Sledding accident claims youth’s life

The coroners service has taken over the investigation of a fatal snowmobile accident near Enderby Sunday morning.

The RCMP dispatch centre received a call shortly after 10:30 a.m. of a serious snowmobile accident at the popular Hunters Range sledding area northeast of Enderby.

Vernon-North Okanagan RCMP officers activated Vernon Search and Rescue as the area was only accessible by snowmobile.

“A teenaged boy from Salmon Arm was out with a group of people, one of them being his father,” said RCMP spokesperson Gord Molendyk.

“He became separated from the group for a short time, and when his father attempted to contact him on a radio, the boy did not respond.”

Rescue officials found Brandon Ouellette, 16, who is believed to have hit a snowbank and his machine flipped on top of him. He was trapped underneath the machine in the snow.

Search and rescue deployed its helicopter with a doctor on board, as well as paramedics.

Ouellette was pronounced dead by the doctor while in-flight to Vernon Jubilee Hospital.

The Vernon-North Okanagan RCMP detachment will continue to assist the coroners service in this investigation.

Police out in force New Year’s Eve ROGER KNOX Morning Star Staff

It’s the time for celebrating the arrival of the new year, and Vernon-North Okanagan RCMP want all revelers to enjoy themselves and be safe.

The local detachment reminds everyone planning their New Year’s Eve celebrations tonight that officers from the detachment and North Okanagan Traffic Services will be out in full force.

“We want to see that everyone has a safe New Year’s Eve,” said RCMP spokesperson Gord Molendyk.

“Plan ahead, have a designated driver or call a

cab if you’re partying and having a few drinks.”

Road checks will be conducted and police will have an extensive presence at Silver Star Mountain Resort.

Over the past week, police officers issued one 24-hour driving prohibition relating to drugs.

There was one three-day Immediate Roadside Prohibition (IRP), no seven-day IRPs and five 90-day IRPs. There was one motorist charged with impaired driving and five vehicles were impounded.

One of those five was for excessive speed on Dec. 23.

Vernon RCMP officers defused a potentially dangerous situation Christmas night.

Shortly after 9 p.m., officers responded to a report of an intoxicated man holding up traffic in the area of Highway 6 and Pottery Road.

“The man was walking in and out of traffic on the highway,” said Vernon RCMP spokesperson Gord Molendyk.

“A father and son driving by reported the man had a handgun and that he was pulling the gun in and out of his coat pocket.”

Officers located the suspect in the ditch off of

Pottery Road.

The individual, who police say was highly intoxicated, was arrested and searched and a handgun was located in his front jacket pocket.

“The gun, a .357 Magnum revolver, was unloaded,” said Molendyk. “However, a search of him revealed he had bullets in his upper jacket pocket.”

The suspect was also in possession of some crystal meth, crack cocaine in small baggies, and some cash. His cell phone continued to ring while officers dealt with him.

The 16-year-old Vernon resident was slated to appear in Vernon Provincial Court Monday to answer to charges.

Silver Star draws crowd over the holidays RICHARD ROLKE Morning Star Staff

Silver Star Mountain Resort remains the place to be during the holiday.

There have been steady crowds at the resort since Christmas, with the busiest day being Sunday — about 6,000 people.

“We are tracking eight to 10 per cent

ahead of last year for skier visits and then there are tubers and others on top of that,” said Anne Haight, director of sales and marketing.

Along with North Okanagan residents, skiers are visiting the Star from Alberta, across B.C., Washington State and Australia.

Nobody was apparently injured in a singlevehicle accident Saturday night on the outskirts of Vernon.

Police received a report shortly before 6:30 p.m. that a black Pontiac Vibe had gone down the embankment and through a fence off Commonage Road near Bench Row Road.

Police spoke to the registered owner of the Vibe who advised her granddaughter and her boyfriend were driving the vehicle.

“She was able to contact them and confirmed that both were OK,” said Molendyk. “They had been picked up by a passing motorist.”

Police advised the owner where the car was and to contact a tow company.

Gas stolen from course ROGER KNOX Morning Star Staff

Two men are facing charges after allegedly stealing gas from a North Okanagan golf course.

Vernon-North Okanagan RCMP officers responded to a report of an alarm going off Saturday at 7:45 p.m. at the outside gas tanks at the Spallumcheen Golf and Country Club.

“They have had thefts from the tanks in the past,” said Gord Molendyk, RCMP detachment spokesperson Officers attended and two men were arrested, one in the immediate area and one a short distance away near a parked vehicle.

The suspects, aged 48 and 38, are from Kelowna.

They were released from custody on a promise to appear in court at a later date to face charges of theft and possession of break-and-enter equipment.

The District of Lake Country will look to overhaul its municipal election process over the next four years in an attempt to eliminate long wait times some voters suffered through in the November civic election.

A report to council pointed out several reasons there were some log jams and long lines in this year’s election, which cost the district $16,473 to hold.

And it is Lake Country’s ward system — the only ward system in B.C. — that was one of the things that slowed things down at the time of registration.

“In order to ensure that an absolutely accurate election is conducted it is critical that each individual elector’s ward is verified,” said Reyna Seabrook, chief election officer in the report.

“The ward system in Lake Country will always necessitate a slightly longer registration process than in other municipalities.”

To try and eliminate some of the issues with this year’s election Seabrook recommended an overhaul of the election process in Lake Country, with several initiatives aimed at increasing the ease of which people can vote including: n Additional advance voting opportunities n Polling stations or advance voting in each ward n Doubling or tripling the number of election officials (regardless of number of polling stations)

• Providing a more efficient registration and ward verification process to reduce wait times.

Along with the ward system, which required four different ballot styles to be produced, another reason for long delays was the registration process and the technology used to get voters through the voting station at George Elliot Secondary. Residents’ addresses were put into the district’s Geographical Information System (GIS) to determine the ward. The machine then produced a registration form, eliminating the need for officials to write out each person’s information at the time of registration.

It was expected to speed up the process but failed.

“Unfortunately when the process was put into place at the

2014 election, it resulted in a significant increase in wait times,” wrote Seabrook.

“Several factors added to the increased registration time including the time required to manage and enter the information in the Microsoft Word document, election official computer skills and the GIS system process times.”

Seabrook recommended that an alternate registration process be implemented for the 2018 election.

As far as voting directly in the wards, a sentiment expressed by many in the wake of the election which saw just 24 per cent voter turnout in Lake Country, Seabrook recommended the district look at the feasibility of having polling stations in the wards for 2018 either on election day or in advance polls or both.

The district has only had polling stations in the wards once in nine municipal votes held since incorporation (elections or byelections) and that was in 1996 while provincial and federal elections do provide polling in the wards.

Seabrook said wait times would be significantly reduced with polling stations in the wards but said there would be increased costs including renting community halls additional election officials, rental of additional voting machines, additional advertising.

“There are things we will be looking at in the 2018 election and they may change things for the better, we will certainly be looking at doing that.”

A re-evaluation of priorities has Colin Mayes preparing to leave the federal scene. The OkanaganShuswap MP announced during a Conservative gathering in Enderby that he will not run in the next federal election Oct. 19, 2015. “If I go into another term, I would be in my 70s and I thought, ‘Would I want to be there in my 70s?’ It’s time to focus on my wife and family and to be closer to home,” said Mayes, 66.

June 2014 After a series of suspicious fires that have occurred in Vernon over the past few weeks, two suspects are arrested in one arson that took place in the alley in the 3200 block of 31st Street in May. However, more fires continue after the arrests, spreading to the Township of Spallumcheen, when emergency personnel are called to a report of a boat fire in a locked compound.

Call for a public use of the Okanagan Rail Trail Initiative, linking Coldstream to Kelowna, continue as talks with Canadian National and a business to operate the rail line fail.

Local politicians are supportive of efforts to preserve the rail corridor for public use, and the government has a 30-day window to determine if it will purchase the route from Canadian National.

The 54-year-old Queen Silver Star Excellence Program is in jeopardy of being cancelled as not enough candidates have applied to take part in the program.

Cleanup continues from a storm that brought a high volume of rain, flooding some homes and businesses in Vernon, including the lower level classroom of the Okanagan Science Centre and the loading dock at Butcher Boys.

The storm also causes hail damage to fruit crops, including to apples and cherries, at local orchards. “It was coming like bullets,” said BX orchardist Jeet Dukhia.

Time for a new approach

A

new year is a time for reflection and to consider areas for self-improvement.

It’s a process many people go through as the previous 12 months wind down and the next dozen begin. But a case could be made that resolutions shouldn’t be confined to just individuals, but should be embraced by all levels of government, companies, clubs and charities.

Case in point is B.C. Timber Sales, the provincial agency that’s initiated construction of a logging road on Cherryville’s Cherry Ridge for ultimate harvesting.

The Ministry of Forests insists a proper process has been followed when it comes to engineering and selecting the site for the road. It Richard Rolke also maintains that there is minimal risk of a landslide occurring and threatening property and lives in the valley bottom.

“BCTS has completed third-party professional assessments on terrain stability and hydrology, and have had the road professionally designed. BCTS is satisfied that these plans are appropriate to address all of the values,” states the ministry.

There’s likely no question that BCTS followed due diligence and investigated any potential hazards if logging proceeds on Cherry Ridge. After all, it’s not in the government’s best interest to open itself to liability.

However, is just following standard procedures sufficient?

Many residents of Cherryville aren’t convinced that BCTS’ studies completely negate the possible threat, partly because of a nearby landslide in 2012 that forced some residents from their homes.

They are calling on BCTS to temporarily back off road construction and further scrutinize the slope based on local, first-hand

knowledge of Cherry Ridge.

“They look past the person who has lived for decades at the foot of Cherry Ridge, ranges her cattle on the hill, and actually rode on her father’s knee on the bulldozer as he cut the original road,” said resident Tim Staker in a recent letter to the editor.

“There are hundreds of these folks out here, each with their own piece of wisdom, who are being looked past and who would never be considered experts.”

Among those who knows Cherry Ridge like the back of his hand is Eugene Foisy, Cherryville’s former regional district director.

He is a logger, a game guide and played a key role in establishing a community forest.

Prior to leaving office in November, he expressed frustration that local knowledge is being trumped by out-of-town consultants.

“It’s very disappointing. We’re not being heard,” said Foisy.

“It’s a pretty sad state of affairs when the provincial government won’t listen to its constituents. It’s bullying.”

Now it should be pointed out that Cherryville residents aren’t tree-huggers as the community economically depends on logging.

However, they want assurances that harvesting is sustainable and doesn’t pose a public threat.

Obviously, BCTS is right to use third-party consultants when considering opening an area up to logging as it allows the sciences of hydrology and geology to be considered thoroughly. But along with this, there should be the ability for government officials to meet with local residents who don’t have an axe to grind but have constructive, applicable knowledge of a specific area that would relate to harvesting activities. It would go a long ways towards alleviating concerns.

All Cherryville residents have been asking for is an opportunity to be directly involved in something right in their own backyard.

Maybe BCTS will see 2015 as a time to reconsider how it communicates directly with the community.

Some drivers in the North Okanagan aren’t getting the message when it comes to impaired driving.

And that is a real worry as the holiday celebratory season continues. Many people are on the road to visit family, both locally and on area highways that are often challenging to drive at this time of year.

In British Columbia, drunk driving is the third highest factor contributing to motor vehicle fatalities behind speed and distracted driving.

This after nearly 40 years of Counter Attack impaired driving campaigns, including decades of media campaigns and enforcement efforts throughout the North Okanagan.

We cannot fault the RCMP for these types of statistics, for they are diligently out on patrol, conducting roadside checks and pulling over suspected impaired drivers. Tonight, officers will be found throughout Vernon and other area communities and there will be a significant enforcement presence at Silver Star Mountain Resort.

RCMP officers are the ones making our community a little safer by pulling impaired drivers off the road.

However, they can’t do it all by themselves. We as a community must take responsibility too, and drive responsibly.

Those who do observe the law can also help by calling 911 if they suspect a driver of being impaired, or by asking someone for their car keys at a party.

Have a fun New Year’s Eve with friends and family but be responsible about how you are going to get home.

Call a loved one or a friend, or call a cab. Please, we implore you, don’t drink or drug and drive.

Hydro project generates concerns

he approval of the Site C dam, which will scar the beautiful, pristine Peace River Valley forever, was not the Christmas present for which the majority of British Columbians have been lusting for all year.

Apparently our government in B.C., led by an individual who failed to win a seat in the 2013 election but still continues to lead, has totally abandoned its mandate to serve the electorate while continuing to bow and scrape to big business interests.

Ms. Clark vowed publicly to, “restore public trust in government” and mentioned repeatedly that “putting families first” was at the core of her agenda.

Personally, I have some difficulty in finding any justification in this latest flawed decision that would support either of Clark’s regurgitations.

You might attempt to stop me here if you think I might be misguided, but how on earth will spending $9 billion, a conservative Liberal estimate, on a project that benefits largely an unsustainable energy industry which is speculative at

MASTER WATER PLAN Early residents of the North Okanagan developed the Vernon Irrigation District system for irrigation.

It was perfectly capable of supplying all of its irrigation customers with agriculturalquality water. It needed no alteration to satisfy irrigation needs.

A mistake was made when domestic water supply was connected to the irrigation system from the late 1960s to present.

It should have been obvious that domestic customers could only receive raw irrigation water through this system.

The remedy should be to have the domestic water customers separated from the irrigation (Duteau) system. This was clearly stated in the master water plan 2002.

All domestic supply should be provided from the Mission Hill (Kalamalka Lake) treatment plant by extending that supply to the current Duteau Creek customers.

Instead, we have spent about $45 of $66 million (68 per cent) on altering the perfectly functioning irrigation system. Even after this huge expenditure, the majority of the mixed system remains and the cost of water increased exponentially.

We are still delivering high-cost, treated water to both domestic and agriculture customers and our water rates have increased

Might just a bit of that outpouring of largesse by the Clark government upon corporate interests be better put toward assisting poorer families in one of the

wealthiest provinces, but also the one with the highest poverty rate in Canada and still one of only two with no plan in place to reduce it? Shame.

Or could some of that bounty be used to elevate the deplorable living conditions in a majority of aboriginal communities in

more than threefold since 2002. We did not resolve the problem we intended to resolve, we made it more expensive.

The 2012 MWP proposes to spend an additional $58.3 million on further altering the irrigation system. That would make the expenditure on the Duteau system a grand total of $103.3 million by 2022. This is just compounding the original mistake. Those funds should be spent on the total separation of the two systems.

The Duteau irrigation system should be left for agriculture. The above sum is only for the initial infrastructure financing. In addition, there are the annual treatment costs at Duteau Creek between $2 to 3 million. Duteau water is the most expensive to treat and most of that treated water is used for irrigation.

There is also the maintenance and infrastructure replacement costs of the mixed water system and the new raw water system delivering untreated water directly to agriculture crops. That is all paid for by the domestic customers.

Another problem is the competition for water in low snow pack years between irrigation and domestic customers.

The Aberdeen source is supplied by small, shallow lakes totally dependent on annual snow and rain fall. There were years

when Grizzly Lake almost totally dried up.

In the mean time, there are unused water licenses on BX Creek that could be utilized from Okanagan Lake (more than nine million cubic meters).

One of the recommendations contained in MWP 2012 is to reserve 50,000 mega litres (50 million cubic metres) of water licenses on Okanagan Lake.

It is obvious that the final direction is to utilize Okanagan Lake as the main water source like Kelowna does. If that happens, all of the investments in the Duteau system will become redundant.

The taxpayers expressed their opinion on the current MWP. We must develop a new paradigm for our future water plan. The new direction must come from the taxpayers through their elected representatives.

the province to an acceptable level considered to be one’s right by the rest of society and is enshrined in the Canadian Charter of Rights and Freedoms, Constitution Act of 1982, Part 1, Section 7: “Everyone has the right to life, liberty and security of the person and the right not to be deprived thereof except in accordance with the principles of fundamental justice." Shame.

Or is that a bit much to ask of a political party that has seemingly formed an administration solely to benefit multinational corporations whose only mission is to honour the god Profit and has no interest whatsoever in humanitarian issues?

Shame.

Silly me. What else ought I to expect from a government that has no idea of what the precautionary principle is or has any motivation whatsoever to initiate meaningful dialogue or ask for public input from its constituents as to how they might prefer to spend $9 billion? Vested interests only need apply.

ath Raeber is a Vernon-based singer and lead vocalist with Kath and the TomKats. She is also founder of the Our Kids Have Talent youth musician competition and founder/artistic director of the Rarearth Music Festival.

Q: How did Kath and the TomKats form?

KR: In 1998 I had a near fatal car crash, which not only did irreparable damage to my body, but I also lost a huge portion of my long-term memory. Along with that went the memory of all the music that I ever knew and loved. The first song I recognized and knew some of the words to was You Are My Sunshine… It was a eureka moment!

With a blank canvas to work with anything was possible, so I decided I wanted a band and it would be called Kath and the TomKats. I met Barry Clarke (Lo-Fi Cowboy) who was playing with Andreas Artz and Walt Musekamp at a number of small venues in Vernon at the time. I was invited to bring my very scared self to the mix and we gelled, putting together our own TomKat style and went on to play twice and sometimes more a week for years.

Our genre was a mix of old jazz, rhythm & blues and ‘70s classics. I loved my TomKats and they (Walt, Barry and Andreas) indulged my memory issues and became my mentors into the amazing world of music. Kath in Blue morphed from the some of the Kats and a new jazz/lounge ensemble appeared on the scene. After six years, we combined the two bands and decided to offer ourselves up as a jazz, blues and rock band.

Q: What are your favourite venues to perform at?

KR: Special events, weddings, festivals, clubs and community support events, just because we are able to play a diverse mix of jazz and rock ‘n roll.

Q: Do you remember the first time you performed live?

KR: Yes. Kerry Park in Kelowna. We got the attention of Deborah J. Cameron, a promoter for the likes of Rod Stewart and Bob Dylan, who asked us to play for the upcoming Heartland Music Festival, which featured The Tragically Hip and Alan Jackson. To say we jumped at the chance would be an understatement.

Q: How many shows do Kath and the TomKats do a year?

KR: We try to do one or two a month but because we are all involved with so many other things in our lives, including full-time jobs, we’ve decided this past year to cut that back to record our album – a little somethin’, somethin’.

Q: I know that you organize other music festivals and events as a promoter such as the Back to Earth Community

Harvest Fest, the Rarearth Jazz and Blues Fest, and Our Kids Have Talent. Can you tell us a bit about those events?

KR: The Rarearth Jazz and Blues Fest came about because of Hurricane Wilma. I saw the wrath that the sea threw back onto the beautiful shores of Cozumel with plastic as far as the eye could see. It devastated me. The love of music and the need to create awareness led to the celebration of our rare piece of earth through music by inviting stellar musicians from around the world, supporting our own locals, creating a family/community environment, and producing an economic boost for Vernon, all created the Rarearth Jazz & Blues Fest.

The festival struggled for four years, facing weather from

fires to freezing rain, financial, venue, sponsorship, and liquor board challenges, and then, like a breath of fresh air, the Back to Earth Community Harvest Fest was born.

Working with my daughter, Kiley Routley, this festival was named after her business and held in the beautiful Lavington Park, where her storefront is. With a mandate to give back, entrance was by donation and a food bank item and in the past two years, hundreds of pounds of food were given to both the Lumby and Vernon food banks.

While I’m extremely proud of the festivals, the plays, and my band, it’s Our Kids Have Talent that has given me immense pride.

Q: What made you start Our Kids Have Talent?

KR: Watching my own talented grandchildren perform their once-a-year Christmas concert, I recognized there was a huge void in our community for mentorship, self-esteem building, and singer-songwriting workshops for kids and more importantly, a platform for them to perform more than once a year for five minutes.

Over a family discussion, it was my daughter who suggested a talent competition to complement Rarearth with a second stage, Stage Right, specifically for young musicians aged eight to 18. I teamed up with my good friend Patrick Nicol and we, along with amazing volunteers and sponsors, created a talent competition like none other, where over $50,000 in cash, festival gigs, recordings, lessons, opportunity, musical education and self-awareness was given. Every young musician, no matter what their musical strengths, were welcomed into this competition.

Q: How does it feel to watch kids you’ve mentored in Our Kids Have Talent continue on to great things?

KR: My pride began the moment each one of them walked on stage and shared their songs and their talents with us. For some, this was the first time on a mic, being judged by their peers and seasoned musicians and also performing in front of an audience, besides their mom and dad and grandparents. I was in awe of their determination in working through stage fright, forgotten lyrics, or technical issues.

For those that have continued on, all of us that had a part in their journeys are incredibly honoured to have been a small stepping stone in their musical careers.

Q: What is happening with Our Kids Have Talent?

KR: With the passing of Patrick Nicol, I made the decision to leave what we created together on a high note and to make way for a number of other talent competitions that have followed Our Kids Have Talent. I am looking forward to an alumni in Patrick Nicol’s honour.

Q: What’s your favourite song that you have written?

KR: Blue Eyes, a story about a great big beautiful man in my life with (a) long silver mane and blue eyes so kind – my father.

Pride shows how LGBT community supported striking miners For The Morning Star

The Vernon Film society opens its winter season Monday, Jan. 5 with the movie Pride.

This British movie has earned rave reviews and accolades wherever it has been shown. It is based on the true story of how the gay and lesbian community in London supported miners in Wales during the devastating miners’ strike in 1984-1985.

At the Gay Pride March in London, a group of gay and lesbian activists decide to raise money to support the families of the strik-

ing miners, however, initially the National Union of Mineworkers seemed to be embarrassed to receive their support.

The miners of one community realize they and the London group share a lot in common – both are reviled by the press and the politicians and agree to meet and accept the donation in person.

The film shows with humour and insight how this extraordinary story of two seemingly alien communities form a surprising and ultimately triumphant partnership.

Outstanding performances by Bill Nighy and Imelda Staunton add to the enjoyment of the movie. This is from the same era as the film Billy Elliot and shows the bitterness and hardship that the miners had to overcome in their battle with the Thatcher government.

Pride will be shown at the Vernon Towne Cinema Monday at 5:15 p.m. and 7:45 p.m.Tickets are available at the theatre and the Bean Scene. All tickets are $7 cash.

The heat is on Canned Heat, Oysterband and the Stooges Brass Band are set to play Roots and Blues this summer Morning Star Staff

Those already thinking of summer will have to wait just seven months before some Canned Heat comes their way.

The 23rd annual Salmon Arm Roots and Blues Festival, taking place at the Salmon Arm Fairgrounds Aug. 14 to 16, has just announced the first of many performers for the 2015 lineup,.

One of the bands performing is celebrating 45 years since it headlined at Woodstock. With 38 albums to their credit, Canned Heat is still going strong.

The blues-rock-boogie band has been anchored throughout the past four decades by the steady hand of drummer/band leader Adolfo “Fito” de la Parra, who along with original bassist Larry “The Mole” Taylor and New Orleans legend Dale Spalding on harmonica, guitar and lead vocals are joined by John “JP” Paulus, while regular guitarist Harvey “The Snake” Mandel deals with serious health issues.

The Woodstock era of Canned Heat saw the band turn out a remarkable number of albums featuring classic tunes such as On The Road Again, Let’s Work Together and Going Up The Country (which many consider the unofficial anthem of Woodstock). These songs continue to find their way into major movies and advertisements and keep the band busy all over the world.

Also on the Roots and Blues roster is Oysterband, who have been making music for almost four decades.

The band continues to deliver some of the most inspired and uplifting folk music in the history of the U.K. scene.

Blurring the lines between tradi-

tional folk, folk-rock and punk-folk, at times with a decidedly political edge, Oysterband remains a vital unit in the British scene.

The band was named Group of the Year at the BBC 2 Folk Awards two years ago and their collaborative recording with June Tabor, Ragged Kingdom, was named Album of the Year.

A remarkable band that only makes it across the pond every five years or so (they performed last at the 17th annual Salmon Arm Roots & Blues Festival), Oysterband is a must see this summer.

And last but not least is the Stooges Brass Band, who emerged onto the scene in 1996. The band has since gained notoriety as a fullblown musical party immersing the crowd in a cut-loose vibe that is contemporary yet deeply rooted in the culturally rich musical legacy of New Orleans.

Once home to Trombone Shorty before he set out on his solo career, the Stooges Brass Band has earned their rank as one of the elite brass bands in New Orleans. The band consistently provides a welcome blast of true New Orleans spirit engaging audiences with their innovative blend of traditional New Orleans brass sounds, contemporary jazz and hip-hop beats.

The Stooges Brass Band continues to tour performing at venues throughout North America, appearing at famed festivals such as New Orleans Jazz & Heritage Festival, Bonnaroo, South by Southwest, Utah Arts Festival, Discover Jazz, American Folk Festival, High Sierra Music Festival, Great American Brass Band Festival, and the Salmon Arm Roots & Blues Festival.

There isn’t a lot of money available for the project, however.

In March 2014, the college’s board of governors approved tuition fee increases and staff layoffs to close a $3.2-million budget gap, so Eagen said if WiFi improvements can’t be done cheaply, they’ll instead be done slowly.

“If it comes down to not having available budget and not being able to find anyone to kind of partner with us, we’ll just make incremental change and keep hacking away at it,” she said.

McCune wants to bolster Enderby pride RICHARD ROLKE

Enderby’s mayor is ready to be a cheerleader.

Greg McCune says a critical role for his council during 2015 is to bolster civic pride among residents and to let investors and tourists know that Enderby is the place to be.

“We want to celebrate what a great community we have,” said McCune, a veteran councillor who was elected mayor in November.

“We want to work with the media and if something happens, such as a new business coming to town, we want to let people know about it.”

A major achievement for the community in 2014 was the recent filming of Go With Me. It stars Sir Anthony Hopkins and is produced by Enderby born Rick Dugdale.

“For a young man to head off and follow his dreams and come back is amazing,” said McCune of Dugdale.

“We’ve seen two successes and the rumour is they’re scouting our area for more,” said McCune.

“This whole region has a great opportunity with the film industry.”

Beyond Hollywood, a major focus for the city will be infrastructure and generating the necessary funding for the work.

“We’re not unlike anywhere else but we have a good game plan,” said McCune of the city’s infrastructure strategy.

“We hope to work with the plan and identify a realistic approach.”

To expand the focus on critical issues, each member of council has been given a spe-

cific portfolio they are responsible for, such as infrastructure.

“We’ve been blessed with people involved in the community and we want to use them instead of just getting a report from staff or the provincial government,” said McCune.

“This structure will allow staff to focus on what the community really needs.”

McCune enters the new year with three returning council members — Brad Case, Raquel Knust and Tundra Baird — and three new members of council — Shawn Shishido, Brian Schreiner and Roxanne Davyduke.

C om mu n i c at i on s with the Splatsin First Nation remains a priority for the city during 2015.

“There are two separate communities in the same area and they’re trying to do the same things,” he said of the city and the Splatsin.

“We are supportive of them as they are of us. What they do benefits Enderby. Enderby

is missing a large hotel and I’m sure that’s on their list of projects.

It could allow us to host tournaments and events.”

McCune also wants the city to get residents more involved in critical issues and debates,

particularly after the November election brought out more firsttime voters.

“It solidifies that they care. They want Enderby to be their home and they have given us a challenge to make it an affordable

place to live and raise families,” he said.

“But we want to flip that back on to them where they shop local, invest and celebrate the community. If their friends are visiting, take them to the river or to Mabel Lake.”

A group of minor hockey players have embraced the holiday spirit.

Armstrong-Spallumcheen Parks and Recreation’s Fill the Net Food Drive offered a friendly challenge to all minor hockey teams to collect the most food by weight. The winner received a free ice slot in the arena.

“The association, collected

800 pounds of goods,” said Dean Zimmerman, North Okanagan Minor Hockey Association president.

“The winning team for this year’s food drive was the Atom Recreation Knights, with a dominating amount of goods donated. The Atom Development Team placed second and the Peewee Rep Team came third.”

Kelowna International Airport is launching a Go for a San Francisco Quickie campaign to promote United Airlines’ seasonal non-stop United Express service to San Francisco. The flight time on a 50-seat CRJ regional jet is 150 minutes.

The campaign, which boasts, “150 Minutes to 150 Adventures,” has just started to launch teasers via social media highlighting the various reasons to take a quick trip to San Francisco, and by Jan. 12, the campaign will expand to include a chance to enter to win a getaway!

“We really want people to understand how quick the flight is, and consider San Francisco as a destination for their February or March vacation,” said Sam Samaddar, Kelowna International Airport director.

United will offer YLW to SFO service as a seasonal flight until April 6. The service will resume in the late fall.

Vernon’s Curtis Lazar is serving as all of the above for Team Canada winger Connor McDavid at the IIHF World Junior Hockey Championships in Montreal and Toronto.

Lazar, who turns 20 in February, is captain and one of seven returnees from last year’s entry which lost 5-1 to Finland in the semifinals in Malmo, Sweden.

McDavid turns 18 in two weeks and is under enormous media scrutiny since he will likely be chosen first in the NHL Entry Draft next summer in Sunrise, Fla. They are calling the easy-going, always-smiling Lazar and the more serious, intense McDavid Junior hockey’s Odd Couple. Lazar dominates trivia phone app games against McDavid.

“Connor is a great guy; we are really getting along and, yes, he does let his guard down and have a lot of fun with the guys,” Lazar told The Morning Star.

“He has a lot on his plate this season and I’m just trying to get him to relax and enjoy the ride.

Lazar, who scored once as Canada grounded Finland 4-1 Monday night before 15,718 fans at the Bell Centre in Montreal, says playing on home soil has its slight advantages.

“The world juniors is an exciting tournament regardless if it’s played in Canada or Europe, but being closer to home and eat-

ing familiar food and sleeping in similar style beds are definitely a positive. Our routines remain the same, we spend a lot of time at the rink practising and watching video preparing for our next games and then if not at the rink, we are usually hanging out at the hotel keeping a somewhat low profile.”

Loaned to Team Canada by the Ottawa Senators, Lazar says this group is tighter than last year.

“We seem to all bond a lot better this year and as people see it shows in the way we play.

Everyone is embracing their role and we need that to be successful. I have been captain of a few teams in the past and captaining this team is unique because we are only together for two weeks. I really try and monitor everything that is going on and approach each player differently. In saying that,

we all act like pros and it makes my job pretty easy.”

Lazar was hoping to spend Christmas with family in Vernon during a three-day break, but instead, visited with them in Montreal.

“Christmas was fun; we all received ugly Christmas sweaters from Hockey Canada and we went for a nice turkey dinner together.

It was fun to have an evening away from the game and just hang out and talk about other stuff for once.

Most of our parents got in on Boxing Day and we were able to meet up with them after the game.

It’s great having my family here for the tournament. I love the support they give me even if it means they get on TSN more than me.”

Sam Reinhart scored twice while Anthony Duclair added a single as Canada improved to 3-0 in group stage play by stopping the Finns (0-2-1).

Finnish goalie Juuse Saros dropped a Josh Morrissey point shot and Lazar poked in the loose puck on a powerplay at 14:25 to make it 4-1.

Canada faces the U.S. today (1 p.m., PDT) in their final game of the round-robin with the winner taking first place in Group A. The quarterfinals go Friday with the semis Sunday and the gold-medal final Monday night (5 p.m., PDT).

Love, backed by third Erik Colwell, second Brendan Chapple and lead Johnathan Schwartz, held a share of third place at 2-1 Tuesday morning, after suffering his first loss, a 9-6 decision to Abbotsford’s Cody Tanaka.

Sports Rockets struggle in stacked field Morning Star Staff

The Okanagan Rockets were 0-3 going into their final preliminary game Tuesday at the 37th Calgary Mac’s Midget AAA Hockey Tournament.

Smart and athletic, Zac Kronbauer is chasing a future in football and either the medical or engineering field.

A two-sport star at VSS, Kronbauer guided the Panthers to the Subway Bowl high school varsity AA semifinal in Vancouver. The down-to-earth Grade 12 student won a $1,000 Subway Academic Team scholarship while being named Offensive Player of the Year at the provincial awards banquet.

“I don’t exactly know what school I’m going to yet, but I’ll definitely put it (scholarship cash) towards school,” said Kronbauer, who turns 18 in January.

“I’m looking at UBC, University of Calgary, McMaster (Hamilton), just anywhere I can play football. They watched some of our games and coach (Keith) Johnston talked to McMaster for me.”

Kronbauer earlier was selected the Okanagan Conference Offensive MVP as the Panthers went 5-0 before falling 34-16 in a snowy semi to the John Barsby Bulldogs of Nanaimo.

VSS head coach Sean Smith believes Kronbauer can smoothly transfer to the collegiate level because he brings so many different skills.

“Zac played slot for us, he plays running back, he plays wide receiver, he kicks and he plays special teams, he does everything,” said Smith. “So, there are a lot of different positions he could fit in at the next level.”

Kronbauer, a starter with the senior basketball team, is a Saskatchewan Roughrider fan. He used to cheer hard for running back Kory Sheets, but when Sheets bolted for the NFL, Zac switched to supporting slotback Weston Dressler. He mixes sports and school well.

“Zac’s a balanced guy,” said Smith. “He won the Academic Athlete of the Year last year for the North Okanagan so he’s taking a tough course load of sciences and maths and he has 90-plus per cent in everyone of them so he knows he has to do well in

school, first. He puts a lot of time here. He’s in the weight room every day at quarter to seven in the morning so he knows what it takes.”

Most of the football Panthers have been playing together since Grades 9 and 10. The additions of players like Carson Labrecque, a Winfield product who played city football in Vernon, and Karson Patommel, who joined VSS from the Kalamalka Lakers, added serious depth to the roster.

Labrecque and Patommel, both linebackers, joined Kronbauer, offensive lineman Jeff Hiscoe and defensive back John Garvie on the provincial all-star roster. Patommel was earlier chosen the Okanagan’s Top Defensive Player.

“Out of the 22 spots, we got five of them,” said Smith. “When you take into account how many teams there are in the province, we were quite fortunate.”

He notes that all the VSS all-stars went the extra mile to be the best they could.

“That kind of goes part and parcel with it. If you wanna be recognized as a provincial all-star, you gotta do all the stuff that it takes to get there.

There are a few guys who are natural athletes and don’t have to work at it, but for most of us, that’s not the case. All those kids, from last spring when our season ended, were in the weight room doing what it takes.”

Kronbauer says the all-star selections solidify the Panthers as a powerhouse.

“It’s super crucial for our program. It’s nice to be recognized because we did pretty good in the province.”

Kronbauer gave major props to Smith, a huge Seahawk supporter who was trying to give Vernon its first-ever B.C. football title.

“Coach Smith has been absolutely awesome through everything. He’s the most committed coach I’ve ever had. He’s always watching game film. He tells us about his 20-hour nights, all the flash cards he makes of the other teams’ plays. It’s crazy how much he does for us. We’re prepared every week.”

More than 100 people braved the icy water of Kalamalka Lake at last year’s polar bear swim in aid of the Vernon-founded Zimbabwe Project. The swim takes place once again on New Year’s Day at Kal Beach.

Kalamalaka Lake will be swimming with New Year’s Day revellers in aid of the Southern African nation of Zimbabwe.

More than 100 souls braved the icy water of Kal Lake on the Coldstream side last year to take part in the revival of the popular polar bear swim on New Year’s Day. The event raised close to $5,000 for the Vernon-founded Zimbabwe Project.

Spearheaded by Vernon Curves owner Angela Yablonski, the Zimabwe Project is entirely volunteer driven so that all monies raised go directly to projects in Zimbabwe.

“Projects vary from village to village as individual needs present themselves, but the overall goal of the Zimbabwe Project is to help communities become self-sustaining through raising pigs, poultry, gardening, sewing, carpentry and other projects,” said Yablonski.

The charity also works with schools in rural communities to assist in building strong leadership for future generations, she added.

Registration for this year’s polar bear swim takes place at Kal Beach Thursday at 11:30 a.m. with brave souls taking the plunge at 1 p.m.

There will be a costume contest and a prize for the person with the most sponsors.

4 cloves garlic, minced 4 fresh jalapenos, seeded and chopped 8 oz cream cheese 1/2 cup grated Parmesan cheese 4 strips bacon, cooked and chopped (you can leave this out if you are vegetarian) Salt and pepper to taste In a large pot of lightly salted water, boil the potatoes until fork tender, about 18-22 minutes. You want the potatoes to be soft enough to bite into, but firm enough to hold their shape as mini cups.

Remove from water and allow to cool for about 10 minutes. Cut each potato in half, down the middle. You want to cut the potatoes in a way that will allow them to lay as flat as possible. The best way to do this is to just place them on a flat surface and see how they naturally want to lay and cut parallel to the surface they are sitting on. If you cut them according to what looks nice, they may roll all over once they are filled.

Once they are cut, remove most of the inside with a mellon baller, leaving enough of the walls and bottom intact to hold the filling. Make sure and save the potato centres you just scooped out, as you will add them to the filling.

In a pan over medium-high heat, melt

the butter. Add the onions and cook until opaque. Add the jalapenos and stir, cooking until jalapenos are soft, about five minutes. Add the garlic and stir. Add the cream cheese and stir until melted. Remove from heat and add the potato centres and mash with a potato masher until combined. Return to heat and add the bacon, Parmesan cheese, salt and pepper and stir until cheese is melted.

Allow to cool enough to handle, then fill the potatoes. Serve warm.

Strawberry Fling 1/2 pt. strawberry ice cream 1 cup milk 4 tsp. grenadine syrup Whole strawberries Beat ice cream and milk until foamy thick in blender; pour into glasses. Pour grenadine from spoon down inside each glass (forms bright crimson layer at the bottom). Garnish with strawberries. Makes three to four servings.

Against four spades, West led a top-of-nothing heart nine. East won with his ace and shifted to the diamond seven. How should South have continued?

After East overcalled one heart, South’s one-spade response guaranteed at least a five-card suit. (With only four spades, he would have made a negative double.)

West raised hearts with three-card support and a singleton. East competed to

three hearts, the nine-trick level, because he knew that his side had nine hearts between them. But South’s jump to four spades silenced everyone.

Note West’s lead. Since he had raised hearts, he led his highest. If he had passed throughout, he would have led his lowest. (Yes, all right, if he were psychic, he would have led a diamond, which would have defeated the contract with subsequent accurate defense.)

South won the second trick in the dummy and called for a trump, but East dashed up with his ace and shifted to the club nine. West won with his ace and gave his partner a diamond ruff for down one.

How could declarer have avoided this outcome?

JOHN (JACK) BELL 1931 - 2014

John (Jack) Anderson Bell, 83, passed away on December 25, 2014, at the North Okanagan Hospice House.

He is survived by his wife of 59 years, Annafred; children Randy (Deb), Cochrane, AB; Wendy, Israel; Mike (Andrea), Calgary, AB; Lynn, Calgary, AB; Tony (<aren), Auburn, Washington; Jill, OƩawa, ONT; 15 grandchildren and 7 great-grandchildren. He is predeceased by his parents Helen and Rev. William Bell; brothers Jim, David, Bill and sister Alison.

Born in Jasper, AB, Jack spent his early years in Saskatchewan and dmonton. AŌer graduaƟng from high school in Melfort, S<, he aƩended the hniversity of Alberta, graduaƟng with a 'eology Degree. He met his wife, Annafred (&raser) and they were married in Calgary on December 30, 1955. Together, Jack and ͞&reddie͟ raised their sidž children in Calgary where he conƟnued his career in the oil and gas industry with many companies including͗ Tenneco Oil džploraƟon, Sinclair Oil Corp., and &rench Wetroleum Company. In 1980, the family moved to sernon. He conƟnued to consult for companies and reƟred his career with Mannville Oil Θ 'as.

During his acƟve years, he was a member of a Melfort Wipe Band, coached swimming at the Calgary Winter Club, became an avid golfer as a member of the sernon Spallumacheen 'olf and Country Club, was an ardent fan of the sernon sipers hockey team. He enũoyed Įshing and family acƟviƟes at their summer cabin at Mabel Lake.

RespecƟng his wishes, no funeral service will be held and friends are invited to an open house to celebrate his life with &reddie at her home on Saturday, January 3rd, 2015, from 1 p.m. to 3 p.m. There will be a private gathering for family in the summer. In lieu of Ňowers, donaƟons may be to the BC Cancer &oundaƟon or the Heart and Stroke &oundaƟon.
