The Creston-Kootenay Foundation recently announced that it awarded a $500 bursary to Jung Eun Lee (pictured above with Creston-Kootenay Foundation youth advisor Julie Ewashen) at June’s Prince Charles Secondary School graduation ceremony. She hails from Korea and is now attending the University of Calgary, with the goal of becoming an architect. The local foundation manages the funds for the bursary, of which $12,000 was raised from 2004-2009 by Creston Valley youth, and matched by the Vancouver Foundation.

Big projects part of town’s year

It was a busy year for the Town of Creston, and not only because a municipal election was scheduled for November (it turned out that only two incumbents, Mayor Ron Toyota and Coun. Joanna Wilson, would run for re-election).

Infrastructure got a big boost and a number of initiatives in which the town either led or partnered came to fruition.

•In the late spring, the live video that appears on the Town of Creston website was improved, thanks to Kitt Santano’s Swift Internet, whose cameras now provide the images that can be seen by website visitors from around the world.

•For much of the latter half of 2014, the town seemed to be full of Telus employees and contract workers as a fibre optic program was rolled out through and around the town. More than 90 per cent of homes, businesses and organizations now have access to high speed Internet connections, including Optic TV, that allow them to operate locally and compete globally.

•In the spring, about 200 people gathered for three days to participate in the Association of Kootenay Boundary Local Governments conference and annual general meeting. Visitors offered rave reviews about the meeting site, the Creston and District Community Complex, and the hospitality they were offered by organizers.

•Results of a November 2013 citizen satisfaction survey were released. Nearly 40 per cent of those receiving the survey responded, and results were generally very positive, and showed significant improvement over the 2009 survey.

•Parking in the downtown area has been free for a few years, but it became closer to a permanent situation when the meters were removed from the Canyon Street parking areas. In their place, vertical stickers announce a free two-hour parking policy. Coun. Jerry Schmalz campaigned for removal of the posts, but they were left in place to provide guidelines for each parking space, hopefully to maintain most efficient use of the spaces.

•A $25 rebate was offered to the first 200 residents who purchased backyard compost bins.

•Considerable controversy arose when construction work along Erickson Road left the road surface in a rough and dusty condition for several long weeks in the summer. New storm sewer pipes were laid in preparation for the

provincial government’s repaving of the entire length of Erickson Road, from Highway 21 to Highway 3.

The road’s maintenance over the years had languished because the town border runs through its centre. However, a planned land swap agreement was enough to allow the paving to proceed, at the expense of the Ministry of Transportation and Infrastructure. Paving also was done by Okanagan Aggregates Ltd. on Highway 3 near Kootenay Pass and on Highway 21 from Highway 3 to Lower Kootenay under the same contract.

•The planned realignment of the Pine Street-Railway Boulevard intersection at Northwest Boulevard was delayed when the Ministry of Transportation and Infrastructure construction tender request went without attracting interest from contractors. The bid was put out again, though, and a contract was awarded. Construction will start in the spring of 2015.

•The area south of Cook Street was busy construction-wise in 2014. A paved trails system was completed and a dog park was fenced off so local pet owners have a place to let their dogs run off leash.

•The physician recruitment plan continues to pay off. In September, Dr. Eleanor Huettmayer and her husband, Phillip Curran (a pharmacist) arrived.

In November, it was announced that Dr. Jeremy Kass will be taking up residence with his wife in January.

•Who’s your mayor? Incumbent Mayor Ron Toyota easily outdistanced four opponents to win his third consecutive election. Coun. Joanna Wilson, the only incumbent, was returned for a fourth term. Accountant Kevin Boehmer topped the polls in the Town Council race and will be joined by retired insurance man Jim Elford, Karen Unruh (a former councillor in Fort St. John), Creston Valley Farmers’ Market manager Jen Comer and former mayor and councillor Joe Snopek.

The town election marked the first ever use of a vote counting machine, which provided complete results in record time.

Former councillor Tanya Wall took over the Regional District of Central Kootenay Area B directorship from the retiring John Kettle by handily defeating her opponent. Directors Larry Binks (Area C) and Garry Jackman (Area A) were returned to their positions by acclamation.

Heather Suttie became the Creston representative on the School District No. 8 (Kootenay Lake) board of education and Rebecca Huscroft and Cody Beebe were elected to represent the South Rural zone.

•Firefighting was a big subject throughout much of the Creston Valley, as fire protection was added to the Arrow Creek area and West Creston passed a referendum to get certified fire protection for the first time. Much of the Creston Valley is now covered under a mutual aid agreement provided by Creston Fire Rescue and fire departments in CanyonLister and Wynndel-Lakeview.

The valley seems to be moving toward a single firefighting service that will make it easier to attract and maintain volunteer firefighters.

Also in 2014, Creston Fire Rescue instituted a training program that brings prospective firefighters to town for a year of practicum experience. The first five students arrived earlier in the fall.

•The largest infrastructure program in recent years was completed this summer when more than $7 million in upgrades were made to the waste water treatment plant. A number of environmental benefits will result, not least the saving of nearly $40,000 in annual energy costs.

•A series of Cultivating Creston action planning workshops were held at Kootenay Employment Services.

Workshop participants identified priorities to improve life in the town and Creston Valley.

•A new sign bylaw was drafted after a round of consultation with business operators. A number of amendments were made before it was passed by town council in December.

•The talk of the town in December turned to the subject of happiness, with residents being invited to take a survey about their quality of life and level of happiness. Part of a global project, the local effort was led by the Creston and District Community Directed Funds Committee.

•Once again, Toyota has organized a snow-clearing program for seniors who are unable to clear their sidewalks of snow. He has again recruited the help of Creston Valley Thunder Cats players to come to the rescue.

6 — Patients with appointments at the Osprey Medical Clinic got a rude surprise when they got a phone call saying the clinic had closed Jan. 31.

“We were unable to reach an agreement with the doctors that would make this a selfsustaining business,” said Ken Gadicke, who owned Osprey Medical Clinic in partnership with his former accounting firm partner, Rick Minichiello.

A message distributed to patients by Drs. Raphael Elemuo, Tara Guthrie and Suzanne Hopkins wasn’t quite so diplomatic: “The owners of Osprey Medical Clinic breached our contracts in January of this year. In response to our request that they honour the terms of our contract, they have locked us out and closed the clinic without notice.”

•After Creston’s only remaining video rental store, Video Express, closed in 2013, Shane Gilmour started his own rental service, Video Fix, housed in a big red box now outside Overwaitea Foods. The machine is stocked with movies on DVD and Blu-ray, and include current hits and older films.

13 — More than 500 people attended the Children’s Winter Festival at Rotacrest Hall on Feb. 8, hosted by several community organizations on the Family Day long weekend. Among the activities were a Play-Doh table, painting and balloon shaving, as well as a new ice castle built by B-Boys Construction.

•A few months shy of two years old, Ricky’s All Day Grill has earned the company’s 2013 Rising Star Award, presented annually to the franchisee that has shown the most improvement over the year.

Creston’s Ricky’s is one of about 20 in the South Alberta District, and the award is based on a variety of criteria, not the least of which is customer feedback, which was growing steadily more positive, particularly since kitchen manager Brad Sutherland arrived in November 2012, bringing experience and familiarity for customers.

“We kept hearing that one of the challenges of recruiting doctors was the lack of clinic space,” said Gadicke, an active member of Creston’s last economic development initiative. “There was no room at Family Practice or other clinics and most doctors don’t want to set up on their own. We saw Osprey first and foremost as a community development opportunity, and if it made a little profit eventually, that would be great.”

•The Creston Judo Club’s Kaeden Rendek was one of 12 Kootenay Zone judokas competing in the BC Games, coming home with a gold medal.

The 13-year-old competed against nine others in his class, U16, which meant that some were nearly three years older, and others were blue belts, one higher than Rendek’s green.

•A rockslide on Highway 3A around 9 p.m. Feb. 20 about 35 kilometres north of Creston near Twin Bays, closed Highway 3A in both directions.

Although the road was expected to be cleared by mid-Feb. 22, several large boulders had to be broken up with a hydraulic rock hammer, preventing an opening until Feb. 23.

•The Creston Valley Thunder Cats ended the regular season on Feb. 22, beating the Columbia Valley Rockies 4-1. They had secured the top spot in the Kootenay International Junior Hockey League’s Eddie Mountain Division a few weeks earlier, and finished the season with a record 80 points.

10 — Kootenay East Regional Hospital District chair John Kettle said taxpayers wouldn’t be seeing a tax increase in funding for capital health projects in 2014. The hospital district’s annual budget is $8.74 million, two-thirds of which would go toward the intensive care unit project at the East Kootenay Regional Hospital in Cranbrook.

•The Creston Valley Thunder Cats shut the Columbia Valley Rockies out of the first round of the Kootenay International Junior Hockey League’s Eddie Mountain Division playoffs, defeating the Rockies in four consecutive games.

17 — After a months-long controversy about a petition to

extend fire protection to West Creston residents, the final decision would be determined by referendum in November. A slight majority of property owners signed the petition to initiate certified fire protection, but the slim margin triggered concern.

After consulting with Regional District of Central Kootenay management, Area C director Larry Binks said a concern arose that the province could reject the petition results because the numbers were so close.

•From January to March more than 120 Prince Charles Secondary School students took part in the first year of a swimming program at the Creston and District Community Complex. Sponsored by the donation from the Creston Valley Aquatic Society, the Energetic Campus Initiative was directed at Grade 10 students. The program cost $2,700 this year and enough was donated to allow it to run for seven more.

20 — For the first time since the Creston Valley Thunder Cats took to the ice in 2000, the team became the Eddie Mountain Division champions after defeating the Kimberley Dynamiters in round 2’s game 7, which swung from Creston being down 4-1 to winning 5-4.

•Cara Waddle proved that the third time really is the charm when she placed first in the March 13 finals of Creston’s Best Singer after competing in 2011 and 2012. Waddle competed against Taya Blackmore, Tamara Leavitt, Kyran Grant and Erin Collison, who faced off after judges named them the top five out of 20 singers.

•The Creston RCMP detachment regained use of the police station basement at the end of the month after all Integrated Border Enforcement Teams (IBET) were reorganized into a federal service organized crime unit. The Creston IBET office that occupied the space included three RCMP constables, a Canadian Border Services Agency member and a half-time clerical worker.

27 —Prolific offender Jason Beaudry was arrested in Kelowna a week earlier, his arrest made on a warrant obtained because he did not return to Creston as planned. When Beaudry missed a scheduled probation appointment in Creston, Kelowna RCMP acted quickly.

vision shows that fell victim to the public network’s loss of lucrative NHL hockey rights.

“It was a surprise and it wasn’t a surprise,” she said, “because the series has been doing well but CBC losing Hockey Night in Canada has a huge financial impact.”

3 — The daylight time controversy died without a chance for the public to vote on the issue. Coun. Judy Gadicke, the main proponent in taking the issue to referendum, made a motion at the March 25 council meeting to remove it from the town’s action plan. She conceded defeat after being informed by Mayor Ron Toyota that there was no chance local Regional District of Central Kootenay directors would support a referendum.

•Nelson-Creston MLA Michelle Mungall said changes to the Agricultural Land Reserve (ALR) threatened the province’s food security and did nothing to help farmers to keep producing food.

“The ALR has been one zone for the very reason of protecting agricultural land across the province — we really don’t have a lot of agricultural land,” she said. “Every government until now has protected that land. But the Liberals are solely focused on one industry (development of liquid natural gas reserves) and they are sacrificing food security for it.”

dent at the April 7 Creston Valley Food Action Coalition meeting.

Surely, you might be saying, that there will at least be political opposition to the plan for LNG development. Not from NDP leader John Horgan who, curiously, said, “You can’t be against everything.”

Hilariously, he seems to be sort of, but not adamantly, against Site C. So here in our province we have an Opposition leader who doesn’t like to be too opposition-y and federally we have leaders who don’t mind opposing, but lack the credibility and experience to be effective.

Personally, I am glad that my work gives me close looks at local governments, because at the very least I find occasional moments where sanity reigns. Even the regional district, which I have described as a system designed to fail, makes decisions close enough to home that interested citizens can bend the ear of their directors.

Once we send people off to governments in Victoria and Ottawa, it’s game over, though. The interest of the people is secondary to that of big business, and resource exploitation is promoted like it’s the last of this year’s vehicles — buy now before the next big thing comes along.

May 1 — Homelinks would continue unchanged for 2014-15 and remain in the Creston Education Centre (CEC), School District No. 8 (Kootenay Lake) trustees decided at the April 22 regular board meeting. More consultation, with the intent to move Homelinks out of CEC, would be undertaken in the current school year. A survey of parents indicated that 19 families with at least 40 students would relocate, at a cost of $342,000 in lost funding to the school district.

•After guiding thousands of Adam Robertson Elementary School students through the process of making wooden birdhouses and cars, 71-year-old counsellor and social worker Gary Smith planned to leave the woodshop behind, retiring in June.

“I find it easier to slide stuff to kids when they’re engaged in an activity,” he said. “All they know is that they’re playing.”

8 — Goaltender Matt Armitage became the first Creston player to be selected in the Western Hockey League draft when the 14-year-old was chosen by the Spokane Chiefs in the fourth round of the draft held May 1. He had 23 wins and 13 losses in 2013-2014, putting up a 2.72 goals-against average and a 9.2 save percentage. He had five shutouts and was named the game’s most valuable player 11 times.

•Physician recruiter Marilin States was presented with a BC Community Achievement Award in Victoria on April 29. “She is a great ambassador for the Creston Valley and her efforts have resulted in providing her community with stable medical care,” said words read at the ceremony.

15 — “The heart and soul of the community” is the description used by the BC Recreation and Parks Association in awarding the Facility Excellence Award to Creston and District Community Complex. The

Regional District of Central Kootenay, which operates the facility, should be congratulated for efforts that “exemplify how much the parks, recreation, physical activity and culture section can contribute to a high quality of life in our communities,” it said.

•Students in the Aboriginal education program at Creston Valley schools were particularly busy, putting the finishing touches on their regalia for the fourth annual School District No. 8 (Kootenay Lake) youth powwow at the Creston and District Community Complex.

"It is a very important part of our Aboriginal culture, so it is very important to us and others to keep this part going," said Jackie Mynott, the Prince Charles Secondary School aboriginal education youth worker.

22 — After a lifetime of public service — from the Army to journalism to volunteering with charities and nonprofits — Peter Hepher was named the 2014 citizen of the year at the May 16 Creston Valley Blossom Festival opening ceremonies.

“I didn’t think I was deserving of it,” he said. “I’m very honoured. There are a lot of other people more deserving.”

At the age of 93, Hepher was still involved with several community organizations: 29 — Darren Douma was the secondplace overall winner of the 2014 World Blind Golf Championships and Australian Blind Golf Open, which ran May 9-18. He competed in his sight category, B3, in both events, playing against golfers at the Nelson Bay Golf Club in New South Wales, Australia. In 2005, the 42-year-old was diagnosed with Stargardt disease, an incurable and rare genetic juvenile form of macular degeneration, affecting central fine vision.

•Clara Hughes, who won six Olympic medals in speed skating and cycling, stopped in Creston as part of a 110-day Clara’s Big Ride circle tour that started in Eastern Canada and took her through Nunavut, the Northwest

5 — BC NDP Leader John Horgan stopped in Creston as part of a Kootenay tour, with a goal of talking to individuals and small groups about their political concerns and to deliver his own message.

“The NDP has to be the party again that it was under Mike Harcourt,” he said. “We have to do some public education on our mainstream values to make sure that people understand that we are not that dissimilar, that the Liberals don’t corner economic issues.”

•Footlighters Theatre Society’s Almost Golden, written by Suzanne Chubb and Jason Smith, was named best production at Theatre BC’s adjudicated Kootenay Zone competition, Centre Stage. Also winning awards were Stephanie Sweet (supporting actress), Kelly Mehrer (supporting actor) and Marc Archambault (special mention for acting). For his original play, Coffee’s On, Jordan Koop was named best actor, and his director, Simon Lazarchuk, earned an award of merit for directing.

12 — A 13-year-old resident of Bountiful was in stable condition at Calgary’s Foothills Medical Centre after being rescued in the dark of night early on June 6. Leroy Palmer sustained serious but not life-

threatening injuries and was evacuated via Creston and Cranbook airports after spending about 12 hours at an altitude estimated at 4,600 metres. He was apparently climbing the steep cliffs of Mount Thompson when he lost his footing and slid or fell about 100 metres before coming to rest in an area difficult to access.

•The saffron-coloured robes of Bhaktimarga Swami made him highly visible when the Hare Krishna monk passed through Creston, returning by car from the west side of Kootenay Pass to make a presentation at the Creston Valley Yoga Studio. He then visited the Advance office to continue a discussion from 2006, when he was profiled on his third walk across Canada.

“I’ve done a lot more walking since then,” he laughed. “I’ve walked in Israel, Ireland, Guyana, Trinidad and even Mauritius.”

•After six months of discussion, the final Community Conversations event on June 4 resulted in participants choosing a project for the Creston Valley: a designated bike and walking path to connect Creston, Wynndel and Erickson.

From there, the list was narrowed to 81 options, and then, after a second round, to nine.

19 — A citizen satisfaction survey conducted in 2013 for the Town of Creston seemed to indicate an increased satisfaction level among residents.

Quality of life was described as good or very good by 89.4 per cent (up from 79 per cent in 2009), 81.3 per cent said they feel safety in their neighbourhoods is good or very good (up from 75 per cent) and 61 per cent said the town is doing a good job in the area of customer service and communication (up from 43 per cent).

•Tyrel Hawke, a 25-year-old nurse from Fort Steele was named the region’s best vocalist in the final edition of Kootenays’ Best Singer, which ran June 14 at the Prince Charles Theatre. The judges for the contest, produced since 2010 by Creston’s Vern Gorham, included Canadian Country Music Award-winner Duane Steele.

26 — Three years in the making, the Town of Creston and Regional District of Central Kootenay approved a fire services agreement that extended coverage to Arrow Creek. An appendix to the new contract bound the town and RDCK to jointly maintain a minimum number of firefighting personnel so that adequate response can be expected throughout the designated fire protection area.

The agreements are designed

to be offsetting, so that no additional costs are created.

•Town council was taken by surprise when a controversy arose over spraying in Centennial, Millennium and Burns parks in May. A mother of four who organizes local protests against Monsanto said she would not allow her children to play in parks where chemicals are sprayed, including the Rotary Splash Playground in Centennial Park. She specifically objected to the use of Nufarm Trillion Turf Herbicide, which contains 2, 4-D, saying it is an ingredient in Agent Orange.

•The Lower Kootenay Band canoe team made a proud return to the site of a former Ktunaxa village at the CanadaU.S. border on June 20, rowing 73 kilometres along the Kootenay River from Bonners Ferry, Idaho, to get there. The village, Aqunuk, was a small one, said Chief Jason Louie, centred around the inlet between the Rykerts (Canada) and Porthill (U.S.) ports of entry over a century ago. But with the border running through the village, neither government allowed its residents to stay.

•The sounds of engines chugging away filled the air at the Creston Museum on June 16, as members of the museum’s antique engine club got a few of the artifacts up and running — the first time in decades for some. The museum has 11 stationary engines — as well as a generator and three tractors — and several members of the club got a few running, including a 1920 pump engine

3 — More than nine months after four mule deer were illegally shot on a Lister farmer’s field, the BC Conservation Officer Service was still searching for the culprit. On Oct. 20, 2013, three mule deer were killed and one was left wounded on the ground.

The shooter was described as being a white male, slightly tanned, about five feet, 10 inches tall and weighing about 180 pounds, with dark brown eyes and jet black hair, and a small soul patch or goatee on his chin.

10 — Idaho body recovery expert Gene Ralston was on location near Gray Creek on July 7 to bring up the body of a 25-year-old male who drowned in Kootenay Lake June 30. The man, who turned 25 the day before his drowning, was diving from a popular spot with a friend when he apparently hit the water awkwardly.

•Thanks to a create-yourown-job-program approach by the Ktunaxa Nation council, Alisha Louie was spending her summer working on First Nations-related projects at Creston Valley Public Library.

Following in the footsteps of her older sister, who worked at the library in 2013, Louie wanted to work with chief librarian Aaron Francis to create a permanent display celebrating Lower Kootenay Band history and presence in the Creston Valley.

October 2 — On Sept. 20, a one-day workshop in the use of hempcrete — a concrete made of industrial hemp chips and fibre, lime and cement — resulted in a low wall being built in the corner of the College of the Rockies farm to create a learning area, as well as keep visitors from trampling delicate plants in the farm’s Food Forest.

The workshop was presented by Jayeson Hendyrsan, a Vancouver Island resident who spent time in Creston in 1986 with the Canada World Youth exchange program.

Hempcrete is fireproof, rat proof and earthquake resistant, and is a similar process to what ancient Romans used in their construction.

•Erickson couple Gary and Susan Snow left Sept. 30 to deliver 1,000 four-ounce bottles of Tabletree black cherry juice to Commonwealth Stadium, where it will be available to members of the Edmonton Eskimos. Head coach Chris Jones wanted the juice in smaller bottles than Tabletree has been using so that his players could open and consume the juice in one or two swigs. He was impressed with the juice’s nutritional value and also that testimonials and lab tests indicate it has anti-inflammatory properties.

9 — In a scene reminiscent of Groundhog Day, three local fire chiefs proposed a move toward formation of a Creston Valley fire protection service, to be formed under the Town of Creston umbrella. Regional District of Central Kootenay fire chief Terry Swann and Area B director John Kettle dismissed a similar proposal when Guthrie and his colleagues presented the proposal more than three years ago. A motion to have RDCK and Town of Creston staff produce a report on the system was passed.

•Baillie-Grohman Estate Winery earned two medals from the BC Wine Awards. One, a platinum, feted Baillie-Grohman’s 2012 Cabernet Franc as one of the best six wines in the province, and the gold recognized the strength of its Pinot Noir.

16 — Winston Blackmore and James Oler appeared in Creston Law Courts on Oct. 9 to face polygamy charges. A Vancouver attorney represented Blackmore on a temporary basis and Oler had not retained counsel. Neither had husband and wife Brandon and Emily Blackmore, charged with unlawfully removing a child under 16 from Canada with the intent that an offence of a sexual nature would be committed outside of Canada. The cases were remanded until Dec. 4 so they could retain counsel.

•Nelson-Creston MLA Michelle Mungall said that the provincial government did not seem well prepared for the fall session that opened Oct. 13. Puzzling, she said, was that any mention of becoming a debt-free province, reducing tax burdens or establishing a prosperity fund has been abandoned, when a year ago anticipated liquid natural gas revenues were being promoted as a financial windfall for the province.

30 — Construction originally intended to provide a residential and care facility for seniors could become a distillery, bistro and commercial centre, town council learned at the Oct. 21 committee of the whole meeting. The property on Northwest Boulevard and Vancouver Street has been the site of a large concrete foundation since 2000. The original owner’s plans fell through and the site was purchased in 2008 by Chaplin West Venture Ltd. Principal owner Michael Chaplin proposed a project consisting of 84 apartment units in a threestorey wood framed building.

•A parcel of land that was once home to a groundbreaking potato processing plant could soon become home to another innovation in the Creston Valley. Negotiations were nearing completion that would see living lettuce and freshwater coho salmon produced on the Spetifore and Sons property on Reclamation Road.

6 — An analysis of Town of Creston finances reveals that there has been little change to municipal property taxes beyond policing costs, the town finance director Steffan Klassen said at the Oct. 28 regular meeting. The actual tax increase from 2018 over 2011 is 44.6 per cent, which includes 39.54 per cent for policing.

13 — Adam Robertson Elementary School students were treated to a Remembrance Day production to, well, remember, on Nov. 7 as Grade 7 students took to the stage to present an all-local play, Blowin’ in the Wind.

Written by their teacher, Tanya Poznikoff, the play depicted young men marching off to war and leaving their wives, girlfriends and families behind.

•Creston voters would be experiencing their first electronic voting ballots when they go to the polls to elect a mayor and six councillors on Nov. 15. Already, 273 voters (down 13 from 2011) had used the new, larger ballots, which they slid face down into a machine the size of an old office copier.

•Lower Kootenay Band members will vote in 2015 on an agreement that will give them Kootenay Lake waterfront property and allow the Regional District of Central Kootenay to extend the life of its landfill site. An incremental treaty agreement proposed the transfer of 176 hectares of Crown land in two parcels to the LKB. One is about three hectares of land known as Burden’s Cut, located on the south arm of Kootenay Lake about 45 kilometres north of Creston. The other is adjacent to the first, and is about 173 hectares. In return, the LKB would sell nine hectares adjacent to the Mallory Road landfill site to the RDCK. 20 — West Creston voters passed a referendum 146-82 in favour of certified fire protection.

The vote allows the Regional District of Central Kootenay to establish a service area and tax property owners to provide fire protection service, and to borrow up to $450,000 for a fire hall.

•Creston Mayor Ron Toyota was returned to a third term in office on Nov. 15 as he easily outdistanced four challengers.

Coun. Joanna Wilson was returned for a fourth term, joined by former councillor and mayor Joe Snopek, and newcomers Kevin Boehmer, Jen Comer, Jim Elford and Karen Unruh. Creston rejected the party concept, with the Action Creston team of Tom Mann for mayor and Penny A.P. Anderson, Arnold DeBoon and Lon Hansen for council making an unsuccessful bid.

Former town councillor Tanya Wall easily overcame a challenge from Jared LeBlanc, outpolling him 568 to 112 to become RDCK Area B director.

School District No. 8 (Kootenay Lake) board of education chair Rebecca Huscroft was returned to represent the South Rural zone.

She would be joined on the board by newcomer Cody Beebe, who outpolled Huscroft by 20 votes.

27 — Homelinks students earned a temporary reprieve on Nov. 18 after the School District No. 8 (Kootenay Lake) board rescinded an April 22 resolution that secondary students be supported through the Prince Charles Secondary School’s learning centre in the Pathways building by June 2015. Retiring South Rural trustee Annette Hambler-Pruden made the motion to rescind the resolution because, seven months later, no consultation with Homelinks parents (a stipulation of the April resolution) had taken place.

•Jason Louie was re-elected Nov. 19 and will continue as chief of the Lower Kootenay Band for a second term. Also elected were Destyni Basil and Sandra Luke. Louie topped a tencandidate slate with 45 votes, with Basil and Luke tying for second with 30 votes each.

December 4 — It might have been a Canadian first when new councils of the Lower Kootenay Band and Town of Creston took their oaths of office in a joint ceremony on Dec. 1, a symbol of their commitment to work together. After opening prayers by Pastor Harry Haberstock and retiring LKB councillor Anne Jimmie, the new Creston council was sworn in by Haberstock and town manager Lou Varela. RCMP Const. Eldene Stanley and elections officer Heather Suttie conducted the oaths for Louie and new Couns.

11 — Winston Blackmore and James Oler will appear in Creston Law Courts on Jan. 29 to choose whether they want their polygamy charges to be tried by a judge or jury. Blackmore appeared in court Dec. 4, telling Judge Grant Sheard that he had retained legal council, and Oler forwarded a similar message through Crown counsel. Emily Blackmore also appeared; she and her husband,

Brandon, will return Jan. 29 to choose their form of trial.

•Hope for a multipurpose arts and culture centre took a step back when volunteer directors announced Dec. 4 they were returning Community Works grants of $70,000 and folding the Friends of the Ingham Centre for Arts and Culture Society. The society had an agreement with the owners of property at 1507 Canyon St. to purchase the former auto centre for arts and cultural purposes.

18 — A Creston Valley Teachers’ Association program has been recognized by the Columbia Basin Alliance for Literacy, with the association recently receiving the Community Literacy Award. The fifth annual award went to the CVTA’s Books for Toddlers program, which got its start in the 1980s as Books for Babies, funded by teachers’ member fees. When a grant began covering the newborns’ books, the focus shifted to 18-month-old children.

25 — The Creston Room at the Creston and District Community Complex was a flurry of well organized activity on Dec. 15 as over 130 volunteers spent most of the day sorting food and donations, and then packing 400 Christmas hampers for the Creston Ministerial Association’s annual project, now running for well over 40 years. Three hundred sixty-nine hampers were requested prior to Dec. 15, and the extra 30 didn’t go to waste, with over 20 being requested on Dec. 16 — pickup day — and a few trickling in later.

•The 2015 TAPS Calendar, with its small format and black and white photos, features seniors and Therapeutic Activation Program for Seniors staff dressed in vintage costumes and posed in a variety of scenes.

Operated by Valley Community Services, TAPS serves about 60 clients who range in age from their sixties to nineties. Social activities around the community keep clients active and in touch.

•Atom minor hockey players Jake Adams, Dexden Schiffke and Riley Kepke will be going on the trip of a lifetime in the summer after being selected to an elite hockey program that operates out of Calgary. They impressed scouts from Top Guns Hockey Development Inc. sufficiently to be included in the Team Canada Cowboys Euro Hockey program.

RCMP respond to MVAs, bomb threat

Creston RCMP responded to 52 calls for service from Dec. 15-21, Staff Sgt. Bob Gollan said on Dec. 22.

December 15 •A company truck being driven erratically on Highway 3 has earned its driver a letter of warning being sent to his employer.

•No injuries resulted when a vehicle lost control on black ice near Summit Creek Bridge and crashed into a concrete barricade. The vehicle had to be towed.

•A male reported to be causing a disturbance at a Highway 3 business — not for the first time — was warned not to return to the location.

•A report came from Cory Road that some survey stakes had been moved.

•At the Highway 3A site where an ATV was stolen earlier in the month it was discovered that a leaf blower and chainsaw had also been stolen.

•A well-being check on some children at a Corn Creek Road residence revealed they were OK. December 16 •A vehicle’s collision with a deer on Highway 3A near Destiny Bay did not cause injuries to the occupants.

•A Highway 3A resident brought a gun in for police to destroy.

LOCAL news

•In Riondel, at a site where two women were recently arrested for thefts and drug possession, investigators discovered a three-kilogram package of dried marijuana.

•Police are investigating a complaint about a blue car being driven at a high rate of speed and tailgating on 44th Street. The driver was an elderly male.

December 17 •A hit and run of a parked vehicle on Elm Street was reported.

•Police attended to keep the peace on Hood Road when a renter returned to remove some of his possessions.

•A male was charged following a domestic violence incident on 22nd Avenue North. He was released with a no-contact order.

December 18 •Police assisted Fort St. John RCMP in executing a search warrant.

•A Canyon Street pub was evacuated after a bomb threat was received by telephone. A service station received a similar threat. Police later determined that similar threats had been made to businesses all across Canada from a U.S. caller. No evidence of bombs was found.

•An Erickson Road resident has been the victim of ongoing pranks, including knocking on a door and turning on a garden hose, since July.

•Police are assisting with a student causing problems at Prince Charles Secondary School.

•An Elm Street residence was the site of a theft of two motorized decorated deer from the front yard.

December 19 •A driver was seriously injured near a pullout on Highway 3 when he lost control on the icy road and collided with a snowplow. He was taken to a hospital by air ambulance.

•A shoplifter caught at a Northwest Boulevard business was arrested and released with conditions, including not to return to the business. He has previous shoplifting convictions.

•A vehicle went off Highway 3A near Twin Bays and the driver was taken to hospital for evaluation

•A dispute on Northwest Boulevard about a vehicle repair bill was deemed to be a civil matter.

•A report of gunshots was received from the Lloyd Road area.

•Police making a well-being check on a Canyon Street resident discovered he was extremely intoxicated. He was taken to hospital for treatment.

December 20 •A truck was stolen from Connel Road after a number of vehicles in the neighborhood were entered or broken into. The stolen vehicle was a 1994 light blue Chevrolet.

•During the course of renovations, a local resident discovered some ammunition, which he turned over to police for destruction.

•A vehicle was damaged when the driver attempted to make a U-turn on Cory Road and went over a 10-foot embankment. No injuries resulted.

•An out-of-town visitor who didn’t return from a party as expected was later found sleeping in a church.

December 21 •A 71-year-old male died of apparent natural causes in his 37th Street home.

•A female suffering from hypothermia was located on Northwest Boulevard and taken to hospital. She was later taken to Kelowna hospital by air ambulance.

•A vehicle went off Highway 3 in Erickson and down a bank, where it came to rest on its side. No injuries were reported.

•No injuries resulted when a vehicle went off an icy Highway 3 near Kitchener.

P.A.W.S. December Volunteer of the Month:

Dave Fowler

It is our pleasure to choose Dave Fowler as the volunteer of the month. It is probably little known to many that Dave is our knight in shining armour in the winter season when he keeps the shelter driveway ploughed of snow, thereby enabling shelter workers and visitors alike safe access to the building.

He has been involved with and helped support PAWs for many years, even serving on the Board of Directors in the past. Very rarely does Dave miss a chance to help our functions, from attending and supporting the endeavor to providing a haven from the elements when it comes time to decorate the float for parades. He provides greatly appreciated help with fundraising events, and of course front and foremost with the collection of bottles at the bottle depot when people donate their bottle refund to PAWS. Dave comes to meetings (of course with his doggy sidekick Mocha) and shows up when it is time to swing a hammer or use muscles on various animal projects. He is a most valuable member and volunteer who has carved out his own niche in helping and volunteering at PAWS. For all of this and no doubt things we have forgotten to mention over the years, a hearty THANK YOU to Dave!
