectful relationships. It’s critical

for our economy.

TF: What are your goals in 2015?

JR: Over this past year when I’ve had the honour of being the minister, we originally had a goal of 10 nontreaty agreements by 2015, and then when I came in we added an additional 10. I think we’re now over 50 non-treaty agreements.

We’ve signed a significant number of incremental treaty agreements, we have four treaty agreements in principle that are on the table, and we have moved forward with two other treaties that will be fully implemented by 2016.

But I think looking forward, the conversations that we’re going to be having with regards to mining, the work we’ll be doing with the Tsilhqot’in, the need we have to go out and have conversations around things like forestry and title … I think it’s going to be an exciting year.

2015: the year of climate adaptation VICTORIA – It’s time to look beyond the protests and political battles around climate change that dominated 2014, and look at the year and the decade ahead.

From the California drought to shifting forest patterns across B.C., there is evidence that our climate is changing more rapidly. Public debate consists mainly of squabbling about the significance of human-caused greenhouse gas emissions, rather than what can be done to prepare.

A draft discussion paper from the B.C. forests ministry on wildfire control was released in December after an access to information request. “Climate Change Adaptation and Action Plan For Wildfire Management, 2014-2024” describes the progress made in the province’s community forest fire prevention plan, and its goal to create “wildfire resilient ecosystems and wildfire adapted communities” over the next 10 years.

The final discussion paper is to be released early in 2015, but the key research is in. It estimates that by 2017 there will be 788 million cubic metres of dead pine in B.C. forests. Fires in these areas spread 2.6 times faster than in healthy green stands, up to 66 metres per minute.

The report calls for fuel management beyond community boundaries to stop “mega-fires” by creating landscape-level fuel breaks, with targeted harvesting, prescribed burning and new silviculture practices.

It notes that bark beetle infestations and bigger, hotter fires are being seen across North America, with costs rising along with urban development. For example, the 2011 Slave Lake fire in northern Alberta generated the second largest insurance charge in Canadian history. The costs of preparing are huge. The costs of not preparing could be catastrophic.

Also in 2014, the B.C. government appointed an advisory committee to prepare for the renewal of the Columbia River Treaty with the United States.

While this 1964 the treaty has no end date, its flood control mandate expires in 2024. I spoke with Deborah Harford and Jon O’Riordan, members of the Simon Fraser University Adaptation to Climate Change Team (ACT), who, along with ACT senior policy author Robert Sandford, have written a provocative book on the treaty. They hope it will help lead to a renewed agreement that will be a model for a changing world.

“If you’re looking ahead 60 years from 2024, there’s a lot of climate change projected in that period, for British Columbia and the U.S.,” Harford said. “For the B.C. side, we’re looking at heavy precipitation and potential increase in snowmelt runoff, while in the States, you’re getting the opposite, much less snow.

“There will probably be no snowpack left down there, and they’re looking at the prospect of quite drastically lower flows in the summer.”

The treaty, sparked by devastating floods in 1948, led to construction of three dams on the B.C. side and one at Libby, Washington that backed up Kookanusa Lake into B.C. Between that reservoir and the Arrow Lakes, 110,000 hectares of B.C. land was flooded, including orchards, dairy farms and the homes of 2,000 people.

Those dams hold back spring flood water and provide for irrigation that has allowed Washington to expand its agriculture to a $5 billion-a-year industry. The treaty shares the value of hydroelectric power generated by the many downstream U.S. dams such as the Grand Coulee, but it pays B.C. nothing for agricultural benefits that were achieved at the cost of B.C. farms and aboriginal territories.

O’Riordan notes that climate shifts create a strategic benefit for B.C. The U.S. has no more dam capacity to exploit, and needs us more than ever, for flood protection and water supply.

Don’t trust the banks with the economy To the editor; On the opinion pages of the Vancouver Sun there was a column by some young TD mouthpiece about how wonderful this new free trade agreement that Harper signed with China was.

Oh glorious, the wealth and riches that would flow from this!

Of course, in all of this the two pipelines, Kinder Morgan and Northern Gateway, figure very prominently.

However, with such rightwingers as Stockwell Day and Gordon Gibson firmly against these Alberta tar conduits, not to mention the tremendous opposition to Kinder Morgan from the good folks at Burnaby, just why are the powers that be

so determined to push these dubious projects through?

When I want to talk to someone intelligent (beside talking to myself — Hah! Just kidding) I phone my youngest daughter to mull over the latest developments, i.e. the falling price of oil and all of its ramifications.

When the roughnecks are being laid off and activities being scaled back, why aren’t these pipeline projects being put on hold?

Well, explained my daughter, with all the wheeling and dealing that goes on, CINOC (the Chinese state-owned energy company) now owns a good portion of the Athabasca tar sands. And they couldn’t care

less how they get that tar, as long as they get it.

All these so-called free trade (It’s not free trade, as LewisLapham stated, it’s managed trade — managed strictly for a corporate agenda) deals with China have, in typical Canadian fashion, given away the store!

In other words, we Canadians, as Andrew Nikiforuk has pointed out, are not masters in our own house.

This is what that “suit” from Toronto Dominion thinks is a good idea? Oh, the banksters!

Don’t trust them with the economy.

Or the banks for that matter.

B.C. Liberals not honouring our hunting agreement To the editor; The changes to hunting-allocation policy is just the latest in a long line of agreements not being honoured by the B.C. Liberals.

In 2007, an agreement was reached on sharing our wildlife resources between the B.C. Liberal government, the ministries, groups representing resident hunters (a.k.a. voters) and guide outfitters.

The Guide Outfitters Association immediately began lobbying the government to get a bigger share and implementation was delayed for many years.

The B.C. Liberal government has now announced the guide outfitters’ lobbying efforts have been successful.

Other nearby jurisdictions — Alberta, Washington, Oregon and Saskatchewan — give the guide outfitters between five and 10 per cent of the animals.

Our government is giving the guide outfitters up to 40 per cent of the animals.

Resident hunters (a.k.a. voters) pay the overwhelming majority of funding for wildlife conservation.

Wildlife resources, along with the rest of our natural resources. belong to the public, not to the B.C. Liberal government to quietly give away to their business friends.

In B.C., there are more than 100,000 resident hunters (a.k.a. voters) and some 250 guide outfitters.

If the B.C. Liberal government doesn’t honour the 2007 agreement and return allocations to agreed levels, I will work very hard to elect someone who protects our natural resources and keeps them under public ownership.

MP on workplace mental health To the editor; We have all read about the increase of mental health issues in the workplace, with reports of nearly a quarter of the country’s working population currently affected by mental health problems or illnesses leading to absenteeism and turnovers.

In fact, according to the Mental Health Commission of Canada, workplace mental health has a $51 billion economic impact on businesses across Canada, and in the next 30 years it is estimated to reach $198 billion in current dollars.

At the beginning of 2014, the Minister of Labour asked me to investigate this critical issue and conduct consultations

across Canada, meeting with academics, employers, employee groups, mental health agencies and most importantly to analyzethe federal government funded implementationof the Mental Health Commission of Canada’s ‘Mental Health in the Workplace Standard’.

As I conducted these consultations it became very apparent that businesses and groups across Canada are increasingly more invested in the mental well-being of their employees.

However, many are having challenges with implementing ‘the Standard’. Many stakeholders suggested a ‘how-to guide’ would be most welcome.

Just this week, the Mental Health Commission acted on

this key recommendation by launching a hands-on, easy to use handbook entitled Assembling the Pieces: An Implementation Guide to the National Standard for Psychological Health and Safety in the Workplace.

I would encourage all employers to review this voluntary set of guidelines, tools and resources to better help the psychological health and economic well-being of their workplaces.

Upon the completion of my report and recommendations to the Minister, I am confident that our government will continue to focus on this critical issue for Canadians.

Why has my surgery been cancelled five times?

To the editor; I am writing to ask why Royal Inland Hospital seems to be so poorly administrated.

I live with chronic pain and periodically require a surgical procedure that helps lessen the pain.

I have been booked for this procedure and then cancelled five times.

Why? I have never heard

of a patient being cancelled five times and I think it is a disgrace.

I am told I can’t get another surgery date until mid-January because that is the next time my surgeon has operating-room time.

I am thoroughly ticked off because I am in a lot of pain, to the point I can’t think straight or function properly.

I have written

to Terry Lake, our health minister and our MLA for Kamloops- North Thompson, but I have heard nothing back.

What does a person like me do?

I can’t afford private care, and I think it is a great dysfunction of our health system that I can’t get my surgery in a timely manner.

“It’s in you to give,” is the great motto of Canadian Blood Services (CBS). From one blood donation, red blood cells can be extracted for use in blood loss and surgery; plasma, the liquid part of the blood can be given to those with clotting problems; and platelets can be used for cancer and transplant patients. One unit of blood can help many. Make it a goal of 2015 to give blood regularly.

At this time of year, some people make resolutions to change their life for the better.

Why not make a resolution to make someone else’s life better, too? If you are aware of people who are lonely or depressed, try reaching out to them. Bring them home for dinner or visit them in their own home. It will help them and make you feel good too.

Speaking of resolutions, here are seven goals for a healthy life: sleep seven to eight hours per night; eat breakfast every day; don’t smoke; use alcohol moderately (or not at all); don’t eat between meals; maintain proper weight; and exercise regularly. Perhaps you can include these gems in your resolutions as well.

And here’s an idea for losing weight: Canadians consume an average of 26 teaspoonful of sugar per day. If you cut that amount in half, you’ll lose 16 pounds in one year. Combine this with exercise, you’ll lose even more.

Cpl. Darin Underhill Barriere RCMP Detachment

Over the last three weeks the Barriere RCMP have received numerous complaints from residents around Deejay Road, Robin Drive, Oriole Way and McLean Road. There have been incidents of numerous houses being egged late in the evening with the last being on Saturday, Dec. 13.

The other concerning thing happening is someone has been putting paper items on the front step of houses and lighting them on fire, knocking on the door or ringing the doorbell, then running away.

Both of these actions are “Mischief ” under the Criminal Code of Canada and are an arrestable offence.

There is potential for a great deal of costly damage to be done in either case. The other important thing to note is the person(s) committing these acts of “Arson” by lighting the fires, are arrest-able for a straight indictable offence, which means you will be arrested and held in custody to go before a judge, which could mean sitting in jail for 24-72 hours while you wait. The judge then has the discretion to hold you in custody

until the trial, depending on the circumstances of the incident.

Police would like to remind the public that police are available in Barriere and area, 24 hours a day, seven days a week.

We will respond to each call for service based on its priority and availability.

It is important when an incident such as these occur that you record what detail you can of the incident, call the police ( 911 ) right away so the police have a good opportunity to catch the perpetrator in the act. It is difficult to follow up on the incidents when it is an hour and a half later, or three days later.

Please keep a close eye on who is in and around your neighbourhood, and if it is someone of concern you can call the police to attend and check on things – being pro-active rather than reactive.

With this it is also important to let the police investigate these incidents and not start rumours of who “may” be committing these offences as it could put you into a criminal defamatory libel situation.

SD73 study says personal contact would be @KOOL

By Dale Bass Kamloops This Week If there’s one word to describe the school district’s distance-learning model completion rates, it’s unsatisfactory.

Karl deBruijn told trustees last week the rate is 25 per cent in the distance-learning programming offered through its @KOOL school, compared to 86 per cent in the traditional school model.

DeBruijn’s report flows from a focus group of principals, along with Dean Coder, the school district’s dean of international programs, that has looked at the data, studied similar programs in the province and started work on a hybrid model locally.

Among the recommendations taken to trustees were embedding distance-learning teachers in secondary schools and creating a space to support online learning.

The @KOOL graduation program provides courses to students in grades 10 to 12. During the 2012-2013 school year, there were 220 fulltime equivalent students in the program — although data shows most students are taking a few subjects to complete their course of studies for graduation.

Most study through the @KOOL school in

the former Pineridge elementary building in Sahali. For the Planning 10 compulsory course, teachers are embedded in schools. For adult distance-learning, the program operates out of Northills Shopping Centre in North Kamloops.

Trustees were told similar programs in Richmond and North Vancouver have better completion rates.

In each, teachers are embedded in secondary schools and distance learning is only part of their teaching requirements. Teachers in the two districts said one of the reasons they have higher completion rates is because they have personal contact with their students.

Other recommendations from the study include moving the junior-secondary @KOOL component to the Twin Rivers Education Centre on the North Shore to provide more access to behavioural supports, relocate the elementary component into elementary schools, keep the Northills site for adult learners, restructure courses to emphasize personal contact between teachers and students when possible and ensure all students in distance learning’s graduation program meet with a school counsellor to develop a plan to meet the requirements for a Dogwood certificate.

The report shows revenue generated through distance learning is $2.6 million.

Audrey Rilcoe Jane Milburn writes, “My Choice for Citizen of the Year is Audrey Rilcoe because she is a kind and giving person, and is always there to help out.

“Audrey goes about her day having fun with whoever she encounters along the way. She has made a difference in many lives.

“She has done ‘One on One Reading’ in the school for many years since she retired.

She has also judged for the science fair and heritage fairs at the schools.

“Hospice got a shot in the arm when Audrey joined in 2005.

She has helped many clients, taking them to doctor appointments in Kamloops, shopping here, and just being there for them. She has been the secretary for our society for the past five years. We count on Audrey to help out with the fundraising. She always has a willing hand.

“For many years Audrey has worked very hard for the Barriere Curling Club. She has held down executive positions, including pre≠sident. She has cleaned and painted, and organized work bees.

“She phones to recruit volunteers to work in the concessions or help out at other fundraisers.

When others in the club phone to ask for help she is always willing if she is available. At present she is in charge of the ‘Youth Curling’, and

has helped with this program for a number of years. Some days she is there alone as her helpers have forgotten to come.

“You can always count on Audrey to be working at the local bonspiels.

“Audrey canvases for the Canadian Cancer Society, both for their spring campaign and for breast cancer, and also for the Alzheimer Walk For Memories. Anyone who has ever canvassed knows that it is essential but certainly not a fun job.

“Above all, Audrey is a great friend and neighbour – there for people when they need her; taking them to town, cleaning out a shed, or sitting with them through a troubled time or tragedy. She can lighten your day with her goofiness.

“I sincerely hope you find Audrey worthy of this award as I do believe she deserves it.”

Barriere 911 Tournament gives back

911 Emergency Services Golf Tournament has amazing support from their sponsors and players Submitted 2014 was another successful year for the Barriere 911 Emergency Services Golf Tournament, with amazing support from the sponsors and players.

2014 was the third year of the rebirth of our great little tournament.

The first year (2012) saw a great deal of enthusiasm from the entire community with the long loved golf tournament back in action.

We have worked hard over the past three years to provide more opportunity to the youth in our valley. Our goal with the Barriere 911 Emergency Services Golf Tournament has been to support a diverse group of new or existing youth organi-

zations, programs or initiatives.

Over the past three years we have been able to put $6,000 each year back into the valley for a total of $ 18,000 since 2012.

B.C.’s economy expected to continue growing at a sustained clip in 2015 RBC Economic growth in British Columbia is on track to accelerate according to the latest RBC Economics Provincial Outlook released Dec. 12, 2014. RBC forecasts real GDP to grow by 2.8 per cent in 2014 and 2.9 per cent in 2015, up from a pace of 1.9 per cent in 2013. RBC’s real GDP forecast for 2016 is 2.5 per cent.

RBC notes that strengthening U.S. demand is expected to maintain growth in B.C.’s merchandise exports, which will continue to fuel economic activity in many industrial sectors.

An increase in residential construction in the U.S. led to more shipments of lumber products in 2014 while firmer prices for natural gas supported a surge in nominal exports of the commodity to U.S. markets, RBC says.

In addition to heightened U.S. activity supporting a recovery in the share of exports to the province’s largest trading partner, B.C. is making further advances into Asian markets with rising shipments of metallic minerals and wood-products.

“Growth fuelled by U.S. demand and gains in export-related sectors represent positive developments on the provincial front, including signs of a tentative improvement in British Columbia’s labour markets” said Craig Wright, senior vice-president and chief economist, RBC. “The finalization of LNG income tax rules by the provincial government in October 2014 also opens the door to a new wave of economic activity that is tied to private investments in the energy sector.”

Positive economic conditions set the stage for

further acceleration in U.S. demand in 2015 and will contribute to a broader economic expansion beyond export-related sectors. No final investment decisions have been made yet, however, the release of the details on the LNG income tax in October is a positive development and marked a step towards attracting new potential investments to British Columbia.

RBC notes a recent pickup in the pace of hiring after a net loss of jobs in 2013. The province added 36,000 jobs in the first 11 months of the year, all full-time positions, which marks the best year-to-date performance since emerging from the recession in 2010.

The unemployment rate is expected to drop to 5.7 per cent in 2015 from 6.1 per cent in 2014.

Against this improving labour market backdrop, consumer spending recorded solid gains over the spring and summer months of 2014 with support coming from constructive demographic developments.

“Following two years of net out-migration to other provinces, British Columbia is on track to have this trend reversed which would boost population growth,” said Wright. “This will help absorb new homes coming to market as homes under construction are on track for the strongest year since 2008.”

The RBC Economics Provincial Outlook assesses the provinces according to economic growth, employment growth, unemployment rates, retail sales, housing starts, and consumer price indices. Winter Night at BES On Dec. 18, the Barriere Elementary School held Winter Night. It started with bannock and chilli for supper, then students and parents went to various activity stations throughout the school.

Later they gathered in the gym to hear the Primary Choir sing several Christmas songs, participate in sing-a-longs and finished off the evening with the drawing of the winners from the Grade 7 Raffle.

Keep an eye out for funny money Kamloops This Week Kamloops Mounties say there’s nothing humorous about the funny money allegedly being passed at Tournament Capital-area businesses in December.

RCMP Cpl. Cheryl Bush said two Kamloops retailers have reported receiving counterfeit U.S. $100 bills in recent days.

On Monday, Dec. 15, a bill was used at

the Salish Esso. The next day, another one was given to a waiter at Boston Pizza in Sahali.

Bush said the suspect in both instances had a similar description — a heavy-set native male standing five-foot-six.

“Merchants are asked to use caution when accepting notes and to utilize any counterfeit-detecting tools they have,” Bush said.

The investigations into both incidents are ongoing.

RCMP Kelowna - RCMP are looking for the rightful owner of a set of gold coins commemorating the 1984 Papal visit of Pope John Paul II after they were turned in to police.

On December 17, 2014, at 9:56 a.m., the Kelowna RCMP received a report of found property at the Capri Centre Mall located at 1835 Gordon Drive.

A leather case, which contained a letter of authenticity and a collection of gold coins, had been found abandoned behind the mall and was subsequently turned in to mall security.

The coins are limited edition, struck in gold-plated nickel by the Royal Canadian Mint, and were presented by the Canadian Conference of Catholic Bishops to mark the pastoral pilgrimage of Pope John Paul II to Canada in September 1984.

2015 Dew Tour Am Series returning to Sun Peaks

Submitted Sun Peaks Resort is elated to welcome back the Dew Tour Am Series, North America’s premier amateur ski and snowboard competition on March 27 and 28, 2015. The two-day competition will feature a brand new big air contest as well as the signature slopestyle event.

With a cash purse of $30,000 the top amateur athletes on the continent will be in Sun Peaks’ terrain park throwing down their best tricks.

Fans looking to get in on the action are encouraged to stop by all weekend for professional athlete meet-and-greets, Mountain Dew sampling, prizing, live DJs and more. Mountain Dew will cap off the weekend with an epic concert featuring top musical talent – to be announced mid-January. Spectators will be able to watch the competition from the base of the Sundance chairlift.

“We’re incredibly excited to be back at Sun Peaks especially with the addition of the big air competition,” says Neetu Godara, marketing director for Mountain Dew Canada. “Canada is stacked with amateur ski and snowboard talent and we’re proud to be able to give them the tools they need to elevate their performance. With $30,000 in prize money to be won, the Dew Tour Am Series is truly one of the top amateur events in the country.”

Athletes will also be competing for coveted points on the Association of Freeskiing Professional circuit and the World Snowboard Tour. The slopestyle event will be a jam format with $20,000 in prize money and the single best trick will win the Big Air competition prize of $10,000.

Both purses will be split equally between the men’s and women’s categories.

Ten per cent of the athletes will be invited and the remaining 90 per cent will sign up independently. Skiers and snowboarders interested in competing at the Dew Tour Am Series can watch for registration details coming soon.

ing their own against teams from larger Tier 3 associations in league play, according to head coach Tim Walker.

“We have been in every game and I believe have improved more than them from the time we started this year,” he said.

“Reducing our penalties, playing with effort and puck support have been prominent amongst our chief objectives this year.”

The weekend before last the Hawks hosted South Okanagan (holder of first place in league play) and third place Summerland. The local squad narrowly lost to South Okanagan but tied with Summerland.

“Saturday’s game against South Okanagan was without question the worst performance of our year, but it was also one of those games where everything just kept going wrong in a weird way...

I felt like it was a bad dream,” coach Walker commented.

Despite the initial weak showing the team managed to battle back in the third period against a 7-3 deficit to bring the score to 7 – 5.

With just under five minutes to play, South Okanagan put a nail in the Hawks’ coffin to beat them 8 – 5.

“Sunday’s game against Summerland was a good game for us,” Walker said, adding that there was much better effort the Clearwater players than the day before.

“We opened the scoring in the first and maintained a 1 –0 lead through to the end of the first. The team skated hard, played disciplined and organized,” he said.

In the second the Hawks slacked off just a bit and Summerland scored three unanswered goals to take the lead 3-1.

The Ice Hawks dominated the play for the vast majority of the third period.

“We scored four goals,the first of which was disallowed by a debatable call, yet still the boys worked hard battling even through an emotional scrum and a bit of ugly enticement by the other team,” Walker said.

The Icehawks maintained their focus and kept the lead at 4– 3 until the near end of the game. With just

less than two minutes to play, Summerland was awarded a penalty shot and scored to steal the lead and tied up the game.

“Summerland took the full satisfaction of a victory for us yet we still came out of the game with a tie against the third place team in our league and we can be happy with that,” the Ice Hawks coach said.

Upcoming events for the Ice Hawks include a home tournament on Jan. 9-11.

After that will be the final three league games of the regular season. All three of these league games will be at home: Jan. 17 at 2 p.m. vs.Kelowna, Jan. 18 at 1:30 p.m. vs. Winfield and Jan. 24 at 3:30 p.m. vs. Merritt.

“We will need at least one win and one tie out of these three games to give us home ice advantage against Kelowna in our league playoffs,” Walker said.

League play offs will most likely begin Jan. 31.

Clearwater Ice Hawks will host the Midget Tier 4 Provincial championship the week of March 15.

Bookings open on January 2, for popular BC Parks adventures The Berg Lake trail in Mount Robson Provincial Park, and Bowron Lake canoe circuit Ministry of Environment VICTORIA - After the toys have been unwrapped, turkey cooked and Auld Lang Syne sung, people from around the world start planning vacations for the year ahead, and will soon be able to book two popular BC Parks adventures.

Beginning at 7 a.m. PST, Jan. 2, 2015, those looking to hike the scenic Berg Lake trail in Mount Robson Provincial Park or navigate the worldrenowned Bowron Lake canoe circuit in Bowron Lake Provincial Park can take to their computers to reserve a spot for the 2015 season through Discover Camping.

Reservations can also be made through the Discover Camping call centre at 1-800-689-9025 for a surcharge of $5.

Last year, 1,585 bookings were made for Berg Lake trail and 975 for the Bowron Lake canoe circuit. Approximately 22 per cent of the total number of reservations were made from outside of Canada.

The Berg Lake trail and the Bowron Lake canoe circuit reservations open ahead of any other BC Parks’ experiences, and allow booking for the entire 2015 season, giving the public time to properly plan for their wilderness adventure.

This year, 100 per cent of spots available on the remote backcountry trail are now part of BC Parks’ camping reservation system, giving explorers more options when booking ahead. The trail covers 23 kilometres and climbs 800 metres, offering scenic views of waterfalls and icebergs.

Bowron Lake Provincial Park’s unparalleled canoe circuit can be reserved from May 15 to Sept. 21.

The entire circuit encompasses 116 kilometres of paddling across 10 lakes, and includes a few portages that are relatively easy and flat.

The whole trip takes from six to 10 days to complete.

The West Side experience is also available, which is less than half the circuit and takes two to four days to complete.

Those interested in paddling the Bowron Lake canoe circuit should have some wilderness canoeing experience.

Reservations for frontcountry camp-

sites in other provincial parks open on March 15, 2015.

Group site reservations are available up to 12 months in advance of the arrival date.

“By opening reservations in the new year for the entire season, we are helping British Columbians and families from around the world plan their vacation so they can make the most of what our provincial parks have to offer,” said Mary Polak, Environment Minister.

The Berg Lake trail and the Bowron Lake canoe circuit have a higher proportion of international travellers than most other BC Parks destinations.

Many BC Parks are open year-round, but activities are weather-dependant.

Confirm park access before you go to make sure your favourite provincial park is open for the season.

Parking fees were eliminated at provincial parks in 2011, making them more accessible to families.

John E n ma n Well, it has been a wonderful Christmas holiday and I have enjoyed everything about it; the bright colours, gaudy decorations, the sentimental music, silly TV programs, and I especially like the Christmas lights in the city.

A drive this time of year through any town or city neighbourhood is an exciting visual presentation of festive bright lights and another opportunity for, at least a few weeks, to have fun experimenting and photographing the season’s sparkling subjects.

Photographers that want to make pictures of Christmas lights usually wait until dark and end up exposing for only the lights, and the resulting photographs show lots of colours, but don’t say anything about the location or environment; and a photograph in daylight doesn’t show the lights at all.

The photogra-

pher’s goal should be to balance an exposure for ambient light (existing environmental light) to the electric lights. So to provide help and clarification to my readers here is my quick holiday how to for photographing their city or town’s Christmas lights.

As I suggested when I wrote about photographing the CP Holiday Train, begin by choosing the location well in advance, before it gets dark, and prepare to begin when the electric lights are first turned on, when there is still some light in the sky, yet dark enough for the lights to be bright.

Place the camera tightly on a tripod so it’s nice and steady because the exposures can be long. I like using a cable release, but if you don’t have one available, use the camera’s selftimer. The idea is to stop camera-shake.

Photographers can experiment by setting the white balance

to “tungsten”. That setting will correctly balance the different lighting types; and as a bonus it will deepen the blue in the sky. I then control the final intensity with PhotoShop.

The composition should also include reflective subjects in the foreground like snow, sidewalks, cars and anything else that adds to the viewer’s attention.

Expose for the sky or buildings and make several test shots and keep checking the camera’s LCD. The lights will become more and more exciting as the sky light fades and as pictures are captured. There will be some length of time between your first images just before the sun sets and the last when everything gets very dark.

I also do this in reverse, starting before the sun comes up in the morning.

Dress warm, so you aren’t uncomfortable and rush things.

I expect the whole “shoot” should last less than 15 minutes if one is prepared.

When the images on the camera’s LCD look too dark everything is finished and its time to rush home, excitedly

transfer the images to the computer and have a warm drink.

Most importantly, the quality of light in a photo comes down to balancing the light; it creates the whole look of your photo and now is a good time, with all the added decorative illuminations, to learn about controlling the light around us. If your goal is a black and white image you will need an exposure that shows detail in all the subjects.

In summary, select the correct time of day just before everything is too dark or too light for a composition with sky, foreground, and bright lights. And be sure to leave enough time to experiment.

Readers should be able to successfully photograph their own towns, or any favourite location.

Cam Smith became a millwright on the Trans Mountain pipeline at Valemount in spring 2014.

As the newest member of his team, Cam uses his mechanic skills to help look after a pump station along the North Thompson section of the Trans Mountain pipeline right-ofway.

Cam describes why his new job is a dream come true.

Q. What drew you to work on the Trans Mountain pipeline?

A. I’m from Devon, Alberta, and had been working at an Edmonton factory that retreads commercial truck tires.

I was eager for a new challenge and a change of scenery. My wife and I love to spend time outdoors and enjoy camping, backpacking and canoeing.

We had been wanting to move to the mountains for quite some time, but jobs were scarce since all the sawmills shut down. So when an opening came up for a millwright at Trans Mountain’s Valemount pump station, I saw that as a great opportunity and I jumped on it.

Q. What was your work background?

A. I got my start about 20 years ago at a printing plant where I ran presses before working my way up to mechanical maintenance foreman.

Q. What does your new job entail?

A. At the station, which is about the size of an average singlefamily home, one of my duties is looking after

Trans Mountain millwright Cam Smith is based out of Valemount. two 5,000-horsepower pumps that help move oil through the line at rate of about 2,000 cubic metres per hour. In one day, up to 300,000 barrels of oil move through the pipeline at a speed of five kilometres per hour.

The work varies every day. I don’t think I’ve done the same job twice. For example, today I started out doing station checks for all of the equipment at the station. After that we headed out to winterize some valves on the right-of-way. Each day is different.

Q. How important is safety in your day-today work?

A. Our focus on safety is a constant thing. We perform safety checks at least twice a week at the station.

We have a routine facility check procedure, which includes security checks, housekeeping checks, safety checks, environmental checks and equipment checks. There’s a whole variety of stuff we go through.

On the pipeline rightof-way, we do checks on the valves biannually – usually in spring and fall.

Q. What do you think of Trans Mountain’s approach to safety?

A. It’s amazing how safety-oriented this company is. At some of the places I’ve worked you kind of get the feeling it’s more talk than anything else.

Here, it’s not just talk. It’s the rule. Any time you are going to do a job, if you’re not sure about it or if you want a refresher, you’ll find that it’s covered in the safety manual.

I have yet to find anything that isn’t covered in depth.

Obviously I want to be safe. I want to go home at the end of every day. I want my coworkers to go home at the end of every day.

I now have a higher standard of safety for myself.

Q. What kind of safety training does your team do?

A. Safety training is a continual process for all employees and that’s not going to end.

Our current training modules and safety plans are renewed every three years and we have to renew our training on all of them. This will be ongoing throughout my career.

By Dee Ham Casserole Ingredients 1 cup diced cooked ham 2 cups cooked rice 1 tin cream of celery soup 1 cup frozen peas.

1/2 cup milk 1 tsp dried onion flakes Chopped green pepper 1/2 cup bread crumbs

Instructions: Mix all together except crumbs. Put in a greased dish and spread crumbs on the top. Bake at 375º for 30 minutes.

Turkey Delight Ingredients 2 cups cut up turkey 1 cup diced celery 1 cup frozen peas

1 tsp baking soda 1/4 tsp ginger 3 cups flour

1/2 cup diced onion 2 tbsps soya sauce 1 tin cream of mushroom soup 1 soup can of milk 1-2 cups chinese noodles Instructions: Combine all ingredients except noodles and pour into a flat baking dish. Top with noodles. Bake at 350º until mixture bubbles, approximately 20 minutes.

Once cup of pineapple tidbits and one chopped green pepper may be added.

Instructions: Cream margarine and sugar until fluffy.

Add egg and mix well. Stir in baking soda, ginger and flour. Mix well. Add pineapple and juice. Stir well. Drop by rounded teaspoonfuls on greased cookie sheet, about 2” apart. Bake in 400º oven for 10 minutes or until browned around the edges. Makes about 5 dozen cookies

‘Transplantiversary’: Joanne Arcardo’s story Ministry of Health VANCOUVER - “I remember the day my fiance proposed to me, because that was the same day I received notice that I was officially on the transplant list for a liver.”

Joanne Arcardo was no typical twenty-something looking forward to marrying her high school sweetheart of 12 years. She’d spent the majority of her twenties very ill, suffering from the effects of a 2007 diagnosis of primary sclerosing cholangitis, or PSC, an auto-immune disease that causes scarring and blocking of the bile ducts inside and outside the liver. Often joined by the equallyunpleasant ulcerative colitis, the only treatment for PSC is a liver transplant.

“In 2007, I started experiencing pain and fatigue, but for a while nobody really knew what was going on. I’m glad that one doctor decided to do a blood test, and when he took one look at my numbers, he sent me to a specialist in Chilliwack right away,” explained Joanne.

From the specialist in Chilliwack to doctors at Vancouver General Hospital, Joanne was suddenly on a journey that would leave her on

disability from work, too sick to walk her dog, and unable to go to the grocery store or shopping unaccompanied.

“For a few years, my symptoms were managed by medication and I thought I could handle it, but then in 2010, I got Crohn’s disease (ulcerative colitis), and I grew weaker and weaker. My symptoms started getting worse.

People on the street, my friends, family and colleagues were concerned.

I looked very ill,” said Joanne.

Developing Crohn’s disease was a turning point in Joanne’s illness.

Her condition started rapidly going downhill, and her independence became severely limited.

“At this point, there wasn’t really anything the doctors could do.

It was more of a wait and see situation once we handled the Crohn’s disease. It was a really hard, emotional time in my life,” said Joanne.

In 2012, Joanne had progressed to the point of needing a transplant. “I felt strangely calm when they told me I needed to go on the list. My specialists from Vancouver General Hospital who were with me right from the beginning, Dr. Erb and Dr. Scudamore, gave me support and strength

toms that sent me in for blood transfusions every two weeks. I was admitted to the hospital vomiting blood. I was terrified,” said Joanne.

After one liver wasn’t suitable, Joanne received the transplant that would save her life one week later.

“I spent my twenties sick. I could only think of all the normal things I could do if I was better - things that you take for granted,” said Joanne. “I have lots to make up for now!”

And now, one year out from her successful liver transplant, Joanne is working on returning to work and she gives back to the transplant community by volunteering at donor signup events.

“Even if people aren’t comfortable with the idea, all I can suggest is they talk to their families. If they even share their thoughts, I’ve done something good that day,” said Joanne. “I owe my life to people who sign up to be donors - I say I’m here today because someone was a donor.”

She acknowledges the great expertise of Dr. Erb, Dr. Scudamore in saving her life, and her gastroenterologist and family doctor, who first

identified the disorder.

Joanne now walks her dog regularly, visits the grocery store on her own, is planning a wedding, and enjoys exercising and hiking. With her renewed health, she’s been able to travel to Los Angeles and the Dominican Republic.

“It’s amazing, just amazing to think that one year ago, I was too sick to climb my staircase. Now, I’m hiking mountains. I am so thankful to be given this chance at life.”

The first liver transplant in B.C. was in 1989 - 25 years ago.

Since 1989, 838 liver transplants have been performed in British Columbia.

In 2014 year, there have been 56 liver transplants up to press time.

The number of people registered on B.C.’s Organ Donor Registry: 920,471.

There is a chronic shortage of hearts, lungs, kidneys and livers for transplant in B.C. as the need far outweighs the number of organs available for transplant.

There are more than 500 British Columbians currently awaiting organ transplants and hundreds more awaiting corneal transplants.

Fear not – there is help for children and youth with anxiety The second column, in a series of 10, on mental health for children and teenagers by Dr. David Smith Everyone has times of feeling anxious, scared or fearful.

In fact, without our body’s innate ability to sense and respond to pending danger, we would never have survived as humans.

These days, however, anxiety disorders are like a car alarm repeatedly sounding when there is no real threat. Anxiety disorders are the most common mental health concern for children in B.C., affecting an estimated four per cent of all children, impacting their day-to-day life, their friendships, their school performance, their physical health and their sense of well-being. My colleagues and I in the mental health field are concerned that in this modern, fastpaced, wired world, anxiety disorders in children are greatly increasing. We are seeing more children than ever before who are constrained and made miserable by their fears when they should be feeling safe, secure, confident and happy.

Anxious feelings

Dr. David Smith include a rapid heartbeat, difficulty catching one’s breath, a sense of doom, sweaty palms, an upset stomach or stomach ache, even nausea and vomiting. Focusing on the feelings can cause them to intensify, a vicious cycle. Anxious symptoms become a true anxiety disorder when the anxiety leads to avoidance of the situation that is causing the anxiety and causes significant physical distress and disruption of daily life and functioning.

An unresolved anxiety disorder can often lead to depression or substance use problems in future years.

Anxiety, however, exists on a spectrum.

A certain amount of

anxiety is normal and beneficial. It keeps our children safe and conscientious; it motivates them to perform well. Children who tend to be anxious are often model students: high achieving, diligent, analytical, sensitive, alert, creative and imaginative. Too little anxiety and a child or teenager may take foolish risks or lack motivation to succeed. But too much anxiety and children become so paralyzed by fear that they may be unable to leave their parent’s side, leave the house, go to school, make friends or participate in normal life.

The good news is that anxiety can be very successfully managed or treated when required.

Regular exercise and reliable routines in children are often all it takes to quell mild cases. Mild and moderate anxiety is very responsive to Cognitive Behavioural Therapy (CBT), which is a process of addressing the unhelpful thoughts and actions that underlie anxiety.

talking back to negative thoughts, not believing everything you think, relaxation techniques like calming breathing, mindfulness meditation, and gradual safe exposure to the things you fear are all examples of types of CBT. All children — and adults, too — could benefit from learning simple CBT techniques to turn off their body alarms that are sounding unnecessarily. In more long term or severe cases of anxiety — such as panic disorders, Post Traumatic Stress Disorder, Obsessive-Compulsive Disorder — treatment may include a period of anti-anxiety medication in addition to teaching the child age-appropriate CBT techniques, an approach called “pills plus skills.”

If you are worried about your child or teenager’s anxiety, there are many places to get help. Many online resources as well as books, some written for specific age groups, are available to give in depth information about

anxiety and step-bystep instructions for specific CBT techniques. For parents of children and youth, the FORCE Society, in partnership with MCFD’s FRIENDS Program, offers an online parent program for parents of children ages 4-13 years. Anxiety BC (anxietybc.ca ) is another great site and offers detailed pages for adults and youth. Other sites include mindcheck. ca and keltymentalhealth.ca. If you feel your child needs professional help, see your family doctor or call Service BC at 1-800661-8773 and ask for the MCFD Child and Youth Mental Health office in your community.
